1 Central Niagara Baseball and Softball Association, Inc. Exhibit H ELIGIBILITY, LEAGUES, TEAMS & RULES 1. ELIGIBILITY A. All youth within the registration determined birth date ranges, regardless of residence, based on his or her age on or before May 1st of the same year of play are eligible. Softball players age eligibility is determined by her age as of January 1st of the same year. Players 17 and under on or before November 30th of the previous year are eligible for play. Players not yet 5 registered and planning to attend Kindergarten in the Fall are eligible for play. B. In order to be eligible for team placement, draft or any CNBSA, Inc. practice, game or function, individuals must be registered with CNBSA, Inc. through the official, formal registration process (Registration form exhibit G) or on-line registration process C. Number of, and name of leagues and teams will be decided by the Board prior to each season. D. The House League Director and Leagues Coordinators may review a request to permit a player to be assigned to a league normally for players of an older age. A players rating will determine eligibility (Player Rating Form, exhibit I) E. Players will be placed on a team according to a selective draft in accordance with all By-Law draft rules, except those at the T-Ball, Instructional & Challenger Level; House & Challenger Directors will determine rosters. F. The Board will determine the process for Travel Team selection. 2. DRAFT RULES A. The Board will determine the general draft procedures. NO changes or deviations will be permitted without Board approval. Unless specifically noted, all draft rules apply to all leagues. B. The draft(s) will be conducted from a list of registered players who have been rated as to their ability for respective ages. The Board will determine the rating system (Player Rating Form, exhibit I). Draft lists with ratings will be provided to the House League Director, Coordinators & Coaches prior to the draft. Final draft lists with draft-order; pre-designated slotted coach related players, siblings, competitive balance placements, etc., must be submitted and approved by the Board prior to the draft(s). Continuity of teams, coaches, and townships will be considered provided there is competitive balance. C. All player registration fees must be paid in full in order to be drafted. D. The House League Director & Coordinators must have all coaches selected, approved and Certified no later than 14 days prior to the draft and have a meeting with these coaches no later than 10 days prior to the draft to share past evaluations of these players and review draft procedures. The league By-Laws should also be reviewed at this meeting. The House League Director is responsible for scheduling and conducting drafts according to the By- Laws. At least two Board members should be present at the House League s draft. E. Sequence of the Draft: T-Ball, Instructional & Challenger Leagues No draft. Teams grouped by Director of House & Challenger League in cooperation with coordinators. All other Leagues The order of the draft will be determined by lottery with modifications as necessary to ensure competitive balance and as approved by the Board.

2 Players will be drafted by age and rating with the older league players being selected in Phase one. The draft sequence will be conducted for unassigned players, first to last, then last to first, etc., until a partial round remains. Then the partial round will be added to the group of younger league players for Phase 2 and the draft sequence will be last to first, first to last, etc. Where there are players left unselected after the last complete round is finished, a non-complete round will be conducted. In this non-complete round of the draft, the number of players dictates the order of the draft sequence. Example: 4 players left - 4th pick goes first, 3rd pick goes second, 2nd pick goes third and 1st pick goes fourth. The coach with the first pick of the first round will always select the last player available when a non-complete round is necessary. For returning players priority will be given to consistency of previous team and coach, there will be instances where a team/coach relationship may change to maintain competitive balance. E. Late Sign-Ups: Late sign-ups will be assigned if openings exist in the applicable league. Late sign ups must be placed in sequence draft order. There will be no manipulation of teams by use of late sign ups. The House League Director & Coordinators, only with Board approval, may assign a late player out of order only to address an imbalance of superior players. The Board is authorized to assess a late fee for any players registering past a designated date and is also authorized to determine that date on which all rosters will be frozen and no further registrations will be accepted. The Board maintains the right to make an exception of this rule. F. There will be NO trading of players once teams are assigned. 3. GENERAL RULES OF PLAY. The rules of play, other than as amended by these By-Laws, will be in accordance with the Sanctioning organization(s) and in conjunction with NFHS Baseball and ASA Rules. The General Rules apply to all leagues. Additional specific rules for each league are given in other Articles. A. The maximum barrel diameter for any bat that can be used is 2¼ inches on a 60 diamond; Major A & AA Leagues. 13U Baseball can use 2 5/8 in BBCOR Bats following rules below. Seniors A & AA Leagues use 2¾ inches. Bat sizes and dimensions will be determined by the sanctioning organization Bats: Major Baseball (60/46 diamond) and below - It shall not be more than thirty-three (33) inches in length nor more than two and one-quarter (2¼) inches in diameter. Non-wood bats shall be labeled with a BPF (bat performance factor) of 1.15 or less. Major AA Baseball (13U Baseball played on 50/70 diamonds) It shall not be more than 34 inches in length; nor more than 2 5/8 inches in diameter, and if wood, not less than fifteen-sixteenths (15/16) inches in diameter (7/8 inch for bats less than 30 ) at its smallest part. All composite barrel bats shall meet the Batted Ball Coefficient of Restitution (BBCOR) performance standard, and such bats shall be so labeled with a silkscreen or other permanent certification mark. The certification mark shall be rectangular, a minimum of a half-inch on each side and located on the barrel of the bat in any contrasting color. If a bat s barrel is 2 ¼ and has no composite materials in it, it may be used, provided it is labeled with a BPF (bat performance factor) of 1.15 or less, and meets the standards for length, handle diameter, etc. But if the bat has composite materials in the barrel, a 2 1/4-inch barrel MAY NOT be used; only a 2 5/8-inch BBCOR bat may be used. Senior Levels It shall not be more than 36 inches in length, nor more than 2 5/8 inches in diameter, and if wood, not less than fifteen-sixteenths (15/16) inches in diameter (7/8 inch for bats less than 30") at its smallest part. The bat shall not weigh, numerically, more than three ounces less than the length of the bat (e.g., a 33-inch-Iong bat cannot weigh less than 30 ounces). All bats not made of a single piece of wood shall meet the Batted Ball Coefficient of Restitution (BBCOR) performance standard, and such bats shall be so labeled with a silkscreen or other permanent certification mark. The certification mark shall be rectangular, a minimum of a half-inch on each side and located on the barrel of the bat in any contrasting color. Aluminum and composite bats shall be marked as to their material makeup being aluminum or composite. This marking shall be silkscreen or other permanent certification mark, a minimum of one-half-inch on each side and located on the barrel of the bat in any contrasting color.

3 B. In the event of any injury, the Head Coach should notify the league director by phone and submit an accident report within 24 hours. C. Lightning the 30 minute rule is in effect. Once the first flash of lightning is seen or thunder heard the game will be suspended. There will be a 30 minute wait period before the game can resume. If any thunder or lightning is heard or seen during the 30 minute wait period the clock will reset from that point for another 30 minutes. Umpires decision is final. Games are considered complete after 4 innings. D. No player will be allowed to compete in any game while wearing open toed shoes. No Jewelry is to be worn during any game or practice. E. No metal spikes are allowed. F. The requirements stated in the Sanctioning Organizations Rule Book for a certain number of players per age per team are waived. G. ALL games must be played as scheduled. Coaches shall NOT reschedule any game. The House League Director, Coordinators & Director of Field Operation or his/her designee will make a final decision to postpone games due to inclement weather or unplayable field conditions at least 1 hour prior to game time. Communication on the postponement of any games will be provided through the league website/facebook/twitter/phone. In conjunction with the coaches the House League Director and/or Coordinator games will be rescheduled and umpires assigned. 1) A decision to postpone a game within 1 hour of the start of any scheduled game due to unplayable conditions due to the weather is up to the coaches. Once the game begins, it is the umpires decision. H. All games are generally set for precise starting times as outlined in the schedules. 1) If one of the teams does not appear within fifteen minutes of the specified start time, the game is forfeited. 2) Teams must play if they have a minimum of eight players. This does not apply for T-Ball, Instructional & Challenger Leagues. 3) If, after a fifteen-minute leeway period, a team has fewer than eight players, that team will be designated, as the visiting team and the game will begin. If that team still has fewer than 8 players after completion of the top half of the first inning, the defaulting team forfeits the game. This does not apply to Rookie, Minor & Challenger Leagues. 4) No full inning shall be started more than 2 hours and 15 minutes after the scheduled start of the game. This rule shall not apply to the Rookie, Minor & Challenger Leagues. a. A playoff game shall be played in its entirely and shall not be limited by a time constraint. 5) The team that is behind must complete its turn at bat in the fourth inning or it is not considered a complete game. In this case, the entire game will be played from the beginning. Because of time constraints, this rule for the play-offs will be determined by the House League Director & Coordinators prior to the season with approval of the Board. The decision to stop the game rests solely with the umpire. I. The official team rosters for all baseball/softball leagues must contain a minimum of nine/ten players respectively. Only those players appearing on the official team roster or a valid call-up player are eligible to play. The minimum number of players does not apply to the Rookie, Minor & Challenger Leagues. J. If a team uses an ineligible player and/or an ineligible pitcher, the game shall automatically be forfeited, and the coach will be subject to suspension under the Code of Conduct disciplinary procedures. K. A Minimum playing requirement of 3 defensive innings must be followed unless a player is benched for disciplinary reasons, including failure to attend regularly scheduled practices and/or games. The coach instituting disciplinary procedure must notify the opposing coach prior to the start of the game. In no event may a coach call up a player to substitute for a benched player.

4 L. The bench or dugout on the first base side is assigned to the home team and the visiting team uses the bench or dugout on the third base side. M. Every team player will be assigned a position in the batting order and will bat in that position during the entire game. N. All batters, base runners, on deck batters, pitchers warming up on the mound and player base coaches must wear helmets at all times. Catchers must wear all equipment including a mask, when warming up a pitcher on the field of play. O. Any unsportsmanlike conduct (swearing, throwing of equipment, derogatory chanting, etc.) by a player, team or coach may result in immediate ejection of the player or coach from the game and subject him/her to additional disciplinary action under the Code of Conduct. Players fighting are subject to possible suspension for the year. Any other CNBSA, Inc. members in violation of this provision are subject to review under the Code of Conduct procedure. P. As the safety of all players is of utmost importance, the following rules apply. No player will intentionally collide with a defensive player to prevent an out from being made. The catcher must not block home plate or otherwise impede a runner from scoring. Headfirst slides are not allowed. Any player sliding headfirst is automatically out. Diving back to a base headfirst is allowed and is not considered a slide. Q. Every team player will be assigned a position in the batting order and will bat in that position the entire game even though he/she may not be in the game defensively. Players that arrive after the game begins will be placed at the bottom of the batting order including call-up players. Defensive substitutions may be made freely with the constraint that no player may sit out two defensive innings more than any other player. R. Should the scheduled absence of regular team player(s) result in fewer players being present then allowed on the field of play (9 baseball or 10 softball), an official player from the next lower League may be added to the official roster for that game. The temporary player should be called up from the assigned Minor, Major or Senior League team. If no appropriate player is available from the assigned teams, a player may be called up from any other lower League team. If a player is used from other then the assigned team or teams, the House League Director must be notified immediately after the completion of the game in which such player is used. Permission must also be obtained from a parent or guardian of the player. If permission is not obtained, the player cannot play. The temporary/call-up player is subject to the following additional restrictions: 1) A temporary/call-up player cannot pitch. S. Pitching Rules: 1) Inning Count: Each pitcher can pitch a maximum of 3 innings per day at the MAJOR and under levels with a minimum of 1 calendar day of rest. A maximum of 4 innings per day at the SENIOR and above levels with a minimum of 1 full day of rest. Coaches will have the ultimate responsibility of insuring that the pitcher receives 1 full day of rest. Rest requirements do not apply to Softball pitchers. 2) The innings count rules and rest periods are established for the health and safety of the players, and coaches who abuse this rule will be suspended. 3) If a pitcher hits two batters, the Umpire will issue a warning to both coaches, if a 3rd batter is hit the player is to be removed from the pitching position for the remainder of the game. 4) Any pitch in an inning constitutes an inning pitched. 5) It is the coach s responsibility to document the number of innings pitched per pitcher within the league issued official score book and it s the umpire s responsibility to acknowledge and sign off on this following each game. 6) Once a player pitches in a game they are not allowed to catch in the same game.

5 7) Pitching rules outlined in these By-Laws will apply to both House and Travel Leagues combined. T. Coaches and Assistants Coaches may warm up a pitcher at home plate or in other areas. U. The following will be permitted for the coaching of bases: 1) One adult at each coaching box. 2) One adult with one player in uniform and helmet at each coaching box. 3) Specific to Senior Level only: A player in uniform and helmet may occupy a coaching box. V. If a game is tied at the end of regulation play, one additional inning should be played to attempt to break the tie. However, an extra inning will not be played if there is fewer then twenty minutes left until the scheduled start of another game on that field. An extra inning will also not be played if the umpire feels that it is or will be too dark to safely complete that inning. A new inning will not be allowed to begin after 8:30PM. The safety of the players is paramount. Games are considered complete after 4 innings. W. Each game of a double header shall be 5 innings in length. No extra innings when playing a double header. Pitching rules for the league apply. X. 10 batter rule will be in effect for the Major League levels. Y. Mercy rule will be in effect within all leagues. Fifteen (15) run differential after four (4) complete innings.

6 4. SPECIFIC RULES OF PLAY FOR CHALLENGER LEAGUE (APPLY TO ALL AGES) A. The focus at this level is on fun, sportsmanship, team play, knowledge of the game and fundamentals. There will be no standings kept or playoffs conducted at this level. Field dimensions will include 60 base paths. B. There will be no time limit imposed. C. There will be no umpires. D. The game will be played with a reduced impact factor (RIF) ball. E. There will be no restrictions on the number of players needed to field a team. F. There will be NO scores kept or recorded. Everyone is a winner! G. Game length is at the discretion of the coaches. A minimum of two innings will be played. H. A request form parents in writing for team placement will be considered. The League Director will prepare final rosters. I. Offensive Rule Amendments: 1) The entire roster will bat every inning. Batting order will change each inning and for each game to ensure every player has the opportunity to score a run. 2) During each at bat, the batter will have as many opportunities as needed to hit the ball whether it is pitched or off a batting tee or any combination thereof. The coach or designee will pitch approximately 15 ft from home plate, and the assistant coach or designee will be the catcher (catchers must wear a caged helmet). 3) Base runners cannot lead off and shall not leave the base until the ball has been hit. When the ball is in play, a base runner may advance at his/her own risk.

7 5. SPECIFIC RULES OF PLAY FOR ROOKIE LEAGUE (T-Ball, 6U) A. The focus at this level is on sportsmanship, team play, knowledge of the game and fundamentals. There will be no standings kept or playoffs conducted at this level. Field dimensions will include 55 base paths, foul lines 140, center field 175. B. Team rosters should consist of no more than twelve players and no fewer than eight players. C. Game length is at the discretion of the coaches. However first minutes should be spent on skills development followed by a 3 inning game which should last approximately minutes D. Requests from parents in writing for team placement will be considered. The League Director will prepare final rosters. E. There will be a one-hour time limit imposed when two consecutive games are scheduled. Otherwise, the game shall be limited to three innings. The parent volunteer umpire will keep time. No inning may begin with fewer than ten minutes remaining in the hour (if the one hour time limit is in effect). All innings (top and bottom) are to be completed in their entirety. F. There will be one parent volunteer umpire for every game. G. The game will be played with a reduced impact factor (RIF) ball. H. There will be no restrictions on the number of players needed to field a team. I. There will be NO scores kept or recorded. Everyone is a winner! J. Each player must play at least 1 inning in the infield each game. This rule may be waived by the coach or by the parent or guardian of a specific player only with League Director s approval. Approval must be granted prior to the start of the season. Any such waiver should be an exception occurrence only and only occur if it is clear that the player will be safer playing only in the outfield. K. Offensive Rule Amendments: 1) The entire roster will bat every inning. Outs will be completed but not recorded. In the event a player is out, the player will leave the field. Batting order will change each inning and be in the reverse order of the previous inning. 2) During each at bat, the batter will have a maximum of ten opportunities to hit the ball whether it is by pitch or off the batting tee or any combination thereof. The coach will pitch approximately 15 feet from home plate, and the assistant coach will be the catcher but will not assist on defensive plays. 3) If a batted ball hits the coach-pitcher, a "no-pitch" will be declared. The batter will return to the batter's box, and all base runners will return to the base held at the time of the pitch. 4) Bunting is not permitted. If a bunt is attempted, a strike will be called and the player will be reminded that bunting is not allowed. 5) Base runners cannot lead off on the pitcher and shall not leave the base until the ball has been hit. When the ball is in play, a base runner can advance at his/her own risk. 6) The infield fly rule will not be invoked.

8 7) Any offensive interference in the base path will be considered an out. If it is unintentional, the umpire will use his/her discretion in making the call. 8) Any runner hit by a batted ball before a defensive player touches it is automatically out. 9) The coach will appoint adult base coaches. In this capacity they may only provide instruction to their base runners and shall in no way obstruct the playing of the game. The base runner will be out if touched by the base coach. L. Defensive Rule Amendments 1) In defensive alignments, there will be no pitcher or catcher. There will be normal infield alignments with the exception of 2 short infielders that will play on either side of the pitcher (but not in front of the pitcher's rubber) and will cover defensive plays at home plate. The pitcher positions must wear a helmet. As the entire roster will play on defense, all extra players will be in the outfield. 2) The play will end when the ball is under the control of a player in the infield as a result of stopping any base runner from advancing. Base runners will be awarded the base that they are closest to. (Note: Control shall mean that the player holding the ball is not trying to make another defensive play.) 3) All other defensive rules apply. 4) In a case of defensive interference as determined by the umpire, the runner will be awarded one extra base beyond that to which he/she is headed. 5) The coach and his/her assistant may position themselves on the playing field for instructional purposes. They may not interfere with the play in any way.

9 6. SPECIFIC RULES OF PLAY FOR MINOR LEAGUE (RIF, 8U) A. The focus at this level should be on sportsmanship, team play, knowledge of the game and fundamentals. There will be standings kept and playoffs conducted at this level. Field dimensions will include 60 base paths, 46 pitching distance, foul lines 160, center field 185. B. A coach or pitching machine will be used as the pitcher when practical for Minor League games. C. A maximum of 5 runs may be scored in one inning. Six innings are played. Games should not exceed 2hrs 15min. D. The 10 batter rule will be in effect. E. A volunteer parent or coach will act as umpire. F. The game will be played with a reduced impact factor (RIF) ball. G. Base runners cannot lead off and shall not leave the base until the ball has been hit. When the ball is in play, a base runner can advance at his/her own risk. H. Bunting is not permitted. If a bunt is attempted, a strike will be called and the player will be reminded that bunting is not allowed. I. The infield fly rule will not be invoked. J. Pitching Machine Rules: 1) The dirt part of the pitcher s mound two feet in from the grass edge starting and ending at the center of the pitching machine will be in play. The area in front of center and the rest of the mound shall be designated as the "free hit zone". Any ball that lands in this area is dead, and the hitter is awarded first base. Any batted ball that comes in contact with the machine or the adult operator is also dead and the hitter is awarded first base. In the case of a dead ball or a ball hitting the pitching machine, runners will advance only if necessary to accommodate the batter being awarded first base. Players are not allowed to field the ball inside this area. A ball that passes through the free hit zone without contacting the pitching machine, pitching machine operator or any player will be in play. One player is placed outside the pitcher s mound assuming the defensive position of the pitcher. This player must have at least one foot on the edge of the pitcher's mound and be behind a line extending from the pitchers rubber to the edge of the circle. The pitcher must be positioned on the first base side of the mound in the case of a righthanded batter and on the third base side of the mound in the case of a left handed batter. Pitcher position must wear a helmet. 2) A coach, assistant coach or adult volunteer must feed the pitching machine. 3) Each player gets five pitches to put the ball in play. If the batter has not succeeded after five pitches the batter is out. The batter is not out on an uncaught foul ball. Any pitch which, in the umpire's opinion, is un-hittable and, at which the batter does not swing, shall be declared a "no-pitch", and not counted against the five pitch limit. Any pitch which, in the umpire's opinion, is un-hittable and, at which the batter does swing, shall be declared "A PITCH". 4) Any thrown ball that hits anything in the circle (i.e. the machine, operator, pitching rubber, etc.) is a dead ball and all base runners advance to the base to which they are headed. K. A decision not to use the pitching machine or discontinue using the pitching machine or postpone a game during or prior to the commencement of the game due to unplayable conditions is up to the coaches. The agreement of both coaches is required for play to continue with or without the pitching machine.

10 L. If the pitching machine cannot be used, a coach or an assistant coach will pitch to his/her own players. 1) The "coach-pitcher" may be positioned at the pitching rubber or up to 10 feet in front of the rubber. The "coach-pitcher" must pitch overhand for boys; coach may pitch underhand for girls. The "coach-pitcher" must not coach the runners. When the ball is put into play, the "coach-pitcher" should move to an area, which will best remove the "coach-pitcher" from potential interference with the play of the defensive team. 2) There will be no called balls or strikes and no walks. The batter will be out if he/she swings and misses on a 3rd strike, or if he/she fails to hit a ball into the field of play within 10 pitches. The umpire shall keep track of swinging strikes and the number of pitches and shall declare when the batter has one remaining pitch. Score keepers will assist the umpires with this rule. 3) If a batted ball hits the coach-pitcher, a "no-pitch" will be declared. The batter will return to the batter's box, and all base runners will return to the base held at the time of the pitch. 4) If a pitched ball hits the batter, the batter is not awarded first base. The pitch does count as one of the batters ten pitches. M. When a "coach-pitcher" is used, the team in the field will position one player within 5 feet of the pitching rubber to field the pitcher's position. This player must be positioned on the first base side of the mound in the case of a right-handed batter and on the third base side of the mound in the case of a left handed batter. Each team will use a catcher and four infielders. The remaining players on the roster will be used in the outfield. Outfielders must be positioned at least 15 feet into the outfield grass. N. The play is dead when the ball is under the control of an infield player in the infield. A base runner that is more than halfway to the base to which he/she is advancing will be awarded that base. Otherwise the base runner shall return to the prior base. Per baseball rules, only the acting umpire must award timeouts. No timeouts are assumed as soon as the ball is in play. O. Coaches, Assistant Coaches or Adult Volunteers may assume the duty as base coaches. In this capacity, they may only provide instruction to their base runners and shall in no way obstruct the playing of the game. The base runner will be out if touched by the base coach. P. Each player must play at least 3 innings in the infield and 2 innings in the outfield each game. This rule may be waived by the coach or by the parent or guardian of a specific player only with League Director s approval. Approval must be granted prior to the start of the season. Any such waiver should be an exception occurrence only and only occur if it is clear that the player will be safer playing only in the outfield.

11 7. SPECIFIC RULES FOR BASEBALL MAJOR A LEAGUE (BASEBALL, 10U) A. The focus of this level should be on sportsmanship, team play, knowledge of the game and fundamentals. Introduction to pitching and hitting against pitching. Standings will be kept and playoffs will be conducted at this level. Field dimensions will include 60 base paths, minimum pitching distance of 46, foul lines 180, center field 210. B. Players 10 and under are eligible to play as long as the player is 10 on or before May 1st of that year. C. Six innings are played. D. 6 run rule is in effect for all innings except the 6 th inning, when unlimited runs may score. Innings 1-5 on the play when the 6 th run is scored play should continue until umpire calls time. If a team scores more than 6 runs in the inning, they only count 6. E. Base runners cannot steal any base. The base runners may leave once the ball is pitched (the base runner should not go more than 20 feet down baseline unless ball is hit or player is walked.) When the ball is in play, a base runner can advance at his/her own risk. (This rule is intended to teach good base running techniques) F. Bunting is permitted. G. No infield fly rule will be invoked. H. Each team may field 10 players. The 10th player must be used as an outfielder. All outfielders must be positioned at least 25 feet from a straight line between bases. I. Pitching Rules: 1) The rules are exactly as defined in the Sanctioning Organization Rule Book. A player is allowed to pitch a maximum of 3 innings, but no more than three (3) innings, in any one GAME or DAY. Pitching rules outlined in these By-Laws will apply to both House and Travel Leagues combined, during the House Season. 2) The following schedule of rest must be adhered to for all pitchers: 3 Innings pitched = 1 full day of rest. 3) Free pitching substitution is allowed. 4) Once a player has pitched they can not catch in the same game. J. A batter may not advance as a result of a dropped third strike by the catcher.

12 8. SPECIFIC RULES FOR SOFTBALL MAJOR AA LEAGUE (SOFTBALL, 11U) A. The focus of this level should be on sportsmanship, team play, knowledge of the game and fundamentals. Introduction to pitching and hitting against pitching. Standings will be kept and playoffs will be conducted at this level. Players 11 and under are eligible to play as long as the player is 11 on or before January 1st of that year. C. Six innings are played. D. 6 run rule is in effect for all innings except the 6 th inning, when unlimited runs may score. Innings 1-5 on the play when the 6 th run is scored play should continue until umpire calls time. If a team scores more than 6 runs in the inning, they only count 6. E. Base runners cannot steal any base. The base runners may leave once the ball is pitched (the base runner should not go more than 20 feet down baseline unless ball is hit or player is walked.) When the ball is in play, a base runner can advance at his/her own risk. (This rule is intended to teach good base running techniques) F. Pitched balls that fall short of the plate are to be considered dead balls and should be called a Ball by the umpire. G. Bunting is permitted. I. No infield fly rule will be invoked. J. Each team may field 10 players. The 10th player must be used as an outfielder. All outfielders must be positioned at least 25 feet from a straight line between bases and be in the outfield grass. K. A team may play with 7 players if no call-up players are available. L. Pitching Rules: 1) The rules are exactly as defined in the Sanctioning Organization Rule Book. A player is allowed to pitch a maximum of 3 innings in any one GAME. Pitching rules outlined in these By-Laws will apply to both House and Travel Leagues combined, during the House Season. 2) Windmill pitching is allowed, however not required to pitch. 3) Free pitching substitution is allowed. 4) Once a player has pitched they can not catch in the same game. M. A batter may not advance as a result of a dropped third strike by the catcher.

13 9. SPECIFIC RULES FOR BASEBALL MAJOR AA LEAGUE (BASEBALL, 13U) A. The focus of this level should be on sportsmanship, team play, knowledge of the game and fundamentals. Standings will be kept and playoffs will be conducted at this level. Field dimensions will include 70 base paths, minimum pitching distance of 50, foul lines 230, center field 275. B. Players 13 and under are eligible to play as long as the player is 13 on or before May 1st of that year. C. Six innings are played. Each team to field 9 players. D. 6 run rule is in effect for all innings except the 6 th inning, when unlimited runs may score. Innings 1-5 on the play when the 6 th run is scored play should continue until umpire calls time. If a team scores more than 6 runs in the inning, they only count 6. E. Bunting and stealing are in effect for the Major AA League. 1) Base runners cannot lead off on the pitcher but may leave the base once the ball is pitched. No delay steals allowed. F. Pitching rules outlined in these By-Laws will apply to both House and Travel Leagues combined, during the House Season. 2) The following schedule of rest must be adhered to for all pitchers: Up to 3 Innings pitched = 1 full day of rest. 3) Free pitching substitution is allowed. 4) Once a player has pitched they can not catch in the same game. 5) The balk rule will not be applied. However, pitchers will be taught and encouraged to throw from the stretch position when a runner is on base. In case of a balk, the umpire should explain the infraction to the pitcher so he/she can correct his/her play in the future. H. A batter may not advance as a result of a dropped third strike by the catcher.

14 10. SPECIFIC RULES FOR SOFTBALL Senior A LEAGUE (SOFTBALL, 14U) A. The focus of this level should be on sportsmanship, team play, knowledge of the game and fundamentals. Each team to field 10 (w/4 outfielders all outfielders must be on the outfield grass). D. 10 batter rule is NOT in effect. E. Bunting is allowed. F. Base runners can steal any base. The base runners can lead off once the ball leaves the pitchers hand. G. No headfirst slides. H. Infield fly rule is in effect. Rule is in effect with runners on 1st and 2nd or bases loaded and less than 2 outs. When an infielder assumes proper position (facing home plate, in fair territory) to catch a pop-up (not line drive) the umpire shall call, Infield fly, batter out. 15 11. COMMON RULES OF PLAY FOR BASEBALL & SOFTBALL SENIOR A, AA (15U & 17U) A. The focus of this level should be on sportsmanship, team play, knowledge of the game and fundamentals. Standings will be kept and playoffs will be conducted at this level. Baseball Field dimensions will include 90 base paths, 60.6 pitching distance, foul lines 320, center field 375. Softball Field Dimensions will include 60 base paths, 40 pitching distance, foul lines 180, center field 210. B. Players 15 and under are eligible to play as long as the player is 15 on or before May 1st of that year. Players 17 and under are eligible for play as long as the player is 17 on or before November 30th of the previous year. C. NO GAMES at this level will be played without a CNBSA League Certified and appointed Umpire. D. Rule of play will be governed by NHSF & ASA guidelines and league sanction. E. 10 batter rule is NOT in effect. F. Pitching Rules: 1) The rules are exactly as defined in the Sanctioning Organization Rule Book. A player is allowed to pitch a maximum of 4 innings, but no more than four (4) innings, in any one GAME. Pitching rules outlined in these By-Laws will apply to both House and Travel Leagues combined, during the House Season. 2) Free pitching substitution is NOT allowed. Once a Pitcher leaves the game he/she is not allowed to return as a Pitcher. 3) The following schedule of rest must be adhered to for all hardball pitchers: 4 Innings pitched = 1 full day of rest (This does apply to softball). 4) The balk rule is in effect. a. Senior A League first infraction will involve a warning. b. Senior AA NO first warning. F. Stealing of home is allowed. G. The infield fly rule is in effect. H. The dropped third strike rule is in effect.

16 FINAL STANDINGS A. Standings will be kept and playoffs held only in Leagues that indicate so. All teams within those leagues will participate in the playoffs. B. The outcome of all games must be decided prior to the release of final standings and the start of playoffs. C. League Directors are responsible for standings and playoff structure, subject to Board approval. D. Standings will be determined by a point system awarding 2 points for a win, 0 points for a loss and 1 point for a tie. If the House League Director concludes that a game cannot be made up, one point will be awarded to each team. E. If there is a tie between teams for the regular season standings in any league or division thereof, the following tie breaker system will be utilized; Most wins overall; head to head outcome among tied teams; total runs scored; coin toss. F. All Star events will be at the discretion of the League Directors.

17 TRAVEL & MIDGET TEAMS A. MISSION: To create an opportunity for CNBSA players to participate in a higher competitive situation than the House League provides by competing against teams from surrounding communities. All House League players are eligible to try out for their appropriate age team. B. GOAL: To be as competitive as possible. C. PLAYER SELECTION Players are selected by the coaching staff after considering the following criteria: PLAYING SKILLS - Physical and mental ability. COMMITMENT Desire and dedication to practice and play. SPORTSMANSHIP Ability to represent CNBSA when visiting other communities. PARENTAL PARTICIPATION & FUNDRAISING Willingness of parents to volunteer their support. D. COACHES: Coaches will be nominated by the Travel League Director and approved by the CNBSA Board. E. All players must be no older than appropriate league age division birth dates for their respective teams. F. Each age level will hold 3 evaluations (August, September and March). A small fee maybe required for each evaluation. All players for each age group will try out for the A team. The A team will have priority over all available players. After the A team is complete, a B team may be put together, if there are enough quality players, at the discretion of the Travel Director. A second B team may be considered if enough quality players exist and approved by the Travel Director. G. The fee for all players will be set by the Travel League Director and approved by the Board. H. A completed Travel Team registration form and a release form must be submitted with the fee BEFORE a player can practice or play on a Travel Team. I. All Travel teams players must be registered CNBSA House League players. Midget A and B League Travel players do not have to play on a House League Team, but are responsible for the appropriate fees. J. If a Travel Team needs extra players, these players should be taken from other age appropriate House League players but only with the advance approval of the Travel Team Director. K. Teams will play between mid-april and mid-august in competitive Travel Leagues and Tournaments. L. During tournament play, CNBSA Travel teams will abide by the pitching rules outlined by that Tournament s governing authorities. M. It is the responsibility of the Travel Team player/parent to communicate with his/her House League & Travel Team Coach on the number of innings pitched so as to not violate CNBSA pitching guidelines. N. No Travel player may play for a team above his appropriate age level until he is age eligible for the 13U s team. For example: A player age eligible to play for the 9U s may not play for any older team until he is age eligible to play on the 13U s. That player may then try out for the 13U s, 14U s, 15U s, etc.
