1 2013 USA Boxing National Championships Presented by Northern Quest Resort & Casino March 30-April 6, 2013 Spokane, Washington The Champions of the 2013 USA Boxing National Championships will qualify for the following opportunities as listed below by division: Elite Champions Men 2013 AIBA World Championships Elite Champions Women 2013 International Travel Team Youth Champions Men 2013 International Travel Team Youth Champions Women 2013 AIBA Youth/Junior World Championships The top four place finishers in the above divisions will make up the 2013 USA Boxing National Team for their respective divisions. ALTHOUGH THESE RULES FOR THE 2013 USA BOXING NATIONAL CHAMPIONSHIPS ARE EFFECTIVE AS OF FEBRUARY 11, 2013, IT IS THE EXPECTATION OF USA BOXING THAT AIBA WILL SOON ANNOUNCE CHANGES TO ITS TECHNICAL & COMPETITION RULES WHICH COULD INCLUDE A PROHIBITION ON, OR CHANGES TO, THE USE OF HEADGEAR IN NATIONAL EVENTS AND INTERNATIONAL EVENTS, SUCH AS THE WORLD CHAMPIONSHIPS. SHOULD ANY OF THESE CHANGES TAKE EFFECT PRIOR TO THE WORLD CHAMPIONSHIPS, USA BOXING RESERVES THE RIGHT TO AMEND THESE PROCEDURES ACCORDINGLY, WHICH COULD INCLUDE THE CREATION OF A NEW DIVISION BOXERS NOT USING HEADGEAR. IT IS POSSIBLE THAT ONLY THOSE ATHLETES PARTICIPATING WITHOUT HEADGEAR WOULD BE ELIGIBLE TO QUALIFY FOR SELECTION TO THE WORLD CHAMPIONSHIPS. Registration: Registration will take place on Saturday, March 30 from 4 p.m.-10 p.m. AND Sunday, March 31 from 9 a.m.-2 p.m. at the Northern Quest Resort & Casino. There will be an area set up for the USA Boxing National Championships Tournament Staff to check-in and verify all participants information with tournament officials. You must provide current passbook in order to participate. NO BOOK NO BOX!!! All athletes must bring a copy or photo of original certified U.S. birth certificate or U.S. government issued passport to registration. All athletes must have five (5) registered bouts in order to compete. Walkovers and/or unopposed wins do not count towards the 5-bout minimum rule. If you are delayed due to weather or flight delays, the participant must call Tournament Director, Jeanne DePriest at Citizenship Required: Citizenship is required of all athlete participants in the tournament. A copy or photo of your U.S. Birth certificates and/or U.S. government issued passport is required in order to compete. All athletes must bring a copy or photo of original certified U.S. birth certificate or U.S. government issued passport to registration. Permanent residency is no longer sufficient. 3 Tournament Draw: USA Boxing Membership: Conduct & Discipline: Trial Scale: Equipment: The tournament draw will take place immediately following the General Weigh-in on Sunday, March 31. The tournament draw will be held at Northern Quest Resort & Casino. Each tournament participant (Boxers, Coaches, Officials, Physicians, Tournament Administration, etc.) must be registered with USA Boxing for the 2013 membership year, and have proof of registration (Red Book/Blue Book). Coaches and Officials must be currently USA Boxing certified to work and all officials must submit an Officials Referral Form signed by the LBC president and Chief of Officials. Individuals deemed guilty of misconduct will be immediately barred from all tournament facilities and required to leave at their own expense. All participants must adhere to the USA Boxing Code of Conduct, which must be signed and turned in upon event registration. A trial scale will be available at various times throughout the tournament. The times will be posted by the event officials during Registration. USA Boxing will provide gloves and headgear (if needed). Valpeau will be mandatory for all athletes in place of gauze and tape. Valpeau will be available for sale both at tournament registration and available daily at the weigh-ins. All other items (foul-proof cups, breast protectors, form-fitted mouthpieces, uniforms, sponges, water bottles, etc.) must be provided by the participants. All headgear must be made to USA Boxing/AIBA specifications, if the athlete wants to wear his/her own. National Team Orientation: U.S. Anti-Doping Agency: Early Arrival: Finalists of the 2013 USA Boxing National Championships will be required to attend the National Team Orientation to be held on Saturday, April 6 at the Northern Quest Resort & Casino. Information regarding the USA Boxing Athlete Agreement and 2013 AIBA World Championships will be discussed. USA Boxing also strongly encourages Personal Coaches to attend. Specific time and location will be announced to all participants at event registration. The 2013 USA Boxing National Championships will be a USADA tested event. Athlete s competing in the Championship Finals on Saturday, April 6 will go through the USADA testing process. Age Classification: The age of a Boxer is determined using his/her year of birth Weight Classification For Elite Men and Youth Boxers (Boys): Ten (10) Weight Categories as follow: 46 kg - 49 kg, 52 kg, 56 kg, 60 kg, 64 kg, 69 kg, 75 kg, 81 kg, 91 kg, 91+ kg. (108 lbs., 114 lbs., 123 lbs., 132 lbs., 141 lbs., 152 lbs., 165 lbs., 178 lbs., 201 lbs., 201+ lbs.) For Elite Women and Youth Boxers (Girls): Ten (10) Weight Categories as follow: 45 kg - 48 kg, 51 kg, 54 kg, 57 kg, 60 kg, 64 kg, 69 kg, 75 kg, 81 kg, 81+ kg (106 lbs., 112 lbs., 119 lbs., 125 lbs., 132 lbs., 141 lbs., 152 lbs., 165 lbs., 178 lbs., 178+ lbs.) RULE 5. BANDAGES (Valpeau) 5.1. Use of Bandages (Valpeau): 5.2. Specifications: A bandage must not be longer than 4.5m (14.76 feet), and not shorter than 2.5m (8.2 feet). The bandage should be 5.7cm (2 ¼ inches) wide. RULE 8. DURATION AND NUMBER OF ROUNDS 8.1. In all AIBA Elite Men and Youth Boys competitions, the bouts shall consist of three (3) rounds of three (3) minutes each In all AIBA Elite Women and Youth Girls competitions, the bouts shall consist of four (4) rounds of two (2) minutes each. 3. RESULTS PROTOCOL 3.1. 7 Additional Tournament Rules Pending Revision of AIBA Technical & Competition Rules Weigh-in/Physicals: A general weigh-in shall be conducted for all boxers prior to the tournament draw. At the general weigh-in a boxer shall not exceed the maximum of the boxer s weight class nor below the minimum of the boxer s weight class. At the daily weigh-in only the maximum weight limit will be controlled The boxer will only be allowed one chance to make his weight during each weigh-in There will be a zero tolerance weight over the allowed weight The test scale shall be of the same manufacture and same calibration, or the difference will be noted on the test scale Boxers must be clean shaven with no facial hair Boxers will receive physical check prior to weighing-in on the official scale Age Divisions: Elite Men and Women:19-40 years old Youth Men and Women: years old Junior Men and Women: years old Competition Divisions: Youth Men and Women (Headgear): years old Elite Women (Headgear): years old Senior Men (Headgear): years old Elite Men (NO Headgear): years old Equipment: Mouth piece: o Boxers cannot have red or have any red color on the mouthpiece Hand wraps: o ft. Max ft. Min, 2.25 in. wide, made of a stretchy cotton material with Velcro closure Women: breast and pubic protectors are optional; any protector must not conceal any portion of the scoring area. Hair nets are mandatory for any boxer with long hair using headgear Boxer cannot have tape on any part of their uniform Coaches: Elite Men: 3 coaches will be allowed to work the corner, only 2 will be allowed on the apron and 1 inside the ring Junior, Youth and Women: 2 coaches will be allowed to work the corner, 1 will be allowed on the apron and 1 inside the ring Only transparent bottles can be used in the corner Coaches for Elite Men will be permitted to have approved kit in the corner for cut management o In the case of a cut, the Seconds can use Vaseline, Collodion, Thrombin Solution, Micro Fibrilar Collagen, Gelfoam, Surgicel and Adrenaline 1/1000. Ice bags, End-Swell and Swabs are permissible. Scoring system and Judge/Referee Protocol: Based on a 10-point must system There will be 5 judges seated on three sides of the ring for all bouts Only three of the five judges scores will count in determining the outcome of each individual bout 5 judges and 1 referee will be used to officiate each bout, the Ring Captain will select 3 judges out of the 5 to score the bout with a blind selected system to be determine. 8 Scoring system and Judge/Referee Protocol cont.: At the end of the round the winner will be issued the score of 10 and the loser 9 or less, but not lower than 6, every round must have a declared winner If the bout is tied the judges will be asked to select a winner Scoring criteria of a bout: Number of legal blows landed Attack Competitiveness Effective aggressor Technique Tactics Defense Infringement of rules Decisions will be one of following: Points WP; Technical Knockout TKO; Technical Injury - TKO I; Disqualification DQ; Knockout KO; Walkover WO; No Contest NC Cautions Warnings DQ Cautions will be at the discretion of the referee, there is no limit to the number of cautions that may be given by the referee Warning will carry the weight of one point Disqualification of the boxer will occur after 3 warnings The referee can DQ a boxer at anytime Referee commands Stop Box Break Time any exercise that will take more than 10 seconds, must stop the clock Referee can touch the boxers to stop and break them Compulsory Counts Elite Men: 3 in one round and no limit in bout Junior, Youth and Women: 2 in the round and 4 max in the bout Time Keeper Start the round Signal 10 seconds before the end of each round Stop the clock when the Referee says TIME Keep track of time on a knock down counting with the referee Keep track of time on Low blow, loss of conciseness, and if the boxers falls out of the ring Stopping a bout Doctor/Physician, Technical Delegate, or member of the Competition Jury is able to stop a bout for the safety of athletes.
