2 Dear Director/Program Leader, On behalf of Dixie Boys Baseball, I thank you for your commitment to the program. In existence since 1957, our organization has provided youth age the opportunity to enjoy the game of baseball. From our Founder, Bubba Brasher to the local league President we have been blessed with outstanding leadership in service to youth. I trust that you will make full use of this training manual. Anyone reading this document should find information in this booklet that will prove to be helpful. The sharing of information with others is our best avenue of establishing an active network among everyone. Dixie Boys Baseball recognizes that individuals that are associated with the program come from many walks of life. It is our desire that you are provided the assistance you need in order to fully carry out the responsibilities of the position. Furthermore, it is required that each Board member read all of the numerous documents and then agree to adhere to the materials as found within. Decisions that are made should be in compliance with the Policies & Procedures of Dixie Boys Baseball and serve the best interest of the organization. When questions arise that could possibly lead to a potential problem it is important that all members follow the policies and seek the assistance of an Executive Officer. 5 SECTION 1: WHAT IS DIXIE BOYS BASEBALL? Statement of Purpose What is our Brand? Our Official Logo

6 DIXIE BOYS BASEBALL, INC. STATEMENT OF PURPOSE Dixie Boys Baseball, Inc., is primarily a youth baseball program for boys (13-14) playing on a medium sized diamond to meet the physical development of growing boys. The main purpose of this program is to provide a recreation outlet for as many boys as possible, with emphasis being on local league play rather than tournament play. The incorporators of this program were the members of the Alexandria, La., Youth Baseball Association, and it was their goal to make available an organized baseball program for boys graduating from other youth baseball groups. It permits boys to continue in a supervised athletic program competing with boys of their own age and ability. Leagues affiliating themselves with this program must comply with a basic set of rules and regulations, but league officials will have absolute autonomy on certain provisions. Playing games at night, interlocking schedule, exhibition games, double or single elimination tournaments and matters concerning player selection system will be decided by the league. Whatever system used shall be under the direction of a Player Agent who shall see that all teams have an equal opportunity in the selection of players. While emphasis will be on local league play there will be, however, district tournaments, state tournaments and a world series for leagues wishing to participate. All officers will serve without pay. Proceeds from the franchise fee per team will be used to defray expenses of promoting the program. The program will be governed by a Board of Directors elected from the representatives of the leagues, with the various states being represented by Asst. State Directors and State Directors. The Board will elect the corporate officers. In the summer of 1973 the Board of Directors of Dixie Boys Baseball, Inc., feeling a need to establish a program for its graduates established Dixie Majors Baseball for boys 15, 16, and 17 years of age playing on a regulation sized field. In 1977 the ages were changed to 15, 16, 17 and 18. Today, a league age 19 year old is allowed to participate. Dixie Pre- Majors is a Division of Dixie Majors Baseball for boys of age A 15U division was added and held its first World Series in Dixie Boys Baseball, Inc. has an agreement with Dixie Youth Baseball, Inc., as of October 25, It suggests that each state organize a Dixie Baseball organization consisting of representatives from Dixie Youth, Dixie Boys, and Dixie Softball. These state organizations will coordinate and cooperate in the advancement of all three programs. Dixie Boys Baseball, Inc. encourages training and certification of volunteer coaches.

7 WHAT IS OUR BRAND? Our Dixie Boys/Majors brand is our real image. Our brand is the reputation that we spent years building. It's one of the most valuable assets we have and should be managed carefully. What is our brand? Power! We have the power to separate Dixie Boys Baseball, Inc. from our competition. The "brand experience" happens every time the organization touches a Dixie Board official, a franchised league, a youth coach, a Dixie Boys/Majors participant, parent of a player and the many spectators. The brand extends to a prospective league and how we are willing and able to communicate a positive image of our program. Our contacts will take on many forms in publications, collateral, a website, in person but each contact is an opportunity to endear the organization to people. That's what branding is all about! All of us are the keepers of the Dixie Boys/Majors brand! The service we deliver is what makes the brand flourish. We must all do our part to protect and strengthen the brand. Inconsistent use of a brand is the number one factor that reduces the strength of a brand. By consistently putting forth a unified image to the public, you are bringing value, prominence and awareness to our market. This increased visibility will help our brand prosper. 11 DIXIE BOYS BASEBALL NATIONAL BY-LAWS & CONSTITUTION PREAMBLE Amended & Approved September 2015 The prime purpose of the organization is to instill in youth the ideals of good sportsmanship, honesty, loyalty, courage and reverence to the end that participants of the programs as carried on by this organization may be finer, stronger and happier youth and develop into responsible adults. To accomplish this objective, the organization provides a supervised baseball program for youth. Tournament play is provided for all age groups. The program is the answer for players who have graduated from other youth baseball programs, as it permits them to continue in organized baseball. The Bylaws, rules and regulations promulgated there under shall be interpreted as to be in concert with the above thoughts. ARTICLE I Section 1. The name of the corporation is Dixie Boys Baseball, Inc. Section 2. The principal office of the corporation shall be located at the home city and mailing address of the Commissioner/CEO of Dixie Boys Baseball Inc. Section 3. Other offices for the transaction of business shall be located at such places as the Board of Directors may determine. ARTICLE II CORPORATE OFFICERS AND DIRECTORS Section 1. The Officers and Directors shall manage the business and property of the corporation. Section 2. The Officers of the Corporation shall be: A. Deputy Commissioner Junior Boys B. Deputy Commissioner Dixie Boys C. Deputy Commissioner Dixie Pre-Majors D. Deputy Commissioner Dixie Majors E. Chief Financial Officer F. National Umpire-in-chief G. General Counselor Page # 1 Bylaws

12 Section 3. Each State affiliated with Dixie Boys Baseball Incorporated shall have representation on the Board of Directors. Representation shall be as listed below. Dixie Majors 1-74 Teams one (1) Dixie Majors State Director 75 or more one (1) Assistant State Director Dixie Majors Dixie Boys Teams one (1) Dixie Boys State Director 101 or more one (1) Dixie Boys Assistant State Director If the combined total number of franchised teams for a state program (Boys & Majors) is less than 126, a state shall have representation on the Board of Directors as follows: Total Teams within a state one (1) State Director that serves both the Boys & Majors program. Section 4. All State and Assistant State Directors will be elected by the affiliated leagues of their respective states. Each league shall be entitled to cast one vote for each State Director and each Board Member representing its state. Section 5. The Directors' and Board Members' tenure shall commence at the time of election. Said election is to be held every two years at the State Meeting. A Director and Board Member shall continue in office until his successor has been duly elected. The term of office shall be two (2) years. Section 6. Immediately after the election at the State Meeting, the State Director shall notify the Commissioner/National Office of the names and addresses of the newly elected Board Members. Section 7. The Directors shall elect the officers of the Corporation at the biennial meeting. Any officer may be removed at any time by a two-thirds vote of a legally constituted meeting of the Board. Section 8. Corporate Officers, State Directors, Assistant State Directors, and State District Directors of Dixie Boys/Dixie Majors Baseball shall not manage or coach a team in any organized youth summer baseball program. Exception; they may coach in local league play only, a DYB or DSI team, and Dixie Future Stars or Dixie TOS team, as long as is does not interfere with their official duties. Section 9. Corporate Officers, State Directors, Assistant State Directors, & District Directors of Dixie Boys shall not serve as a board member or officer of any other national youth baseball organization. Section 10. Corporate officers, State directors, Assistant State Directors and State District Directors may not hold more than one office concurrently. ARTICLE Ill STATE ORGANIZATION Section 1.A State affiliation with Dixie Boys Baseball shall be directed & governed by a State Director. Section 2. When growth of a State meets or exceeds the team participation as listed in Article II of Section 3 an Assistant State Director shall be allowed. Section 3. Each State affiliating with Dixie Boys Baseball shall be sub-divided into zones, regions or districts. A District Director shall supervise each zone, region or district. The District Director shall be responsible to the State Director. Page # 2 Bylaws

13 ARTICLE IV DUTIES AND RESPONSIBILITIES OF CORPORATE OFFICERS Section 1.The Officers tenure of office shall be for a period of 2 years, and shall hold office until their successors are duly elected and qualified. Officers shall serve without compensation. Section 2.The Chief Financial Officer shall have charge of all corporate books, records and papers; shall be custodian of the corporate seal, all written contracts of the corporation and shall perform such other duties incident to his office. The Chief Financial Officer shall have custody of all monies and securities of the corporation and shall give bond in such sum and with such sureties as the Directors may require, conditioned upon faithful performance of the duties of his office. He shall provide the Commissioner/CEO with all financial records necessary for the preparation and administration of a comprehensive budget. He shall co-sign all checks with the Chairman of the Board, shall keep regular books of account and shall submit them together with all vouchers, receipts, records and other papers to the Directors for their examination and approval as they may require. He shall perform all other duties incident to his office including submitting an annual financial report to the Officers and Board. Section 3.The Commissioner/CEO shall manage the day-to-day operations of Dixie Boys Baseball under the supervision of the Executive Board. He shall be charged with enforcing and interpreting the rules and regulations under which teams and leagues play. Such regulations and rules shall be substantially covered in the official rules of Dixie Boys Baseball. He shall issue notices of all meetings of the Board of Directors. The Commissioner/CEO will prepare the budget with assistance from the Executive Board. The budget will be a two-year document and shall be presented to the Board of Directors at the biennial meeting for adoption. Budget decisions and implementation will be the responsibility of the Commissioner/CEO with input from the Executive Board. He shall be authorized and empowered to do all things necessary and proper to discharge the duties of his office, including the employment of personnel, as approved by the officers of the corporation. He shall also be authorized to perform such other duties as may be placed upon him by the Board of Directors. He shall prepare a complete brochure of all franchised leagues, their officials and addresses, State Directors, and other pertinent information, each year as soon as all data are obtainable. Such data shall be sent to all persons acting in any official capacity in Dixie Boys and Dixie Majors Baseball. In case of the disability of the Commissioner or the vacancy of the office, the remaining officers shall fill the vacancy for the un-expired portion of the term of such office. Section 4.The Deputy Commissioners shall assist the Commissioner. The Deputy Commissioners shall serve as Tournament Director of their respective World Series. They shall be responsible for all preparations required to execute a successful tournament. Each Deputy Commissioner shall submit a written report at the biennial meeting. Section 5.The General Counselor shall advise the executive board and board of directors in all matters on which advice is sought. Section 6.The National Umpire-in-Chief will oversee the National Umpire Registration Program. All expenses incurred by the National Umpire-in-Chief and/or the umpire program will be reimbursed to the National organization from the account of the Umpire program. Section 7.In the event a vacancy occurs for any reason in any office, the remaining officers shall fill the vacancy for the un-expired portion of the term of such office. Page # 3 Bylaws

14 Section 8.The Executive Board shall consist of the officers of the corporation. They shall elect from their number a Chairman and Vice Chairman to conduct meetings and perform other duties herein enumerated. An Executive Board meeting may be called by the Chairman of the Board or by a majority of the officers of the corporation upon reasonable notice by either. A quorum of the Executive Board shall be established at five (5). The presiding officer at such a meeting shall not vote except in case of a tie vote. Section 9.The Executive Board may remove any member of the Board for just cause. Just cause shall include failure to perform official duties or for misconduct in connection with official duties of this organization. Before any member may be removed, the member must receive 30-day notice of such intent as well as the grounds for such removal. A member of the board may be removed only upon the affirmative vote of four (4) members of the Executive Board. If a member is removed, the Commissioner/CEO shall appoint a replacement until an election is held to replace said member. Section 10.The Commissioner/CEO or his designee shall have the duty and the authority, at his discretion, to visit the individual states to evaluate that state s progress and to identify its strengths and weaknesses. Should corrective measures be deemed necessary, the Commissioner shall offer his assistance to the state leadership and then make recommendations to the Executive Board that with consideration could lead to subsequent action! ARTICLE V DUTIES AND RESPONSIBILITIES OF STATE OFFICIALS Section 1.The State Director shall preside at all meetings of the state organization. He shall schedule all state meetings and give at least a month's notice on all annual meetings and as much notice as possible on any called meetings. He shall maintain a current list of league contacts. List of Duties: 1. He shall attend the meetings of the Board of Directors and shall participate and vote in all deliberation at this meeting as well as special or called meetings. Serve on committees as assigned. 2. Attend the Annual Junior Boys, Dixie Boys, Pre-Majors, or Majors World Series tournament games he is assigned unless prevented from doing so by extenuating circumstances. 3.Inspect and prepare recommendations on all factors associated with bids for the State tournament. He further shall see that the awarding of the tournament follows his states prescribed procedure. 4. Serve as the Tournament Director for the State Tournament and is to be in attendance at all meetings preparing for the tournament and at all games. Shall appoint and have announced the protest committee for each game. In his absence, he shall appoint his substitute to act in his behalf. 5. Correspond with District Directors and the Commissioner/CEO on all matters of mutual concern. He shall issue state bulletins or memorandums concerning the program within his state as he sees fit. 6. Should the Assistant State Director s office become vacant, the State Director within the State shall appoint person to fill the un-expired term unless otherwise stipulated by State Constitution or By-laws. 7. The State Director with the cooperation of District and Sub-District Directors and the Commissioner shall arrange for the distribution of league supplies and forms. 8. Visit as many District meetings as possible and call on as many leagues as his schedule permits. Page # 4 Bylaws

15 9. He shall visit prospective new leagues or inquiring groups to explain the program and shall furnish these with complete literature. He should advise the Commissioner/CEO of any such prospects. 10. He shall keep files of important date forms or records and have an up-to-boundary map of each league. He shall also have an up-to-date map showing the territory included in each district. 11. Act on any appeal carried to him that complies with Dixie Boys and Dixie Majors appeal procedure. 12. Receive from all state leagues any state fees authorized by the state organization. 13. The State Director is responsible for seeing that District Directors fully carry out their duties. 14. The State Director shall furnish a financial statement and bank statement no later than October 15 th of each year. The statements shall be submitted to Executive Board through its Chief Financial Officer. 15. The State Director shall furnish a copy of his/her State Constitution and Bylaws to the Commissioner-CEO and keep him current on any amendments thereto. ASSISTANT STATE DIRECTOR Section 2. It is the primary responsibility of an Assistant State Director to assist the State Director and other officials of Dixie Boys and Majors Baseball in providing a supervised baseball program for youth. In addition, the Assistant State Director activities will be directed in providing a recreation outlet in his state for as many youth as possible with the emphasis on local league play rather than tournament play. The Assistant State Director should continually encourage all officials, workers and youth in his state to abide by the rules of good sportsmanship. List of Duties: 1. Attend the biennial meeting of the National Board of Directors. He shall participate in all deliberation at these meetings as well as any special or called meetings of Directors. 2. Attend the Annual Junior Boys, Dixie Boys, Pre-Majors, or Majors World Series as assigned. 3. Serve as assigned by the Chairman of the Board or Commissioner/CEO on various committees and projects that assist in the management of the program. 4. Attend the annual state meeting and as many state tournament games as possible. He shall also attend as many district meetings as possible. 5. Assist, as required, the State Director in the conduct of all business in behalf of the State program and shall make every effort to further the policy adopted by this organization. 6. Engage in Dixie Boys, Dixie Majors baseball public relations activities, including appearances before civic groups, schools and other organizations that have an interest in Dixie Boys and Dixie Majors. This activity would also include assistance in the organization of new leagues as well as assisting existing leagues in the operation of their program. 7. Visit as many leagues as possible in effort to keep familiar with their needs and to offer services to them. 8. Should the State Director s office become vacant, the Asst. State Director within the state shall appoint person to fill un-expired term, unless otherwise stipulated by State Constitution or By-laws. Page # 5 Bylaws

16 DISTRICT DIRECTOR Section 3.The District Director shall preside at all meetings of his zone, region or district. He shall maintain a current map showing zone, region or district boundaries and maintain a current roster of league contacts. He shall conduct all business in behalf of the zone, region or district and shall make every effort to further the policy adopted by the leagues in his district. He shall visit all leagues within his zone, region or district during the playing season. He is elected by vote of the franchised leagues of the zone, region or district with all leagues having an opportunity to nominate and vote. List of Duties: 1. The District Director shall hold meetings in his zone, region, or district periodically throughout the year. All leagues shall be notified of all scheduled meetings either by mail or telephone seven days prior to the meeting. The following meetings are suggested: A. Attend the State Board of Directors meeting and participate in any suggested changes in the State constitution and bylaws that are to be presented and voted on by the leagues at the State meeting. B. Attend State meeting and assist State Director in conducting workshops and any other presentations. C. Hold an organizational meeting in his zone, region, or district early in the year for the purpose of acquainting league officials with the forms necessary for running the Dixie Boys and Majors, Inc. program and the deadlines for submitting these forms. At this meeting, outline what tournaments will be conducted in the zone, region, or district in order that the leagues will be in a position to submit bids at the appropriate time. Attendance at the State meeting should be encouraged at this meeting. D. Hold a second meeting during the early part of June to award zone, region, sub-district and district tournaments. Stress deadline for player registration forms. E. Hold a credentials meeting prior to the first sub-district tournament to check birth records and player affidavits, stress all phases of tournaments. 2. The District Director shall determine how many sub-district tournaments are necessary and which leagues will participate in each sub-district. Care should be exercised to place leagues in the sub-district closest to their home to avoid excessive travel. 3. The District Director is the tournament director of the district tournament and shall appoint and approve all sub-district tournament directors. 4. The District Director with the concurrence of his leagues should establish a system for rotating tournament sites and establishing guidelines for qualifying to host a tournament. A good rotation system will assure each league an opportunity to host a tournament. 5. The District Director shall keep on file for a five (5) year period the following records: A. League franchise forms B. Player registration forms for each league C. Player affidavit forms D. Copies of all correspondence pertaining to district business including protests E. Minutes of all meetings and financial reports F. Complete records of all tournament games G. Up-to-date boundary maps on all leagues Page # 6 Bylaws

17 6. The District Director shall give a financial report to his zone, region, or district at least once a year, preferably at the credentials meeting when all leagues are required to have representation. 7. The District Director should always be alert to new league inquiries and arrange a meeting to present the Dixie Boys and Majors, Inc. story and follow-up for franchising. 8. Unless otherwise stipulated by the State Constitution and By-laws, the State Director shall appoint a District Director should the office become vacant. Such appointed District Director shall serve until a permanent District Director is elected. 9. The District Director shall act on any appeal carried to him, which complies with Dixie Boys and Dixie Majors appeal procedure. 10. District Directors shall keep on file copies of all birth certificates for all leagues until eligibility is finished in Dixie Boys and Dixie Majors. ARTICLE VI FINANCE Section 1.The Board of Directors shall determine the amount of a franchise fee that is to be assessed each league affiliated with Dixie Boys Baseball Inc. Fee assessment shall be based on the unit of a team. Fees collected shall be used to defray the expenses of the corporation. Section 2.Other means of raising revenue shall be left to the discretion of the Board of Directors. Section 3. Each state may determine the fee to be assessed at the state level, with the approval of the executive committee. Such fees shall be used to defray expenses of the state. Section 4. All Directors shall be reimbursed for reasonable expenses incurred in performing official business for Dixie Boys Baseball, Inc. Attendance at the biennial meeting and World Series shall be considered official business. ARTICLE VII MEETINGS Section 1.The Board of Directors shall, as a minimum, hold a meeting once every two (2) years. The purpose of said meeting is to conduct the business of the Corporation. The Chairman of the Board shall establish the time and place for the meeting. Section 2. A special meeting of the Board of Directors may be called by the Chairman of the Board or by any fifteen (15) voting members of the Board. Section 3.The Commissioner/CEO shall mail notice of a Special meeting to each Director at least thirty days previous to the time fixed for the meeting. All notices of special meetings shall state the purpose thereof. Only that business as is stated in said notice may be considered at such a meeting. Section 4. A quorum for the transaction of business at any regular or special meeting of the Directors shall consist of one more than half the total voting members of the Board. No one may vote by proxy. 18 Section 5. Upon the request of any Board member the Executive Board may request that certain matters be considered by mail ballot. A majority of all eligible voting members of the Board of Directors must agree, in writing, to consider the issue before any vote is taken. Upon receipt of majority approval the matter then will be sent out as a mail ballot and must receive a majority vote of all eligible voting Board members. Section 6. Each State affiliated with Dixie Boys Baseball, Inc. shall have as a minimum one (1) meeting per year for the purpose of conducting State Business. ARTICLE VIII AMENDMENTS Section 1. Amendments to these by-laws may be made by a majority vote of the members of the Board of Directors present at any biennial meeting or at any special meeting when the proposed amendment has been sent out in the notice of such meeting. Section 2. Any subject can be brought up under new business for discussion and action at any regular board meeting by a two-thirds affirmative vote of the members present and voting at the meeting, a quorum being present. ARTICLE IX MISCELLANEOUS PROVISIONS Section 1. June 15 of each year shall be the date for counting the number of franchised leagues for the purpose of determining the number of National Board Members to which a state is entitled. Section 2. Voting on contested matters relating to election of officers and tournament sites shall be by paper ballot. Section 3. All persons that have been voted lifetime members of the board of directors shall retain their position on the board. Section 4. "No director shall be personally liable to the corporation or its leagues, teams, officials or players for monetary damages for any breach of fiduciary duty by such director as a director, except (1) for breach of the director's duty of loyalty to the corporation or its leagues, teams, officials or players, (2) for acts or omissions not in good faith or which involve intentional misconduct or a knowing violation of law, rules or policies, (3) pursuant to the appropriate section of the code of the state in which incorporated General Corporation Law, or (4) for any transaction from which the director derived an improper personal benefit. No amendment to or repeal of this Article shall apply to or have any effect on the liability or alleged liability of any director of the corporation for or with respect to any acts or omissions of such director prior to such amendments or repeal." Section 5. Any member of the Board of Directors (National Officer, State Director, or Assistant State Director) may be designated as a life member by a 2/3 vote of the National Board. To be nominated for Life Membership, the requirements as set forth in the Policies and Procedures manual must be followed. As a life member, they will be invited to attend any Dixie World Series each year. They will be invited to all social events given by host. Also, they will receive free passes to any Dixie Tournament or game. As a life member, they will be invited to sit in on all board meetings. Any expenses they incur will be their own. The Dixie Boys Baseball Board of Directors is made up of a dedicated group of volunteers that give of their time and talents in service to youth. 20 DUTIES AND RESPONSIBILITIES OF CORPORATE OFFICERS Section 1.Officers tenure of office shall be for a period of 2 years, and shall hold office until their successors are duly elected and qualified. Officers shall serve without compensation. Section 2.The Chief Financial Officer shall have charge of all corporate books, records and papers; shall be custodian of the corporate seal, all written contracts of the corporation and shall perform such other duties incident to his office. The Financial Officer shall have custody of all monies and securities of the corporation and shall give bond in such sum and with such sureties as the Directors may require, conditioned upon faithful performance of the duties of his office. He shall provide the Commissioner/CEO with all financial records necessary for the preparation and administration of a comprehensive budget. He shall co-sign all checks with the Chairman of the Board, shall keep regular books of account and shall submit them together with all vouchers, receipts, records and other papers to the Directors for their examination and approval as they may require. He shall perform all other duties incident to his office including submitting an annual financial report to the Officers and Board. Section 3.The Commissioner/CEO shall manage the day-to-day operations of Dixie Boys Baseball under the supervision of the Executive Board. He shall be charged with enforcing and interpreting the rules & regulations under which teams & leagues play. Such regulations and rules shall be substantially covered in the official rules of Dixie Boys Baseball. He shall issue notices of all meetings of the Board of Directors. The Commissioner/CEO will prepare the budget with assistance from the Executive Board. The budget will be a two-year document and shall be presented to Board at the biennial meeting for adoption. Budget decisions and implementation will be a responsibility of the Commissioner/CEO with input from the Executive Board. He shall be authorized and empowered to do all things necessary and proper to discharge the duties of his office, including the employment of personnel, as approved by the officers of the corporation. He shall also be authorized to perform such other duties as may be placed upon him by the Board. He shall prepare a complete brochure of all franchised leagues, their officials & addresses, State Directors, and other pertinent information, each year as soon as all data is obtainable. Such data shall be sent to all persons acting in any official capacity in Dixie Boys Baseball. In case of disability of the Commissioner or vacancy of the office, the remaining officers shall fill vacancy for the unexpired portion of the term of office.

21 Section 4.The Deputy Commissioners shall assist the Commissioner. The Deputy Commissioners shall serve as Tournament Director of respective World Series. They shall be responsible for all preparations required to execute a successful tournament. Deputy Commissioner s shall submit a written report at the biennial meeting. Section 5.The General Counselor shall advise the executive board and board of directors in all matters on which advice is sought. Section 6.The National Umpire-in-chief will oversee the National Umpire Registration Program. All expenses incurred by the National Umpire-in-Chief and/or the umpire program will be reimbursed to the National organization from the account of the Umpire program. Section 7.In the event a vacancy occurs for any reason in any office, the remaining officers shall fill the vacancy for the un-expired portion of the term of such office. Section 8.The Executive Board shall consist of the officers of the corporation. They shall elect from their number a Chairman and Vice Chairman to conduct meetings and perform other duties herein enumerated. An Executive Board meeting may be called by the Chairman of the Board or by a majority of the officers of the corporation upon reasonable notice by either. A quorum of the Executive Board shall be established at five (5). The presiding officer at such a meeting shall not vote except in case of a tie vote. Section 9.The Executive Board may remove any member of the Board for just cause. Just cause shall include failure to perform official duties or for misconduct in connection with official duties of this organization. Before any member may be removed, the member must receive 30-day notice of such intent as well as the grounds for such removal. A member of the board may be removed only upon the affirmative vote of four (4) members of the Executive Board. If a member is removed, the Commissioner/CEO of Dixie Boys Baseball shall appoint a replacement until an election is held to replace said member. Section 10.The Commissioner/CEO or his designee shall have the duty and the authority, at his discretion, to visit individual states to evaluate state s progress and to identify any strengths & weaknesses. Should corrective measures be deemed necessary the CEO will offer his assistance to the state leadership and make recommendations to Executive Board for approval & appropriate action.

22 DUTIES AND RESPONSIBILITIES OF STATE OFFICIALS 12/2/2017 Section 1.The State Director shall preside at all meetings of the state organization. He shall schedule all state meetings and give at least a month's notice on all annual meetings and as much notice as possible on called meetings. He shall maintain current list of league contacts. List of Duties: 1. He shall attend the meetings of the National Board of Directors and shall participate and vote in all deliberation at this meeting as well as any special or called meetings. Serve on committees as assigned. 2. Attend (as assigned) either a Junior Boys, Dixie Boys, Dixie Pre-Majors, or Dixie Majors World Series tournament unless prevented from doing so by extenuating circumstances. 3. Inspect & prepare recommendations on factors associated with bid for state tournament. He further shall see that the awarding of tournaments follows states prescribed procedure. 4. Serve as the Tournament Director for the State Tournament and be in attendance at all meetings preparing for the tournament and at all games. Shall appoint and have announced the protest committee for each game. If absent, appoint his substitute to act in his behalf. 5. Correspond with his District Directors and the Commissioner/CEO on all matters of mutual concern. He shall issue state bulletins or memorandums concerning the program within his state as he sees fit. 6. Should the Assistant State Director s office become vacant, the State Director within the State shall appoint a person to fill the un-expired term unless otherwise stipulated by the State Constitution or By-laws. 7. The State Director with the cooperation of District and Sub-District Directors and the Commissioner shall arrange for the distribution of league supplies and forms. 8. Visit as many District meetings as possible and call on as many leagues as his schedule permits. If unable to attend, insure that someone from the state program visits. 9. He shall visit prospective new leagues or inquiring groups to explain the program and shall furnish these with complete literature. He should advise the CEO of any prospects. 10. He shall keep files of important date forms & records and have an up-to-boundary map of each league. He shall have an up-to-date map showing the territory included in each district. 11. Act on any appeal carried to him that complies with Dixie Boys/Majors appeal procedure. 12. Receive from all state leagues any state fees authorized by the state organization. 13. The State Director is responsible for seeing that District Directors fully and properly carry out their duties. 14. The State Director shall furnish a financial report and bank statement no later than October 15 th of each year. The financial statement shall be submitted to the Executive Board through its Chief Financial Officer. 15. The State Director shall furnish a copy of his/her State Constitution and Bylaws to the Commissioner/CEO and keep him current on any amendments thereto.

23 DUTIES AND RESPONSIBILITIES OF ASSISTANT STATE DIRECTOR 12/2/2017 Section 2: It is the primary responsibility of an Assistant State Director to assist the State Director and other officials of Dixie Boys and Majors Baseball in providing a supervised baseball program for youth. In addition, the Assistant State Director activities will be directed in providing a recreation outlet in his state for as many youth as possible with the emphasis on local league play rather than tournament play. The Assistant State Director should continually encourage all officials, workers and youth in his state to abide by the rules of good sportsmanship. List of Duties: 1. Attend the biennial meeting of the National Board of Directors. He shall participate in all deliberation at these meetings as well as any special or called meetings of Directors. 2. Attend the Annual Junior Dixie Boys, Dixie Boys, Pre-Majors, or Dixie Majors World Series as assigned. 3. Serve as assigned by the Chairman of the Board or Commissioner/CEO on various committees and projects that assist in the management of the program. 4. Attend the annual state meeting and as many state tournament games as possible. He shall also attend as many district meetings as possible. 5. Assist, as required, the State Director in the conduct of all business in behalf of the State program and shall make every effort to further the policy adopted by this organization. 6. Engage in Dixie Boys and Dixie Majors baseball public relations activities, including appearances before civic groups, schools and other organizations that have an interest in Dixie Boys and Dixie Majors. This activity would also include assistance in the organization of new leagues as well as assisting existing leagues in the operation of their program. 7. Visit as many leagues as possible in an effort to keep familiar with their needs and to offer his or her services to them. 8. Should the State Director s office become vacant, the Assistant State Director within the state shall appoint a person to fill the un-expired term, unless otherwise stipulated by the State Constitution or the State By-laws.

25 DISTRICT DIRECTOR Section 3.The District Director shall preside at all meetings in the district. He shall maintain a current map showing zone, region or district boundaries and maintain a current roster of league contacts. He conducts all business on behalf of the district and makes every effort to further the policy adopted by the leagues in his district. He shall visit all leagues within his district during the playing season. He is elected by vote of the franchised leagues of the district with all leagues having an opportunity to nominate and vote. List of Duties: 1. District Director shall hold meetings in his district periodically throughout the year. All leagues shall be notified of all scheduled meetings seven days prior to meeting. The following meetings should be attended: A. Attend the State Board of Directors meeting and participate in any suggested changes in the State constitution and bylaws that are to be presented and voted on by the leagues at the State meeting. B. Attend State meeting and assist State Director in conducting workshops and any presentations. C. Hold an organizational meeting in his district early in the year for the purpose of acquainting league officials with the forms necessary for running the program and the deadlines for submitting these forms. At this meeting, outline what tournaments will be conducted in the district in order that leagues will be in a position to submit bids at appropriate time. Attendance at State meeting should be encouraged at this meeting. D. Hold second meeting in early June to award tournaments. Stress deadline for player registration forms. E. Hold a credentials meeting prior to the first tournament to check birth records and player affidavits, 2. The District Director determines how many tournaments are needed and which leagues will participate. Care should be exercised to place leagues in closest area to their home to avoid excessive travel. 3. The District Director is the tournament director of the district tournament. 4. The District Director with the concurrence of his leagues should establish a system for rotating tournament sites and establishing guidelines for qualifying to host a tournament. 5. The District Director shall keep on file for a five (5) year period the following records: A. Forms to include: League franchise forms & player registration forms for each league B. Player affidavit forms and up-to-date boundary maps on all leagues C. Copies of all correspondence pertaining to district business including protests D. Minutes of all meetings and financial reports as well as complete records from all tournament games 6. The District Director shall give a financial report to his zone, region, or district at least once a year, preferably at the credentials meeting when all leagues are required to have representation. 7. The District Director should always be alert to new league inquiries and arrange a meeting to present the Dixie Boys and Majors, Inc. story and follow-up for franchising. 8. Unless otherwise stipulated by State Constitution, the State Director appoints a District Director should office become vacant. Appointed District Director serve until a permanent District Director is elected. 9. The District Director shall act on any appeal, which complies with Dixie Boys/Majors appeal procedure. 10. District Directors shall keep file copies of tournament participant names until eligibility is completed.

27 RESPONSIBILITIES RELATIONSHIP WITH THE LEAGUES J. Sandy Jones, Commissioner/CEO (Updated December 2017) A very important individual in the Dixie Boys/Majors Baseball program is the District Director. The position of District Director was created to be the primary liaison with the franchised leagues. Each district serves as a sub-division of a state program. As the closest official to the leagues, the District Director is responsible for acquainting the leagues with information disseminated from district, state and national headquarters. The District Director also assists leagues by providing guidance in local league conflict, reviewing proposed changes to rules or regulations and keeping leagues informed of all aspects of the program. The District Director is expected to conduct business affairs of the district, to call & conduct meetings as needed, to assist in organization and counseling of new leagues, to review and investigate problems within the district and basically be well informed on policies, rules, regulations, and other pertinent information. As a position of trust and responsibility, the official should be experienced and familiar with the area and leagues. Like all other elected officials in the Dixie Boys/Majors program, the District Director is a volunteer and receives no compensation except for some out-of-pocket expenses as approved by the leagues themselves within the district. A District Director is elected by the leagues in the district to serve and should be chosen on the basis of know-how, experience, availability and willingness. The Director is vested with authority to make decisions within confines of regulations and the state constitution. Also, a District Director can be called upon by Dixie officials or by league personnel when services are needed. The District Director is the first step in the chain-of-authority between leagues and state DBB officials. Because of the close connection & relationship with leagues, a District Director should always be alert to the needs of any individual league. In case of the need for assistance beyond the local level, he is the first individual that should be contacted. In the event he is unable to resolve a conflict or to give sufficient assistance, the next step is the State Director, but this contact should not be made without knowledge of the District Director. In fulfilling responsibilities of conducting the district's business, there are many duties that must be performed. He must schedule and preside over meetings to make sure that all leagues

28 remain in compliance with DBB regulations. He should organize & conduct a spring workshop at which leagues are given all information for operation of their local program. At a workshop, the Director should make certain all subjects of benefit to the local leagues are covered & that leagues are thoroughly familiar with all deadlines & understand procedures for completing forms. At the spring meeting, leagues are informed of plans for the upcoming season & future meetings are planned. At this meeting or one later in year, tournament plans are completed and include awarding of rights to host tournaments scheduled to be played within district. The District Director should make certain that proper rotation or bid systems are arranged to assure every league of their opportunity to host a tournament if they desire. Near the end of season, Director is responsible for advising leagues of tournament requirements and for conducting a credentials meeting. At this meeting tournament plans are finalized & credentials of each tournament team are closely inspected. The Director is responsible for seeing that each league s tournament team is in compliance with all requirements. The District Director has complete responsibility for the administration of all tournaments played at district level; including discipline of players, coaches, managers for unsportsmanlike conduct. Tournament Directors may be appointed by the District Directors; however they remain under the jurisdiction of District Director. The first individual contacted with matters of district interest should be the District Director. In the event he is unable to resolve a problem or to give sufficient assistance, the next step is the State Director; however again this contact should be made with the knowledge of the District Director. In fact, all decisions should be made at the level of authority as granted to Dixie Officials as found in the National Constitution and Bylaws of Dixie Boys Baseball, Inc. The greatest amount of time of a Director will be spent in maintaining district records. He will be responsible for having league boundary maps on file with approved boundaries, roster of contacts, current franchise forms, player registration forms, tournament affidavit s, copies of all outgoing/incoming correspondence, minutes of meetings & financial records for district. By maintaining current/orderly files, the Director will be alert to all deadlines & requirements a league must meet. Leagues should be reminded & advised of all deadlines. Beyond many duties within a district, the Director has the additional responsibility of acting as his district's representative to the State Board. He is to provide assistance to the State Director in order to provide for proper functioning of the state organization. He should attend all

29 scheduled & called meetings in the state and should give assistance to the State Director in conducting workshops and holding meetings whenever needed. He should always be available to teams or individuals from his district that may need assistance at higher levels. When his district championship team is determined, he should consider them his team & give needed assistance & support they may need until they are eliminated. Most of the time, teams come from leagues with no prior tournament experience and they need help from someone with knowledge of what is going on & what is required of them. One of the Director's responsibilities that may be considered insignificant but that is among the most important is league visitation. Many small, rural leagues operate for years without seeing or hearing from a Dixie Boys official. It means a great deal, more than often expressed, when a Dixie Official shows enough interest to personally visit a league contact or community activity. Director s should make every effort to visit each league at least once season to let them know that someone is interested in them & that their league is important to our program. The active District Director will never be surprised by a league's failure to renew a franchise. Of equal importance a District Director doing his job will have a good relationship with his current leagues and will already be aware of potential conflicts before they ever materialize. The final responsibility to be discussed is certainly a very important one. The Dixie Boys program; established in 1957 in Alexandra, Louisiana has a very rich & successful tradition of providing youth baseball. Thousands of youngsters are participating on teams throughout our region. But for every youth that is participating, many more have not been given the opportunity or have looked elsewhere for alternatives. It is extremely important that District Directors are always alert to any possibilities that we have of franchising new leagues. Opportunities are now available for new leagues to realize the benefits that current leagues have found. This is one of the many areas that the leagues themselves can help the Director and make his job easier. Every league should be anxious to spread the success story of Dixie Boys Baseball to others. Leagues should notify their District Director or other officials as to the possibility that a new league desires to franchise. The Director should then be willing to meet with prospects, distribute literature and do whatever he/she can to continue the growth of the Dixie program in his district. Leagues can provide great assistance to a District Director in fulfilling these many responsibilities. As part of the overall communication process, leagues should provide the program with principle contact

30 and mailing address for their league. Prompt response should be given to any communication. Representatives should be sent to every meeting where valuable information which aids in the operation of a local program is given. Deadlines should be strictly adhered to and it will make the District Director's job much easier if immediate attention is given instead of waiting until the last day or minute before responding. When a league does wait until the last possible moment the additional resources of time and money are required to remind them of certain deadlines. With the guidance of a District Director, a league should set a goal of never having to receive a reminder about any deadline that may be near. The District Director's position is among the most important in the entire Dixie program. He/she must be a talented individual with ability to make decisions, organize and direct, keep well-organized records, handle finances properly, know how to handle authority, delegate responsibility and command the total confidence and respect of the leagues he serves. First and foremost, he or she must be a dedicated individual, willing to give of these abilities and his time in the interest of building this program by franchising more leagues and providing the best service possible to existing leagues.

36 WE HOPE THAT YOU WILL ALLOW US TO TELL OUR STORY - DIXIE BOYS BASEBALL INC Dixie Boys Baseball, Inc. was founded in 1957 at Alexandria, Louisiana. The mission of the program is to provide a recreational outlet for as many year old participants as possible. The program currently operates in eleven southeastern states and attracts over 25,000 players. Dixie Baseball, Inc. is governed by a Board of Directors and is comprised of Executive Officers as well as elected State Officials. Board members (currently thirty-seven) are responsible for determining program policies and rules. The Commissioner/CEO is responsible for managing the day to day affairs of the organization. Leagues must comply with a basic set of rules and regulations as found in the rule book. The rules that appear in the Dixie Boys Baseball book are specific rules adopted by the Board of Directors. All other rules are found in the official playing rules of the National Federation of High Schools. The Dixie Boys Baseball Commissioner/CEO is responsible for interpretation and rule enforcement. League play is emphasized in the Dixie organization. Franchises/local leagues are given a great deal of autonomy in determining the specific program that will meet the community/school needs. The administrative functions that are necessary to successfully operate a local league are supported by a District & State Director. While emphasis is on league play there is; however, district tournaments, state tournaments and a World Series event for leagues wishing to participate after the close of the regular season. Dixie Boys Baseball, Inc. has a rich tradition of offering quality events that capture the true essence of competitive play. The organization takes great pride in offering premier events, providing a memorable experience for everyone. Dixie Boys Baseball, Inc. each year also offers additional opportunities for participants. The Dixie Future Stars Tournament Trail brings together top Dixie baseball participants to participate in the wooden bat event. The eleven southern states that comprise Dixie: (Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Texas and Virginia) also have the opportunity to expand their programs to include invitational tournaments. In 2017, two tier program competition will be held. With the success of 15U baseball, the program was expanded in 2016 to include a World Series. Last year, 188 teams representing 41 franchised leagues participated in the program. A successful 15U World Series was held during July of 2017 with Selma, Alabama winning the championship. The goal for 2018 is to have all of our eleven states represented in World Series play. The 2018 World Series host for 15U will be Ozark, AL. The state programs that offer 15U state tournaments will have their state champion assured of participating in the 15U division World Series being held July 18-22, 2018! 37 LOCAL LEAGUE ORGANIZATION The league is the smallest unit of organization and is governed by the local program. a. A league franchise can be granted for a league from two to ten teams. b. The State Director is empowered to grant one team leagues based on circumstances. SIMPLE STEPS REQUIRED TO BECOMING A FRANCHISED DIXIE LEAGUE. The league makes application for franchise to the Commissioner. The league would form based on the policies as found in the Dixie Boys rulebook. Information is found on our website: The franchise obtains the approval of the appropriate Dixie State & District officials. BOUNDARIES The League would submit maps showing boundaries of the league. The League would meet all boundary requirements. TEAMS League rosters can include up to 16 players in Dixie Boys and 18 players for 15U and Dixie Majors Baseball. Playing roster deadline is before the first game is played! Franchise deadline: May 15 th. National Franchise Fee is $30.00 per team along with $30.00 State Fee. A fee of $130.00/ 2 team minimum required for franchises. The $130 minimum includes the $10.00 administration fee. Online payment is available. LEGAL PLAYERS Age Control date April 30 th. (AGE CONTROL CHART AVAILABLE ON WEBSITE) a. Dixie Boys - (age 13-14) Any eligible player whose thirteenth birthday falls before May 1st of the current year and any player whose fifteenth birthday falls on or after May 1 of the current year shall be eligible to compete and complete the current Dixie Boys season. The local league has the option of allowing a 12 year old (league age control) to participate in Dixie Boys Baseball; including tournament play! b. 15U Program (15 and below) Any player whose sixteenth birthday falls after May 1st of current year shall be eligible to participate- Players are also allowed to dual participate with either Boys or Majors c. Dixie Majors- (age 15-19) Any player whose fifteenth birthday falls before May 1st of current year and any player whose nineteenth birthday falls on or after August 1 of the previous calendar year is eligible to compete and complete current Dixie Majors Baseball season. Pre-Majors play is offered for age d. *Any player who plays baseball for his school and whose fourteenth birthday falls before May 1 st of the current year is eligible to compete in and complete the Pre/Majors season.* SELECTION OF PLAYERS Players may participate in other amateur baseball programs, subject to League approval. No league player; under any circumstances, shall be permitted to play on another amateur team during his teams actual tournament play. The League may choose to select a Junior Dixie Boys (age 13) tournament team and/or a Dixie Boys (age 13-14) tournament team. In the Majors division; a league may choose to select a Pre-Majors (age ) tournament team and/or a Dixie Majors (age15-19) tournament team. A 15U team can also be selected with participants allowed to dual participate with 15U and either Dixie Boys or Dixie Majors according to league age. OFFICIAL PLAYING RULES The League will agree to follow the basic playing rules of the organization. The League understands that league play as well as tournament play requires the use of Dixie certified umpires. Dixie Baseball offers a National Umpire Program.

38 JURISDICTIONAL CONTROL TOURNAMENT PROGRAM The League would align and franchise as part of a state program. As such the league would be considered as a part of a district, region or zone of the state program Oversight and jurisdictional control of play would be the responsibility of the appropriate District Director & State Director from a given state. RULES & REGULATIONS. The League would be required to adhere to all tournament rules and regulations. Rules and Regulations for Tournament Play are governed by the official playing rules as well as a tournament guidelines document. The following are a few highlights of these rules: a. Rosters include up to: thirteen players (Boys) and eighteen players (15U & Majors) - four coaches. b. Birth certificates are required along with a tournament team affidavit. Required information must be submitted at a credentials meeting held prior to tournament play. c. Approved Dixie tournament baseballs (P300-DB) must be used for all tournament play. d. Teams are required to follow all established pitching rules with no exceptions granted. e. Documentary evidence of insurance must be carried to all tournament games. Specific insurance requirements are found in Dixie Boys Baseball Official Rules. STATE TOURNAMENT The League would be afforded the opportunity to advance a team or teams from a local league into tournament play. Each state determines method based on number of leagues. Tournament play conducted using double elimination play, round robin or pool play. State tournaments are normally conducted two/three weeks prior to the World Series. Tournament fees and travel allowances; if applicable are determined by the State Director. DIXIE WORLD SERIES EVENTS HELD IN FIVE DIVISIONS State Champions from each of the State Tournaments along with a tournament host team compete for the opportunity to be crowned World Series Champions. A double elimination tournament is held for the two divisions of Majors event for Pre Majors division will be in Chipley, FL with the Majors World Series slated for Monroe/Sterlington, LA. The 2019 Pre-Majors World and the Dixie Majors World Series will both be held in Monroe/Sterlington, LA. The 2018 World Series for the 15u divisions will be held in Ozark, AL while the 2019 World Series 15U will be held in Monroe/Sterlington, LA. 15U World Series teams will be responsible for all tournament expenses. A double elimination tournament is held for Dixie Boys Baseball. The 2018 Jr Boys World Series & Boys World Series is slated for Bossier City, LA. The 2019 Jr. Boys & Dixie Boys World Series will be held in Aiken, SC. State champions advancing to a (Junior Boys, Dixie Boys, Pre-Majors, or Dixie Majors World Series event are provided (5) complementary rooms or $350 per evening beginning with night preceding first Series game and ending with night following elimination. A festive Opening Ceremony is held recognizing all players and communities represented. World Series champions/finalists recognized as well as a team sportsmanship award winner.

42 Dixie Boys Baseball, Inc. Fiscal Policy CFO, Jerry Brewer chaired a task force committee in 2010 that was created to assist with the further development of fiscal policy for the national organization. Dixie Boys Baseball, Inc. is recognized by the Internal Revenue Service as a 501 c-3 corporation. Former CFO Tom Nash provided yearly reports to the IRS and in 2011 the IRS conducted an audit that found the national organization as being in compliance with the federal tax statute. A copy of the acceptance review is available through the Commissioner/CEO. Beginning with the 2012 year, Mr. Brewer will file yearly reports on behalf of the national organization. The fiscal policy approved by the Board of Directors requires that each state program provides a financial report and bank statement to the Chief Financial Officer no later than October 15 th of each fiscal year. It is further recommended that each state review the fiscal policy as found below and then implement additional policies and procedures to insure that a uniform standard is followed. A written Fiscal Policy help to protect the organization, it also provides uniform guidelines for accounting for and reporting all facets of each individual s responsibility with regard to fiscal standards. Fiscal Policy can be properly defined as the standard by which we all report the proper handling of expenditures and the reporting of revenue sources and amounts. Changes in Fiscal Policy can impact the following variables in our organization. 1. The demand and level of our activities (number of franchised teams, etc. impacts everything we do!) 2. The pattern of resource allocations (Budgetary decisions are required prior to the allocation of resources) 3. The distribution of income (adequate financial resources necessary to operate national/state programs) Fiscal Policy s main character is a budget and its effect on activities. Three possible stances of Fiscal Policy exist. 1. Neutral------Balanced Budget 2. Expansionary Budget deficit 3. Contractionary Budget surplus In our organization, the most sensible approach is a neutral approach. We certainly don t want to expand to the extent that we create debt, nor do we want to withdraw, out of fear of economic impact, to the point that we become stagnant. A complete Fiscal Policy should include the following items in order to arrive at ways and means to balance the budget by funding any deficit, consuming any surplus and properly accounting for both. 1. Budget preparation (important that pre-planning occurs before any expenditure is made!) 2. Internal Control system A. Proper recording and reporting of all monetary transactions (bank records, receipts, etc. required) B. Competent, trustworthy volunteers/staff with clear lines of authority & responsibility. (Who does what?) C. Adequate segregation & rotation of duties (rotation/change is important for checks & balances system) D. Outside review of records (appoints an audit committee, file yearly financial report with the CFO) E. Proper authorization procedures (written system in place with approval being a joint decision) F. Adequate documentation (everything in writing, well documented and properly filed) G. The chart of accounts (all-inclusive listing) allows the Chief Financial Officer and the Commissioner/CEO to analyze the sources of income received and the types of expenses incurred. At the state level, the reporting of state finances and the record keeping is vested in the individual/s as recognized by the State Constitution & Bylaws of that particular state organization. It is imperative that a financial report and bank statement is provided to the board members of the state as well as the franchised leagues. 48 SAFETY ALERT BULLETIN The Commissioner of Dixie Boys Baseball issues the following additional guidelines for the 2018 season. 30/30 LIGHTNING RECOMMENDATION: The purpose of these guidelines is to provide a default policy to those responsible for making decisions concerning the suspension and restarting of contests based on the presence of lightning. The preferred source from which to request such a policy is from the nearest office of the National Weather Service. Proactive Planning: 1. Assign staff to monitor local weather conditions before and during events. 2. Develop criteria for suspension and resumption of play: (A) A 30-second or less flash-to-bang count calls for the removal of the athletes from the field to an appropriate nearby shelter. A sturdy building is recognized as the best place to take cover. A sturdy building is an enclosed building with metal plumbing or wiring to ground the structure. Buildings or sheds that are not enclosed (ex: baseball dugouts, tents, open sided rain shelters) should be avoided, as they don t constitute a sturdy building. (B) Thirty-minute rule. Once play is suspended, wait at least 30 minutes after last flash of lightning is witnessed or thunder is heard prior to resuming play. 3. Develop an evacuation plan, including identification of appropriate shelters. 4. Hold periodic reviews for appropriate personnel. 5. 49 SAFETY EMPHASIS BULLETIN 1. The Safety Committee advises that a number of excellent safety/training programs are now available. USA Baseball/MLB Course through Play Ball is the endorsed program for all coach education. 2. The Board of Directors extensively discussed concerns about the overuse of pitchers in youth baseball. Every effort must be made to insure that coaches exercise good judgment and that extreme care is taken to protect the arms of all youth participants. Pitch counts as well as an innings per week limit (league play) are used to determine pitcher eligibility. Dixie Boys Baseball is recognized as being Full Compliant with the MLB/USA Baseball program PitchSmart. 3. The National Federation of High School rulebook contains various rules that will serve to help protect participants in our program from injury. Please review their book and website for details. 4. Jewelry shall not be worn except for religious or medical medals. A religious medal must be taped and worn under a uniform. A medical medal must be taped and may be visible. 5. Rule 1.90: It is strongly recommended that only players warm up pitchers. No other person is allowed to warm up a pitcher without an approved catcher s mask and throat protector. 6. The Board of Directors implemented a policy that host teams as well as all teams traveling to a tournament have the following level of insurance: a. Excess accident insurance with a medical limit of at least $50,000. Coverage must include all participants, volunteers, and employees. b. General liability insurance on an occurrence form (not claims made) that has a per occurrence limit of at least $1,000,000 combined single limits and does not exclude athletic participants (see your insurance carrier for further details). In addition, Dixie Boys Baseball, Inc. must be named as additional insured if the policy is not purchased through the endorsed insurance program. (see rule book ad) Proof of insurance is required of all teams involved in tournament play. Leagues should secure adequate liability/accident coverage beginning with the local league season. 7. It is strongly recommended that leagues require waiver/release forms for all participants. A sample waiver/release recommended by the endorsed insurance carrier can be downloaded at under the Risk Management Section. 8. Dixie Boys Baseball issues a warning in regard to the danger of the use of 15 passenger vans. It is highly recommended that leagues seek the most acceptable mode of transportation for travel. 9. Dixie Boys Baseball emphasizes that all franchised leagues adopt and implement a child abuse risk management program. Visit: under the Risk Management Section for information. Endorsed General Liability policy contains the following provision: Coverage for sexual abuse or molestation will not apply unless there is a system in place to perform at least the three items: (1) system in place to perform criminal background checks on paid & volunteer staff (2) have written procedures that include sexual abuse and molestation prevention (3) have written procedures that include response plans for sexual abuse molestation including a requirement that law enforcement must be contacted in the event of an allegation. 10. Local programs should review and determine how a comprehensive background check would complement their local league child abuse risk management program. 11. Sandy Jones RE: COURTESY RUNNER RULE SEASON COURTESY RUNNER RULE - CLARIFICATION 1. At any time, the team at bat may use courtesy runners for the pitcher and/or the catcher. 2. The same individual may not be used for both positions (pitcher and catcher) during the game. 3. Neither the pitcher nor the catcher will be required to leave the game under such circumstances. The use of the courtesy runner does not constitute player participation/substitution; therefore, the current free substitution rule remains intact in its entirety. 4. Players listed in the official starting lineup are ineligible to serve as courtesy runners. 5. Any substitute that is replaced by a starter (free substitution rule) can either assume or resume the opportunity to serve as a courtesy runner. 6. The umpire-in-chief and the official scorer are to be notified of courtesy runner participation. 7. A player who violates the courtesy-runner rule is considered to be an ineligible player. The player and the manager are penalized by rule as found in section 8.96 ( Official Playing Rules) of local league and tournament rules. Please note that the rules differ by age divisions! Dixie Boys (age 13-14)-The bat rule addresses the use of composite barrel bats. Rule 1:10 DB Bats used in DB regular season or tournament play must be 2 5/8 and shall be certified USABat with the designation legible on the bat. A list of approved bats can be obtained at: DB: BBCOR.50 certified bats are also allowed. Point of Emphasis: All bats must have either USABat logo or be BBCOR.50 certified. 15U Division, Pre-Majors & Dixie Majors (age 15-19)- Bat rule for the 2015 season. Rule 1:10 DM BBCOR is the approved bat standard for 15U Division, Pre-Majors & Dixie Majors Baseball. 54 Re: 2018 Ruling of Commissioner (Revised December 1, 2017) Board of Directors: State UIC Group: The bat rules in regard to an approved Dixie Boys bat (USABat) and a Dixie Boys/Majors Baseball -BBCOR (Bat-Ball Coefficient of Restitution) standard have been updated. We are requesting that umpires conduct a pre-game check of bats in the dugout and that it would then be mentioned at the pre-game discussion at home-plate. Both Managers should be requested to confirm that their team is properly equipped for play. Hopefully this would have and will continue to be sufficient. As a matter of interpretation and rule enforcement, managers and players have a responsibility to adhere to the rules as written in the book. Failure to understand & follow our rules is a matter of choice and as such the use of a non-compliant bat must have a penalty attached. Therefore the following rule will apply regarding the use of a non-conforming/illegal bat. Non- Compliant Bat Penalties Before the batter steps into the box Under our rules, if detected, the umpire can direct the player to switch to a legal bat. There is no penalty. The batter is in the box but has not seen a pitch.. Under our rules, the batter is considered to have used the non -compliant bat as soon as he steps into the box. The coach is also subject to ejection for the infraction. Penalty: The batter is out and the ball is dead as in accordance with the NFHS rules. All runners return to the base occupied at time of discovery. The coach is also subject to ejection for the infraction. The non-compliant bat must be discovered before the first pitch to the next batter. The penalty for the use of an altered bat is adequately defined by rule. We will have zero tolerance for anyone found to have knowingly used al altered bat. In conclusion, everyone associated with Dixie Boys Baseball has an obligation of insuring that all play is conducted within the official rules. It should be our intent as program leaders to work together and prevent situations that would lead to the enforcement of non-compliant bat penalties. J. Executive Board Policy November 2003 Subject: Official Dixie Mark Updated January 1, 2016 Dixie Boys Baseball, Inc. has developed the following criteria in regard to the official mark (logo) of the organization. 1. All Board Members and District Directors, etc. are granted the right to use the mark as part of their official capacity with the Dixie Boys Baseball program. This includes letterhead, business card, etc. This primary use should be consistent with the promotion of the program. 2. Further use is granted to those acting in official capacity to obtain apparel that recognizes them as being associated with Dixie Boys Baseball and the apparel serves to promote the program. No vendor royalties or fees will be charged; however, it is requested that a vendor apply for permission to provide this service. 3. The use of the mark (logo, printed materials, etc.) of Dixie Boys organization beyond the use of those serving in an official capacity will require a vendor, individual, or league president to request permission for the use of the mark. Permission, without cost, will be granted to those providing a benefit (promotion, publicity, etc.) to the organization. 4. The use of the mark by individuals, companies, etc. for the purpose of generating internal profits requires the pre-approval of the Commissioner s Office. Royalties or other appropriate fees will be collected for the opportunity to conduct business with the Dixie Boys Baseball, Inc. program. (Host league & Local Chairman) We hope you enjoy this tournament experience. Tournament bracket information will be posted daily at Be certain to read this bulletin board daily. (give location). Medical assistance will be available by (give staff name and location) Telephones are for official business only & rest rooms are located at (give location) Teams will be introduced before each game as in accordance with the "Team Introduction s Procedures" outline found: Official Dixie Boys Baseball Tournament Guidelines Manual. All teams will be required to be present to take part in the formal ceremonies. Teams and umpires will be part of the opening ceremonies. Everyone should be at the designated waiting areas. One suggested formal ceremony that can be adapted is listed as follows. Waiting areas are at the inside of the outfield fence of the with Team A at left foul line, Team B in left field, and Team C in left-center field & the umpires in center field. Team D in right-center, Team E in right and the host team at right foul line. As teams and umpires are announced, they should march in columns of twos onto the infield and stop facing home plate on a line between first and third. Umpires will be in the middle on the pitcher's mound with three teams, two abreast, on each side of them, facing home. Visiting dignitaries will then be introduced, the invocation given and the raising of the flag with the National Anthem will end the ceremonies. Another suggested ceremony involves aligning the teams at the first and third base dugouts and have them to parade in front of the crowd to a designated spot where they are greeted a Dixie official that represents their team. The use of district or state flags when available will add to the tournament atmosphere. The purpose of the ceremony is to welcome everyone especially the teams. Never allow the ceremony to become a political rally. It is very permissible to add your hometown flavor to the opening ceremony as long as the event is safe and doesn t last too long. Pre-game warm-up schedule will call for the home team to take the field for a ten minute practice when told to do so by the P. A. announcer. At the end of ten minutes, the visiting team will take the field for ten minutes. P.A. announcer will warn each team after eight minutes that they only have two minutes left. Don't allow teams to remain on the field beyond the allotted ten minutes. Managers must furnish the official scorer with a line-up card before the warm-up period. The flip of a coin for home or visitors for the first day's games or in some cases for all games will take place at either the credentials meeting, Dixie Director s meeting or the pre-tournament coaches meeting.

62 TOURNAMENTS -DO'S & DON'TS Dixie Boys/Majors Baseball is generally organized so as to have four/eight/ twelve team tournaments in district and state. World Series play involves eleven state champions and a host team. I. Meetings Affecting Tournaments A. Preseason - The District Director holds a preseason organizational meeting usually in February or March, This meeting is primarily to carry on general district business dealing with regular league play. At this meeting, the director should also discuss the qualifications for hosting a tournament, advising the leagues of the bidding procedures, deadlines and the invitation to bid. The number of sub-districts to be held should be discussed and the makeup of each explained so all leagues are aware of their assigned group. B. Facility/Inspection - The District Director should meet with the leagues that are planning to bid and should inspect their playing facilities. This should be done early in the year so a report on bidding league's facilities will be ready at the organizational district meeting. C. District Tournament Planning - This meeting of all leagues in the district should be held early. A report on the inspections of facilities should be made and all bids read. The awarding of tournaments should be made and tournament plans announced. D. Credentials Inspection - At least seven days prior to the first tournament game the District Director is to hold his district's credential's inspection. This meeting is for the purpose of checking the birth records and the Tournament Affidavit for each team. He should have a three-member Credentials Committee (he is one of the three) present and they check all credentials. As each team's forms are approved, the members of the Credentials Committee should sign the Tournament Affidavit Forms and arrange to mail appropriate copies to the State Director and the Commissioner s office. Should there be some credentials not approved these must be checked before the first tournament game. II. Tournament Umpires As in regular season play, good umpiring is essential for good play. Umpires should be selected because they have shown by experience their ability to perform in a Dixie Boys program. They should be fully versed in baseball rules as well as those of Dixie. Umpires should conduct themselves in a way that reflects credit on all affected and they should always keep in mind that they are dealing with young people. 63 II1. Drawings The Tournament Director will hold a drawing at a convenient time and place. This can be easily done at the "Tournament Planning meeting and the Host who is awarded tournament will be able to plan a game schedule. The draw calls for all team's names to be placed in a container and drawn out and placed on the bracket in the order of the draw. The practice of holding out the host team and placing it on a selected spot on the bracket is not allowed in district or state tournament play. It is permissible to change the time of the host games only to give the Host its choice of game time. Changing the times of first round games does not affect the advancement of teams through the bracket. IV. Brackets Only brackets as approved by the Commissioner are official. The official diagramed bracket is furnished by the Commissioner and not the one prepared by the host or Tournament Chairman. The bracket will be on public display at the tournament bulletin board or headquarters. Teams are not required to start tournament play if the official bracket is not on public display. The Tournament Director is required to follow the bracket exactly. Games must be played in numerical order with no exceptions. There can be no deviation whatsoever from the instructions and pairings of the bracket. V. General A. Provide bulletin board for official use. B. Arrange for medical or first aid assistance. C. Provide and make known locations of telephones and restrooms. D. Send teams a complete tournament instruction sheet a week before the first game. E. Notify all news media of the results of games. F. Send the Commissioner pictures of tournament activities for possible use in publications. G. Decorate field with as many pennants, banners, etc. as possible. H. 65 HELPFUL HINTS FOR THE OPERATION OF A SUCCESSFUL TOURNAMENT General (1) Acquaint yourself with the Tournament rules of the Dixie Boys Baseball program. Also, urge all of your league officials to read the rulebook carefully. (2) Franchised leagues in each District should be notified of the planning meeting for sub-district and district tournaments. Each District will determine the Host for the District Tournament and Sub-district Tournaments with either a vote of all of the leagues or an implemented tournament rotation system. The tournament site should be decided well in advance of tournament dates. The District and Sub-district tournament host chairman should send out complete information to all leagues concerning the playing field, etc. (3) IMPORTANT -- At least seven days prior to the first tournament date, the District Director is required by rule to have a meeting of leagues in his district (all leagues, those in sub-district) for purpose of inspecting Player Affidavits, Birth Certificates and Required Insurance Coverage document. Teams that are not present for this meeting without just cause should be eliminated from tournament play. Leagues, however, must be notified of this meeting at least seven days in advance. Names on the affidavit must conform to the spelling, etc. as on the birth record. Uncertified affidavits, bible recordings, etc. cannot be accepted by District Director. After the inspection of the affidavits and birth records, the pairings for the tournaments should be held. Only approved brackets as found on the website should be used. Should a state or district decide to use a different bracket format than the pre-approved, the Commissioner should first be notified. All financial arrangements, admissions, time of games, plans for playing postponed games, etc. should be clearly understood by all leagues. (4) Three important things make for a successful tournament A GOOD TOURNAMENT DIRECTOR - A GOOD PLAYING FIELD AND GOOD UMPIRING. Directors should assist the host by inspecting the playing field to insure that the field is deemed safe and meets all regulations. All umpires must be certified through the Dixie Boys/Majors National Umpire program. Under no circumstance should non-certified officials be used. (5) Tournament Chairman is required to have a protest committee in attendance at each game. The committee members should be announced prior to the start of the game. The committee can act only on a violation of the rules. Information regarding protests is found in a section of the Dixie rulebook. Each sub-district and District Chairman should carefully select this committee well in advance of the playing of the tournament games. Local league umpires and managers usually make good protest committee members. Provide protest committee with (a) official NFHS baseball rule book, (b) official DBB rule book and (c) copy of official ground rules. Page # 1: Helpful Hints for Tournaments

66 (6) An ambulance and police; are always good to have on hand and should not be overlooked in the planning. Safety of the players, coaches, umpires and spectators is paramount to the tournament. Important safety bulletins are issued by the Commissioner and should be followed in their entirety. (7) Appropriate opening exercises and introductions are good but don't overdo it. (8) Get in the habit of starting games on time and notify all of the teams in advance concerning infield and hitting practice. Follow the schedule regardless of whom it affects. Have the announcer notify the teams when they have three minutes left and request that they exit on time. Clearly mark dugouts as home and visitors. (9) Have a Public Address Announcer and be sure that he knows his job. Too much conversation and announcing the game as if on the air can ruin an otherwise good ball game. He should never second guess the umpires or the coaches. He should stick to announcing the batter, his position (first time at bat), and the batter on deck. He should give the summary of each inning. If you don't have a good man on the "mike" you would be better off without the announcer. (10) No tournament should ever begin without the playing of the National Anthem and an invocation. The raising or presentation of the colors is impressive and should be done whenever possible. (11) As a little fanfare prior to the playing of the National Anthem and the invocation, recommend that three minutes before game time all players on both teams retire to the dugouts or bench. (Teams should be notified in advance so they will be ready and cooperate.) Then, the P. A. announcer introduces the home team starting line-up, as follows: The line-up for, the Right fielder, Number John Smith. John Smith then comes out of the dugout on the run to his position. After the starting line-up has been introduced, the announcer says, "Other members of the team are Number, John Doe. John then comes out of his dugout or bench and stands in front of same or along the baseline beginning at home plate. The managers are introduced and they take their position with the others. They remain in this position. The announcer then introduces the visiting team (the team first at bat) and they come out running and lineup also in their positions with reserves along baseline. Each player and coach is individually introduced. When everyone is in position, you are ready for the National Anthem and the Invocation. The boys from visiting team in position on the field shake hands and return to dugout. (12) Dixie Boys Baseball, Inc. has copies of public service announcements that should be mentioned during the game. 67 TOURNAMENT GUIDELINES Updated 12/15/2017 CREDENTIALS MEETING The first step in the tournament procedure for the District Directors is the Credentials meeting at which all tournament affidavits and credentials will be inspected and approved. This is the most important meeting and if not carried out correctly, many problems may result and teams may even be disqualified. Following are suggestions to follow as you prepare for this meeting. 1. Confirm that all teams within the district know the time, date and location of the Credentials meeting. Make sure that all leagues are aware that they must attend this meeting to enter tournament play. If they fail to attend, they do not play. It may be advisable to send a certified notice of meeting. 2. You will need the following for the meeting. Tournament brackets for all area, sub-district, district, region, zone and state tournaments. An approved bracket is available from the website or the Commissioner s Office. Dixie Boys Rule Guides to assure that all teams have a copy before entering tournament play. Copies of the league roster forms. If a league has not submitted these forms, they are not eligible for tournament competition. 3. Review tournament rules to make teams aware of modifications as compared to reg. season rules. 4. Go through protest procedure for tournament play. Materials are available for protest committees. Make sure teams know the correct protest procedure. Protest not properly presented will be rejected. 5. Appoint credentials committee & explain their responsibilities. Committee will be comprised of three persons who will inspect/approve all tournament affidavits. Same three names must appear on all affidavits. 6. Have all members of the credentials committee read the tournament eligibility section of the Dixie Boys/Majors Rulebook before any tournament affidavits are inspected. If they have any questions, be sure that they are clear before the inspection process gets underway. 7. DO NOT ACCEPT ANY TOURNAMENT AFFIDAVITS UNLESS THE FOLLOWING INFORMATION IS STATED IN FULL AND PROPERLY RECORDED ON THE AFFIDAVIT. Player s full name as it appears on the official proof of birth (John Henry Jones, Jr. not Johnny Jones). Complete mailing address: (Route 1, Box 100, Montgomery, AL , not just Montgomery, AL). Date of birth: (May 1, 1982, not 5/01/1990). The month may be abbreviated such as Jan., Feb, etc., but do not use number for month.) Regular season team (check this against player roster forms that were submitted prior to June 15 th.) Be sure that the player s name, address and date of birth as stated on the regular season roster matches the information submitted on the tournament affidavit. Check to see that all players listed live within the geographical boundaries of the league. Affidavits must be signed by the League President or his properly designated representative. NOTE: IF ABOVE ITEMS ARE NOT PROPERLY RECORDED ON THE AFFIDAVIT, DO NOT ACCEPT THE AFFIDAVIT AND DO NOT ALLOW TEAM TO ENTER TOURNAMENT PLAY UNTIL PROPER CORRECTIONS ARE MADE. Page 1

68 TOURNAMENT JURISDICTION 1. District Directors are to serve as the tournament director of the district tournament and state directors are to be the tournament director of the state tournament. State and district directors are responsible for assigning Assistant Directors or other competent replacements if they cannot be present at any tournament game. All appointed tournament directors should be very familiar with Dixie Boys/Majors tournament play and have a working knowledge of written procedures for each tournament. State Directors should approve any replacement of a district or an assistant district director. The Commissioner must approve any replacement for a state or an assistant state director. 2. All sub-district and district tournaments shall be under the jurisdiction of the District Director. Tournament Directors many be appointed by the District Directors, however they remain under the jurisdiction of the District Director. The District Director has the authority for conducting all aspects of tournament play, including the discipline of players, coaches and managers for unsportsmanlike conduct. 3. All zone, regional and state tournaments shall be under the jurisdiction of the State Director. Tournament Directors may be appointed by the State Director, however, they remain under the jurisdiction of the State Director. The State Director has the authority for conducting all aspects of tournament play, including the discipline of players, coaches and managers for unsportsmanlike conduct. *NOTE: Special regulations are established for World Series competition. Such regulations are issued by a Special Bulletin prior to the start of state tournament competition PRE-TOURNAMENT COACHES/OFFICIALS MEETING A pre-tournament coaches and officials meeting should be held prior to each tournament at which the following should be thoroughly explained or handled. 1. Schedule of times of all games as listed on approved tournament brackets. 2. Secure a list of names and phone numbers of all team managers. These should appear on the affidavits. 3. Give all team managers the name and the phone number of the Tournament Director and explain the director s responsibilities and authority. 4. Advise all teams as to who will determine whether a game can be played in the event of bad weather and who will make rescheduling decisions. 5. Explain the make-up schedule procedure to be used in the event it becomes necessary to reschedule games. It is advisable to play all games as soon as possible if it becomes necessary to delay or reschedule a game. Make sure that all games are played in order by game number according to the bracket. NEVER CHANGE THE BRACKET AFTER IT HAS BEEN ESTABLISHED. Remember, you will be on a tight schedule and unnecessary cancellations or delays may cause serious problems in the tournament schedule. NEVER require teams to play under UNSAFE CONDITIONS, especially if there is any lightning in the area. Adhere to the 30/30 lightning rule as found in our safety bulletin as the recommended precaution. 6. Admission policy (who will be entitled to passes and who will issue them) is usually determined by the tournament host. Dixie Boys/Majors officials, district directors and immediate family, are to be admitted to the tournament games at no charge. 7. Cost of admission to games should be stated by the Tournament Host. 69 8. Home and Visiting Teams: Determine at the pre-tournament meeting home and visiting teams for all games in the tournament. Following is a suggested procedure for doing this. For the first round of play, managers of teams that will be playing call the toss of the coin. The winner of the coin toss selects his choice of home or visiting team. After the first round of play for each team, flip a coin for each game of the tournament. If the coin lands on heads, the top part of the bracket will be home. Do this for every game of the tournament. Use of this procedure makes everyone aware of the home team for all games. The coaches will know before they reach the field; if they are home or visitor and the fans will not have to change sides. 9. Review infield times and player introduction procedures. These are available for review. 10. Pre-game conferences: Hold these for each game of the tournament and go over the ground rules if needed or other items necessary for tournament games. 11. Advise who the umpires will be (association or group that will work the tournament and how many will work each game.) It would be advisable to have one or more umpires at this meeting and to introduce them. The umpire-in-chief should be present if possible. 12. Outline the protest procedure including the appeal process. Be sure that it is understood that only legal protests will be considered. Umpire s judgment will never be accepted as a legal protest. 13. Coaches conduct: State in a firm but friendly manner what is expected of the coaches. Also, point out those things that will not be allowed. Remind everyone this game is for the players and not the coaches. 14. THE FOLLOWING RULES AND POLICIES SHOULD BE ENFORCED AT ALL TIMES. A manager or coach is not to leave the dugout unless he has requested and been granted time out to confer with a player or an official on the field. Two coaches may leave the dugout while his team is on offense to coach the base which he declared at the beginning of the game. Anything that can be done by a player is to be done by the player, such as warming up the pitcher, etc. No adult, at any time, on or off the field, is to warm up the pitcher. A coach or manager should be allowed to stand by and observe as a pitcher is warming up before the game or, if he has obtained the permission from an umpire, between innings. All players warming up pitchers, on or off the field, are to wear a catcher s helmet and a mask. The rules listed above are part of all tournament play. When rules are not enforced at the beginning of all Tournament play, problems usually occur as a team advances. Rule enforcement at the first level of Tournaments provide expectations for players & coaches and problems are avoided. 15. Obtain a team picture or establish procedure to be used to obtain a picture of a team prior to the start of the tournament. District directors should send pictures of all teams in the district tournament to the State Director on the first day of the district tournament. The State Director should send a picture of each team in the state tournament to the World Series Host Chairman on the first day of the state tournament. 16. At the close of each tournament be sure that the Tournament Director notifies proper officials and the host of the next tournament as to the identity of the winning team. Please do not have the next tournament host guessing as to which team will be advancing. Provide necessary information to the winning team about the next tournament including the tournament packet so that they will know where and when they are to report and what will be expected of them. 70 EQUIPMENT CHECKLIST Before any team is allowed to enter any tournament play, be sure that they have the following equipment. TEAM 1. Six (6) pressure type batting/base runner helmets. See rule 1.16 as to the optional requirement for DB facial protection device. All helmets should provide the utmost protection. 2. Two (2) catcher s helmets (full ear protection with dual flaps) with mask and throat protector. One will be needed for the catcher in the game while the other is to warm up pitchers that might enter the game. 3. Confirm that any player that might possibly enter the game as the catcher has an athletic supporter with a protective cup. The umpires should never allow a catcher to play the position without the protective cup. 4. To prevent potential problems over the use of illegal equipment should inspect all equipment in each dugout immediately prior to each game and remove any item that is deemed to be not legal equipment. TOURNAMENT HOST 1. Official Dixie tournament baseballs (Pennant P300DB) must be used for all levels of tournament competition. Baseballs must meet specifications listed in official rules and bear signature of the Commissioner. 2. The Host shall provide playing fields that meet the requirements as described in the official playing rules. As part of this requirement the Host should have adequate staff and equipment available on site to address all tournament requirements. Additional staff and equipment is often required after seasonal rains. GAME PRELIMINARIES CONDUCT & DRESS CODE Dixie Boys/Majors Baseball will be on display more than ever during the tournament season. Every tournament should be conducted in a manner as to bring credit to the program. All rules will be strictly enforced according to the book with no exceptions. All adult leaders are to conduct themselves in a way that will not only portray a good image, but that will set a proper example before everyone, especially the young participants on the tournament teams. Conducting unbecoming to the principles of Dixie Boys/Majors Baseball will not be tolerated. Neat appearance and dress of all participants, coaches, umpires and Dixie officials is very important to a positive image for the program. It is mandatory that all players and managers participating in tournament play be attired in matching baseball uniforms composed of shirt, pants, caps, socks and baseball shoes. (Coaches may wear Approved coaching shoes and a coaching shell over their team uniform shirt) All uniforms (players and coaches) shall have Dixie Boys/Majors emblem permanently attached on left arm of the shirt. PROTEST COMMITTEE One of the most important parts of tournament play and one that often receives inadequate attention is the Protest Committee. The responsibilities and qualifications of the committee should well be understood before a protest occurs. The attention of the coaches, players and fans moves from the playing field to the adults that must make a decision. Usually this decision (a final one by rule) will be unpopular with at least half of those in attendance. Because of the seriousness of the results, it is imperative that careful consideration is given to the makeup of the committee by the tournament director. Advance consideration and planning needs to be given to those who may be available and are willing and qualified to serve on this committee. Do not leave the selection process to chance. Listed below are some thoughts to consider: Page 4

71 Consider the following when appointing a Protest Committee: 1. The Tournament Director selects the three member committee (including a chairman) for each game. 2. These three members should be adults who have a thorough knowledge of baseball playing rules, Dixie Boys/Majors rules and how to handle a protest if one should occur. 3. They should have at all times an Official NFHS Baseball Rule Book, a Dixie/Boys Majors Rule Book and a copy of the ground rules for the tournament field. 4. No one should discuss aspects of a game with a Protest Committee member while a play is in progress. 5. In the event of an allowable protest, the protesting manager should state to the chief umpire (plate umpire) that he wishes to appeal to the protest committee. The umpire will notify the opposing manager, scorekeeper & protest committee. The members of the committee should consult with the umpires and with each coach, one at a time. If necessary, the committee should review the official scorebook, consult with the official scorer or obtain information from other sources if they believe it helpful in making a decision. 6. Announce the names of the members of the Protest Committee before each game. This should be done after you announce the umpires. A team isn t required to start any game until the announcement is made. 7. Once the Protest Committee makes a decision, the decision is final. There should be no further discussion about decision following game and no attempt should be made to explain or justify decision. DO NOT UNDER ANY CONDITIONS 1. Do not ask a manager whose team is about to play a game to send someone to serve on the Protest Committee. This is the responsibility of the Tournament Director. A team shouldn t select the committee. 2. Do not permit any member of the committee to ever assume the role of a fan. Under no circumstances should anyone show open support of either team while serving on the committee. If possible, it is best to have impartial individuals as committee members. It is not advisable to select one member from one team, one from the other and one that is impartial. This ends up many times with one trying to be the arbitrator. However; if this must be done to fill the committee, pay extreme attention to the knowledge, honesty and integrity of each member that you choose to serve on this important committee. TOURNAMENT GAMES SCOREKEEPER 1. Be in the Press Box at least thirty (30) minutes prior to each game time. 2. Total concentration is required on each play with the final authority for hit/error. 3. Immediately inform any team manager when a potential protest situation is about to occur. It is the responsibility of each manager to know the rules and the number of innings each pitcher has left in each tournament. However, the scorekeeper should do everything possible to prevent a protest. The scorer doesn t make or enforce the rulesyou merely advise the manager of a questionable situation. 4. Assist the PA announcer in making prompt announcements of all line-up changes. 5. Make certain that both Managers come to the Press Box following game to sign the pitching records. The scorekeeper should carefully record information and certify records as being complete & correct. Page 5

72 PUBLIC ADDRESS ANNOUNCER 1. Be in the Press Box thirty (30) minutes prior to each game time. 2. Prior to each game, obtain full roster of each team including managers and coaches. Announce names normally used by players, not names from the affidavits. Clarify correct pronunciation of difficult names. 3. Announce only pertinent information usually the first three batters in each half inning and the batter as he comes to the plate. At the end of each half inning: runs, hits and errors should be announced. No play by play announcements or other activity should occur that may distract from actual play of the game. 4. Do not announce errors made by individual players. 5. Make prompt announcement of all line-up changes. 6. Remember that the PA announcer is only needed to provide pertinent information. You are not the focal point of the game. The players should always be the center of attention. 7. Both the scorekeeper and the announcer are important to the success of any tournament. Careful consideration should be given to the selection of the persons to work in each of these important positions. PRE-GAME PRACTICE AND WARM UP 1. No practice of any kind of any team, including the host, should be allowed on the tournament playing field(s) prior to infield practice previous to the game. If other fields are available nearby, it is suggested that the teams scheduled for the next game be allowed to practice there before coming on the playing field. 2. Allow each team up to five minutes on the infield before the game. You may want to increase this to seven to ten minutes for the first day only and adjust the following suggested time schedule. 3. Suggested infield schedule for 6:00 pm (Scheduled stating time of game). o 5:30 p.m. Teams starting lineups and rosters turned in to scorekeeper. o 5:35 p.m. P.A. announcer tells visiting team to take in field. (Team is not to enter field until advised by the announcer.) o 5:42 p.m. P.A. announcer calls visiting team from field if not completed and tells home team to take infield. (Team is not to enter field until advised even if visiting team finishes early.) o 5:49 p.m. P.A. announcer calls home team from field if not completed. o 5:50 p.m. P.A. 73 4. The first priority of the tournament is the game. In the event of rain, it may become necessary to cancel infield practice. If you do not allow the practice for the first game of the day, it is suggested that no infield be allowed for any games scheduled for the rest of the day. Because of out-of-town fans and possible radio/ internet broadcasts, it is suggested that all games be held to the scheduled starting time even if an earlier game is completed early. A threat of bad weather could require possibly moving ahead of schedule. PLAYER INTRODUCTIONS The tournament should be colorful and exciting for the players. This may be a once in a lifetime experience for many players it should provide fond memories. A proper team introduction program can help add color to tournament games. It is suggested that the following procedure be used. It should be used before every game, not just the first one, since different fans and relatives will be present for each game. 1. Use the player s name that everyone knows (i.e. Billy, not William). 2. Introduce all players, not just the starting nine. 3. Introduction procedure: A. Introduce visiting team starting lineup by batting order and defensive position. As the starting nine players are introduced they will run to their position on the field. Outfields should go to the edge of the outfield grass in front of their position. After the introduction of the starting defensive nine players, introduce remaining players on the roster. As their name is called, they should take a position on the foul line between first or third dugout and the stands. The manager and two coaches are then introduced and should take their position facing the stands with the players along the foul line in front of their dugout. B. Introduce the home team, all players, manager and coaches in the same manner as above. As the players take their defensive positions, they should greet their counterpart already on the field in some manner (i.e. handshake, pat on back, good luck, etc.) C. When introductions have been completed, both teams will have their defensive players at their individual position on the field with remainder of the rosters and three adults per team lined up along the foul line in front of their dug out. They remain in this position for the invocation and National Anthem. D. Introduce the umpires. The plate umpire should be introduced first as Umpire-in-Chief. As the base umpires are introduced, they should run to their positions on the field. E. Introduce the members of the Protest Committee. 4. Invocation and National Anthem. 5. Advise visiting team to return to their dugout and play ball. Note: The invocation and national anthem are to be used for the first game of each tournament session only. For subsequent games in the same session, omit number 4 of the above procedure. All the other introduction procedures should be followed prior to each game of the tournament. Page 7

After the second day, some of these teams will be eliminated, but they are still are considered winners and hopefully are better young people from this experience. 76 A SERIES HOST MUST: REQUIREMENTS TO BE MET BY THE HOST OF A: JR. BOYS/ DIXIE BOYS /PRE-MAJORS/MAJORS WORLD SERIES Updated 12/1/2017 PAY BID FEE 1. A host, within thirty (30) days following approval of its bid by the Board of Directors, will submit an initial payment of $2,500 as a non-refundable bid security. Remaining non-refundable payment of $5,000 will be due by March 1 of the year following the initial bid acceptance. 2. Host is no longer responsible for providing daily meals for the teams. World Series Host will realize a substantial cost savings as result of the policy change enacted at 2011 biennial meeting. 3. Total bid cost to be paid to Dixie Boys Baseball is $7,500. PROVIDE HOUSING 1. Provide complimentary housing (five rooms per team: each room requiring two beds: doubles ) beginning the night preceding the first Series game and ending with the night following elimination. This housing must meet the following requirements: A. Air conditioned housing (two double beds) that provides same standard of housing for all teams. B. If individual rooms, no more than four (4) individuals in a room. C. If dorm type housing, at least one adult chaperone on duty at all times with 12:00 p.m. curfew. D. Housing must be approved by the Tournament Director prior to final acceptance of the bid. Note: Beginning with the 2014 World Series, a host may elect to provide each traveling team $350 per day in lieu of providing housing. 2. Assist in arranging for motel/hotel space near all Series activity to be used for housing officials and their families. Suitable meeting rooms are to be reserved at this headquarters motel/hotel for all meetings. 3. The host will furnish complimentary lodging for up to seven (7) officials/members of the Dixie Boys Baseball organization. The Commissioner of his designee is responsible for assigning the rooms to the members of the Board. If number of rooms needed by the organization exceeds the complimentary seven (7), Dixie Boys Baseball will be responsible for the payment of lodging for excess rooms. The lodging rates should be secured at a comparable rate to those that the Host receives. 4. The host will secure by room block adequate housing (five double rooms) for the umpires that will work the series. The National Umpire program will be responsible for the payment of all umpires lodging. The lodging rates should be secured at a comparable rate to those that the Host receives. 5. The host will furnish complimentary lodging for the Tournament UIC of each World Series. HOSPITALITY/ENTERTAINMENT 1. Provide an informal outing for all teams, directors & their families and any local officials the Host wishes to invite on the evening preceding the first series game. The menu should be planned for the likes of year olds; hamburgers, barbeque chicken. All teams will be served before any officials or other guest. 2. Provide players, umpires, officials families & host committee members with proper identification badges printed with official emblem of Dixie Boys Baseball. Proper designation should be made as to Player, Official, Host, Etc. The badge should contain the person s name, home state, etc. (identification badge).

77 3. Maintain a tournament headquarters manned by adult personnel acquainted with all Series playing and entertainment schedules. Such headquarters is to be manned throughout the Series. 4. If a Hospitality Room is provided for Dixie Boys/Majors officials, its use must be offered to their spouses & immediate families. This room can be combined with the tournament headquarters requirements. It is recommended that Hospitality Room refreshments, if any, be restricted to coffee, orange juice and/or soft drinks and not go beyond light snacks. No alcoholic beverages of any kind are permitted at any function of Dixie Boys Baseball, Inc. 5. Provide a Host committee member to be assigned to each participating team. The guide will be available to the team from the time the team arrives at the Series location until the team departs. Members of this committee are to be thoroughly familiar with all Series information and schedules. A Host Committee member should be on call at all times. Each team should be provided with the names/numbers of physicians/hospitals with which arrangements have been made for treatment. Host should assist the manager in obtaining any needed medical assistance. 6. Furnish each team with a schedule of entertainment available, such as (free) admission to local theaters, swimming pools, bowling centers, recreation centers, mini-golf courses, etc. Teams are encouraged to visit, but not required to attend. Should planned events, such as special activities; etc., be provided, teams will be required to register at check-in if they plan to participate. 7. Provide a schedule of events, attractions and entertainment available in the area to each Dixie Boys/Majors Official, Director and family members. 8. Provide for a nondenominational church service for all teams, Officials of Dixie Boys/Majors, parents, etc. on Sunday morning. Host has the option of providing a continental breakfast, etc. 9. Issue Series passes to the following (to be controlled by the Tournament Director): a. Dixie Boys/Majors Officers and Directors and members of their immediate families. a. Dixie Boys/Majors District Director and members of their immediate families. b. Coaches/Manager of participating teams and members of their immediate families. c. Two (2) (max) representatives and members of their immediate families from groups interested in bidding to host a future Series, provided that prior arrangements have been made. d. Members of the working press who will be covering the Series. These are the only passes that the Host will be responsible for providing unless arrangements are made through the Tournament Director. The Host shall provide the Tournament Director with a supply of passes to be used at his discretion with an accounting to be given to the Host. PUBLICITY/CEREMONIES 1. Publish a Series program containing pictures of competing teams & other material of interest in connection with the event. It must also include pictures of Officers/Directors of Dixie Boys/Majors, the tournament pairings/playing schedule. Commissioner must approve program content. Dixie Officials are to be provided with a copy of program. Copies should also be provided to Commissioner for promotional purposes. 2. Arrange to display the American flag and the flags of each state competing in the Series. Note: Beginning with 2014 World Series, all state flags will be displayed on championship field for the duration of a tournament. The Tournament Director is responsible for providing flags! 3. Provide adequate decorations in town, as well as the playing field(s), beginning at least two days prior to opening of the Series with street banners and posters advertising the event in store windows and merchants encouraged to display flags and promote the event during the Series week. The specific words Dixie Boys/Majors Baseball should be placed on all displays. The Official Dixie logo may be obtained by contacting the Commissioner. 4. Make arrangements with local news media to provide Series with full coverage. A meeting with representatives of the media must be arranged to allow the Tournament Director to review plans for wire services coverage & other details in order for working media to make known their needs to cover the event. Stories on each game must be filed with wires services. Credits must include Dixie Boys/Majors Baseball. 5. The National Anthem must be played and an invocation given at the beginning of each session. Proper patriotic and spiritual emphasis must be given during all activities of the Series week.

78 6. Specific instructions in regard to the opening ceremony are provided by Dixie Boys/Majors. Included in these ceremonies will be a parade of teams, in uniform. The Dixie Tournament Director with prior approval may grant an exception to a location. No local awards of any type are to be made and it is urged that only the necessary officials/politicians be recognized. Dixie Officials/Directors will be introduced. The National Anthem shall be played. The opening ceremony shall be reviewed/approved by Tournament Director. 7. Provide all participants, including coaches, with a souvenir package upon the team s arrival. These packages should contain any type of inexpensive gift or souvenir from the area or any other item that the Host wishes to provide. Dixie Boys Baseball will also provide and present a souvenir to all participants upon arrival or no later than prior to the opening banquet. 8. Make available copies of local newspapers at Series Headquarters and other sites. 9. Arrange for photographs to be displayed and sold at the tournament headquarters and/or at the playing field(s). Photographers are required to provide Dixie Boys Baseball with a championship team photo as well as action photos for program promotional purposes. 10. Assist Dixie Boys Baseball with securing advertising/sponsorship of the video/audio broadcast. PLAYING FIELDS(S)/FACILITIES 1. Provide playing fields(s), preferably at least two, meeting Dixie Boys/Majors specifications as illustrated in the Dixie Boys/Majors Rule Guide. In Dixie Boys, the outfield fence must be a minimum of 275 and a maximum of 300 from home plate. Dugouts, sideline fencing and an electrical scoreboard must be provided. In Dixie Pre-Majors/Majors, the outfield fence must be a minimum of 315 and a max of 330 from home plate down left and right field lines and a minimum of 350 and a max of 400 to center field. 2. The actual field lighting levels must be approved and are subject to inspection by the Tournament Director. Verification may include: (1) visit to the facility to include the actual viewing of the lights or: (2) Host submission of a letter that the requirements for Class I Baseball are being met. 3. Provide press box facilities large enough to accommodate the official scorer, press representative, radio and/or television personnel, live computer coverage, public address announcer. A dedicated line with highspeed internet capabilities should be provided to allow live internet broadcast. These facilities will be available to ONLY those having official business. The Host must provide a press box pass & assure that no one enters without a pass. Broadcast coverage information along with the necessary requirements will be provided by the Commissioner/CEO, prior to the event. 4. Provide space away from all other persons with an unobstructed view of all areas of the playing surface for the Protest Committee. This space to be approved by the Tournament Director. 5. Provide a comfortable room away from the public where umpires and Series officials may relax. 6. Furnish a public address system that will give complete audio coverage to every part of the stadium including all service areas, any temporary seating or standing areas and all approach areas. A back-up system must be immediately available. 7. Provide adequate seating accommodations for a minimum of 1000 spectators at each field with a section reserved for Officials and Directors of Dixie Boys /Majors Baseball and their families. 8. Public restrooms must be near the field(s) and there must be a minimum of four (4) available units, at least two for male and two for females. 9. Provide ample parking space near the park at no charge for all in attendance with a reserved area for all team transportation and for Series Officials and Directors. 10. Provide a first aid station with a medical doctor, registered nurse or other trained medical technician on duty during all sessions. MISCELLANEOUS REQUIREMENTS 1. Registered Dixie Boys/Majors Baseball umpires meeting established criteria of Dixie Boys Baseball, Inc. will be provided for all games. Twelve umpires will be assigned to a series. Umpires will include four out of state umpires as selected by the NUIC and the Dixie Tournament Director. Additional umpires will include four instate umpires and local umpires. The umpire fee (paid by the host) per umpire is set at a minimum of $55.00 per game.

79 2. Provide official scorekeeper. He/she should have considerable experience in working Dixie Boys/Majors or high school games and, if possible, previous tournament experience. The official scorekeeper must attend a meeting with the Tournament Director on the night preceding the Series at a time and place set by the Tournament Director. The official scorer is responsible for the recording of the pitching affidavit; as provided by Dixie Boys Baseball. 3. Approved baseballs with the Commissioner s signature will be provided by Dixie Baseball, Inc. Dixie Baseball requests that the Host provide a complimentary program ad in return. 4. Any organization bidding for the right to host a future Dixie Boys/Majors Series will be required to pay the expenses of the Commissioner and/or Tournament Director(s) or their designated representative, (as the potential host city) for an initial inspection meeting with all tournament committees to go over plans for the Series and to inspect proposed facilities, etc. (Cost not to exceed $1,000). Inspection to be completed prior to bid meeting. 5. Representatives of the local press, the city government, service clubs and committees should be at the inspection meeting. Failure of the full committee to be present will show a lack of interest and may result in the Series being awarded to another bidder. Within two months preceding the Series, the Tournament Director and Host State Director, will visit the Host site and perform a final inspection. Expenses of the final inspection will be the responsibility of Dixie Boys Baseball. If the inspection report does not meet the requirements as listed, the Commissioner will recommend an alternate site. Copies of the inspection report will be made available to each Official in attendance at Series bidding meeting; prior to meeting. 6. Mail a schedule of events, list all points of interest in the area and suggested eating places to each Officer and Director prior to leaving their homes to come to the Series. 7. Submit to the Commissioner and/or Tournament Director a detailed financial report on a standard form provided by Dixie Boys Baseball within (30) thirty days from completion of the Series. The final report must include a scrapbook of newspaper clippings, pictures, etc., of the Series. Report should also contain information such as the number of programs printed and sold, amounts of souvenirs purchased and sold and any other information that may be helpful to a future host. 8. Home run balls are to be retrieved if possible and presented to the hitter on the field following the game. A game ball will likewise be presented to any pitcher who pitches a no-hit game. 9. Dixie Boys Baseball will negotiate Director s room rates. The Host shall assist Dixie Boys Baseball in acquiring room rates that are comparable to those that the Host pays for players & coaches rooms. 10. The Host will be allowed to collect up to $7.00 per session as a gate admission. $1.00 of each ticket is to be set aside sold for the purpose of assisting with the funding of the Dixie Scholarship program. The Host has the option to charge less than the maximum amount as long as the $1.00 is collected and submitted to Dixie Boys Baseball, Inc. in support of the Dixie National scholarship program. Within thirty days after the conclusion of the tournament the host will submit the $1.00 per ticket sold to Dixie Boys Baseball, Inc. 11. Tournament Host and Team Insurance for the World Series events requires that all participating teams and host provide evidence of Accident and General Liability meeting certain minimum standards. The Office of the Commissioner of Dixie Boys Baseball, Inc. will provide requirements. 12. Host will be required to provide a performance bond. The bond will entail the details found in this document. The Office of the Commissioner of Dixie Boys Baseball will provide the requirements. 13. The Host along with Dixie Baseball agrees to enter into a contractual agreement based on requirements as found in this document. Bid payment is discussed is SECTION 1.

Umpires will be selected by the NUIC and the Dixie Tournament Director. Two umpires will be assigned to work each game with the exception of the FINAL FOUR with three umpires per game scheduled. The umpire fee (paid by the host) per umpire is set at a minimum of $55.00 per game. 2. Provide official scorekeeper. He/she should have considerable experience in working Dixie Boys/Majors or high school games and, if possible, previous tournament experience. The official scorer is responsible for the recording of the pitching affidavit; as provided by Dixie Boys Baseball. 3. Approved baseballs with the Commissioner s signature will be provided by Dixie Baseball, Inc. 4. Home run balls are to be retrieved if possible and presented to the hitter on the field following the game. A game ball will likewise be presented to any pitcher who pitches a no-hit game. 5. The Host will be allowed to collect up to $7.00 per session as a gate admission. $1.00 of each ticket is to be set aside sold for the purpose of assisting with the funding of the Dixie Scholarship program. The Host has the option to charge less than the maximum amount as long as the $1.00 is collected and submitted to Dixie Boys Baseball, Inc. in support of the Dixie National scholarship program. 6. Tournament Host and Team Insurance for the World Series events requires that all participating teams and host provide evidence of Accident and General Liability meeting certain minimum standards. The Office of the Commissioner of Dixie Boys Baseball, Inc. will provide requirements. 7. Assist Dixie Boys Baseball with securing advertising/sponsorship of the video/audio broadcast. 8. Host will be required to provide a performance bond. The bond will entail the details found in this document. The Office of the Commissioner of Dixie Boys Baseball will provide the requirements. 9. The mission of the organization is to provide a recreation outlet for young people (age 13-19) that desire to play youth baseball. Operating in eleven states from Texas to Virginia, the program reaches over 25,000 participants each year. Leagues affiliating themselves with the program must comply with a basic set of rules and regulations, but league officials have absolute autonomy on most local league matters. District & State Officials are readily available to assist the leagues. While emphasis is on local league play there is, however, district tournaments, state tournaments and a world series for leagues wishing to participate following the close of the local league season in June. Five divisions of tournament play compete for state titles with the winners advancing to a highly-anticipated world series. 89 LOCAL LEAGUE OPERATION: Board of Directors The Board of Directors is responsible for the day-to-day operations of the local league within the rules, regulations and policies of Dixie Boys Baseball, Inc. This board does not have the authority to alter, suspend or change any of the rules, regulations or policies of the national program; however, autonomy is given to this board in many areas of operation so that the local needs of the community may be met. As an example, the local league board of directors is entirely responsible for choosing a method for selection of Tournament Teams (or "All Stars"). It is suggested that the regular membership of each league meet annually and elect the board of directors. Following the election, the board of directors meets to elect its officers from within the newly elected board. Officers to be considered include: president, vice president, secretary, treasurer, player agent, & safety officer. The board may adopt such rules and regulations for the management of the league as it deems proper. The board has the power to discipline, suspend or remove any director or officer or committee member of the league, subject to provisions of the local league bylaws. Furthermore, policies should be in writing that spell out the conduct code for players, coaches, umpires, and spectators. It is important that the local league board avoid any potential conflicts of interest. President - Effective leadership, knowledge, and experience are the greatest attributes needed for the position of President in the local league organization. Having organizational and administrative abilities along with sound leadership qualities are vital. All of the strengths are needed to provide the best experience for the youth that participate in the local league program. The president has many responsibilities in the administration of the league. Each President is elected by, and is accountable to, the local league board of directors. Duties of a president are described within the limits of the rules and regulations, and within the local league bylaws, giving each president the ability to oversee the affairs of all elements of the league. The president is the officer with whom Dixie Boys Baseball contacts. The president represents the league in all matters related to the league. The president should be the most informed officer of the league. Each president must know the regulations under which Dixie Boys operates and in authorizing the annual application for a franchise, binds all members of the league to faithfully observe the regulations. Serious violations by the league can result in the Commissioner of Dixie Boys Baseball removing the league from further participation in Dixie Boys Baseball. Beyond the requirements of league administration, the president should provide a public image in reflection of the community at large. Each president should take an active role in gaining support for the league program. The president presides at league meetings, and assumes full responsibility for the operation of the local league. The president receives all mail, supplies and other communications from the Dixie Boys Baseball organization.

90 Vice President - The vice president presides in the absence of the president, works with other officers and committee members, is ex-officio member of all committees, and carries out such duties and assignments as may be delegated by the president. Separate vice presidents may also be selected to oversee individual divisions within the league. A league official may manage, coach or umpire unless the local bylaws are such that would prohibit this from occurring. Secretary - The secretary maintains a register of members, records the minutes of meetings, is responsible for sending out notice of meetings, and maintains a record of league's activities. Treasurer - The treasurer signs checks co-signed by another officer or director (or as directed by the local league's constitution), dispenses league funds as approved by the board of directors, reports on the status of league funds, keeps local league books and financial records, prepares budgets, and assumes the responsibility for all local league finances. Player Agent - The player agent conducts annual tryouts, is in charge of player selection, assists the president in checking birth records and eligibility of players and generally supervises and coordinates the players according to provisions found in the playing rules. Separate player agents may also be selected to oversee individual divisions within the league. The player agent must not manage, coach or umpire in the division over which he/she has authority, unless the local league waives this restriction. Safety Officer - The safety officer coordinates all safety activities including supervision of risk management program. The Officer ensures safety in player training, ensures safe playing conditions, coordinates reporting and prevention of injuries, solicits suggestions for making conditions safer, and reports suggestions to Dixie Boys Baseball for their consideration. Board of Directors/Committee Chairs The local board may choose to elect other officers or name committees that support the efforts of the league. Some of the commonly named committees or positions include: Concession Manager, Umpire Coordinator, Training Coordinator, League/Team Sponsorship Chair, and League Information Officer. # DIXIE BOYS/MAJORS BASEBALL, INC. PLAYER SELECTION SYSTEMS Following are suggested player selection systems that would be suitable for use by Dixie Boys or Dixie Majors local leagues. Considerable latitude is given to sanctioned leagues in the matter of selecting players for the teams in the program. Leagues may use whatever system they choose as long as all managers have equal opportunity in the selection of all players. It should be understood that these are merely suggested systems and may be substituted or changed to meet local league needs provided that certain basic Dixie baseball rules are complied with and understood. Basically, under whatever system that may be used, every candidate qualified according to age that lives within the boundaries of the league must be given an equal opportunity to tryout. The system should be designed to meet the desired level of competition.

91 PLAYER AGENT DUTIES Whatever player selection plan is used must be under the direction of the 'Player Agent'. This person should be chosen with care after thorough consideration of ability to do the job, for his impartiality and his reputation for fairness. He must act without favor in his dealings. It is his responsibility to seek, insofar as it is legal and possible, to maintain a balance of strength among the teams of the league and to remind constantly everyone connected with the program that the welfare of the league is paramount rather than a single manager or team with designs only upon winning. PLAYER DRAFT This player selection plan is designed after the National Football League in the selection of collegiate players for professional football. Some leagues use a system of team managers choosing players in rotating order that is determined by drawing numbers from a hat to establish order of choosing. In subsequent years the team finishing in last place in the standings gets first selection, team finishing next-to-last gets second choice, and so forth. A system of releasing and trading players and the development of control over league personnel must be adopted from either the "Player Selection System', "Player Distribution Plan' or similar plan approved by the Commissioner's office. As with any system of player selection used, selection of players must be under the direction of the player agent. TOWN AND COMMUNITY TEAMS Certain isolated rural conditions & peculiar urban situations make it more practical for teams to be determined on basis of "town" or "community" teams, rather than placing all possible player candidates within league boundaries in a common player pool. Under this system, a boy plays with a team representing town or community in which he resides. Again, a player agent for entire league should be named, who shall oversee selection of players on various teams, making sure that every boy of eligible age within League boundaries has an opportunity to try out for one of the teams. PLAYER DISTRIBUTION PLAN Growing in favor with a great many leagues seeking a more simple and equitable method of distributing players on various teams is the "Player Distribution Plan", under which ownership of players is limited to a single year. This plan has the advantage of all teams starting each year with an equal opportunity to be a title contender. Under it there is a much better chance that championships will be determined on playing field rather than in the player auction. It provides greater motivation for returning players to keep plugging rather than to feel they "have it made" since they must again be candidates for teams each year. 1. Every eligible candidate in the league area shall be given notice of the call for candidates. During the spring training or try-out period, each candidate shall be given the opportunity to bat and field in the position of his choice.

92 a. These try-out periods shall be conducted in the presence of all the managers and the league officials who shall observe the ability of each candidate. 2. At least 30 days before first scheduled game, player agent shall make a list showing name and league age of each candidate. This list shall be known as the 'Player Agent's List & copies of it shall be submitted to managers. By grading candidates on Player Agent's List" all managers will have a record of the ability of each candidate. Any candidate failing to attend at least half of try-out sessions shall lose his status unless he presents an approved excuse to player agent, prior to selection of teams. 1. At least 12 days before first scheduled game, managers/league officials shall meet for purpose of distributing eligible players on teams near equal strength. a. This meeting shall be presided over by the player agent. b. A simple majority vote (unless otherwise indicated) shall decide any questions, the player agent casting the deciding vote in the event of a tie. 2. The managers shall first consider pitching candidates, distributing two pitchers per team to each team in the draft being selected, in such a way that there is a majority agreement that pitching strength is as equally distributed as possible. 3. The managers shall then consider, in order, candidates for catching position, first base, second base, third base, shortstop, left field, centerfield & right field, distributing talent by offensive & defensive ability until there is a majority agreement that teams are near equal in offensive & defensive ability. 4. The managers shall then add as many substitute players to each team as there are positions available up to a maximum of 18, giving consideration to offensive and defensive ability to keep team strength equal. Team managers and league officials are reminded that player rosters can be made up of as few as 9 players and as many as 16/18 players. 1. When the league officials & team managers can agree unanimously, or by agreement of at least three-fourths of those eligible to vote, that teams are evenly balanced as possible the player agent shall draw from a hat the names of teams to be assigned to each set of candidates or he may assign the names of teams to sets of players by any other system of name assignment previously agreed upon by a majority of league officials and managers. 2. When team names have been assigned to each set of players, each team manager in a pre determined order of selection shall reach into a hat and draw the team which he will manage for the year in question. a. If the manager is to direct a particular sponsored team, it may be more desirable to assign team names to the various managers and after assigning numbers to the various sets of players, allow each manager to draw to determine which set of players will comprise his team.

93 Following distribution of players, managers may exchange players until 14 days after the first scheduled game. All exchanges of players shall be made only with the approval of the player agent who must be notified by the managers involved in the change. Managers must report any player whom he releases for any cause. He can then name a replacement player from among eligible candidates at a try-out; by consent of player agent.. PLAYER SELECTION SYSTEM This plan places all players in a common player pool, with each player candidate selected remaining with the same team throughout years of eligibility, unless player is released. 1. At beginning of initial season each manager shall be allowed 40,000 credits for the purchase of players. 2. At beginning of each subsequent season manager s receive 12,000 credits. 3. Immediately preceding auction each manager shall receive additional 2,000 credits for each player to whom he holds title & is unable to play during coming season, as a result of injuries, illness or having taken residence outside boundaries of league, Provided that: a. The player in question participated in at least 42 innings with team previous season. b. Under no circumstances shall credit be allowed for a player's inability to participate in the games of a previous season. c. If a manager applies for & receives credits under conditions of this section, he loses title to the player or players for whom the credits were allowed. Section-B 1. Every eligible candidate in league area shall be given notice of the call for candidates. During try-outs, each candidate shall be given the opportunity to bat and field in position of his choice in competition with candidates in his own particular age group. 2. At least 30 days before the first scheduled game, the player agent shall make a list showing the name and league age of each candidate. This list shall be known as the 'Player Agent's List' and copies of same shall be submitted to all managers, together with the option price of each player held on option during the previous season. 3. Try-out periods shall be conducted in the presence of all managers who shall observe the ability of each candidate. 4. By grading the candidates on the "Player Agent's List" a complete record will be available to the managers for use at the time of the auction. 5. Any candidate failing to attend at least 50 percent of spring try-outs shall lose his status as a candidate; unless presenting an excuse acceptable to player agent prior to auction.

97 CHILD ABUSE/MOLESTATION - RISK MANAGEMENT PROGRAM Dixie Boys Baseball, Inc. strongly recommends that all franchised leagues adopt and implement a child abuse/molestation risk management program. Guidelines for establishing a child abuse/molestation risk management program are available at no charge through the Dixie Boys national office, or the league may develop a similar comprehensive program. Police will handle investigation. Alleged should be immediately suspended pending the outcome of the police investigation. Officials will not comment on the allegation or police investigation until it has been concluded. 105 DIXIE BOYS BASEBALL 15U PROGRAM PROPOSAL- QUESTIONS & ANSWERS 1. What was the reasoning behind the proposal to add a 15U program? The purpose was to address a recognized need. 15 year olds now have an opportunity (better fit in some local communities) to participate in program, while also seeking a solution for the 14 & under that desire to play on full sized field (60 6 ft. mound/90 ft. bases). 2. What impact did the creation of 15U have on our traditional programs? The added age grouping complements our existing program and in no way has it taken away from current organizational structure. No doubt many smaller communities are unable to have both 15U & Dixie Boys/Majors. Sadly, some smaller communities no longer have enough players to field a Dixie Boys team. With 15 year olds allowed to participate by rule with year olds, flexibility exists for leagues to form a 15U community player pool. 3. In an effort to coexist with our traditional Boys & Majors programs, will it allow for a player & a local league to participate in both programs during the 2018 season? It was decided in the initial stage of development that a participant in appropriate 15 & under age group could participate in multiple programs including 15U and either/or traditional Boys (age.13-14) or Majors (age 15-19) as determined by age. Dual participation allowed. 4. How is it be possible to do both in the same season and what are the stipulations? A league is given an additional opportunity to franchise as a 15U program and then also franchise within our existing structure. The league would submit a 15U franchise application form with the understanding that the fee includes a $30.00 per team national fee as well as a $ per franchised team state fee. The policy (same as Dixie Boys/Majors) requires a two team minimum fee for each program. As an example, Community A desires to play Dixie Boys & Dixie Majors and also decides to play 15U using players age The minimum total fee would be as follows: 3 DIVISIONS ($60.00 National/$60.00 State) = $ franchise fees. Note: The 15U roster can be comprised of any player within the expanded boundary that is 15 years of age or younger. 5. Multiple rosters are confusing, what is gained by allowing players on two teams? As mentioned above it is unlikely most communities will be able to franchise as Boys/Majors and 15U. The opportunity should be available for both dual participation/dual franchises until program becomes independent of the traditional program. The real thrust would be to attract communities that are no longer in our program due to influence of: JV baseball, other youth organizations with age grouping of 13-15, travel/tournament baseball or the sheer small numbers that currently register to participate by age in a local community. The advantages of offering t h i s program outweigh any m i n o r negatives that we encountered. Dixie Boys is fully committed to attracting new leagues and retaining existing leagues. 6. What level of tournament play is being offered in 2018 for the 15U division of Dixie? A World Series will be held for 15U division on the dates of July 20-23, 2017 in Independence, La. It will be entry fee based. Invitations will be extended to franchised leagues that desire to participate. Likely, not all state programs will participate in year two.

106 (Continued from Page #1) Same method was used to create Junior Boys division and the organization is very pleased with its success and overall value. We recognize that the 15U program division will constant evaluation. We are pleased that we are able to offer World Series play for this division! 7. How do we avoid a conflict with our traditional tournament program? It is obvious that the 15U state tournaments will need to be conducted in contrasting months. The 15U state tournaments will be held in June The World Series date occurs after the completion of state tournament play and one week prior to traditional World Series events. 8. What set of rules will govern play in 15U and what will be used to determine boundaries? The 2018 Rulebook, using our Tournament Rules section for Dixie Majors play will govern play. Each participating state will determine its boundaries for 15U legal players. Consideration is being given to incorporating the current districts or even expanding some districts within a given state as the possible 15U boundaries. By enlarging a potential player selection area, to include an entire district it is likely that more players would be available for team selection. It should also be noted that it is permissible for a school based team to be formed using our rules as currently found. It is unlikely that local league play will occur in 15U baseball. We encourage communities to schedule home & away play with surrounding towns. 9. What potential sources of revenue and what does the organization need to commit? A 15U program will require the organization to look at various revenue opportunities to offset cost. An entry fee will be charged. The host will be expected to pay all umpires cost, provide pre-determined awards package and supply the tournament baseballs. Tournament host would also be required to provide Dixie Boys Baseball with a $2,500 bid fee and two complimentary rooms for use by the Dixie Tournament Director. The bid amount will be used to offset the cost of a Dixie Tournament Director. It is anticipated that the Commissioner s Office will continue to oversee the 15U division World Series. It is understand that the cost to the Dixie organization and the host must be kept at a minimum for the process to work. The host would not be responsible for housing of the teams, the two assigned umpires per game or any Dixie Officials with the exception of the Tournament Staff. 10. What are the next steps now that the 15U was World Series was approved? Dixie Boys Baseball has been in existence since 1957 and has remained true to the mission of providing a recreation based program with emphasis on local participation. The one factor that has changed significantly is the local community approach to providing youth baseball. An abundance of outstanding facilities exist; however, the real challenge is finding approaches that will keep youth participating at the local level. An alarming number of 15 and under youth are no longer registered or participating in community sponsored youth baseball programs. The communities that have held it together and continue to offer a local recreation based youth baseball program are to be commended and should never be overlooked. 15U provides another opportunity for youth to participate in Dixie Boys Baseball. Sandy Jones - jjones29@sw.rr.com Press Release: January 1, 2016 The Board of Directors voted in September 2011 to create a Hall of Fame to honor those that have served the Dixie Boys Baseball, Inc. organization in an exemplary manner. It was determined from the inception that recognition would be broad-based. To accomplish the various task of developing the Hall of Fame a task force was created by the Commissioner. It was decided by the committee (beginning with the 2013 year) that in order to be eligible for consideration: an individual, sponsor, league, community, umpire, etc. will include a requirement that a nomination form be submitted on their behalf. Nomination forms will be available from the website at or from any Board member. All submitted nominations will be evaluated based on criteria established by the Hall of Fame Committee. It is the goal of the committee to have the 2018 nomination form published by January 31. The date will allow the Dixie Boys/Majors State Directors and others ample time to nominate those deserving of Hall of Fame recognition. To be considered for the 2018 Hall of Fame Class all paperwork must be submitted to the Commissioner by April 1, The Hall of Fame Task Force will evaluate all forms and then provide the Board of Directors with a slate of nominees for consideration. Dixie Boys Baseball was incorporated in 1957 by members of the Alexandria Youth Baseball program. 109 Class of 2013 Art Albert.Hattiesburg, Mississippi - Art served for many years as a Mississippi National Board member and later as the Assistant State Director for Mississippi Dixie Majors Baseball. His long serving tenure began in 1967 and continued through the 2013 season. Harmon Baldwin.Darlington, South Carolina - Harmon served as South Carolina Dixie Boys State Director. He chaired the rules committee for many years. As Parks & Rec. Director for Darlington, Mr. Baldwin was instrumental in bringing many communities into the organization. Richard Kohn.Columbia, South Carolina Richard served South Carolina as the Dixie Boys State Director. Richard was later elected as Dixie Boys Deputy Commissioner and ably served for 15 years. Mr. Kohn was most recently honored as a Life Member of Dixie Boys Baseball. Tom Nash.Alexandria, Louisiana Tom provided dedicated volunteer service to the State of Louisiana. In 1995, Mr. Nash was elected as Secretary/Treasurer of the national organization. He held the position of Chief Financial Officer until his well-deserved retirement in Dick Primeaux.Pineville, Louisiana - Dick served from 1984 until 2007 as Louisiana Dixie Boys Baseball State Director. Mr. Primeaux was instrumental in the planning of the 50 th Anniversary celebration held in Alexandria, La. Dick remains very active in the organization. Nick Senter.Lookout Mountain, Tennessee Nick served as the first Executive Director of Dixie Inc. a service organization formed to benefit all of Dixie. In his valuable role, he promoted youth baseball and was responsible for much of the exposure garnered at the national level. Jim Thornton.Cumming, Georgia - Jim served in various capacities during his 35 years of involvement. He held the position of Georgia Dixie Boys State Director until his death in The Dixie Boys World Series Sportsmanship Award is named in his honor. Dan Touchet.Pineville, Louisiana - Dan served as 2 nd Vice President of the Dixie Boys organization and was the guiding force behind the creation of the Junior Dixie Boys division. Mr. Touchet is currently involved with the planning for a 60 th anniversary event slated for LV Walters.Laurel, Mississippi - LV served for many years as a National Board member and later as the State Director for Mississippi Dixie Boys Baseball. His outstanding contributions to the program are numerous. The Dixie Boys field in Laurel, Mississippi is named in his honor. Kenny Wilkinson.North Charleston, SC - Kenny served as the Dixie National team manager winning the 2000 Tournament of Stars. His 42 years of involvement includes: coach, league president & avid supporter. North Charleston has won three World Series under his leadership. Class of 2014 Jim Armour.Rock Hill, South Carolina Jim currently serves as the Deputy Commissioner for the Dixie Boys program. Jim previously held the position of National Board member for the Majors program and later was named the South Carolina Dixie Boys State Director. Armour was responsible for the successful World Series events held in Rock Hill. His tenure began in 1992.

110 Class of 2014 (continued) Jerry Brewer.Decatur, Alabama Jerry started his affiliation with Dixie as a local league official in Montgomery, AL. Jerry in 1992 was elected as the Alabama Majors State Director. For a number of years, Jerry was the Deputy Commissioner for the Pre-Majors program. He is now the Chief Financial Officer for the program and has served as the Executive Board Chairman. Rick Callahan.Winter Haven, Florida Rick served Florida as the Dixie Boys State Director until his retirement after the 2014 season. Rick s involvement with the Dixie Boys Baseball began in the 1980 s. Callahan previously served on the Dixie Boys Rules Committee and as the Florida Scholarship Chairman. He is well respected and fully devoted to the program. Cecil Campbell. Bossier City, Louisiana Cecil coached in the Bossier program, served as a League President, and later became a District Director. Judge Campbell is one of only two people to hold the position of General Counsel for Dixie Boys Baseball. He became the General Counsel in 1995 and has held the title and the responsibility ever since. Larry Collins.Hillsville, Virginia - Larry began his service in 1985 as a Virginia National Board member. He was later elected as State Director for Virginia Dixie Majors. The Board of Directors elected Larry as National Umpire-in-Chief. Under his leadership, much progress was made with the national umpire program. In 2012, he was named as the Pre-Majors Deputy Commissioner. Tommy Hailey.Covington, Georgia Hailey s many achievements include hosting five very successful World Series. Covington/Newton County has hosted more World Series than any other community in Dixie. He has served as Assistant State Director for Georgia Dixie Boys and as the state scholarship chairman. Tommy now serves as Junior Boys Deputy Commissioner. Ronnie Jackson.Avon Park, Florida Ronnie began with Dixie as the Florida Majors State Director. In 1997, he was elected Majors Deputy Commissioner and has held the position ever since. Due to his leadership skills, he was selected as Chairman of the Board and is serving his second term. He received recognition as a member of Florida HS Baseball Coaches Hall of Fame. Sam Kitchens. Troy, Alabama Sam coached Dixie Boys Baseball in his home community of Troy, Alabama for thirty-nine years. Included in these significant years was participation in four World Series events along with two World Series Championships. Most important is the number of young people that he touched through his dedicated service. Class of 2015 Rodney Fillingim.Mooringsport, Louisiana Rodney was posthumously named as a member of the Hall of Fame. He was an early supporter of the Louisiana program as well as the eventual national umpire program. Prior to serving as the State UIC, Rodney called many district, state, & World Series games. The Louisiana Junior Boys Sportsmanship award is named in his honor. Eugene Haley.Lake Independence, Louisiana Eugene spent 47 years as a District Director in Louisiana. This accomplishment will never be matched. His sole interest was having a positive impact at the local league level. Louisiana Dixie Boys Baseball granted him Life Member status for the state program. Mr. Haley always managed his district with a keen sense of fairness to all!

111 Class of 2015 (continued) Jerry Juneau.Bossier City, Louisiana Jerry served the State of Louisiana in various capacities on the district, state, and national level. He was instrumental in Dixie Boys Baseball visiting Bossier for tournament play. Jerry deserves a great deal of credit for the formation of the Junior Boys tournament program. He remains involved as an appointed assistant state director. Jason Parker.DeQuincy, Louisiana Jason serves as Louisiana Dixie Majors State Director. He has held the position for the last ten years & previously served as assistant state director. The State of Louisiana Majors program continues to experience growth under his leadership. His influence and commitment has allowed young people to excel both on and off the baseball field. Jack Stokes.Ozark, Alabama Jack has accomplished a remarkable feat by being involved in youth baseball for over 50 years. He held the position of Alabama Dixie Majors District Director for eighteen years. Over the years, Jack has administered the local baseball program in Ozark as well as coached teams. He is a fixture at Eagle Stadium, home to many Dixie Majors World Series. Jean Thornton.Cumming, Georgia Jean becomes the first female inducted into the Hall of Fame. Another first is that Jean and her late husband, Jim are now both members of the Hall. Jean faithfully served for many years as the Georgia Dixie Boys State Secretary-Treasurer. She has a real passion for Dixie Boys Baseball as evidenced by the Thornton family involvement. Class of 2016 Charles Alexander. Florence, Alabama Charles spent fifty years as a supporter of youth baseball. He started his career in 1966 as a coach & within two years became one of the founding members of the Underwood, Alabama franchise. He served Dixie Majors Baseball in many ways. For his untiring efforts, Alabama Majors Baseball co-named their two state sportsmanship awards in his honor. His outstanding character has provided a shining example for all. Donnie Davis. Dillwyn, Virginia Donnie made many lasting contributions to Dixie Baseball. He coached teams for numerous years and has held the positions of District Director for Virginia Majors Baseball and Dixie Majors State Director. For thirteen years ( ), he served the organization as a National Board Member. His strong commitment allowed young people to excel both on and off the baseball field. He was a real inspiration to all that served with him. George F. Harris. LaGrange, Georgia George was posthumously named to the Hall of Fame. For twenty-one years, he served as a National Board Member and the Assistant State Director for the Georgia Dixie Boys organization. The program flourished during his tenure. With a parks & recreation professional career spanning 50 years, he developed relationships. He dedicated his life to ensuring that youth had opportunities to participate in recreational activities. Billy Herrin. Guntersville, Alabama Billy has been actively involved with youth baseball for forty-seven years. He has ably served on the state and national level with Dixie Boys Baseball. His long-term commitment started as a coach for 16 years. In 1974, he became a member of the Guntersville Parks & Recreation Board of Directors and in 1980 was named the Board Chairman. He has served the City of Guntersville and Dixie Boys Baseball in an excellent manner.

112 Class of 2016 (continued) Steve Sherrill. Dothan, Alabama Steve has provided many years of dedicated service to Dixie Boys Baseball at the local, state and national level. Alabama Dixie Boys District Six is noted for having the largest district in the history of the organization. In 2009, he landed the job as the Ozark Leisure Services Director. With his strong leadership skills, the rebirth of historic Eagle Stadium occurred. His passion for baseball has resulted in the hosting of countless major events. Dixie Boys Baseball announced the latest Hall of Fame inductees representing the Class of Class of 2017 Ronnie Adams. Madison Heights, Virginia Ronnie volunteered and has assisted with the Madison Heights Youth Baseball Association for many years. The local association has earned the respect of all due to outstanding leadership. He was instrumental in the efforts that led to the local youth association hosting the 2001 and 2007 Dixie Youth World Series. Dixie Boys & Majors Baseball also greatly benefited from his involvement at the district, state and national level. Melvin Allen. Ponchatoula, Louisiana Melvin Allen provided dedicated service at the local, district, state and national level. Dr. Allen at the time of his 2016 retirement, was the Assistant State Director for Louisiana Dixie Boys Baseball. He had previously served with distinction as the Louisiana Dixie Boys State Director. He had a keen interest in the scholarship program and is a former National Scholarship Chairman. His efforts benefited participants on and off the ballfield. Malcolm Bartlett. Pineville, Louisiana Mr. Bartlett is recognized as a pioneer of the Dixie Boys Baseball program. His service started in 1963 and lasted until his untimely death in 1978 at the age of 55. Mr. Bartlett, the former director of the Pineville Recreation Department provided valuable service as Louisiana State Director and later as the Secretary-Treasurer of Dixie Boys Baseball. The 1979 Dixie Boys World Series held in Alexandria, LA was dedicated to Mr. Bartlett. Gayle Crowell. Winter Haven, Florida Gayle served as Florida Dixie Majors State Director for ten years. She was very active in leadership roles with the local youth baseball programs and has devoted countless years in support of youth baseball. In 2014, Gayle retired as state director; however, she continues to lend support with the program as a World Series broadcast sponsor. Her enthusiasm and personal commitment has greatly impacted Dixie Boys/Majors Baseball. Dave Davidson. Sulphur Springs, Texas Dixie Dave rightfully earned his title with a true passion and lasting support for the Dixie Boys/Majors organization. 113 NATIONAL UMPIRE PROGRAM The National Umpire certification program created in 1995 has greatly improved the overall quality of umpiring. National Federation of High School playing rules are used in most all instances with the very few exceptions as found in the Dixie Boys/Majors Rule Book. Umpires are tested on knowledge and based on experienced and the recommendations of Dixie officials, a good number that start with local programs advance to various levels of tournament play. The primary emphasis of any umpire program should be to provide quality umpiring for the local league. Umpires also have a unique opportunity to showcase their developed skills at district, state, regional, and the World Series events. Becoming an umpire in a Dixie Boys/Majors program is really simple. Contact should be made with a local umpire association or the franchised league in the local area. Each local league has complete autonomy in choosing officials that will work their program. Dixie Baseball support the umpire program by providing the services of a District & State Umpire in Chief. The Umpire in Chief assists with clinics, provides certification materials, and administers the state program. Successful completion of the certification program allows an umpire to become registered with Dixie. Online Umpire Registration and Testing Added as a Service to Our Umpires Beginning with the 2016 season, Dixie Boys Baseball has provided for all registration, payments and testing to be completed online. All Dixie Boys registered umpires will have access to PowerPoint training, rules, mechanics manuals and more. Umpires will be directed to a registration site where they will pay registration fees. They will then receive an directing them to a Members Site to complete their clinic and online testing. This innovative new process will make registration easier and more readily available, especially to umpires in more rural areas. To further support the development of the Dixie Boys Baseball Hall of Fame. To support through financial resources the continuation of a very successful Dixie Boys and Majors National Scholarship program. To produce a database that will allow the program to maintain contact with former: players, coaches, Dixie Boys/Majors officials, parents, league officials, umpires, volunteers, and anyone else previously involved with the program. To assist Dixie Boys Baseball, Inc. in tracking the careers of former players. The graduates accomplishments (sport of baseball or other noteworthy achievements) are followed and recognized through media. To assist Dixie Boys in the display of collectible items at major events of the organization. To provide an additional support structure and voice for Dixie Boys Baseball. To contribute articles for Dixie Boys Baseball publications and program website. To recognize program participant efforts that provided substantial benefit to the organization. Appropriate publicity and awards are presented. The Dixie Boys Alumni Program is open to anyone that has a desire to further the mission of the organization. Former players, coaches, league officials, parents, sponsors and other program supporters are encouraged to become involved in this worthwhile effort. The $25.00 membership fee is tax-deductible as part of the organization s 501c-3 status. Additional contributions are also accepted to help fund the Dixie National Scholarship program.
