2 RACE CONDITIONS Conditions governing the conduct of the 2012 Inter Dominion Pacing Championship 17, 20, 24 February and 2 March 2012 at Gloucester Park Perth 1. ELIGIBILITY OF HORSES (a) (c) The Inter Dominion Pacing Championship ( the Championship ) is restricted to approved Standardbred horses and will be conducted under Racing and Wagering Western Australia ( RWWA ) Rules of Harness Racing. Any horse which has been balloted out or otherwise rejected from the list of horses to compete in the Qualifying Heats shall not be eligible to compete in any Qualifying Heat, Final or Consolation unless reinstated before the commencement of the first Qualifying Heats. To be eligible to compete in the Final of the Championship, horses shall start in all Qualifying Heats unless exemption is granted by RWWA, which shall decide upon each case according to its merits. 2. QUALIFYING HEATS (a) The aim of Gloucester Park Harness Racing is that there be not less than four (4) Qualifying Heats on each of the first three nights of the Inter Dominion Carnival. Gloucester Park Harness Racing reserves the right to vary these numbers up to the commencement of the Championship. Notwithstanding 2(a), the Championship will comprise three (3) rounds of Qualifying Heats, a Final and a Consolation. 3 4. CURRENCY All values are expressed in Australian Dollars. 5. HANDICAPS All races shall be mobile barrier starts making the declaration of Handicaps unnecessary. 6. INTER DOMINION RANKING SYSTEM The Inter Dominion Ranking system shall determine those horses which shall participate in the Qualifying Heats of the Championship. Horses shall be ranked in the following descending order: (a) Current Inter Dominion Champion Current Australian Grand Circuit Champion (c) Current form of other horses, giving priority to: i. Winners of current season Australian and New Zealand Grand Circuit races ii. Winners of current season open age Australian and New Zealand Group 1 races. iii. Other winners at the discretion of the RWWA Handicapping Panel, giving consideration to: Current season wins and stakemoney Lifetime wins and stakemoney. (d) Foreign horses shall be allocated ranking order at the discretion of the RWWA Handicapping Panel. (e) The ranking order shall not be adjusted after the date fixed for the declaration of Final Acceptors (i.e. noon on Monday 6 February 2012) except in the event of a horse/s being placed 1st to 3rd in a Grand Circuit or Group 1 race after such date, or a late nomination. 7. FIELD SIZE (a) The field for the Heats of the Championship shall consist of a maximum nine (9) starters, plus two (2) common emergencies in the first Qualifying Heats only. The field for all remaining Heats of the Championship shall consist of a maximum nine (9) starters. The field for the Final shall consist of a maximum of nine (9) starters plus two (2) emergencies. The emergencies being the next two highest on the Championship point score.

4 (c) The field for the Consolation shall be conducted with a maximum of nine (9) starters plus two (2) emergencies, with the emergencies in the Final drawn as starters in the Consolation. (d) (e) (f) The starting configuration from the mobile barrier for all races shall be nine (9) horses on the front line. Where there are no emergencies drawn in any event, the barrier positions shall be determined at acceptance time. In the event of a scratching or scratchings, no gaps will be left in the line. Where emergencies are declared in an event they will be allocated the outside barrier positions. Any emergency gaining a start will take the barrier position of the first scratched horse but retain its allocated saddlecloth number, unless the emergency gaining a start is declared by the Stewards ODM. 8. NOMINATIONS Nominations shall close at 4.00 pm (Perth time) on Monday 5 December All Nominations must be submitted on a Nomination Form and signed by either the Owner, Trainer or his Authorised Agent and accompanied by the prescribed non-refundable Nomination Fee. All horses nominated for the Championship will be deemed nominated for the Consolation also, and will be eligible to compete in the Consolation at no additional Nomination or Acceptance Fee to those payable for the Championship, provided they were accepted for and competed in one or more of the Heats. 10. LATE NOMINATION FEE Horses which are not nominated for the Championship by 4.00 pm Monday 5 December 2011 can be made eligible for the Series by paying a Late Nomination Fee of $25,000 plus GST (10%) prior to Noon, Monday 30 January The Late Nomination Fee is non-refundable and is inclusive of the Nomination, First Acceptance/Continuation and Second Acceptance/Continuation Fees. Payment of this Fee does not guarantee the horse a start in the Heats as it will be assessed in accordance with the Inter Dominion Ranking System (clause 6). 14. POINTS SYSTEM (a) Points shall be awarded to each horse actually starting and finishing a Qualifying Heat on the basis that the winner of each Qualifying Heat will receive in points the equivalent of the number of horses previously selected by Gloucester Park Harness Racing as the maximum number of horses to compete in each Qualifying Heat. The second horse in each Qualifying Heat will receive the next lower number of points with each horse finishing thereafter receiving in order one lower number in points than the preceding horse until the last horse finishing in a maximum field will receive one (1) point. (c) (d) The winner of each Qualifying Heat will receive four (4) bonus points to be added to the points already earned for the race. Second and third horses in each Qualifying Heat will receive two (2) and one (1) bonus points respectively to be added to the points already earned for that Qualifying Heat. In the event of a scratching or a horse not completing the course, or in any other circumstances where less than the maximum number of horses compete in a qualifying heat, points will be allocated as before with the winner and other horses finishing the race entitled to receive their maximum number of points as if a full field had competed and finished in that particular race. In the event of a dead-heat, all points of the horses dead-heating shall be added together and equally divided. 15. FINAL POINTS (a) (c) The nine (9) horses which gain the greatest aggregate of points shall be eligible to start in the Final, but should circumstances warrant such a course of action, RWWA shall have the power to increase the number of starters above the designated number and to select additional starters. In the event two or more horses each scoring equally the minimum number of points entitling them to be eligible for the Final and thereby producing a field exceeding the number designated by RWWA, then RWWA shall decide in its discretion which of the horses with equal points shall start in the Final. RWWA shall be the sole judge of which horses are entitled to start in the Consolation.

HORSES SCRATCHED AFTER FINAL ACCEPTANCES It shall be a condition of Nomination that horses scratched from the Inter Dominion Championship after Second Acceptance/Continuation shall not be eligible to compete in any other race at any meeting for the period commencing the First Night of the Championship until completion of the Inter Dominion Series, unless permission is granted by RWWA. Where an unacceptable reason is given for the scratching of a horse after Second Acceptance/Continuation (Tuesday, 31 January 2012) and/or during the Inter Dominion Championship, such horse shall not be permitted to race for a minimum period of four (4) weeks at any track in Australia or New Zealand from the First Night of the Championship. 17. HANDICAPPING PENALTIES Winners of Heats, Final and the Consolation shall be penalised in accordance with the Handicapping Regulations of the Country or State in which the horse/s race. 18. HORSES REMAIN ACCEPTORS UNLESS WITHDRAWN Owners who nominate horses must note that a horse is nominated for the Championship; it is automatically an acceptor unless withdrawn prior to the time fixed for the First Acceptance/ Continuation 4.00pm Friday 6 January 2012 or Second Acceptance/Continuation 4.00pm Tuesday 31 January Connections of horses not withdrawn by the due dates will be liable for the First Acceptance/Continuation fee and/or the Second Acceptance/Continuation fee. 19. SCRATCHING OF HORSES Scratchings shall be lodged at the offices of RWWA ONLY. Scratchings shall be lodged in writing. Facsimiles and s will be accepted. 20. DECLARATION OF FINAL ACCEPTORS A list of final acceptors and emergencies shall be declared at 4.00pm Monday 6 February The emergencies shall remain eligible to be declared starters (in the event of withdrawals) up until 10.00am on Tuesday 14 February 2012 when the barrier draws for the first heats shall be declared. If the emergencies are not required at 10.00am on Tuesday 14 February 2012 the horses will remain emergencies until 8.30am on the first night of heats on Friday 17 February TRAVEL SUBSIDY There are no travel subsidies payable.

DISQUALIFICATION FROM FINAL OF HEATS Rules 195 and 195A of the Rules of Harness Racing shall apply to the Championship, i.e A horse which has been presented for a race shall be disqualified from it if blood, urine, saliva, or other matter or sample or specimen taken from the horse is found to contain a prohibited substance. 195A. (1) This rule is to apply to any race or series of races which the Controlling Body stipulates in the Conditions of Entry that it shall apply to; such a race or races being a qualifying race for some other race. (2) If in relation to a race to which this rule applies a blood, urine, saliva or other sample or specimen is taken from a horse when it is presented for such race and a certificate from a person or drug testing laboratory approved by the Controlling Body certifies the presence of a prohibited substance in such specimen or sample then the horse shall be immediately disqualified from participating in any other race for which the race in question provides or provided a qualification for participation. (3) This rule is to have effect and to be conclusive irrespective of whether further testing procedures or other circumstances establish that the horse was presented for the race free of any prohibited substances. 23. GENERAL RWWA and GPHR reserve the absolute right to undertake security, surveillance and swabbing of all horses competing in the Championship which is deemed necessary to ensure the integrity of the Series. 24. SPECIAL CONDITIONS Subject to the approval of RWWA, GPHR reserves the right to make any alterations, amendments or decisions that may be deemed necessary to the Championship. 25. AGREEMENT An Owner, Trainer or his Authorised Agent by nominating for the Inter Dominion Championship thereby agrees to abide by RWWA s Rules of Harness Racing. 26. MODIFICATION OF THE FIELD SIZE AND NUMBER OF HEATS On 6 February 2012 RWWA will declare final acceptors and emergencies. In the event that there are insufficient horses to conduct four (4) heats on each of the nights, GPHR, in conjunction with RWWA, reserves the right to reduce the number of heats from four (4) to three (3) for the three (3) nights of heats.
