4 1. GENERAL (1) These rules given below apply to Eurokegel. (2) They are to use during all championships and tournaments. (3) The goal of this system of rules is the obtainment of acceptance of a pin billiards at a small table within Europe to enable international tournaments. (4) Not any existing discipline of billiards of any national Billiards Association is to abrogate or changed. Eurokegel is to consider as an international version respectively addition to these disciplines. 2. STANDARDS 2.1. The Equipment / Materials Billiard Table, Cushions, Cloth (1) The billiard table surface has to be rectangular, absolutely flat and horizontal. The stability must be warranted also during the normal using by player. (2) The bed of table is made of slate or marble boards (maximum: 3 parts) with a thickness dimension of minimum 20 mm. (3) The boundary consists of carambol bands (profile 79, grade hardness 40), which are made of rubber and whose edge height is 37 mm with an allowed tolerance of ± 1 mm. There has to be not any pockets in the cushions. (4) The dimension of the free bed of table is 2100 x 1050 mm with an allowed tolerance of ± 5 mm. (5) The rubber cushion has to be fixed to the table rails at all of its length. The frame has to have a width of 125 mm (allowed tolerance: ± 1 mm) and a completely flat surface with a homogeneous colour. (6) The surface including the cushions should have unremovable diamonds with a distance of an eighth of the length of the bed of table. The surface of the rails of table must be free of advertisements. (7) The clothes covering the bed of the table and the cushions must be free of defects at the beginning of the tournament, of the same quality and they must have an authorised colour. They must cover the bed of table and the cushions without crinkles and obstacles. (8) The height of the table from the ground to the top of the rails is between 700 and 850 mm. (9) Tables designated for an official tournament should have an electrical heating to save the tables from penetration of humidity into the cloth and the slate boards. This heating is regulated by thermostat, has to be switched on before the tournament and stay on during the entire tournament for a guaranteed best possible running of the balls Balls and Pins (1) Carom balls, which are made of approved material and are absolutely round are permitted. (2) A set of balls is composed of: page 4 of 19

5 a white ball a marked white ball or a yellow ball a red ball The both white balls respectively the white and the yellow ball may be marked with signs for better visible rotation (red spots). (3) The diameter of the balls is 61.5 mm. The allowed tolerance within a set is ± 0.1 mm. (4) The weight of a ball must be between 205 and 220 g. The difference between the lightest and the heaviest ball of a set must be 2 g or less. (5) The 5 pins have to be made of pale wood. One of these pins is coloured marked or made of dark wood. The measurement of the pins is shown in attachment Markers (1) The places where balls and pins are put before and during the match (advantage) are called putting markers or (putting) spots. (2) These spots are marked with chalk or ink as fine as possible (3) The positions of the spots s shown in annexure Cue, Ancillary Cue, Chalk (1) The balls have to be moved with a cue made of wood or another material. The cue may be made of one piece or more pieces. The smaller end of the cue must have a thin and round leathern tip. It is only allowed to touch the ball with the cue tip. The player uses one or more cues of his choice and determines himself the length, the weight and the diameter of the cue. (2) The player has the possibility to use an ancillary cue in the form of a rake. This is to replace the hand in a difficult position. (3) The chalk must not over-pollute the playing surface and balls. (4) The organizer of a tournament / championship is allowed to prohibit the use of chalk which excessively soils the billiard cloth The Lighting (1) The brightness should be about 520 lux all over the table. (2) The lamps are to be installed in a way that the player is interfered and dazzled. (3) The distance between the bed of the table and the lamp has to be 100 cm at least. (4) The billiard room should not be dimmed out, so that the audience can watch the matches without difficulty Player s Clothes (1) The players have to wear the respectively required clothes during all events. It consists of: a) outerwear (polo shirts / shirt, if necessary with waistcoat / for sportswomen blouse too) in arbitrary colour with the emblem of the club with short sleeves at least page 5 of 19

6 b) long black fabric trousers (suit trousers/monochrome jeans or cords) or for sportswomen black minimum knee-length skirt too c) black shoes (classic, conventional men s shoes or women s shoes / elegant sports shoes of leather or material like leather) d) black socks and (if desired) black belt All visible items of clothing have to be clean, well-groomed and in a good state. In the case of precariousness the player has to consult the supervisor of the tournament before starting the match. (2) For several tournaments, an adequate clothing to this event may be required. This kind of clothing must be published in the announcement of this tournament. (3) The supervisor of the tournament can give a special permit to athletes with physical injuries and pregnant sportswomen who are not able to compete with required clothes (when indicated on presentation of a medical attestation). The same applies to athletes in a case of hardship (e. g. lost luggage) (4) It is required for teams to compete uniformly dressed. Before the matches start, all players have to be present with their prescribed clothing at the opening ceremony The Rule of Conduct (1) It is prohibited for athletes and referees to drink alcohol and to smoke during the match. The rules of the anti-doping organisations apply at all. (2) The referees make sure, that not any athlete goes in for an activity being unfair, embarrassing, disturbing, or harmful for other athletes, officials of the tournament, guests or the sports generally. (3) Referees and other officials of a tournament have the right to discipline a player with or without a warning until disqualification. (4) The players have to stay at a place required by the supervisor of the tournament or the host while the opponent is playing. It is not allowed to influence the inning of a player by non-involved persons (disturbing the opponent, coaching etc.). Violations will be avenged. The involved player will be reproved, in case of recurrence warned until the loss of the match. Uninvolved persons may be expelled from the room. 3. PURPOSE OF THE GAME (1) The object of this game is to get points. The player reaching first the number of points specified before wins the set. If the player gets with his last break more points as the specified number, this result is to reduce. The required number of points may be carried on in one or more sets (uneven number). (2) The players play at one table against each other. (3) The player gets advantages for a regular stroke while getting points. They don t get advantages for a regular stroke without getting points. The player gets fault points for slipping up which will be credited as advantages for the opponent. (4) A stroke is regular if the cue ball hits the object ball directly or via cushion and the player does not make any fouls (see part number 4.). page 6 of 19

CORRECT STROKE A stroke is considered to be correct when the cue ball hits the object ball first or by hitting the cushion before, and when the position of the balls at the beginning of the stroke, is allowed. Observe the explanations under 7.1 (stroke) as well as 7.5 (push / push lying balls). 5. GENERAL REGULATIONS 5.1. Points and Values (1) Points can be made by: a) throwing pins by balls: In this way, either the object ball has to hit an cushion first (cue ball - object ball - object ball hits cushion - object ball throws pins) or the red ball has to hit a cushion at a correct stroke (cue ball - object ball - red ball - red ball hits cushion - red ball throws pins) The stroke can also be made by hitting the cushion first The red ball or the object ball can be used as a cushion as well o cue ball - object ball - object ball uses the red ball as a cushion - object ball throws pins o cue ball - cue ball uses object ball as a cushion - cue all hits red ball - red ball throws pins b) a carom: A carom is achieved when the cue ball first hits the object ball and the red ball afterwards. c) throwing pins by pins: One or more falling or fallen pins are directed by rolling or flying balls to the standing pins. (2) Assignment of Points: a) carom 4 points b) the central pin (marked) 4 points c) every other pins 2 points (3) The total number of the reached points with one stroke results in addition of pin and carom points and possible fault points. (4) The points are scored not until after finishing the stroke Pin Fall (1) Pins are classified as fallen, if a) the pin lies on the table surface or outside. b) the pin left its balance point but is hindered from falling down. (2) Pins are not classified as fallen if they have left its mark partially but is still standing. This pin has to put back on its mark after finishing the stroke. (3) Fallen pins have to stay on their positions until the balls have stopped or there is not a possibility of more contact with a ball. page 7 of 19

8 5.3. Start of the Match The match starts as soon as the referee has put the balls for cushion draw Cushion Draw (1) The referee puts both white balls (or the white and the yellow one) on a line on both sides of the foot spot about 20 cm from the long cushions for cushion draw. The red ball lies on the foot spot. (2) Both players push to the opposite short cushion at the same time. Both balls must be in move before one ball contact the cushion. Otherwise the cushion draw is to repeat. The player causing the mistake twice loses the cushion draw. (3) If the balls contact each other, the player whose ball left its way loses the cushion draw. (4) If the balls contact each other and it is not possible to realise the player responsible or if both balls lie on the same distance to the foot cushion, the cushion draw is to repeat. (5) In the case of rolling several times between the short cushions, contacting the red ball, the long cushion or the pins the player loses the cushion draw. If both players do these mistakes, the cushion draw is to repeat. (6) The player whose ball lies next to the foot cushion after a regular stroke has won the cushion draw. It is regular to contact the foot cushion and roll back on the table surface. (7) The player winning the cushion draw decides if he will begin the match himself or his opponent. The starting player plays with the white ball, the opponent plays with the marked white or yellow ball as cue ball. The players keep their cue balls all over the match Opening Position, Initial Position, Advantage Position, Advantage Area The opening position is defined by the position of the balls and pins at the first stroke of a match. The initial position is the position of the balls and pins at the first stroke of the set. Advantage position is called when the balls are reset to their spots due to fouls of the opponent; in this case, the advantage zone for the cue ball has to be noticed (see Appendix 1). (1) For the opening an initial stroke the referee places the balls and pins on its positions: a) the red ball on the middle foot spot b) the marked white or yellow ball on the head spot c) the white ball on the left or right foot spot (at the player s option) d) the marked (coloured) pin on the centre pins spot e) the other pins on the outer pins spots (2) In the case of playing the match in sets, the players take turns in beginning the sets notwithstanding the number of the sets they have to play. The cue balls of the players change their positions for the initial stroke. (3) The player has to stand in the foot zone for the opening, initial and advantage stroke (see figure 6.1). page 8 of 19

9 5.4. The Match (1) Every player has two strokes at most in which he can achieve points. If the player does not achieve advantages with his first stroke he loses the right to the second stroke and the opponent plays on. (2) The pins must be set on their marks before every stroke. Pins whose spots are disabled will not be replaced. They have to placed onto the wooden frame of the billiard table. The same applies to pins contacting balls but which did not lose their balance point. The pins will be placed on their spots when they are free. (3) The player is legitimated to let replace pins being shifted off their spots by the referee. The player is also legitimated to let pins, standing on the wooden frame, put to another place on the wooden frame, if the player is disturbed by them. (4) The referee cleans the balls on the player s demand. Touching balls will be cleaned after the stroke Breaks during the Match (1) Matches played until a determined score are played non-stop. It is possible to have a 5 minutes break in matches until higher scores when a player has reached the half of the winning score first. (2) At matches played in several sets, 5 minute breaks may be inserted, but only after even-numbered sets. (After the 2 nd, 4 th, set.) (3) The referee grants permission for breaks and interruptions by reason of illness or sanitary needs. This is an arbitrary decision by the referee Abandoned Match (1) The player loses the match if he abandons it. (2) A player leaving his place during the match without permission by the referee, loses the match through his conduct. The tournament direction decides in cases of acts beyond control. (3) Every player refusing to continue the match will be excluded from the tournament End of the Match (1) A match consists of a certain number of points (match score) determined by the tournament management. (2) Every commenced match must be finished. A match is finished after announcement of the last points by the referee, even realising after the stroke that the player did not reach the match score. (3) The following determinations are to be respected during matches are played in sets: a) A set is finished as soon as a player has reached the match score and the player is the winner of this set. b) If a player concludes the required number of sets (e.g. 2 in Best of 3 ) successfully, he wins the match and the match is over. page 9 of 19

10 5.8. Set and Match Points, General Average (1) The winner gets 1 match point and the loser 0 match points in matches played in one set (till a definite score). (2) The player gets 1 set point per every won set in matches played in sets. The winner of the match gets 1 match point and the loser 0 match point. (3) The general average is the quotient of the own reached score and the opponent s score Tournaments and Team Competitions (1) Tournaments and competitions can be played as single, double or team competitions. (2) Single competition means that two players fight against each other. (3) Double competition means that two teams each of two players fight against each other. The following determinations apply: a) The teams determine themselves which player does the cushion draw and which player does the opening stroke. b) The players of the teams play in the following order: player 1 of team A, player 1 of team B, player 2 of team A, player 2 of team B, and so on. c) The team players are allowed to consult with their partner. The player not turning is not allowed to demonstrate the stroke position whatever with or without the cue. He is allowed to look at the balls roundly. The consulting has to be theoretical. d) The partner is not allowed to intervene (neither with words nor with gestures) as soon as the player, who s turn it is, stands in stroke position. If the partner intervenes, it is regarded as a foul. e) A mix up of the players is a mistake. (4) Team competition means that teams each of two players fight against each other. The following determinations apply: a) The competition will be fought in some single matches and one double match. The single matches will be played in the mode free for all in which players of the same team do not play against each other. The double match will be played subsequently corresponding to b) Every match will be played till a determined score. Every match is to be seen as a set of the competition. c) The winner of the competition is the team with the most set points. 6. SPECIAL REGULATIONS 6.1. Foot Zone The player has to stand behind the billiard table during the opening, initial and advantage stroke. The foot/feet touching the floor must stand between the imaginary extensions of the outer edges of the long cushions (attachment 1). These lines should be drawn on the floor. page 10 of 19

11 6.2. Nomination of the Cue Ball The referee shows the cue ball on player s demand. The score board has to be equipped in a way, that it shows, which ball is the cue ball of each player The Place of the Players The player who is not playingf has to wait sitting or standing on the allocated place, until it is his turn. He must not gesticulate or make noise, what can disturb his opponent. This place may be a chair and/or a marked area what is not to leave Marks on the Table The player is not allowed to set any visible mark at the table, the cushions or the table surface Coaching / Consulting during the Match Uninvolved persons are not allowed to coach during the match or to influence the match. Members of a team, playing the match together may consult each other Matches with or without Referee (1) During Matches a) with 2 referees the first referee puts the pins on their marks, is in charge of the correct execution and assessment of the match. In case of doubt the second referee registering the scores is to consult. Reclamations of the scoring referee during or after a stroke are rated as not happened. b) with 1 referee he has the function of the first referee in a). The players register the scores themselves. c) without a referee, the athletes are responsible for the correct performance and evaluation on their own (2) The referee s decisions are definite. Decisions are subordinate to the tournament management. (3) The players have the right to question a violation unseen by the referee or a false announcement. The referee can revise his decision. They lose this right relating of this stroke with the execution of the next stroke. (4) If a player files a protest against a referee s decision, the referee can consult the tournament management for a prompt decision. (5) In case of doubt the referee has to decide in favour of the player Moving the Balls (1) Just the referee is allowed to clean or to relocate the balls. For relocating balls a positioner should be used. (2) It is not allowed to touch the balls with the naked hand. (3) It is recommended to use a position marker when removing the balls. page 11 of 19

12 7. ADDITIONAL DEFINITIONS 7.1. Stroke (1) A stroke begins when the leather tip of the cue touches the cue ball during a forward move of the cue. (2) The Massé is also a legal stroke in addition to 5.1 (1). (3) A stroke is finished, when all balls are resting completely and all pins stand on their marks. (4) A stroke applies to regular if the player did not misdo during his stroke Inning (1) An inning is the time the player spends at the table. (2) The inning begins when it is the player's turn according to the rules and it ends after the performance of the stroke, as far as the rules determine, that he has not another stroke Definition of the balls (1) The cue ball is the ball the player has to push. It may be the white ball or the marked white respectively the yellow one. (2) The object ball is the opponent s ball that must be hit first for a regular stroke directly or indirectly. It may be the white ball or the marked white respectively the yellow one. (3) The red ball can be called as object ball too. It must not be hit first Out-Jumping Balls (1) A ball is rated as jumped out if a) it stops anywhere but not on rink of the table. b) it touches the table surface and jumps back to the rink of the table. c) it is directed back to the rink of the table by any object (e.g. the lamp, the ceiling, chalk). (2) The fact that the ball jumped out of the table is a mistake and is to avenge respectively Pushing Through / Touching Balls (1) If the cue touches the ball during the stroke visual and / or audible more than once the stroke is incorrect. (2) If the cue ball is touching the object ball, the player can play his ball in the direction of the touching ball/balls. Pushing through is allowed. (3) If the ball is touching the cushion, the player must not push the ball in the direction of this cushion otherwise the stroke is rated as not correct. (4) The player has to solve the problems described in 7.5 (2) and (3) by a stroke via cushion or by a Massé. The touched ball/balls must not move. It is not a mistake if the touched ball moves because losing its stability by the cue ball. (5) If the cue ball lies tight to the object ball but is not touching it, pushing through is allowed. page 12 of 19

13 (6) It is not necessary that the referee announces touching balls. (7) The cue ball is touching the object ball. If the cue ball is played away from the object ball without moving it, the objects ball is not rated as played Jump Shot (1) During a jump shot the cue ball jumps over at least one object ball or pin. (2) It is recognisable by the technical performance and the intention of the stroke that the jump shot was regular or not. (3) A regular jump shot is usually performed as the rear part of the cue will be lifted and the cue ball will be pushed down to the rink of table from where it will jump back Slipping off (1) Slippuing off means that the leather tip slides off the cue ball. This happened mostly if the cue ball is hit peripherally or the leather is not chalked enough. (2) Slipping off goes along with a clicking sound normally. This is recognisable by a bare spot at the leather tip mostly. (3) It is possible that the cue ball is touched with the ferrule during slipping off. This is to assess as a mistake only if such a contact was recognised clearly. In this case it was an incorrect stroke. (4) If the leather tip strikes the cloth and the cue ball at the same time so that the ball lifts off the stroke is treated as slipping off. 8. MISTAKES 8.1. Player s Mistakes (1) Mistakes caused fault points, which will be added to the opponent s score. If there are achieved positive points with the stroke as well, the sum of points and fault points will added to the opponents score. Multiple mistakes have to assessed as one mistake. (2) A mistake finishes an inning. If the first stroke results with positive points they are scored to the player. (3) It is important to differentiate between a correct and an incorrect stroke: a) The correct stroke is defined at point 4. b) All strokes, which do not correspond with the definition of a correct stroke, are incorrect Mistakes During a Correct Stroke Mistakes because of a correct stroke will be penalised by crediting the points to the opponent player. The inning finishes as well Mistakes During an Incorrect Stroke Mistakes because of a correct stroke will be penalised by crediting the points to the opponent player. The inning finishes and the opponent player can decide (1) if he wants to go on with the ball s position or page 13 of 19

14 (2) if he uses advantage position: The red and the object ball should be put to their spots and the cue ball should be put into the advantage area. In this case, the player can decide, in which place of the advantage area the cue ball has to be positioned. At the advantage stroke (resulting from an incorrect stroke of the opposing player), only the following implementations are allowed: a) The object ball is hit via cushion. b) At a direct stroke to the object ball, the object ball has to hit 2 cushions before throwing pins. Exceptional cases are described in (19) and (20) (out-jumping balls). In these cases the the player must not decide about using advantage position or not, indeed he has to use advantage position (see (2)). The following mistakes will be avenged like described (1) if the balls do not lie on their spots at the beginning of the match respectively in other determined cases (2) if the opponent s ball is struck not or after pins fall (3) if the cue ball was pushed to the pins directly without hitting a cushion (cue ball - object ball - pins) (4) if the red ball was struck first (5) if the player uses the wrong ball as a cue ball (6) if the stroke was performed with another part of the cue as the leather tip (7) if the cue ball was touched with the leather tip more than once (see 7.5) (8) if the stroke was performed directly to the ball touching the cushion (see 7.5 (3)) (pushing through) (9) if the player left the foot zone particularly or completely with the foot/feet touching the floor during a stroke, meanwhile he has to stand in the foot zone (10) if a player of a double team insists although his partner stands always in stroke position (see 5.9 (3) d)) or if the team changes faulty (see 5.9 (3) e)) (11) if no foot is touching the floor during the stroke (12) if a foot touches the playing area of the table (13) if (in preparation for or during the stroke) the player touches one or more balls with another part as the leather tip, a part of his body, or other objects (14) if (in preparation for or during the stroke) the player throws or moves a pin / pins with the cue, a part of his body or with another object (15) if the player touches or replaces balls or pins, e. g. to eliminate contaminations instead of asking the referee for (16) if the stroke was performed before all balls has been stopped (the assessment occurs for the following stroke) (17) if the stroke was performed with illegitimate or incomplete figure of pins (not positioned pins will be assessed too) (18) if pins are thrown by other pins, which have touched the cue ball directly before (19) if one or more balls jumped out of the table (20) if a jumped out ball has been directed back to the rink of the table and hereupon the run and/or the position of balls was changed and/or pins were bowled down page 14 of 19

15 8.2. Mistakes not player-made (1) If pins were thrown on the player, his cue or the referee and fell back into the of table without causing an irregular result, it will be assessed as not happened. If pins were bowled down they are not rated as neither positive nor negative. (2) If the player bumped the table owing special cases and pins fall over or balls are moved without a cue push, it will not be assessed as stroke. In this case the referee puts the balls on their previous position analogously. If not possible, the match will be continued with advantage position. (3) A mistake by a third party, including the referee, with moving balls and/or pins must not charge to the player. In this case the referee puts the balls on their previous position analogously. If not possible, the match will be continued with advantage position Unsportsmanlike Behaviour (1) Every behaviour is sorted as unsportsmanlike (unfairness) that damages billiard sports, directs against the nature of the game, contradicts general rules of etiquette or destroys the sporty and fair course of a match. This includes the following examples: a) wilful playing mistakes b) wilful changing of the position or run of the balls (unlike by a stroke) c) wilful sliding off during the stroke (7.7 (4)) d) distracting the opponent e) playing on after a mistake or a match break f) exercising during a match g) mark the table (6.4) h) delaying the match i) usage of not allowed equipment (2) The referee may react to unsportsmanlike conduct by using the following sanctions in the specified order: a) giving a caution b) booking c) valuing a mistake with as far as 10 fault points d) declaring the loss of a set or a match e) disqualifying a player (from the tournament incl. deprivation of all results and loss of any prize money) Comment: A disqualification should be pronounced only after consultation with the tournament management. 9. FINAL CLAUSES (1) This system of rules worked out in he-form, also applies to she-form, of course. (2) Deputies of the national billiards organisations of Germany, Hungary and Denmark created the rules of EUROKEGEL. (3) This rulebook comes in effect in accordance to the agreement of all participants and can firstly be modified and supplemented only by them. All previous rules lose their page 15 of 19

16 validity. Amendments are possible at the earliest in May 2018, unless changes are required due to the recognition of national or international associations. (4) Further, no mentioned regulations of general billiards sport of international and national organisations are accepted and have validity for EUROKEGEL tournaments. (5) Incidents not anticipated neither in this nor in other accepted systems of rules (9 (4)) including force majeure, will be decided by the tournament management and the host. page 16 of 19
