4 1. CHAMPIONSHIP NAME The association shall be known as The Cicada Sports Staffordshire Club Cricket Championship. The Championship name may be altered by the Executive Committee should circumstances deem it necessary. 2. LEAGUE ADMINISTRATION 2.1 The Executive Committee shall be responsible for the management and running of the Championship and shall report back periodically to the member clubs of the championship through Clubs meetings. 2.2 The Executive Committee shall comprise of the Officers of the Championship and shall be responsible for the day to day activities of the league and meet regularly to do so. 2.3 Other non-voting members can be co-opted onto the Executive Committee as and when required. 2.4 There shall be a number of Clubs meetings with the nominated representatives from each member club. Irrespective of numbers present at such meetings, all decisions will be made on the basis of one vote per club present and will be binding. 2.5 All decisions made by the Executive Committee or at the Clubs meetings, shall be on the basis of a majority vote. In the event of a 50/50 split the Chairman of the meeting shall have the casting vote. 2.6 The Annual General Meeting of the Championship shall be held before 31st March each year; four weeks notice to be given of the meeting. 2.7 Notice of any proposed changes to the Constitution must be in writing and with the Chairman or Secretary at least 21 days before the AGM. 2.8 Any amendments to the Constitution can only take place at an Annual or Extraordinary General Meeting and shall be decided by a majority vote of the member clubs present. In the event of a 50/50 split the Chairman of the meeting shall have the casting vote. 2.9 An Extraordinary General Meeting of the Championship can be called provided at least 25% of the member clubs subscribe to this request and notice is given in writing to the Chairman or Secretary. Any such meeting shall be held within 28 days of the written request The minutes of all meetings shall be recorded and presented at the next meeting Any club not attending Clubs, Extraordinary or Annual General meetings shall be deemed to be in breach of Championship rules and shall be dealt with as follows:- a) First Offence: Fine. b) Second Offence: Fine. c) Third Offence: Fine plus disciplinary meeting The SCCC agrees to adhere to the ECB Child Protection Policy, Safe Hands, a copy of which can be found at Clubs are responsible for the safe keeping of any trophies presented to them or their members. These trophies must be returned at the Clubs end of season meeting in September. Should a trophy not be returned at this time an administrative fee of 25 per trophy will be charged to the CLUB. Should a trophy be lost the full cost of replacement will be charged to the CLUB. Any club failing to pay these costs will NOT BE CREDITED WITH ANY POINTS WHILST THE DEBT REMAINS 6

5 UNPAID AND THESE POINTS WILL NOT BE REINSTATED. (See 6.5) 3. OFFICERS The Executive shall consist of: President, Chairman, Vice-Chairman, Secretary, Treasurer, Administrator (Results, Registration, Website), Fixture Secretary, Manager of Representative Team, Disciplinary Chairman, Audit & Facilities Officer, Umpires Panel Representative, and Welfare Officer. 4. MEMBERSHIP 4.1 The founder members of the Championship are: Brewood CC Cannock CC Fordhouses CC Milford Hall CC Rugeley CC Stafford CC Wightwick CC Wombourne CC 4.2 Membership of the championship shall be by invitation only and the Executive Committee or its representative shall vet any club being considered. A Club seeking membership of SCCC will be asked to show, as a minimum:- a) a copy of its constitution b) copies of the minutes of its last two AGM s c) a full set of audited accounts. Should any club not fulfil the requirements of the Executive Committee with regard to administration, facilities, playing standards and general suitability, the invitation to join may be withheld. 6 5. CLUB STANDARDS AND PROMOTION (See current Club Standards Document on SCCC website) 5.1 Promotion within the SCCC will only be confirmed if all mandatory (M) items, for the higher division, as listed in the Club Standards Document, are in place by the end of the season in which promotion is achieved. Any club, whose current facilities would debar them from promotion to a higher division, will be notified and made aware of the deficiencies and the improvements required to be eligible for promotion. 5.2 Correspondingly, all clubs must maintain the mandatory requirements (including Clubmark re-accreditation in Premier Division) of their respective divisions or they will be relegated and replaced by the highest ranking club in the league which has these requirements. 5.3 Clubs relegated from the BDPCL to the SCCC without Clubmark accreditation will be placed in the highest division of the SCCC which permits clubs to play without Clubmark. 5.4 Clubs are advised to read the current Club Standards Document to establish the prevailing standards of the league into which they may be promoted. In all cases, the Executive Committee reserves the right to determine the divisions in which clubs will play. 5.5 Where the standards of an established club fail to meet or decline to a level below that expected of the Championship then they will be expelled from the Championship. In such cases this must be the wish of at least 75% of clubs present at the designated meeting. 5.6 Clubs who are likely to be promoted to the BDPCL should check with the General Manager of that league that their Club Standards meet the prevailing requirements of the BDPCL 6. SUBSCRIPTIONS and PAYMENTS 6.1 An annual subscription shall be paid by each member club to the SCCC Treasurer at or before the ball distribution meeting to defray all necessary expenses incurred in the running of the Championship. The level of subscription shall be determined at each Annual General Meeting prior to the start of each playing season. Additional levies may be applied at the discretion of the Executive Committee. Any club not paying their subscription before the first match may be subject to a surcharge as determined by the Executive. IN ADDITION, clubs who have not paid by that date will NOT BE CREDITED WITH ANY POINTS WHILST THE SUBSCRIPTION REMAINS UNPAID AND THESE POINTS WILL NOT BE REINSTATED. 6.2 Clubs must affiliate to the Staffordshire Cricket Board and this will be part of the annual subscription paid to the Treasurer. 6.3 In addition, the annual subscription will include the cost of two tickets to the SCCC Presentation Evening. 6.4 All payments for league balls must also be made at or before the meeting designated for ball distribution in the Handbook. Any club in breach of this will NOT BE CREDITED WITH ANY POINTS WHILST THE DEBT REMAINS UNPAID AND THESE POINTS WILL NOT BE REINSTATED. 8

7 6.5 Any debts left over from the previous season must be paid at or before the meeting designated for ball distribution in the Handbook. Any club in breach of this will NOT BE CREDITED WITH ANY POINTS WHILST THE DEBT REMAINS UNPAID AND THESE POINTS WILL NOT BE REINSTATED. 6.6 A charge of will be made for any Match Result Book replacement. 7. HONORARY MEMBERS Honorary life members and Vice Presidents can be elected by the Executive committee but shall not be entitled to vote. 8. CHAMPIONSHIP RULES - GENERAL 8.1 The Championship shall be organised at playing levels and in divisions as determined by the Executive Committee. 8.2 All games shall be played according to the Laws of Cricket as passed and amended by the ECB and according to the Spirit of Cricket. Additional rules shall be agreed by a majority vote of member clubs at an Annual or Extraordinary General Meeting. (See for modifications) 8.3 Any club, player or official found to be in breach of Championship rules shall be dealt with by the Disciplinary Committee who shall have the power to suspend, fine, deduct points and impose any penalty it thinks is necessary. In all cases clubs, officials or players shall be notified of any charge relating to a breach of Championship rules in order that they may respond accordingly. (See Section 10) 8.4 The winner of the Championship in any one season shall be the team which has accumulated the most points in its respective division. If in any division, there are two or more teams with the same number of points then the following criteria, in order, shall apply:- a) The Club gaining the largest number of points in each Division each season shall be the Champion Club. b) In the event of two clubs having the same number of points, precedence will be given to the club with the greatest number of wins achieved in that season. c) Should that number be identical, precedence shall be given to the Club with the greatest number of wins batting first achieved in that season. d) Should that number be identical, precedence shall be given to the Club who scored the greater number of points in the League match (or matches) between the two clubs in that season. e) If, however, this fails to separate the teams then the Championship or Divisional title shall be shared. 8.5 Promotion and relegation between divisions is not automatic as the requirements of Section 5 and the Club Standards Document will always apply. 8.6 In the event of a game being cancelled or postponed for other than normally accepted reasons, the Executive Committee shall have the power to decide on any replay. 8.7 When a match is cancelled, not as a result of weather conditions, but lack of players, the opposition to the offending team shall be awarded maximum points and the offending team may have points deducted 9

8 from all of its teams as decided by the Executive Committee. The offending team must inform both the Administrator and the club it should have played. 8.8 An AWAY TEAM conceding a game after 10:00PM of the WEDNESDAY night prior to the game will reimburse the HOME TEAM with a fixed penalty fine of 100 ( 50 in Division 5). The HOME team can claim the penalty and should send the claim to the SCCC Treasurer. The Treasurer, in turn, will pay the home team and inform the away team of the debt which should be paid back to the SCCC within 14 days of notification. (See 8.9 below) A HOME TEAM conceding a game after 10:00PM of the WEDNESDAY night prior to the game will reimburse the AWAY TEAM with a fixed penalty fine of The AWAY team can claim the penalty and should send the claim to the SCCC Treasurer. The Treasurer, in turn, will pay the away team and inform the home team of the debt which should be paid back to the SCCC within 14 days of notification. (See 8.9 below) 8.9 Should the debt remain outstanding after 14 days, the offending club WILL NOT BE CREDITED WITH ANY POINTS WHILST THE DEBT REMAINS UNPAID AND THESE POINTS WILL NOT BE REINSTATED Any TEAM which cancels a total of 3 MATCHES not as a result of adverse weather conditions but for other reasons may be expelled from the league and its record expunged The cost of teas to Away teams in the 2015 season will be and this contribution will be paid to the Home team by the Away team. Clubs are reminded that this does not constitute the full expenditure on teas. As a matter of courtesy, the Away team and Umpires should be invited to take tea first. Any complaints about the provision of tea should be made, ON THE DAY, to the Home captain who should make every effort to resolve the dispute In the event of a club playing a 1st XI match on a Saturday and a 2nd XI match the next day, players playing in the first eleven on the Saturday shall not be included in the second eleven the next day In the event of a club only being able to field one side on a given day the First Eleven fixture must be honoured with the exception of special circumstances where the first eleven is playing in a National Competition. Where clubs field more than two teams, the players available must be selected to constitute teams in rank order, i.e. 1st, 2nd, 3rd, etc for example a club must not concede a 2nd XI game and play the scheduled 3rd XI fixture. Clubs contravening this rule will automatically forfeit maximum points to the opposition and be liable to points deductions from all of its teams The Executive must approve any Press Article other than match results or team and player performance reports The executive is empowered to take punitive action against any club or individual member of a club who makes derogatory or disparaging media statements or comments regarding other clubs, umpires or the league. If the case is found proven clubs and/or individuals will be found guilty of bringing the game into disrepute and will be liable to points deductions and/or suspension and/or financial penalty as the 10

9 Disciplinary Committee sees fit. If the statements are on an official club website the club itself will be held responsible and subject to an automatic minimum deduction of 20 points from each of its teams in the SCCC. In this instance media shall include press, radio, television, social networking sites, club or any internet websites and club match programmes All clubs playing in the SCCC must have in place, for the duration of the up-coming playing season as a minimum, a Public Liability Insurance Policy. The Policy must include member to member liability and indemnify the actions of bona fide members for their actions and decisions including whilst they are acting as Umpires. The level of cover is at the discretion of each club but in line with ECB guidelines there needs to be a minimum of 5m employer s and public liability insurance in place. The executive committee is not liable for any claims made where a club has not insured itself properly. The Executive has the right to ask any member club for a copy of its insurance policy at any time and any club found in breach of this will automatically be suspended from the SCCC as it will not be able to stage matches Young Players (see 17 Appendices 1, 2 and 3) Young Players Bowling (see Appendix 1) The ECB Fast Bowling Match Directives for players under 19 must be observed. It is the Captain s responsibility to complete the team sheet / match sheet correctly. The full ECB statement appears in Appendix 1. N.B. Age groups are determined by the player s age on 31 st August of the preceding year. Young players Helmets (see Appendix 2) It is mandatory for players under the age of 18 on the day of the match to wear helmets when batting and helmets when keeping wicket and standing up to the stumps. NB: Face protectors will not be acceptable as an alternative to helmets.(see Appendix 2) Coaches, Manager, Captains and Umpires shall always ensure that a young player wears a helmet under these circumstances. Young players must field at the appropriate distance from the bat, for the age group, as laid down by the ECB. When they go out to bat, players under the age of 18 on the day of the match must inform the umpires and the fielding captain that they are under age Registration of all club umpires Any Club wishing to use an Official Club Umpire in Divisions where there is no Panel Umpire present must register this umpire with the League through the Administrator. This Umpire can only officiate once he has been approved by the Executive and his name appears on the League Web Site. This umpire shall now stand at one end throughout the match unless invited to do both ends by the opposing captain. The Executive reserves the right to monitor the performance of all umpires and to cancel registration Umpires Appointments. These will be made in four blocks, three of six weeks and one of four weeks. Umpires will be sent each block by firstclass post. Clubs are responsible for downloading their own from the league web-site. 11

10 8.20 Time of Arrival. Panel Umpires should arrive 45 minutes prior to the start time of the game Clubs in the Premier Division are reminded that, as laid out in the Club Standards Document, they must provide a non-playing scorer. Umpires are instructed to report teams without a scorer on the Umpires Match Report. If any club in the Premier Division fails to provide a nonplaying scorer for the THIRD time in a season, it will be deducted 9 points (i.e. 3 points for each default). 9. REGISTRATION OF PLAYERS 9.1 ALL players in ALL divisions must be registered with the SCCC via the play-cricket.com website prior to the start of the season and each player can only be registered to one club at any given time. Further registrations may be made during the course of the season up to 30th June. Registration of all players will take place in accordance with ECB guidelines at a time designated by The Executive Committee. 9.2 Emergency registrations can be signed by Panel umpires / Opposition captains on the official Match/ Team sheet prior to the start of the game, but formal registration via play-cricket.com must take place before the following Saturday. Failure to comply will result in disciplinary action as laid out in Section 10. Emergency registrations can only be made up to 30th June in Divisions Premier, Premier A and 1 but throughout the season in Divisions 2, 3, 4 and 5 subject to ratification by the Administrator. Any player so registered after 30th June will only be eligible to play below Division Transfers: Any player wishing to transfer from one club to another within the same season must have his transfer ratified by the Administrator BEFORE playing for his new club. Any requests for transfer must be made in writing on the official Transfer Form to the Administrator: telephone requests will not be accepted. The deadline for transfers shall be 30th June for players to be eligible to play in Divisions Premier, Premier A, and 1. Players transferred after 30th June will only be eligible to play below Division 1. All transfers are subject to ratification by the Administrator BEFORE the player is allowed to play. 9.4 Clubs are not permitted to play established ECB Premier League (e.g. BDPCL) players in the SCCC prior to the start of the ECB Premier League season. Team sheets will be monitored for four weeks from the commencement of the premier league season and if it is found that an established Premier League player has played in the SCCC prior to the start of the premier league season, the SCCC Executive reserves the right, subject to appeal, to award the match to the opposing team and to take any other action it deems reasonable under Section Each club shall have the choice of playing one only of the following who shall be registered with the Administrator with relevant documentation, 14 DAYS BEFORE THE SEASON STARTS (See current Registration Guidelines on the SCCC website):- an overseas player see 9.6 below OR a player under the age of 40 who has played 1st class cricket in the past 10 years 9.6 Each club will be permitted to register and play one Category 3 Overseas player in any one season and that player must be registered 14 DAYS BEFORE the start of the season. The player`s eligibility must 12

11 be confirmed by the Administrator before playing in the SCCC. (See current Registration Guidelines on the SCCC website). 9.7 Overseas and 1st class players (see 9.5) are not permitted to play outside Divisions Premier and No replacement of an Overseas player will be allowed once the original has been registered. 9.9 Any club which has a doubt about the eligibility of a player should contact the Administrator Any club who, in the opinion of the executive, is in breach of registration rules shall be dealt with in accordance with Section 10. As a general rule, the following will apply:- a) The offending team shall lose all the points gained in the match in which it has played unregistered players b) The offending team shall be further penalised by the deduction of 5 points for every unregistered player used in the same match c) The Administrator will monitor future matches and the same penalties will apply. 10. CODE OF CONDUCT 10.1 PREAMBLE The SCCC does not set out to impose disciplinary action but to encourage cricket to be played within the Laws and the Spirit of Cricket and to meet the standards expected in the game. The code is about the prevention of poor behaviour, attitudes and conduct. Having set high standards, those transgressing will be dealt with firmly. The good of the SCCC, its players, teams and cricket will be served by eradication of misconduct Membership of the SCCC will denote acceptance of this Disciplinary Code and agreement to be bound at all times by its terms and decisions made by the Disciplinary and/ or Executive Committee The Executive of the SCCC believes categorically that clubs and not the league are responsible for the behaviour of their players and should be required to discipline them if necessary. Any club which fails to follow the procedures laid out in this document and to take all reasonable steps to ensure the proper conduct of its players, officials, members and spectators in all matters for which the club or its committee is responsible, or acts in any way which is prejudicial or detrimental to the interests or reputation of the League, is deemed to have breached this Code of Conduct. (See and ) The Laws of cricket state firmly that captains are responsible at all times for ensuring that play is conducted within the Spirit of Cricket as well as within the Laws. As a consequence, a captain may be charged with failing to control his team if one of his players is reported. (See and ) For the purposes of this code, the expression player shall throughout this document be deemed to mean and include not only any player, whether professional or otherwise, but also any member, official or spectator of any club in any incident of alleged misconduct occurring on any part of a cricket ground or building and not merely on the field of play. 13

12 10.2 PROCEDURE: COMPLAINTS FROM PANEL UMPIRES Breaches of the Code (See 10.3) Level 1 will normally be dealt with by umpires. At the time of the breach, the umpire will caution the player as to his conduct and advise him and his captain that it is a first and final warning. On any further breach the umpire will warn the player as to his conduct and advise him and his captain that a report will be submitted. This information should be recorded on the Umpires Match Report Level 2 depending on the circumstances, the umpire may decide at the time of the breach not to give a first and final warning but immediately warn the player as to his conduct and advise him and his captain that a report will be submitted. This information should be recorded on the Umpires Match Report. Level 3 & 4 depending on the circumstances, the umpire may decide at the time of the breach not to give a first and final warning but immediately warn the player as to his conduct and advise him and his captain that a report will be submitted.. This information should be recorded on the Umpires Match Report. Level 3 & 4 breaches will be dealt with at a disciplinary hearing. Sledging In addition to the breaches above, in the event that one or both panel umpires witness or have strong reasons to suspect that something may have been said that could be regarded as sledging, (Obvious examples of this include a bowler following through right up to a batsman or a wicketkeeper or close fielder coming very close to a batsman and appearing to make remarks that the batsman reacts to) they should follow this procedure:- Umpires consult and call over the fielding Captain. Inform the Captain that you have a suspicion of abusive sledging and that if you think it happens again, both the guilty player and the Captain will be reported. Ask Captain to inform immediately his team that this warning remains in place throughout the innings Failure by the Umpires to comply with the above procedure will not affect the legitimacy of the complaint All complaints must be made to the Disciplinary Chairman of the SCCC or, in his absence, the Administrator i) via the Umpires Match Report ii) by telephone on the day following the incident and iii) confirmed in writing (preferably ) by the Wednesday following, using the standard Umpires Report Form (on SCCC website) The Disciplinary Chairman or his nominated deputy shall, as soon as reasonably practicable, inform the Secretary or Representative of the club against whom the umpire s complaint has been made. It is intended that any breach of the Code of Conduct shall in the first instance be dealt with by the player s club who shall notify the player(s) and the Disciplinary Chairman within 48 hours of any action taken. Clubs should use section 10.3 (Breaches of Discipline) and section 10.4 (Penalties) as guides as to what action to take. The action shall automatically as a minimum, be a two match ban for Level 1 breaches and a three match ban for Level 2 14

13 breaches, to be effective immediately. Clubs may go beyond these penalties as outlined in On receipt of the action taken by the club the Disciplinary Chairman will: a) Endorse any action taken by the club and confirm that no further action is required. b) Increase the penalty imposed by the club s action. c) Refer the matter to a full Disciplinary Hearing if the club has failed to deal adequately with the complaint On receipt of a Disciplinary Chairman s decision, players who were the subject of the complaint have the right to a Hearing before the Disciplinary Committee. (See ) N.B. Hearings will only be allowed against an automatic ban instigated for Level 1 or 2 offences on the grounds of mistaken identity or misrepresentation Where a charge against a player is referred to a Disciplinary Hearing because his club has failed to take adequate disciplinary action, his captain and club may be charged separately at the Hearing under their responsibilities as set out in the Preamble above (See also 10.3 and 10.4) Disciplinary Hearing:- 1. The Disciplinary Chairman will notify all parties of the date of the hearing. Non-attendance will not stop the hearing taking place and, where appropriate, further disciplinary action being taken. Players or clubs who do not attend the hearing have no right of appeal. 2. The Hearing is conducted by at least three persons appointed by the Chairman of the League Disciplinary Committee. Noone connected with the individual or the club, or their opponents, or a club which might directly benefit from any disciplinary action (e.g. by the deduction of points), should be a member of the Hearing 3. The accused player should be notified of the offence(s) alleged against him and the time and location of the hearing. The notification should be in writing, include all relevant documentation and give at least seven days notice. 4. The accused player is entitled to be supported by a colleague. There is no right to legal representation but the Hearing would normally permit the accused player to be legally represented. However, the attendance or otherwise of the legal representative should not be used as a delaying tactic. 5. If the complaint has been made by the umpires, they should be available to give evidence at the hearing. 6. Witnesses should not be present in the room at the outset but should be called in individually to give their evidence at the appropriate time. (Ideally, a separate waiting area should be provided for each party). 7. The Chairman should open the hearing and introduce all the parties. He should then briefly outline the procedure to be followed. 8. The charges against the accused player should be specified. 15

14 9. Witnesses should be called individually and asked to give their evidence. The Hearing may question the witnesses. The accused player may question the witnesses. 10. The accused player should be asked to give his account and may call witnesses. The Hearing may question the witnesses. Once the witnesses have given their evidence and answered any questions, they should either leave the room or, with the permission of the Chairman, they may remain but should take no further part in the hearing. 11. The Hearing may question the accused player. The accused player should be asked to give any mitigation which might affect the Hearing s penalty (see ). 12. The Hearing should deliberate in private. Its standard of proof shall be on the balance of probabilities rather than the criminal standard of beyond reasonable doubt. The Hearing s decision should be by majority vote; where necessary the Hearing Chairman shall have a casting vote. 13. The accused player should be called back in and given the decision as to whether the case is proved and what penalty has been imposed. (See 10.4). 14. The accused player should be made aware of the Appeals Process, particularly the time within which an appeal should be lodged. (See10.2.9) 15. The decision of the Hearing and the penalty should be communicated to the accused player and his club in writing within 7 days. 16. Where an individual behaves inappropriately or fails to respect the formality of a Disciplinary Hearing, the Disciplinary Committee assumes the right to impose further corrective actions or penalties as it sees fit at any time during or after the hearing. For procedural purposes these misdemeanours will be regarded as dissent Appeals Process:- 1. Notice of appeal against the decision of the Hearing is to be given in writing to the Disciplinary Chairman of the League within 7 days of the decision of the Hearing together with 75 cheque payable to SCCC to cover administrative costs. The notice of appeal should record the decision or part of the decision against which the appeal is made and the grounds and basis of the appeal. 2. Any penalty imposed by the Disciplinary Committee should not take effect until the appeal has been heard. 3. The appeal must be heard by a different group from those who sat on the original Hearing. The Appeal Panel must consist of not less than three people, none of whom should be connected with the player or the club or their opponents, or a club which might directly benefit from any disciplinary action (e.g. by the deduction of points). 4. An appeal against the verdict should take the form of a complete re-hearing. The accused player shall have the same rights of attendance and representation and the ability to call witnesses as they did at the first hearing. 16

15 5. At an appeal against the sentence, the accused player shall have the same rights of attendance and representation as they did at the first hearing. 6. Decisions of the Appeal Panel shall be by majority vote with the Chairman having a casting vote where necessary. The decision of the Appeal Panel is final and binding. 7. The Appeal Panel can confirm the Disciplinary Panel s decision, vary it or reverse it. It has the power to increase the penalty and award costs. 8. The decision of the Appeal Panel and its penalty should be communicated to the accused player and his club in writing within 7 days PROCEDURE: COMPLAINTS FROM PERSONS OTHER THAN PANEL UMPIRES: If panel umpires are present, the complainant should inform the umpires who should inform the captain or another official of the club involved of the intention to report the incident. If there are no panel umpires present, complainants should follow the procedures outlined in the next section. ( ) All complaints must be made to the Disciplinary Chairman of the SCCC or, in his absence, the Administrator by telephone on the day following the incident and confirmed in writing (preferably by ) by the Wednesday following The Disciplinary Chairman or his nominated deputy shall, as soon as reasonably practicable, inform the Secretary or Representative of the club against whom the complaint has been made. It is intended that any breach of the Code of Conduct shall in the first instance be dealt with by the club who shall notify the Disciplinary Chairman within 48 hours of any action taken. Clubs should use section 10.3 (Breaches of Discipline) and section 10.4 (Penalties) as guides as to what action to take On receipt of the action taken by the club the Disciplinary Chairman will: a) Endorse any action taken by the club and confirm that no further action is required. b) Increase the penalty imposed by the club s action. c) Refer the matter for a full Disciplinary Hearing if the club has failed to deal adequately with the complaint On receipt of a Disciplinary Chairman s decision, players who were the subject of the complaint have the right to a Hearing before the Disciplinary Committee. (See ) Where a charge against a player is referred to a Disciplinary Hearing because his club has failed to take adequate disciplinary action, his captain and club may be charged separately at the Hearing under their responsibilities as set out in the Preamble above (See also 10.3 and 10.4) Failure by the Umpires or complainants to comply with procedure will not affect the legitimacy of the complaint BREACHES OF DISCIPLINE Player(s) misconduct, whether on or off the field of play, 17

16 amounting to a breach of the Laws of Cricket and/or the Spirit of Cricket has been categorised into 4 levels which are set out below. This list cannot be considered exhaustive. Level 1 a) time wasting by either the fielding side or the batting side b) abuse of the cricket ground, equipment or fixtures c) showing dissent at an umpire s decision by word or action d) using language that is obscene, offensive or insulting and/or making of an obscene gesture e) excessive appealing Level 2 a) showing serious dissent at an umpire s decision by word or action b) inappropriate and deliberate physical contact between players in the course of play c) charging or advancing towards an umpire in an aggressive manner when appealing d) deliberate and malicious distraction or obstruction on the field of play, regardless as to whether such conduct is deemed to be fair under Law 42.5 e) throwing the ball at or near a player, umpire or official in an inappropriate and dangerous manner. f) using language or gesture that is obscene or of a serious insulting nature to another player, umpire, team official or spectator g) changing the condition of the ball other than as permitted by Law 42.3 h) the bowling of fast short pitched balls that result in the bowler being disallowed from bowling further in that innings i) causing avoidable damage to the pitch contrary to Laws and/or that results in a five run penalty being awarded Level 3 a) intimidating an umpire b) threatening to assault another player, team official or spectator c) using language or gesture that offend, insult, humiliate, intimidate, threaten, disparage or vilify another person on the basis of that person s race, religion, sexual orientation, colour, descent or national or ethnic origin d) the deliberate bowling of any high full-pitched ball contrary to Law 42.8 Level 4 a) threatening an umpire b) physical assault of another player, umpire, referee, official or spectator c) any act of violence on the field of play d) using language or gesture that seriously offend, insult, humiliate, intimidate, threaten, disparage or vilify another person on the basis of that person s religion, sexual orientation, colour, descent or national or ethnic origin. 18

17 Captains may be charged with failing to control their team if one or more players is/are reported. The penalties for captains are described in The Executive of the SCCC also recognises that clubs may be accused of misconduct (e.g. failure to control or discipline its players, playing ineligible players, failure to follow league guidelines etc.) Such breaches will be dealt with by the Disciplinary Committee according to the procedure laid out in The penalties for clubs are described in PENALTIES The following is a GUIDE to the penalties recommended for players at each level of breaches Level 1 Suspension for 2 to 6 matches Level 2 Suspension for 3 to 8 match Level 3 Suspension for 4 to 10 matches Level 4 Suspension for a minimum of 10 matches If at a hearing a breach of the Code of Conduct is proved, the Disciplinary Panel shall have the power to impose one or more of the following penalties:- In the case of a player:- To require the player to submit appropriate letter(s) of apology within a specified time To record a reprimand and to give a warning as to future conduct To suspend the player for a stated period of time To deduct League points from the player s team To expel the player from the SCCC In the case of a captain failing to control his players:- To record a reprimand and to give a warning as to future conduct To suspend the player for a stated period of time To deduct League points from the captain s team The Disciplinary Committee/Appeals Panel will take the following into account when considering the penalty to impose on players and captains:- If the player has pleaded guilty The player s previous discipline record The conduct of the player subsequent to him being warned and told that he will be reported In the case of a club:- To require the club to submit appropriate letter(s) of apology within a specified time To record a reprimand and to give a warning as to future conduct To impose a fine To deduct League points from ALL the club s teams in the SCCC To expel the club from any competition of the SCCC To relegate to any lower division of the SCCC To expel the club from the SCCC Any penalty imposed upon a player or club shall also apply in all member leagues of the ECB. Clubs must advise their players that any player suspended may have the information shared with other Leagues. The details are to include the player s name, club, the nature of the offence, the sentence and the dates of any suspension. 19

18 11. PLAYING REGULATIONS and POINTS SYSTEMS 11.1 All games shall be played on the basis of a result comprising: A Win A Draw A Tie 11.2 Cricket Balls. The following shall apply: Divisions Premier, Premier A, 1 and 2:- In the above Divisions, all games shall commence with a new ball per innings, with EACH TEAM providing a new ball as specified by the league Divisions 3, 4 and 5:- A ball shall be provided and presented at the toss up by EACH TEAM for use by that team, which can be a new or polished ball of league specification The HOME TEAM shall also provide and present at the toss up two polished balls of league specification to be used as spares in the event of lost balls. Further spare balls used must be agreed by both umpires using the best one of those available THE MATCH Start times for 2015 matches will be: 18 April to 15 August 1.00 pm 22 August to 12 September pm All matches in Divisions Premier, Premier A, 1 and 2 must be played on natural grass wickets. Should the match be cancelled because the prepared wicket is unfit for play, the match cannot be switched to an artificial wicket Teams must be ready to toss up for innings at least 15 minutes before the scheduled starting time. In the event of a team not being able to comply, it shall be MANDATORY that the toss is forfeit to the opposing side A team shall be considered not ready to commence play unless at least seven players in the team are ready to take part in the match 15 minutes before the scheduled start of play. When there are seven players present, the game must commence with the appropriate re-calculation of overs and with the toss forfeit as stated in If a team still has fewer than 7 players 30 minutes after the scheduled start for the match, unless there is agreement between captains (and umpires where present) that there are genuine reasons for the players` delay, the game shall be conceded by the offending team and the matter subject to a disciplinary hearing. The offending team will, automatically, be liable for the cost of both umpires` full fees, tea costs and ground hire charges, if appropriate Late starts for other than weather shall be reported to the Executive Committee who may penalise the offending team at its discretion Matches shall be limited to 100 (90 in Division 5) overs with the proviso that the side batting first shall receive not more than 50 (45) overs. If the side batting first bat for less than 50 (45) overs, either by declaration or dismissal, the number of overs less than 50 (45) must be taken by the team batting second, 20

19 provided the total number of 100 (90) overs is not exceeded. (In the case of any odd balls bowled these shall constitute a completed over) a No bowler may bowl more than 15 overs in a 100 over match and no more than 13 in a 90 over match. This limit shall remain the same even in a match reduced in overs A tea interval of 30 minutes shall be taken between innings unless otherwise agreed by the captains. In the event of tea not being taken between innings then a maximum of 10 minutes is allowed between innings /11 DELAYED OR INTERRUPTED STARTS a. In the event of bad weather causing a delayed start or an interruption, the total overs in the match shall be reduced by one for every 3 minutes & 30 seconds (or part thereof) of time lost. Guidance in the form of table and data is printed in Section 16. OVERS CHARTS b. Where the start of a match is delayed, due to inclement weather, the number of overs available to each side shall be equal. This shall be calculated from the overs chart on a basis of one over per 3minutes & 30 seconds of playing time assuming a TOTAL MATCH TIME of 6hours and 30 minutes (6 playing hours plus a 30 minute tea interval). If subsequent interruptions mean that there is insufficient time for the team batting second to receive a minimum of 20 overs, either captain, at his request, may be given the opportunity to play to secure a win. Should a win not be secured, the match shall be deemed to be abandoned. c. No game may start unless a minimum of 40 overs (20 overs each side) is possible based on a count back of 3 minutes & 30seconds per over from the assumed finishing time (6 hours and 30 minutes after the scheduled start time). For example: a scheduled 1pm start time would give a finishing time of 7.30 pm so that the latest possible start time would be 5pm assuming that tea had already been taken.(40 overs x 3.5 = 140 minutes plus 10 minutes between innings = 150 minutes to be deducted from 7.30 pm = 5pm) d. Where a match is interrupted, due to inclement weather, during the innings of the side batting first, they shall still be entitled to their full allocation of overs, agreed at the start of the game. The calculation for overs remaining shall be taken from the chart and will be proportional to the time left. e. Once the first innings is completed, the overs allocated to the team batting second, and the time allowed to bowl them, shall be calculated using the chart. This is subject to a maximum of 50(45) overs or less if the team batting first were allocated less. Exceptions to this would be in the event of a first innings declaration or an innings completion in less than the allocated number of overs. Once the calculation has been made, the allocation shall be treated as a maximum, which shall not be exceeded even if time would allow. 21

20 f. When the first innings has been completed, in less than the scheduled time allowed, and the second innings is suspended, due to poor weather or bad light, time saved from the first innings should be taken into account. In this instance, when play is suspended in the second innings, there will be no reduction of playing time until the expiration of the saved time from the first innings, e.g. if 15 minutes were saved in the first innings, there will be no overs reduction, in the second innings, until 15 minutes have expired. g. If play is suspended, in the second innings, and time has been saved, in the second innings, the cut-off time remains the same as it was, when agreed by the Umpires/Captains at the tea interval. h. If play is suspended during an over, then when the remaining number of overs is calculated before a resumption of play, any balls not bowled in the incomplete over shall be added to the new number of overs. i. In all recalculations, the Umpires/Captains may adjust the targeted finishing time, which may include extending the deadline beyond the total match time of 6 hours if the time has been lost for reasons other than ground, weather and light. j. In their calculations, the Umpires/Captains shall aggregate all interruptions for bad weather and shall count all fractions of overs as completed overs. If it, subsequently, transpires that the target has been miscalculated, the original target will stand. k. If the first innings is interrupted for any reason, and time is lost, a target for a winning draw must be agreed by Umpires/ Captains before the second innings may commence. If it, subsequently, transpires that the target has been miscalculated, the original target will stand. l. If the second innings is interrupted, for any reason, play may not recommence until a revised target for a winning draw has been agreed between the Umpires/Captains OVER RATES: Both fielding sides are required to complete 50 (45) overs within 3 hours playing time. The minimum over rate to be achieved by both sides will be 17 (15) overs per hour PROVIDING THE INNINGS LASTS FOR 30 OVERS and the following penalty point deduction shall apply if this is not achieved:- 1st Occasion during the season Warning from Administrator 2nd Occasion during the season 3 point deduction 3rd Occasion during the season 6 point deduction 4th Occasion during the season 9 point deduction In the event of further reports, the points deduction will increase: 5 reports = 12 points etc. IN GAMES WITH PANEL UMPIRES, allowances will be made for unavoidable breaks in play which are of duration of 22

21 3 minutes or more and confirmed to the fielding captain and the batsman at the wicket at the time of the delay. Breaks of less than 3 minutes are to be ignored and no allowances made. Batsmen are expected to cross on the field of play at the fall of a wicket.(see Appendix 5 for calculation of rate) Three minutes will be allowed for each drinks interval, plus two minutes for each wicket that falls in an innings, up to and including the fall of the ninth wicket. There will be no allowance for the tenth wicket that falls, in either innings, or for any wicket taken with the final ball of an innings or immediately before a declaration. (See Appendix 5 for calculation of rate) The captain of the fielding side is solely responsible for his team s over rate. He may check the rate with the Umpires, at any time during the innings, but neither Umpire is obliged to inform him, unless they are requested to do so. Time allowance will not be subject to retrospective negotiation. The Umpires decision will be final and there will be no right of appeal. It is within the Spirit of the Game for the Umpires to advise Captains when they are falling behind the over rate, and, in addition, to advise them at the close of play that they will be notifying the Administrator via the Umpires Match Report if they have failed to maintain an overall rate of 17 overs per hour. Failure by the Umpires to comply with this clause shall not invalidate the deduction of points. IN GAMES WITHOUT PANEL UMPIRES, it is only necessary for captains to enter start and finish times for each innings at the foot of the Match Result sheet In matches where there are no designated panel umpires, matches cannot be cancelled before the official starting time on the day of the match until a pitch inspection has been made and a CONVERSATION agreeing abandonment has taken place between both captains. TEXT MESSAGES WILL NOT SUFFICE. If one of the captains wishes to challenge the decision to abandon, both teams must attend the ground (See 12 and the next THREE paragraphs) In matches where there are designated panel umpires, in the event of sustained rainfall prior to a game, the home club may seek the opinion of a local panel umpire. If he decides that the playing area is not suitable for play, then both captains must agree to abandon the game as outlined in the paragraph above ( ). If one of the captains wishes to challenge the decision of the local umpire, both teams must attend the ground. (See also 12) If matches are abandoned due to ground conditions, as outlined in or , panel umpires must be contacted, BY CONVERSATION NOT TEXT, at least 2 hours before the stipulated start time. Should a panel umpire be informed after this time, the HOME side will pay an attendance allowance of 18 to EACH umpire. 23

22 If no play is possible and both teams and 2 umpires are in attendance, each umpire appointed by the league will receive an attendance fee of 18 per club. In the event of there being only one Panel umpire in attendance he will receive a fee of 18 equally shared between both teams (therefore 9 per club). See also If drinks are taken during the second innings they must be taken at least an hour before the anticipated end of the match. Time taken for drinks will not be included in the 3 hours playing time Rain during a game see /11 and section For Divisions Premier, Premier A, 1 and 2: For each match there shall be an area bounded by two semicircles centred on each middle stump, each with a radius of 30 yards and joined by a parallel line on each side of the pitch. (The accepted convention is to use plastic discs as indicators) At the instant of delivery, a minimum of four fielders (plus the bowler and the wicket-keeper) must be within this area. In the event of an infringement, the striker s end umpire shall call and signal no ball and the score shall be adjusted in accordance with law 24. An extra delivery in that over shall be allowed as a consequence In the event of the striker s end umpire failing to call and signal no ball when fielding circle restrictions have been breached, immediately that the ball becomes dead, the striker may draw the matter to the attention of the umpire. If the striker s end umpire can verify the breach with his colleague, he shall call and signal no ball. If there is no verification, the events of the delivery remain the same Clubs in the Premier Division are reminded that, as laid out in the Club Standards Document, they must provide a non-playing scorer. Umpires are instructed to report teams without a scorer on the Umpires Match Report. If any club in the Premier Division fails to provide a non-playing scorer for the THIRD time in a season, it will be deducted 9 points (i.e. 3 points for each default) Alterations/Modifications to Laws (a) Clarification of Law 24.6: The umpire at the bowler`s end shall call and signal No ball if a ball which he considers to have been delivered, without having previously touched bat or person of the striker, either i) bounces more than TWICE before it reaches the popping crease or ii) rolls along the ground before it reaches the popping crease.) (b) Modification of Law 42.6 Bowling of high full pitched balls: Any high full pitched ball (regardless of its pace) which passes or would have passed over waist height of the striker, standing upright at the crease, shall be called and signalled No ball by the Umpire at the bowler s end. This shall apply in all divisions (c) Crease markings should be expanded to include lines, 17inches (43.18cms) inside either return crease as an aid to umpires in judging whether a wide has been bowled. A diagram showing this is attached as an Appendix 6. This 24

23 requirement is mandatory in Divisions Premier, Premier A and 1 but optional in divisions below POINTS SYSTEM The results of all matches played shall be tabled in League form on the following points basis:- a. for the winning side that wins the toss and elects to field = 20 (no bonus points) b. for the winning side in all other instances = 24 (no bonus points) c. for a tie = 8 each side (plus bonus points). Points for a tie may only be claimed when the side batting second has been dismissed. d. for a loss = 0 (plus bonus points) e. for a winning draw in an uninterrupted match when both sides receive the same number of overs:- = 10 points (plus bonus points) awarded to the side batting first, when the score of the side batting second is less than, or equal to, 80% of the score of the side batting first. = 8 points (plus bonus points) awarded to the side batting first, when the score of the side batting second is more than 80% of the score of the side batting first. f. for a winning draw in an uninterrupted match when both sides do not receive the same number of overs, i.e. when the side batting first has declared:- = 10 points (plus bonus points) awarded to the side batting first, if the score of the side batting second is less than, or equal to 80% of the average runs per over, scored in the first innings. = 8 points (plus bonus points) awarded to the side batting first, if the score of the side batting second is more than 80% of the average runs per over, scored in the first innings. g. for a winning draw in an interrupted match when both sides do not receive the same number of overs, due to an interruption after the match has commenced:- = 10 points (plus bonus points) awarded to the side batting first, if the side batting second fails to score more than 80% of the average runs per over, scored in the first innings, provided that, at least, 20 overs have been bowled in the second innings. = 8 points (plus bonus points) awarded to the side batting first, if the side batting second scores more than 80% of the average runs per over, scored in the first innings, provided that, at least, 20 overs have been bowled in the second innings. = 8 points (plus bonus points) awarded to the side batting second that earns a winning draw, due to a faster run rate. h. for a draw where average run rates per over are equal= 5 each side (plus bonus points) i. for a losing draw = 2 (plus bonus points) 25

24 j. for an abandoned game with some play (at least 10 overs must be completed any fewer is deemed no play ) = 5 each side (plus bonus points) k. for an abandoned game with no play = 3 each side Bonus points will be awarded as follows: Bowling side = 1 point up to a maximum of 4 points awarded at 3, 5, 7 and 9 wickets. Batting side = 1 point up to a maximum of 4 points awarded at 120(120), 160(150), 200(180) and 240(210) runs. l. In reduced over matches:- If a win is not secured, the result shall be based on the side with the higher overall scoring (run) rate. The calculation of run rate in drawn games will be determined on the basis of the number of runs scored divided by the number of legitimate balls bowled. (Number of completed overs x6 plus any legitimate balls in an incomplete over.) Should a team declare, the calculation will be the number of runs scored divided by the number of legitimate balls received. Should a team be bowled out, the calculation will be the number of runs scored divided by the number of balls allocated at the start of the innings. EXAMPLES:- Winning Draw Calculation in a rain affected second innings when a side is bowled out: Side A scores 231 all out from 43.3 overs. However A was bowled out so the runs scored must divided by the number of balls allocated at the start of the match i.e.231 divided by 300 = 0.77 runs per ball. At the resumption of play it is calculated that Side B will receive 30 overs (180 legitimate deliveries):180 x 0.77 run rate = runs (all decimals at this stage to be rounded up to the next whole number), therefore becomes 139 runs. Therefore the Winning Draw total for B becomes 139 runs + 1 run = 140 runs. Should B fail to score at least 112 (80% of 140), A would secure a 10 point winning draw (see Para g above) Should further overs be lost the Winning Draw total must be recalculated. NB 20 overs must be bowled in both innings to constitute a match. Winning Draw Calculation in a rain affected second innings when a side declares: Side A scores 231 for 5 declared from 43 overs. A has received 43x6 balls = 258 balls which gives a run rate of 231 divided by 258 = runs per ball. At the resumption of play it is calculated that Side B will receive 30 overs (180 legitimate deliveries):180 x = runs (all decimals at this stage to be rounded up to the next whole number), therefore becomes 162 runs. Therefore the Winning Draw total for B becomes 162 runs + 1 run = 163 runs. Should B fail to score at least 131 (80% of 163), A would secure a 10 point winning draw (see Para g above) Should further overs be lost the Winning Draw total must be re- 26

25 calculated. NB 20 overs must be bowled in both innings to constitute a match THE WINNER OF THE CHAMPIONSHIP in any one season shall be the team which has accumulated the most points in its respective division. If in any division, there are two or more teams with the same number of points then the following criteria, in order, shall apply:- 1. The Club gaining the largest number of points in each Division each season shall be the Champion Club. 2. In the event of two clubs having the same number of points, precedence will be given to the club with the greatest number of victories achieved in that season. 3. Should that number be identical, precedence shall be given to the Club with the greatest number of victories batting first achieved in that season. 4. Should that number be identical, precedence shall be given to the Club who scored the greater number of points in the League match (or matches) between the two clubs in that season. 5. If, however, this fails to separate the teams then the Championship or Divisional title shall be shared. 12. RAIN BEFORE AND DURING A MATCH 12.1 In matches where there are no designated panel umpires, matches cannot be cancelled before the official starting time on the day of the match until a pitch inspection has been made and a CONVERSATION agreeing abandonment has taken place between BOTH captains. TEXT MESSAGES WILL NOT SUFFICE. If one of the captains wishes to challenge the decision to abandon, both teams must attend the ground In matches where there are designated panel umpires, in the event of sustained rainfall prior to a game, the home club may seek the opinion of a local panel umpire. If he decides that the playing area is not suitable for play, then BOTH CAPTAINS must agree to abandon the game BY CONVERSATION as outlined in the paragraph above. In the event of there being only one Panel umpire in attendance he will receive a fee of 18 equally shared between both teams (therefore 9 per club) When a dispute arises over playing conditions at the start and during a match the following shall apply: Where appointed panel umpires are present, they shall be the sole judges. If they should disagree, play will be suspended. 27

26 In the absence of panel umpires, both captains shall decide but, if they disagree, play will be suspended until agreement can be reached. If there is only one panel umpire, the decision lies solely with him. If there are 2 Registered Club Umpires, they shall decide. If they should disagree, play will be suspended. If there is only 1 Registered Club Umpire, then he and the opposition captain shall decide. Should they disagree, play will be suspended. Where the umpires are players, then the captains will decide and, if they disagree, play shall be suspended until an agreement is reached A game or innings may not commence if it is raining. Also, if the players leave the field at any time during play, the game may not re-commence if rain is falling. 13. PRE-MATCH PROCEDURE 13.1 The Home Captain should complete all relevant information in the Match Results Book prior to the arrival of the Away Team e.g. date, division, away team name, his own team list, junior players, Umpires (if applicable) Match Result Book should be passed to the visiting Captain upon arrival for completion of his team list WHERE PANEL UMPIRES ARE IN ATTENDANCE, the completed Match Result Book is passed to them until after the completion of the match and handed back to the Home Captain once the Umpires have confirmed the teams and signed. IF NO UMPIRES ARE PRESENT, the Visiting Captain should return the completed Match Result Book to the Home Captain prior to the commencement of the match Prior to the toss, the home team shall provide the umpires with the completed match result book, the match ball and spare balls The away team shall provide the umpires with their match ball At the same time as 4 and 5 above take place the umpires shall be paid their match fees (see 13.7 and 13.8) The fee for each appointed Panel Umpire, for season 2015 will be 36. If only one Panel Umpire is present his fee will be 54 (in either case the cost is shared equally between the two teams) In Division 1 an allocated panel Umpire must stand with a Registered Club umpire if one of the clubs has one. The panel umpire will receive a fee of 36 paid by the team not having the Registered Club Umpire In the event of only one Panel Umpire being present, he must be invited to stand at the bowlers end throughout. However, he may decline The Captains and the Umpires shall then proceed onto the pitch and after the following:- 1. Approval of Balls 2. Confirmation of local playing regulations, 3. Agreement on the dimensions of the fielding circle 28

27 4. Agreement that, when a bowler indicates that he wishes to bowl over and around the wicket in the same over, the batting side will be responsible for moving the sight-screen, 5. Agreement on drink intervals and any other appropriate interval(s), 6. Confirmation that the match result book has been filled in by Captains - the toss shall take place The Panel Umpire(s) shall retain the match result book, confirm the teams and sign at the end of the game and hand it back to the home captain. He and the away Captain shall complete the match result book and the HOME captain must send the top copy to the Administrator (see next section 14) 14. AFTER MATCH RESULT PROCEDURES 14.1 WHERE THERE ARE NO PANEL UMPIRES, the Home Captain will enter the result in the book and pass the form to the Away Captain to check the result and sign. The HOME Captain should check that the book is complete, give one copy to the Visiting Captain, retain one copy (Captains should retain the carbon copies) and SEND THE TOP COPY TO THE ADMINISTRATOR. (See 14.3) 14.2 WHERE PANEL UMPIRES ARE IN ATTENDANCE, the Match Result Book is passed to them until after the completion of the match and handed back to the HOME Captain once the Umpires have confirmed the teams and signed. The Home Captain will enter the result in the book and pass the form to the Away Captain to check the result and sign. The HOME Captain should check that the book is complete, give one copy to the Visiting Captain, retain one copy (Captains should retain the carbon copies) and SEND THE TOP COPY TO THE ADMINISTRATOR. (SEE 14.3) 14.3 The Administrator must receive this fully completed Match Result Form, posted no later than the MONDAY following the date of the match, even though the match may have been cancelled or abandoned. Failure to do so will result in a 5.00 fine which must be paid to the SCCC within 14 days. After that date, the fine will be increased by 5 per week until it has been paid. Should any club return 3 forms late in one season ALL teams from that club in the SCCC will receive a three point penalty Both captains must then mark panel umpire(s) on the card provided using the following as a guide: 10 Excellent, 9 Very Good, 8 Good, 7 Satisfactory, 6 Below Satisfactory, 5 Unsatisfactory, 4-1 Poor. This card must be posted by the Home team via first class post, to the Administrator and should be received by Wednesday following the game. Failure to do so will result in a 5 fine which must be paid to the SCCC Treasurer within 14 days of notification. After that date, the fine will be increased by 5 per week until it has been paid. (See next paragraph) 14.5 Should any Captain award an Umpire less than 7 marks, he must post a written report to the Administrator by Tuesday of the following week detailing his reasons for the mark awarded. 29

28 14.6 Results are then to be put on play-cricket.com by the HOME team before (noon) on the Sunday following the match. Failure to do so will result in a 3 point penalty In addition to the above procedure, full scorecards for all matches must be entered on play-cricket.com by the HOME team before 6pm on the Monday following the match. Failure to do so will result in a 3 point penalty. 32 17. APPENDICES APPENDIX 1: ECB FAST BOWLING MATCH DIRECTIVES (Issued October For any subsequent changes visit AGE: MAX. OVERS PER SPELL (MAX. OVERS PER DAY) Up to 13: 5 (10) U14, U15: 6 (12) U16, U17, U18, U19: 7 (18) For the purpose of these Directives a fast bowler is defined as a bowler to whom a wicket keeper in the same age group would in normal circumstances stand back to take the ball. Having completed a spell the bowler cannot bowl again, from either end, until the equivalent number of overs to the length of his* spell have been bowled from the same end. A bowler can change ends without ending his current spell provided that he bowls the next over that he legally can from the other end. If this does not happen his spell is deemed to be concluded. If play is interrupted, for any reason, for less than 40 minutes any spell in progress at the time of the interruption can be continued after the interruption up to the maximum number of overs per spell for the appropriate age group. If the spell is not continued after the interruption the bowler cannot bowl again, from either end, until the equivalent number of overs to the length of his spell before the interruption have been bowled from the same end. If the interruption is of 40 minutes or more, whether scheduled or not, the bowler can commence a new spell immediately. Once a bowler covered by these Directives has bowled in a match he cannot exceed the maximum number overs per day for his age group even if he subsequently bowls spin. He can exceed the maximum overs per spell if bowling spin, but cannot then revert to bowling fast until an equivalent number of overs to the length of his spell have been bowled from the same end. If he bowls spin without exceeding the maximum number of overs in a spell the maximum will apply as soon as he reverts to bowling fast. Captains, Team Managers end Umpires are asked to ensure that these Directives are followed at all times. For guidance it is recommended that in any 7 day period a fast bowler should not bowl more than 4 days in a that period and for a maximum of 2 days in a row. Age groups are based on the age of the player at midnight on 31st August in the year proceeding the current season. *Any reference to he/his should be interpreted to include she/her. 34

33 APPENDIX 2: CRICKET HELMETS FOR YOUNG PLAYERS It is Mandatory for players under the age of 18 on the day of the match when playing in the SCCC to wear Helmets whilst batting or keeping wicket when standing up to the stumps. NB Face protectors will not be acceptable as an alternative to helmets A Young player under the age of 18 on the day of the match shall not be allowed to bat or stand up to the stumps when keeping wicket without a helmet against a hard ball. Clubs must ensure that all players under the age of 18 (on the day of the match) wear a helmet and an abdominal protector (mandatory) when fielding within six yards (5.5 meters) of the batsman. It is the responsibility of captains to ensure the safety of young players (U18) when they are fielding. Coaches, Managers, Captains and Umpires shall always ensure that a young player wears a helmet in these circumstances. APPENDIX 3: ECB GUIDELINES FOR JUNIOR PLAYERS IN OPEN AGE GROUP CRICKET The ECB has issued guidance covering the selection and participation of young players in open age group cricket. It is designed to help clubs to decide when to select young players in open age group cricket and how best to help their cricketing development when they play within open age groups. The ECB keeps these guidelines under review and, following feedback from clubs and leagues, has revised these guidelines for the 2011 season. The ECB will continue to monitor the impact of these guidelines and you are invited to feedback your thoughts and comments in writing to the ECB Non-First Class Cricket Department. Making the step up from junior to open age group cricket is a significant event in any player s cricket experience. Ensure that the player s safety, personal development needs and overall cricket experience are considered. There is no definitive age at which they should be introduced to open age group cricket but determine each case on an individual basis dependent on their ability and stage of cognitive and emotional maturity to take part at this level, however, clubs, squad coaches and managers must take into account the requirements on age at point 9 of this guidance ECB Fast Bowling Directives and Fielding Regulations should always be adhered to for junior players in open age group cricket. Provide an opportunity for players to show their talents in an appropriate way. Children who are just used as fielders will not fully experience the game. Be supportive at all times for all forms of effort even when children are not successful. Try and put them in situations where they will experience some success (however small) and ensure plenty of praise and encouragement. Try and involve them in all aspects of the game wherever possible i.e. socializing, team talks, practice, decision making etc. so that they feel part of the team. Children will often feel more comfortable and able to perform if they have a family member or friend also playing in the side. Remember, children s early experiences will remain with them always and will often determine whether they want to remain playing the game or give up and do something else! 35

34 Talented juniors Players who are selected in a County U12 squad in Spring for a summer squad or in another squad deemed by ECB Performance Managers to be of a standard above District level for that season are eligible to play Open Age Cricket. This is providing they are at least 11 years old, and in School Year 7 on 1st September in the year preceding the season and have written parental consent to play. In allowing these players to play in Open Age Cricket it is essential that Clubs and Coaches recognise the Duty of Care obligations towards these young players. This means that County Squad and Area Squad players, both boys and girls are able to play Open Age Group Cricket if they are in U12 Age group and are a minimum of 11 years old on 1st September of the year preceding the season. District and club players who are not in a County or Area squads must wait until they reach the Under 13 age group, 12 years old, Year 8 on 1st September of the preceding year prior to being able to play in any Open Age Cricket, again written parental consent is required for these players. APPENDIX 4: SUSPECT BOWLING ACTIONS ECB RECOMMENDATIONS TO ADDRESS A SUSPECT BOWLING ACTION in NON FIRST CLASS LEAGUE AND ECB CUP COMPETITION CRICKET - PROPOSED PILOT PROCESS 2015 The following is the ECB recommended process to be followed in the event that an Umpire has reason to believe that, in his/her opinion, an individual player s bowling action is suspect and may not conform to the Laws of Cricket. (NB. This process does not deal with a deliberate throw of a cricket ball on delivery to a batsman, which shall at all times be called a No Ball. ) 1) On the Field of play: a) On the first occurrence of what appears to be a suspect action the umpire should make a note, to be used as a formal record if required in future, containing the name of the player, over and ball. b) Upon a second occurrence (recorded as above) the umpire concerned should first establish if his colleague has similar concerns / recordings. c) At this point and whether the other umpire has any specific input or not, the Captain of the fielding side must be alerted in the presence of both umpires as to the nature and recorded facts of the observations and informed that a report will be made in writing to the SCCC Chair immediately following the completion of the game. d) It is the responsibility of the Captain to inform the player concerned and the game should continue without undue delay. e) The calling of subsequent No Balls should be discouraged as finite assessment would not have been made at that time. f) However, if in the opinion of BOTH Umpires their concern regarding the suspect bowling action is of such a nature that it could affect the game itself, then TOGETHER they may agree to: i) Speak with the Fielding Captain and suggest that the bowler is taken off or ii) Inform the Captain, who will inform the bowler that each subsequent delivery, considered to be suspect, will be called No Ball. 36

35 2) Post Match Report: A concise report, written by the observing Umpire(s) and signed by both Officials must be sent within 48hours of the game to the Chair of SCCC. 3) Report Management: i) Upon receipt the SCCC Chair (or his nominated deputy) will investigate whether there are any similar reports on file and in any event write to the Chair of the Club affected stating that a report has been received and an investigation commenced. ii) If the report is the first received regarding the player and his bowling action the SCCC will notify the Club who should inform the player concerned. There will be no further action taken by the League. iii) If the report is the second regarding the player and his/her bowling action within any 36 month period, the SCCC will notify the Club, ECB Competitions Executive, ECB ACO Senior Executive Officer and Staffordshire County Board that the player must not bowl until an assessment of the bowling action has taken place. 4) Assessment: NB. The responsibility, enforcement and any costs incurred of assessment reside with the Club and / or the player NOT the SCCC. Assessment will take place at Loughborough University. The procedure that needs to be followed prior to any assessment is as follows:- a) The club/player should submit high speed video footage of a minimum of 2 and maximum 4 deliveries of each ball from the three angles described below. This footage would contain the stock delivery plus either faster or slower ball and action variation. i) From behind the bowler ii) From side-on iii) From mid-on b) The video should be sent to Aaron Campbell, ECB Competitions Department, Lord s Ground, London, NW8 8QZ, with a signed cheque for (includes VAT). If the Assessment takes place outside of Loughborough University any additional costs for travel and set up may be levied. c) Once received ECB will forward the footage to an independent observer or his nominated deputy currently, Mark King at Loughborough University, for initial observation and the booking of an appointment for assessment of the footage. d) Following the assessment and drafting of an Opinion Report the player, club and SCCC Chair will be informed by a member of ECB Competitions Department by simultaneously of the findings. e) In response to the Opinion Report findings, SCCC has one of the following options: i) To allow the player to resume bowling immediately as the action was considered to be within acceptable limits. ii) To allow the player to bowl within a defined limitation such as only stock ball or off-spin. iii) To recommend that the player completes a course of remedial action under the supervision of a professional bowling coach at own/club cost before bowling again. 37

36 f) Upon completion of this remedial action work the player is to be referred to the ECB for further assessment and Opinion Report. If the player is referred to ECB for a further video assessment a cheque for (including VAT) shall be sent to Aaron Campbell, ECB Competitions Department, Lord s Ground, London, NW8 8QZ. Once received ECB will forward the footage to an independent observer or his nominated deputy currently, Mark King at Loughborough University, for initial observation and the booking of an appointment for assessment of the footage. 5) Primary Notification: It is the responsibility of SCCC to communicate with the affected parties on the course of action to be followed. This will include the degree of acceptance of the Opinion Report ; the remedial work to be completed; any bowling limitations to be applied in the intervening period or the referral process to be followed: a) Both the Club and the player will be advised within 7 days following receipt of the Assessment. b) The Chair of SCCC will be copied into the communication for completeness. Any subsequent updates to this Primary Notification shall be at the discretion of SCCC and be driven by the needs of cricket and the status of the issue. At all times the aim of all parties must be to address any issues with sympathy and understanding for the player concerned but not to the exclusion of the Laws of Cricket. 6) Appeals: Any player or Club may appeal the decision of SCCC on any substantive matter relating to the suspect action, its findings or conclusions. Such an appeal should be made in the first instance to the Chair of SCCC. 94 CICADA SPORTS STAFFORDSHIRE CLUB CRICKET CHAMPIONSHIP KNOCK OUT RULES PLAYING RULES a) Playing rules are as per the SCCC Constitution, including the use of the fielding circles in First and Second team KO matches: circles are not required in Third Team KO matches. b) All matches shall be in the Twenty/20 format: 20 x 6 ball overs per innings with a maximum of 4 overs per bowler. c) No bowling underarm. d) In the event of both teams having the same number of runs in a match, the team having lost the least number of wickets shall be declared winners. If this does not decide the match, the team which has scored most runs from the bat shall be declared winners. If this, in turn, does not decide the match, it shall be replayed unless it is the final when joint winners shall be declared. e) All finals are to be played on neutral grounds as arranged by the SCCC Executive. 2. ARRANGING MATCHES (See SCCC websites for draw) a) BOTH teams are responsible for arranging the match. The first named team in each draw will be the HOME team who shall offer 3 dates, spread over 2 weeks, to the away team. One of these dates must be accepted by the away team. b) Matches can be played at any time between the start and end dates given for each round. Clubs are encouraged to arrange the match early in the window given on the SCCC websites to allow for rescheduling due to inclement weather. c) It is acceptable for rain-affected matches to be decided by a bowl-off, if both captains agree. d) Please ensure that matches are completed within the dates allocated. Any fixture not played by the end date of the window will be decided by the toss of a coin by the Administrator. 3. NOTIFYING RESULTS a) The home team must provide a match result form. b) Both captains must fill in the match result form. c) The winning team must post the match result form to the Administrator. d) The winning team must enter the full result onto the play-cricket website within 48 hours of the game being played. e) The winning team must establish who its next opponent is. 96

95 f) The home team must inform the Administrator if the game is postponed due to bad weather 4. PLAYER ELIGIBILITY a) No player may take part in a SCCC KO match if he has not played for the same club on a Saturday in the SCCC. b) Only two players, having represented their club at first team level, are allowed to play in the second team KO. These players must not have played in more than 25% of first team matches before the KO match takes place. E.g. KO match takes place in Week 4: no player who has played in 2 or more first team matches can play for his second team. In succeeding weeks:- Weeks 5, 6, 7: 2 matches or more Weeks 8, 9, 10, 11: 3 matches or more Weeks 12, 13, 14, 15: 4 matches or more Weeks 16, 17, 18, 19: 5 matches or more Weeks 20, 21: 6 matches or more Week 22 (final): 6 matches or more c) Similarly, only two second team players can play in the third team KO with the same prohibition of 25% outlined in b) d) No player, who has played in any first team game within the SCCC, can play in the third team KO without the express permission of the Administrator who must be given the reasons why this player should be considered eligible. e) These rules regarding player eligibility will be monitored via the results sheet and the play-cricket website and will be applied with due regard to mid-week selection problems. f) Should any club suspect that eligibility rules have been breached it must inform the Administrator within 48 hours of the match so that the dispute can be sorted out and the competition continue. g) Clubs which flagrantly breach these player rules will be dealt with and will face exclusion from the KO competition in future. 97 CICADA SPORTS STAFFORDSHIRE CLUB CRICKET CHAMPIONSHIP NOTIFICATION OF RESULTS LEAGUE MATCHES (See Section 14):- WHERE THERE ARE NO PANEL UMPIRES, the Home Captain will enter the result in the book and pass the form to the Away Captain to check the result and sign. The HOME Captain should check that the book is complete, give one copy to the Visiting Captain, retain one copy (Captains should retain the carbon copies) and SEND THE TOP COPY TO THE ADMINISTRATOR. (See 14.3) WHERE PANEL UMPIRES ARE IN ATTENDANCE, the Match Result Book is passed to them until after the completion of the match and handed back to the HOME Captain once the Umpires have confirmed the teams and signed. The Home Captain will enter the result in the book and pass the form to the Away Captain to check the result and sign. The HOME Captain should check that the book is complete, give one copy to the Visiting Captain, retain one copy (Captains should retain the carbon copies) and SEND THE TOP COPY TO THE ADMINISTRATOR. (SEE 14.3) The Administrator must receive this fully completed Match Result Form, posted no later than the MONDAY following the date of the match, even though the match may have been cancelled or abandoned. Failure to do so will result in a 5.00 fine which must be paid to the SCCC within 14 days. After that date, the fine will be increased by 5 per week until it has been paid. Should any club return 3 forms late in one season ALL teams from that club in the SCCC will receive a three point penalty. Both captains must mark panel umpire(s) on the card provided using the following as a guide: 10 Excellent, 9 Very Good, 8 Good, 7 Satisfactory, 6 Below Satisfactory, 5 Unsatisfactory, 4-1 Poor (SEE next two paragraphs). This card must be posted by the HOME team via first class post, to the Administrator and should be received by Wednesday following the game. Failure to do so will result in a 5 fine which must be paid to the SCCC Treasurer within 14 days of notification. After that date, the fine will be increased by 5 per week until it has been paid. (See next paragraph) Should any Captain award an Umpire less than 7 marks, he must post a written report to the Administrator by Tuesday of the following week detailing his reasons for the mark awarded. Results are then to be put on play-cricket.com by the HOME team before (noon) on the Sunday following the match. Failure to do so will result in a 3 point penalty. In addition to the above procedure, full scorecards for all matches must be entered on play-cricket.com by the HOME team before 6pm on the Monday following the match. Failure to do so will result in a 3 point penalty. The AWAY team must confirm this scorecard as a true record by 6pm on Wednesday following the match Should any umpire or captain decide that the ground just played on fails to meet the standards required by the SCCC Club Standards document, he should download an Adverse Ground Report from the website, complete it and send it to the Administrator or chairman by the Tuesday following the match. The Executive will then decide what action is required Umpires should complete the Umpires Match Report and post it to the address at the top of the Report KO MATCHES (See section on KO Rules for detail):- The home team must provide a match result form. Both captains must fill in the match result form. The winning team must post the match result form to the Administrator. The winning team must enter the full result onto the play-cricket website within 48 hours of the game being played. The winning team must establish who its next opponent is.
