1 2017 PSCA RULES AND REGULATIONS January 2017 I. GENERAL INFORMATION 1. Purpose of the PSCA The purpose of the Professional Sporting Clays Association (PSCA) is to provide a professional tour for top sporting clays athletes. The PSCA Tour is designed to give qualified top athletes of the sport greater access to competition with other athletes of similar skill. It will also provide access to media and other notoriety, which in turn will allow our competitors some of the benefits of other professional sports. By creating such a tour, it is believed that the benefits will not be limited to the competing professional athletes, but also to amateur competitors, club owners, and the entire sporting clays industry by allowing greater mainstream awareness of the shooting sports. In an effort to establish fair, objective and practical guidelines for the professional tour, the PSCA has created an expressed set of governing rules and regulations. Considering the evolutionary nature of this professional league, the following rules and regulations are subject to change without notice at the discretion of the PSCA. 2. Duration of the 2017 PSCA Tour Season The season begins January 1 and concludes December 31,

2 Tour Categories The PSCA will introduce two (2) new tour categories for the 2017 season. The 2017 tour categories are: o Open - A shooter of any age or gender. o Lady - A female shooter of any age. o Senior - Any person who is 60 years or older by January 1 of the target year o Junior - Any person who has not reached their 19th birthday on or before January 1 of the target year. Awards will be given for Sub-Junior and Junior based on the below age groups: Sub-Junior - any person who has not reached their 16th birthday on or before January 1 of the target year. Junior - any person who has not reached their 18th birthday on or before January 1 of the target year. Athletes may pay an additional entry fee to compete in multiple categories. See Appendix A for 2017 Tour Stops and pricing Tour Cards The PSCA will provide tour cards to the top qualified sporting clays competitors. For the 2017 season, the tour cards will be distributed to selected sporting clays Competitors pursuant to the qualification process described in the 2016 PSCA Rules and Regulations. Those who accept the invitation will be considered PSCA Pros. The invitation is revocable at the sole discretion of the PSCA. For the 2017 season, the PSCA will issue at least sixty five (65) tour cards for male sporting clays competitors and ten (10) tour cards for female sporting clays competitors. Each tour card will be valid for one PSCA season. Further, the PSCA reserves the right to grant exemption status and/or invitation to any sporting clays competitor at its sole discretion. 5. Tour Card Retention Provisional tour cards will be issued to all PSCA Tour champions from the prior (2) years. Provisional status is used for qualification and seating into the Pro Challenge. Provisional pros are not eligible for free PSCA clothing. This is the only automatic tour card retention. The PSCA reserves the right to amend this provision. 2

3 II PSCA TOUR 1. Competitors PSCA Pro. An individual who has been issued their 2017 PSCA Tour Card following their acceptance and execution of the 2017 PSCA Athlete Agreement, whereby agreeing to abide with all PSCA rules, regulations, policies and agreements. Challenger. An individual not holding a 2017 PSCA Tour Card who has timely registered for a PSCA Tour Event for an opportunity to compete against PSCA Pros. For the 2017 season, Challengers will be eligible for both trophies and prize money. Challengers must comply with PSCA rules, regulations and policies. 2. PSCA Personnel Shoot Director. An individual appointed by the PSCA to promote and coordinate the PSCA Tour event. Shoot Official. An individual(s) appointed by the PSCA and responsible for course layout, target selection and appointment of Referees. The Shoot Official shall be responsible for both layout and testing of the course for safety. The Shoot Official is responsible for ensuring that Competitors are not allowed to shoot the course prior to the competition. Any Competitor who shoots the course prior to the start of the PSCA Tour event is ineligible to compete in the tour event. Chief Referee. An individual appointed by the PSCA or club hosting the PSCA Tour event to supervise all other Referees at the PSCA Tour event. Chief Referee shall be present throughout the competitive shooting portion. Referee. An individual appointed by the PSCA or club that is hosting the PSCA Tour event, who has integrity, knowledge and competency to enforce these rules and regulations and score targets. 3. Events 2017 PSCA Tour Events. Those events hosted by selected sporting clays clubs for the PSCA and their PSCA Pros and Challengers. See Appendix A or for 2017 PSCA Tour event dates and locations. 3

4 PSCA Open Qualification Round. A sporting clays event featuring 120 PSCA rated targets which will qualify Competitors for the PSCA Pro Challenge. PSCA Junior Qualification Round. A sporting clays event featuring 100 PSCA rated targets which will qualify Competitors for the PSCA Junior Pro Challenge. PSCA Last Chance Qualifier. A bracketed, single elimination shoot off event to determine the open category four (4) wild card positions to complete the top sixteen (16) for the PSCA Open Pro Challenge. If time does not allow, the PSCA reserves the right to cancel the PSCA Last Chance Qualifier. If canceled, the top twelve (12) PSCA Pros and the next four highest shooters (PSCA Pros or Challengers) from the Qualification Round scores will make up the Pro Challenge Bracket. There will be shoot offs for the 16th position if needed. PSCA Open Pro Challenge. A 16 slot bracketed, single elimination shoot off event to determine the ultimate tour event champion. This is an open event to both male and female shooters, and all age categories that have paid the open entry fee plus concurrent entry fee. PSCA Ladies Pro Challenge. An 8 slot bracketed, single elimination shoot off event to determine the ultimate Ladies tour event champion. PSCA Senior Pro Challenge. An 8 slot bracketed, single elimination shoot off event to determine the ultimate Senior tour event champion. PSCA Junior Pro Challenge. An 8 slot bracketed, single elimination shoot off event to determine the ultimate Junior tour event champion. PSCA can, at their discretion, change the timing of the speed round in Junior events. PSCA Champion of Champions Event (Optional). The final event hosted by the PSCA at the end of the tour season. Although changes to the format may be made at the sole discretion of the PSCA, the present plan is to celebrate the season with an exhibition match consisting of the top Open, Lady, Junior, and Senior point earners of the 2017 PSCA Tour to compete using the PSCA Pro Challenge Finals format. Prize money will not be awarded. 4. Course of Fire for PSCA Events PSCA Qualification Round. PSCA Pros and registered Challengers will compete as follows: 4

5 1. One (1) 120 target course for Open and One (1) 100-target course for Junior. 2. Fifteen (15) stations, plus one optional tie breaker station. 3. On the 120-target Open course, two (2) of the fifteen (15) stations will be separator stations with a $ payout to the highest score. A separator station is one in which the target will be set at a higher difficulty. All ties will split award money. 4. Also on the 120-target Open course, there will be a sixteenth (16th) tie breaker or an eliminator station that will be used to settle tie scores and may also be used in the event a station has to be thrown out. It may be used as a tie breaker and/or be part of the 120 bird qualifier if a station is thrown out. There will be a $ payout to the highest score. All ties will split money. 5. Start times will coincide with the NSCA host event. 6. Only PSCA Pros will be squadded randomly. Challengers will be presquadded with up to four (4) person A and B squads. 7. The first competitor on each station is allowed two (2) view pairs only. 8. NSCA Rules apply. The 3-foot coaching rule will be enforced. 9. At the conclusion of the PSCA Qualification Round, the top twelve (12) Open PSCA Pros and four (4) Ladies seated PSCA Pros automatically advance to the final bracketed PSCA Pro Challenges. The remaining four (4) Open competitors, four (4) Ladies, eight (8) Junior, and (8) Senior wild card positions will be determined as follows: Open Athletes a. Take out the top twelve (12) Open PSCA Pros from the qualification round and re list the leader board. b. The next sixteen (16) open competitors (PSCA Pros and/or Challengers) on the leader board will shoot off in a possible last chance qualifier to determine the remaining four (4) open competitor slots in the bracketed finals. The top twelve (12) PSCA 5

6 Pros will be seated based on their Qualification round scores. The remaining four (4) Wild Card positions will be seated thirteen (13), fourteen (14), fifteen (15) and sixteen (16) in the bracket. c. The Last Chance qualifier will be shot using the PSCA Pro Challenge format. PSCA reserves the right to change this shoot off format for extreme circumstances (i.e. use a traditional shoot off method or eliminate the shoot off all together and use the next four (4) open qualifying scores). d. The remaining four (4) open competitors from the last chance qualifier that did not advance will be shuffled back in order 17th to 20th place based on their 120 target qualification round and ranked accordingly. e. First round losers of the Last Chance will be ranked 21st to 28th Place. f. In the event of a 12th or 28th position tie, the eliminator station will be used to determine all ties. In the event there are still ties, there will be traditional shoot offs to determine the final bracketed positions for the PSCA Pro Challenge. PSCA reserves the right to change this shoot off format for extreme circumstances or eliminate the shoot off all together and use the next four (4) open competitor qualifying scores. Ladies a. Take out the top four (4) Lady PSCA Pros from the qualification round and re list the leader board. b. The next four (4)Lady competitors (PSCA Pros and/or Challengers) on the leader board are placed in the remaining four (4) spots to compete in the bracketed PSCA Pro Challenge. c. In the event of an 8th position tie, the eliminator station will be used to determine all ties. In the event there are still ties, there will be traditional shoot off to determine the final bracketed positions for the PSCA Pro Challenge. PSCA reserves the right to change this shoot off format for extreme circumstances or eliminate the 6

7 shoot off all together and use the next four (4) Lady competitor qualifying scores. Seniors, Juniors a. The top eight (8) scores will make up the bracket for the PSCA Senior and Junior class Pro-Challenge. b. In the event of an 8th position tie, the eliminator station will be used to determine all ties. In the event there are still ties, there will be a traditional shoot off to determine the final bracketed positions for the PSCA Pro Challenge. PSCA reserves the right to change this shoot off format for extreme circumstances or eliminate the shoot off all together and use the next four (4) competitor qualifying scores PSCA Pro Challenge. The top sixteen (16) Open competitors, eight (8) Lady competitors, (8) Junior competitors and (8) Senior competitors will compete (which may or may not occur at night under the lights) as follows: 1. One (1) or two (2) finals field. 2. Each Field will have 10 machines. There will be 4 machines labeled #1 Then one machine each for the numbers Head to head single elimination. 4. Bracketed positions (i.e. the number one (1) ranked Competitor vs. the number sixteen (16) ranked Competitor, the number two (2) ranked Competitor vs. the number fifteen (15) ranked Competitor, etc.). 5. Each Competitor completes a sequence of four (4) rounds as stated below. 6. Referee will attempt to call targets HIT immediately after each shot. Referee will NOT call out lost targets. 7. Referee and/or Announcer will call out scores after each pair and will 7

8 Ready each Competitor. 8. Competitors will switch positions after rounds one (1) and three (3) only. 9. The point s leader after each round is the first Competitor. 10. The winner is determined by points and advances to the next round. 11. Only two shells may be loaded in the gun at one time. Round 1 Rules: 1. Each Competitor will complete the sequence of report pairs as stated in the chart below calling for each pair. 2. Each Competitor will be allowed fifteen (15) seconds after the Referee s Ready to call for each pair. 3. Each Competitor must hit the random number one (1) target in order to take a shot at the second target. 4. If the Competitor misses the number one (1) target, they can take a second shot to try to get one (1) point. 5. When each Competitor has completed the round, Competitors will rotate positions and Referee and/or Announcer will call out the totals. 6. Score equals the target number called. Timed Round 2 Rules: 1. The points leader starts the round. 2. Each Competitor will shoot a sequence of targets as stated in the chart below. 3. The Referee will allow each Competitor to position their shells. On the Referee s Ready the Competitors will be allowed fifteen (15) seconds to call for their sequence of targets. 4. The targets will be thrown in four (4) second intervals after the Competitors initial call until the round is complete. PSCA can, at their 8

9 discretion, change the timing of the speed round in Junior Events. 5. There may only be two (2) shells loaded in the gun at one time. 6. Competitor may get more than two shots off at one single target if the target has not hit the ground yet. 7. Each hit target is worth four (4) points. Timed Round 3 Rules: 1. Competitors do not switch positions but the points leader starts the round. 2. Each Competitor will shoot a sequence of targets as stated in the chart below. 3. The Referee will allow each Competitor to position their shells. On the Referee s Ready, Competitors will be allowed fifteen (15) seconds to call for their sequence of targets. 4. The targets will be thrown in four (4) second intervals after the Competitors initial call until the round is complete. 5. There may only be two (2) shells loaded in the gun at one time. Competitors may, however, reload and shoot two shots off at one target until the target hits the ground 6. Each target is worth four (4) points. Final Round 4 Rules: 1. The point s leader starts the round. 2. Each Competitor will alternate selecting their pairs until four (4) report pairs have been shot. 3. Each Competitor will be allowed fifteen (15) seconds to select their pair. On the Referee s Ready the Competitor will then be allowed an additional fifteen (15) seconds to CALL for their pair. 9

10 4. Targets two (2), three (3), six (6) and seven (7) may be called. Targets four (4) and five (5), however, may only be called once. 5. Lower number must be hit first to shoot at the second target. 6. Score equals the target number called and Competitor with the highest points advances to the next round. Standard, specialty and flash targets will be used for the PSCA Pro Challenge. When shooting flash targets, it will be scored dead only when a visible piece is broken (according to NSCA rules) i.e. dust does not count. The target must be launched immediately or with a delay of up to one (1) second. If the delay is longer it must be called NO BIRD at the discretion of Referee. This does not apply to 10

11 the Timed Rounds in the PSCA Pro Challenge where the targets are thrown in four (4) second intervals. Timeouts. Competitors will only be allowed one (1) thirty second timeout during the PSCA Pro Challenge. Timeouts can only be called when it is Competitor s turn to call for a pair of targets. Timeouts are to be used for, but not limited to, discussing strategy with coach etc. All Competitors (within the squad) can take advantage of this period of time once called. Attempting Targets. Competitor may start with a low gun or pre mounted gun when calling for the target. In the timed rounds, hip shooting is allowed. Shotguns. You may not share guns with your match Competitor. You may borrow another Competitor s gun that is not shooting at that time. Distractions. In the event of a distraction before or after the Competitor calls for the target the referee may call a NO BIRD at his or her discretion. There will be no makeup targets for natural distractions such as: cell phones, carts passing, radio chatter etc. Scoring Procedure. Chief Referee will call out each pair during the match. The score will be recorded on paper score sheets by both side referees and electronically on the scoreboard immediately. Competitors and Chief Referee must verify score after shooting each pair. The master sheet is the official score. Protest. Any protest must be disputed before shooting the next pair. All disputes will be determined immediately between the Chief Referee and two side referees. Timing Violation. In all rounds, if the Competitor does not call for the sequence or pair of targets within the allotted fifteen (15) seconds, the target(s) will be launched automatically. In the Bonus Round four (4) only, if the Competitor does not choose their pair of targets within the allotted fifteen (15) seconds, the pair will default to two (2) report three (3). Scoring Pairs. In the event of a NO BIRD on the second target of a report pair, the first target will be established as either LOST or DEAD. If the first target was established as DEAD on the first shot, Competitor must still make a legitimate attempt at the first target. If the first target was established as LOST, Competitor must repeat the pair with the option of shooting the first target twice, missing the target with the first shot. This provision does not apply to the PSCA Pro Challenge Timed Rounds, 11

12 whereas in the event of a NO BIRD, the Competitor will be given the choice to either take the score established or repeat the entire sequence with nothing established. Malfunctions. Competitor shall be allowed a total of one (1) malfunction per match attributed to either Competitor s gun or ammunition. Each match of the PSCA Pro Challenge are considered separate events. Targets not attempted on the one (1) allowed malfunction shall be treated as a NO BIRD. Targets not attempted due to the second or subsequent malfunction shall be scored as LOST. In the event of a malfunction during the PSCA Pro Challenge Timed rounds the Competitor will be given the choice to either take the score established or repeat the entire sequence with nothing established. Shoot offs. In the event there are still ties after the elimination station, there will be shoot offs for positions twelve (12) and twenty eight (28) for the Open category and position eight (8) for the Ladies (8) for Seniors and (8) for Juniors for the PSCA Pro Challenges. Stations 1 15 (in that order) will be utilized for determining Competitors seated position in the bracket until all ties are broken. Otherwise, the PSCA will use an appropriate shoot off for each event as it deems necessary. As a general guideline, the PSCA will utilize the following: a. One (1) pair of targets will be selected. b. The score will accumulate in increments of eight (8) until a winner(s) has been determined. c. If more than two (2) Competitors are shooting off, the lowest score(s) will drop off and any continuing ties will continue the process until winner is determined. 5. Prizes, Awards and Recognition Money. The top thirty-five (35) open athletes, top eight (8) Lady PSCA Pros eight (8) Senior athletes and/or Challengers will be awarded with pay outs within two (2) weeks of the completion of the tournament. The prize money pool will be divided based on rank. After PSCA Pro Challenge, in the event of a tie according to qualification round score, prize money will be split. All other ties will split the subject prize money. Junior Scholarship. The top eight (8) Junior athletes will be awarded college scholarships. 12

13 Trophies. Although subject to change for any given event, trophies will be given for the Open, Ladies, Seniors and Juniors (PSCA Pros and/or Challengers) champions. Tour Champion. At the end of the 2017 season, the PSCA will rank all participating Competitors based on their overall performance and standings in the Competitor s respective best three (3) events. At the discretion of the PSCA the Tour Champions will be awarded based on the highest points earned in each Tour category or may be awarded based on the Champ of Champions exhibition match. The decision will be announced prior to event four (4). We are not requiring a minimum number of events attended. 6. Weather/Mitigating Circumstances In the event of extreme weather conditions, power failure, trap failure or unusually early darkness, the PSCA may elect to stop shooting and continue the event when conditions are appropriate for competition. (i.e., the next morning, resumption of power, etc.) Regarding the Last Chance Qualifier PSCA reserves the right to cancel it if time does not allow. 7. Absent Competitor If Competitor is not present on the field when his/her name is checked with the scorecard, Referee must have Competitor s name called out loudly three (3) times within one (1) minute. If Competitor does not appear by the end of that minute, Referee must declare Competitor ABSENT and Competitor will not be allowed to join the match and present competitor will automatically advance to the next round. 8. Disqualification 1. A disqualification may only be given by a decision of any Shoot Official at any moment for extreme circumstances, as they deem appropriate. 2. Disqualification of a PSCA Pro may be given for failure to appear in proper dress code per the rules. 3. Disqualification of a Competitor or the banning of a coach/attendant from the course may occur for: a. Serious breaches of safety and violations of the safety rules; 13

14 b. Handling a gun in a dangerous manner (repeated accidental discharges may be a cause for consideration); c. Handling of a loaded gun after a STOP command has been given; d. Repetition of incidents that have already been the subject of warnings or deductions; e. Use of cartridges not in accordance with these rules and regulations to obtain advantages; f. Deliberate abuse of any Competitor or PSCA personnel; g. Deliberate attempt to interfere with another Competitor on or off the line; h. Consciously and knowingly giving false information in a deliberate attempt to conceal the facts in serious cases; i. Cases where violations are deliberately concealed 9. Protests Any Competitor has the right to protest. The protest must be made immediately to the Referee on the following matters: 1. The rules and regulations as stated herein are improperly applied; 2. The current competition program was not followed; 3. Disagreement with a decision or action of any Referee; 4. The Competitor was impeded or disturbed by another Competitor, Referee, spectator, media or other good cause. 5. Any protest relative to a decision by Referee on a HIT, LOST, NO TARGET, or IRREGULAR target can only be made by Competitor. Any protest concerning target(s) or scoring must be made during the shooting 14

15 match/field prior to shooting the next pair. Referee s final decision will stand and no further protest allowed. 6. Any protest concerning safety, conduct, timing warnings or deductions can be made by Competitor or their coach/attendant. Protest shall be made prior to leaving the station/field. Upon a protest concerning safety, conduct, timing warnings or deductions, Referee must alert Chief Referee and Shoot Official. Chief Referee and Shoot Official shall convene and may question other Competitors on the squad and, if deemed appropriate, spectators who witnessed the event giving rise to the protest. Shooting may be temporarily stopped if absolutely necessary. Shoot Official will decide on the validity of the protest. Shoot Officials will prescribe an appropriate resolution as they determine to be fair and in the spirit of competition. Shoot Official s decision will be final and no further protest allowed. 10. Disqualification and Expulsion Competitor may be disqualified or expelled from a PSCA event upon presentation of proper evidence of misconduct or violation of the PSCA rules and regulations. Shoot Official may disqualify or expel a member when a complaint has been made and after giving both parties (the party making the complaint and the party complained of) an opportunity to be heard prior to disqualification or expulsion. Shoot Official shall upon presentation of appropriate evidence: 1. Disqualify any Competitor for the remainder of the event for willful or repeated violation of gun safety precautions which endanger the safety of others. 2. Elect to refuse the entry or cause the withdrawal of any Competitor whose conduct, in the sole opinion of Shoot Official, is unsportsmanlike or whose participation is in any way detrimental to the best interests of the event. 3. Expel or disqualify any Competitor physically assaulting or verbally abusing a Shoot Official, Referee or any Competitor. 15

16 III PSCA QUALIFICATION PROCESS For the 2017 season, it is the intent of the PSCA to continue building the professional league of PSCA Athletes by inviting the top sporting clays shooters in the sport. For the 2017 season, the PSCA will be primarily evaluating the Competitors participating in the four 2016 PSCA Tour events as each event has been opened up to all Competitors (with only 75 spots reserved for our current 2017 PSCA Pros). At the end of the 2017 season, the PSCA will rank all participating Competitors based on their overall performance and standings in the Competitor s respective best three (3) events. We are not requiring a minimum number of events attended. Relative to the ranking system to qualify for the 2018 PSCA Tour points will be awarded as follows: 1. A first place finish will receive one hundred (100) points, a second place finish will receive ninety nine (99) points, etc. and continue to one hundredth place (and all lower finishes) receiving one (1) point. For ties, all positions will be awarded the same amount of points. 2. Only 2017 PSCA Pros not participating in tour event(s) will be automatically assigned zero points for that or those event(s). In addition, the PSCA continues to reserve their right to evaluate sporting clays shooters on known abilities and global recognition for possible invitation. IV. DRESS CODE At the discretion of the PSCA, all Competitors may be required to go through dress code and equipment control check prior to start of each PSCA Pro Challenge event. Further, each PSCA Pro is subject to random checks during any PSCA Tour event. Any failure to observe these rules may be penalized by a warning or other sanction from the PSCA. If Competitor fails to rectify his/her dress or equipment issues, subsequent penalties may extend to expulsion from the competition. In the event that a PSCA Pro in the finals does not have their proper PSCA attire they will have the option to: 16

17 1) Purchase PSCA gear 2) Borrow PSCA gear or 3) Give their spot up in the finals. Relative to dress code, the following will be enforced for the PSCA Pro Qualifier for all PSCA Pros: Item Females Males Shirts/Tops No halter top, bare midriff, backless, see-through, cleavage, collarless, T-shirts, holey, stained, wrinkled, faded, suggestive images or slogans. No T-shirts, sleeveless, collarless, see-through, wrinkled, faded, holey, stained, suggestive images or slogans. Pants/Capri Shorts/Skirts Hats/Visors No jeans, sweats, workout pants, cargo, wrinkled, faded, holey, worn or torn. No cargo, faded, torn, worn, holey, stained, wrinkled or gym shorts. Nothing shorter than 3 above the center of the knee. No sweat stained, faded, holey, suggestive images or slogans. No jeans, sweats, workout pants, cargo, wrinkled, faded, holey, worn or torn. Must be worn at the waist with no visible undergarments. No cargo, holey, stained, faded, torn, worn, wrinkled or gym shorts. Nothing shorter than 3 above the center of the knee. No sweat stained, faded, holey, suggestive images or slogans. Shoes No flip flops, sandals, open toed, open back, holey, worn or greasy. No flip flops, sandals, open toed, open back, holey, worn or greasy. 17

22 Relative to Equipment Control, the following will be enforced: 1. The time and location of the Equipment Control will be published before the event. 2. The PSCA will keep a written record of those who have attended. 3. A one (1) target deduction may be imposed for any PSCA Athlete failing to attend a required Equipment Control. 4. PSCA personnel will be available to assist a Competitor who has had to make changes to his or her equipment during or before the competition. 5. Failure to make the necessary changes/corrections to comply with the PSCA Dress Code/Sponsor Markings/Equipment Control will result in disqualification. 6. Competitors must present themselves in person at the Equipment Control check with all equipment they will use, specifically including their shotguns, clothing, headgear, shoes, glasses and ammunition that will be used during the competition. 7. PSCA SAFETY GUIDELINES It is everyone s responsibility to engage in safe firearm practices. The PSCA respectfully expects every responsible Competitor to report any unsafe shooting condition or action immediately to PSCA representatives. NSCA rules apply to all safety guidelines. VI. CODE OF CONDUCT AND DISCIPLINARY ACTION 1. Code of Conduct Each PSCA Pro will be furnished a copy of these PSCA Rules and Regulations, with the understanding that PSCA Pro will read and understand each rule and regulation. All PSCA Pros are responsible to know these rules and regulations and abide by them, for their own benefit and safety as well as that of others. By holding a PSCA Tour Card and entering PSCA Tour Events, every PSCA Pro agrees to abide by these rules and regulations and to accept all official decisions of the PSCA in interpreting and/or applying these rules and regulations. It shall be a violation of these rules and regulations to: 1. Exhibit unsportsmanlike conduct of any kind, including but not limited to, falsifying scores, cheating, swearing, verbal or physical abuse of any PSCA Athlete, Referee, Shoot Official, PSCA member or public spectator. 2. Disobey the order of any Referee or Shoot Official. 23

24 3. Violate any safety rules or engage in any activity that is considered unsafe by the PSCA. 4. Shoot at any place other than the designated station. 5. Interfere with the shoot management s procedures in conducting the shoot. 6. Violate any rule or regulation of a host club or range. 7. Exhibit any conduct that is harmful to the PSCA, its Competitors, or the sport as a whole. 8. Exhibit behavior that shows discrimination or constitutes harassment towards age, gender, race, religion, or sexual orientation. 9. Failure to submit a written complaint to shoot management after witnessing the violation of one of the PSCA s rules or regulations. 10. Violate any other rule or regulation of the PSCA as set forth in any other official PSCA s publication or PSCA Athlete agreements. 2. Integrity of the PSCA PSCA Pros must help maintain the integrity of the PSCA at all times, any negative comments about the PSCA or other PSCA Pros, whether on social media or publicly, will not be tolerated. 3. Disciplinary Action of PSCA Pros The PSCA may, at any time at its discretion, suspend, expel or otherwise discipline any PSCA Pro for the violation of any PSCA rule or regulation. Procedure. The procedure for fine, suspension, expulsion or other disciplinary action is as follows: 1. Any PSCA Pro Referee, Shoot Official or PSCA representative who witnesses a violation of any PSCA rule or regulation shall submit to PSCA Commissioner a written complaint within ten (10) days of the alleged 24

25 violation. The action of being disqualified from a shoot or tour event does not start disciplinary action. The complaint must be in writing to start disciplinary action. The written complaint shall include: a) the name of the alleged violating PSCA Pro; b) the date and location of the alleged violation; c) a reasonably detailed description of the alleged violation and a request for action to be taken; d) the name and addresses, if known, of all witnesses; and e) the name, address, phone number and signature of the complainant(s). 2. PSCA Commissioner shall then review the complaint and determine if it meets the requirements set forth above. Any complaint may be re submitted so long as it is received within the described requisite ten (10) day time period noted above. PSCA Commissioner has the discretion to consider and investigate or dismiss any complaint that does not meet the foregoing requirements. 3. Within ten (10) days of receipt of a complaint, PSCA Commissioner (or someone acting pursuant to direction from PSCA Commissioner or PSCA Board of Directors), shall serve written notice of the complaint and a copy of the complaint on the alleged violating PSCA Pro by Certified Mail, return receipt requested. The written notice shall instruct the Pro of his right to submit a written responsive statement, which must be signed and should include the names, addresses and phone numbers of any witnesses not named in the complaint. PSCA Commissioner must receive such written responsive statements within ten (10) days of the alleged violating PSCA Pros receipt of the notice and complaint. All statements received after such date shall not be considered. 4. PSCA Commissioner (or someone acting pursuant to direction from PSCA Commissioner or PSCA Board of Directors) shall thoroughly investigate the allegations of the complaint by attempting to obtain written statements from all known witnesses. All witness statements must be in writing and signed by the witness. 5. After time for the alleged violating PSCA Pro to respond expires, PSCA Commissioner shall review the complaint, the statement of the alleged violator, witness statements and any other relevant evidence. Upon such review, PSCA Commissioner shall issue a disciplinary ruling. The disciplinary ruling shall be in writing and include: a) all evidence that was 25

26 considered, including the names of any witnesses who submitted statements; b) a determination of whether the alleged violation occurred; and c) the disciplinary action, if any, imposed. 6. Upon issuance of a ruling, the PSCA Commissioner shall serve the ruling on the violating PSCA Pro by US Certified Mail. The ruling shall become effective on the date of issuance. Appeal. The violating PSCA Pro has the right to appeal the PSCA Commissioner s ruling by notifying General Counsel of the PSCA, as follows: 1. Notification of appeal must be in writing and must be postmarked no later than twenty (20) days from the date the ruling was issued. 2. Upon receipt of the notification of appeal, the PSCA shall hold a hearing on the matter, which will take place within seven (7) days of receipt. 3. At the hearing, the violating PSCA Pro has the right to be present, to testify and present any evidence he/she so chooses. The violating PSCA Pro does not have the right to cross examine witnesses. Further, the violating PSCA Pro does not have the right to make a record and no transcript of the hearing will be made or allowed. 4. The PSCA shall review the complaint, the written statement of the violating PSCA P and any other evidence it deems appropriate. 5. The PSCA may allow any and all witnesses to testify by telephone or in person. 6. At the conclusion of such hearing, the PSCA shall have the authority to affirm, reverse or modify the disciplinary action imposed previously by majority vote. By signing the PSCA Athlete Agreement, PSCA Pro agrees to abide by any decision of the PSCA and further agrees and recognizes that the PSCA has the right to impose, interpret and enforce its rules and regulations and that all decisions by the PSCA following a hearing are FINAL. 26
