The objections by the individuals with regard to provisional seniority were examined as per the rule position and necessary corrections were made and the seniority lists of all specialities are finalised. The above seniority list is based on the judgement of the Hon ble Supreme Court of India referred to above. Preamble 1. The seniority list is based on A.P. Medical Education Service Rules issued vide G.O.Ms.No The Seniority of any doctor is based on the date of appointment as Assistant Professor in the said speciality. 3. While fixing the seniority, the Rule of Reservations is not applicable at this stage. 4. Objections with reference to promotions to higher posts such as Associate Professors and Professors were not considered since the issue on hand is only with reference to the seniority in the category of Assistant Professors of concerned specialities. 5. With reference to the seniority in Super Speciality category, the date of appointment in the super speciality is mentioned. 6. For the 1982 batch, the APPSC rank was observed as per merit. However the DME/ Govt. had given permission to complete the course/ examination and those candidates who joined after completion of the course/ examination and their ranking will be maintained and retained as per the original merit list of APPSC 1982 batch. 7. For the 1985 batch the APPSC ranking was observed as per merit. However some of the candidates have not joined with in the stipulated period, Govt. had issued a memo No. 1573/B2/ HM&FW (B2) Dept., dt , stating the cut of date of joining as Those candidates who joined after that date will be enblocked and kept below the main list as on that date.. The seniority lists as per G.O.Ms.No.325 dated of clinical, Non clinical, Super Specialities are hereby put on the official web site of DME Doctors are advised to bring any typographical errors to the notice of the undersigned so that it may be corrected: If any person is aggrieved then an appeal will lie to the State Government under Rule 26 of AP State and Subordinate Service Rules. 2 ACTION TAKEN ON OBJECTIONC/CLAIMS/COUNTERCLAIMS RECEIVED ON PROVISIONAL SENIORITY LIST OF ASSISTANT PROFESSOR WORKING IN A.P. GOVERNMENT TEACHING HOSPITALS/ MEDICAL COLLEGES 121 objections have been received up to and all the claims have been examined in detail and have been addressed to, as per rules and furnished here under 1.Dr.Aruna Ramaiah, Professor of Obst. & Gynec Contest: To correct wrong entries in the column of date of joining the service. To enter the date of promotion as Associate Professor. Findings: Entries were made and corrected as represented. 2. Dr.P.V.Raja Lingam, Ophthalmology Contest: AS his junior Dr.P.V.Nanda Kumar Reddy ( who stands at Sl.No.91) promoted prior to him in the 2004 itself as Associate Professor to promote him as Associate Professor from 2004 onwards. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration. 3. Dr.Satyavani, Ophthalmology Contest: Due to overlook of rural service while surrendering the services of doctors to reaching side her seniority is affected. By taking into consideration of rural service her seniority may be refixed. Findings: The present provisional seniority list is prepared basing on the date of appointment / joining as Associate Professor in terms of G.O.325 in accordance with Hon ble Supreme Court Judgment. The completion of Rural Service does not comes under the purview. 4. Dr.Ravi Babu, Orthopaedics: Contest: To promote him on par with his junior Dr.P.Mohan Reddy from 2003 as Professor.

Dr.N.L.N.Moorthy, Radio-Diagnosis Contest: As his junior got promoted as Professor prior to him as Professor to review his seniority in the Professor cadre with this juniors. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration. 6. Dr.M.S.Goud, Orthopaedics Contest: To promote him as Professor from 2003 onwards on par with his junior Dr.Mohan reddy. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration. 7. Dr.Ashok Ohetkar, Orthopaedics Contest: To promote him as Professor on par with his junior Dr.P.Mohan Reddy. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration. 8. Dr.K.Suhasini, Obst. & Gynec Contest: As 5 doctors below her in the seniority list got promoted prior to her, seniority may be reviewed and to correct anomaly. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration.

Dr.B.Balaram, Paediatrics Contest: In Paediatrics speciality the DPC for Associate Professor was not conducted from to whereas for OBG DPC was conducted on To review the promotions in paediatric speciality also on par with OBG. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration. 10. Dr.Balaram Paediatrics Contest: Rule of Reservation is ignored and violated the constitutional provisions for SC/ST categories in Paediatrics Department At Sl.No. 8 ST - OC At Sl.No.25 ST - BC At Sl.No.33 ST - OC At Sl.No.34 At Sl.No.52 Dr.Devaraj depriving his point at 8 th (ST) Dr.B.Balram depriving his point at 25 (ST) Findings: At this point of time it is not possible to assign points to the doctors who are surrendered long back to teaching side (DME) while fixation of the seniority and while preparing the seniority list Rule of reservation cannot be applied. (ROR) comes in to the picture while preparing the DPC panel lists. 11. Dr.Vishnuvardhan Reddy, ENT Contest: To designate him as HOD and Superintendent, of Govt.ENT Hospital, Hyderabad Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration.
5 : 4 : 12. Dr.Narsa Reddy, Ophthalmology Contest: To appoint him to the post of Superintendent, S.D.Eye Hospital, Hyderabad. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration. 13. Dr.D.Ranganath, Paediatrics Contest: (i) The seniority list in terms of G.O.325 Dt submitted to Supreme Court is not displayed and called for objections which is a mandatory procedure. Findings: A provisional seniority list is prepared interms of G.O.Ms. No 325 Dt and displayed in the website of DME on 25/1/2013 duly calling the objections if any to submit. The claims and counter claims were cleared up to dated Dr.P.V.Nanda Kumar Reddy, Ophthalmology. Contest: Many more in the provisional seniority list than him are not eligible for promotion as per MCI rules as their degree and their teaching period college are not recognized by MCI Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration. 15. Dr.Hima Bindu Singh, Paediatrics Contest: Objection about the promotion given DNB degree of Dr.Ranganath and also his teaching period as Associate Professor. To consider her name under women reservation. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration.
6 16. Dr.K.V.Giridhar, Paediatrics. : 5 : Contest (i) ROR not implemented in Assistant Professor Cadre. (ii) His name should be placed at Sl.No.33 instead of Sl.No.126 as he belongs to ST Category. Findings: (i) It is also not possible to assign roaster points at this point of time to the Asst. Professor who were surrendered long back. (ii) Dr.K.V.Giiridhar name cannot be placed at Sl.No.33 where the date of appointment as Asst. Professor is whereas Dr.K.V.Giridhar s Dt DR.Premalatha, Ophthalmology Contest: (i) Entries to be made about her Birth and date of first appointment to Government Service. (ii) To place her name in the seniority list at Sl.No.14 as she belongs to BC-C Findings: Entries were made as represented. Placing her name at Sl.No.14 is not possible as the doctor whose name placed at Sl.No.14 joined / appointed as Asst. Professor on 2/3/1987 where as Dr.Premalatha joined on Dr.N.Srinivasulu Reddy, STD Contest (i) No teaching gap in his service as he worked in KMC Kurnool only in DCS cadre also. (ii) No ROR is followed while preparing provisional seniority list as it is prepared based on date of appointment as Assistant Professor.
7 : 6 : (iii) Degrees of certain doctors in the list are not recognized by MCI. (iv) In the year 1999 Government gave promotions from Asst. Professor to Associate Professor and to Professor before completion of 4 years teaching experience- All of them not eligible for promotion to rectify that. Findings: (i) Dr.N.Srinivasulu Reddy worked in Dy.CS cadre from to at KMC Kurnool. Later he is redesignated as Associate Professor w.e.f by considering his services rendered in Dy.C.S cadre and basing on that he got promoted as Professor on He worked as Assistant Professor from to ( ie., 2 years and 4 days) only. (ii) The provisional seniority list prepared basing on date of appointment / joining as Assistant Professor in terms of G.O.325 Dt It is not possible to assign Roster Point the Asst. Professor who were surrendered long back in many occasions. (iii) Recognition of degrees holding of doctors, Rural Service exemption are the policy decision taken by the Government not comes under purview of the G.O.325 Dt (iv) The promotions which were given before completion of mandatory 4 years teaching period are being reviewed. 19. Dr.G.Prathibha, Obst. & Gynec Contest: (i) Her date of joining the service is wrongly mentioned. (ii) Her seniority may be reckoned from her date of passing of her P.G exam Findings: Corrected entries were made date of joining the service. (ii) Dr.Prathibha name is placed at Sl.No.60 basing on her date of appointment / joining as Asst. Professor date of passing of PG exam is not the criteria for the inclusion of name in the seniority list.
8 : 7 : 20. Dr.B.Venkatachalam, Paediatrics Contest:To promote him on par with his junior Dr.D.Ranganath and rectify his seniority. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration. 21. Dr.K.Devaraj, Paediatrics Contest: To rectify his seniority duly giving him promotions on par with his junior Dr.D.Ranganath. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration. 22. Dr.S.Sarada, Obst,. & Gynec Contest: To promote her as Professor from 2003 on par with her juniors Dr.Kalyani, Dr.Vivekananda, Dr.Suvarna, Dr.Suseela and Dr.Parvathi. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration. 23. Dr.J.Venkateswara Reddy, Obst. & Gynec Contest: To review the promotions given basing as vertical seniority to the doctors at Sl.No.369 and 70 and to restore his seniority. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration.
9 :8 : 24. Dr.A.Vivekananda, Obst. & Gynec Contest: To consider the judgment of Hon ble A.P.A.T. to treat period between to as teaching period of Associate Professor. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration. 25. Dr.P.Subba Rao, TB & CD Contest: Dr.M.Vijay Bhaskar (Sl.No.14) DR.P.Jayakar Babu, Sl.No.16 and Dr.Gopala Krishnaiah Sl.No.18 were promoted prior to him though juniors to him. Findings: DR.M.Vijaya Bhaskar Joining as Asst. Professor joining as Associate Professor Joining as Professor Though Dr.Vijaya Bhaskar was promoted as Associate Professor prior to Dr.P.Subba Rao he got promotion as professor on his turn in the year very much after Dr.P.Subba Rao, who got promoted as Professor as Dr.Sambasiva Rao, TB & CD Contest: Doctors at Sl.No.16, 18, 14 are promoted prior to him to rectify the above and to give him all benefits. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration.

Dr.V.Kishore Kumar, Dermatology Contest: Entry in the date of appointment / joining is to be corrected and to place her name between Sl.No.36 and 37 as was done in the specialaities of General Medicine, ENT and Orthopaedics. 28. Dr.K.Suhashini, Obst. & Gynec Contest: To correct anamoly is giving promotions to the juniors prior to her. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration. 29. Dr.M.Usha Suresh, Obst. & Gynec Contest: To rectify anamoly is giving promotions to her juniors in the seniority list prior to her. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration. 30. Dr.Y.Jayapal Reddy, Dr.Ch.Srinivasa Murthy and Dr.B.Karunakar Ophthalmology. Contest: (i) Requested to stop DPC clearance of Dr.Suryanarayana Raju, Dr.Lokabhi Reddy, who worked abroad for long years and Dr.Kanthasree who is on unauthorized absence since many years. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration. Contest: (ii) Dr.Suresh Ramana Rao, promoted as Associate Professor on and joined on after 1 year 8 months. Findings: This issue is only with reference to the fixation of seniority and not about promotion. Hence this objection does not merit consideration.
11 :10: 31. Dr.J.Sowjanya Kumari, Obst. & Gynec Point. Contest: In seniority list there is no specific mention about Roster (ii) entry as Tutor is also considered for date of appointment / joining as Assistant Professor in many cases. (iii) No proper implementation of ROR in promotions (iv) Seniority is not being attended in the cases like unauthorized absence EOL, working abroad etc. (v) Completion of rural services is not followed. Findings: The provisional seniority list is prepared interms of G.O.325 DT as per the Hon ble Supreme Court directions. (ii) appointment / joining as Asst. Professor is the criterion for preparation of the provisional seniority list. (iii) Implementation of ROR in promotions will not reflect in this seniority list as it is the seniority list of Assistant Professor. (iv) Seniority will not be effected as such by non-teaching gaps in Asst. Professor category unlike in promotional cadres. (v) Observing completion of rural service before surrendering to teaching side is a policy decision of the Government. 32. Dr.J.Rajeswari, Obst. & Gynec Contest: (i) Non implementation of ROR in promotions through eligible candidates are available. (ii) Doctors who were promoted and allotted to RIMS are claiming general seniority and ROR
12 :11: (iii) Unauthorized absentees names are considering for promotion later denying promotions to them causing loss to general candidates in seniority. (iv) seniority. entry as Tutor also is taking as basis for teaching (v) Doctors availing 5 years leave and working abroad also placed in the seniority list as usual without altering their seniority. (vi) Names of surrendered doctors should be placed below in the seniority list. Findings: (i) ROR is strictly being implemented in promotions. (ii) The names of doctors giving willingness to work at RIMS Kadapa and promoted under G.O.133 placed at their appropriate places basing on their date of appointment / joining as Asst. Professor (iii) Consideration / denying for promotion unauthorized absence doesn t alter the basic seniority is Asst. Professor cadre. (iv) The seniority list is prepared in terms of G.O MS. No..325 DT only. 33. Dr.M.Suvarna, Obst. & Gynec Contest: To consider her name at Sl.No.36 (a) as prior to 1994 tutor is not mandatory for DNB candidates. Findings: Her name is placed at 63 (a) by considering one year tutor after completion of her DNB in 1987 as working as tutor is mandatory prior to 1994 also.
13 :12: 34. Dr.B.Indira Obst. & Gynec Contest: (i) Correction of anomalies in the seniority as in case of Dr.M.Suvarna. (ii) joining as CAS date to be corrected. Findings: Corrections were made in the entries with regard to date of joining as CAS According to provisional seniority list prepared in terms of G.O.325 Dt Dr.Suvarna s date of appointment / joining as Asst. Professor is Dr.K.Saritha Obst. & Gynec Contest: Corrections are to be made against date of promotion as Associate Professor as Govt. gave permission to that effect. (ii) corrections are to be made for date of first appointment (iii) Dr.M.Suvarna s date of appointment as Assistant Professor is to be corrected. 36. Dr.P.Mythili General Surgery Contest: (i) Corrections are to be made in the date of joining as Professor from to Findings: Corrections were made as requested. Contest : (iii)to refix her seniority as per Hon ble Supreme Court Orders. Findings: Basing on her date of appointment / joining as Asst. Professor, her name is placed at Sl.No.54.
14 :13: 37. Dr.V.N.Madhava Rao General Medicine Contest: Corrections are to be made in the columns of date of appointment as CAS, Asst. Professor Status Findings: Corrections were made as represented. 38. Dr.R.Suryanarayana Raju, Ophthalmology Contest: To remove remarks as proceeded on the long leave is to be deleted as the leave period is regularized. Findings: Remarks deleted as represented. 39. Dr.P.Surekha, Radiology Contest: Corrections are to be made in the date of appointment / joining as Asst. Professor as was done in the case of Dr.Anuritha Menon at Sl.No.39. Findings: Dr.P.Surekha is a DNB candidate her date of appointment as Asst. Professor will be considered after completion of one year Tutor. Dr.Anuritha Menon s date of appointment as Asst. Professor will also be corrected. 40. Dr.A.Aparna Paediatrics. Contest: (i) No mention of rule of reservation for women in the cadre of Asst. Professor in the seniority list. (ii) APPSC Rank / Departmental Selection Committee rank is to be taken as basis for preparation of seniority list of absorbed candidates. Findings: It is not possible to assign roster points to all the existing members who were surrendered long back and attained their promotional cadres now.
15 :14: (ii) The provisional seniority list is prepared interms of G.O.325 Dt in accordance with the Hon ble Supreme Court Judgement 41. Dr.K.Babji, General Medicine Contest: To appoint him as Principal, Rangaraya Medical College, Kakinada (or) the Superintendent, Govt. General Hospital, Kakinada Findings: As per the provisional seniority list prepared in terms of G.O. 325 Dt certain proposals are submitted to Government for review of seniority in the promotional cadre of some doctors. One Government issues orders on that proposals, the Principal, of the Government Medical Colleges will be asked to redesignate the HOD s followed by the appointment of Principals to Government Medical Colleges and Superintendents of the Government General Hospitals. 42. Dr.M.S.Raju, Paediatrics. Contest: Dr.D.Manaikyamba whose seniority is above him at Sl.No.58 availed 501 days leave from to and from to (total 501 days) which amounts teaching gap. But deducting that teaching gap active teaching seniority may be prepared and seniority of him at Sl.No.65 is to be corrected. Findings: Dr.Manikyamba commenced her teaching as Assistant Professor w.e.f and got promoted as Associate Professor on The teaching period as Assistant Professor comes to 9 years 1 month 24 days. By deducting 501 days also she is having 7years 7 months 8 days teaching in Assistant Professor cadre. In view of the above, the above representation needs no further action. 43. Dr.Tripura Sundaramba M. Obst. & Gynec Contest: To consider her services rendered at Govt. Nizamia College. Findings: Dr.M.Tripura Sundaramba s date of appointment / joining as Assistant Professor to ( 8 years 12 days) Promotion as Associate Professor to ( 5 months)
