As the National Governing Body in the USA, they are the property of USA Roller Sports. MEMBERSHIP TRANSFER DEADLINES - Changed the membership transfer deadlines to coincide with the individual regional championships entry deadlines. AMENDED THE USARS GUIDELINES FOR SPORT COMMITTEES - Fourth paragraph, after The Committee Chair shall publish those minutes to the Executive Director and all current Board Members, insert: Those current Board members will have five days to review the sports committee minutes for the potential impact to the intended goals of USA Roller Sports, then to make it known to the Executive Committee of any questions they have in regard to those minutes. The Executive Committee will address those questions for correction or revision and take action of ratification within five days. This action allows for public distribution within 30 days of the Sport Committee meeting. RULE CHANGE PROCESS AMENDED - Approved the following: GR20.01 Job Description: Each of the USARS nine (9) regions, at their regional championships contest, is required to elect a USARS Certified Coach for each sport to represent their region. This individual is to act as a conduit for sport and

5 specific information, i.e. rule changes, proposals for new events, sports science innovations that can enhance the sport of skating, going to and coming from the USARS Sport committee and the other eight (8) USARS Regional Coach Representatives. Proposed change: The committee will elect the officers annually from the 9 elected members who will facilitate their National Meeting. GR21.00 SPORT PROGRAM CHANGE PROCESS. GR21.01 Objective: To describe in detail the process by which the sport can be changed by proposals from the grassroots level (from coaches through the regional reps). All program changes from the grassroots level must be approved by a majority of the current USARS certified coaches in the nine (9) regions, approved by the USARS Sport Committee and approved by the USARS Board of Directors. This change process is to provide an opportunity for coaches to submit proposals to the USARS Board of Directors through their specific Sport Committee. (a) A program change is defined as: Any change in events, divisions, requirements (except international CIPA or CIC events) or age groups to be skated in USARS Regional and National Championship competition. Proposals for program changes may come from the Regional Representatives through the Sport Committee or directly from the Sport Committee. All proposals must be approved by the USARS Board of Directors Strike this line as it is redundant and confusing. (b) remains. GR21.13 The Regional Coaching Representatives at their national meeting or any other meeting, calls, correspondence, may, at their discretion, include other individuals (Sport Director, Sport Committee chairman/members, USARS staff, Board members, or other USARS members, coaches, officials) for participation and discussion. GR21.14 The Regional Coaches Representatives may, at their discretion, elect officers to better coordinate meetings, calls, record minutes, etc. Election of officers should take place at the close of the Regional Coaches Representatives national meeting. *See Coaches Timeline on last page MEMBERSHIP CARDS For new Members, starting in the fall of 2014, the 2015 card will be good for the 2013 months of September, October and November and the next year. But members of the Board of Directors need to be aware that they have special responsibilities when using these communication opportunities. Because of their position, they may be seen as representing the views of the USARS as an organization. Improper communication behavior by Board members can damage the reputation of USARS or create liability. Therefore, USARS Board members should adhere to the following when communicating on social media, blogs, and on-line forums (collectively Electronic Media ). Transparency Board members who use Electronic Media should clearly state whether they are speaking on behalf of themselves or the USARS organization. Generally, unless granted specific authorization, only the President and Executive Director should speak on behalf of USARS. When speaking on behalf of oneself on Electronic Media, Board members should state that any opinions they express are their own and not necessarily those of USARS. While some commenters on Electronic Media have the option of remaining anonymous publicly, USARS Board members should disclose who they are and should not use anonymous aliases.

10 Accuracy USARS Board members should use reasonable efforts to ensure that their Electronic Communications are true and accurate. Clearly distinguish opinions from facts. Even if one is stating an opinion, a Board member should ensure that his or her statements are accurate. Ambiguity, exaggeration and hyperbole should be avoided, as they can be lead to misinterpretation. Confidentiality Board members should not disclose confidential information on Electronic Media. See the USARS Confidentiality Policy. Information posted electronically can spread rapidly and broadly, with little ability to retrieve the information once revealed. This makes following the Confidentiality Policy especially important for Electronic Media. Respect When Board members communicate on Electronic Media, they should be considerate and respectful of others. Choose words carefully and keep in mind that readers may have different sensitivities. A good guideline is to imagine whether you would be comfortable communicating what you are saying electronically face-to-face with the recipients or the person who is the subject of your communication. Since the USARS Board speaks with one voice after decisions have been reached, Board members should not use Electronic Media to criticize Board decisions or Board members. Legal Board members should communicate within the bounds of the law. Unless one is acting as Legal Counsel, Board members should not state legal conclusions or opinions. Board members should also abide by copyright laws when using Electronic Media and should not broadly communicate the copyrighted work of others without authority or permission. Those Board members who wish to participate in Electronic Media should endeavor to use it as an opportunity to further the mission and values of USARS. If Electronic Media is to be used, it should be to portray a positive face of USARS **************************************************************************************************************************************************** ROLLER FIGURE SKATING (Unless otherwise noted, all changes are effective for season) **************************************************************************************************************************************************** CHALLENGE UP - Effective January 1, Any "B" skater who crosses over or challenges up to an "A" division event, IF they qualify for the final round of an "A" division event at the National Championships when there is an elimination/final, the skaters is mandated to remain in the "A" division event of that discipline in subsequent skating seasons. REQUIREMENTS - Altered the following competitive requirements, effective with the skating season (all other figure and dance division requirements remain unchanged from ): Elementary B Solo Dance: Group 1: City Blues (88) and Balanciaga (100) and Group 2: Double Cross Waltz (138) and Denver Shuffle (100) Freshman A Girls Figures: Replaced Figure 28A/B with 27A/B. Sophomore A Women Figures: Replaced Figure 26A/B with 28A/B. Elementary A Solo Dance: Replaced the Skater s March (100) with the Parade March (100). Elementary A Team Dance: Replaced the Skater s March (100) with the Parade March (100). Veterans A Solo Dance: Replaced the Far Away Waltz (108) with the Double Cross Waltz (138). Golden A Solo Dance: Replaced the Far Away Waltz (108) with the Double Cross Waltz (138). Premier A Gold Solo Dance: Replaced the Jo Ann Foxtrot (92) with the Border Blues (88) in Group 1. Replace the Border Blues (88) with the Jo Ann Foxtrot (92) in Group 2. This is merely flip flopping requirements within the groups. The FS Director will not place these dances in RED on the requirement lists due to no change to actual requirements. They will be indicated in italics to note change of group.

11 Premier A Gold Team Dance: Replaced the Jo Ann Foxtrot (92) with the Border Blues (88) in Group 1. Replaced the Border Blues (88) with the Jo Ann Foxtrot (92) in Group 2. This is merely flip flopping requirements within the groups. JUNIOR WORLD CLASS TEAM DANCE - Approved adding a sentence to AR (d) to read: Competitors who have skated JUNIOR WORLD CLASS TEAM DANCE at either the Regional or National Championship, should they choose to skate Solo Dance in subsequent seasons must skate JUNIOR SOLO DANCE or SENIOR SOLODANCE, if so qualified. Upon reaching the age of FORTY (40), they may participate in their age eligible Adult Solo Dance divisions regardless of prior participation in any Team Dance division. SENIOR WORLD CLASS TEAM DANCE - Approved adding a sentence to AR (e) to read: Competitors who have skated SENIOR WORLD CLASS TEAM DANCE at either the Regional or National Championship, should they choose to skate Solo Dance in subsequent seasons must skate SENIOR SOLO DANCE. Upon reaching the age of FORTY (40), they may participate in their age eligible Adult Solo Dance divisions regardless of prior participation in any Team Dance division. EQUALITY OF CLASSIC RULES BETWEEN FIGURES AND SOLO DANCE - Removed AR (c) from the Figure Rule for consistency in rules. Classic Solo Dance rule, AR (c) states: Skaters under the age of THIRTY (30) who place 1st at the National Championships, or 2nd and/or 3rd two cumulative times, must advance to the Junior or Senior Solo dance division, if so qualified. Upon reaching the age of THIRTY (30), the skater may return to the Classic division. The Classic Figure Rules do not have this restriction. SCORING Amended Figure Rules AR (a) 1., 2., 3., 4 by changing the average score from a majority of the judges to qualify the skater/team to the National Championships to 7.0 from the current 7.5. All disciplines of the Primary Division shall state: PRIMARY DIVISION Approved the following for all disciplines of the primary division: (age 8 & under) events shall consist of registered skaters who have not yet reached their NINTH (9) birthday. All Primary division skaters who place 1-2 or 3 at the national championships must move to the next higher A division event in subsequent skating seasons when mandated by age. PREMIER A GOLD TEAM AND SOLO DANCE REST PERIODS. Changed to be as follows: AR FOR PREMIER GOLD TEAM AND GOLD SOLO DANCE DIVISION events, the contestants will skate in two minute periods for the elimination and final rounds, a maximum of TWO (2) in a flight. There will be a maximum of TWO (2) periods per dance with a 30 second rest between periods. AR Premier Gold (Team or Solo) flights of two will skate a maximum of TWO (2) minute judging periods with a 30 second rest for skaters between skating periods, until the judging of a flight is complete. Timing periods shall begin with the first skater/team. CLASSIC DIVISIONS - Added the divisions of Classic (Team and Solo) to figure rule AR and AR as an adult dance division that will skate in flights of two will skate a maximum of TWO (2) minute judging periods with a 30 second rest for skaters between skating periods, until the judging of a flight is complete. Timing periods shall begin with the first skater/team. AR17.33 FLIGHT ROTATION Approved the following: AR DANCE - ELIMINATION AND FINAL ROUNDS (a) Flights are to be divided according to the number of dances to be skated, with the exception of two dance events. 1. In events with 3 dances and 5 or less flights, flight one (1) will start the first dance followed by the rest of the field of competitors. 2. Flight 2 will start the second dance followed by the rest of the field of competitors. 3. Flight 3 will start the third dance followed by the rest of the field of competitors. 4. When the flights increase to six (6), the rotation will change as follows: The 1st flight will start the first dance; the 3 rd flight will start the second dance and the 5th flight will start the third dance. The largest number of the remaining flights will be in the last group. This will allow the flight that is to start the next dance the maximum time to prepare for that dance. 5. In events with 2 dances, AR (a) #1 thru #5 will be followed.

12 FIGURE OFFICIALS COMMITTEE - Renamed the USARS Judge s Committee to the title of USARS Figure Officials Committee, with John Cawly as the Chairman. Added the 2013 national meet director, Ed Harney, the national chief referee, Bruce Muench and the national chief tabulator, Bob Styma to work on a mentoring system for meet directors, referees and tabulators in approximately 3 months with the assistance of the John Cawly, Marian Spooner and Debra Adamy. COMBINED CHAMPION Approved giving the Combined Champion awards after the initial round of competition of the figures and loops leading to this tabulation, not to wait until the following day when the other events are determined by subsequent rounds. FIGURE SUB-COMMITTEES - All sub-committees will submit minutes of their meetings to the Figure Skating Committee within 10 days of their meetings. REFEREE INSTRUCTION FOR ALL CIPA FIGURE EVENTS - Accepted the AR proposed rule updates as presented. AR Warm-Up Procedure Qualifying Championships (a) For the General Warm-up, whether it is an elimination or final, when there are ten (10) or more skaters, the total number of contestants shall be divided into two groups according to their order of skating. Group 1 will begin their general warm-up on the designated competitive set of circles while Group 2 will begin their warm-up on the practice set of circles. At the halfway point of the allotted time, Group 1 will change to the practice set and Group 2 will move to the competitive set for the remainder of the warm-up period. The announcer or event referee shall time the warm-up period. Minimum warm-up time shall be ten (10) minutes. (b) For the Official warm-up, the first three (3) contestants in skating order will take the floor in one (1) minute intervals warming up on the practice set of circles. After three (3) minutes, the first skater is sent to the referee and the fourth skater is sent to the warm-up circles. From that point on, timing is no longer required as each succeeding contestant is being scored. The next contestant in the skating order will begin his or her official warm-up. (c) Referee Instructions for all CIPA Figure Events 1. Assemble the skaters and determine the total number of contestants to skate the event. 2. Divide the total number of contestants by four (4) (the number of figures to be skated) to determine the grouping & who will start each new figure. 3. If the number of contestants does not divide evenly, any odd number portions will be distributed into the first groups. For example, in a 27 skater contest, the first three groups 1, 2, & 3 will contain 7 contestants with a fourth group of Call all of the skaters and coaches together and describe the procedure for the event. a) Announce the skater numbers to start each new figure. b) Point out the designated long and loop circles that they can choose to skate on. c) Tell skaters there will be a ten minute (10) general warm-up for the first two figures to be skated and coaches are allowed on the floor during the warm-up. d) An announcement will be made by the referee when five (5) minutes and one (1) minute remain in the warm-up. e) At the conclusion of the ten (10) minute general warm-up, the floor will be cleared of skaters and coaches. f) Coaches are not permitted on the floor during judging of the event. 5. Judges should be standing by to begin scoring. The referee will inform the judges of any withdrawals and the skater numbers to starts each new figure. a) The first skater will be called onto the floor for the beginning of their official warm-up. b) After one (1) minute, the second skater will be called onto the floor for their official warm-up c) After one (1) more minute, the third skater will be called onto the floor. d) After one (1) minute, the fourth skater is called to the floor. From that point on timing is no longer required. e) The first skater will raise their hand the judging will begin. (There should always be one (1) skater being judged and three (3) skaters warming up. 6. The First skater s score of each new figure will be averaged by the referee and the judges will be told of the average before moving on to the second skater. 7. Skaters will take the floor in skating order for the first figure, after which rotation begins with the second figure.

13 8. At the conclusion of the second figure skaters will not be allowed onto the floor for their general loop and last figure warm-up until ALL skaters have changed their skates or action and are prepared to warm-up. 9. IN JR/JRWC AND SRWC FIGURE CONTESTS, THE SIZE OF THE CONTEST WILL DICTATE THE AMOUNT OF TIME ALLOWED FOR CHANGING SKATES. IN CONTESTS OF FEWER THAN EIGHT (8) CONTESTANTS, A FIVE (5) MINUTE BREAK WILL BE GIVEN TO THE SKATERS TO CHANGE SKATES. IN CONTESTS GREATER THAN EIGHT (8) BUT FEWER THAN TWENTY (20), A TEN (10) MINUTE BREAK WILL BE GIVEN TO SKATERS TO CHANGE SKATES. IN CONTESTS GREATER THAN TWENTY (20), A MINIMUM OF FIFTEEN (15) MINUTES WILL BE GIVEN. MORE TIME MAY BE GIVEN AS SCHEDULE PERMITS. 10. When all skaters are ready, the referee will announce that skaters and coaches may take the floor for a general practice of ten (10) minutes to warm-up their two (2) remaining figures. 11 Five (5) and one (1) minute warnings will be given during the second general warm-up. 12. At the completion of the second general warm up skaters and coaches will be asked to leave the floor. Only working officials will remain on the floor. 13. The first skater of the third group will be called onto the designated loop circles to begin their official two (2) minute warm-up. a) After two (2) minutes, the second skater will be called onto the floor for their loop warm-up. b) After two (2) more minutes, the third skater will be called onto the floor for their loop warm-up. c) After two (2) more minutes, the fourth skater will be called onto the floor for their loop warm- up. From that point on timing is no longer required. d) The first skater in group three (3) will raise their hand and judging will resume. 14. Judging will continue until the last two (2) figures are completed. d) For the men s and women s ADVANCED LOOP contests, the general warm up will be open with contestants having the option to warm-up on the loop set of their choice. At the conclusion of the general warm-up, the loop portion of the floor will be cleared with the exception of the contestants and working officials. For the official warm-up, the first three (3) loop contestants in the skating order will take the floor at one (1:00) minute intervals, except for the Advanced Loop Division, wherein the intervals should be two (2) minutes warming up on the loop set of their choice. After three (3) minutes, the first skater is sent to the referee and the fourth skater is sent to the warm-up loops. From that point on, timing is no longer required. As each succeeding contestant is being scored, the next contestant in the skating order will begin his or her official warm-up. The rotation of contestants in loop finals may require that the first skater to begin the second loop be given a two (2) minute break (beginning with the completion of his/her first figure) before starting the official warmup for the second loop. Same format shall be followed for the third loop. e) At the conclusion of the general warm-up for Senior World Class and Junior/Junior World Class Figures at the national championships, the floor will be cleared, with the exception of the contestants and working officials. In those facilities where feasible, a coaches viewing area will be provided outside the skating surface barrier in close proximity to the working figure circles. f) At the conclusion of the general warm-up of all other figure divisions, the floor will be cleared. Only the contestants warming up and the coaches of those skaters will be permitted on the skating surface. Once a contestant has completed his or her figure, the contestant and their coach must clear the floor. g) FOR ALL DOMESTIC LOOP AND CIRCLE LOOP DIVISION EVENTS GENERAL WARM-UP IS AS FOLLOWS: the first three (3) skaters in the skating order will warm-up both figures on the practice set of loop circles for the two (2) minutes. After two (2) minutes, those skaters will move to the judging set of loop circles and continue warming up for an additional two (2) minutes, and then leave the circles. After the first three (3) skaters have moved to the judging set of loop circles, the next three (3) skaters in skating order will begin their warm-up on the practice set for two (2) minutes, and then move to the judging set. This procedure should be repeated until all contestants are warmed up. Once warm-ups are completed, the first three (3) skaters in skating order will take the practice set of circles in one (1) minute intervals to begin their official warm-up. After three (3) minutes, the first skater is sent to the referee and the fourth skater is sent to the practice set of circles. From that point on, timing is no longer required. As each succeeding contestant is being scored, the next contestant in the skating order will begin his or her official warm-up.

14 ADULT/SOLO DANCE EARLY DEPARTURE FROM FLOOR Rewritte as follows AR (a) 2: If an Adult Team or Solo dance skater leaves the floor before all required repetitions of their dance have been completed the Event Referee will instruct the Announcer to ask the Team or Solo dance skater to please come to the officials stand. They should be informed that they did not complete the required repetitions for the dance being judged and they should skate the portion of the dance that was not previously completed and then leave the floor. COACHES APPLICATION FOR TESTING AND CERTIFICATION 1. Fill out application for certified coach, pay appropriate fees as determined by USARS. 2. Applicant will then receive, in pdf format, the appropriate study booklets and test materials for the desired level of Coaches Certification. 3. Upon completion, applicant will return completed test to USARS along with a signed copy of the USOC coaching ethics code and a passport size photo. 4. When USARS receives the completed test material as stated above and a basic background check has been performed; coaches will then become a certified Rink Hockey Coach. B. LEVELS OF CERTIFICATION 1. RHC (Rink Hockey Coach), LEVEL 1, ENTRY LEVEL COACH. Applicant must meet all basic USARS membership requirements, have completed the Level 1 exam of 20 questions on sports specific and sports science or have attended a coaches clinic within a one year period. 2. RHC LEVEL 2, CERTIFIED COACH

16 Applicant must meet all basic USARS membership requirements. New applicants must have held a RHC LEVEL 1 certification for at least 1 year, and submit an application to the USARS National Office with appropriate fees. The test will be an open book test of approximately 40 questions on sports specific and sports science. RHC2 is valid for 2 (two) years and requires a certified coaching skills test to be completed for satisfactory renewal. Certified coaching skills test renewal will be waived if the RHC2 coach meets the requirements of the coaches certification extension 3. RHC LEVEL 3 ADVANCED COACH Applicants must meet all basic USARS membership requirements. Must have held an RHC LEVEL 2 certification for at least 2 (two) years, submit an RHC 3 application and fees to USARS National Office. The USARS National office will send applicant an advanced coaches skills and study guide. The advanced coaches test must be conducted by a USARS approved advanced coach. This may be done at a Coaches Clinic or at the National Championships. Applicant will be notified of the time and place that the test can be administered. The test is an open book test and must be procured by an approved USARS advanced coach. Only after passing the advanced coaching skills test will the applicant be issued a RHC3 certification. The RHC3 certification is valid for 3 (three) years. The coach must pass an advance coaches exam every 4 th year or meet the requirements of the coaches certification extension to maintain his/her certification. 4. RHC LEVEL 4 ELITE COACH To become an elite coach an application must be submitted to the Elite Coaches Committee for their approval. The application will ask for the coach s accomplishments and contributions to the sport of Rink Hockey. Once the elite status has been awarded, membership must be renewed each year as an active coach, however the elite status has no expiration date and no further testing is required. 5. COACHES CERTIFICATION EXTENTION A coach may extend their current level of certification by applying for a coach certification extension for the current competitive season. Coaches will be considered for an extension if they have attended a coach clinic or conference/attended the Rink Hockey World Championships/ have had a National Gold medal team or have had two placements at the Rink hockey National Championships. A 1 (one) year extension will be given for each event (with a maximum of 5(five) years). The extensions are used to extend your current certification only, and cannot be used to upgrade to higher level. To receive this award, the candidate must: 1) Be a USARS member in good standing 2) Have demonstrated clearly superior performance throughout the competitive year; or, the individual must have made an outstanding effort to improve his or her level of achievement during the competitive year; 3) Have demonstrated a willingness to share his or her event knowledge with others through participation in exhibitions, demonstrations, clinics; or, through acceptance of invitations to visit other countries for these purposes; 4) Have conducted himself or herself with distinction at all events in which he or she represented roller derby for USA Roller Sports or the United States. FORFEIT AGREEMENT Approved an agreement and clarification that a team cannot forfeit their way to Nationals. USARS ROLLER DERBY OFFICIALS CERTIFICATION PROGRAM - Approved an officials certification program overview as follows: Certification levels The certification program will have three levels: Level 1: Official has demonstrated sufficient competency to officiate sanctioned USARS games. Level 2: Official has demonstrated advanced competency sufficient to officiate sanctioned USARS tournament games. Level 3: Official has demonstrated advanced competency sufficient to be a head official in sanctioned USARS tournament games. Certification Periods and Advancement Certification will last for two years. Certified officials will receive a patch for their official uniform top. Officials may petition to advance their certification level yearly. Officials must first apply for Level 1 and then work their way up. Certified officials must submit applications to recertify before their term expires, or they will have to start at Level 1 again. To maintain or advance to a higher level certification, all requirements must be met when recertifying. Otherwise, the official may be recertified at a lower level or not at all. USARS membership must be maintained in order for certification to remain active. Temporary Certified Officials All officials who participated in the 2012 USARS Regionals or Nationals will be eligible to apply for a temporary certification. Certification level will depend on experience. Deadline to apply for certification will be June 15. Temporary certification period will be July 1, 2013 through December 31, The following actions are required to apply for temporary certification: Must submit an application form. Must submit a signed code of conduct. Must pass the basic rules test. Must be a current USARS member. Must be recommended for certification by the committee or tournament head ref or NSO. Must be willing to serve as a mentor. OFFICIALS CODE - Approved the following USA Roller Sports Roller Derby Code of Conduct for Officials. Introduction USA Roller Sports holds its officials to the highest standards of competence, integrity, and professionalism. Please carefully read these expectations for working a USARS roller derby game. If at any time you do not support any and all of the criteria needed to maintain your status as an official, you may have your status revoked as deemed necessary by USA Roller Sports and its affiliates. Competence Officials will be knowledgeable of all aspects of the current USARS roller derby rules and forms. Officials will hold the safety of all participants to be the highest priority. Referees will call penalties only when they are certain of the foul and the impact to game play. If an official has any questions about rules, best practices, and game play, the question should be directed towards the head officials.

20 If an official cannot answer a question from the public in a succinct and professional manner, the question should be re directed towards the head officials. Integrity Officials will maintain the highest level of respect for the game of roller derby and uphold its integrity at all times. Officials will work games with the mindset of being a USARS official, not an official for their club. Officials will conduct themselves honorably at all times and maintain the dignity of their positions. Officials will not wear team merchandise while working games. Officials will not discriminate against nor show favoritism to any specific player, coach, or team. Officials may talk with players and spectators when not working but must be mindful of what they talk about and not give anyone a reason to question their neutrality. Officials will be mindful of the need to maintain neutrality, both in appearance and in fact. Officials will not engage in discrimination based on age, gender, race, ethnicity, national origin, religion, sexual orientation, disability, language, socioeconomic status, or any basis proscribed by law. Officials will not engage in any sexual harassment or other harassment. Officials will not engage in the use of profanity or derogatory comments while working a game. Professionalism Officials will be available for all meetings and pre game responsibilities at the time set by head officials. Officials will be ready to use their half time listening to feedback and directions from head officials. Half time is time to prepare as a crew for the next half and is not personal time. Officials will not discuss or criticize the officiating except in the context of constructive feedback. Officials may be asked to work any position by the head officials. Officials will strive to achieve the highest level of teamwork and cohesion with their officiating crew. Officials will not wear their official uniforms (NSO shirt or stripes) unless they are working or immediately about to be working a game. Officials will not use cell phones while working a game. Officials will not be under the influence of alcohol while working a game. Officials will not be under the influence of any illicit drugs while working a game. ORGANIZATIONAL STRUCTURE AND OFFICIALS JOB DESCRIPTION Approved the following: Overview - This document describes the new organizational structure to be used during the USARS Regional Qualifiers and National Championship, specifically as it relates to the area of officiating. The new structure was created after extensive research on the way other sports deal with the powers and duties of officials, with the interaction between officials and players/coaches, and with the typical level of isolation given to the officials during a tournament. Distribution of Responsibilities - Concentrating too many responsibilities into a single position creates unnecessary strain in the individual assigned to that position. Distributing work among different qualified individuals allows them to have a greater ability to focus in the quality of their work and increases their availability to perform their normal officiating duties. The new organizational structure separates officiating tasks and responsibilities based on whether they fall under the administrative or the game play areas, assigning a designated position to each area. Communication - The interaction parameters and communication channels between teams and officials need to be clearly defined in order to provide a good experience for the teams and minimize disruption for the officials. The new organizational structure designates a position that will serve as a liaison (and buffer) between players and officials, managing communication and organizational tasks that involve the teams. Authority Boundaries - The main responsibility of the Officials is to facilitate and regulate game play. Thus, officials are among the most important participants in the sport and must have ultimate authority during the games they officiate. Referees must

21 ensure that the rules are called (enforced) consistently throughout the tournament, and Non-Skating Officials must make sure the statistics for the game are monitored and recorded accurately. Players, coaches, and other participants typically have a solid understanding of the powers of authority assigned to the Officials during a game. However, the authority lines get blurred and the communications channels become inconsistent once Officials are not on the track performing their duties. The new organizational structure establishes a clear definition of the powers and the responsibilities given to Referees and Non- Skating Officials during game play, but it also states that any power or responsibility outside these must be defined and designated through one of the additional officiating tournament positions. Criticism and Feedback - Criticism or feedback directed at Officials during game play should be addressed according to the current USARS Rules. However, if such criticism or feedback exists outside the game play, it should be buffered, channeled and recorded by an entity outside the involved officials. Otherwise, such criticism or feedback could: impact the performance and psyche of an official involved. be ignored or perceived by the teams to be ignored. create a perception of bias among teams where the loudest team might be seen as having an advantage. The new organizational structure establishes consistent and recordable procedures to gather and channel criticism and feedback directed to Officials. It assigns the responsibility of managing such instruments to an individual who can isolate the Officials and filter useful matters to the appropriate parties. Timely assignments - Rosters for Officials should be defined and announced ahead of time, preferably the day before the scheduled game. It is fair to the Officials to know their assignments so they have time to prepare. It is useful to the announcers and organizers to know who is assigned to a game. The new organizational structure suggests the creation of officiating rosters that define the scheduled games in which each official will participate. Scope - Officials should complement and participate in the overall plan defined by USARS and should perform at the highest possible level during the games scheduled for them, always following their Code of Conduct. Designated individuals should perform their additional responsibilities under the statutes and parameters of the tournament and their designated job description. In addition to the new organizational structure, the USARS Roller Derby Committee will provide a tournament plan, where we will share the overall philosophy of our style of play, the parameters and statutes that we are trying to construct, and any other directive that would help the officials understand the strategic direction that we are creating for the sport. The plan will be shared with all Officials before the tournament and will be reviewed before the event at the officials meeting to address questions or comments. Designated Tournament Positions - The following list describes the available positions during a tournament and their respective responsibilities. Multiple positions may be assigned to a single individual based on the needs of the tournament and the available officials. Officiating Manager Communicate procedures for submitting club rosters for each game to club captains at all-captains meeting. Liaison between officials and teams. Schedule and coordinate captains/coaches meetings. Ensure paperwork is prepared for each game. Review rosters and paperwork for accuracy. Review paperwork after each game to verify accuracy and to evaluate crew performance. Head Referee Communicate relevant rules, procedures and standards that need to be clarified to all referees in order to maximize the uniformity of their calls.

22 Communicate rules, procedures and standards to players and coaches during designated tournament meetings. Together with the Referee Coordinator and, when needed, the Advisory Group, evaluate referee performance during games. Give immediate guidance and feedback to crews after each game (when needed). Suggest crew re-staffing to referee coordinator based on performance. Referee Coordinator Staff referees for each game, ensuring referees get adequate rest. Make sure that referees are staffed in appropriate positions based on their skill level and the level of play. Communicate staffing and scheduling information to referees to ensure they are on time and in the right place for their scheduled games. Work with the Head Referee to make crew re-staffing decisions when required. Head NSO Communicate relevant rules, procedures and standards to all non-skating officials. Provide guidance regarding official game paperwork to non-skating officials designated to track penalties, line ups or scores. Together with the NSO Coordinator and, when needed, the Advisory Group, evaluate the performance of the non-skating officials during games. Give immediate guidance and feedback to crews after each game (when needed). Suggest crew re-staffing to NSO coordinator based on performance. NSO Coordinator Staff non-skating officials for each game, ensuring they get adequate rest. Make sure that non-skating officials are staffed in appropriate positions based on their skill level and the level of play. Communicate staffing and scheduling information to non-skating officials to ensure they are on time and in the right place for their scheduled games. Work with the Head NSO to make crew re-staffing decisions when required. Advisory Group The Advisory Group will include a limited and selected number of individuals who have demonstrated a good understanding of the USARS rules and who can objectively analyze the rules and their enforcement during the tournament. This Group will observe the games and watch for potential loopholes or inconsistencies in the rules. At the end of the tournament, individuals who are part of the Group will submit a list of recommended improvements to the rules or the USARS Roller Derby program. The Advisory Group will be able to observe the performance of the officials as it relates to the enforcement and application of the rules. They would then be able to advise on specific adjustments and suggest re-staffing to the Coordinators. Finally, the Advisory Group will review any ejections, suspensions, forfeits and other disciplinary matters that occur during the tournament, and will advise regarding the legality or correctness of such events in the case of a conflict. The members of the Advisory Group must not have a direct affiliation to any of the teams who are participating at the Tournament. The Advisory Group is an optional entity meant to facilitate dealing with disciplinary issues and gather feedback, the tournament organizers may decide against having this Group at their event. SUBSTITUTIONS Approved allowing women s teams to add or substitute up to 5 players from their Regional roster to the Nationals roster. PENALTY BOX PROCEDURES FOR ACTIVE SCORERS Approved for distribution. The following scenarios represent the most common situations that may appear during game play involving active scorers, and are meant to exemplify the recommended procedures for penalty box management.

23 1. The Pivot is sent to the box during a jam without achieving Active Scorer status. S/he must occupy a Blocker seat when s/he goes to the box. Irrespective of whether or not the Jammer achieves Active Scorer status, if the jam ends with the Pivot still in the penalty box, s/he must stay in a Blocker seat for the remainder of her/his penalty. During the next jam, the team may not field a Pivot. 2. The Jammer is sent to the box during a jam before achieving Active Scorer status. S/he must occupy the Active Scorer seat when s/he goes to the box. Although the Pivot is eligible to achieve Active Scorer status, in this instance s/he does not achieve it before the jam ends. If the jam ends with the Jammer still in the penalty box, s/he must stay in the Active Scorer seat as Jammer, without removing her/his star cap, for the remainder of her/his penalty. During the next jam, the team may not field a Jammer, but the Pivot is eligible to achieve Active Scorer status. 3. The Jammer becomes Active Scorer and subsequently gets sent to the penalty box. S/he must occupy the Active Scorer seat when s/he goes to the box. The Pivot is not eligible to become Active Scorer during that jam. If the jam ends with the Jammer still in the penalty box, s/he must stay in the Active Scorer seat as Jammer, without removing her/his star cap, for the remainder of her/his penalty. During the next jam, the team may not field a Jammer, but the Pivot is eligible to achieve Active Scorer status. 4. Both the Jammer and the Pivot are sent to the box during a jam. Irrespective of whether or not the Jammer had achieved Active Scorer status before going to the box, and assuming the Pivot did not achieve Active Scorer status, the Jammer must occupy the Active Scorer seat and the Pivot must occupy a Blocker seat when going to the box. If the jam ends before both players complete their penalties, both the Jammer and the Pivot must stay in the box, without switching seats or removing their caps, for the remainder of their penalties. During the next jam, the team may not field neither a Jammer nor a Pivot. 5. The Jammer is sent to the box during a jam before achieving Active Scorer status. S/he must occupy the Active Scorer seat when s/he goes to the box. Subsequently, the Pivot achieves Active Scorer status. At that moment, the Jammer in the box must switch to a Blocker seat since they have effectively become a Blocker. If the jam ends with the player who started the jam as a Jammer in the box, s/he must remove her/his star cap before the next jam and must stay in a Blocker seat for the remainder of her/his penalty. During the next jam, the team may field both a Jammer and a Pivot. 6. The Pivot achieves Active Scorer status during a jam, effectively making the Jammer a Blocker. Subsequently, the Pivot is sent to the penalty box. S/he must occupy the Active Scorer seat when s/he goes to the box. If the jam ends with the Pivot who achieved Active Scorer status in the box, s/he must switch to a Blocker seat, without removing her/his stripe cap, for the remainder of her/his penalty. During the next jam, the team may not field a Pivot. 7. Both the Jammer and the Pivot are sent to the box during a jam after the Pivot had achieved Active Scorer status. Regardless of who went to the box first, the Jammer must occupy a Blocker seat and the Pivot must occupy the Active Scorer seat. If the jam ends before both players complete their penalties, the player who was the original Jammer must remove her/his star cap before the next jam and s/he must stay in the box occupying a Blocker seat for the remainder of her/his penalty. The Pivot must keep her/his cap on and switch from the Active Scorer seat to a Blocker seat for the remainder of her/his penalty. During the next jam, the team may field a Jammer but may not field a Pivot.
