1 ~OShawa Report To: Development Services Committee Item: Date of Report: DS November 30, 2011 From: Commissioner, Development File: Date of Meeting: Services Department F December 5, 2011 Subject: Request for MetroLinx-BikeLinx Funding to Install Sheltered, Safe and Secure Bicycle Parking in Strategic Oshawa Locations PUBLIC REPORT 1.0 PURPOSE The purpose of this report is to request that the Region of Durham provide funding from the Region's MetroLinx-BikeLinx grant to install sheltered, safe and secure bicycle parking in certain locations in Oshawa. Attachmel'lt No. 1 is a copy of a press release issued on October 22, 2009 by Durham Region Transit (DRT) advising of the BikeLinx funding that is available. Attachment No. 2 is a copy of a letter dated November 4, 2011 from the Regional Clerk and Regional Report 2011-J-44 dated October 20, 2011 regarding the implementation of bicycle parking in strategic locations in the Region using the BikeLinx funding. Attachment No. 3 is a list of bicycle parking locations in the City of Oshawa recommended for BikeLinx funding. 2.0 RECOMMENDATION That the Development Services Committee recommend to City Coundl: 1. That, pursuant to Report DS dated November 30, 2011, the Region of Durham be requested to provide BikeLinx funding for sheltered, safe and secure bike parking in the locations identified in Attachment No.3 of Report DS dated November 30, That the Mayor and Clerk be authorized to execute any agreement to implement the BikeLinx funding program in a form acceptable to the City Solicitor. 3. That the Region be requested to consider entering into agreements with the owners of the sites awarded BikeLinx funding, facilities as opposed to the municipality in all cases

2 Report to the Development Item: DS Services Committee (Continued) -2- Meeting Date: December 5, EXECUTIVE SUMMARY The Region of Durham has $147,328 of MetroLinx funding to provide "sheltered, safe and secure bicycle parking" at strategic locations at or near key transit stops. The Region is providing each of its area municipalities with the opportunity to submit a proposal for some of the funding. The City has until January 31, 2012 to submit a proposal. This report proposes certain strategic locations in the City for funding for bicycle parking. 4.0 INPUT FROM OTHER SOURCES 4.1 Other Departments and Stakeholders > The following have been consulted in the preparation of this report: Legal Services Works and Transportation Services Parks and Environmental Services Finance Services Risk Management and Insurance Officer in Corporate Services Facilities Management Services. UOIT Durham College Trent University Oshawa Centre Smart Centres > All of the parties listed above support the provision of more bicycle parking in the City and the MetroLinx-BikeLinx initiative. 4.2 Auditor General > The Auditor General has no comment. 5.0 ANALYSIS 5.1 Background > In March 2008 Metrolinx awarded the Region of Durham funding of $147,328 under the BikeLinx Program for the installation of sheltered, safe and secure bicycle parking at strategic locations at or near key transit stops. > In October 2011 the Region invited each of the area municipalities to submit proposals by January 31, 2012 regarding the use of BikeLinx funding for the installation of sheltered, safe and secure bicycle parking. 112

Under the BikeLinx program, bicycle parking facilities that are eligible for funding must meet the following definition: "Permanent, sheltered, safe and secure parking for bicycles, integrated with municipal and regional transit. Lockers should be placed at strategic locations such as major municipal and inter-regional transit facilities, and/or mobility hubs. Storage spaces may include lockers, (which should have the provision to be operated in the future by a forthcoming smart card system), or other permanently-affixed storage which provides safe (either highly visible, in line -of sight of attendant, or monitored by CCTV) and sheltered parking for bicycles." ;.. Each proposal from an area municipality will be assessed based on: A description of the proposed bicycle parking facility and location; How well the proposal meets the Metrolinx definition;. The estimated cost and the amount of funding being requested; The proposed implementation plan and timeline; and The procurement approach and availability of funds. ;.. A variety of bicycle parking facilities have already been implemented throughout the GTHA under the BikeLinx Program including bike lockers, bike cages in parking garages and bike shelters. Generally, facilities are located in the public realm and maintained by the area municipality; however, in some instances a public authority is responsible for maintaining bicycle parking facilities. ;.. In the 2009 press release, DRT indicated that strategic locations for sheltered, safe and secure bicycle parking in Oshawa could include the Oshawa GO Train Station, major shopping centres such as the Oshawa Centre and the UOIT and Durham College campuses. ;.. Metrolinx has identified the Downtown Oshawa Urban Growth Centre, generally centered on the intersection of Simcoe Street and King Street, and the area surrounding the existing Oshawa GO Train station as mobility hubs. 5.2 City's Recommended Proposal ;.. The City should take advantage of the opportunity to secure BikeLinx funding for bicycle parking at strategic locations. This will assist the City in its ongoing efforts to implement a sustainable transportation system, strengthen the links between public transit and active transportation and provide enhanced modal choices. ;.. Attachment No. 3 contains a list of recommended locations for bicycle parking facilities in Oshawa funded by the BikeLinx program and how the locations meet the funding criteria established by MetroLinx and the Region. ;.. In order to implement bicycle parking at its recommended locations, the City should request funding of $72,800 from the Region. Of this amount, $36,800 relates to City owned lands. 113

4 Report to the Development Item: Services Committee (Continued) -4- Meeting Date: December 5, 2011 ~ The exact costs to install bicycle parking facilities in the recommended locations will only be determined after the work is tendered and completed. ~ The proposed implementation timeline and procurement approach will be prepared in consultation with the Region after it is known how much funding will be provided for City locations. ~ Bicycle parking facilities will be implemented as quickly as possible once the Region provides a commitment for funding and will be competitively bid/priced to ensure value for money. ~ The area municipality will be required to enter into an agreement with the Region governing the expenditure of the funds. The funding is intended to cover the capital costs of acquiring and installing the bicycle parking facilities. Any future maintenance, repair and replacement costs are required to be borne by the area municipality. The agreement will also address any reporting requirements related to the BikeLinx Grant funding. ~ Any agreement must address any liability matters to the satisfaction of the City Solicitor. ~ A number of the recommended sites are not under the City's jurisdiction. Rather, they are locations controlled by third parties property owners such as UOIT, Durham College, Trent University, the Oshawa Centre and the Harmony Shopping Centre. ~ The Region expects the City to enter into agreements with these third parties property owners to deal with future maintenance, repair and replacement costs for bicycle facilities on their site. ~ It is preferred that the Region enter into agreements directly with the third party property owners for bicycle facilities that are intended to support regional and provincial transit systems. 6.0 FINANCIAL IMPLICATIONS ~ The City would be required to cover any future maintenance, repair and replacement costs for those bicycle parking facilities. ~ These costs need to be addressed in future budgets. 114

6 ~-;.;.1 DURHAM REGION T it Press Release Item No.,DS Attachment No. 1 Durham Region Transit installs Bike Racks with Funding from Metrolinx WHITBY, ON, October 22, Durham Region Transit (DRT) is completing the installation of bike racks on its fleet of conventional buses in response to the funding initiative from the Metrolinx BikeLinx Program. DRT received $240,000 covering the total cost of the purchase and installation of the bike racks. Metrolinx has provided a total of $2.8 million for bike racks on buses and $2.2 million for secure bike parking across the Greater Toronto Hamilton Area (GTHA). GTHA municipalities have installed or are starting to plan for the installation of over 2,300 new racks and numerous bike parking facilities. The Metrolinx offer of BikeLinx funding also provided $147,328 additional funds to place10 20 secure bike lockers at key transportation hubs in the Region. GO Train Stations in Pickering, Ajax, Whitby and Oshawa, major shopping centres, UOIT and Durham College campuses and Region of Durham Headquarters are among the sites being considered for locker installations in the future. The BikeLinx Program is a Metrolinx green initiative, designed to accommodate and encourage trips that combine cycling and public transit. REPORT: 1. PURPOSE 1.1 In March 2008, Metrolinx, through the BikeLinx program, awarded the Region one time funding of $387,328 for bicycle related infrastructure intended to enhance linkages between active transportation and transit. Of this funding, $240,000 was to be used to purchase and install bicycle racks on Durham Region Transit (DRT) buses and $147,328 was to be used for sheltered, safe and secure bicycle parking. 1.2 DRT has completed installing bike racks on a" of its current conventional bus fleet at a total cost of $158,000. The remaining funds will be required to continue to purchase and install bicycle racks on future bus purchases. It is now appropriate to consider the best use of the remaining BikeLinx funds of $147, The purpose of this report is to recommend an approach to implement sheltered, safe and secure bicycle parking in strategic locations in the Region, through the BikeLinxfunds provided by Metrolinx. 2. IMPLEMENTATION OF BIKELINX FUNDS 2.1 Eligibility Criteria for BikeLinx Funding Under the Metrolinx BikeLinx funding program, bicycle parking facilities that are eligible for funding must meet the following definition: "Permanent, sheltered, safe and secure parking for bicycles, integrated with municipal and regional transit. 13 Report No.: 2011-J-44 Page NO Area Municipal Requests for Funding Since the Region's receipt of the BikeLinx funding, the Town of Ajax (Attachment 1) and the City of Oshawa (Attachment 2), have requested a share of the funds to install bicycle lockers at the Ajax GO Station, the Ajax Plaza on Harwood Avenue, and the Oshawa City Hall respectively. The City of Oshawa has requested $4,000 to install 4'bike lockers at their City Hall, while the Town of Ajax has not provided a cost estimate Approach to Use of BikeLinx Funds The funding requests received from Ajax and Oshawa demonstrate that the dispersal of funds to the area municipalities is an effective way of implementing sheltered, safe and secure bicycle parking, as it fits well with the municipal responsibilities in delivering street side facilities in the public realm To ensure fair and equitable access to the BikeLinx funding, each of the area municipalities should be provided with an opportunity to submit funding proposals to the Region that are consistent with the criteria established for the program by Metrolinx. AII funding applications must be submitted to the Regional Commissioner of Planning and Economic Development and Commissioner of Finance by January 31, Each proposal will be assessed based on description of the proposed bicycle parking facility and location; how well the proposal meets the Metrolinx definition; the estimated cost and the amount of funding being requested; proposed implementation plan and time,line; procurement approach and availability of funds. As part of the assessment process, inputs will be sought from Metrolinx to verify that the proposals meet l\i1etrolinx's funding eligibility definition. 2.4 Requirement to Enter Into an Agreement with the Region A municipality, that has been awarded funding, will be required to ente(into an agreement with the Region governing the expenditure of the funds. The. municipality will acknowledge acceptance of any future maintenance, repair and replacement costs. The_ fundinf~:5eement Wi~1 cover the capital costs of 4

A draft agreement will be presented to the area municipalities In order to ensure fair and equitable assessment of all applications,the fl!nding requests received so far from Ajax and Oshawa will need to be assessed along with future proposals from all area municipalities. As such, Ajax and Oshawa may choose to resubmit their proposals to ensure completeness and better alignment with the assessment criteria. 3. CONCLUSIONS AND NEXT STEPS 3.1 Accordingly, it is recommended that each of the area municipalities within Durham Region be provided with the opportunity to request one time funding from the Region's BikeLinx Funds for the implementation of sheltered, safe and secure bicycle parking, consistent with the criteria established for the program. 3.2 A subsequent report will be presented to Committee and Council, once the proposals have been received and evaluated with input from Metrolinx, to recommend the distribution and awards of funding, and to authorize the Regional Chair and Clerk to enter into funding agreements with the recipient area municipalities. 3.3 This report has been prepared in consultation with the Works Departmentand Durham Region Transit. As per the Joint'Finance and Administration Committee Report dated April 9, 2008, funding for secure bicycle parking totals $147,328. As we understand it. Regional staff would develop the details of the program and report back to Regional Council some time this year. The funding provided by\metrolinx opens the opportunity for the Region to provide a seamless transportation network, one in which a cyclist could use a combination of modes to complete a trip. In Europe. there is strong evidence that suggests that car use can decline when there is a comprehensive and integrated transit, pedestrian and bicycle network. The Town of Ajax shares the objectives of the Region to integrate cycling with transit. While the Town is a leader in terms of constructing almost 85 kilometres of multi-use trails and attrads cyclists and pedestrians from throughout the Region and the GTA, the network is constrained in terms of its connections to transit. The provision of bicycle racks on buses provides the cycling community with the opportunity to extend trips beyond local boundaries. The Town is partner-ing with GO Transit on the GO-by-Blke to Ajax initiative which will commence in June This initiative will introduce more cyclists to Ajax trails and connect them to local trails in the Region. As more attention is given to the trails in Ajax and to connections such as GO Transit and DRT at the Ajax GO Station. the provision of secure bicycle storage such as bicycle lockers becomes necessary. The Ajax GO station makes an ideal location for the Region to consider bicycle lockers, since there are already plans by GO Transit to develop a bicycle shelter. Bicycle lockers provide the security necessary to encourage more commuters to cycle to the GO station and leave their bicycles for extended periods of time. The Ajax Plaza on Harwood Avenue, which serves as a transit hub for DRT and GO Transit, should also be considered as a location for bicycle lockers and/or a bicycle shelter. Ajax Plaza is located within the Town's downtown and is strategically significant because of its proximity to the industrial area and the Town's municipal headquarters. There is a significant residential population located in the Downtown and secure bicycle storage would improve the transportation modes available to our Downtown residents.
