7 7 of 16 DEVELOPMENT PROJECT TO TAKE WATER WEST :10:33:17 LATER IN THE 19th CENTURY AND EARLY 20th CENTURY WERE THE PROPOSALS TO TAKE WATER FROM THE EASTERN SIDE THROUGH A TUNNEL INTO NEVADA AND USE THE WATER FOR HYDROELECTRIC POWER :10:45:05 THERE WAS ALSO A PROPOSAL IN THE 1930s FOR A STEAM SHOVEL TO BE BROUGHT FROM RENO UNDER POLICE GUARD TO ACTUALLY LOWER THE LAKE'S NATURAL OUTLET BY THE DAM :10:55:25 THE STEAM SHOVEL WAS BROUGHT UP :10:58:10 IT WAS MET BY A SHERIFF'S POSSE AND VIGILANTES :11:01:28 THE VIGILANTES EVEN BROUGHT DYNAMITE IF THAT WOULD BE NECESSARY :11:06:00 HAPPILY, IT NEVER WAS :11:07:15 THEY GOT AN INJUNCTION AGAINST CUTTING THE LAKE'S RIM LOWER, AND THE STEAM SHOVEL WAS REMOVED :11:17:07 HOWEVER, THE MOST SIGNIFICANT CHANGE TO THE TRUCKEE RIVER'S FLOW CAME WITH THE FEDERAL RECLAMATION ACT OF :11:23:22 SENATOR FRANCIS G. NEWLANDS OF NEVADA HAD A PLAN TO MAKE THE DESERT BLOOM :11:28:23 HE ENCOURAGED SETTLERS TO MOVE TO FARMLAND AROUND THE TOWN OF FALLON AS A PART OF WHAT BECAME KNOWN AS THE NEWLANDS PROJECT :11:37:22 WATER FROM THE CARSON RIVER WAS INSUFFICIENT TO IRRIGATE THE LAND, AND A DAM WAS BUILT TO DIVERT WATER FROM THE TRUCKEE :11:45:29 [MAN] WHERE WE'RE AT HERE TODAY IS DERBY DAM :11:49:14 DERBY DAM WAS THE FIRST CONSTRUCTION UNDER THE RECLAMATION ACT :11:53:13 THE BUREAU OF RECLAMATION WAS DEVELOPED AS AN AGENCY TO IMPLEMENT THAT ACT, AND THIS
