1 C H A P T E R 2 2 MANAGEMENT ACTIVITIES: REGULATED WATERS The regulated waters data set contains information on the various stretches water with special regulations. For instance, it includes waters closed to angling, rivers which are scheduled fly fishing only, and Crown reserve waters. New Brunswick is unique in its variety regulations for allocating and protecting fishery and aquatic resources. The following describes the various types regulated waters included in this data set. < Scheduled (Fly Fishing Only) Waters - Streams or stretches there which can be angled by artificial flies only. < Designated (Angling) Waters - Streams or stretches there which require non-resident anglers to be accompanied by a fishing guide. < Closed Waters - Closed to all angling. < s - Stretches quality angling waters which are allocated to the resident public each year through a lottery system. There are three types reserves - daily (one day fishing), regular (2 or 3 days fishing) and hook and release only. < Special Reserves - Refers to a stretch water on the Restigouche River, Larry s Gulch, which is operated by the Department Natural Resources and Energy. < Angling Leases - Stretches quality angling waters which are allocated on a 10-year basis through public auction. The above have been incorporated within GIS. In the future, this data set may also contain the following: Designated Drinking Supplies - Streams or lakes which supply drinking water and as such, have restricted use, especially within the drainage area surrounding the body water Outstanding Waters - Lakes and streams publicly nominated and managed as outstanding waters. This is new initiative under The Clean Water Act to address protection and management New Brunswick s surface waters. DATA SOURCES The primary source regulated waters data is the New Brunswick Department Natural Resources & Energy as described in the Fish and Wildlife Act. Fisheries and Oceans Canada determine gear restrictions (Scheduled Waters) under the Fisheries Act found in the Maritime Provinces Fishery Regulations pamphlet. POSITIONAL ACCURACY The start and end points regulated stream sections are determined by textual descriptions. The positional accuracy the hydrographic spatial data is ±1.5m to ±2.5m. Please refer to NBGIC s Land and Water Standards Manual for further details. DATA FILES
2 Management Activities: Regulated Waters 22-2 Tabular Data There are many tables within regulated waters. One provides an overall view the various types regulated waters. The remaining tables provide more detailed information on the locations and particulars the regulated water. Since an individual lease or reserve may encompass more than one stream, separate tables maintain their location reference for GIS. Scheduled Waters - Provides a GIS reference to waters which are fly fishing only Spatial Data Regulated waters are mapped through the route system files and dynamic segmentation. Note Please refer to the following chapter for angling catch and effort information associated with Crown reserves and leases: Recreational Fishery Catch & Effort: Mail Surveys Designated (Angling) Waters - Provides a GIS reference to waters for which nonresident anglers require fishing guides Closed Waters - Provides a GIS reference to waters which are closed to all angling Locations - Provides GIS reference to the locations Crown reserves s - Maintains details each Crown reserve (regular, daily, and hook and release) Angling Lease Locations - Provides GIS reference to the locations angling leases Angling Leases - Maintains details each angling lease

Type (Length. Stream identifier which is scheduled fly fishing only Water_ stream Water_ system codes indicating the drainage unit the scheduled stream Location the start and end point the scheduled water Sect_Des (150) Start within angling season when fly fishing only is in effect; format MM-DD Start_ (10) End within angling season when fly fishing only is no longer in effect.; format MM-DD. If the regulation is in effect for the remainder the season, this field is blank End_ Second Start within angling season when fly fishing only comes back in effect for second time in same season (i.e. Start and End have both passed); format MM-DD After_ Regulation Start Year Regulation End Year Year regulation started (in effect since 1999) Reg_Start Year regulation ended (in effect since 1999) Reg_End From upstream from the confluence where the scheduled section begins From_Meas To upstream from the confluence where the scheduled section ends To_Meas

Identifier lake or stream closed to all angling Water_ lake or stream closed to all angling Water_ system codes indicating the drainage unit the closed stream Location the start and end point the closed water Sect_Des (160) Start within angling season when the closure is in effect; format MM-DD Start_ (10) End within angling season when the closure is no longer in effect.; format MM-DD.
