THE FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSE The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences. 1. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation. 2. Horses and Athletes must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids. 3. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event. 4. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement. 5. The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise. 7 VI. INVITATIONS 1. GENERAL Horses are not permitted to be changed from one CSI star level to another CSI star level during the same Event. A. CSI-W 5* invitations 1.1 Competitions N o 10 and N o 17 (Longines FEI World Cup TM competitions) Open to all Athletes according to the FEI World Cup TM Jumping Rules Articles and : Invitation System Western Europe Total In Western Europe, the following are invited to each Western Europe FEI World Cup TM Event and where indicated have the automatic right to compete in the FEI World Cup TM Competition: Top Ten Western European Athletes of the Jumping - Longines Rankings If one of the above Athletes on the Jumping Longines Rankings (August and December Lists used for invitations as described in Article ) decides not to compete at an Event, he may be replaced by an Athlete nominated by his NF. Such replacement must be from the top 100 of the Jumping Longines Rankings (August or December list, as applicable) or from the top 18 on the FEI World Cup TM WEL standings in the first half of the season. If the NF cannot replace the Athlete in question, he may be replaced by the organiser from the top 45 on the Jumping Longines Rankings from a foreign country or from the home country from the top 100 on the Jumping Longines Rankings. These Athletes are pre-qualified for the FEI World Cup TM Competition. Unused starting places in paragraph go to paragraph if the total number is 40 or less and to paragraph 2 if there are more than 40. = max NFs hosting an FEI World Cup TM Competition BEL, ESP, FIN, FRA, GBR, GER, ITA, NED, NOR, SUI & SWE Each NF of a country organising an FEI World Cup Competition in Western Europe may send one (1) Athlete to each FEI World Cup Event in Western Europe. These Athletes are pre-qualified for the FEI World Cup Competition. Selection of Athletes must first be made from the Longines Rankings (August or December list, as applicable) position 11 to 100 if the NF has an Athlete in this group wishing to take part at the Event. Otherwise, Athletes may be selected from any position on the Longines Rankings. The Athlete/Horse combination must be approved and selected by the National Federation. Unused starting places in paragraph go to paragraph if the total number is 40 or less and to paragraph 2 if there are more than 40. = max Western European countries 3,5 Million inhabitants AUT, IRL & POR Western European countries with at least 3.5 Million inhabitants, but not organising an FEI World Cup Competition in Western Europe, may send one (1) Athlete to each FEI World Cup Event, provided that at least one Athlete from the country is in the Top 60 of the Longines Rankings (August or December list, as applicable), or 2 in the Top 200. These Athletes are pre-qualified for the FEI World Cup Competition. Unused starting places from category go to category = max Three NFs of Athletes with most Points The three NFs with the most points obtained by having Athletes ranked below the last Athlete selected under Art down to rank 60 in the Longines Rankings (August or December list, as applicable) may send a second Athlete to each Event in the Western European League. The following scale of points applies: an Athlete ranked below the last Athlete selected under to rank 25 = 2 points an Athlete ranked 26 to 60 = 1 point In case of a tie on points, the sum of the Longines Ranking of each NF s Athletes ranked below the last Athlete selected under down to rank 60 will be the deciding factor, the NF with the lowest combined rankings being given priority. Paragraph only applies to the NFs with six or less Athletes eligible to participate in accordance with paragraphs and This restriction does not apply to the home country. These Athletes only have the automatic right to compete in the FEI World Cup Competitions in the first half of the season if there are 40 or less Athletes invited to the Event. From the beginning of the second half of the season, Athletes placed within the top 30 on the FEI World Cup standings at the time of the Event are pre-qualified. Unused starting places in paragraph go to paragraph if the total number is 40 or less and to 654 paragraph 2 if there are more than 40. = max Five additional home Athletes Five (5) additional Athletes from the home NF (SVPS NF Switzerland) are invited to the home Event, nominated by the NF. They only have the automatic right to compete in the FEI World Cup Competition if there are 40 or less Athletes at the Event. The maximum number of Athletes that will be invited to compete in the Qualifier for the FEI World Cup Competition of Basel will be Competitions N o 3, N o 4, N o 5, N o 8, N o 09, N o 14, N o 15 and N o 16 Open to all Athletes according to A-1.1 and A-1.2 above, as well as to five (05) further Athletes **), invited by the OC = 05 **) Five (5) additional Athletes, will participate in the Longines CSI Basel 2019 as well, without the right to compete in the qualifying Competition for the FEI World Cup Competition (N o. 10) or in the Longines FEI World Cup Competition of Basel (N o 17). These five (5) athletes will under no circumstances be permitted to compete in competition N o 10 or in competition N o 17; they will be informed accordingly in writing, together with their invitation to compete at Longines CSI Basel Total: FEI WILD CARD ALLOCATION OF NON-WESTERN EUROPEAN FEI WILD CARD One FEI Wild Card is at the disposal of the FEI for all Western European Events. It may only be used for a non- Western European Athlete. This Athlete will not be automatically prequalified for the World Cup Competition. If allocated, the FEI Wild Card Athlete will be included within the Organising Committee Wild Cards. 3. JUMPING LONGINES RANKINGS APPLICABLE The Jumping Longines Rankings N o 215 (30 November 2018), will be used for the invitation of athletes (applicable for events in the Longines FEI World Cup TM Jumping Western European League). B. CSI-Am cat A+B invitations The CSI-Am cat A+B Basel 2019 will be open only to Athletes invited. The Organising Committee will invite through their respective NFs a limited number of Athletes, to participate in the events CSI-Am competitions, according to the following specification: Total number of Athletes to be invited: Approximately 70 NFs invited: All NFs Number of home Athletes: Approximately 45 Number of foreign Athletes: Approximately 25 Number of horses per Athlete: 02 minimum 6 years of age for CSI-Am category B and minimum 7 years of age for CSI-Am category A Final version September 20 th 2018 Page 8 of 45

9 The following additional conditions will apply to the CSI-Am Cat. A+B Basel 2019: 1. Entries will be accepted at a first come, first serve basis; the Organising Committee reserves the right to close the entries before the deadline date of December 20 th 2018, if the maximum number of entries (± 115 horses) will be achieved, prior to the date concerned; 2. All athletes and their grooms will stay at the event at their own expense. Requests for accommodation must be sent with the definite entries; 3. Athletes/horses competing in the CSI-Am classes, are not eligible for participation in any competition of the Longines CSI-W 5* Basel 2019; 4. Each horse may compete in one competition of the CSI Am Cat A+B Basel per day only, with the exception of competition N o 13; horses having competed in competition N o 11 or N o 12 will be eligible for participation in competition N o 13 as well; 5. At the time of daily declaration of their horse(s), Athletes must point out in which competition they will participate; Athletes may shift their entries between category A and B on separate days during the event, if so desired, providing the horse is eligible for the category concerned; 6. Per competition an Athlete may compete with a maximum of two horses; 7. In case of a tie for any place, the prize money will be added and be divided equally; 8. Unless stated otherwise in this particular section, all rules and conditions of the official schedule of the Longines CSI Basel 2019 will fully apply to the Athletes, competing in the event s CSI-Am competitions; 9. Simply by entering a horse into the CSI Am Cat A+B Basel , the Person Responsible fully accepts the conditions of this official schedule and of the program itself, applicable for the Athletes, grooms and the horses. ENTRIES IMPORTANT Entries must be made by NFs through the FEI Entry System for all categories of this Event ( Additional documentation can be found at: All Athletes and Horses participating in any International Competition must be registered with the FEI; Athletes and/or Horses present at the Event without having been entered through the FEI s Online Entry System will be automatically disqualified unless compelling circumstances warrant otherwise. 1. ADDITIONAL FEES/CHARGES BY THE ORGANISER Please refer to definition of Entry fees and Compulsory fees in the Glossary of the FEI Jumping Rules 27 th Edition effective 1 January 2019, that is copied in Section XIV, point 20. Only fees approved by the FEI and listed in the approved Schedule can be charged by the Organising Committee. Total maximum Compulsory fee per Athlete: EUR Other Fees All other fees must be optional fees and be listed hereunder with the details of the amounts to be charged and approved by the FEI. Only fees approved by the FEI and listed in the approved Schedule can be charged by the OC. The following fees will be applied: a. Hay EUR per bale b. Straw Not available c. Shavings EUR per bale *) d. Tack box (upon availability only) EUR per box e. f. Stabling of non-competing horse Lunch/Dinner vouchers (3 each) *) First bedding for horses is provided free of charge; additional bedding (free for CSI-W 5* horses i.e. maximum 5 bales of shavings per horse) will be available within the stable area, at a price of EUR 15,00 per bale. Horses will be bedded on shavings only. **) Stabling of a non-competing horse will only be allowed if the Organising Committee has been clearly informed in advance, together with the definite entries and OC approval for the presence of a noncompeting horse has been issued. ***) Optional for CSI-Am athletes and their grooms. No other additional fees will be charged by the Organising Committee. All aforementioned amounts are including VAT. VAT According to the relevant Swiss tax regulations, the Organising Committee must charge the VAT applicable on all fees to be paid by competitors for OC services. Competitors will receive an invoice, showing VAT specified separately and can apply for re-imbursement of all VAT paid at the Longines CSI Basel 2019 by filling out a form to request this refund of VAT by the Swiss tax authorities. VAT number of the Organising Committee is: CHE EUR per horse **) EUR ***) PAYMENTS All payments must be made in EUR (or the equivalent of the amount concerned in CHF) in cash or by credit card. The Organising Committee reserves the right to withhold money due from the prize money won, as long as outstanding bills have not been paid. Please be advised that payments by cheque will not be accepted! All costs to be paid at the latest on Sunday January 13 th, 2019 at the secretary s office. The account will be established, based upon the definite entries on behalf of each athlete, processed by its NF. GENERAL Entries are accepted subject to any unforeseen circumstances including but not limited to military exigencies, strikes, or other civil disturbances, fire or other contingencies of any description preventing or rendering it undesirable in the opinion of the Organising Committee for the Show to take place. All entries shall stand for any postponed show unless withdrawn by written notice to the Show Secretary within one week of notification or public announcement in the press of such postponement. 12 The postponement or abandonment of the show either before the opening or at any time during the course of the show shall not give rise to any claim whatever against the show or the Organising Committee by the competitors or others except for refund of prepaid entries in respect of classes or competitions not held. In the case of postponement refund will only be made in respect of entries duly withdrawn. ENTRIES Any official entry of a horse for this event automatically and unconditionally entails: 1. the formal and unconditional approval of the horse owner(s) concerned, regarding his/her horse(s) presence at and participation in the Longines CSI Basel 2019; 2. the athletes agreement without limitation for himself and for his representatives to be bound by the FEI rules and the conditions listed in this official schedule, including its liability clauses; 3. the athletes understanding that the Longines CSI Basel 2019 is governed by Swiss law and if there is any suspicious incident, the proper authorities will be involved to handle the situation. The Organising Committee may at their absolute discretion with Ground Jury approval, remove any person or animal from the event without being liable for any compensation. No decision will however be taken by the Organising Committee relating to athletes and/or horses participating in international competition without previous Ground Jury approval. 3. NO-SHOWS/LATE WITHDRAWALS In the case of withdrawals on Saturday January 5 th hrs00 CET or later, or in case of no-show the athlete, the respective NF will be held liable to reimburse the Organising Committee for the actual financial loss incurred by the OC (i.e. stabling and hotel expenses) as a result of the late withdrawal or no-show. Amounts charged: EUR per horse (VAT excluded) and EUR per CSI-W 5* athlete (VAT excluded) in addition. 4. NON-COMPETING HORSES Since stabling is limited, in principle no stable boxes are available for horses that do not participate in the Longines CSI Basel However, if the Organising Committee approves in advance and in writing the stabling of an additional non-competing horse, an amount of EUR (VAT included) per horse will be charged to the Person Responsible for each horse not competing in the Longines CSI Basel Requests for extra boxes must be sent with the definite entries. Qualification procedure The 25 athletes having obtained the highest number of points via the qualifying competitions set forth above, including those who tie for 25 th place, will be eligible for participation in the 6 th Helvetia European Amateur Final. Point system In both qualifying competitions N o 01 and N o 07 (category B) points will be awarded as follows: the athlete placed first gets 75 points; the second placed athlete gets one point less etc.; In both qualifying competitions N o 02 and N o 06 (category A) points will be awarded as follows: the athlete placed first gets 100 points; the second placed athlete gets one point less etc.; If an athlete competes with two horses, the highest number of points per day will be counted for qualification purposes only; In case of equal placing in the qualifying competitions, all respective athletes will receive the points corresponding to their placing; Athletes eliminated or having retired in the qualifying competitions will receive no points; this however does not apply to an elimination or a retirement during the second phase of competition N o 06 or N o 07. At the stable area there are separated waste bins, for paper/plastic and dung. General waste/rubbish must be put in the bins indicated for that purpose. It will be absolutely forbidden to leave general waste/rubbish in the containers, designated for dung. A penalty of EUR per contravention will be charged to the athlete concerned, when these rules are not followed. As the number of corner boxes in the stables is limited, please be advised that riders and grooms should bring the equipment required to contain difficult horses properly. The number of athletes required to present themselves for the prize-giving ceremony of each competition is six (6). The athletes placed first up to and including sixth must take part in the prize giving ceremony on the horse they have competed with in the corresponding competition (exceptions only with the approval of the Ground Jury and the Organising Committee). The athletes are obliged to follow the indications given by the Prize Ceremonies Officer or the Event Director and must offer their cooperation. No prize money will be paid to any athlete who does not take part in the prize giving ceremony and/or press conference(s), without being excused by the OC in advance. 9. ADVERTISING ON ATHLETES AND HORSES At CSI events, and all competitions except for the Nations Cup, athletes are authorised to carry the logo of their personal sponsor in accordance with the articles and of the FEI Jumping Rules. LOCAL TRANSPORTATION - ARRANGEMENTS FROM HOTEL TO SHOWGROUNDS Organiser Shuttle Service As parking space at the venue is rather limited, athletes/owners and officials are kindly requested to leave their private car at the hotel parking and to use the OCs free shuttle service for their transportation between their hotel and the event venue. Parking at the venue will be available only for vehicles for which the Organising Committee has issued a parking permit. Courtesy cars will be available, free of charge, for transportation from the official event hotel to the St. Jakobshalle, vice versa. This service will start on Wednesday January 09 th, 2019 and will be continued on through Sunday January 13 th Courtesy car services will be available until one hour after the prize giving ceremony of the last competition of the day. Athletes arriving at Basel Mulhouse Airport or at Basel SBB Railway Station will be collected free of charge by a courtesy car upon their arrival, providing their arrival time, airport/railway station of departure, airline and flight/train number will be duly and timely communicated to the Organising Committee, i.e.: by Tuesday January 08 th hrs00 at the very latest. The necessary accreditation should be collected from the accreditation counter upon arrival. The presentation of an official ID will be required. Per athlete 1 groom maximum will be accredited. A maximum of two owners per participating horse will be accredited, providing their names are duly registered as such in the official FEI-passport of the horse concerned. The Organising Committee reserves the right to withdraw, confiscate or otherwise any passes whether issued with entry or purchased, without refund, immediately in the event that they are either cut, removed or in any way damaged or misused. Passes are non-transferable, once issued. All athletes, owners, grooms and other persons must display relevant passes at all times, otherwise entry will be refused. 16. A written confirmation of the invitation to participate in the Longines CSI Basel Athletes must arrange their own transportation of horses and are moreover responsible for arranging correct custom formalities. Customs clearance is made at the stables on the show grounds. The horse boxes have to travel under transit bond directly to the stables on the event venue in Basel. The Swiss customs authorities have instructed all customs offices at the Swiss border accordingly. All costs arising from not following these instructions will be for the account of the competitor(s) concerned. Attention Since 1995 the custom regulations between EU and EFTA apply. All foreign competitors are strongly requested to strictly follow the above formalities. In case documents are found to be not in order, horses risk to be stopped at the border. INJURY SURVEILLANCE FEI Veterinary Regulations, Chapter VIII: Horses participating in FEI Events are subject to injury surveillance protocols; and in the event of fatality, a post mortem examination. 6. TRANSPORT OF HORSES Horses must be fit to travel and be transported in suitable vehicles for the transport of horses. Any government requirements for disease testing and control must be requested well in advance, to ensure that the horse is in compliance by the time of arrival at the border of the country where the Event is taking place. Athletes, or their representatives, have the responsibility to comply with national legislation in both their country of origin and the host nation of the Event. Where necessary athletes must contact local government authorities or veterinary advisors for information regarding animal health requirements and transport legislation. Within the European Union (EU), this includes EU Council Regulation (EC) No 1/2005 concerning the protection of animals during transport within the Member States of the EU. 7. VENUE ARRIVAL INFORMATION & FITNESS TO COMPETE PASSPORTS. FEI General Regulations Article 137 For all issues relating to FEI Horse Passports/FEI Recognition Cards please contact your National Federation. All Horses competing at FEI Events must be registered with the FEI. FEI Passports or FEI Recognition Cards (for those Horses with a national passport approved by the FEI) are compulsory for FEI Events. NB: Horses entered in CIMs and in CSIP in their country of residence are not required to have an FEI Passport or FEI Recognition Card but must be properly registered with the FEI and identifiable (GRs 137.2). Athletes who do not present a Horse s Passport and/or Recognition Card, or one that is not correctly validated or fail to meet other passport requirements will be subject to Sanctions in accordance with Annex VI of the FEI Veterinary Regulations and may not be allowed to compete. 35 NB for Horses permanently resident in a Member State of the European Union: all Horses must have a national EU passport in compliance with EU Regulations to which a FEI Recognition card is applied. The exception to this being Horses in possession of an FEI passport which has been continually revalidated without interruption VACCINATIONS - EQUINE INFLUENZA. FEI Veterinary Regulations Article 1003 Horses competing at FEI Events must comply with the requirements for Equine Influenza vaccination in accordance with the Veterinary Regulations and as summarised below. The exception being if the applicable domestic legislation prevents the use of Equine Influenza vaccines within the relevant territory 7.3. EXAMINATION ON ARRIVAL. FEI Veterinary Regulations Article 1031 On arrival at an Event venue, all Horses must undergo an examination by a veterinarian to confirm their identification from their passport and micro-chip ID (where present), their vaccination status and general health. To protect all horses attending events, any Horse with a questionable health status concerning vaccination, disease or other concerns, must be stabled within the isolation facilities provided by the Organising Committee pending a decision on entering the venue HORSE INSPECTIONS. FEI Veterinary Regulations Articles All Horses will be assessed for their fitness to compete during the Horse Inspection. Any Horse demonstrating questionable fitness may be referred to the Holding Box for further veterinary examination. Horses not deemed fit to compete by the Inspection Panel will not be permitted to compete LIMB SENSITIVITY EXAMINATION. FEI Veterinary Regulations Articles All Horses are subject to examination under the protocol for abnormal limb sensitivity throughout the period of an Event, including, but not limited to, between rounds and before the Jump Off. Horses may be examined once or on multiple occasions during the Period of an Event. Horses may be selected for examination under the protocol randomly or they may be targeted. All Horses selected to be tested must submit promptly to the examination or are subject to immediate disqualification. There is no obligation to examine any specific number of Horses at an Event. 36 8. EQUINE ANTI-DOPING AND CONTROLLED MEDICATION PROGRAMME (EADCMP). FEI VETERINARY REGULATIONS, CHAPTER V 8.1. SAMPLING. FEI VETERINARY REGULATIONS Chapter VII All horses competing at FEI Events may be subject to sampling for the presence of Prohibited Substances in accordance with the Anti-Doping and Controlled Medication Regulations (EADCMRs). Horses may be selected for sampling in accordance with obligatory testing, targeted or random sampling procedures. Refer to FEI Financial Charges for details of fees relating to Equine and Human Anti-Doping program (EADCMP), which OCs/NFs have the right to charge to the athlete (applicable for all FEI events worldwide) ELECTIVE TESTING. FEI VETERINARY REGULATIONS ARTICLES 1058 Elective Testing may be carried out prior to an Event to check for the presence of prohibited substances. Please refer to for information and details. XIII. HUMAN ANTI-DOPING Athletes can be tested at any FEI Event, by the FEI or by other Anti-Doping Organisations with Testing jurisdiction. Organisers will have the responsibility to provide facilities and staff/volunteers to facilitate such Testing if requested by the FEI as outlined in article 22.3 of the FEI s Anti-doping Rules for Human Athletes (ADRHA). The ADRHA rules are published on the FEI website at XIV. ADDITIONAL INFORMATION 9. INSURANCES AND NATIONAL REQUIREMENTS Equestrian sports involve inherent dangerous risks. To the greatest extent permitted by law, the FEI and the FEI Event Organiser shall NOT be liable for any damages relating to loss of property or injury of any kind to Athletes, Owners, Support Personnel or Horses at or in connection with an FEI Event and the FEI expressly excludes all such liability ATHLETES, OWNERS AND SUPPORT PERSONNEL Personal Accident and Health Insurance It is your responsibility as an Athlete/Owner/ Support Personnel to ensure that you have adequate personal accident insurance in place to cover your participation at FEI Events and in particular to insure against any personal injury or medical expenses arising from an accident, injury or illness which may occur at a FEI Event. You should check with your National Federation to confirm if your National Federation s insurance policy (if any) covers personal accidents and/or illnesses which may occur when you are attending/participating in FEI Events. If your National Federation does not have a personal accident/health insurance policy or if the National Federation s insurance policy does not cover personal accident or health claims, then you should obtain your own personal accident and health insurance policy to cover your attendance/participation at FEI Events Personal Property Insurance You should also ensure that you are insured against property loss, theft or damage which may occur at an FEI Event. The Organising Committee does not accept any responsibility for any loss or damage to such equipment or items. Members of the Press are advised not to leave any equipment or personal items unattended ATHLETES AND OWNERS Third Party Liability Insurance As an Athlete/Owner you are personally responsible for damages to third parties caused by you, your employees, Support Personnel, your agents or your Horses. You are, therefore, strongly advised to take out third-party liability insurance providing full coverage in relation to FEI Events at home and abroad, and to keep the policy up to date. The FEI and the Organiser will NOT be responsible for any damage caused to third parties by you, your employees, Support Personnel, your agents or your Horses Additional Liability Information A. The Organising Committee will not accept responsibility for any accident happening to owners, participants, grooms, to or because of their horses to third parties in whichever circumstances, inside or outside the show grounds, during, before or after competitions. The civil and financial responsibility of the organising committee and its co-operators will never be liable in any circumstance. B. The Organising Committee (including their employees, representatives and show officials) will not be responsible for any accident, injury or damage that may occur to, or any illness or disease which may be contracted by any horse entered at the Longines CSI Basel 2019 however occurring, and the athletes and horse owners shall keep the organising committee indemnified against all liability whatever arising from any accident, injury, damage, illness or disease. C. Athletes recognize and accept that all equestrian sports involve inherent risks and that no helmet or protective equipment can protect against all foreseeable injury. Consequently, by entering their horse(s) for Longines CSI Basel 2019 they accept the risk and hold harmless the organising committee, the FEI, the officials, agents, employees and their representatives. D. The Organising Committee will not be in any way liable for anything that may happen (from any cause or circumstances whatever) to property brought into the event or for any other loss, claim, circumstance, matter or event whatever in connection with, or arising out of, or attributable to the actions of the organising committee (including their employees, representatives and show officials) or any of their officers, or agents or these or any other rules or regulations special conditions prescribed by the event Horse Insurance As an Owner you should ensure that your Horses are adequately insured against any injuries or illnesses they may sustain while participating at a FEI Event. 10. PROTESTS/APPEALS To be valid, all Protests and Appeals must be made in writing and accompanied by a deposit of CHF or equivalent. 38 11. SCHOOLING DURING COMPETITIONS Athletes wishing to school during speed competitions (Table A and Table C) must inform the OC before these competitions begin. These athletes will start first in these competitions. 12. STEWARDING If an athlete is uncertain as to whether the boots he/she intends to use during an event are allowed, he/she or his/her representative should show the boots to the Chief Steward for his/her opinion before the boots are used in training or in competition. In addition, athletes are to be made aware that hind boots must be removed and placed again on the horse s legs in the presence of a Steward while in the warm-up arena prior to entering the competition arena for certain competitions. (If bandages are used in place of boots, athletes are not required to remove the bandages in the warm-up arena.) This procedure is compulsory for competitions for which boot and bandage control is mandatory, that is the Nations Cup, Grand Prix, and the competition with the highest prize money, and is at the discretion of the Chief Steward for other competitions. As an alternative to carrying out this procedure at the time designated by the Steward an athlete may ask his/her groom to take the boots to the in-gate and place them on the horse s legs in front of the Steward prior to the combination entering the arena. The Steward has the authority to intervene if a boot is deemed excessively tight by instructing that the boot be removed and put on again correctly. [Stewards are to note that it is normal for a horse s gait to be somewhat affected immediately after boots have been removed and re-placed.] If an athlete or his/her groom refuses to remove and re-place the boot(s) when instructed to do so by the Steward, a Yellow Warning Card will be issued to the athlete in question. If it is deemed impossible or unsafe to remove the hind boots in the warm-up arena prior to the combination entering the competition arena, due to an extremely excited or nervous horse, the boots of the horse in question are to be removed by the athlete/groom following the athlete s round upon leaving the arena and inspected by the Steward. This inspection may be carried out during the boot and bandage control if the boot and bandage control is carried out for the competition in question. This procedure does not replace boot and bandage control after completion of an athlete s round for competitions for which boot and bandage control is mandatory (refer to JRs Art ). 13. DISPUTES In the event of any discussion concerning the interpretation of the schedule (in translated languages), the English version will be decisive. 14. MODIFICATION TO SCHEDULE In exceptional circumstances, together with the approval of Chefs d'equipe, host NF delegate, if any, and the Ground Jury, the Organiser may change the schedule in order to clarify any matter arising from an omission or due to unforeseen circumstances. Any such changes must be notified to all athletes and officials as soon as possible and they must be reported to the FEI Secretary General by the Technical Delegate, the President of the Ground Jury or the Foreign Judge, as applicable. 15. ADDITIONAL INFORMATION FROM THE ORGANISING COMMITTEE 1. START & RESULTS LISTS The name of the owner of each horse will be added to all start lists and result sheets, as well as its studbook initials, country of birth, sex and age. 39 2. DECLARATIONS With the exception of the competitions N o 05 on Thursday and N o 13 on Saturday, no horse will be allowed to start in more than one competition per day. Each individual athlete is allowed to compete with one horse only in each competition. Moreover, no horse will be permitted to compete in any competition, unless the declaration has been made within the deadlines specified down below, i.e.: a. Horses participating in the competitions on Thursday January 10 th 2019, must be declared at the Sports Office, immediately following the official Horse Inspection, but in any case at 18hrs00 pm at the latest for the CSI-Am competitions and at 19hrs30 pm at the latest for the CSI-W 5* competitions; b. Horses starting in the competitions on Friday January 11 th 2019, Saturday January 12 th 2019 and Sunday January 13 th 2019, must be declared on the night before at the sports office, in any case at 18hrs00 pm at the latest for the CSI-Am competitions and maximum 30 minutes following the prize giving ceremony of the last competition of the previous day for the CSI-W 5* competitions. 3. SUBSTITUTION After declaration no substitution of horses will be permitted, unless the Event s Treating Veterinarian certifies officially, that the declared horse has become unfit to compete since the time of declaration. The final decision about the substitution is however at the discretion of the Ground Jury, following consultation of the FEI Veterinary Delegate. 4. PRACTICE ARENA Training (including working, lunging and walking) of horses is only allowed at specified times on the official and controlled exercise areas, provided by the OC from Wednesday January 09 th 2019 (immediately after the event s Horse Inspection), until the conclusion of the event on Sunday, January 13 th The exercise/practice areas will be permanently supervised by FEI Stewards. During a competition the exercise/practice area is strictly reserved to horses starting in the present competition and the next three athletes must at all times be mounted and ready to enter the arena. If an athlete is not ready when his/her starting number/name is called, he/she will lose his/her place in the starting order and he/she will be eliminated from that competition at the discretion of the Ground Jury, unless certain circumstances prevent this (e.g. losing a horse shoe just before his/her turn to start). 5. IMAGE RIGHTS The Organising Committee reserves the right to use without any compensation due photographs, videos or any other digital registered picture from athletes and/or horses, made or registered during the Longines CSI Basel 2019, for promotional and/or marketing purposes, related to the event. It is a condition of entry that all athletes will permit any photographic or filmed material derived during the course of the event, to be utilised subsequently by the Organising Committee for future promotion of their business interests or the event, at no cost to the latter. Moreover the Organising Committee would highly appreciate the athlete s co-operation for marketing activities related to the event (for example to join a meet and greet session with main sponsors), for approximately 10/15 minutes maximum, if so requested. 6. INCIVILITY Any act of discourtesy or disobedience to any judge, steward or show official on the part of the athlete, groom, driver or owner of a horse may at the sole discretion of the President of the Ground Jury, following consultation of the Foreign Judge result in the athlete being disqualified from the event, in which case (entry) fees and prize money won will be forfeited. 7. PARADING All horses must be paraded whenever so ordered by the Organising Committee or an authorised show official. Any failure to comply with this rule may result in disqualification from competing and forfeiture of prizes, at the discretion of the Ground Jury. Final version September 20 th 2018 Page 39 of 45

40 8. DOCTOR MEDICAL SERVICE FARRIER Veterinary and medical assistance, as well as farriery services, are available for the duration of the event. These are at the expense of those requesting them. When, in the opinion of the event s Treating Veterinarian, a horse is so severely injured that it ought to be humanely destroyed, the Person Responsible should where possible first be informed. However, the Event s Treating Veterinarian may proceed with humane destruction, without reference to the PR, in order to prevent undue suffering to the horse. Before taking this action, the event s Treating Veterinarian should, wherever practicable, seek a second veterinary opinion. In such eventuality, owners are responsible for the costs of disposal. 9. PRIVATE VETERINARY SURGEONS Private veterinaries will have to report to the FEI Veterinary Delegate upon their arrival at the show grounds, before they will be accredited and be allowed to enter the event s restricted area. Under no circumstance will any veterinary surgeon other than the FEI permitted Treating Veterinarian be allowed to treat any horse at the Longines CSI Basel 2019, unless permission in writing has been received from the event s FEI Veterinary Delegate. 10. STABLING All horses, entered for the competitions of the Longines CSI Basel 2019 must be stabled in the official stables provided by the Organising Committee (immediately after the official Horse Inspection) for the entire duration of the event. They are not to be removed between the dates of Wednesday January 09 th, 2019, following the official horse inspection, and the prize giving ceremony of the last competition of the CSI level concerned, in accordance with the relevant FEI rules. 11. EMERGENCY STABLE CARDS ECSCs must be obtained from the stable managers office upon arrival at the event. It is the responsibility of the rider/groom to complete the card in full and affix to their horses stable door for the duration of their stay at the show. Whilst every reasonable effort will be made to contact the owner/person responsible of the animal, if unsuccessful the event s Treating Veterinarian on duty will treat the animal as he finds necessary. 12. IDENTIFICATION For identification purpose all horses stabled must carry their identification number whenever leaving the stables; offences against this rule, will incur a fine. 14. CUSTOMS/HEALTH DOCUMENTS Foreign athletes requiring health documents for their horses to facilitate their onward journey following their sojourn at the Longines CSI Basel 2019, must inform the event s Sport Office accordingly not later than Thursday January 10 th 2019, by 10hrs00 am. 15. DOGS Dogs must be kept on a leash at all times; offences against this rule may lead to permanent withdrawal of the accreditation of the person concerned. 16. ORGANISING COMMITTEE The organiser referred to in this schedule shall mean < CSI Basel Horse Event AG > and will in this document be referred to as the Organising Committee. 17. GENERAL Competitors and others involved in the Longines CSI Basel 2019 must make themselves conversant with this official schedule s content, in addition to the special conditions applicable to the various competitions. Riders may only compete on the understanding that they comply with and are bound by these regulations and the special conditions relating to each competition. By entering a horse into the Longines CSI Basel 2019, the Person Responsible fully accepts the conditions of the official schedule and of the program itself, applicable to the athletes, grooms, horse owners and the horses. PRIZE MONEY DISTRIBUTION In case of a tie for the 12 th place in a competition with 12 to 48 starters, the prize money foreseen for the 12 th place will be divided equally among the athletes concerned.
