1 SELECTION PROCEDURES FOR 2017 USEF PONY RIDER DRESSAGE NATIONAL CHAMPIONSHIP Date: August 24-27, 2017, Location: Lamplight Equestrian Center in Wayne, IL Approved by the USEF Ad-Hoc Selection Group of the USEF Board of Directors on July 19, 2016 The USEF Pony Rider Dressage National Championship (the Championship ) will be conducted under USEF Rules. I. APPLICATION: 1) In order to be considered for the 2017 USEF Pony Rider Dressage National Championship, an Application of Intent must be completed and submitted to USEF no later than May 16, Applications will be available on the USEF website after December 1, Applications received by the USEF Dressage Department on or before May 2, 2017 will require an application fee of $50. Applications received after May 2, 2017 but on or before May 16, 2017 will require a fee of $150. No applications will be accepted after May 16, 2017 and no refunds will be given after the closing date. A confirmation will be sent to the athlete once the application has been received. Additional ponies may be added to an existing declaration until May 17, The athletes are permitted to compete with only those ponies named on the athlete s application. 2) It is the responsibility of the owners and athletes of horses to ensure that they know and understand the USEF Rules and Selection Procedures, USEF Code of Conduct, and USEF Safe Sport Policy Handbook (see 3) Qualifying scores may be earned prior to submission of Application of Intent. 4) USEF is not responsible for any late, lost, delayed, misdirected, or stolen correspondence either electronic, postal, commercially shipped or voice activated. It is the athlete s responsibility to ensure that all application and application fees have been received by published deadline. II. ELIGIBILITY: FOR ATHLETE: 1) Athletes must be United States citizens. If the athlete has an FEI Registration, they must have designated the USA as their Sport Nationality with the FEI at the time of application, selection, and until the conclusion of the Championship. 2) Athletes must be Active Members in good standing of USEF at the time of application, selection, and until the conclusion of the Championship. 3) Athletes are eligible as Pony Riders from the beginning of the calendar year in which they reach the age of 12 until the end of the calendar year in which they reach the age of 16 (born between January 1, 2001 and December 31, 2005). 4) No athlete may compete more than two (2) ponies in the Championship. FOR HORSE OWNER(S): 1. Must be an Active Member in good standing with USEF or his/her National Federation at the time of Page 1 of 5
2 application, selection, and until the conclusion of the Championship and have proof, in English, of membership in good standing from his/her National Federation. 2. Must be willing to pay for all expenses incurred for the inclusion of the athlete/pony combination in this competition, including but not limited to, transportation. 3. Qualification goes with the athlete/pony combination; ownership may change during the qualifying period and for the Championship as long as the new owner(s) meet all of the above criteria. FOR PONY: 1. Ponies must be Annual or Life Recorded with USEF at the time of application, selection, and until the conclusion of the Championship. Horse Identification (HID) Numbers DO NOT fulfill this requirement. 2. The height of ponies must not exceed 148cm without shoes, and 149cm with shoes (DR119.1). 3. Ponies must have a current and valid Federation Standard or Temporary Measurement Certificate for Dressage/Driving. All ponies may subject to additional measurement at the Championship. 4. This Championship will be held as part of a USEF-Licensed Competition (not a CDI); therefore, an FEI passport will NOT be required for this Championship. 5. Horses (an animal over 148cm without shoes and 149cm with shoes) and mules will not be allowed to qualify for or compete in this Championship. 6. Ponies must be six (6) years old or older. FOR ATHLETE/PONY COMBINATION: 1. Qualification is based upon athlete/pony combination. 2. A Pony Rider may also compete in Children, Junior, and/or Young Rider divisions, but may not compete in these divisions at the same qualifying competition(s) with the same mount. A Pony Rider may compete in National or FEI Championships for the Children, Junior, or Young Rider divisions within the same year. III. QUALIFYING PROCEDURES: 1. QUALIFYING PERIOD: The qualifying period shall begin August 1, 2016 and is scheduled to end July 31, 2017 unless otherwise noted by USEF no later than January 1, QUALIFYING COMP ETITIONS: A series of competitions t h r o u ghout the U.S. have b e e n designated as USEF/NAJYRC Qualifying Competitions. A list of these designated USEF/NAJYRC Qualifying Competitions is available on the Federation website Please note: for these qualification purposes, competition(s) held over the course of more than one day counts as a single qualifying competition (even if each day has a separate license number) and only the designated tests count. Qualifying scores may only be earned at these designated USEF/NAJYRC Qualifying Competitions. Each athlete/pony combination must earn scores in at least three (3) different Designated Qualifying Competitions. Athlete/pony combinations are limited to one qualifier in the same location in one seven day period however CDI-Ps are exempt from this requirement. Athlete/pony combinations may also earn qualifying scores at any CDI-P, held within the United States that offers the FEI Pony Tests within the designated qualifying period. CDI-P scores are calculable at the option of the athlete and will only be computed into the athlete/pony s overall average upon receipt of a USEF CDI Report Form (Attachment A) within the specified deadline stated on the form. Scores submitted late will not be accepted. It is the sole responsibility of the competitor to ensure that all qualifying CDI scores for this program have been presented to USEF on time and are accurate. An athlete/pony combination cannot earn a qualifying score in a national competition (CDN) if a CDI-P is also held at the event. Page 2 of 5
3 3. TESTS: The FEI Pony Team Test (current edition) and FEI Pony Individual Test (current edition) must be used for qualification. These tests must be held as individual classes which are specifically designated as USEF qualifying ( Test of Choice classes will not count). For calculation purposes, the athlete/pony combination s overall average will be determined by averaging the scores earned in the Team Test with the scores earned in the Individual Test. 4. ONE RIDER RULE: For USEF qualifying for Children, Pony Riders, Juniors, Young Riders and Brentina Cup (Young Adults), at no time during the competition, may any horse entered in a USEF Qualifying class be ridden by anyone other than the athlete entered in that class on that horse, under penalty of disqualification from the class for USEF championship qualifying purposes. For USEF championships for Children, Pony Riders, Juniors, Young Riders and Brentina Cup (Young Adults), at no time during the competition, may any horse entered in a USEF Championship class be ridden by anyone other than the athlete entered in that class on that horse under penalty of elimination from the USEF championships. Exception: grooms riding on a loose rein. For purposes of this rule, the competition starts when horse and athlete arrive on the show grounds of the USEF Qualifying Competition and ends at the conclusion of the USEF licensed Dressage Competition (DR 128). 5. NUMBER OF SCORES: At least three (3) scores must be earned in the FEI Pony Team Test and at least three (3) scores must be earned in the FEI Pony Individual Test which meet all qualification requirements outlined herein. 6. DROP SHOW: If an athlete/pony combination completes f our (4) or more Team Tests at different designated USEF/NAJYRC Qualifying Competitions, the lowest score earned in Team Test will be dropped. If an athlete/horse combination completes four (4) or more Individual Tests at different designated USEF/NAJYRC Qualifying Competitions, the lowest score earned in Individual Test will be dropped. If seven (7) or more sets of qualifying scores are earned in each respective Test, an additional Team Test score and Individual Test score of the next lowest percentage will be dropped. A maximum of two (2) scores may be dropped from the Team Test and a maximum of two (2) scores may be dropped from the Individual Test. All remaining scores will be used to calculate each athlete/horse combination s overall average. 7. JUDGES: Qualifying tests must be judged by a panel of two (2) or more USEF S or FEI Judges. Please note: Judges who are an owner of a horse or parent of an athlete or coach of an athlete competing in this division shall NOT officiate for any USEF/NAJYRC Qualifying Classes for this division at designated Qualifying Competitions in any USDF region at any time during the qualifying period. Judges who do so are subject to sanctions. 8. SCORE CALCULATION: USEF will automatically track scores for athlete/pony combinations which are earned at designated USEF/NAJYRC Qualifying Competitions. Submission of score sheets to USEF is not necessary for this Championship unless requested by USEF staff. The athlete/pony combination s overall average will be determined by averaging the scores earned in the Team Test with the scores earned in the Individual Test. If an athlete/pony combination is eliminated from either the Team or Individual Test, they will not receive a 0 for that score on the ranking list. Scratches and withdrawals will not be penalized on the ranking list. For scores earned at CDIs, see #2 above. 9. MINIMUM AVERAGE: A minimum overall average of 58% must be maintained for consideration to this Championship. 10. DRESS & SADDLERY: When permitted, whip maximum one meter (1 m). Spurs are optional, but if used, only blunt metal spurs no longer than three and a half centimeters (3.5 cm) are allowed. Rowels on Page 3 of 5
4 spurs are not allowed. Please refer to USEF Rules for dress and saddlery requirements (DR120 DR121) or FEI Dressage Regulations if competing in CDI-Ps (FEI Dressage Regulations Article 427, Article 428 and Annex 4). 11. FOREIGN COMPETITIONS: Competitors may qualify for the Championship in foreign countries by competing in CDI-Ps. If an athlete/pony combination plans to compete in Foreign CDI competitions for the purpose of qualification for the Championship, he/she must adhere to the USEF Criteria to Compete in Foreign Competitions found here: CDI-P scores are calculable at the option of the athlete and will only be computed into the athlete/pony s overall average upon receipt of a USEF CDI Report Form (Attachment A) within the specified deadline stated on the form. Scores submitted late will not be accepted. It is the sole responsibility of the competitor to ensure that all qualifying CDI scores for this program have been presented to USEF on time and are accurate. IV. INVITATION TO THE CHAMPIONSHIP: 1. All athlete/pony combinations that have submitted an Application of Intent as outlined above (see Application ) and have qualified by the method outlined above (see Qualifying Procedure ) will be ranked according to scores and be accepted up to the numbers of entries available, not to exceed No athlete may compete more than two (2) ponies in the Championship. 3. In the case of a tie, the athlete/pony combinations shall remain tied, but shall take up two places so that if tied for first place, the next ranked athlete/pony combination shall be #3. V. CHAMPIONSHIP COMPETITION: 1. The date and location of the 2017 USEF Pony Rider Dressage National Championship will be announced on the USEF website no later than April 1, USEF Championship Rules will be followed. 2. The number of entries for each age group accepted for the Championship will be limited as determined by the USEF. Up to the top twelve (12) ranked athlete/pony combinations which meet the minimum eligibility requirements will be invited. 3. Ponies will be examined for soundness. A jog will be scheduled prior to the Championship classes, at which time all ponies must be presented to the treating veterinarian and a member of the judging panel for examination. 4. All ponies may be subject to measurement at the Championship. 5. Tests shall be ridden from memory and WHIPS ARE FORBIDDEN. Please refer to USEF Dressage Division Rules for complete dress and saddlery requirements. Spurs are optional, but if used, only blunt metal spurs no longer than three and a half centimeters (3.5 cm) are allowed. Rowels on spurs are not allowed. VI. CHAMPIONSHIP FORMAT: 1. DAY 1 PONY TEAM TEST: All entries in the Championship will compete in Day 1 s Pony Team Test. The FEI Pony Team Test (current edition) will be used. This test will count towards 50% of overall average. Starting order will be determined by open draw. This test will be judged by a minimum of three (3) judges (all of which must be FEI judges). 2. DAY 2 PONY INDIVIDUAL TEST: All entries will compete in Day 2 s Pony Individual Test. The FEI Pony Individual Test (current edition) will be used. This test will count towards 50% of overall average. Starting order will be determined by a draw in groups of five conducted in reverse order of placing from the FEI Pony Team Test; first drawn a group of two (2), placed 11 th and 12 th. 5 be judged by a minimum of three (3) judges (all of which must be FEI judges) and at least one (1) judge must differ from those judging the Team Test. Placings, including National Champion and Reserve Champion, will be determined based upon overall average: Team Test 50%, Individual Test 50%. 3. TIES: Breaking of ties in Team and Individual Tests will be in accordance with DR Ties for overall Championship placings will be determined by scores in the Individual Test only. VII. CODE OF CONDUCT: Athletes, owners and trainers will be required to sign and abide by the USEF Code of Conduct prior to entry into the Championship. VIII. DRUG TESTING: All ponies shall be subject to drug and medication testing at the Championship, and the pony must meet all Federation drug and medication rules. Blood and/or urine samples may be collected at any time during the Championship. Samples collected from ponies will be tested for the presence of all substances forbidden and/or controlled by USEF. Any pony whose sample contains a prohibited substance or a restricted substance in a concentration greater than USEF limits shall be subject to sanctions in accordance with USEF Rules.
