Whether or not a player is a member of a qualifying team, she, if qualified as an individual, must also submit the entry form on page 9. ENTRY FEES: Should be sent to the NJSIAA office. (Please make checks payable to NJSIAA Golf Entry, the School name and the team/individuals check covers, must appear on check). 1. Some Tournament Directors and Tournament venues have changed. Please check the Golf Specific Classification (page 11) to be sure you are in the right group/section and go to the correct golf course on tournament day. 2. Your school must be a member in good standing, which means: a. The NJSIAA office has received your membership dues b. The NJSIAA office has on file your resolution card c. The NJSIAA office has on file your coaches and principal s affidavit d. Your school has no outstanding invoices more than 90 days overdue IMPORTANT NOTE: Each golfer must be accompanied by his/her school head golf coach. No golfer will be allowed to compete unless his/her golf coach is present for the entire eighteen hole round of golf. The 17th Annual Girls Individual and Team Golf Tournament will be conducted with member schools participating on a state-wide basis as indicated below. The Tournament will be conducted with eighteen (18) hole Medal play. 1. Any Varsity team accumulating three or more player or coach disqualifications for flagrant unsportsmanlike conduct prior to the start of the NJSIAA tournament will not be permitted to participate in same. Seeded teams will forfeit their right to compete if a disqualification limit is reached prior to the start of the tournament for the team. 2. Any player with two or more disqualifications in the current season, prior to the start of an NJSIAA tournament, will be ineligible to compete in said tournament. 3. To promote fairness in competition and the health and safety of student athletes, no NJSIAA member school will be eligible to participate in any NJSIAA Championship Tournament if it has violated the Specific Sports Regulations for the sport including, but not limited to, the start of practice, the start and ending of the sport season and the maximum contests permitted during the regular season. The application of this eligibility standard is non-appealable. SPECIFIC SPORTS REGULATIONS (found in the New Jersey State Interscholastic Athletic Association Handbook Constitution, Bylaws, and Rules & Regulations) 1. RULE 9. Golf Section 1. Rules. The United States Golf Association Rules shall govern all NJSIAA matches. All matches must play summer rules and enforce stroke and distance for all lost balls for all matches. Coaches are encouraged to teach your players the proper use of a provisional ball in order to keep play moving.

2 Note 1: Concerning playing the ball down Under extreme course conditions Coaches and/or Club Pros may make the recommendation to lift clean and place one club length, no closer to the hole. This recommendation may not be used to speed up the pace of play. This modification must be noted on the entry form each match. See Appendix 1, USGA Rules of Golf. Note 2: In the extreme case a host course will not let a team use USGA Rule 27 concerning stroke and distance for lost balls and balls hit out of bounds, teams are required to do the following: 1. Download the NJSIAA Letter and get it signed by the Club Pro or Course Manager. A copy of this letter must be sent to the State Rules Interpreter and kept by the coach. This letter states that Course is forbidding the Varsity Golf team from playing by The USGA Rules of Golf concerning lost balls and balls out of bounds. 2. Out of bounds Players must add a 2 stroke penalty and drop within two club lengths from the point the ball crossed the boundary (white) stakes lining the course. Lost ball 2 stroke penalty Drop a ball the nearest point where the ball was thought to have been lost. This provision is to be used on a course by course basis only and is not to be adopted by a conference as a whole. Note 3: Players are allowed to use NON-motorized pull carts during high school competition. Players may not share pull carts at any time. The pull cart and all parts become part of the player s equipment as stated in the Rules of Golf. Pull carts must be kept out of all hazards, bunkers and off of all greens. Note 4: Accidental Movement of a Ball on a Putting Green Rules 18-2, 18-3 and 20-1 are modified as follows: When a player s ball lies on the putting green, there is no penalty if the ball or ball-marker is accidentally moved by the player, his partner, his opponent, or any of their caddies or equipment. The moved ball or ball-marker must be replaced as provided in Rules 18-2, 18-3 and This Local Rule applies only when the player s ball or ball-marker lies on the putting green and any movement is accidental. Note: If it is determined that a player s ball on the putting green was moved as a result of wind, water or some other natural cause such as the effects of gravity, the ball must be played as it lies from its new location. A ballmarker moved in such circumstances is replaced. Here is the link to the info-graphic on the USGA website: Section 2. Start of Practice. First Friday of March - March 3, 2017 Section 3. Start of Regular Schedule. - April 1, 2017 Section 4. End of Season. The end of the golf season will be up to and including the Friday before the final NJSIAA championships in softball and baseball - June 9, 2017 Section 5. Transfers on or after May 5, 2017 not eligible for post-season play. (See Article V, Section 4.K (2).c) Section 6. Team. A team shall consist of a minimum of four (4) players and a maximum of six (6) players. Section 7. Match. An interscholastic match shall consist of nine (9) holes; if a match is not completed, the winner will be based upon those holes completed by all players of the teams. If less than five (5) holes have been completed by the teams, the match will be replayed. CL 1 The girls, on a boys team will use the same tee as the boys in State, Sectional, and Championship Tournaments. During the regular season, girls will use the next forward tee which includes all conference, county, etc. tournaments that take place during the regular season. Section 8. Scoring. Article 1.Type of play Medal (stroke) Play Article 2.The winner of the match will be the team with the lowest total strokes for any 4 out of six players. In case of a tie each team will add their 5 th lowest score to the team total, if still a tie, the 6 th lowest score will be added to the team total. If both teams are tied after using 6 members, the team with the low medalist is the winner. If the low medalist is a tie, then the match is a tie. Note: All conferences MUST play medal play to decide their teams wins and losses. 2

Team Sectional Date: May 15 and May 16, 2017 Check regulations (page 8) for your location and time Teams A school s team must win at least sixty percent (60%) of all regularly scheduled matches played up to and including May 5, TIES DO NOT COUNT. A TEAM WILL NOT BE CONSIDERED UNLESS IT HAS PLAYED A MINIMUM OF SIX (6) MATCHES BY THE CUT-OFF DATE. The top 4 teams in each of the 2 sectionals advances to the state championship. Thus, there will be 8 teams in the state tournament along with a number of individual players. Regardless of reason, matches not completed by May 5, 2017, will not count. Reminder: A team must play seventy percent (70%) of its matches against in-state teams by May 5, Attention: NOTE: The NJSIAA only recognizes nine (9) holes as an interscholastic match. Therefore, if more than nine (9) holes are played, only holes one (1) through nine (9) will count for qualification. In a tri-, quad-, or multiple meet, only holes one (1) through nine (9) will count (one (1) time on the same day) for individual qualification purposes. Sectional Play: A team will consist of five (5) players with its four (4) best scores counting toward the Championship Team and Individual State Championships May 23, :30 a.m. Watchung Valley Golf Club (formally Twin Brooks Country Club) The top four teams in each section will qualify for the Team State Championship. Individuals with scores that qualify, will advance automatically. B. Tournament of Champions Play: A team will consist of five (5) players with its four (4) best scores counting toward the Championship. Individuals There is no sectional qualifying for individuals for the State Championship. All qualified individuals compete in the State Championship. A regulation course is defined as a course that has no more than 3 par 3 s per nine holes and is USGA rated. Only those matches played up to and including May 5, 2017, can be counted and must be attested to by the Course Professional, Athletic Director, or the school s coach. ENTRY FEE $20.00 per individual entry $85.00 per team $50 Late Fee* *All entries must be ed to the appropriate director no later than Monday, May 8, Entries received after May 8, 2017 will be assessed a $50 late fee to enter the tournament. DO NOT MAIL ENTRY FORMS TO NJSIAA. /SCAN entry forms to the appropriate Director. Mail entry fees to the NJSIAA. SCHOOL S NAME MUST APPEAR ON CHECK AS WELL AS GOLF ENTRY (so we know which sport to apply it to.) RULES United States Golf Association (Summer Rules) will govern all play; except as modified by local and tournament rules; competition will be Medal Play. In the interest of time, continuous putting will be in force in the State Championships and at the discretion of the Director in the State Groups. The penalty for slow play will be enforced. LOST balls or out-ofbounds balls will be enforced as per USGA rules. Unfamiliarity with the rules will not be basis for appeal in case of disqualification. DISTANCE MEASURING DEVICES For NJSIAA competition a player may obtain distance information by using a device that measures Distance ONLY. If during a stipulated round, a player uses a device designed to gauge or measure other conditions that might affect his/her play (e.g., gradient, slope, slope assist, wind speed, temperature, weather, etc.) the player is in breach of USGA Rule 14-3 for which the penalty is disqualification, REGARDLESS of whether any such additional function is actually used or turned off. NOTE: As stated below, under Coaches Instructions for State and Group Championships #14. The use of cell phones, ipods, and palm pilots (multifunctional devices) are NOT ALLOWED, therefore they are NOT to be used as a distance measuring device for this competition. Also, distance is public knowledge, and a distance measuring device is not part of a player s equipment, therefore the device may be shared during a round. 3

4 Clubs: The USGA has listed on their website all non-conforming driving clubs which the NJSIAA will honor in competition. Their website is INDIVIDUAL COMPETITORS NOT ON TEAMS Schools entering individuals and not presently competing on an interscholastic basis are advised to read carefully the Procedures - Coaches Appointed to Accompany Teams or Individuals to NJSIAA Championships in the NJSIAA Handbook. Tournament Directors will disqualify any contestant who is accompanied by someone in a coaching capacity who is not properly certified and appointed by the Board of Education. A properly appointed coach will thereafter be subject to the Rules and Regulations, Rule 2, Section 11 - Out-of-Season Practice. If a substitute coach is used, written authority from the school s Principal must be presented which documents the substitute s competency. TEE-OFF TIMES, PAIRINGS All information relative to tee-off times and pairings will be mailed to participating schools on or before the Wednesday before the State Championships. Schools should not contact the State Director unless they have not received this information by the afternoon of Friday before the State Championships. ADVANCEMENT/TIE BREAKING PROCEDURE/AWARDS TEAMS If two (2) or more teams are tied for the Sectional Championships or Runners-up, a sudden death tie-breaker play-off will take place to determine the Sectional Champion or qualifier. In a playoff, the low four (4) players in the completed round must be used. Ties for four (4) on the team shall be decided at the discretion of the coach. If a tie is not broken on the first hole, the tied teams remaining will move on to the second hole, and so on until the Team Champion, Runner-up or qualifiers are determined. Any member of the team may compete on the day of the State Group or T of C (Substitute rule). INDIVIDUAL AND TEAM CHAMPIONS 1. Individual Sudden Death playoff for all ties for 1 st place. No playoffs for any other position. ALL OTHER TIES will be determined by a match of cards according to appendix I (Stroke Play, Section C in the USGA rules of golf). The best score for the last nine (9) holes, (holes 10 through 18) will determine the winner. If the tying players have the same score for the last nine, determine the winner on the basis of the last six (6) holes (13-18), last three (3) holes (16-18) and finally the 18 th hole. If still tied, will go to the same format using holes Team Sudden Death for 1 st place. All ties, exclusive of 1 st place, will be determined by a match of cards using the 1 st hole on the course on an aggregate basis In the event an individual qualifies as part of a team, and also as an individual, the individual playoff will be decided first, and then the team playoffs will start. COACH S INSTRUCTIONS FOR THE STATE GIRLS CHAMPIONSHIP 1. No caddies or electric carts are to be used. Where possible, an electric cart will be available only for the Tournament Director to supervise play. Coaches will not be permitted to use an electric cart regardless of circumstances unless such carts are needed by handicapped coaches to perform their responsibilities. Supervising Coaches will be provided with electric carts at State Finals. 2. Locker rooms will not be available; golfers must come dressed to play. 3. No individual will be allowed to compete unless her coach or certified faculty member is present for the entire eighteen hole round of golf. Coaches must check in at least one-half (½) hour prior to the school s tee-off time. 4. Coaches are responsible for the conduct of their players in the Club House and on the course. As guests of the course, IT IS IMPERATIVE THAT ALL DIVOTS BE REPLACED AND ALL FOOTPRINTS IN THE TRAP BE SMOOTHED. 5. Student-athletes who presently are caddies are eligible; provided they are not employed, or have previously been employed, as assistant pros. 6. COACHES ARE INSTRUCTED NOT TO BRING STUDENTS TO THE TOURNAMENT WHO ARE NOT PARTICIPATING. Spectators ARE PERMITTED in designated areas. 7. CONTESTANTS ARE NOT PERMITTED TO SMOKE. PENALTY - AUTOMATIC DISQUALIFICATION. 8. The score recorder will have the score sheets visible to the players as the score cards are recorded. 4

5 9. The Director will be in charge of the tournament. 10. COACHES ARE NOT TO PLAY. LEAVE YOUR CLUBS AT HOME. Coaches must serve in some capacity as assigned by the Tournament Director. Coaches are to act as markers, not marshals. Coaches are not to make rulings; all rulings are to be made by the Pro first or contact Steve Skinner, Rules Interpreter. 11. A SHOT-GUN START MAY BE IMPLEMENTED AT THE DISCRETION OF THE STATE DIRECTOR. 12. Dress Code - No jeans, tank tops, or similar wear permitted. Girls may wear regular golf attire. This will be noted on the Director s pairings for the State Groups and State Championships. Shorts are permitted based on local course regulations. Collared shirts must be worn. 13. Cell phones, ipods, palm pilots and the like are not permitted on the course. 14. A player may obtain distance information by using a device that measures distance only. The device must be on the USGA list of approved devices and exclude smart phones and multifunctional devices. If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g., gradient, wind speed, temperature, etc.), the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional function is actually used. 15. Any member of the school s team, regardless of participation in sectional play, may play in the State Group Tournament of Champions event. DISQUALIFICATION Participation by an ineligible player in any match during the regular season results in forfeiture of said match. If such forfeit(s) would have caused the school s failure to qualify for the tournament or if an ineligible player participates in a tournament match, said school and/or player will be disqualified from the tournament immediately and their last opponent will advance in their place; schools and/or players eliminated prior to the last opponent will not re-enter tournament competition. NOTE: FAILURE TO BE PRESENT AT THE TIME THE EVENT IS CALLED DUE TO TRANSPORTATION PROBLEM, MISUNDERSTANDING OF INSTRUCTIONS, TOURNAMENT REGULATIONS, OTHER SIMILAR EXCUSES, INJURY OR ILLNESS WILL RESULT IN DISQUALIFICATION PROTESTS Protests based upon an official s judgment, or misinterpretation, or misapplication of the playing rules will not be honored as per NJSIAA Bylaws, Article VII, Section 1. ATHLETIC EMERGENCY PROCEDURE 1. Each school participating in the championship will provide for the care and treatment of their athletes within the school's policy as in effect during the regular season. The athletic emergency procedure of the host school will be in effect during the championship which will include the establishment of a line of communication for emergent situations. 2. Some sources of assistance that may be utilized when physicians are not available are certified athletic trainers, emergency medical technicians usually on emergency vehicles, ambulance vehicle with trained personnel, rescue vehicle with trained first-aid personnel and, in some areas, National Guard or Army Reserve Medical personnel assigned to ambulance duty. Schools may also have other school personnel qualified in first-aid, who may be available for duty during activities. a. Recommended procedures that may be followed in successful emergency care are: 1. Immediate, on the spot first-aid by an individual with adequate training. 2. Communication System. An available, non-pay telephone with an outside line to contact a physician or ambulance service. Arrangements should be made in advance to insure availability 3. Emergency care facility. Arrangements should be made, in advance, with staff personnel of local hospital or clinic to notify, in case of emergency, that emergency service is necessary. 4. Notification. The facility to which the injured player is being transported should be immediately informed of the injured player s status. Necessary personnel and equipment should be available in the facility or physicians, on call, could be notified of the emergency. 5. Transportation. Ambulance, emergency vehicle, first-aid vehicle or rescue vehicle, with appropriate equipment and personnel may be parked at the filed or game site. If this procedure is not feasible, prior arrangements should be made to have equipment on call when an emergency develops. Again, an available, non-pay telephone with an outside line should be immediately available. 6. Communities without physicians, medical clinics, or hospital service should complete arrangements with medical personnel and hospital facilities in the nearest community where such services are available. b. The plan of action specified above should be carefully covered, in advance, with responsibilities of all concerned trainer, coach, vehicle personnel, school administrators, local police, deputies, or constables defined. When an emergency does occur, everyone involved can function as an informed, effective team. 5

6 c. Local plans of action to meet emergency situations will vary depending on availability of medical personnel and facilities, the location of the playing field or site and communications. In all cases, the emergency situation plan is best developed through cooperative action of local school personnel, participating professional medical staff and allied groups. ATTENTION: Principals, Athletic Directors, All Coaches and Officials RE: Recommended Precautions Against The Transmission of Blood-Borne Pathogens All member schools must provide all coaches with the contents of the NJSIAA Infectious Disease Policy. The Infectious Disease Policy provides that: If an individual gets someone else s blood on his/her skin, protective gloves should be worn to wipe the blood off with a disposable towel using soap and water. Note: If any blood gets on an opponent s uniform during competition or a teammate s uniform during practice, it is not necessary to clean the uniform at that point unless the opponent or teammate has an open cut or unskinned area, or the blood is on a part of the uniform which might come in contact with mucous membranes. If the student-athlete does have an open cut or unskinned area or believes the blood might come in contact with mucous membranes, then the uniform should be wiped with soap and water. ALCOHOLIC BEVERAGES/ILLEGAL SUBSTANCES Players and coaches involved with alcoholic beverages and/or illegal substances before, during or after the game, at the game site or on school property, including chartered busses, shall be suspended from NJSIAA tournament play for one year and be denied any championship rights. This action was taken in support of the fact that such actions concerning alcoholic beverages and illegal substances are in violation of New Jersey State statutes and will be strictly enforced. SALES/SOLICITATIONS Only NJSIAA promotional items will be sold at NJSIAA sponsored events. For the season, T-RificTees is the designated vendor. Solicitations, sale of publications or products, or similar activities are NOT permitted. The New Jersey State Interscholastic Athletic Association is the sponsoring association for all levels of State Tournament/Championships. The NJSIAA reserves all rights in regard to the management of these Tournaments/Championships and any audio-visual reproductions. The NJSIAA reserves all rights for the sale or distribution of any items. Any sale or distribution of clothing, souvenirs or any other items is strictly prohibited. AWARDS A. Sectional Championships (North Section, South Section) Team A team trophy and five (5) gold medals to the championship team in each section. Five (5) silver medals to the second place team in each section, and five (5) bronze medals to the third place team in each section. B. Tournament of Champions Team A team trophy and five (5) gold medals. Individual A trophy to the low medalist in the Championship. A silver medal to the second low medalist in the Championship. Bronze medals for third (3rd) through fifth (5th) places in the Championship. POSTPONEMENTS ONLY IN THE EVENT OF VERY SEVERE WEATHER CONDITIONS will the Championship be postponed at the recommendation of the Course Pro/Manager and the NJSIAA Championship Director. BROADCASTING REGULATIONS A. The NJSIAA has granted to MSG Varsity Network and the NFHS Network exclusive rights to create, distribute and license programming in connection with NJSIAA tournaments (and NJSIAA sporting events, to the extent the NJSIAA controls or otherwise has authority to grant such rights with regard to NJSIAA sporting events) in all media currently existing or yet to be developed. This includes, without limitation, network and cable television broadcast, pay-per-view television, radio, webcasting, podcasting, distribution over wireless telephone networks, optical media including DVD, and print publications. The foregoing shall not be interpreted to restrict NJSIAA member schools from producing print publications (i.e. programs, or similar) for distribution on school property during the regular season NJSIAA sports events, or to restrict the NJSIAA from producing print publications (i.e. programs, or similar) for distribution during postseason NJSIAA tournaments. B. Any third party seeking to create, distribute or otherwise exploit programming in connection with the NJSIAA sporting events in any media will be directed to MSG Varsity Network and the NFHS Network as applicable, by the NJSIAA or the applicable member school. MSG Varsity Network and the NFHS Network shall have the right to enter into license arrangements with such third parties. 6

7 C. The MSG Varsity Network and the NFHS Network may create NJSIAA programming for distribution over media outlets owned or controlled by Advance Publications. D. Notwithstanding anything herein to the contrary, including but not limited to Sections A and B above, NJSIAA member schools may broadcast regular season (but not playoff, post-season tournament, or championship) athletic contests involving such schools own teams or athletes, without charging any fee to any viewer or other third party, on such schools own commercial-free television networks, their own commercial-free websites, or on commercial-free public access television channels (provided that any agreement between an NJSIAA member school and a commercial-free public access television channel does not permit sublicense or other use of the telecast). SPORTSMANSHIP POLICY DEALING WITH BIAS INCIDENTS Any person (athletic department, staff member, student-athlete, or a fan or spectator associated with a member school) who engages in any verbal, written, or physical conduct related to race, gender, ethnicity, disability, sexual orientation or religion shall not be tolerated, could subject the violator to ejection, and may result in penalties assessed against your team. In addition reports of such violations will be forwarded to the New Jersey Division on Civil Rights. NJSIAA INTERIM DRONE POLICY (August 13, 2015) Unmanned aircraft systems (UAS), or drones, offer a new technology that can impact sports by allowing coaches, athletes and spectators to view an event from novel perspectives. The NJSIAA will study the costs and benefits of allowing UAS, or drone, flights at high school sporting events. The NJSIAA study will consider, among other things, the federal FAA regulations currently being drafted; the safety of athletes, coaches and spectators; the potential for a school with access to drones to gain an unfair competitive advantage over a school that does not; and privacy concerns about photographing students and spectators from drones. Until the NJSIAA study is completed, no UAS or drone flights will be permitted at high school sporting events or practices involving NJSIAA member schools. NJSIAA INTERIM VAPOR/E CIGARETTES POLICY It has come to the attention of NJSIAA that vapor/e cigarettes maybe/are being used by student athletes and/or coaches prior to, during, or after interscholastic events. The NFHS rule book(s) state the use of tobacco products results in a flagrant disqualification, but there is no mention of vapor/e cigarettes. When contacted, the NFHS replied that vapor/e cigarettes are to be treated as a traditional cigarette, which is identified as a tobacco/and or nicotine product, and therefore means any use of the vapor/e cigarettes shall be enforced as a flagrant disqualification. NJSIAA position on this matter is that we will adhere to the ruling stated above. We will refer this matter to the NJSIAA Medical Advisory Committee for further study and after receiving the Medical Advisory Committees recommendation(s), we will develop a permanent policy and will distribute such to the member schools of NJSIAA. 3/30/17 7
