1 The Regulations of Boxing New Zealand (Inc.) Annex B Regulations for the Conduct of AOB Boxing in New Zealand Preamble 1 The regulations for the conduct of AOB boxing in New Zealand as hereafter set out comply with the standards set down by the International Boxing Federation (the AIBA).If any discretion is found between this annex and AIBA competition and technical rules the AIBA documents will take precedents 2 Unless otherwise permitted by written authority issued by the National Executive, these regulations must be followed exactly and in every detail. Permits 3 No person other than a Local Association shall arrange or conduct AOB, and APB boxing matches or tournaments in New Zealand. 4 Prior to the conducting of any match or tournament the Secretary of the Local Association shall apply for, and obtain the requisite permits as set out in Annex A to the Statutes of Boxing New Zealand Inc. (Regulations for the conduct of Local Associations and Affiliate Members). 5 The Boxing New Zealand Permit Fee for an AOB match or tournament), is $80.00, which sum is GST inclusive. NOTE: Professional/AOB contests cannot be run with any other body than Boxing New Zealand. Persons Not Permitted To Box as Open Boxers 6 No person shall be permitted to box as an AOB (Open) Boxer, whether or not in a decision bout, unless that person is in possession of a current competition record book as issued by Boxing New Zealand Inc. Only registered Boxers can participate in any Boxing NZ permitted tournament.. 7. Boxers competing at international level will be required to have a yearly medical in compliance with the AIBA rules and will be added to the AIBA database. Each Boxer will be issued with an AIBA competition record book once the Boxer is registered with AIBA through Boxing New Zealand.. 8 No person otherwise in possession of a current competition record book shall be permitted to box, whether or not in a decision bout; (a) Prior to his or her tenth birthday, (b) After the age of 40 years, determined by year of birth (see Age Classification). (c) At any time if not passed as fit to box in a pre-match medical examination undertaken in accordance with these regulations. 9 Age Classification (a) Men and Women Boxers between the ages of are categorized as Elite Boxers. (b) Boy and Girl Boxers between the ages of are categorized as Youth Boxers. (c) Boy and Girl Boxers between the ages of are categorized as Junior Boxers. (d) Boy and Girl Boxers between the ages of are categorized as Cadet Boxers. ( e ) Boy and Girl Boxers between the ages of are categorized as Mini Cadets

2 ( f ) Boy and girl Boxers age 10 years of age are categorized as primary Boxers THE AGE OF A BOXER IS DETERMINED USING THE YEAR OF BIRTH. 10 Weight Classifications (a) Elite Male and Youth Male Light Flyweight over 46kg and not exceeding 49kg Flyweight over 49kg and not exceeding 52kg Bantamweight over 52kg and not exceeding 56kg Lightweight over 56kg and not exceeding 60kg Light Welterweight over 60 kgs and not exceeding 64 kgs Welterweight over 64 kgs and not exceeding 69 kgs Middleweight over 69 kgs and not exceeding 75 kgs Light Heavyweight over 75 kgs and not exceeding 81 kgs Heavyweight over 81 kgs and not exceeding 91 kgs Super Heavyweight over 91 kgs (b) Elite Women and Youth Girls 10 categories Flyweight over 45kg and not exceeding 48kg Bantamweight over 48kg and not exceeding 51kg Featherweight over 51kg and not exceeding 54kg Lightweight over 54kg and not exceeding 57kg Light welter over 57kg and not exceeding 60kg Welterweight over 60kg and not exceeding 64kg Middleweight over 64kg and not exceeding 69kg Light Heavy over 69kg and not exceeding75kg Heavyweight over 75kg and not exceeding 81kg Super Heavy over 81kg (c) Junior Boys/Junior Girls 13 categories Up to and not exceeding the following weights. 46kg, 48kg, 50kg, 52kg, 54kg, 57kg, 60kg, 63kg, 66kg, 70kg, 75kg, 80kg, +80kg. (d) Cadet Boys/Cadet Girls, Mini Cadet Boys and Girls, Primary Girls and Boys Up to and not exceeding the following weights 34kg, 36kg, 38kg, 40kg, 42kg, 44kg, 46kg, 48kg, 50kg, 52kg, 54kg, 57kg, 60kg, 63kg, 66kg, 70kg, 75kg, 80kg, +80kg Boxers To Present For Weigh In and Medical (a).when presenting for the pre match weigh in and medical, Boxers must be in possession of their current official competition record book and must hand that booklet to an official of the Local Association designated as the Medical Liaison Officer. (b) The Medical Liaison Officer shall assist the medical practitioner and other officials in completing the required entries in the competition record book and otherwise shall retain the booklet in his or her possession until such time as it may, in accordance with these regulations, be handed back to the Boxer at the completion of the match or tournament. 13.Official Weigh-In (a)other than at Championships, the weigh in shall be conducted under the supervision of a person or persons appointed by the Local Association on the day of the match or competition and at a time appointed by the Local Association. (Where the competition lasts more than one day competing Boxers will be required to weigh in on each day). (b)other than for National Championships and international tournaments, each Boxer will weigh in wearing a swim suit or underwear..

3 14. Pre Match Medical Examination (a) Prior to the weigh in and before any match is confirmed each Boxer must be examined and passed as fit to compete by a qualified medical practitioner who shall enter such details as are appropriate in the relevant part of the Boxer's official competition record book.. To assist in this process, each Boxer must complete and sign an attestation of fitness in the form attached at Schedule 1 to this Annex. (b) A list of Boxers examined and passed as fit to box is to be signed by the officiating medical practitioner and held for production on request by any officer of Police. 15. Prohibited Conditions Boxers with the following prohibited conditions will not be able to compete in any competition.. a. a. If a Boxer wears a dressing on a cut, wound abrasion, laceration or blood swelling on the scalp or face including the nose and ears. For the case of a Boxer with abrasion or laceration, no dressing other than Vaseline, Collodion, Thrombin Solution, Micro Fibrilar Collagen, Gelfoam, Surgical and Adrenaline1/1000 or Steri- Strip may be used. The decision will be made by the Ringside Doctor examining on the Boxer on the day the Boxer is competing. b. b. Boxers must be clean shaved before all medical examinations. Beards and Moustaches will not be allowed. No type of body piercing and no body accessories will be permitted to be worn during the bout. c. c. No Boxer with an implanted device which uses electricity or any substance which may alter body function will be permitted to box. d. d. Refer to the current AIBA medical handbook for other prohibited conditions. e. e. Medical Certification following Probation periods must be presented before a Boxer is permitted to take part in competitive boxing. PLEASE REFER TO PROTECTIVE MEASURES IN THIS ANNEX f. f. A Boxer is only allowed to wear soft contact lenses. All other contact lenses are prohibited. If a Boxer concerned loses his contact lenses during a bout 1; the Boxer accepts to continue to box, the bout will continue 2; the Boxer does not accept to continue to box without contact lenses, the Referee must terminate the bout and the opponent will be declared the winner by TKO. (g) Knock Out ( KO) and Technical Knockout TKO, When the result of the bout is Knock out or Technical Knockout, the Ringside Doctor must fill out and sign the medical bout report and sent to the National Federation Office. The Ringside Doctor must recommend how many rest days should be prescribed and recorded in the Boxers competition record book. 16. Medical Practitioner to Be In Attendance for the Duration of the Match or Tournament The officiating medical practitioner, or a person specifically designated by that practitioner, must be in attendance for the duration of the match or tournament, except for any international tournament or bout involving an overseas Boxer, in which case a qualified medical practitioner must be in attendance for the duration of the event or tournament. 17.Catch weight Matches (a) For the purposes of this regulation catch weight matches are defined as matches between Boxers in different weight categories. NOTE Where Youth male Boxers compete against an Elite Boxer, Head guards MUST be worn by both Boxers. (b) A catch weight match may be permitted in circumstances where an identified official

4 of the Local Association gives permission for such match to be held and where the respective Boxers and their Coaches agree to that event. (c) Other than in the case of Super Heavyweight matches, catch weight matches are not permitted in any circumstances whatsoever where the weight differential between the prospective Boxers exceeds 5 Kgs. 18. Draws and Byes In any situation where it is necessary to establish a draw, whether or not including byes, the procedure to be followed is that set down in Annex D to the Rules of Boxing New Zealand Inc. (Regulations for the conduct of the New Zealand Boxing Championships). 19. Bandages A bandage must not be longer than 4.5 meters and not shorter than 2.5 metres. The bandage should not exceed 5.7 centimeters wide. A single strap of adhesive 7.6 centimetres long and 2.5 centimetres wide, but in no case should exceed 5 centimetres wide, may be used on the upper wrists to secure the bandages. Tape is prohibited under the bandages. 20. Gloves (a) The gloves to be worn by Elite male Boxers from 49kg to 64kg must be 10 oozes in weight, from 69kg to +91kg must be 12oz gloves, For all other categories 10oz gloves must be used. (b) Red or blue gloves must be worn to match the respective corner.. (c) The padding shall not be displaced or in any manner broken. (d) Only AIBA approved Gloves are to be used at ANY competition in New Zealand. (e), Only clean and serviceable gloves shall be used. It shall be a function of the Glove Steward to ensure that gloves are cleaned after each match. 21.Glove Steward (a)all bandages and gloves shall be put on in the presence of, and approved by, a designated Glove Steward, appointed by the Local Association. Gloves must be made available ringside in case any glove becomes damaged during the contest. (b) The glove steward shall be satisfied that all relevant rules and regulations have been complied with and otherwise shall report such matters to the Referee. 22. Boxers Dress and Protective Equipment Competitors shall be dressed in accordance with the following: (a) Competitors shall box in light boots or shoes (without spikes) and without any heels, socks, shorts not exceeding knee length.. Boxers must wear a RED or BLUE vest and shorts as per the respective corner allocation.. Where trunks and vests are of the same colour, the belt line must be clearly indicated by using 10 cm. wide elastic waistband of a different colour. (b) Note: The belt is an imaginary line from the navel to the top of the hips. (c) A cup protector shall be worn, and a jock strap may be worn if so desired. The cup protector must not cover any part of the target area. (d) A form fitted gum shield (mouthguard) shall be worn.. Gumshields must not be red or in part be red in colour. It shall be forbidden for a Boxer to intentionally remove his/her mouthguard during the contest. If the mouthguard falls down for the THIRD time for any reason whatsoever, the Boxer will get a warning. (e) In AOB Elite Men Competitions/Bouts, headguards are no longer allowed.

5 NOTE THIS IS EFFECTIVE FROM 1 st JUNE 2013 ( providing that the gloves used are as per clause 25 a (f) For all other categories Male and Female An AIBA approved competition headguard shall be worn, in the colour of the respective corner. Headguards will be fitted inside the ring.. (g) The use of grease or products likely to be harmful or objectionable to an opponent, is forbidden. 23. Ring Construction and Equipment In all tournaments the ring shall conform to the following requirements:- REFERENCE MUST BE MADE TO AIBA APPROVED RINGS as per Rule 17 of AIBA Technical rules for any association that purchases a boxing ring after 30 th March The following ring equipment shall be available: a. a. Gong b. b. 2 plastic receptacles which can be used for spitting c. Chairs and tables for Supervisors, Referee evaluators ( where applicable), Ringside Doctors, Timekeeper, Gong operator, official announcer and judges, d. Two stop watches e. Scoring system or manual score cards. f. Microphone / speaker system. g. First aid supplies as per the AIBA medical rules. h. A non-transparent small plastic bag must be p[laced in each of the two neutral corners outside of the ring. i. Three chairs in each corner for the Coaches. j. One stretcher. 24.Coaches/Seconds Any Coach active in professional boxing will not be allowed to be a Coach and/or second at any AIBA competitions at any level unless this Coach has resigned from any involvement in professional boxing for a period of at least six(6) months and is certified by AIBA as a registered Coach. Further restrictions are referred to in the Constitution of Boxing New Zealand rule 17.4b Member societies shall not: (a) (b) conduct or engage in; or permit or allow their Member, Boxers and boxing officials to engage in; any AOB or APB boxing competition with any company, society, person or (i) (ii) (iii) entity other than: BNZ; another member society or member societies; AIBA; or

6 (iv) another company, society, person or entity empowered by AIBA to conduct such boxing competition. (a) Each Boxer is entitled to three (3) seconds (b) Two seconds may mount the apron of the ring and only one may enter the ring. (c)seconds will not be permitted to shout out loud, to clap to the Boxer and/or the Referee, to encourage or incite spectators by words or signs during the progress of a round. Seconds will not be allowed to touch the ring during the bout, yell, cause a scandal or disturb the competition. (d) A second may give in for his or her Boxer and may do so otherwise than when the Referee is in the course of counting, by throwing the sponge or towel into the ring. (e) During the rounds, seconds shall remain seated, No second shall remain on the platform of the ring. The second, before a round begins, shall remove from the platform of the ring, all seats, towels and other items or utensils. (f) The second, whilst officiating in the corner, shall be in possession of a personal towel and a CLEAR spray type water bottle for his Boxer. Towels must not be used to wipe blood or other body fluids from any other Boxer. (g) Seconds and assistant seconds, whilst officiating at ringside shall be dressed in suitable attire. No caps,hats or Jandals. (h) Seconds will not be permitted to throw any item into the ring to demonstrate a disagreement or to show abuse by kicking chairs or throwing water bottles or to take any other action that may be deemed as unsportsmanlike behavior. (i) Under no circumstances will seconds be allowed to administer supplemental oxygen to a Boxer during a bout. (j) No person shall be permitted to act as a second unless that person is the holder of a current Boxing New Zealand Inc. Coach s Licence and is otherwise a financial member of the NZ Boxing Coaches Association Inc. (k) Persons not holding a Boxing New Zealand Inc. Coach s Licence may, act as an assistant second. 25. Rounds and Duration of Matches (a) Each round shall be of not less than one minute and not more than three minutes duration. The interval between rounds shall in all cases be one full minute. (i) Elite male and Youth Male bouts shall consist of three rounds of three minutes. (ii) Elite Female and Youth Female bouts shall consist of four rounds of two minutes. (iii) Junior boy s bouts will consist of three rounds of two minutes.. (iv) Junior Girl's bouts will consist of three rounds of one and a half minutes. (v) Mini Cadets and Cadet Boxers Girls and Boys will consist of three rounds of one and a half minutes. (vi) No match shall exceed four rounds in length. (vii) In the case of Boxers crossing the any category the LESSER category will

7 apply. This will not apply to Championships where Boxers must box in the CORRECT category as at the general weigh in 26. The Timekeeper There shall be one Official Timekeeper who may have an assistant. The main duty of the Timekeeper is to regulate the number and duration of the rounds and the intervals between rounds. The Timekeeper shall: (a) Be seated directly at ring side. (b) Clear the ring ten seconds before the commencement of each round by ordering seconds out. (c) Commence and end each round by striking the gong or bell. (d) Ten seconds before the end of each round the timekeeper must signal the approaching end of the round.. (e) Announce the number of each round before commencing it. (f) Take time off for temporary stoppages, or when instructed by the Referee to do so. (g) Regulate all periods of time and counts by a watch or clock or similar timing device. (h) At a knock down, signal to the Referee with his or her hand the passing of the seconds while the Referee is counting. (i) The timekeeper must regulate the time when a low blow ( 90 seconds Max.) or Loss of Consciousness occurs and if a Boxer falls out the ring ( 30 Seconds max. ) (j) If at the end of a round, a Boxer is down and the Referee is in the course of counting, the gong shall not be sounded. In any such circumstance the gong is to be sounded only when the Referee gives the command Box, thereby indicating the continuation of the match. 27. Shaking Of Hands Before the beginning and after the end of a bout, Boxers shall shake hands in the proper manner, as a sign of a purely sporting and friendly rivalry. Such shaking of hands shall take place before the beginning of the first round and after the announcement of the result and at no other time. 28. Referees and Judges General: (a) Each match shall be controlled by a Referee who shall officiate inside the ring. (b) Each match shall be judged by three judges See scoring system (c) No person shall officiate as a Supervisor, Referee or as a Judge unless that person is officially accredited with such qualification by the National Executive and otherwise is a current financial member of the New Zealand Boxing Referees and Judges Association (Inc.). 29. The Referee The Referee shall be dressed in black trousers, white shirt or blouse and light shoes or boots without raised heels. The Duties of the Referee are as follows:

8 (a) To care for both of the Boxers and to ensure the health of both Boxers is the primary concern throughout the bout. (b) To see that all the rules and fair play are strictly observed. (c) To maintain control of the bout at all its stages. (d) To prevent a weak Boxer from receiving undue or unnecessary punishment. (e) To use four (4) words of command: a. Stop when ordering the Boxers to stop boxing. b. Box when ordering Boxers to continue boxing. c. Break when breaking a clinch. d. Time when ordering the timekeeper to stop the time. (f) To indicate to a Boxer by suitable explanatory signs, verbal commands or gestures any infringement of these rules. (g) The Referee may use a touch by hand to stop and to break the bout or to separate the Boxers. (h) The Referee must not indicate a winner by raising a Boxers hand or otherwise, UNTIL the announcement has been made. When the winner of the bout is announced, the Referee must be positioned in the middle of the ring holding one hand of each Boxer and raise the hand of the winning Boxer while facing the TV Camera ( in the case of no TV ) he will face the Supervisor. (i) When the Referee has disqualified a Boxer or stopped the bout, the Referee must first inform the Supervisor of which Boxer has been disqualified or/and the reason for which the bout has been stopped, to enable the Supervisor to put the result in the system and advise the announcer to make the decision known to the public. (j) The Referee may consult the Doctor in respect of any injury to a Boxer. (k) When the Referee calls the Ringside Doctor to the ring to examine a Boxer, only the Referee and the Ringside Doctor must be present in the ring or on the apron ; however, the Ringside Doctor may request someone to help him/her. (l) If an injury occurs, and if the Referee does not clearly understand the cause of the injury, the Referee must follow the steps set out below : a. Ask the uninjured Boxer to go to the neutral corner. b. Ask the Ringside Doctor if the injured Boxer is fit to continue. If the ringside Doctor informs the Referee that the Boxer is fit to continue, then the Referee may decide to continue the bout. c. If the Ringside Doctor informs the Referee that the Boxer is not fit to continue, then the Referee may decide to stop the bout if the Referee did not see a foul.. In this case the Referee must request the opinion of each of the judges to see whether all or the majority have seen a foul or a correct blow and will then make one of the following decisions > i.. Where all the judges have seen a correct blow the decision will be TKO Injury. ii. Where all or the majority of judges have seen an intentional foul the decision will be DISQ. iii. Where all or a majority of the judges have seen an unintentional foul the decision will be decided on points taken up to the time of the stoppage The responsibilities of the Referee are as follows : (a) To terminate a contest at any stage if the Referee considers the bout to be onesided. (b) To terminate a contest at any stage if one of the Boxers has received an injury on account of which the Referee decides the Boxer should not continue. (c) To terminate a contest at any stage if the Referee considers the Boxers inactive and not competitive. In such case,the Referee may disqualify one or both Boxers. (d) To caution a Boxer or administer a warning to a Boxer against fouls or for any other

9 reason in the interest of fair play, or to ensure compliance with these rules. (e) To disqualify a Boxer who fails to comply immediately with the Referee s command, or behaves Towards the Referee in an offensive or aggressive manner at any time. (f) With or without previous warning, to disqualify a Boxer for committing a serious foul. (g) To interpret the rules insofar as they are applicable or relevant to the bout or to decide and take action on any circumstances of the bout which is not covered by these rules Rights of the Referee (a) Once a Boxer has entered the ring, the Referee must ensure that the Boxer is wearing the appropriate dress according to and the competition rules. (b) The Boxer must not wear any other objects except as for the dress of a Boxer. (c) In the event of a Boxer s glove becoming undone or the dress needing attention during a bout, the Referee must stop the bout and have the Boxers Coach rectify the issue. (d) At the end of the bout, before the decision is announced,the Referee must check the bandages of each Boxer. (e) The Referee must check the positioning of the judges and the Ringside Doctor before starting the bout. (f) The Referee must start the bout only after the authorization of the Supervisor. 31. JUDGES. (a)in all local association tournaments each bout will be judged by three (3) judges.. (b)for National championships or any international event the AIBA computer scoring system will be used and each bout will be judged by (3) of the five (5) judges. (c)the judges will be seated as shown in the AIBA Rules. (d)no judges will speak or give signs to a Boxer or to another judge or to anyone else during the bout. (e)no judge will leave his/her sear until the result has been announced to the public. (f)referees and Judges must be qualified to a minimum of National level and be members of the Referee/ Judges Association. 32. SCORING SYSTEM The Scoring System will be on a 10 Point Must System. The AIBA computer scoring system ( 5 judges )is as follows; (a). Following the selection of the 5 judges, when they arrive in the FOP ( field of play) each will randomly select a position around the ring. (b).. Just before starting each bout, the scoring system will randomly select (3) three judges out of the (5) Judges, and only the scores of these 3 judges will be counted. (c).. At the end of each round, each judge must determine the winning Boxer of that round a score of 10points and by awarding nine (9)or less points down to 6 to the losing Boxer, depending on the judgment as to the degree to which the opponent lost the round. EVERY ROUND MUST HAVE A DECLARED WINNER. (d). The judges will have to push the scoring pad within 15 seconds. These scores will be transmitted directly to the computer system managed by the Supervisor, and no alterations or additions will be made to these scores after the initial transmission.at the end of the bout the precise scores awarded and the judge who awarded each score will be identified on a public display. This public display will also indicate the total score by

10 each selected judge for each Boxer for the entire Bout (including any deduction due to warnings ). (e).. In the event of the total scores awarded by each judge, including any deduction, are equal at the end of the bout, judges must record in the scoring system who in their opinions the winner of the bout. They will be requested to do so if; i One (1) of the two other judges also have awarded equal scores ii The (2) other judges appointed different winners iii The two other judges awarded equal scores. (f). If the scoring system becomes defective, the Referee will in that case collect all the judges score cards with the names of the judges and hand them to the Supervisor. The Supervisor will randomly draw only 3 judges out of the 5 and keep the name of the counted judges. in the case of the defect occurring in the second the Supervisor will use the scores of the judges who were initially selected. (g). In the case of unavailability of a judge due to unexpected circumstances, the scoring system will randomly select a third judge out of the two judges who have not been selected initially Manual Scoring System. a. At local Association and club tournaments the manual scoring system will be used.. b. Three judges will be selected. c. The judges will record the score of each round onto a score card provided by the host. d. At the end of EACH round the judge will write the score onto the card and hand the card to the Referee. The Referee will take each judge score card to the Supervisor. e. The Supervisor will record each judge s score onto a master sheet. At the end of the bout the Supervisor will total the scores of each round of each of the judges and will inform the announcer of the result of the bout. f. In the case of a draw as explained in above clause the Supervisor will ask the respective judge to declare a winner 34. Points Decisions The scoring system or manual scoring will appoint the winner by a unanimous or split decision as follows ; i. Unanimous decision by points; three judges appoint the same winner, or ii Split decision by points; other judge a. Two judges appoint one Boxer as the winner and the appoints the other Boxers as the winner. b. Two judges appoint one Boxer as the winner and the result of the other judge is a draw Each judge will independently judge the merits of the two Boxers using the scoring system based on the following criteria ; a. a. Number of quality blows on the target area. b. b. Domination of the bout c. c. Competitiveness d. d. Technique and tactics superiority. e. e. Infringements of the rules a. a. 10 vs. 9 Close round b. b. 10 vs. 8 - Clear winner with dominance c. c. 10 vs. 7 - Total Dominance

11 d. d. 10 vs. 6 - Overmatched 35. Medical Examination of Referees: (a) A Referee, before officiating in any national tournament conducted under these regulations shall undergo a medical examination as to his or her physical fitness for carrying out the required duties in the ring. A Referee's vision shall not be less than 6 diopters in each eye. (b) The wearing of spectacles by a Referee during the progress of a match is not permitted but contact lens is allowed. 36. Decisions: Decisions shall be as follows: (A) Win on Points: i. At the end of a round, the winner will be determined on the basis of the total score of the judges and will be declared the winner of the bout on points in accordance with the scorings system by either Unanimous or split decision. ii The judges will score the round for each Boxer up to the time of the termination of the bout and the Boxer who is ahead on points will declared the winner of the bout on points in accordance to the scoring system. The round in which the bout is stopped will be scored, even if it is a partial round. iii This also applies if an injury caused by an unintentional foul (head clash ) occurs and as a result the contest is stopped. ivthe same rule applies in the case of both Boxers being injured at the same time and as a result the contest is stopped by the Referee. v There is no draws in AOB bouts. ( B) Win by Technical Knockout TKO. i. If a Boxer retires voluntarily due to injury or if the Coach throws the towel into the ring or appears on the apron ( not while the Referee is counting ) the opponent will be declared the winner of the bout by TKO. ii If a Boxer fails to resume boxing immediately after the rest period between rounds, the opponent will be declared the winner of the bout by TKO ii If a Boxer, in the opinion of the Referee, is being outclassed or is receiving excessive punishment or hard blows, the bout will be stopped and the opponent declared the winner by TKO. iii.if a Boxer is unfit to continue and fails to resume boxing after a knockdown, the opponent will be declared the winner by TKO iii.if a Boxer does not recover after 90 seconds, in accordance with the ruling in the LOW BLOW rule, the opponent will be declared the winner by TKO. iv.if a Boxer is knocked out of the ring and he is unable to return into the ring within 30 seconds without any help, the opponent will be declared the winner by TKO. v.when the bout is stopped by the Referee at the discretion of the Supervisor following advice of a Ringside Doctor, the opponent will be declared the winner of the bout by TKO. ( C ) Win by Technical Knockout Injury TKO-I i.if a Boxer, in the opinion of the Referee, is unfit to continue because of a sustained or increased injury from correct blows, the bout will be stopped and the opponent will be declared the winner of the bout by TKO-I. ii.if a Boxer in the opinion of the Referee, becomes incapable of continuing to compete because of an injury sustained not from punches, the bout will be stopped and the

12 opponent will be declared the winner of the bout by TKO-I. ( D ) Win by Disqualification.-DQ i. i. If a Boxer is disqualified for a foul or for any other reason, the opponent will be declared the winner of the bout by DQ. ii. ii. If the Referee, at his/her discretion, determines that an intentional fouls caused an injury to a Boxer and that the fouled Boxer and injured Boxer cannot continue because of the injury sustained from this intentional foul, the offending Boxer will be disqualified and the injured Boxer will be declared the winner of the bout by DQ. iii. iii. The third warning in the whole bout will automatically disqualify the Boxer and the opponent will be declared the winner of the bout by DQ. iv. iv. A disqualified Boxer will not be entitled or awarded points in relating to the bout. If a Boxer has been disqualified due to misconduct or unsportsmanlike behavior, the incident is to be reported to Boxing N Z for disciplinary purposes, by the Supervisor within 24 hours of the end of the respective bout. ( E ) Win by Knockout - KO i.if a Boxer is knocked down and fails to resume boxing before that Boxer is counted up to ten ( 10), the opponent will be declared the winner of the bout by KO. ii.in the case of an emergency and the Referee summons the Ringside Doctor into the ring before the Boxer is counted up to (10) ten, the opponent will be declared the winner by KO. iii.in the event of a double Knockout, both Boxers will lose the bout by KO. ( D ) Win by WALKOVER i.if a Boxer is present in the ring fully attired and ready to box and the opposing Boxer fails to appear in the ring after being announced and a maximum period of one minute has elapsed after the bell has been sounded, the Referee will declare the present Boxer the winner by WO. ii.in the case where the Supervisor knows in advance that a Boxer will not be present, he must cancel the procedure as above and the result must be officially announced with the winner by WO. iii.at Championship events NO medal will be presented to a Boxer who has not boxed at least once within the entire competition period. 37. Low Blow Rule After a low blow that was unintentional and not hard and there is no complaint from the Boxer, the Referee will signal the infringement to the offending Boxer without interrupting the bout

13 After a low blow that the offended Boxer complains about the severity of the blow, the Referee has two options: (1) Immediately disqualify the offending Boxer if it was a hard and intentional Blow..OR (2) Start an eight count. After the eight count the Referee has two further options (1) if the Boxer is fit to continue the Referee will if he considers necessary give a warning to the offending Boxer then allow the bout to continue OR (2) The Boxer is UNFIT to continue the Referee will call Time and allow the Boxer time to recover. The maximum time is 90 seconds which is controlled by the timekeeper. If the Boxer is fit to continue after this period the Referee will give a warning to the offending Boxer and the bout will continue. If the Boxer is unfit to continue. His opponent will win the bout by TKO 38.. Protest (a)the protest must only challenge the performance of the Referee.. (b)no protest against the judges will be accepted. (c)a protest must be submitted by the team Manager or person with the highest position or the Coach of the Boxer no more than 30 minutes after the completion of the bout. (d)the protest must be in writing and handed to the Supervisor, giving clear reasons for the protest and specifying which rules were violated. The fee of $ must be included with the letter. (e)the Supervisor has the right to accept or reject the protest. If the protest is rejected the fee will be refunded in full. (f)the evaluation will be conducted by the Supervisor and if available the R/J evaluators. (g)video evidence is to be used where available. (h)the Supervisor will immediately advise the team manager, in writing, of the outcome from any Protest lodged. (i)once a decision is made, it is final and no further review will be allowed Types of Fouls: The following are fouls; (a) Hitting below the belt, holding, tripping, kicking and butting with the head, foot or knee. (b) Hits or blows with the head, shoulder, forearm, or elbow. Throttling of the opponent. Pressing with the arm or elbow in an opponent s face. Pressing the head of an opponent back over the ropes. (c) Hitting with an open glove, the inside of the glove, the wrist or side of the hand. (d) Hits landing on the back of the opponent and especially any blow on the back of the neck or head or at or about the area of the kidneys (kidney punches). (e) Pivot blows.

14 (f) An attack whilst holding the ropes or making any unfair use of the ropes. (g) Lying on an opponent or wrestling or throwing an opponent, whether or not during a clinch. (h) An attack on an opponent who is down or who is in the act of rising. (i) Holding. (j) Holding and hitting or pulling and hitting. (k) Holding, or locking of the opponents arm or head, or pushing an arm underneath the arm of an opponent (L) Ducking below the belt of an opponent in a manner dangerous to the opponent. (m) Completely passive defence by means of a double cover and intentionally falling over to avoid a blow, running or turning the back to avoid a blow.. (n) Speaking.. (o) Not stepping back when ordered by the Referee to break. (p) Assaulting or behaving in an aggressive manner towards the Referee at any time. (q) The spitting out of a gum shield intentionally without receiving a correct punch will cause the Boxer to receive a mandatory warning. (r) If the gum shield falls out after a Boxer has received a correct punch, and if this happens for a third time, the Boxer will receive a mandatory warning. (r) Keeping the advanced hand straight in order to obstruct an opponent s vision. (s) Biting an opponent. (t) Faking / Simulating Caution, Warning, Disqualification. (a)a Boxer who does not obey the instructions of the Referee, acts against the rules of Boxing, boxes in an unsportsmanlike manner, or commits fouls, will, at the discretion of the Referee, be cautioned, warned or disqualified. If a Referee intends to warn a Boxer, the Referee must say Stop and demonstrate the infringement to the offending Boxer. The must point to the Boxer, the Supervisor and to each of the judges. (b)if a Boxer receives a Referees warning, the SUPERVISOR will record the warning in the scoring system (or Card in manual system) and each warning will reduce the total score of the offending Boxer by one (1) point. The third warning for any infringement in a bout will automatically disqualify the Boxer.. (c)if the Referee has any reason to believe that a foul has been committed which he has not seen, the Referee may consult the judges. (d)in the event that any irregularity is found in the bandages after the bout that in the Referees opinion gave an advantage to the Boxer, this Boxer must be disqualified. (e)the Supervisor or R/J evaluators have the right to caution, to remove and to disqualify a second who has infringed these rules. 41. KNOCKDOWN The definition and procedures shall be as follows; (a) Definition: A Boxer is considered to be down : (i) If he/she touches the floor with any part of the body other than the feet as a result of a blow or series of blows, or (ii) If he/she hangs helplessly on the ropes as the result of a blow or a series of blows, or (iii) If he/she is outside or partly outside the ropes as the result of a blow or a series of blows, or (iv) If following a hard punch he/she has not fallen and is not lying on the ropes, but is in a semi-conscious state and cannot, in the opinion of the Referee, continue the bout.

15 (b) The Count: In the case of a knock-down, the Referee shall immediately say STOP and begin to count the seconds. When a Boxer is down the Referee shall count aloud from one to ten with intervals of a second between the numbers, and shall indicate each second with his/her hand in such a manner that the Boxer who has been knocked down may be aware of the count. Before the number one is counted, an interval of one second must have elapsed from the time when the Boxer has fallen to the floor and the time of announcing one. If the opponent should not go to a neutral corner on the command of the Referee, the Referee shall stop counting until the opponent has done so. The counting shall then be continued where it has been interrupted. (c) An Opponent s Responsibilities: If a Boxer is down, his/her opponent must at once go to the neutral corner as designated by the Referee. He/she may only continue against an opponent who is knocked down after the latter has got up and on the command Box, of the Referee. (d) Mandatory Eight Count: When a Boxer is down as a result of a blow, the match shall not be continued until the Referee has reached the count of eight, even if the Boxer is ready to continue before then. (e) The Knock-Out: After the Referee has said ten, the match ends and shall be decided as a knock-out (f) Boxer down at End of Round: In the event of a Boxer being down at the end of a round, Referee shall continue to count. Should the Referee count up to ten, such Boxer shall be deemed to have lost the match by a knock-out. If the Boxer is fit to resume boxing before the count of ten is reached, the Referee shall immediately use the command Box. The Gong will not save a Boxer. (g) Second Time Boxer Down Without a Fresh Blow: If a Boxer is down as result of a blow and the match is continued after the count of eight is reached, but the Boxer falls again without having received a fresh blow, the Referee shall continue the counting from the count of eight at which he or she previously had stopped. (h) Both Boxers Down: If both Boxers go down at the same time, counting shall be continued as long as one of them is still down. If both Boxers remain down until ten the match shall be stopped and the decision given in accordance with the points awarded up to the time of the knock-down. (i) Boxer Fails to Resume: A Boxer who fails to resume boxing immediately after the sounding of the gong at the termination of the rest interval, or who, when knocked down by a blow, fails to resume within ten seconds, shall lose the match. (j) Boxer Knocked Out of Ring In the event of a Boxer being knocked out of the ring, The Boxer must be allowed thirty (30) seconds to come back into the ring without the assistance of anyone. In the case he is not able to come back within the mentioned timeframe, such Boxer will be deemed to have lost the bout by TKO. 42. Compulsory Count Limits

16 (a)a maximum of three (3) eight counts will be given in one (1) round. (b)no limit of the amount of eight (8) counts will apply in one bout. Elite Men only. (c)in all other categories a maximum of four (4) eight counts will apply in any one bout. 43. Procedure after Knock-Outs: The procedure shall be as follows; (a) Unconscious Boxer: If a Boxer is rendered unconscious, then only the Referee and the officiating medical practitioner shall remain in the ring, unless the practitioner needs, and requests, additional help. (b) Medical Attention: A Boxer who has been knocked out as a result of a head blow in a match or wherein the Referee has stopped the match due to the Boxer having received hard blows to the head making him or her defenceless or incapable of continuing shall be examined by the officiating medical practitioner immediately afterwards and accompanied to his or her home or suitable accommodation by one of the officials on duty at the event. (c) One Knock-Out: A Boxer who has been knocked out as a result of a head blow during a match or wherein the Referee has stopped the match due to the Boxer having received hard blows to the head making him or her defenceless or incapable of continuing shall not be permitted to take part in competitive boxing or sparring for a period of at least 30 days after he or she has been knocked out. (d) Two Knock-Outs: A Boxer who has been knocked out as a result of head blows or wherein the Referee has stopped the match due to a Boxer having received hard blows to the head making him or her defenceless or incapable of continuing twice in a period of 90 days shall not be permitted to take part in competitive boxing or sparring during a period of three months from the second knock-out or TKO (e) Three Knock-Outs: A Boxer who has been knocked out as a result of head blows or wherein the Referee has stopped the match due to the Boxer having received hard blows to the head making him or her defenceless or incapable of continuing three times in a period of 360 days shall not be permitted to take part in competitive boxing or sparring for a period of one year from the third knockout or TKO (f) If a Boxer has been knocked out or received a severe head blow, which results in a bout being terminated, the Ringside Doctor will classify the seriousness of the concussion and prescribe the medical restriction period as follows: (i) In the event of no loss of consciousness (LOC), a minimum restriction of 30 days. (ii) In the event of LOC for less than one (1) minute, a minimum restriction of 90 days. (iii) In the event of LOC of more than one (1) minute, a minimum restriction of 180 days. (iv) Any Boxer who suffers a second LOC within three (3) months of resuming boxing after a first LOC will have the previous medical restriction doubled. (v) Any Boxer who suffers three (3) LOCs within 12 months will be suspended for a minimum of 360 days from the date of the third LOC. (vi) Any Boxer who has a medical restriction must not train or spar during the

17 restricted period. (vii) All protective measures should also apply if a Knock-Out and/or concussion occur during training or anywhere else. The Coach shall be responsible to report to the National Federation. (viii) Injured Boxers may be restricted from boxing, at the discretion of the Medical Jury. (ix) Boxers returning from TKO - Knock-Out injuries must receive clearance in writing from their national Medical Commission and inform the AIBA HQs Office before returning to box. (x) If the country does not have any national Medical Commission, the clearance should be required from the AIBA Medical Commission. (g) Medical Certification Following Probation Periods: The medical Liaison Officer appointed by the Local Association shall ensure that the attention of the medical practitioner conducting pre match medical examinations shall be brought to any instance where a probationary period has been imposed following the Boxers last preceding match. In no circumstances whatsoever shall a Boxer be permitted to box in any match or exhibition match unless the period of probation is fully observed and, the medical examination requirements set out in the Boxers official Boxing NZ (Inc.) registration booklet have been fulfilled. Note: Particular attention is here drawn to the need for Boxers who have suffered three consecutive losses by knock-out or TKO to have undergone a separate and detailed medical examination. (h) Protective Measures: Where a Boxer, whether or not that Boxer is the winner or loser of a particular match, is considered by the Referee or officiating medical practitioner, to have suffered excessive blows to the head or to have been knocked down several times in consecutive matches, that Boxer shall be ordered to undergo a compulsory rest period as is prescribed in the instance of a first knock-out. 44. Competition Record Booklet: Completion of Post-Match Details: The Medical Liaison Officer appointed by the Local Association shall ensure that all details including post match reports by the Referee and Medical Practitioner (where necessary), and the match record, are fully completed by the designated officials before the booklets are returned to their owners Supervisor ; (a)the supervisor will be responsible for all decisions. (b)the Supervisor must make the announcer aware of the name of the Boxer who is the winner of the bout. (c)the Supervisor must watch the scores and performance of the Referee/Judges and immediately suspend any wrongdoing of the Referee and/or the judge for the rest of the competition day. (d)f an official appointed for a bout is absent, the Supervisor will appoint a suitable official to take that place. (d)the Supervisor may take immediate action as may be deemed necessary to deal with circumstances that would affect the proper conduct of boxing at any session or tournament. (e)if a Boxer is guilty of a serious and deliberate offence that is contrary to the spirit of sportsmanship, the Supervisor has the right to advise Boxing N Z for possible sanctions against the offender.

18 (f)the Supervisor will be responsible for cautioning, warning and/or removing seconds. (g)overruling the Referee; A decision of a Referee may be overruled by the Supervisor when the Referee has given a decision which is clearly against the present rules and AIBA Statutes and By- Laws. When considering such an incident, He / She may use a video recording ( if available) Please retain this form - refer Note below. Note: Following the Doctor s examination this record is to be handed to the Association s medical liaison officer and is to be retained by the Association for a period of not less than 12 months.
