Rules and Regulations In Speed Skating, Skaters race in pairs, counter-clockwise, a draw determines the competition lane, and lane changes take place during each lap. The Skater who skates on the inner lane shall change to the outer lane in the crossing straight, defined as the straight between the end of the curve (as marked with moveable blocks) and the beginning of the next curve (as marked with a cone), and vice versa for the Skater who skates in the outer lane. A breach of this Rule will lead to disqualification. Exception for the 1000 and the 1500 meters: when racing on a 400 meters standard track, there is no change of lanes in the first straight. The following distances/events are raced in ISU Events: For Ladies: 500, 1000, 1500, 3000, 5000 meters, Mass Start over 16 laps, Team Pursuit (national Teams of 3 Skaters) over 6 laps and Team Sprint over 3 laps (national Teams of 3 Skaters). For Men: 500, 1000, 1500, 5000, meters, Mass Start over 16 laps, Team Pursuit over 8 laps and Team Sprint over 3 laps (national Teams of 3 Skaters). For Junior Ladies: 500, 1000, 1500, 3000 meters, Mass Start over 10 laps and Team Pursuit over 6 laps and Team Sprint over 3 laps (national Teams of 3 Skaters). For Junior Men: 500, 1000, 1500, 3000, 5000 meters, Mass Start over 10 laps and Team Pursuit over 8 laps and Team Sprint over 3 laps (national Teams of 3 Skaters). ISU World Cup Competitions Basic Rules a) The ISU World Cup Speed Skating is organized as a series of Competitions in the following event categories, with several number of Competitions/races scheduled for the season /18: Ladies, individual events: 500, 1000, 1500, Long distances (3000 and ), Mass start races (16 laps) Ladies, team events: Team Pursuit (6 laps) and Team Sprint (3 laps) Ladies allround combinations: 500*+1000*m, Men, individual events: 500, 1000, 1500, Long distances (5000 and ), Mass start races (16 laps) Men, team events: Team Pursuit (8 laps) and Team Sprint (3 laps) Men, allround combinations: 500*+1000*m, *only one race from the event concerned will count for combination 4

5 b) The World Cup ranking for each event category is determined by the accumulated World Cup points for each Skater or (for the Team events) national team over the season. c) The Grand World Cup ranking is determined by the accumulated Grand World Cup points for each Skater over the season. d) Individual events are organized in a format where Skaters compete in two divisions, A and B. The Skaters with the currently best World Cup ranking in the category compete in Division A. Each competition day has a core session consisting of the races for Division A for all the events skated on that day. e) The Competitions are open to all ISU Speed Skating Members. Entry quotas are based on the final World Cup rankings /17 and for the World Cup Final on World Cup rankings /18. f) Prize money, as determined by the ISU, will be awarded for each Competition, for the final World Cup ranking in each event category and for the Grand World Cup winners. ISU World Cup Competitions serving as qualifying events for ISU Championships 2018 and Olympic Winter Games 2018 World Cups 1, 2, 3 and 4 are qualifying events for: a) the ISU European Speed Skating Championships 2018: European ISU Members qualify for quota places for the Championships based on the results of their Skaters in these Competitions; b) the Olympic Winter Games PyeongChang 2018: ISU Members qualify for quota places for the OWG 2018 based on the results of their Skaters in these Competitions. World Cup 5 is a qualifying event for: a) the ISU World Sprint Speed Skating Championships 2018: ISU Members qualify for quota places for the ISU World Sprint Speed Skating Championships 2018 based on the combined results (best one 500 and best one ) of their Skaters in this Competition; b) the ISU World Allround Speed Skating Championships 2018: ISU Members qualify for quota places for the ISU World Allround Speed Skating Championships 2018 based on the combined results (1500 and for Ladies, 1500 and for Men) of their Skaters in this Competition. Details of the qualification process for ISU Championships are given in Rule 208, paragraphs 4 to 6, and in a special ISU Communication (to be released). 6 Points and ranking system for World Cup rankings Grand World Cup points A special ranking is established to determine an overall World Cup winner ( Grand World Cup winner /18 ), both for Ladies and for Men. For each competition in individual distances the top 5 ranked Competitors will gain Grand World Cup points, as follows: Rank Competitions before the World Cup final World Cup final (50) 150 (75) 2 80 (40) 120 (60) 3 70 (35) 104 (52) 4 60 (30) 90 (45) 5 50 (25) 76 (38) The points in brackets are awarded for each race and each race in Competitions where the distance will be skated twice. World Cup points Based on the results of Division A and Division B, World Cup points are awarded according to the points tables below. Tables A1, A2 or A3 are used for Division A, and tables B1 and B2 for Division B. For the combined Allround and Sprint rankings established at WC 5 to determine quota places for the ISU World Allround and World Sprint Championships, points table A1 will be used. 7 ISU Junior World Cup Competitions Detailed information found in ISU Communication 2109 General Conditions a) The ISU Junior World Cup will be organized as a series of International Competitions subject to regulations given in this ISU Communication. The ISU Junior World Cup is an ISU Event, financially supported through the ISU Development Program. Relevant parts of the ISU General Regulations apply, in particular Rules 105, 106 and 136. Rule 223, paragraph 1.b) and 1.c) regarding national team uniforms will apply with the adjustments as mentioned in 2c) below. b) As per Rule 105, paragraph 1.a), the national (domestic) TV rights and advertising rights for each Competition in the ISU Junior World Cup /18 belong to the organizing ISU Member. Before concluding any commercial agreements the organizers should, however, consult the ISU Director General in order to prevent conflicts with ISU contracts. The international TV rights belong to the ISU. If a TV production is available then the organizers shall provide the international TV signal at no cost to the ISU and its designated TV companies. c) Each Competition of the ISU Junior World Cup /18 will include races for juniors (as defined in Rule 108 and paragraph 2.d) below) and for "neo-seniors" (as defined in paragraph 2.d below), organised in two separate divisions with separate list of results and rankings. Both divisions, to be named "Juniors" and "Neo-seniors", are considered to be part of the same ISU Event, and are governed by the same rules and regulations, if not otherwise specified in this Communication. d) An ISU Memorandum specifying obligations and guidelines for the organization of the ISU Junior World Cup Speed Skating /18 will be available to the hosting ISU Members and the Organizing Committees. e) For each Competition in the ISU Junior World Speed Skating /18 the ISU Speed Skating Technical Committee assigns a Representative, who shall observe that the competitions are conducted in accordance with this Communication, ISU statutes and the ISU Memorandum. f) In this Communication the ISU Junior World Cup Speed Skating /18 is sometimes referred to with the shorter term ISU Junior World Cup and the abbreviation JWC. The terms "Juniors" and "Neo-seniors" will refer to the races and rankings of the two respective divisions. Basic Competition Rules, Entry Rules, Competition Formats For Qualifying times, Entry quotas and Entries of competitors visit ISU Communication 2109 Competition Formats Individual distances i. For each individual distance all entered Skaters compete together (in one division per age-gender category). ii. Quartet starts should be used for the. Quartet may be used for the. Mass start races Distances are 10 laps for Ladies and Men, in both divisions. The warm-up lane is considered as part of the racing track (if not otherwise decided by Referee and Representative of the ISU 7

8 Technical Committee). Mass start races will be organized based on ISU Technical Rules 253, paragraph 4 b) and 265, paragraph 6 a) and d) and ISU Communication No or later updates. Team events a) Team Pursuit competitions will consist of national teams of 3 Skaters. Distances are 6 laps for Ladies and 8 laps for Men. b) Team Sprint competitions over a total distance of 3 laps will be organized based on ISU Technical Rule 261, paragraph 3, and Rule 265, paragraph 7, with national teams consisting of 3 Skaters. The following specific rules apply (further details and adjustments may be issued by the ISU Speed Skating Technical Committee).Detailed information found in ISU Communication ISU Junior World Cup ranking system Competitions counting All competitions count for the JWC rankings for the respective events in each division. For the Team events (Team Sprint and Team Pursuit) the results are combined into one ISU Junior World Cup team events ranking. Awarding of ISU Junior World Cup points (in each division) JWC-1,2 Rank Points Rank Points JWC-3 Final Rank Points Rank Points Points for tied ranks If two or more Skaters (or teams) have obtained the same rank in an event, each Skater (or team) will receive the full points scored for this tied rank. ISU Junior World Cup ranking rules The JWC rankings for each event (distance) are determined by the number of points the Skaters (or Teams) accumulate during the season. In the final JWC rankings, as well as in the intermediate ranking during the season, a tie between Skaters/Teams with the same total of JWC points will be resolved according to the following criteria (in order of priority) for determining the better ranked Skater/Team: i) the Skater/Team with the higher number of JWC victories; ii) the Skater/Team with the higher score of points in one single Competition; iii) the Skater/Team with the higher score of points in the latest Competition held. If none of the above criteria resolves the tie, the Skaters/Teams will have the same JWC rank. 8

9 ISU Speed Skating Championships Detailed information found in ISU Special Regulations and Technical Rules Speed Skating and Short track Speed Skating There are five (5) ISU Championships held every season, the European Championships, World Single Distances Championships (not held in Olympic Winter Games years), World Sprint Championships, World Allround Championships, and World Junior Championships. The World Sprint and World Allround Championships have an allround character only; the World Single Distances has a single distances character only while the World Junior Championships has both an allround and single distances characters. The European Championships are organized with two alternating programs, allround and single distances. Championship Distances and description, qualification procedures European Championships The European Championships are organized annually over three days with two alternating programs. In the seasons before and after the seasons of Olympic Winter Games the European Championships will be held with competitions in Allround and Sprint combination events. In the other seasons the European Championships will be held with competitions in single distance events and team events. a) Championships format: Allround and Sprint Combination events. i.the distances for the Allround Combination are for Ladies 500, 3000, 1500 and, and for Men 500, 5000, 1500 and. ii.the distances for the Sprint Combination are for Ladies and Men 500 and. Both for Ladies and for Men both distances are skated twice, and both distances shall be skated during the same day. iii.the daily program shall be as follows: Day 1 Day 2 Day and Allround Ladies 500 and Sprint Men 1500 and Allround Ladies 500 and Sprint Ladies and Men 500 and Allround Men 500 and Sprint Ladies 1500 and Allround Men b) Championships format: Single Distance events and team events. i.individual events for Ladies:,,,, Mass start ii.individual events for Men:,,,, Mass start iii.team events for Ladies with national teams of 3 Skaters each: Team Pursuit race over 6 laps Team Sprint race over 3 laps. iv.team events for Men with national teams of 3 Skaters each: Team Pursuit race over 8 laps Team Sprint race over 3 laps. v.the daily program will be as follows: Day 1: 500 and, Ladies and Men Day 2: Ladies and Men, Ladies, Men Day 3: Team Pursuit, Team Sprint and Mass Start, Ladies and Men c) The order of races for each day will be decided by the ISU Sports Director in consultation with the organizer and the ISU Speed Skating Technical Committee. 9

10 World Single Distances Championships (not held in Olympic Winter Games years) The events at the World Single Distances Championships are: a) single distance competitions for Ladies:,,, and, and Mass start race over 16 laps; b) single distance competitions for Men:,,,, and, and Mass start race over 16 laps; c) team competitions for Ladies: Team Pursuit race over 6 laps, and (from season ) Team Sprint race over 3 laps, for national teams consisting of three Skaters, d) team competitions for Men: Team Pursuit race over 8 laps, and (from season ) Team Sprint race over 3 laps, for national teams consisting of three Skaters. The World Single Distances Championships are organized over four days. The events will be run according to the following program: Day Program Ladies:, Team Sprint (from 2019) Men:, Team Sprint (from 2019) Ladies:, Team Pursuit Men:, Team Pursuit Ladies:, 5000 m Men:, Ladies:, Mass start Men:, Mass start The order of the distances for each day will be decided by the ISU Sports Director in consultation with the organizer and the ISU Speed Skating Technical Committee. In accordance with Rule 208, paragraph 3 of the ISU Special Regulations & Technical Rules for Speed Skating, the entry quotas (per gender) for an ISU Member at the ISU World Single Distances Speed Skating Championships will be as follows: Maximum 3 Skaters for each of the following events: 500, 1000, 1500 (Ladies and Men), 3000 (Ladies) & 5000 (Men); Maximum 2 Skaters for each of the following events: 5000 (Ladies), (Men), Mass start (Ladies and Men); Maximum one team for each of the Team Pursuit events. The actual entry quotas for each event will be determined by the results from World Cup Competitions to be held during November and December. World Allround Championships The distances for the World Allround Championships are for Ladies 500, 3000, 1500 and and for Men 500, 5000, 1500 and. For Ladies 500 and are skated on the same day, 1500 and on the next day. For Men 500 and are skated on the same day, 1500 and on the next day. 10

11 World Sprint Championships The distances for the World Sprint Championships are for Ladies and Men 500 and 1000 m. Both for Ladies and for Men both distances are skated twice, and on two consecutive days for each gender. On each day the is skated before the. Entry quotas for the ISU World Sprint Speed Skating Championships are determined in accordance with Rule 208, paragraph 6 of the ISU Special Regulations & Technical Rules for Speed Skating as follows: World Junior Championships The events at the World Junior Championships are: a) allround combination for Ladies over 4 distances: 500, 1000, 1500 and ; b) allround combination for Men over 4 distances: 500, 1000, 1500, and ; c) single distance events for Ladies: 500, 1000, 1500 and, and Mass start race over 10 laps; d) single distance events for Men: 500, 1000, 1500, and, and Mass start race over 10 laps e) team events for Ladies: Team Pursuit race over 6 laps for national teams consisting of three Skaters, and Team Sprint race over 3 laps for national teams consisting of three Skaters; f) team events for Men: Team Pursuit race over 8 laps for national teams consisting of three Skaters, and Team Sprint race over 3 laps for national teams consisting of three Skaters; The World Junior Championships are organized over three days. The events will be run according to the following program: Day Program Ladies:, Men:, Ladies:,, Team Sprint Men:,, Team Sprint Ladies: Team Pursuit (6 laps), Mass start (10 laps) Men: Team Pursuit (8 laps), Mass start (10 laps) Quartet starts should be used over the distances (Ladies) and (Men). The Mass Start races will be organized with one intermediate sprint in the middle of the race, where Competitors gain points counting towards the final ranking. Further details are provided in the Technical Rules 243, 253 and 265. The Team Sprint events will be organized in accordance with Technical Rule 261, paragraph 3, with two teams racing at the same time. Racing Rules Starting Procedure The Competitors starting in the inner and outer lanes shall be identified by white and red armbands, respectively. In the case of 100m or shorter distances being arranged in heats of 3 Competitors, the Competitor in the middle lane shall wear a yellow armband. The Competitors themselves are responsible for having the correct armband and to report in the correct starting lane. A breach of this rule will lead to a disqualification; see also Rule 223, paragraph 3 and 279, paragraph 5. 11

12 a) When the Starter orders "Go to the start" the Competitors shall place themselves between the pre-start line and the starting line. The distance between these two lines shall be two (2) meters. The Competitors have to take a stable position before the Starter calls "Ready", whereupon they are to take their starting position and keep this position absolutely until the shot is fired. Competitors may not touch the starting line or be in contact with the ice beyond the starting line with any parts of their body or equipment. Competitors must keep all of their skates entirely behind the starting line. b) There shall be a distinct interval between the moment when the Competitors have taken their starting position and the firing of the shot. This distinct interval should be between 1 and 1.5 seconds. False start In the following situations the Starter shall declare a false start: a) When one or both (all) Competitors intentionally are slow in taking their starting position, the offending Competitor(s) shall be given a false start; b) When one of the Competitors breaks from his mark, thereby causing the other Competitor to follow; only this Competitor shall be given a false start; c) When a Competitor leaves the starting position after the word "Ready", but before the shot is fired. In the case of a false start, the Competitors shall be recalled by a second shot or a whistle from the Starter. On the order of the Starter the Competitors will also receive a stop signal, at a distance of meters from the starting line. The stop signal may be given by an assistant to the Starter with a red flag in front of the Competitors, or it may be in the form of a red light clearly visible for the Competitors. However, in competitions over 100m (or shorter) with up to 3 Skaters competing in each heat, the Starter may not recall the Skaters in the case of the second false start. The disqualification will then be announced to the Competitor(s) after the completion of the race. The Starter shall warn the Competitor committing the first false start. If both Competitors are responsible for a false start, they shall both be warned so by the Starter. When the Starter calls the Competitors of the pair/heat for a new start after a false start has been declared, then a Competitor committing a next false start of this pair/heat shall be disqualified from the race concerned. If light signs are used to indicate which Competitor is given a false start, a white light should indicate the first false start and a red light should be used to indicate a disqualification. The light pedestals for the starting lanes should have colors corresponding to the colors of the armbands of the respective Competitors. Infringements Keeping within the designated competition lane The Competitors shall keep within their designated competition lane. If a Competitor, who skates entirely within the designated competition lane, is interfered with by the other Competitor, the offending Competitor will be disqualified. Cutting the inner line in the curve When entering the curve, in the curve and exiting the curve, the Competitor is forbidden to cut the inner line of the competition lane, as defined by a fully painted line, and marked by 12

13 snow or movable blocks placed at the inside of the painted line. A breach of this rule will result in the Competitor being disqualified. Crossing the lines of the designated competition lane If a Competitor skates outside the designated competition lane, thus completely crossing the line to the other lane or to the warm-up lane with the full skate, the Competitor may be disqualified, even without offending another Competitor. If there are confirmed observations of more than one such offence during the race, the Competitor will be disqualified, except for situations described in paragraph 4 below. Exceptional situations The following situations will not lead to a disqualification in accordance with paragraph 3 above: a) If a Competitor does not keep within the inner lane in the curve or when exiting the curve towards the finishing straight and therefore crosses the line to the outer lane, the Competitor will not be disqualified if returning immediately to the inner lane. When exiting the curve, the return to the inner lane must in any case have taken place before the first of the lines defining the 1000 meters finish on a standard 400m track. b) If a Competitor leaves the designated competition lane due to a fall or other accidental reason, the Competitor will not be disqualified if returning directly to the designated lane. See also Rule 260, paragraph 3. c) If a Competitor has overtaken another Competitor skating in the same lane, and during the overtaking crossed the outer demarcation line of the lane in order to avoid interference, the overtaking Skater will not be disqualified. See also Rule 257, paragraph 2. Responsibility in cases of collision When leaving the curve at the beginning of the crossing straight (where the snow line or line of movable blocks is discontinued), the Competitor who is changing from the inner to the outer lane shall not hinder the Competitor changing from the outer to the inner lane. This applies even if this is a Competitor from another pair in a quartet. The Competitor leaving the inner lane is also responsible for collisions, unless the other Competitor acts in an obstructive way. Responsibility when overtaking Overtaking in the same lane: In situations when a Competitor is about to overtake another Competitor in the same lane (e.g. when the distance between two Competitors in the same pair has increased to one lap, or in quartet starts when a Competitor in one of the pairs has caught up with the Competitor who started in the same lane in the other pair of the quartet), both Competitors have a responsibility that the overtaking can take place in a smooth way and that collisions are avoided. a) When a situation of overtaking is approaching, the Competitor in front (i.e. the Competitor who is about to be overtaken) must keep his line (the relative position) in the lane. If the Competitor has moved to the outer part of the lane in order to facilitate the overtaking, the Competitor must stay in this part of the lane until the overtaking Competitor has passed on the inner side; b) The overtaking Competitor has the better view of the situation and is responsible that a collision is avoided as long as the Competitor in front maintains his relative position in the lane. 13

14 Disqualifications If the Referee confirms a breach of this Rule, the offending Competitor shall be disqualified. Distance between Competitors after overtaking In races on a double-laned track where the leading Skater has overtaken and passed another Competitor, the latter Skater must remain at least 10 meters behind. But he is permitted to overtake the leading Skater if he finds this is possible without impeding the leading Skater, but he must not act as a pacemaker to the Skater who is leading. If the Skater is passed or the Skater having passed acts in an improper manner, this Competitor shall be disqualified. 14
