5 ETIQUETTE Golf is played, for the most part, without the supervision of a referee or umpire. The game relies on the integrity of the individual to show consideration for other players, care for the course and to abide by the Rules. All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times, irrespective of how competitive they may be. Etiquette is an integral and inextricable part of the game, which has come to define golf s values worldwide. Put simply, it is a series of guidelines that exist to show other players, whether through divot repair or awareness of your shadow, a degree of fairness which you would expect to receive in return. In terms of golf s environment, etiquette is about showing respect for the course on which you are playing and the work that has been put in to create it. It s about making sure that the game is played safely and that others on the course are able to enjoy the round as much as you. In short: it s about showing consideration to all others on the course at all times. CARE OF THE COURSE Bunkers Before leaving a bunker, players should carefully fill up and smooth over all holes and footprints made by them and any nearby made by others. If a rake is within reasonable proximity of the bunker, the rake should be used for this purpose. Repair of Divots, Ball-Marks and Damage by Shoes Players should carefully repair any divot holes made by them and any damage to the putting green made by the impact of a ball (whether or not made by the player himself ). On completion of the hole by all players in the group, damage to the putting green caused by golf shoes should be repaired. Preventing Unnecessary Damage Players should avoid causing damage to the course by removing divots when taking practice swings or by hitting the head of a club into the ground, whether in anger or for any other reason. Players should ensure that no damage is done to the putting green when putting down bags or the flagstick.in order to avoid damaging the hole, players and caddies should not stand too close to the hole and should take care during the handling of the flagstick and the removal of a ball from the hole. The head of a club should not be used to remove a ball from the hole. Players should not lean on their clubs when on the putting green, particularly when removing the ball from the hole. The flagstick should be properly replaced in the hole before the players leave the putting green. Local notices regulating the movement of golf carts should be strictly observed. 6 7

6 CONSIDERATION FOR OTHERS No Disturbance or Distraction You should always show consideration for other players on the course and take care not to not disturb their play by moving, talking or making unnecessary noise. You should also ensure that any electronic devices taken onto the course don t distract other players. Only tee your ball up when it s your turn to play and remember not to stand close to the ball, directly behind it, or directly behind the hole, when a player is about to swing. On the Putting Green On the putting green, you should be careful not stand on another player s line of putt or, when he is putting, cast a shadow over his line. And you should remain on or close to the putting green until all other players in the group have holed out. Scoring In stroke play, if you re acting as a marker, on the way to the next tee you should, if necessary, check the score with the player concerned and record it. Lost Ball If you think your ball may be lost outside a water hazard or is out of bounds, to save time, play a provisional ball. Players searching for a ball should signal the players in the group behind them to play through as soon as it becomes apparent that the ball will not easily be found.they shouldn t search for five minutes before doing so. Having allowed the group behind to play through, they shouldn t continue play until the group coming through has passed and is out of range. Conclusion; Penalties for Breach If Players follow the guidelines in this section, it will make the game more enjoyable for everyone. If a Player consistently disregards these guidelines during a round or over a period of time to the detriment of others, it is recommended that the Committee considers taking appropriate disciplinary action against the offending Player, Such action, may for example, include prohibiting play for a limited time on the Course or in a certain number of Competitions. This is considered to be justifiable in terms of protecting the interest of the majority of Golfers who wish to play in accordance with these guidelines. In the case of a serious breach of etiquette, the Committee may disqualify a Player under Rule Safety Ensure that no one is standing close by or in a position to be hit by the club, the ball or any stones, pebbles, twigs or the like when they make a stroke or practice swing. Wait until the players in front are out of range. Players should always alert greenstaff nearby or ahead when they are about to make a stroke that might endanger them.if your ball s heading in a direction where there is a danger of it hitting someone, shout a warning immediately.the traditional word of warning is fore. KEEPING PACE Play at a Good Pace and Keep Up You should always play at a good pace. The committee may establish pace of play guidelines that all players should follow. It s a group s responsibility to keep up with the group in front. If they lose a clear hole and delay the group behind, they should invite the group behind to play through, irrespective of the number of players in that group. Where a group has not lost a clear hole, but it is apparent that the group behind can play faster, they should also invite the faster moving group to overtake them. Be Ready to Play You should be ready to play as soon as it s your turn to play. When on or near the putting green, leave your bags or carts just off the green on the way to the next tee. When the play of a hole has been completed, leave the putting green quickly. 8 9

9 Categorization & Handicap Eligibility 1. Categorised Events given in the Golf Calendar are open to Junior (Cat A & Cat B Boys only) amateur golfers with age categorization as mentioned below. As proof of age, Birth Certificate issued by Municipal Authority or by a recognised school must be submitted with the Tournament Director and with the IGU Secretariat for records and for participation while registering for the event. Points for the Order of Merit 2. There are 11 tournaments on the Junior Tour. Any best 7 performances will be considered for the Order of Merit List. There will be no Mandatory Tournaments. Additional weightage has been given to 4 Regional Tournaments and the All India Juniors. Events may not get replaced exactly after one year. This can happen any time during the Golf Calendar year. Event (s) being repeated in 2014 will replace last year s Event. 3. Points for Ties (except in the case of 1st position in Cat A-B and Cat B which will be decided by a Sudden Death Play Off) for all other positions, will be shared equally by combining the points for the positions involved. Fractions will be rounded off to the next round figure. e.g. 0.1 will be treated as In case two or more players are having the same aggregate points in the Order of Merit then to decide the Overall Ranking, maximum no. of wins will be taken into account. If there still remains a tie then the better stroke average of the most recent 3 tournaments, in which all the players tied have participated, will be taken. 5. Merit List Points will be awarded to all players as per the above chart irrespective of category and no. of players that have participated. Merit List will be prepared separately for Cat A, Cat B and Cat A-B. 6. Merit List certification shall be issued on the request of the player up to the ranking of Top 30 positions only. Conditions of Play 7. All Tournaments are open to Junior Boys (Cat A and Cat B) with Age & Handicap criteria given under Para Ser It is mandatory to submit the Handicap Certificate from your Home Club. In case of Junior(s) who are not member(s) of any golf club(s) but have been playing the IGU tournaments, handicap will be fixed by the Tournament Director based on the past scores in the IGU Tournaments. Handicap Certificates from coaches will not be accepted. 9. There will be a Practice Round for the Junior Boys (Cat A & Cat B) on Monday (one day prior to the tournament). All Players in the OOM of Juniors in Cat A and Cat B will form the Exempt List for the 2014 Tour. Players figuring in the Sub Junior OOM of Cat C for 2013 (up to Top 10 positions) and Transiting to Cat B will also form the Exempt list for 2014 only. Top 10 Players each of Cat A and B as per the OOM of the All India Sub Junior and Feeder Tour Final(s) will also form the exempt list. In addition, 4 slots will be at the discretion of Home Club. The sponsor will have 2 spots. The IGU Championship Committee will also have additional discretionary slots for entries. All players of both Categories are required to register in person one day before the Practice Round latest by 1200 hr. Imp: Note. (a) Players not figuring in the Exempt Category or just making it to the Exempt List are advised to participate in the Sub Junior & Feeder Tour for Boys Cat A & Cat B 14 15

10 (b) The Tournament Director has the discretion to fill vacancies. Players beyond the above numbers in the OOM will be wait listed (Priority will be given to OOM of Cat C and B) and given entry in case of drop outs, if any. The field will be kept to approx The Tournament shall be conducted in Stroke Play format in accordance with The R&A Rules and Local Rules of Golf as approved by the R&A and shall consist of following rounds:- Category A & B Boys 72 Holes Tue thru Fri (or as per dates mentioned) 18 Holes each Day The Tournament Director reserves the right to curtail the no. of rounds / holes due to any adverse situation / playing conditions. Entries & Registration 11. Entries for all Tournaments will close 15 days prior to start of the Tournament. All players who have submitted entries must register themselves one day prior (Monday) to the Tournament latest by 12 noon. Players not registering in time may NOT be included in the draw. Entry Fee 12. The Entry Fee for all Categorised Events will be Rs. 500/- per event. There will be no entry fee for All India Juniors Championship. Draw & Preliminary Cut 13. Draw for the day 1 will be posted on the Club Notice Board, by 1600 hrs one day prior to Round There would be a preliminary cut (by score) after Round 1 only. Following cut-off scores will apply for each Category. Players not meeting the following criteria will not be allowed to play their next round/s. Boys Category A Above score of 90 Boys Category B Above score of Round 2 draw will be reversed after taking in to account the drop outs, if any and those eliminated after the 1st Round for not having met the 1st Round criteria. For Boys in Cat A and B, the Draw for Day 3 will be as per the scores of both A-B Combined. Halfway Cut 16. In Boys Category A and B, a cut shall be applied after 36 Holes. Top 30 Scores plus ties in Boys Cat A and Cat B each will play the Final 2 rounds. However, the decision of the Tournament Director will be final and binding in this regard. Ties 17. In the event of a tie for the 1st Place for Junior Boys Championship Winner and for Winner of Cat B Boys, there will be a Sudden Death Play off, hole by hole, immediately after completion of the Final Round. The play of holes and Sequence of play will be decided by the Tournament Director. Other ties will be decided based on the lowest score over the last 18, 9, 6, 3, & 1 hole, respectively. Tournament Committee 18. The Tournament Committee consisting of club representative(s) and IGU Official(s) will be formed by the Tournament Director. 19. The Tournament Committee will have the sole discretion to interpret the conditions for the competition and to give decisions on any query / ruling / disputes arising during the Tournament. 20. Any matter not covered under the conditions of play will be decided by the Committee and their decision shall be final and binding on all the participants. The Tournament Director reserves the right to fix / alter starting times. In the event of any Round(s) being cancelled due to inclement weather or for any other reason, the Tournament Director shall assess the situation and take a decision which shall be binding on all the participants Practice Round 21. One practice round one day prior to the tournament will be allowed. Juniors will have to ensure that they do not hold any group(s) that are following them. Bunkers to be raked and only one ball to be played. It is Mandatory for all Players to carry their divot / sand bags. Use of Caddy 22. Category A and B Junior Boys are not permitted the use of caddies during the Tournament. They can however use hand pulled trolley which must NOT be powered. Tournament Dir may at his discretion permit use of caddies for Categories A and B keeping in mind the topography of the Golf Course and weather conditions. In such cases where Caddies are permitted, there will not be any restrictions on who may be the Caddy & Club Rules, if any, apply. Tournament Tees 23. Under normal circumstances following Tees will be used:- Category A & B Boys Championship Tees Tournament Director is empowered to use his discretion to decide the Tees in case of adverse / favourable playing conditions. Dress Code 24. It is the duty of the player to find out the Dress Code of the host club and respect the same. Failure to follow the Dress Code of the host club may result in the Junior not being allowed to play. In addition to the dress code of the host club following dress code must be adhered to:- Allowed Not Allowed Head Cap / Hat / Visor / Turban Loose Scarf Shirts Collared T Shirts / H Sleeve / F sleeve Round necks / Front open All shirts at all times must be tucked-in Un-tucked Shirts / tracksuit top Trousers Pants / Shorts up to knees for boys Jogging/Football/Cargo Shorts Fabric All except Denim in any colour Denim in any colour is prohibited Shoes Golf shoes / shoes with rubber studs Metal spikes / shoes without spikes 25. Competitor shall not knowingly make use of any drug to enhance his / her performance

11 Use of Mobile / Electronic Gadgets 26. Use of mobile phone or any electronic gadget is not allowed during the stipulated round of golf during the tournament. Use of the mobile phone will be under supervision and in an emergency viz. to call the Referee etc. Spectators / Gallery 27. Parents / Relatives / Coaches / Spectators and friends are permitted on the Golf Course All of the above must at all times keep a distance of min 50 yards from the Juniors on the Golf Course during Tournament Rounds. During the tournament round(s) any form of communication with the player shall be construed as advice to the player. In the first instance a warning will be given. In the second instance the player will be given a penalty of two strokes. Repeated occurrence is liable to have the Player disqualified from the tournament and the concerned person(s) will be asked to leave the Golf Course. Use of mobiles is banned for spectators on the Golf Course. Volunteers may be used by the Tournament Dir as Marshals and Observers. Prize Distribution 28. For Junior boys, the Prize Distribution shall take place on Friday, 30 minutes after the last group has submitted the cards. As a courtesy to the host club / sponsor, it is expected that all players playing on the day of the Prize Distribution attend this function which will be held approx. 30 minutes after the last group has submitted the cards. 29. Prizes - The following Prizes will be awarded to Junior Boys:- Boys - Junior Winner, Runners Up and 2nd Runners Up Boys Cat B - Winner, Runners Up and 2nd Runners Up Playing in Higher Category (Junior Boys and Girls) 30. Any player(s) from Category C who wish to participate in a higher Category* of B (or C if applicable whilst playing the Sub Junior & Feeder Tour and transiting to the main Tour) can do so by applying in writing to the Indian Golf Union, 15 days prior to the event, provided he/she meets the handicap criteria of the higher category. If the player wishes to revert to the original category, then, he/she is required to apply in writing, to the Indian Golf Union and at the discretion of the Championship Committee, will be allowed to revert, from the third event there after (irrespective of the calendar year) provided he/she still meets the age and handicap criteria for that Category. *This is also applicable for Players shifting Categories from the Sub Junior and Feeder Tour and participating in the higher Categories in the main Tour.. Discipline Following procedure will be followed for cases of indiscipline during the tournaments including practice rounds:- i. The Tournament Committee will take cognizance of a complaint on a player made by a fellow competitor, referee, marker, observer; member of the gallery etc. Provided it is in writing. ii. The Tournament Committee shall give the player an opportunity to present his / her version of the incident/s. iii. The Tournament Committee then in consultation with the Tournament Director, shall decide on the punishment to the player which shall not exceed disqualification. iv. The Tournament Director will also inform the Disciplinary Committee of The IGU the details of the case and the action taken so far. All disciplinary matters will be recorded in the dossier of the player. v. The Disciplinary Committee of The IGU shall then decide the additional penalty and any other action to be taken which would depend on the gravity of the offence. vi. The Disciplinary Committee of The IGU reserves the right to penalize the offending player/s by putting a ban on such players for any lengths of period and / or his participation in any no. of tournaments. Unbecoming 18 19

12 Conduct - GRADE 1 If a player that has been observed behaving in a manner unbecoming of a golfer including but not limited to; swearing, throwing golf clubs or any other act which may tantamount to an act contrary to laid down rules, regulations and etiquettes of golf etc. shall; i In the 1st instance on the Tour be warned. ii In the 2nd instance on the Tour be Disqualified from the Tournament. iii In the 3rd instance on the Tour be banned for the next 5 Tournaments. iv In the 4th instance on the Tour be banned from the Tour for a period upto 1 year. Unbecoming Conduct - GRADE 2 The following acts in the clubhouse or on the course will be treated as grade 2 unbecoming conduct; i. Physical confrontation/touching/pushing/coming to blows between players or between a player and an official /member of the gallery. ii. Smoking / Alcohol consumption / consumption of banned substances (drugs). iii. Consumption of performance enhancing drugs, Above acts will carry following penalties:- i. In the 1st instance on the Tour the Junior will be disqualified from the tournament. ii. In the 2nd instance on the Tour the Junior will be banned from the Tour for a period upto 2 years. Cheating If it is proved that the player has cheated; i.e. having knowingly and willingly breached the Rules of Golf for the sole purpose of improving his / her score /position / ranking i. In the 1st instance on the Tour the Junior shall be disqualified from the Tournament and maybe banned from the Tour for a period of up to 1 year. ii. In the 2nd instance on the Tour, the Junior may be banned from the Tour for a period up to 3 years. The Indian Golf Union s Conditions Of Competition & Local Rules. The following Conditions of Competition and Local Rules have been formulated in conjunction with the Rules of Golf, and the Decisions on the Rules of Golf, In the event of a dispute arising as to the meaning of any Rule of Golf, the Indian Golf Union ( herein referred to as The IGU ) Condition of Competition or Local Rules, the Rule shall be interpreted according to the English Edition of the Rules of Golf and Local Rules card. The full text of the following conditions and Local Rules may be found in the current edition of the Rules of Golf as published by R&A Rules Limited at the page numbers noted. SECTION A Conditions of Competition The following Conditions shall apply under Rule 33-1, until further notice, to all tournaments run under the auspices of the IGU: 1. Driving Club Page 137 The driver the player carries must have a club head, identified by model and loft, that is named on the current List of Conforming Driver Head issued by the R&A Rules Limited. 2. Groove & Punch Mark Specifications* (* Presently Not Applicable for Junior Events) The players clubs must conform to the groove and punch mark specifications in the Rules of Golf that are effective from 1st January, *PENALTY FOR CARRYING, BUT NOT MAKING STROKE WITH, CLUB OR CLUBS IN TBREACH OF CONDITION: Match Play- At the conclusion of the hole at which the breach is discovered, the state of the match is adjusted by deducting one hole for each hole at which the breach occurred; maximum deduction per round-two Holes Stroke Play- Two strokes for each hole at which any breach occurred; maximum penalty per round Four strokes. Match play or stroke play If a breach is discovered between the play of two holes, it is deemed to have been discovered during play of the next hole, and the penalty must be applied accordingly. *Any club or club carried in breach of this condition must be declared out of play by the player to his opponent in match play or his marker or fellow-competitor in stroke play immediately upon discovery that a breach has occurred. If the player fails to do so, he is disqualified. PENALTY FOR MAKING STROKE WITH CLUB IN BREACH OF CONDITION: Disqualification. 3. Specification of the ball (Note to Rule 5-I) a) List of Conforming Golf Balls Page 138 b) One Ball Condition - Does not apply 4. Time of Starting (Note to Rule 6-3a) Page 48 & Decision 6-3a/5 applies 5. Pace of Play (Note 2 to Rule 6-7) In the absence of mitigating circumstances, a group is liable to be timed if it is in excess of the time allowed and in case of second or subsequent groups, out of position. From the commencement of timing, if any player exceeds 50 seconds on a first to play shot, or 40 seconds if it is a second or third to play shot, he is deemed to have had a bad time. The time allowed will be determined by the Tournament Director/Chief Referee and will be published on the official notice board. Out of position is defined as being more than the starting interval behind the group in front. A player whose group is timed will have a bad time carried forward in the round even if the group subsequently arrives back in position or within time. Penalty for Breach of Condition: One Bad time : Verbal warning from Rules official Two bad times : One stroke penalty Three Bad times : Two stroke penalty Four bad times : Disqualification 6. Suspension of Play Due to a Dangerous Situation (Note to Rule 6-8b) Page 140 Note: All practice areas shall be closed during a suspension for a dangerous situation until declared open by the IGU. Players who disregard such closing shall face disqualification. 7. a) Practice Page 141 b) Practice Between Holes (Note 2 to Rule 7) N.B: (1) This prohibition includes rolling a ball on the putting green of the hole last played. 13 9. Mobile Phones Players must not use Mobile phones on the Course, except in the case of an emergency. Penalty for breach of this condition will be based on an equitable decision taken by the IGU. 10. Etiquette: Behaviour on the Course - All players must familiarize themselves with the provisions of Section I Etiquette; Behaviour on the Course, Pages of the current Rule Book. Repeated breach of this condition will attract the provisions of Rule Disqualification Penalty: Committee Discretion and possibly, thereafter, not being allowed to participate in a certain number of events as well. 11. Anti Doping Players must not make use of any drug to enhance performance. Should a player show evidence of use of a drug for non-therapeutic purpose, the Committee may require the player to undergo a drug test. Any player infringing this Condition may be disqualified. Players who are on medication and in doubt as to their clinical status should seek advice from the APGC. 12. Returning of Score Card A player s score card is deemed officially returned to the Committee when he has, completely, left the recording office/area. 13. How to Decide Ties Page In the event of a tie for first place, there will be a hole by hole play off to determine the winner. 14. Draw sheet for events The draw sheet will be made as follows: For the 1st round: As determined by the IGU. For the 2nd round: Reversal of order of play and time of starting (from 1st round) For the 3rd and 4th round: Based on the gross scores, if there is a tie on gross scores, the card that is turned in first, will be on top of the draw. 15. Result of the Competition Closed When the final result is announced at the prize presentation ceremony, the result of the competition is deemed to have been officially announced. 16. COMMITTEE S DECISION (Rule 34-3). Any dispute or doubtful point on the Rules shall be referred to the Committee, whose decision shall be final. If the Committee cannot come to a decision, it shall refer the matter to the Rules of Golf Committee of the R&A whose decision shall be final. If the matter has not been referred to the R&A, the player or players may request that an agreed statement be referred through a duly authorized representative of the Committee for an opinion as to the correctness of the decision given. The reply will be sent to this authorized representative. SECTION B Local Rules The following Local Rules, together with any additions or amendments as published by the IGU at each golf course will apply until further notice for all tournaments under the auspices of the IGU. 1. Out of Bounds (Rule 27) Beyond any wall, fence or white stakes defining the boundary of the course. Note: (a) Where out of bounds is defined by white stakes or fence posts (Excluding angled supports) the line joining the nearest inside points at ground level of such stakes or posts defines boundary. A ball is out of bounds when all of it lies on or over such line. (b) Where any continuing or adjoining white line is in existence it defines the boundary. A ball is out of bounds when all of it lies on or over such time. 2. Water Hazards (Including Lateral Water Hazards) (Rule 26) Water Hazards are defined by yellow markers. Where yellow lines are in existence, they define the margin. Lateral Water Hazards are defined by red markers. Where red lines are in existence, they define the margin. Note: Dropping Zones for Water Hazards Where there are dropping zones for water hazards, a ball may be played under Rule 26, or ball may be dropped in the dropping zone nearest to where the original ball last crossed the margin of the hazard under penalty of one stroke. When dropping a ball in a dropping zone, the dropped ball where shall not be re-dropped if it comes to rest within two club-lengths of the spot where it first struck a part of the course even though it may finish outside the boundaries of the dropping zone or nearer the hole. 3. Ground Under Repair (Rule 25) (a) All areas bounded by white lines. (b) Any seam of new turf through the green interfering with the lie of ball or area of intended swing. All seams forming part of the condition are to be treated as the same seam for the purpose of Rule 20-2c (re-dropping (c) Stone filled drainage ditches. 4. Embedded Ball Relief is not extended to through the green 5. Immovable Obstructions (Rule 24) (a) White lined areas adjoining any areas defined as Immovable Obstructions are to be regarded as part of the Obstruction and not GUR. (b) Landscaped garden areas surrounded by an obstruction are part of that obstruction. 6. Turf Plugs on Putting Green On any putting green, turf plugs of any size have the same status as old hole plugs and may be repaired under Rule 16-1c. 7. Integral Parts of the Course (a) Wires, cable, wrapping or other objects where they are closely attached to trees or other permanent objects (b) Retaining artificial walls and pilings when located within water hazards. 8. Permanent Elevated Cables If a ball strikes an elevated power line or cable, the stroke must be cancelled and replayed without penalty (see Rule 20-5). If the ball is not immediately recoverable, another ball must be substituted. Exception: Ball striking elevated junction section of cable rising from the ground shall not be replayed. 9. Temporary Obstructions Page Note 1: When a player s ball lies in, on or under a temporary immovable obstruction or so close to that obstruction that it interferers with the players stance or area of intended swing and relief is required, if dropping zones have been marked, the player MUST drop the ball in the nearest dropping zone, even if it is nearer to the hole. Note 2: When a temporary immovable obstruction is tied into another temporary immovable obstruction or an immovable obstruction by a white line, it is considered to be one temporary immovable obstruction. 10. On Course Units Used for Lighting If a ball strikes an on course unit for lighting, the ball must be played as it lies. If the ball is lost or out of bounds, Rule 27 applies
