THE FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSE The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences. 1. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation. 2. Horses and Athletes must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids. 3. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event. 4. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement. 5. The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise. Per athlete a maximum of one groom only will be accredited; All athletes and grooms will stay at the event at their own expense. Requests for accommodation must be sent with the definite entries; 2. Athletes, competing in the CSIU25-A classes are not eligible for participation in any competition of the CSI 5* ILHS of Lausanne ; 3. Each horse may compete in one competition of the CSIU25-A ILHS of Lausanne per day only; 4. Per competition an athlete may compete with a maximum of one horse; 5. In case of a tie for any place, the prize money will be added and be divided equally; 6. Unless stated otherwise in this particular section, all rules and conditions of the official schedule of the International Longines Horse-Show of Lausanne will fully apply to the athletes, competing in the event s CSIU25-A competitions; By entering a horse into the CSIU25-A ILHS of Lausanne , the Person Responsible fully accepts the conditions of the schedule and of the program itself, applicable for the athletes, grooms and the horses. Each horse can start only one class per day, with max 3 competitions during the show. Horses taking part in CSI2* classes are not authorized to take part neither in the CSI5*, neither the CSIU25-A competitions and reverse. Foreign and Home Athletes CSI5*: The best 70% Athletes of the Longines Rankings (max. 6 per foreign nation) will be invited. Substitutions will be made in descending order. Home Athletes Home athletes, will be invited by the OC, following consultation with the Swiss NF SVPS; Notwithstanding the maximum mentioned above, the number of horses per home athlete will be determined, in consultation with the Swiss NF - SVPS. The number of home athlete must neither exceed 50% nor be less than 35%. Foreign Athletes The FEI has the right to nominate two athletes. 50% of athletes must be selected in descending order of Longines Rankings to the 300 th position. 50% are free (ranked or unranked Athletes). At least 7 foreign NFs will be represented. Grooms One groom only per athlete. Invitations Athletes will be invited by the OC through their National Federations. Page 13 of 46

14 VII. ENTRIES General Entries are accepted subject to any unforeseen circumstances including but not limited to military exigencies, strikes, or other civil disturbances, fire or other contingencies of any description preventing or rendering it undesirable in the opinion of the OC for the show to take place. All entries shall stand for any postponed show unless withdrawn by written notice to the show secretary within one week of notification or public announcement in the Press of such postponement. The postponement or abandonment of the show either before the opening or at any time during the course of the show shall not give rise to any claim whatever against the show or the OC by the competitors or others except for refund of prepaid entries in respect of classes or competitions not held. In the case of postponement refund will only be made in respect of entries duly withdrawn. Important Any official entry of a horse for this event automatically and unconditionally entails: 1. the formal and unconditional approval of the horse owner(s) concerned, regarding his/her horse(s) presence at and participation in the International Longines Horse- Show of Lausanne ; 2. the athletes agreement without limitation for himself and for his representatives to be bound by the FEI rules and the conditions listed in this official schedule, including its liability clauses; 3. the athletes understanding that the International Longines Horse-Show of Lausanne is governed by Swiss law and if there is any suspicious incident, the proper authorities will be involved to handle the situation. Declining entries The OC may at their absolute discretion with Ground Jury approval, remove any person or animal from the event without being liable for any compensation. No decision will however be taken by the OC relating to athletes and/or horses participating in international competition without previous Ground Jury approval. 1. Stabling for all horses participating in the International Longines Horse-Show of Lausanne is free of charge. First bedding for horses is provided free of charge ; (Food) and additional bedding will be available within the stable area, horses will be bedded on shavings. In exceptional cases horses will be bedded on straw, only if the OC has been clearly informed in advance, together with the definite entries. 2. NO-SHOWS/LATE WITHDRAWALS NB: In the case of withdrawals after the date of definite entries or no-shows the athlete or the respective NF will be held liable to reimburse the OC for the actual financial loss incurred by the OC (i.e. stabling and hotel expenses) as a result of the late withdrawal or no-show. Amount charged: CHF 275,- per horse, 8% VAT included. 3. ADDITIONAL FEES/CHARGES BY THE ORGANISER All additional fees must be listed hereunder with the details of the amounts to be charged and approved by the FEI. Only fees approved by the FEI and listed in the approved Schedule can be charged by the OC. VAT number of the organizer: CHE TVA According to the relevant Swiss tax regulations, the OC must charge the VAT applicable on all fees to be paid by competitors for OC service. Competitors will receive an invoice, showing VAT specified separately and can apply for re-imbursement of all VAT paid at the International Longines Horse- Show of Lausanne by filling out a form to request this refund of VAT by the Swiss tax authorities. 29 Horses may not be unloaded on their arrival without the authorization of the Stables manager. Stables will be allocated on arrival but PLEASE MAKE SPECIAL REQUESTS (e.g. stallions, corner box) with definite entries, thanks to indicate the size of each truck, it IS very important to facilitate the well organization of your stay. Stables must be mucked out daily and dirty bedding and rubbish placed in the special places. All horses will be bedded on shavings unless specifically requested otherwise with entries. Straw in not available. Further supplies will be provided daily according to instructions & prices available on arrival. Horses must be stabled within the FEI-stables area for the duration of the event. The stables will be closed between 10:00 pm and 06:00 am. No horse may leave the stable area between 10:00 pm & 06:30 am without the specific authorization of the Chief steward unless there is an emergency. Horses may not leave their boxes without the official show starting number. It is strictly forbidden to smoke in the stables area. The OC could fine those who are not attending this rule by 500,- CHF. In case of reoccurrence, the badge could be retired and the access to the stables area prohibited. 14. LOCAL TRANSPORTATION - ARRANGEMENTS FROM HOTEL TO SHOWGROUNDS Walking distances are very short between showground and the hotels. Public transport will be free of charge for hotels-residents. Otherwise, courtesy cars will be available for transport from the various hotels to the showground of the International Longines Horse-Show of Lausanne , vice versa. The service will start on Thursday September 08 th, hrs00. It will be continued on through Sunday September 11 th, hrs00 and will daily be in service, until one hour after the finish of the last competition of the day. No courtesy car between Geneva-airport and showground: There s a direct connection between Geneva airport and Lausanne rail station CFF / Some vans transfers will nevertheless be organized at set times. 15. 30 There will be free access to the show grounds for the athletes, their partners, grooms, owners of participating horses and officials. A maximum of two owners per participating horse will be accredited, providing their names are duly registered as such in the official FEI-passport of the horse concerned. The OC reserves the right to withdraw, confiscate or otherwise any passes whether issued with entry or purchased, without refund, immediately in the event that they are either cut, removed or in any way damaged. 32 4. PONIES FEI Veterinary Regulations, Chapter IV: For all Pony Events, Ponies must be available for Pony Measurement if requested by the FEI. 5. INJURY SURVEILLANCE FEI Veterinary Regulations, articles 1036, 1039 and 1040: Horses participating in FEI Events are subject to injury surveillance protocols; and in the event of fatality, a post mortem examination. 6. TRANSPORT OF HORSES Horses must be fit to travel and be transported in suitable vehicles for the transport of horses. Any government requirements for disease testing and control must be requested well in advance, to ensure that the horse is in compliance by the time of arrival at the border of the country where the Event is taking place. Athletes, or their representatives, have the responsibility to comply with national legislation in both their country of origin and the host nation of the Event. Where necessary athletes must contact local government authorities or veterinary advisors for information regarding animal health requirements and transport legislation. Within the European Union (EU), this includes EU Council Regulation (EC) No 1/2005 concerning the protection of animals during transport within the Member States of the EU. 7. VENUE ARRIVAL INFORMATION & FITNESS TO COMPETE 7.1. PASSPORTS. FEI General Regulations Article 137 For all issues relating to FEI Horse Passports/FEI Recognition Cards please contact your National Federation. All Horses competing at FEI Events must be registered with the FEI. FEI Passports or FEI Recognition Cards (for those Horses with a national passport approved by the FEI) are compulsory for FEI Events. NB: Horses entered in CIMs, in CSIP or in CSICh Cat. A in their country of residence are not required to have an FEI Passport or FEI Recognition Card but must be properly registered with the FEI and identifiable (GRs 137.2). Athletes who do not present a Horse s Passport and/or Recognition Card, or one that is not correctly validated or fail to meet other passport requirements will be subject to Sanctions in accordance with Annex II of the FEI Veterinary Regulations and may not be allowed to compete. NB for Horses permanently resident in a Member State of the European Union: all Horses must have a national EU passport in compliance with EU Regulations to which a FEI Recognition card is applied. The exception to this being Horses in possession of an FEI passport which has been continually revalidated without interruption VACCINATIONS - EQUINE INFLUENZA. FEI Veterinary Regulations Article 1028 Horses competing at FEI Events must comply with the requirements for Equine Influenza vaccination in accordance with the Veterinary Regulations and as summarised below. FEI Veterinary Regulations Article 1032 On arrival at an Event venue, all Horses must undergo an examination by a veterinarian to confirm their identification from their passport and micro-chip ID (where present), their vaccination status and general health. To protect all horses attending events, any Horse with a questionable health status concerning vaccination, disease or other concerns, must be stabled within the isolation facilities provided by the Organising Committee pending a decision on entering the venue HORSE INSPECTIONS. FEI Veterinary Regulations Article 1033, Table 2 All Horses will be assessed for their fitness to compete during the Horse Inspection. Any Horse demonstrating questionable fitness may be referred to the Holding Box for further veterinary examination. Horses not deemed fit to compete by the Inspection Panel will not be permitted to compete LIMB SENSITIVITY EXAMINATION. FEI Veterinary Regulations Article 1034 All Horses are subject to examination under the protocol for abnormal limb sensitivity throughout the period of an Event, including, but not limited to, between rounds and before the Jump Off. Horses may be examined once or on multiple occasions during the Period of an Event. Horses may be selected for examination under the protocol randomly or they may be targeted. All Horses selected to be tested must submit promptly to the examination or are subject to immediate disqualification. There is no obligation to examine any specific number of Horses at an Event. 34 8. EQUINE ANTI-DOPING AND CONTROLLED MEDICATION PROGRAMME (EADCMP). FEI VETERINARY REGULATIONS, CHAPTER VI 8.1. SAMPLING. FEI VETERINARY REGULATIONS ARTICLES 1057 AND 1058 All horses competing at FEI Events may be subject to sampling for the presence of FEI Equine Prohibited Substances in accordance with the FEI Equine Anti-Doping and Controlled Medication Regulations (EADCMRs). Horses may be selected for sampling in accordance with obligatory testing, targeted or random sampling procedures. Refer to Chapter VII, paragraph 3 for details of fees relating to Equine and Human Anti-Doping program (EADCMP), which OCs/NFs have the right to charge to the athlete (applicable for all FEI events worldwide) ELECTIVE TESTING. FEI VETERINARY REGULATIONS ARTICLES 1056 Elective Testing may be carried out prior to an Event to check for the presence of prohibited substances. Please refer to for information and details. XIII. HUMAN ANTI-DOPING Athletes can be tested at any FEI Event, by the FEI or by other Anti-Doping Organisations with Testing jurisdiction. Organisers will have the responsibility to provide facilities and staff/volunteers to facilitate such Testing if requested by the FEI as outlined in article 22.3 of the FEI s Anti-doping Rules for Human Athletes (ADRHA). The ADRHA rules are published on the FEI website at XIV. ADDITIONAL INFORMATION 1. INSURANCES AND NATIONAL REQUIREMENTS Equestrian sports involve inherent dangerous risks. To the greatest extent permitted by law, the FEI and the FEI Event Organiser shall NOT be liable for any damages relating to loss of property or injury of any kind to Athletes, Owners, Support Personnel or Horses at or in connection with an FEI Event and the FEI expressly excludes all such liability ATHLETES, OWNERS AND SUPPORT PERSONNEL Personal Accident and Health Insurance It is your responsibility as an Athlete/Owner/ Support Personnel to ensure that you have adequate personal accident insurance in place to cover your participation at FEI Events and in particular to insure against any personal injury or medical expenses arising from an accident, injury or illness which may occur at a FEI Event. You should check with your National Federation to confirm if your National Federation s insurance policy (if any) covers personal accidents and/or illnesses which may occur when you are attending/participating in FEI Events. If your National Federation does not have a personal accident/health insurance policy or if the National Federation s insurance policy does not cover personal accident or health claims, then you should obtain your own personal accident and health insurance policy to cover your attendance/participation at FEI Events. 35 Personal Property Insurance You should also ensure that you are insured against property loss, theft or damage which may occur at an FEI Event. Again, the advice is to check with your National Federation to confirm if they have an insurance policy in place which would cover you in case of such property loss, theft or damage. If not, then you should obtain your own personal property insurance to cover such situations ATHLETES AND OWNERS Third Party Liability Insurance As an Athlete/Owner you are personally responsible for damages to third parties caused by you, your employees, Support Personnel, your agents or your Horses. You are, therefore, strongly advised to take out third-party liability insurance providing full coverage in relation to FEI Events at home and abroad, and to keep the policy up to date. The FEI and the Organiser will NOT be responsible for any damage caused to third parties by you, your employees, Support Personnel, your agents or your Horses Additional Liability Information The OC will not accept responsibility for any accident happening to owners, participants, grooms, to or because of their horses to third parties in whichever circumstances, inside or outside the show grounds, during, before or after competitions. The civil and financial responsibility of the OC and its co-operators will never be liable in any circumstance. The OC (including their employees, representatives and show officials) will not be responsible for any accident, injury or damage that may occur to, or any illness or disease which may be contracted by any horse entered at the International Longines Horse-Show of Lausanne however occurring, and the Athletes and Horse Owners shall keep the OC indemnified against all liability whatever arising from any accident, injury, damage, illness or disease. Athletes recognize and accept that all equestrian sports involve inherent risks and that no helmet or protective equipment can protect against all foreseeable injury. Consequently, by entering their horse(s) for International Longines Horse-Show of Lausanne they accept the risk and hold harmless the OC, the FEI, the officials, agents, employees and their representatives. The OC will not be in any way liable for anything that may happen (from any cause or circumstances whatever) to property brought into the event or for any other loss, claim, circumstance, matter or event whatever in connection with, or arising out of, or attributable to the actions of the OC (including their employees, representatives and show officials) or any of their officers, or agents or these or any other rules or regulations special conditions prescribed by the event Horse Insurance As an Owner you should ensure that your Horses are adequately insured against any injuries or illnesses they may sustain while participating at a FEI Event. 36 2. PROTESTS/APPEALS To be valid, all Protests and Appeals must be made in writing and accompanied by a deposit of CHF or equivalent. Protest and appeal forms are available on the FEI website: Protests: Appeals: 3. SCHOOLING DURING COMPETITIONS Athletes wishing to school during speed competitions (Table A and Table C) must inform the OC before these competitions begin. These athletes will start first in these competitions. 4. STEWARDING If an athlete is uncertain as to whether the boots he/she intends to use during an event are allowed, he/she or his/her representative should show the boots to the Chief Steward for his/her opinion before the boots are used in training or in competition. In addition, athletes are to be made aware that hind boots must be removed and placed again on the horse s legs in the presence of a Steward while in the warm-up arena prior to entering the competition arena for certain competitions. (If bandages are used in place of boots, athletes are not required to remove the bandages in the warm-up arena.) This procedure is compulsory for competitions for which boot and bandage control is mandatory, that is the Nations Cup, Grand Prix, and the competition with the highest prize money, and is at the discretion of the Chief Steward for other competitions. As an alternative to carrying out this procedure at the time designated by the Steward an athlete may ask his/her groom to take the boots to the in-gate and place them on the horse s legs in front of the Steward prior to the combination entering the arena. The Steward has the authority to intervene if a boot is deemed excessively tight by instructing that the boot be removed and put on again correctly. [Stewards are to note that it is normal for a horse s gait to be somewhat affected immediately after boots have been removed and re-placed.] If an athlete or his/her groom refuses to remove and replace the boot(s) when instructed to do so by the Steward, a Yellow Warning Card will be issued to the athlete in question. If it is deemed impossible or unsafe to remove the hind boots in the warm-up arena prior to the combination entering the competition arena, due to an extremely excited or nervous horse, the boots of the horse in question are to be removed by the athlete/groom following the athlete s round upon leaving the arena and inspected by the Steward. This inspection may be carried out during the boot and bandage control if the boot and bandage control is carried out for the competition in question. This procedure does not replace boot and bandage control after completion of an athlete s round for competitions for which boot and bandage control is mandatory (refer to JRs Art ). 5. DISPUTES In the event of any discussion concerning the interpretation of the schedule (in translated languages), the English version will be decisive. Page 36 of 46

37 6. MODIFICATION TO SCHEDULE In exceptional circumstances, together with the approval of Chefs d'equipe, host NF delegate, if any, and the Ground Jury, the Organiser may change the schedule in order to clarify any matter arising from an omission or due to unforeseen circumstances. Any such changes must be notified to all athletes and officials as soon as possible and they must be reported to the FEI Secretary General by the Technical Delegate, the President of the Ground Jury or the Foreign Judge, as applicable. 7. ADDITIONAL INFORMATION FROM THE OC A. SHORTENING/CANCELLATION OC reserves the right to take all necessary action, including cancelling or shortening the International Longines Horse-Show of Lausanne , due to special and/or unforeseen circumstances, which in the opinion of the OC, would make the continuation of the event unjustified. Any such decision will be taken in agreement with the Secretary General of the FEI. No consequential liability whatsoever can be accepted in such occasion. Gen. Reg and B. START & RESULTS LISTS The name of the owner of each horse will be added to all start lists and result sheets, as well as its stud book initials, country of birth, sex and age. C. DECLARATIONS No horse will be allowed to start in more than one competition per day. Each individual athlete is allowed to compete with one horse only in each competition. Moreover, no horse will be permitted to compete in any competition, unless the declaration has been made within the deadline specified down below, i.e.: a) Horses participating in competition n o 01 on Thursday (September 14 th, 2017) must be declared at the secretary's office, immediately following the official horses inspection but in any case at 17hrs00 at the latest and at 19hrs00 for horses starting in the competitions on Friday September 15 th, 2017 ; b) Horses starting in the competitions on Friday (September 09 th, 2016), Saturday (September 10 th, 2017) and Sunday (September 17 th 2017) must be declared on the night before at the secretary's office, at the latest 30 minutes after the prize giving ceremony of the last competition of the day. E. SUBSTITUTION After declaration no substitution of horses will be permitted, unless the event s treating Veterinarian certifies officially, that the declared horse has become unfit to compete since the time of declaration. The final decision about the substitution is however at the discretion of the Ground Jury, following consultation of the FEI Veterinary delegate. F. PRACTICE ARENA Training (including working, lunging and walking) of horses is only allowed at specified times on the official and controlled exercise areas, provided by the OC from Wednesday September 13 h, 2017 (immediately after the horses Inspection), until the conclusion of the event on Sunday, September 17 th, The exercise / practice areas will be permanently supervised by FEI stewards. During a competition the exercise/practice area is strictly reserved to horses starting in the present competition and the next three athletes must be mounted and ready to enter the arena. If an athlete is not ready when his/her starting number/name is called, he/she will lose his/her place in the starting order and he/she will be eliminated from that competition at the discretion of the Ground Jury, unless certain circumstances prevent this (e.g. losing a horse shoe just before his/her turn to start). 38 G. IMAGES RIGHTS The OC reserves the right to use - without any compensation due - photographs, videos or any other digital registered picture from athletes and/or horses, made or registered during the International Longines Horse-Show of Lausanne , for promotional and/or marketing purposes, related to the event. It is a condition of entry that all athletes will permit any photographic or filmed material derived during the course of the event, to be utilized subsequently by the OC for future promotion of their business interests or the show, at no cost to the latter. More over the OC would highly appreciate the athletes co-operation for marketing activities related to the event (for example to join a meet and greet session with main sponsors), for approximately 20 minutes maximum, if so requested. H. INCIVILITY Any act of discourtesy or disobedience to any judge, steward or any show official on the part of the athlete, groom, driver or owner of a horse may - at the discretion of the President of the Ground Jury result in the athlete s horses being disqualified from the event, in which case (entry) fees and prize money won will be forfeited. H. PARADING All horses must be paraded whenever so ordered by the OC or an authorized show official. Any failure to comply with this rule may result in disqualification from competing and forfeiture of prizes, at the discretion of the Ground Jury. I. DOCTOR MEDICAL SERVICE FARRIER Veterinary and medical assistance, as well as farrier services, are available for the duration of the event. These are at the expense of those requesting them. When, in the opinion of the Show s veterinary surgeon, a horse is so severely injured that it ought to be humanely destroyed, the Person Responsible should where possible first be informed. However, the Show s veterinary surgeon may proceed with humane destruction, without reference to the PR, in order to prevent undue suffering to the horse. Before taking this action, the Show s veterinary surgeon should, wherever practicable, seek a second veterinary opinion. In such eventuality, owners are responsible for the cost of disposal. J. PRIVATE VETERINARY SURGEONS Private veterinaries will have to report to the FEI Veterinary Delegate upon their arrival at the show grounds, before they will be accredited and be allowed to enter the restricted area. Under no circumstance will any veterinary surgeon other than the FEI permitted Treating Veterinarian be allowed to treat any horse at the International Longines Horse- Show of Lausanne , unless permission in writing has been received from the FEI Veterinary Delegate. K. STABLING All horses, entered for the competitions of the International Longines Horse-Show of Lausanne must be stabled in the official stables provided by the OC (immediately after the official Horse Inspection) for the entire duration of the event. They are not to be removed between the dates of Wednesday September 13 th, 2017, following the official horse inspection, and the last competition on Sunday September 17 th, 2017, in accordance with the relevant FEI rules. L. NO SMOKING POLICY Smoking inside the stables is strictly prohibited ; Offences against this rule, first will incure a fine and in case of a repeated offence, will lead to permanent exclusion from the stables by means of withdrawal of the accreditation of the person concerned. M. EMERGENCY STABLE CARDS ECSCs will be available in the stabling area. It is the responsibility of the rider/groom to complete the card in full and affix to their horses stable door for the duration of their stay at the show. 39 to contact the owner/person responsible of the animal, if unsuccessful the Veterinary Surgeon on duty will treat the animal as he finds necessary. N. IDENTIFICATION For identification purpose all horses stabled must carry their identification number whenever leaving the stables ; Offences against this rule, will incur a fine. O. HEALTH DOCUMENTS Foreign athletes requiring health documents for their horses to facilitate their onward journey following their stay at the International Longines Horse-Show of Lausanne , must inform the secretary s office accordingly not later than Friday September 15 th 2017, by 12hrs00. P. DOGS Dogs must be kept on a leash at all times ; Offences against this rule may lead to permanent withdrawal of the accreditation of the person concerned. Q. GENERAL Competitors and others involved in the International Longines Horse-Show of Lausanne must make themselves conversant with this official schedule s content, in addition to the special conditions applicable to the various competitions. Riders may only compete on the understanding that they comply with and are bound by these regulations and the special conditions relating to each competition. By entering a horse into the International Longines Horse-show of Lausanne , the Person Responsible fully accepts the conditions of the official schedule and of the program itself, applicable to the athletes, grooms, horse owners and the horses.
