3 All Stars Rules Summary The Little League International Baseball Tournament (aka All Stars) will follow Little League Baseball Tournament rules (starting page 107 in Little League Baseball Rule Book). League(s) local rules do not apply. Baseballs marked RS T. Minimum play will apply for Juniors and below; 13 players or more, in uniform, listed on the lineup card when handed to PU One at bat 12 players or fewer, in uniform, listed on the lineup card when handed to PU One at bat and six consecutive defensive outs. Substitutions: All announced substitutions must go through the Plate Umpire with the presence of the Tournament Director at the scorer s table. Defensive: Must be made as team takes the field, or while team is in the field. Offensive: Must be made as player comes to bat, or while player is on base. Juniors and below: A starter who has been removed for a substitute may re enter the game in the same position in the batting order. A starter may be removed for a substitute before starter completes minimum play. A substitute entering the game for the first time may not be removed prior to completion of his/her mandatory play requirements. Once the starter and substitute met minimum play, the starter and substitute are paired to that batting position and may alternate at will. A starter reentering, must meet his minimum play before being removed if he has not already done so. A pitcher may be batted for only once per game with his paired substitute and continue to pitch. Rule 7.14 Special Pinch Runner applies: Any player not in the lineup may be used as SPR for a runner once per inning. A player can only be removed for SPR once per game. Curfews: Little League (Majors) and below: No new inning after Midnight Intermediate/Juniors: No new inning after 12:30 AM. Seniors/Big League: No new inning after 1:00 AM. City lights curfews apply Mercy rule (10 run score difference) will apply (losing team must bat 5 times in Intermediate and above, or 4 times in Majors and below). Illegal Bat Use Stricter penalties ( see tournament rule 3(a) page 119 ) Offensive Team loses option of using two adult base coaches. Offending Batter is called out by the umpire Defensive manager has option to accept result of at bat. Such election shall be made immediately at the end of the play. Pitching in suspended game resumed the next day If pitcher pitched 20 or fewer pitches, may continue pitch count starts at zero. If pitches, may continue pitch count picks up from previous game. If 41 or more pitches, not eligible. If another game intervenes, see Rule 4(h) Pitcher returning to mound Pitchers once removed from the mound may not return as pitchers. A pitcher remaining in the game, but moving to a different position, can return as a pitcher anytime in the remainder of the game, but only once per game. 3

Juniors Pitcher/Catcher Player Re entry (Starter or Sub) Substitutions A pitcher who delivers 41 or more pitches in a game cannot play the position of catcher for the remainder of that day. A player who has played the position of catcher in four or more innings in a game is not eligible to pitch on that calendar day. Any player who has been removed for a substitute may re enter the game in the SAME position in the batting order. A substitute entering the game for the first time may not be removed prior to completion of his/her mandatory play requirements. Defensive: Must be made as team takes the field, or while team is in the field. Offensive: Must be made as player comes to bat, or while player is on base. Defensive Conferences Two per inning, pitcher must be removed from mound on third visit in inning. Three per game, pitcher must be removed from mound on fourth visit in game. Same. Each pitcher has his/her own count of visits, which resumes if pitcher returns to mound later in the game. 10 Run Rule After 4 innings, 3 ½ if home team is ahead. After 5 innings, 4 ½ if home team is ahead 3rd Strike Not Caught Batter is out Batter is out if first is occupied with less than two outs. If first is unoccupied or there are two outs, batter becomes runner and defense must put him/her out. On Deck Batters Not allowed. Only the leadoff batter is permitted outside the dugout between innings. Allowed. Special Pinch Runner Adults Base Coaches Allowed at all levels. Once per inning, any player not currently in the batting order may run. A player may only be removed for a special pinch runner once per game. 1 manager and 2 coaches allowed regardless of number of players. Two adult base coaches may be used at all levels, provided there is an adult in the dugout. Protests Playing rule or improper substitution: Must be made before next pitch, play or attempted play. Mandatory play: As soon as the facts become known.. Ineligible pitcher or player: As soon as facts become known, but before either teams next game. 4

6 Handling Protests During tournaments, all protests are to be finalized before play can resume. What is protestable: Rule violation or interpretation of a playing rule Use of ineligible pitcher Use of ineligible player Illegal substitution Manager wants to discuss a judgement call Manager approaches umpire who made the call AFTER time is awarded. Umpire who made the call may consult with umpire crew (at umpire s discretion) An umpire who made the call is not required to consult with other umpires All umpires meet so that other umpires can provide pertinent information to umpire who made the call. Only umpire who made the call can confirm or reverse the call. Manager wants to discuss a rule interpretation or application Manager approaches umpire who made the call AFTER time is awarded. If manager is not satisfied with the explanation: All umpires meet so that other umpires to agree on the correct rule interpretation. If manager is still not satisfied with the explanation may elect to protest the ruling. The protest must be formal and specific: UIC with protesting manager to discuss rule interpretation with Tournament Director. If manager is still not satisfied with the explanation manager may protest the rule interpretation: TD ONLY to contact DA for correct interpretation, then If manager is still not satisfied with the explanation TD ONLY to contact Western Region for decision on protest If manager is still not satisfied with the explanation Western Region to contact Little League International (Williamsport) for final decision on protest. Williamsport decision is final. Uniform Color Coordination General Guidelines: Games starting before 6: 00pm, we wear Polo/Pro Blue jerseys over black undershirt. Games starting at 6: 00pm or later, Black jerseys over black undershirt. The remaining uniform is black D55 hat, grey pants, black belt, black socks and black SHINED/CLEANED shoes. Let's look like we belong out there. 5

7 Pre game Umpire Conference (10 minutes): A good solid pregame is very important. This meeting will make sure everyone is on the same page procedurally and give the crew the greatest opportunity to call the best game they can. Topics to be covered in the pre game: Introductions Fair/Foul Coverage Who s got what and where? Tag ups/touches of bases (varies from small diamond vs. big diamond) Fly Balls to outfield & infield coverage Coverage of third base touch ups and tags Dropped third strike (Maj/Int/Jr/Sr/BL) Batted ball hits batter while in box (when to kill the ball) or over net Half swing/check swing Umpire positioning with runners on base Rotations on fly balls to the outfield Out of position for swipe tag Signals infield fly rule, lost count Be sure to ask questions during this meeting. If you do not understand something or have a question be sure to ask. It will help you be in the right place during the game. Pre game Equipment Check If requested by the Tournament Director to perform equipment check please do so as a crew as the teams are completing their infield practice. All equipment removed are to be handed to the Tournament Director. See Little League Equipment Check Guidelines. Pre game Meeting at the Plate (1 3 minutes): It is very important to start off the conference with a great attitude. Smile, introduce yourself and the members of your crew. The PU (UIC) is the only one talking, the rest are listening. Eye contact is important so sunglasses off please. Topics to be covered at the Plate Meeting: Collect home team lineup first then visiting team Review and confirm lineups: # of players, no repeating player numbers Are all of your players properly equipped according to LL rules? Confirm starting pitcher and catcher Confirm ineligible pitchers as noted by the TD for both teams Review playing field ground rules as determined by the TD; no changes during MAP Please stay in dugout and/or coaches box until a proper time out is granted when play is over Hustle players on and off the field especially pitcher/catcher battery Have FUN! 6

8 Do s & Don ts for D55 Tournament Umpires 1. Do arrive a minimum 30 minutes early (45 minutes is suggested) and immediately seek out your Tournament Director (TD) so they know you are there and can update you on your assigned position. They are busy during pre game so look for them, not the reverse. 2. Do let the TD know if you are affiliated to one of the leagues participating in the game you are assigned to. 3. Do bring both jerseys and proper attire. Check now that you have everything ready to go for the tournament. 4. Do bring your plate gear to all games. You may get the assignment if the PU is a no show or is affiliated in some way with the league of the teams playing. You need to be proactive by telling the TD if there might be a conflict of interest with the teams playing. We do not have a Don t Ask, Don t Tell policy. You will usually just be moved to second base. 5. Do step it up a notch from regular season. As tournament umpires, we want to present a professional approach to the game. We are certainly there to have fun but in a way that reflects well on us. Y ou may know the coaches, players, fans in the stands, etc., but you are there to call a ball game. Please keep your interactions confined to the field. 6. Do look like you want to be out there as people will notice your demeanor. Be relaxed but look good doing it. 7. Do meet after the game in the parking lot for a debriefing session and a chance to laugh at what happened. This is where umpires learn the most in their quest for continuous improvement. 8. Do say Thank You when offered the local fare from the snack bar. Please remember that the volunteers serving you are just as important as the umpires. A kind and considerate word of thanks really goes a long way in showing our appreciation for the Little League spirit! 9. Do not stand with your arms crossed or hands in pockets during and between innings. Most umpires use a parade rest type stance between innings and jog to their position when the throw comes down from home to second. 10. Do not gather as umpires during inning breaks, especially after a close or controversial call. The perception is you are talking about what you did wrong; the fans know you are rehashing the call. An occasional conference is okay but should be rare. 11. Do not give the big FOUL ball call with no runners on base with a ball hit back to the screen. You also do not need to yell it with a runner on base when he does not move. Just raise your arms in the universal foul ball signal. 12. Do not swing your arms around with the count. The coaches and others should be paying attention. You are giving the count to the pitcher. Wait until he is on the rubber ready to pitch. Always give a 3 and 2 count, showing 3 fingers and 2 balls. It is not full count or two fists being bumped together. 13. Do not let the catcher throw you balls, have them hand them to you. You do not have a glove. 14. Do not indicate where the pitch was when you are the PU, just say ball or strike. We are not coaches. If the catcher asks where the pitch was you can tell him. 15. Do not put foul balls in your pockets if you are a base umpire. Have the base coach hold them. 16. Do not eat seeds or chew on the field, ever. Gum is okay but chomp with care, please. DO HAVE FUN AND ENJOY THE EXPERIENCE! DO NOT CHANGE THE WAY YOU UMPIRE! 7

Calendar Action...Block All Day How to Set Your Calendar Type in Date Range, and Days of Week in that range that you want to block, or, click on each day individually that you want to block If blocking a date range, Click Apply Part Day Blocks On the startup page, under Blocks, click... 10 How to Self Assign Games Click on the SCHEDULE tab from your home page in Arbiter Click on the SELF ASSIGN tab from your schedule page in Arbiter If a list of available slots appears, you can select GO for any of these assignments and you have just picked up the available slot. If you do not see a list, there are no current slots available and you will need to check back the next day. NOTE: Each official is permitted to sign up for no more than five (5) slots per day. Once you hit that number, you will not be able to sign up for additional games until the next day. Also, each official is being set at a 45 day advance scheduling option which means that if there are games no more than 45 days in advance and you are ranked for the available slot, you should see the game in your SELF ASSIGN schedule. If you continue to have no available games appear in the SELF ASSIGN option, please Tamara Lindner directly at: tamlindner@yahoo.com for immediate assistance. How to Remove a Game If you find that you need to turnback a game that you have already accepted, there is no way to do so in the system. 14 6.06 (d) - USING ILLEGAL BAT Terminology Illegal Bat: Offending Batter: Next Batter: Bat that does not conform to Rule 1.10 for the level of play Batter in possession of the Illegal Bat Next batter stepping into batter s box after previous batter completes at bat. Penalty Offensive Team loses option of using two adult base coaches. Offending Batter and Team Manager are ejected Umpire appoints one of the coaches as team manager. Situation 1 - Illegal Bat discovered before Offending Batter enters the batter s box Remove the bat from the game by handing it to the Tournament Director. No penalties. Situation 2 - Illegal Bat discovered after Offending Batter enters the batter s box but before batter completes his at-bat Remove the bat from the game by handing it to the Tournament Director. Umpire declares Batter Out. Apply Penalty defined above. Situation 3 - Illegal Bat discovered after Offending Batter completes At-Bat but before the following batter steps into the batter s box Remove the bat from the game by handing it to the Tournament Director. Umpire declares Batter Out. All actions that resulted from the Improper Batter batting are nullified, including runs scored, and outs made. Note that any base advancements (including runs scored) that are the result of stolen bases, wild pitches and passed balls are not nullified. Apply Penalty defined above. Defensive Team have option to accept the resulting play, but team penalties still apply Situation 4 - Illegal Bat discovered after Next Batter steps into the batter s box Remove the bat from the game by handing it to the Tournament Director. No penalties. 13

15 Little League Equipment Check Guidelines BATS (Rule 1.10): The Tournamen Director should have all supporting documentation printed out and ready to prove that the bats meet the specifications required for 2 ¼ composite barrel bats as found at littleleague.org/batlist. Items to look for include: 1. Bat length 2. Bat material composition 3. Required labels Items to check: 1. Barrel is smooth and round (no dents) 2. Can pass through the approved bat ring 3. End cap rivets are present and secure 4. 16 BATTING HELMETS (Rule 1.16): Items to look for include: 1. Batting helmet conforms to NOCSAE standard 2. Non glare finish Items to check: 1. NOCSAE stamp and external warning label present 2. Absence of any paint, stickers, or decals that are not approved by helmet manufacturer or authorized dealer 3. Alterations of any kind that were not performed by manufacturer or authorized dealer 4. Padding is present and undetached 5. Inspect for cracks and other hazardous damage CATCHER S GEAR (Rule 1.17): Items to look for include: 1. Catcher s helmet conforms to NOCSAE standard 2. Catcher s helmet has an attached dangling throat guard ~ ensure that the throat guard actually dangles so that it will protect the catcher s throat in the event he/she looks up Items to check: 1. NOCSAE stamp and external warning label present 2. Absence of any paint, stickers, or decals that are not approved by helmet manufacturer or authorized dealer 3. Alterations of any kind that were not performed by manufacturer or authorized dealer 4. Padding is present and undetached 5. Inspect for cracks and other hazardous damage 6. Inspect to make sure that there are no missing or loose hardware and that the facemask is securely attached Notes: 1. Skull caps are not permitted at any level 2. Majors and below can use long or short type chest protectors 15
