2 On behalf of the Rocky Mountain Spearfishing Association, we would like to welcome you to the 2011 Freshwater National Championships. The Rocky Mountain Spearfishing Association is proud to sponsor this event. We hope Lake Powell will present a challenge to all competitors with a very rewarding outcome. We also hope everyone enjoys all the wonderful opportunities Powell has to offer. This is a fun family region with great camping around the lake.

5 Location: Lake Powell, Arizona Event headquarters will be Wahweap Picnic Area. All meetings/briefings and awards will take place at this location. (Subject to change). Weigh-ins will be conducted near boat ramp, north of Wahweap Picnic Area Dive Area/Boundaries: The whole lake is open to the competition. Lake Powell is located in 2 different states, Utah and Arizona. Both states have different spearfishing regulations. Lake Powell does have off limits areas. Times: Mandatory meeting/briefing September 16 th, :00p.m. MST Sunrise September 17 th, 2011 competition begins Competition ends September 17 th,2011 3:00 p.m. MST

6 Must be checked in at weigh ins 3:30 p.m. MST Dinner/awards immediately following weigh-ins at Wahweap Picnic Area Entry Deadlines: Entry deadline is July 31 st 2011 All entries/bios/photos must be received by this date to be included in brochures 2011 Freshwater Nationals will have a cap of 25 teams Entry Fees: The entry fee for the two man teams will be $ if received by July 31st and $180 if received after. Teams: All teams will consist of 2 competitors Teams may be made up of men/women/mixed pairs There will be no divisions. Scuba/free/pro/novice all count as one division

7 Schedule of events September 16 th, 2011: ALL boats/vessels that will be competing in the event MUST be decontaminated and receive a Mussel Free Certificate from National Park Service. You can get these at any boat ramp. Competitors must present these at the mandatory meeting at 6:00 at the main picnic area. 6:00- Mandatory meeting/briefing. All competitors will be briefed on specific rules and regulations that will be imposed at the competition. This will be the final check in before the event begins. All Zebra Mussel Certificates must be turned in at this time or you will not be able to compete. Fishing licenses will be checked as well. September 17 th, 2011: Sunrise, competition begins 3:00 Competition concludes, all guns must be out of the water Travel time begins. Teams must be checked in by 3:30 p.m. MST All teams must check in even if not weighing in any fish. If all teams are not checked in, the tournament will be paused and search teams will be sent to find missing teams 5:30 Food begins 7:00 Award Banquet begins

8 Diving conditions (estimated): Water temp degrees Visibility 8-25 Depth 5-45 best diving for fish Bottom will consist of various sandy/rocky/small pebble areas, ledges, submerged and standing timber throughout the dive area Awards: Team awards and individual awards will be presented Scoring: *top 3 teams will receive trophies *top 3 individuals will receive trophies *biggest game fish will receive a trophy *biggest rough fish will receive a trophy *raffle tickets will be sold as well for those who want to participate in raffle for various other prizes *sponsored prizes will be issued for other places (TBD)

9 The one point per fish and one point per pound method of scoring will be used in this competition There will be a 50 fish per competitor limit Striper will carry a bonus of 5 points per fish Disqualification: Any violation of the state, local and or tournament rules and regulations No culling game fish; culling refers to releasing smaller fish that won't be used to count towards an angler's total weight. Competitors may cull CARP only Divers catch, or portion thereof, breaking any existing State/Game law Trading fish among teammates Trading fish between other competitors or divers Verbal/physical abuse of any tournament official or fishermen or bystanders Spearfishing Rules: All rules will be in accordance with the Rocky Mountain Spearfishing Association Tournament Rules. (Any conflict of rules between the RMSA and State/Local Fish/Game Rules will be resolved at competitors briefing All state and local Fish/Game rules apply

10 No free-shafts Shock/shooting line length not to exceed 20 Muscle loaded spearguns only No power heads allowed Each competitor must display a diver down flag that meets required state regulations All competitors must possess a valid state issued fishing license. Licenses will be checked at the briefing. All competitors must have fishing license on board their vessel at all times during competition All competitors are required to wear a dive knife during competition No chumming/burley/palu or baiting allowed at any time All boats/vessels in event must possess a Mussel Free Certificate All boats/vessels must comply with all local and state regulations and laws Other rules to be determined/discussed at the briefing Friday Fish Species Utah: Carp- no limit Striper - no limit (fish carries 5 bonus points per fish)

11 Smallmouth Bass- limit 5 Largemouth Bass- limit 2 Crappie limit 10 Channel Catfish- limit 10 Walleye- limit 5 Underwater spearfishing Prohibited, Utah: One quarter mile of all existing developed areas, including shoreline campgrounds, docks, launch ramps, breakwaters and trailheads One quarter mile of any structure, including any building, shed, pump-out, boat dock, breakwater, permanent harbor fixture, camper, motor home, trailer, tent or vehicle Rainbow Bridge National Monument One quarter mile of Dangling Rope Marina, including any land-or harbor-based structures

12 One hundred yards of any boats, or any other boat moves into the 100 yard perimeter after the bow or spearfishing activity has commenced Fish Species Arizona: Carp- unlimited Striper- unlimited NO game fish may be taken by spearfishing in Arizona Reciprocating fishing licenses: A reciprocating fishing license may be bought so that you can fish Arizona and Utah water. 17 Assumption of risk/waiver of Liability Agreement Read carefully, then sign I,(print names), hereby affirm I am a skin diver or certified scuba diver, and I am in a good state of health and capable of participating in the activity, sport of event for which this assumption of risk agreement is prepared. I am aware of all inherent dangers of skin/scuba diving and aware of the basic safety rules for underwater activities. I desire to participate/compete in some or all of the 2011 Freshwater National Spearfishing Championships being sponsored by the Rocky Mountain spearfishing Association. The events include Skin-diving Spearfishing and Scuba spearfishing. I understand and agree the purpose of the events(s) is strictly recreational, and it is not the function of the RMSA to serve as the guardian(s) of my safety. I hereby voluntarily release, discharge, waive and relinquish any and all actions or causes of action for personal injury, property, damage or wrongful death occurring to me, which injury, property damage or wrongful death arises as a result of engaging in said activity, whenever or however such may occur. I do for myself, my heirs, executors, administrators and assigns hereby release, waive, discharge and relinquish any action or causes of action which may hereafter arise for myself and for my estate and agree that under no circumstances will I or my heirs, executors, administrators and / or assigns prosecute or present any claim for personal injury, property damage or wrongful death against RMSA, its officers, directors, agents, or representatives for any of said causes or action, whether the same shall arise by the negligence of any said persons or organizations or otherwise.
