2 Introduction THE HOME OF SEA ANGLING Welcome to the 26th edition of the Paul Roggeman European Open Beach Championship, the largest three day beach fishing competition in Europe. Paul started the European Open Beach Championship in Bridlington and it is remarkable to see that a small two day beach fishing competition has grown and developed into what it is today. This has been made possible by Paul s tireless, hard work and dedication to make the event a success. This matched with your fantastic support is what has helped make the championship so unique. Last year s competition was a huge success and saw a great attendance of new and old anglers battle it out in the very cold conditions, congratulations again to our Overall Winner, Paul Medd and Max Martin our Junior Champion for Our 26th year will see as always, an exceptional prize table, with huge cash prizes and fantastic fishing equipment to be won! As always each of you will be able to pick up valuable experiences, tactics, skills and techniques whilst enjoying a fun filled weekend meeting new and old friends. Some of the top companies within the industry will be exhibiting to provide you with an insight into all aspects of sea angling. This year sees us team up with Sea Angling Adventures, as we look to provide competitors with fantastic coverage in the build-up and during the 2019 Championships. 3 Visit our website Follow our Facebook page: openbeachchamps PAUL S EUROPEAN OPEN TIPS BE AN EARLY BIRD - You will have to arrive at your chosen venue early as the popular areas will soon become crowded well before the start time. BE MOBILE - A venue that produces fish over low water could well be worth trying early in the match, before moving on to a high water venue. SHORT CASTING - Don t spend the whole match blasting baits out of sight as many of these beaches can produce good fish inside 100 yards. CLIFFHANGERS - Be careful when on muddy cliffs, especially after rain. Many anglers have found themselves up to their waists in mud! TRAVEL LIGHT - Keep your tackle to a minimum. Venues soon become crowded and a long walk may be on the cards. IT S A START - Remember that any sizeable fish caught on the Saturday could mean extra weight towards Sunday s big prize fund! FRESH IS BEST - There is no substitute for fresh bait. So make sure that you have a reliable supplier or, better still, why not collect your own. RULE IT OUT - Make sure that you can carry a suitable fish rule. All fish brought to the weigh-in must be above the relevant minimum sizes. HOOKED UP - Avoid large hooks. Recommended sizes between 1 and 2/0 which will hold a good cod but also allow you to target smaller pieces. AGAINST THE CLOCK - Weigh-in times will be strictly adhered to, so allow sufficient time to travel back to them. Miss them and you will miss out!

The Flattie Bash this year will be run in partnership with George Smith. For all enquiries for the Flattie Bash please contact George on This year s event will take place on Hornsea and Mappleton beaches and will be zoned. All anglers taking part in the event agree to the rules laid down. Competition Rules 1. Fishing Times Friday, 15 February am pm. High tide at 12.37am (4.8m). There will be one overall winner, then prizes will be given for 1st, 2nd and 3rd place in each zone. There will also be prizes for women and juniors. 2. Registration and Entry Registration will start at 8am. Tickets and registration will be available from: Hornsea Floral Hall, Esplande, Hornsea, East Yorkshire HU18 1NQ Entry fee: 10 per person (cash only). The competition includes males, females and juniors. 3. Competition Boundaries The competition boundaries will be marked on Hornsea and Mappleton beach with flags at each end. Competitors must stay within the boundaries when fishing. Due to limited space within the boundaries we ask that there is no more than six meters between each angler, this will be stewarded. This year s match will be zoned. Anglers will be notified of their position at registration. Family and friends can still fish together in the same zone. Please be aware that one of the zones is in Mappleton which is a five minute drive from the registration point. 4. Notes The decision of the organiser (EY Events and George Smith) is final. Neither East Riding of Yorkshire Council nor the organisers shall be held responsible for any loss, accident or damage incurred by any person in connection with the competition. Each entry to the EOBC Flattie Bash is binding in honour only. General Rules 1. This is a catch and release stewarded shore fishing competition for flat fish only. 2. Each competitor is only permitted to fish with one rod, with one reel and running line with a maximum of three hooks. 3. Each competitor should have a bucket of fresh sea water. When a flat fish is caught the fish is to be placed into the bucket and taken to nearest angler (non-family or friend) to measure and then be released. 4. It is the responsibility of both the angler and the steward to ensure that the fish swims away. 5. Fish should be recorded and returned before the next cast is retrieved. 6. Fish are measured from the tip of the nose to the maximum tip of the tail. The length recorded will be rounded down to the nearest full centimetre. 7. No angling equipment must be left on the beach unattended. Any unattended equipment may be removed by the event stewards. 8. No angling equipment can be set up before each competitor has an entry ticket in their possession. Points scoring system: Competitors will be given one point per full centimetre of flat fish recorded. The result will be decided by the competitor with the highest number of points. Where there is a tie on points then the competitor with the most number of fish will be the winner. If there is also a tie on the number of fish then the winner will be the person with the largest single fish. There will be one overall winner of the Flattie Bash as well as prizes for the top three in each zone. There will also be prizes for winning females and juniors. * Please be aware this event can be busy and therefore, some anglers may have a distance to walk. Allow good time to register and set up. Please note, entry to the flattie bash event may be limited to the first 300 competitors dependant on weather conditions.

5 EOBC 2019 General Rules Definitions: a) The name of the organisation is East Riding of Yorkshire Council (ERYC). b) The organisers means EY Events, which is also the Championship Committee. 1. Bottom and artificial fishing allowed. 2. No competitor may have fitted at the same time more than one rod with reel and also a running line with no more than three hooks attached. One treble counts as three single hooks. 3. Any competitor, other than registered disabled competitors (such registration evidence to be presented to the organisers prior to the competition commencing), must cast their own rod. No mechanical casting aids of any description are allowed to be used in the competition. 4. No competitor is allowed to fish in the 24 hours prior to the start of the competition apart from when participating in the EOBC FLATTIE BASH MATCH in the designated area on Friday, 15 February No fishing is allowed from piers or man-made constructions in the sea i.e. drains etc. Fishing is only allowed from promenades (eg. Hornsea and Withernsea) and cliff tops (eg. Tunstall) with extreme high tides. 6. Competitors may receive the help of any person to assist them in landing any fish, but the assistant must not handle the rod at any time whilst helping. The use of gaffs to land fish is strictly prohibited and will result in immediate disqualification and expulsion from the competition and the competition area. 7. The minimum distance between two anglers fishing on the beach must be 10 metres or 12 yards unless specifically notified otherwise by the stewards during the competition. Any angler not adhering to this safety rule will be disqualified. 8. All rod rests and rods on the beach must be attended at all times. No competitor is allowed to reserve space on the beach with unattended tackle. Unattended tackle may be removed by the stewards. 9. All competitors must have paid entry tickets before commencing fishing and must produce them if requested by the stewards. 10. All competitors are required to act as stewards. When witnessing another competitor s catch the witness may sign in other competitors fish caught on the day on the back of the official ticket, giving clearly the competitor s name and entry number and the witness s name and entry number. 11. All competitors must weigh in their own catch and not later than the times mentioned in the competition rules. Competitors must allow themselves plenty of time to travel back to the weigh-in and to get parked. No allowances of any kind will be made for any competitor arriving back late. 12. Fish sizes: no person shall land, sell, expose or offer for sale or have in his/her possession any fish of the following description of less than the following measurements: Pouting Plaice, Dab, Sole, Flounder, Pollack Mullet Whiting, Turbot Cod, Coalfish, Haddock, Eels Bass* Ray (across the wings) 25cm 30cm 33cm 35cm 40cm 45cm 42cm (Rays are classed as round fish) *The fishing of Bass is dependent on regulations in place at the time of the European Open Beach Championship Note: All types of Dogfish, Eels, Tope, Blennies, Dragonets, Mackerel, Rockling, Scorpion Fish, Rays Bream and Weaver Fish or any Shellfish will NOT be weighed in. 13. The competitor must retain all fish brought to weigh-in for one hour after close of weigh-in in case of appeal. Any breach of this particular rule (FISH SIZES) will be brought to the attention of the Appeals Committee at the weigh-in and their decision will be final. 14. Any competitor breaching any of the Championship rules will be disqualified from the whole event and immediately excluded from the competition areas. 15. East Riding of Yorkshire Council reserves the right to take legal action against any competitor in breach of the rules. 16. IN THE EVENT THAT THE ORGANISERS CONSIDER THAT A FRAUD HAS BEEN OR IS BEING PERPETRATED, THE ORGANISERS RESERVE THE RIGHT TO ASK THE POLICE TO INVESTIGATE. 17. East Riding of Yorkshire Council and the organiser accept no liability in respect of any loss or damage to any equipment person vehicle or thing brought into the competition and no warranty or guarantee is given as to the condition of the areas set aside for the competition and to their suitability for the proposed competition. 18. Cancellation: in the event of bad weather and/or in the interest of safety, the organisers reserve the right to cancel the Championship. In such case, entry fees, less any legitimate Championship expenses will be returned. 19. In all matters relating to the Championship the decision of the organisers is final and the organisers may delegate their power to the Appeals Committee. 20. The organisers reserve the right to refuse entry without explanation and will in such case return all entry fees already paid. 21. Any objection must be submitted to the Appeals Committee within half an hour of the results being posted. A fee of 10 must accompany the objection and is returnable only when the objection is upheld. 22. There will be no admittance to the competition without a ticket. By purchasing a ticket each competitor agrees that they understand and will comply with the rules throughout the competition. Any breach of the rules will result in the competitor being disqualified and asked to leave the competition area.

FISHING TIMES Saturday, 16 February 2019: Sunday, 17 February 2019: 9am till 3pm (Bridlington High Tide: 1.49pm 5.1m) 9am till 3pm (Bridlington High Tide: 2.48pm 5.5m) 2. WEIGH-IN TIMES (Please note NO fish will be weighed in after this time) Saturday, 16 February 2019: strictly, between 3pm and 4pm Sunday, 17 February 2019: strictly, between 3pm and 4pm (The weigh-in strictly ends at 4pm, all competitors must return to the weigh-in before 4pm). 3. WEIGH-IN VENUE Sand le Mere Holiday Village, Southfield Lane, Tunstall, East Yorkshire HU12 0JF 4. BOUNDARIES North End of North Marine Promenade, Bridlington to Pilot Jetty at Spurn Point. 5. JUNIORS: (boys and girls) Juniors may enter either the Senior or the Junior event (NOT BOTH EVENTS) with purchase of the appropriate ticket (SENIOR OR JUNIOR) and are eligible ONLY for the prize of that category. Juniors must be less than 16 years of age on the competition dates. Proof of age may be required on the day. All fishing juniors, even when fishing in senior event, must be accompanied by a fishing adult with their own entry ticket. 7. TICKET TYPES Red: Saturday ONLY Blue: Sunday ONLY Note: RED AND BLUE TICKETS ARE ONLY FOR COMPETITORS WHO WISH TO FISH ON A SINGLE DAY. RED AND/OR BLUE TICKETS DO NOT QUALIFY FOR THE OVERALL AGGREGATE EVENT. Green: Both days (overall) Note: TO QUALIFY FOR THE OVERALL EVENT, A TWO-DAY GREEN TICKET MUST BE BOUGHT. 8. PAIRS EVENT (SATURDAY ONLY) Tickets (optional): 20 extra per team Combined total weight of fish caught by the team on the day. No competitor may enter the pair event, unless they are registered in the main event. 9. TEAM OF FOUR EVENT (SUNDAY ONLY) Tickets (optional): 20 extra per team Combined total weight of fish caught by the team on the day. No competitor may enter the team of four event unless they are registered in the main event. 10. WEIGH-IN All fish will be weighed in kilograms and grams and the results will be posted in the same format. 11. PRIZES - SENIOR EVENT Males, females and juniors who have purchased a senior ticket will all be classed as seniors. Daily Prizes: Heaviest fish caught on each day (1st 20th place) Overall (Green): Each heaviest fish caught on Saturday added to each heaviest fish caught on Sunday. (1st 25th place) 12. PRIZES - FEMALES AND JUNIORS Females (entered in the Senior event) Overall only: (Green) Each heaviest fish caught on Saturday added to each heaviest fish caught on Sunday. (1st 3rd place) Juniors (entered ONLY in the Junior event) Daily Prize: Each heaviest single fish caught on each day. (1st 3rd place) Overall: (Green) Each heaviest single fish caught on Saturday added to each heaviest fish caught on Sunday. (1st 5th place) 13. PRIZES PAIRS AND TEAM OF FOUR Highest combined weight of fish caught by the team on the day. (1st 3rd place) 14. PRIZES HEAVIEST FLATFISH Daily prize: Heaviest flatfish caught on each day. (1st place only) Overall: (Green) Aggregate of heaviest flatfish caught on Saturday and Sunday. (1st place only) 15. PRIZES OVERSEAS NON-UK COMPETITOR Overall: (Green) Highest placed overseas non-uk competitors. (1st 3rd place) 16. ALL INDIVIDUAL PRIZE WINNERS must be present IN PERSON at Saturday s and/or Sunday s prize-giving at Sand le Mere Holiday Park in order to receive their prize. Anyone not present will forfeit their prize. No other person will be able to collect any prize on behalf of another person. Please note, payment of prize money for winners may take up to three to four weeks. 17. FREE GOLDEN TICKET DRAW All green two-day ticket holders will be entered in the Golden Ticket draw, which will be held after the presentation at Sand le Mere Holiday Park on Sunday, 17 February THE WINNER MUST BE PRESENT IN PERSON AT THE DRAW TO RECEIVE THEIR PRIZE. IF NOT PRESENT THE WINNER WILL FORFEIT THEIR PRIZE AND A FURTHER DRAW WILL BE HELD.

We DO NOT advise accessing these areas during the EOBC Competitors choosing to access these areas do so at their own risk. Neither East Riding of Yorkshire Council nor the organisers accept any responsibility for any damage, loss or injury howsoever caused as a result of any competitor accessing the areas listed below. These details are correct at time of print. Whilst every effort has been made to ensure the details are correct, East Riding of Yorkshire Council, nor EY Events cannot accept liability for any subsequent changes to the land. NB: There is now an official and legally enforceable No Take Zone in place heading North from Sewerby steps. BRIDLINGTON South Beach / Wilsthorpe Venue: Wide flat sandy beaches. Fishable at high tides. Access: Good access from various points. Good parking at park and ride car park (charges apply). Good disabled access. Good for flatfish and whiting. Good for (Type of fish) 4. HORNSEA North Beach Venue: Wide open sandy beach. Great beach on flooding/larger tides. Venue for the 2019 EOBC Flattie Bash. Access: Good access to the beach via steps. Good free parking at Morrow Avenue Car Park. Good disabled access. Good for cod, rays and whiting. 5. HORNSEA Middle and South Beach Venue: Sandy and fairly steep beach. Good beach on flooding/larger tides. Gullies can vary with a continuous North-Easterly wind. Venue for the 2019 EOBC Flattie Bash. Access: Good access to the beach via Promenade or steps. Good pay and display Leisure Centre Car Park, Broadway Car Park and Eastgate Car Park. Good disabled access. Good for cod, rays and whiting. 6. MAPPLETON signposted Viewing Area Venue: Fishes well through the flood tide to high water. Toilet facilities available. Venue for the 2019 EOBC Flattie Bash. Access: Access to the beach is via a slipway. Good free car park on cliff top (approx. 40 cars). Good disabled access via slipway. Good for cod, rays and whiting. 7. TUNSTALL signposted Follow signs to Sand Le Mere Holiday Village 3. FRAISTHORPE Venue: Subject to heavy erosion and regular change. Large concrete boulders on the beach in front of car park. Expect heavy tackle losses. Access: Good, easy access via sandy path (low cliffs). Good parking. Car park honesty box in operation (charges apply). Good disabled access. Good for well sized flatfish. Venue: Beware of the incoming tide when walking to the left. Boating compound now gone. Access: Access to Tunstall is now via Sand Le Mere Holiday Village only. There is now no parking, or access to the beach from Seaside Lane. Average parking on road. Not suitable for disabled access. Good for cod, rays and whiting.

8 8. WITHERNSEA North and South Venue: Fishes well after a good North-Easterly wind. Access: There are steps down to the beach from the Promenade. Good on-street parking throughout the town and along the sea front. Good disabled access via slipway. Good for cod, rays and whiting. 9 EOBC 2019 Safety Rules European Open Beach Championship Spurn Point Information Regarding Safety Spurn has been affected by severe tidal erosion. It is constantly changing and therefore the area can be very dangerous, especially for travelling anglers. Tides, strong currents and soft sand underfoot mean that it is very dangerous to enter the water on the wash over area. When the high tide comes in and recedes do not make any attempt to cross the sands until all the water has gone. Please check the reserve s safety information displayed on site upon your arrival. If the decision is made by the organisers to close Spurn Point due to extreme weather and/ or tidal conditions, competitors must not venture south of the wash over. Stewards will be present at Spurn to advise competitors of the closure. Please note, dogs are not allowed on Spurn in order to protect the sensitive wildlife and habitats. There is no overnight parking/camping allowed on the nature reserve. There is no vehicular access to the Point access is solely on foot, bike, or aboard the specially equipped vehicle on which Yorkshire Wildlife Trust will be running a shuttle service. Any competitor found to be using any other motorised vehicles including quad bikes and motorbikes will be disqualified from the Championship. Yorkshire Wildlife Trust Shuttle Service The shuttle service will pick up from the entrance gate, anglers must meet there to board the Unimog 15 minutes before the departure times below. Return journeys will run from the point itself, (next to the jetty). Saturday Sunday Shuttle to Spurn Point 6.30am 7.30am 6.30am 7.30am Shuttle return journeys 12noon 1pm 12.30pm 1.30pm The shuttle service is limited to 16 anglers plus fishing equipment per journey. Booking will open on Monday, 26 November at 10am, to book call (01904) The shuttle service costs 5 each way. A limited number of places will also be reserved for competitors to turn up on the day. The shuttle service is available strictly on a first come first served basis. Please take note of guidance and safety information for Spurn Point on 1. Competitors wishing to use power casting styles should use a minimum of 50lb breaking strain shock leader. Furthermore, it is recommended that the breaking strain of the shock leader should be a minimum shock leader of 10lb per oz of weight being used. 2. Any form of dangerous casting is prohibited. Any competitor who makes a dangerous cast after being warned by the Stewards will be disqualified from the competition and asked to leave the competition area immediately. 3. The minimum distance between two competitors fishing on the beach must be 10 metres or 12 yards unless advise otherwise by the Stewards during the competition. Any competitor not adhering to this safety advice will be disqualified. 4. Beware of rising tides. 5. Fish in close proximity to other competitors. Tell someone where you will be and your expected time of return. 6. In many areas, high and soft muddy cliffs hinder the access to the beach. DO NOT climb up and down those cliffs. It is recommended to find an easy access to the beach and walk alongside the beach to the fishing spot. 7. Do not trespass onto private land in order to gain access to the beach. 8. Wear good waterproof boots and waterproof clothing. 9. Carry a simple First Aid Kit with plasters, antiseptic cream etc. 10. In the event of an Emergency, dial 999 and ask for the Coast Guard. 11. Never leave any litter or rubbish behind. Any competitor found to be breaking this rule will be immediately disqualified 12. Take home all discarded hooks, line, rigs and any other rubbish. 13. When digging for bait, backfill all the holes as you dig. 14. Failure to comply with the organisers or stewards advice will result in disqualification from the EOBC Upon buying a ticket for EOBC 2019, each competitor agrees to abide by the rules, as stated in the competition handbook. Ticket holders do not have the right to challenge these rules which also covers the Public Right of Way.
