3 2 Introduction Philosophy The Victorian Fly Fishers' Association (VFFA) is mindful of the risks associated with conducting fishing trips and activities at association level. In an effort to assist our volunteer officials to minimise these risks the Association has accepted a basic risk management tool which can be implemented with a view to providing a safer sporting environment and experience for members and guests. Background duty of care VFFA and officials will owe a duty of care to participants in activities where there is a reasonably foreseeable risk of harm or injury to participants as a result of their actions. In exercising this duty of care, the law requires officials to take reasonable steps to reduce the likelihood of injury to participants as a result of those risks which are foreseeable. This is the rationale which underpins any risk management program in this case, the process of identifying risks involved in conducting VFFA activities, and then adopting strategies and actions designed to reduce these risks wherever possible. Objectives To reduce the incidence of injury to participants, officials and other persons associated with VFFA events. To provide a fun, healthy and safe sporting environment for individuals to participate and enjoy the sport of fly fishing. To minimise potential Association liability as a result of poorly managed fishing trips and activities. What is risk management? Risk management is the process of systematically eliminating or minimising the adverse impact of all activities which may give rise to injurious or dangerous situations. This requires the development of a framework within which risk exposure can be monitored and controlled. Risk management is a tool by which persons involved in sport can seek to meet their duties and thus avoid liability.

4 3 Risk identification Types of VFFA events Dinners, Monthly and Annual Fly casting, practice and/or tuition BBQs Day, fishing/social trip Weekend/overnight, fishing/social trip Group trips, interstate, intrastate, overseas Visits, to affiliated and other angling clubs Propagation of trout, in streams Salt water angling VFFA event locations Monthly meeting and dining venue The Fairfield Casting Pool Private homes and holiday properties (e.g. Enoch Country Club, Menzies) Private farms (e.g. Dobson's) Trout fishing commercial locations for fishing and/or accommodation (e.g. Hayes on Brumbys) Hotel, motel, caravan park and other accommodation (e.g. Breakaway Cabins) Other Fly Fishing Clubs (e.g. Bairnsdale, Warrnambool, Launceston) Public and National Parks Inland waters i.e. creeks, rivers, lakes and dams Trout farms and hatcheries The ocean, bays and estuaries for salt water events VFFA event participants VFFA members and members' guests VFFA invitees Paid contributors (e.g. guides, caterers)

7 6 Notes regarding VFFA Major Events 1. A VFFA Major Event is one that is 'paid for' including catering costs and all 'overnight events'. (Excludes Monthly and Annual dinners and Fairfield Casting Pool events.) 2. The Council will appoint an Event Co ordinator (EC) to organise each VFFA Major Event. 3. The Event Co ordinator will circulate a Notice Of Event (NOE)* to Members prior the Major Event in sufficient time for them to be properly prepared and equipped from the start. 4. All Member Participants () in Major Events will be required to fill in, sign and lodge the Event Registration Form (ERF)** beforehand. (N.B. Not on the day.) 5. The Event Co ordinator will keep a copy of all participants' registration forms in a file at the venue of the event. Before angling excursions a second copy of the ERF will be given to each participant 's fishing partner to carry with him in case of emergency. 6. After the event the Event Co ordinator must present a debrief to the Council in a short, report which lists attendees and presents highlights, any problems or emergencies and any recommendations for the future. 7. All handheld UHF radios must be in working order, tested prior each outing, and anglers must be familiar with their operation and the nominated working channel for the event, e.g. channel MHz Personal Locator Beacons (PLB) must be registered with the Australian Maritime Safety Authority (AMSA) in the name of the VFFA member. (As such PLB's are not transferable.) 9. A Remote Location is one where assistance, medical or otherwise is not quickly available. 10. On VFFA Overseas Trips it is mandatory that all participants have travel insurance and that the details are provided on the Event Registration Form. Footnotes: * See page 11 ** See page 12
