1 Page 1 of 5 Demonstrate knowledge of New Zealand Rules of Harness Racing and Regulations and their application Level 3 Credits 8 Purpose This is a knowledge based unit standard for people who are working in a harness racing environment and must understand their rights and responsibilities in regard to the rules and regulations of harness racing. People credited with this unit standard are able to demonstrate knowledge of: the New Zealand Rules of Harness Racing and Regulations; the criteria and procedures used in licensing a person under the New Zealand Rules of Harness Racing and Regulations; the obligations, requirements, responsibilities and conduct of trials horseman, junior driver, and horseman; requirements, obligations, and responsibilities of a licensed trainer and/or licensed person in charge of a horse on raceday under the New Zealand Rules of Harness Racing; rules as they relate to the standardbred horse; the roles of the Racecourse Inspector and Stipendiary Stewards and their policing of New Zealand Rules of Harness Racing and Regulations; and the penalties that can be administered to a licence holder found guilty of an offence under the New Zealand Rules of Harness Racing. Elements and performance criteria Element 1 Demonstrate knowledge of the New Zealand Rules of Harness Racing and Regulations. 1.1 Description outlines the purpose and application of the New Zealand Rules of Harness Racing. 1.2 Description identifies to whom the New Zealand Rules of Harness Racing apply. persons, clubs, associated bodies, tribunals, horses. 1.3 Description identifies the purpose and application of New Zealand Harness Racing Regulations. may include but is not limited to power to make regulations, relativity to rules. 1.4 Description outlines the official calendar and the industry requirements for the calendar. includes but is not limited to publishing of the Harness Racing Weekly, who must receive the Harness Racing Weekly, important notices published.

3 Page 3 of 5 Element 2 Demonstrate knowledge of the criteria and procedures used in licensing a person under the New Zealand Harness Racing Rules and Regulations. 2.1 Description defines who is required to be licensed under New Zealand Rules of Harness Racing and the criteria that apply. 2.2 Description explains the criteria and procedure required for issuing a licence to a stable hand, trials horseman, and junior driver and a licence to train licenceholder. includes but is not limited to age restrictions, performance criteria, attendance at trainee school, appropriate forms. Element 3 Demonstrate knowledge of the obligations, requirements, responsibilities and conduct of trials horseman, junior driver, and horseman. 3.1 Description outlines the requirements of a horseman in regards to whites, racing colours, and safety gear. includes but is not limited to boots, vests, helmets. 3.2 Description outlines the race driving regulations that a horseman must comply with. includes but is not limited to prior to leaving the birdcage, warming up, under starters orders, during the race, and following the race. Element 4 Demonstrate knowledge of the requirements, obligations, and responsibilities of a licenced trainer and/or licenced person in charge of a horse on raceday under the New Zealand Rules of Harness Racing. 4.1 Description identifies the rules that a licenced trainer must comply with in respect to training and racing a horse under the New Zealand Rules of Harness Racing. includes but is not limited to trainer notification and its time factor, colour registration, inspection of first starters, correct horse is started in race, horse is presented drug free.

4 Page 4 of Description outlines responsibility of a licenced trainer to have a horse at a meeting at a stipulated time in the allocated stall or box. includes but is not limited to time on course, first race and races thereafter, reason horse must be on track at stipulated time. 4.3 Description outlines the responsibility of a licenced trainer or a licensed person representing a trainer in relation to gear. may include but is not limited to damaged gear, missing gear, faulty gear, gear coming adrift. 4.4 Description identifies the responsibility of a licenced trainer or licensed person presenting a horse to a driver. may include but is not limited to gear, driving colours, timeliness. Element 5 Demonstrate knowledge of rules as they relate to the standardbred horse. 5.1 Description outlines the requirements as they relate to the horse. includes but is not limited to age, restrictions on racing a horse, determining the age of the horse. 5.2 Description outlines the requirements for registering and naming a horse. 5.3 Description outlines the requirements for change of horse ownerships. 5.4 Description identifies ownership arrangements for joint interest, leasing, and syndication. includes but is not limited to number of members, registrations, condition of leases. Element 6 Demonstrate knowledge of the roles of the Racecourse Inspector and Stipendiary Stewards and their policing of harness racing rules and regulations. 6.1 Description explains the roles and duties of the Racecourse Inspector. 6.2 Description explains the role and duties of the Stipendiary Steward.

5 Page 5 of 5 Element 7 Demonstrate knowledge of the offences and penalties that can be administered to a racing licence holder found guilty of an offence under the New Zealand Rules of Harness Racing. 7.1 Description outlines the penalties which can be administered to a licence holder found guilty of an offence under the New Zealand Rules Harness Racing and Regulations. reprimand, unpaid forfeit list, fine, suspension, disqualification. 7.2 Description identifies three examples of serious racing penalties that could be imposed on stable-hands, trials and junior licence holders for offences. may include but is not limited to prohibited substances, bringing harness racing into disrepute, dishonest or fraudulent acts. Please note Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards. Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards. Accreditation requirements and an outline of the moderation system that applies to this standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The AMAP also includes useful information about special requirements for organisations wishing to develop education and training programmes, such as minimum qualifications for tutors and assessors, and special resource requirements.
