Are you using an ATV on your hunt? Hunting is just one of the great sports Colorado offers. There are thousands of acres to cover, yet hunters will find they re sharing space with others. For hunters using all-terrain/offhighway vehicles (OHVs), here are some things you ll want to know. Off the beaten path! Motorized travel off designated travelways is generally not allowed unless indicated by signs or land management travel maps. Contact the local land management office where you plan to hunt for details. Buy it! Colorado Residents: OHV registrations can be purchased for $15.25 at the Colorado State Parks Registration Unit. A registration application is also available on the internet at Non-Residents: OHV non-resident permits can be purchased for $15.25 per year at the Colorado State Parks Registration Unit. 3 2004 DEER, ELK, PRONGHORN, BEAR & MOOSE HUNTING APPLICATION DEADLINE: APRIL 6, 2004 Midnight postmark acceptable. What's New for 2004 APPLY ONLINE Big game hunters can now apply for limited licenses and buy unlimited licenses on the internet. To find out how, just go to our web site, wildlife.state.co.us, for instructions. NEW! NEW! CWD Testing: All chronic wasting disease testing of deer and elk is now voluntary throughout the state. However, CWD testing is mandatory for moose, and carcass transportation restrictions still apply in some units. See Chronic Wasting Disease. Social Security: State and federal laws now require hunters to provide their Social Security number when buying or applying for all hunting and fishing licenses. See Application Instructions and Child Support Delinquency. Hand-held Bows: Scopes are illegal on hand-held bows. See Legal Hunting Methods. More Limited Choices: This year, hunters can select second, third and fourth choices on their application for limited licenses. See Application Instructions. New Moose Units Open: Unit 19 is open for moose hunting this year. In addition, moose hunting is offered in unit 191, which is combined with units 7 and 8. See 2004 Moose Seasons. Note: Due to space constraints, abbreviations are used on hunting licenses. Please use this brochure for complete descriptions. SELECTING YOUR LICENSE Colorado offers several kinds of licenses for big game hunters to choose from. Here are your options: Limited Licenses: Available by application and drawing; valid for specific units and dates. Unlimited Licenses: No application necessary. You can buy them at DOW offices, online and license agents. Most licenses sold over the counter are unlimited in number, but some units may have a quota. See 2004 Elk Seasons. Private-Land-Only Licenses: Available by application and drawing; valid for specific units and dates. Valid only on private land in specific units. You must get landowner approval before applying. Ranching For Wildlife licenses are not private-land-only licenses. See below. Ranching For Wildlife: Available by application and drawing. Public RFW licenses available only to Colorado residents by drawing. Licenses valid for season and ranch listed on them. Left-Over Licenses: Limited licenses remaining after the drawing. If available, sold at DOW offices starting Aug. 10. NEW LICENSING SYSTEM The DOW and license agents have begun using point-of-sale computer terminals to sell hunting and fishing licenses. Licenses also are sold via the Internet through the DOW s web site and by telephone, Conservation Certificates are being phased out, and licenses have a new look. License agents sell licenses and offer other services, such as replacing licenses and selling left-over drawing licenses. People who buy licenses by phone or Internet can use credit cards. In most cases, the license is received in the mail within 10 days. For licenses not requiring carcass tags, an authorization number is issued, allowing you to hunt or fish the day of purchase. When you buy a license, your address can be updated and your eligibility is checked. Eligibility issues include license suspensions, age, child support delinquency, licenses currently held and other regulations that apply. For information on hunting in Colorado, call (303)

4 LICENSE INFORMATION LICENSE SALES CUTOFF DATES After the following dates, unlimited licenses (and the new antlerless elk licenses sold over the counter) are not sold at license agents. You must buy them at DOW offices: ARCHERY BEAR: Midnight, Sept. 1. MUZZLELOADING BEAR Midnight, Sept. 10. PLAINS RIFLE BEAR: Midnight, preceding opening day. RIFLE ELK: *2nd combined rifle, Oct , cutoff: Oct. 15, midnight. *3rd combined rifle, Oct. 30-Nov. 5, cutoff: Oct. 29, midnight. *4th combined rifle, Nov. 6-10, cutoff: Nov. 5, midnight. LICENSE REQUIREMENTS 1. You must meet hunter education requirements to purchase or apply for a big game license or preference point. See Hunter Education. 2. You must have a license to hunt. Use your home mailing address in buying or applying for a license; business addresses are illegal. 3. You must carry your license while hunting. 4. You can hunt only the animal and season specified on your license. 5. It is illegal to give false information to obtain a license. It is also illegal to loan, transfer, sell or give your license to someone or to alter your license. 6. It is illegal to sign or tear off the carcass tag before a kill. 7. If a license is lost or destroyed, a duplicate is available before opening day from from a license agent for 1/2 the license fee, up to $25. After the season opens, duplicates available at DOW offices only. 8. Licenses expire at the end of season printed on them. 9. Youths must be at least 12 years old and meet hunter education requirements to hunt deer, elk, pronghorn, black bear and moose. See Youth Big Game Licenses. HUNTER EDUCATION (SAFETY) Anyone born on or after Jan. 1, 1949, must have completed an approved hunter education course or bowhunter education course (for archery licenses only) sanctioned by a state or province before applying for or purchasing a license. Colorado honors hunter education courses from other states and provinces. An original hunter safety card must be presented when buying a license over the counter at a license agency. You also must carry your hunter education card when hunting, unless the words Proof of Hunter Education Verified were printed by the DOW on your CC or a V is printed on your license. Out-of-state hunters are encouraged to bring their hunter education card with them when coming to Colorado to hunt. RESIDENCY QUALIFICATIONS Who qualifies as a Colorado resident for a hunting license: 1. Anyone who has lived here continuously at least six months immediately before applying for or buying a license and who intends to make Colorado home. (Except #2 & 3 below.) 2. U.S. armed services personnel; military personnel of U.S. allies; U.S. diplomatic service personnel and diplomatic services of nations recognized by the U.S. military; personnel stationed here on permanent active duty orders or who were residents of Colorado when they entered the military (unless they changed their home of record to another state). Dependents of these groups also qualify. Active duty does not include personnel in reserve status or the National Guard. See Application Instructions. 3. Full-time students enrolled at and attending a Colorado college, university or trade school at least six months immediately before applying for or buying a license, including students temporarily absent from Colorado but still enrolled here. 4. Children under 18 have the same residency status as their parent or legal guardian. YOUTH BIG GAME LICENSES Youths must be at least 12 and meet hunter education requirements to hunt big game. An 11 year old can buy or apply for a license if his/her 12th birthday arrives before the end of hunting season on the license. However, the license is not valid, and youths cannot hunt before their 12th birthday. License fees are reduced for deer, elk and pronghorn licenses for youths, ages Hunters under 16 must be accompanied by a person 18 or older who must comply with hunter education requirements. Mentors don t have to hunt. Youths and mentors must be able to see and hear each other while hunting without binoculars, radios or other aids. Youths cannot apply for a reduced-cost license if they turn 16 on or before Feb. 15 of the current year. At age 16, youths must buy a regular license and can hunt alone. YOUTH PREFERENCE 1. Up to 15 percent of the limited doe pronghorn, antlerless and either-sex deer, and antlerless elk licenses established for each unit during the regular rifle and private-land-only rifle seasons (except late rifle, muzzleloading, Ranching for Wildlife and the Air Force Academy) will be available for qualified youths. Youths must be years old and meet hunter education requirements. These licenses are available through the regular limited license drawing. Licenses not drawn by youths will be available to the general public. 2. Group applications are not accepted. When more than one hunt code choice is on the application, they all must be eligible for youth preferences as in #1 above. LATE YOUTH ELK HUNTS Youths, 12-15, can participate in late, private-land-only or other regularly scheduled antlerless elk hunts starting the day after the last regular rifle season and Jan. 31, if they have an unfilled antlerless elk license from a season that ended. The following restrictions apply. Youths must be accompanied by a mentor who meets requirements in Youth Big Game Licenses section. Mentors can hunt only in units where they have a late or private-land-only elk license on the same dates. Youths may hunt in a regularly scheduled, antlerless elk hunt after the last regular rifle season ends, regardless of when the late or extended season started. Youths with unfilled either-sex elk licenses who want to hunt in a late antlerless elk hunt must bring their license to a DOW office and have it converted to an antlerless elk license. Youths with a bull elk license are not eligible for these late hunts. HUNTERS WITH DISABILITIES Special permits, granting reasonable accommodations in methods of take, are available to qualified disabled hunters. 1. Hunters must have a temporary or permanent disability that significantly impairs major life functions and their ability to hunt. Driving off road, shooting from a public road, and scopes (muzzleloading season) are not allowed as accommodations. All wildlife laws must be observed. 2. For information about vehicle access on public land, contact the 4

5 local office of appropriate land management agency. 3. Hunters must apply for permits at least 30 days before hunting. Permits and applications are free from DOW offices in Denver, Colorado Springs, Ft. Collins, Grand Junction and Montrose. For more information, call (303) or visit our web site. MOBILITY-IMPAIRED LICENSES 1. The DOW offers certain antlerless deer, antlerless elk and doe pronghorn licenses to qualified mobility-impaired hunters. Hunters must have a mobility impairment resulting from permanent medical conditions making it physically impossible to hunt without assistance from someone else. Evidence includes, but is not limited to, prescribed use of wheelchair, shoulder or arm crutches, walker, two canes or other medical equipment. 2. Applications for mobility-impaired licenses are available at DOW offices and must be mailed with license fees to DOW, Limited Licenses, 6060 Broadway, Denver, Hunters may apply from the Monday after the Wildlife Commission meeting in May through the last day of rifle seasons. Licenses are first come, first served until unit and program caps are reached. RANCHING FOR WILDLIFE (RFW) Public RFW licenses available only to Colorado residents by drawing. Licenses valid only for season and ranch on the license. They are listed with hunt codes in this brochure. RFW landowners must provide free access to hunters who draw a public license for the ranch. RFW licenses are the only licenses valid for public hunting on the ranches, but auction and raffle licenses may be used when a public hunt is not in progress on a ranch. By applying for an RFW license, hunters allow the DOW to give applicant information to the ranch. RFW hunting rules are different for each ranch. Read ranch rules before applying. Rules are found on our web site, wildlife.state.co.us/ranching/ranching.asp. LANDOWNER PREFERENCE Up to 15 percent of deer, elk and pronghorn licenses in units with totally limited licenses are allocated for people who own at least 160 contiguous acres of agricultural land. There is no landowner preference for the separate elk season, Oct. 9-13, except in units with totally limited licenses in all rifle seasons. Landowner preference quotas will be allocated for hunts by species, sex and season. The 15 percent is for regular and priority landowner applicants. Priority registered applicants have priority over other applicants in the drawing. PRIORITY LANDOWNER REGISTRATION Deadline to register properties is second Friday in Jan. To register for the 2005 season, contact a DOW office. Registered landowners have priority over other landowner applicants. Up to 6 deer, elk or pronghorn license applications are available for landowners as an incentive to provide wildlife habitat. Number of applications per landowner depends on acreage owned. Landowner applications are drawn before the DOW s regular drawing for limited licenses. Landowners who draw will receive vouchers for licenses to give eligible hunters of their choice. Vouchers must be redeemed at DOW offices or license agents before hunting. Landowners unsuccessful in drawing vouchers receive preference in the next year s drawing. Hunters redeeming vouchers are subject to regular bag limits. 5 AUCTION AND RAFFLE LICENSES Some buck deer, bull elk, bull moose and buck pronghorn license are available for auction and raffles by wildlife organizations. For more information, call (303) MILITARY RESERVATIONS Air Force Academy 1. Dec (Dates determined by Academy) Unit 512, limited antlered and antlerless deer licenses are available through the DOW s drawing. Successful applicants must purchase Air Force Academy access permit and attend mandatory safety orientation before hunting. Hunting allowed only on days, areas and by method of take authorized by academy. See unit 512 in deer section for hunt code. Call (719) for information before applying. 2. Limited cow elk licenses are available for the Air Force Academy (unit 512). Hunters first must obtain an Academy access permit by calling, (719) Permit application deadline: May Hunters cannot access unit 511 via unit 512 (AFA) with firearms. Fort Carson (unit 591); Pinon Canyon Maneuver Site (unit 142) Limited licenses available by DOW drawing. Bull elk licenses unlimited in 2nd, 3rd and 4th seasons. No 1st-season elk licenses offered. Possession of DOW license does not guarantee access to Fort Carson or Pinon Canyon during hunting seasons. Military training has priority. Hunting allowed as authorized by Fort Carson. Hunters must buy a Fort Carson hunting permit and acquire daily authorization to enter military lands. Contact the DECAM, Fort Carson Wildlife, (719) PREFERENCE POINTS 1. One preference point is awarded to hunters who apply properly and are unsuccessful in drawing a license for their firstchoice hunt code, or who apply for a preference-point hunt code as their first choice. See Preference Point Hunt Code. 2. Preference points are awarded to individual hunters for a specific species, i.e. preference points earned for elk are only applied for elk. Preference points are not awarded by hunt codes or method of take. No one else can use your points. 3. Priority goes to the hunter with the most points except when the license quota or nonresident cap would be exceeded. 4. Group applications receive priority according to the group member who has the fewest points, except when there are not enough licenses left to fill the entire group s application. 5. Second, third and fourth-choice hunt codes do not generate or use preference points. 6. If unsuccessful for your first choice, you will be notified of accumulated points on your refund stub or your other-choice license. 7. When you draw a first-choice license, your preference points drop to Preference points accumulate until you draw a license as a first choice. If you don t apply at least once within five consecutive years for any species, your file will be purged. Applying for preference points keeps your file active. 9. You can accumulate a maximum of 3 points for moose. An applicant who already has 3 preference points for moose and fails to draw a first-choice license will be awarded a weighted preference in future drawings. Weighted preference increases your probability of drawing a license. When an applicant draws a license or doesn t apply at least once during a five-year period, all accumulated preference points (weighted or otherwise) become void.

6 10. Youths can apply for a preference point if they turn 12 by Dec. 31 of the application year. PREFERENCE POINT HUNT CODE Deer, elk, pronghorn and bear applicants (not moose) can apply for a preference point without losing points they already have. A special hunt code is provided in the hunt code sections for each species. Entering the preference point hunt code as a first choice on the application automatically awards hunters a preference point. Hunters can still apply for a license by entering a hunt code as their second, third or fourth choice. Hunters must pay the full cost of a license even if they are applying for just a preference point. If you apply for a second, third or fourth choice and are unsuccessful, or if you only apply for a preference point, your money, minus $3 application fee, is refunded. GROUP APPLICATIONS 1. Any number of people can apply as a group for deer, elk, bear and pronghorn. Group applications not allowed for moose. Group members must apply for the same species, unit and season for each of their choices. If there are discrepancies, the group leader s hunt code will be used. Groups are assigned a number, and if the number is selected in the drawing, everyone in the group gets licenses. This won t happen if there aren t enough licenses for everyone in the group or if the group includes resident and nonresident applicants and the 40 percent cap for nonresidents has been met. 2. If one person in the group makes an error on the application (except for hunt code errors) or doesn t send enough money, everyone in the group is disqualified. 3. To apply as a group, one person must be the leader. Members of the group must fill out their applications using the same CC or Customer ID number as the leader. Each person must fill out an application and mail it with payment separately. 4. Applications are linked by the group leader s CC or Customer ID number. See Application Instructions. 5. If everyone in the group is successful for their first choice, they all will get a license and their preference points will drop to 0. If unsuccessful for their first choice, everyone will get a preference point. 6. Licenses, refunds and notifications are sent to each person. NONRESIDENT ALLOCATIONS No more than 40 percent of limited licenses for deer and elk will be allocated to nonresidents unless licenses are available after all firstchoice applications from Colorado residents have been drawn. Residents who hunt in a mixed group of residents and nonresidents may wish to apply as a separate group because mixed-group applications are counted against the nonresident allocation BAG LIMITS BAG LIMITS 1. Applications for limited licenses: You can submit only 1 application in the license drawing per species, per year. No exceptions. 2. Bag limits, license purchases: The bag and possession limit is the total number of animals taken on all licenses that a hunter can legally obtain in 2004 for each species. See the following charts for specific species. Animals taken during January and February seasons set as part of the previous calendar year s seasons are part of that year s limit. 3. Moose: The lifetime bag limit for antlered moose is 1, except when killed with an auction or raffle license or special moose management licenses. SEASON PARTICIPATION RESTRICTIONS Deer, Elk 1. Past regulations restricting deer and elk hunters to the same combined rifle season are no longer in effect. Bear 1. Unlimited licenses: a. You cannot hunt bear with an unlimited bear license during any deer or elk season west of I-25 or in units 133, 134, 136, 140, 141, 142, 143 and 147 unless you also have a deer or elk license for the same season. The bear license is only valid in the same unit and for the same manner of take as your deer or elk license. If your deer or elk license is restricted to private land, so is your bear license. b. You can only hunt bears with an unlimited license during one bear season. If your deer or elk season dates overlap more than one bear season, you must choose one bear season when you buy your license. 2. Limited licenses: a. If you have a limited rifle bear license for the September season and don t harvest a bear, you can keep hunting bear in a regular rifle deer or elk season if you have a deer or elk license for the same unit and method of take as the bear license and if the bear season is open in that unit at that time. This rule does not apply for people with limited archery and muzzleloading bear licenses. Coyotes You can hunt coyotes without a small game license during big game seasons if you have an unfilled big game license. But, you can hunt coyotes only in the same unit, season and by the same manner of take as stated on the big game license. Once you fill your big game license, you must buy a small game or furbearer license to hunt coyotes. Harvesting a coyote does not void your big game license. NUMBER OF ALLOWABLE LICENSES The following charts tell how many and what kind of licenses you can have for each big game species. These charts also tell how to get licenses. You can have more than 1 license per species, but you can submit only 1 application in the drawing for each species. No exceptions. 4

9 WHAT S LEGAL IN THE FIELD LEGAL HUNTING METHODS 1. CENTERFIRE RIFLES a. Must be.24 caliber (6 mm) or larger. b. Must have at least a 16-inch barrel and be at least 26 inches long. c. If semiautomatic, they cannot hold more than 6 rounds in the magazine and chamber combined. d. Must use expanding bullets that weigh at least 70 grains for deer, pronghorn and bear, 85 grains for elk and moose, and have an impact energy (at 100 yds.) of 1,000 ft. pounds as rated by the manufacturer. e. It is illegal to hunt game birds, small game mammals or furbearers with a centerfire rifle larger than.23 caliber during the regular rifle deer and elk rifle seasons west of I-25 unless hunters have an unfilled deer or elk license for the season they are hunting. A small game license is still required. 2. FULLY AUTOMATIC RIFLES prohibited. 3. MUZZLELOADING RIFLES & SMOOTHBORE MUSKETS a. In-line muzzleloaders are legal. b. Must be single-barrel that fires a single round-ball or conical projectile the length of which does not exceed twice the diameter. c. To hunt deer, pronghorn or bear, they must be.40 caliber or larger. d. To hunt elk or moose, they must be.50 caliber or larger. e. From.40 caliber to.50 caliber, bullets must weigh at least 170 grains. f. If greater than.50 caliber, bullets must weigh at least 210 grains. g. Shotshell primers are legal. h. Pelletized powder systems prohibited in muzzleloading seasons. i. Cannot be loaded from the breech in muzzleloading seasons. j. Only open or iron sights allowed in muzzleloading seasons. Scopes prohibited. Fiber optic sights and fluorescent paints are legal. Artificial light, batteries and electronic gear are illegal. k. Sabots are prohibited in muzzleloading seasons. Cloth patches are not sabots. l. Smokeless powder prohibited in muzzleloading seasons. Black powder, Pyrodex (granulated, not pellets), Clear Shot, Clean Shot and Triple 7 are legal. 4. HAND-HELD BOWS means a long bow, recurved bow or compound bow on which the string is not drawn mechanically or held mechanically under tension. String or mechanical releases that are hand drawn or hand held without other attachments or connections to the bow (other than bowstring) are legal. a. Hand-held bows, including compound bows, must use arrows equipped with a broadhead with an outside diameter or width of at least 7/8 inch with at least 2 steel cutting edges. Each cutting edge must be in same plane for entire length of cutting surface. b. Only legal hand-held bows can be used by archery license holders during archery seasons. c. Min. draw weight of 35 lbs. required. Let-off max. of 80%. d. No part of bow s riser (handle) or track, trough, channel, arrow rest or other device (excluding cables and bowstring) that attaches to riser can contact support and/or guide the arrow from a point rearward of the bow s brace height behind the undrawn string. e. Bows can propel only a single arrow at a time. No mechanism for automatically loading arrows permitted. f. NEW FOR 2004: Scopes, electronic or battery-powered devices cannot be incorporated into or attached to bow. g. Hydraulic or pneumatic technology cannot be used to derive or store energy to propel arrows. Explosive arrows prohibited SHOTGUNS a. Must be 20 gauge or larger and fire a single slug. b. 10 HUNTING HOURS One-half hour before sunrise to one half-hour after sunset, unless specifically restricted. See sunrise and sunset chart elsewhere in this brochure. IT S AGAINST THE LAW TO: 1. Have a loaded (in the chamber) rifle or shotgun in or on a motor vehicle, including a motorcycle. Muzzleloading rifles are considered unloaded if percussion cap or shotshell primer is removed or if powder is removed from flashpan. 2. Carry firearms (except handguns) on an OHV during deer, elk, pronghorn and bear seasons unless they are unloaded in the chamber and magazine. Firearms (except handguns) and bows carried on an OHV must be fully enclosed in a hard or soft case. Scabbards or cases with open ends or sides prohibited. This does not apply to landowners or their agents carrying a firearm on an OHV for the purpose of killing depredating wildlife on property owned or leased by them. 3. Hunt carelessly or discharge a firearm or release an arrow disregarding human life or property. 4. Operate or ride a snowmobile with firearm unless it's completely unloaded and cased, or with a bow unless it s unstrung or cased. Compound bows must be cased, not unstrung. 5. Shoot from or use a motor vehicle, motorcycle, off-highway vehicle, snowmobile or aircraft to hunt, intercept, chase, harass or drive wildlife. 6. Use aircraft to hunt, to direct hunters on the ground or to hunt the same day or day after a flight was made to locate wildlife. 7. Hunt under the influence of alcohol or controlled substances. 8. Use artificial light to hunt wildlife. Having a firearm with cartridges in chamber or magazine, or loaded with powder or ball, or strung, uncased bow while trying to project artificial light into area with wildlife is prima facie evidence of a violation. 9. Use dogs or bait to hunt bears, deer, elk, pronghorn or moose. Bait means to put, expose, deposit, distribute or scatter salt, minerals, grain, animal parts or other food as a lure, attraction or enticement for big game. Scent sticks that smell like food are illegal for bears. 10. Use poison, drugs or explosives to hunt or harass wildlife. 11. Fail to completely extinguish a campfire. 12. Fail to make a reasonable attempt to track and kill animals you wound or may have. If the animal goes on private property, you must try to contact landowner or person in charge before pursuing it. 13. Not wear at least 500 square inches of solid DAYLIGHT FLUO- RESCENT ORANGE material in an outer garment above the waist while hunting deer, elk, pronghorn, bear or moose with a firearm. Part of the fluorescent orange must be a hat or head covering visible from all directions. Camouflage orange does not qualify. Mesh garments legal but not recommended. We strongly recommend wearing daylight fluorescent orange clothes in the field even if you re not hunting. 14. Fail to use edible wildlife meat for human consumption. At a minimum, the four quarters, tenderloins and backstraps are edible meat. Internal organs are not considered edible. 15. Shoot from, across or on a public road with a firearm, bow or crossbow. People firing a bow, rifle, handgun or shotgun with a single slug must be at least 50 feet from the centerline of road. 16. Party hunt (kill someone else s game or let someone kill your game). 17. Interfere with hunters, including alarming or distracting prey; causing prey to flee using light or noise; chasing prey on foot or by vehicle; throwing objects; making movement; threatening hunters; erecting barriers to deny access to hunting areas and intentionally injecting yourself into the line of fire. Violators face criminal prosecution and may have to pay damages to the victim, as well as court costs. 18. Kill and abandon big game. Killing big game, removing only hide, 10 antlers or other trophy parts, and leaving the carcass in field are illegal. (Felony) 19. Sell, purchase or offer to sell or purchase big game. (Felony) 20. Solicit someone to illegally take big game for commercial gain or providing outfitting services without required registration. (Felony) 21. Convictions of felony violations may result in lifetime suspension of hunting privileges. 22. Sell, trade, barter or offer to sell, trade or barter bear gall bladders or edible portions of bears. 23. Kill cubs or black bears accompanied by one or more cubs. A cub is a bear less than a year old. 24. Have carcass, hide, skull, claws or parts of bears or mountain lions without a valid hunting license or unless authorized by DOW. 25. Hunt on private land without first obtaining permission from landowner or person in charge. 26. Post, sign or indicate that public lands, not under an exclusive-control lease, are private. 27. Hunt or fish on Land Board properties not leased and signed by DOW without permission of lessee. CLOSURES, LAND-USE RESTRICTIONS 1. Hunting prohibited within 1/2 mile either side of centerline of Mt. Evans Hwy. (Colo. 5) from Echo Lake to summit, all of Summit Lake Cirque and all of Summit Lake Flats above 11,600 ft. Also, Mt. Evans Rd. beyond Summit Lake closed after Labor Day. From Echo Lake to Summit Lake, road may be closed after Labor Day. Hunters should not depend on vehicle access for hunting. 2. National wildlife refuges may have restrictions. Consult specific refuges. National parks and monuments managed by the National Park Service are closed to hunting. 3. Hunting prohibited within 50 ft. of centerline of federal, state or county roads or highways. Land between divided highways closed to hunting. 4. Hunting prohibited in Gore Creek drainage S of I-70 from Lion s Head ski lift at Vail to I-70 and US 24. Hunting prohibited N of I-70 and within 1/2 mile of I-70 between Vail and I-70 and US Moose hunting prohibited within 1/4 mile of Colo. 14 in Jackson County from Cameron Pass west to Forest Rd. 740 at Gould. JAMES M. JOHN SWA (unit 140) During regular rifle seasons, access only allowed to big game hunters with access permits, issued by drawing. No more than 10 hunters a day permitted, and no more than 2 per group. Apply for access permits at DOW, 600 Reservoir Rd., Pueblo, (719) Application deadline: July 1. Successful applicants notified by mail. Access permits issued for each season. First and fourth seasons only available for elk hunting. SHARPTAIL RIDGE SWA (unit 51) Hunting during big game seasons restricted to deer and elk hunters only with access permits. No more than 2 hunters permitted daily. Permits valid for 2- or 3-days only, starting after Labor Day weekend. Parts of archery, muzzleloading and rifle seasons are included. Dates listed on application. Golden Gate Canyon State Park, attn: Green Ranch, 3873 Hwy. 46 Golden, CO 80403, (303) AFTER YOU HARVEST AN ANIMAL CARCASS TAGS You must attach your carcass tag to big game animals you kill. Tag must stay on meat until processing. Instructions are on carcass tag. If you lose, accidentally destroy or inadvertently detach the tag, you must get a duplicate from the DOW before hunting. You must prove the loss, detachment or destruction was accidental. EVIDENCE OF SEX, ANTLER POINTS 1. It is illegal to have or transport a big game carcass without evidence of sex naturally attached. It is not legal just to have the evidence of sex accompanying the carcass. 2. Evidence of sex is: a. Buck/Bull: Head attached to carcass with antlers or horns, or attached testicle, scrotum or penis. b. Doe/Cow: Head attached to carcass and udder (mammary) or vulva. c. Black Bear: Male bear: testicles or penis. Female bear: vulva. 3. A head detached from carcass is not adequate evidence of sex. 4. If a carcass is cut in pieces or deboned, evidence of sex only needs to be attached to one quarter or other major part of carcass. All portions must be transported together. 5. Evidence of sex is not required when a donation certificate accompanies less than 20 lbs. of meat or after the carcass is cut into processed meat (commercially or otherwise), wrapped and frozen, or stored at licensee s home. 6. Elk antler-point compliance: a. If you leave the head with its antlers at a taxidermist, you must get a receipt from the taxidermist. The receipt must list the date delivered and describe the antlers before you take the carcass home or to a commercial processor. b. The head or skull plate, with both antlers naturally attached, must accompany the carcass of a bull while in camp or being transported, 11 even when the scrotum or testicles are used to meet evidence of sex requirements. (Except as in a above.) TRANSPORTING GAME 1. You can be liable for illegally transporting game animals even if someone else made an error. When you transport carcasses or processed game meat, be sure: a. Carcasses are properly tagged and that evidence of sex and antlerpoint requirements are met. Hunters must keep their own license. b. All processed game meat is accompanied and accounted for by proper carcass tags or donation certificates. 2. Carcass tag must be securely attached to carcass, not antlers, or must accompany processed game meat. 3. To ship game by commercial carrier, the license, a photocopy of license, carcass tag or donation certificate must accompany carcass or processed game meat. 4. Openly displayed carcasses can offend other people. Game has less chance of spoiling, and you will not damage the image of hunters if you cover it during transportation. DONATING GAME MEAT A like license is a license for exactly the same species, sex, season and method of hunting as a donor s license. 1. You can donate to a person without a like license: a. up to 20 lbs. of unprocessed meat, at any location. b. more than 20 lbs. of unprocessed meat, only at the recipient s home. 2. You can donate to a person with a like license: a. up to 20 lbs. of unprocessed meat, at any location. b. more than 20 lbs. of unprocessed meat, at any location, only if: (1) recipient s license is unfilled, and (2) recipient s carcass tag is on meat. This establishes recipient s claim to his/her portion of meat and voids the license. Donor s tag must remain with his/her portion. (3) if entire carcass is donated, donor s carcass tag and recipient s like license must be attached to carcass. 3. Processed and packaged game meat can be donated in any amount to anyone anywhere. 4. Donation certificate is required with names, addresses and telephone numbers of donor and recipient; donor s hunting license number; species and amounts donated; date animal was killed; donor s signature. The certificate can be a simple note. There is no special form. Certificate must be kept with the meat until completely consumed. 5. Donor and recipient subject to all bag and possession limits. BLACK BEARS - INSPECTION AND SEALS You must personally present black bears to the DOW for inspection and sealing within 5 working days after the kill. Bear hides must be unfrozen during inspection. A check report must be completed at inspection. No fee required. The seal must stay attached to hide until tanned. Black bears cannot be taken out of Colorado until hide and skull are inspected and sealed. Possessing a bear hide without a seal after the 5-day period is illegal, and hide becomes state property. Inspection and sealing can be arranged by contacting the nearest DOW office or officer. To transport any part of a bear to a foreign country, you must first obtain CITES documents. 12 MANDATORY REPORT: MOOSE All moose hunters (successful or not) must return a completed harvest questionnaire 30 days after the season ends or they are ineligible for future moose licenses. ACCIDENTAL TAKE You must report to the DOW big game accidentally killed before you continue to hunt and as soon as practical. Accidental kill is unintentionally killing wildlife not due to carelessness or negligence. The DOW will evaluate the circumstances, including shots fired, species and number of animals present, firearms or ammunition, angle and distance of shot, topography and weather. Big game accidentally killed does not count toward annual bag limits. Big game accidentally killed by motor vehicle or train also does not count toward annual bag limits. ANIMALS WITH EAR TAGS, COLLARS If you shoot an animal with a collar or ear tag, please report tag and collar numbers, its colors, harvest location and harvest dates to any DOW office. Please return radio collars to DOW. HARVEST SURVEYS Hunters may get a harvest survey via telephone. Survey results are used to set hunting seasons. Note what units you hunt. CHRONIC WASTING DISEASE CHRONIC WASTING DISEASE Chronic wasting disease (CWD) is a fatal neurological disease in wild deer and elk in parts of Colorado, Wyoming and Nebraska. As of December 2003, CWD also was found in wild deer in Utah, New Mexico, South Dakota, Wisconsin, Illinois and Saskatchewan, Canada. The disease has been diagnosed in captive elk herds in eight states, including Colorado and two Canadian provinces, and in captive deer in one state and one province. Although deer and elk in terminal stages of CWD typically are emaciated and display abnormal behavior, infected animals show no apparent signs of illness throughout much of the disease course. In Colorado, distribution and prevalence of CWD varies. Until 2002, the disease had been found in wild deer and elk only in northeastern Colorado. In April 2002, CWD was diagnosed in mule deer in a unit in northwestern Colorado. As a result of a voluntary testing program of deer and elk killed by hunters in 2002, the disease was detected in additional units. As of December 2003, it was found in units 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 15, 17, 18, 19, 20, 22, 23, 24, 27, 28, 29, 36, 37, 38, 51, 87, 88, 89, 90, 91, 92, 93, 94, 95, 96, 161, 171, 181, 191, 211, 231, 301, 391, 421, 441, 461, 521, 951. Of 15,424 deer and elk tested between Aug. 30 and Dec. 30, CWD was detected in 208 deer and elk. More current test results will be posted on the DOW s web site when completed. See unit map in this brochure for units where CWD has been found. To learn more about CWD, check our web site, wildlife.state.co.us/cwd/index.asp. SIMPLE PRECAUTIONS ADVISED To date, ongoing investigations by state and federal public health officials have shown no causal relationship between CWD and human health problems. However, the Colorado Department of Public Health and Environment (CDPHE) and the DOW advise hunters to take the following simple precautions when handling deer and elk carcasses in units where CWD is known to occur: If you have questions about the precautions, or CWD and public health, contact CDPHE, (303) SIMPLE PRECAUTIONS * Do not shoot, handle or consume animals that appear sick; * Wear rubber gloves when field dressing and processing animals; * Minimize handling of brain and spinal tissues, and wash hands and instruments thoroughly after field-dressing; * Bone out the meat from your animal; * Avoid consuming brain, spinal cord, eyes, spleen, tonsils, pancreas and lymph nodes of harvested animals. Normal field dressing, coupled with boning out a carcass, will remove most, if not all, of these body parts. Cutting away all fatty tissue will remove remaining lymph nodes. * Do not consume meat from animals known to be infected with CWD. * Knives, saws and cutting table surfaces can be disinfected by soaking in a solution of 50 percent unscented household bleach and 50 percent water for an hour. Afterward, allow them to air dry. CWD TESTING NEW FOR 2004: 1. Chronic wasting disease testing is no longer mandatory for deer and elk harvested in certain units. CWD testing for deer and elk is voluntary and available to hunters throughout the state. The test is estimated to cost $15 per animal when submitted through the DOW. Veterinarians charge more to cover costs of sample extraction and shipping. Carcass transportation restrictions are still in effect for deer and elk killed in certain units. See Carcass Transport Restrictions. 2. However, CWD testing still is mandatory for moose. Hunters who harvest a moose must submit the head to the DOW for testing within 5 days of harvest at any CWD submission site designated for moose. Testing is free and hunters must provide harvest information when the head is submitted. PREPARING ANIMALS FOR TESTING Avoid shooting an animal in the head because it may destroy tissues needed for testing. Remove the head 2-4 inches below where neck joins the skull (below the first vertebrae). Lymph nodes in the upper throat are used for testing. If unavailable, the brain stem (not brain) is used, so it s important to submit entire head for testing. Whole brains or pieces of brain tissue cannot be accepted for testing. Keep heads cold but not frozen. Do not submerge heads in water. Submit heads as soon as possible. No more than 5 days after harvest is best. Hunters with antlered animals can remove antlers before submitting heads. However, hunters submitting animals from units with antler-point restrictions must comply with antler-point regulations. See Evidence of Sex, Antler Points. 12

13 SUBMITTING ANIMALS FOR TESTING Hunters can take the animal s head to a DOW submission site or a participating veterinarian. Hunters also must bring their hunting license or head tag (if one is provided with the license) so the DOW can scan the bar code, their address and phone number. Hunters are asked the kill site coordinates or to show it on a map at the submission site. If someone else is bringing your animal for submission, the head tag should stay on the animal, but the license should stay with you. Submitters should have the same information that you would bring. See CWD page on our web site for a form to fill out when someone else submits a head for you. TEST RESULTS Deer and elk samples submitted to the DOW are sent to Colorado State University s Veterinary Diagnostic Laboratory. CSU lab testing is for CWD screening only, not for the safety of meat for human consumption. Testing accuracy and sensitivity varies, depending on sample quality. Accuracy of the test has been shown to be more than 98 percent. Positive results are confirmed by a second test, according to CSU officials. No testing can assure 100 percent accuracy for CWD, and not detected test results don t exclude the possibility of very early stages of the disease in a deer or elk. Hunters who submit animals in which CWD is detected will be promptly called by the DOW after confirmation of test results. Because of the large number of not detected results expected, the DOW cannot contact everyone directly with results. Instead, you can get results by calling toll-free, or online at Tests are completed as soon as possible. The goal is to provide results 5-7 working days during off-peak times in regular rifle seasons and working days during peak times, early and late seasons. Meeting the goals are subject to volume and backlog. If you don t get test results more than three weeks after submission, call the nearest DOW office. LICENSE FEE AND OTHER REFUNDS If CWD is detected, hunters are eligible for a license fee refund, or an antlerless license for the same species in a remaining season, or an antlerless license for the original unit and species during a season next year. The testing cost will be refunded, and reasonable commercial game processing fees or private game processing supplies, such as wrapping bags, paper, will be reimbursed. Valid receipts required for reimbursement. CARCASS TRANSPORT RESTRICTIONS Restrictions apply on transporting deer and elk carcasses, and carcass parts, from animals killed in units 7, 8, 9, 19, 191, 20, 29, 38, 87, 88, 89, 90, 91, 92, 93, 94, 95, 951 and 96. Only these carcass parts can be removed from the units: 1. Cut and wrapped meat, commercially or privately. 2. Quarters or other parts of meat without part of spinal column or head attached. 3. Boned-out meat. 4. Hides without heads attached. 5. Clean (no meat or tissue attached) skull plates with antlers attached. 6. Antlers without meat or tissue attached. 7. Upper canine teeth, also known as buglers, whistlers or ivories. 8. Finished taxidermied heads. Hunters who kill deer and elk in other units where CWD has been detected are encouraged to follow the regulations voluntarily. Before removing deer and elk carcasses from Colorado, nonresident hunters should check with their home wildlife agency to see if carcass restrictions apply. SPECIAL CWD DEER HUNTS Late-season limited antlerless deer licenses are available for units 19 and 191. See unit tables for hunt codes. OTHER INFORMATION FOR HUNTERS OFF-HIGHWAY VEHICLE REGISTRATION OHV owners must have either a Colorado OHV registration, a valid registration or license from another state or a Colorado nonresident OHV permit. Out-of-state registrations or licenses are valid here for 30 days. After 30 days, a Colorado nonresident OHV permit required. Colorado OHV permit is $15.25 a year. Some license agents sell nonresident OHV permits. Contact State Parks Registration Unit, S. Hwy. 85, Littleton, CO 80125, (303) You can register at State Parks regional offices and most OHV dealers. HUNTERS BRINGING/USING HORSES You must contact a veterinarian to get a Certificate of Health Inspection within 30 days before horses enter Colorado. Horses also need a Coggins Blood Test for equine infectious anemia within a year before coming here. Call Colorado State Veterinarian s office, (303) Colorado residents: Horses may require brand inspection before being transported. Call Brand Inspector, (303) or CERTIFIED HAY Hay, straw and mulch are not allowed on federal lands and DOW properties unless certified free of noxious weeds. Hay must be clearly marked by certifying agency. People who transport these materials on federal, state or county roads crossing DOW properties are exempt. BEAR-RESISTANT CONTAINERS Some public lands and government agencies require storing food, garbage, pet food and bird feed in approved bear-proof containers or in bear-resistant manner. WILDLIFE EDUCATION FUND The Wildlife Management Public Education Advisory Council is charged with designing a media-based program to educate the public about the benefits of hunting and fishing as wildlife management tools. The council s goal is communicating the role hunting plays in wildlife management so voters can decide on issues affecting hunters and wildlife. 14 CHILD SUPPORT DELINQUENCY The Colorado Child Support Enforcement Act now requires your Social Security number to buy all licenses. It is not displayed on the license but is provided, if requested, to the Colorado Department of Human Services, Child Support Enforcement. Hunting and fishing licenses will not be issued to people delinquent in their child support. WEAPONS RESTRICTIONS Colorado and federal laws prohibit people convicted of certain crimes, such as domestic violence, from possessing weapons, even for hunting. If you ve been convicted of a crime, be sure to check with the appropriate law enforcement authority to find out how these laws apply you. BUCKSKIN NETWORK Many Colorado radio stations transmit emergency notices for hunters during big game seasons, approx. 6 a.m., noon and 8 p.m. The Colorado State Patrol, (970) , handles messages, which air until the hunter or family cancels. Citizen Band (CB) radio operators in Colorado also handle emergency messages for hunters. If you see a lynx, please report it to any DOW office. If you are bobcat hunting, please make sure that you don t shoot at a lynx. Lynx are different from bobcats in several ways: *The tip of a lynx s tail is black all around. On a bobcat, the underside of the tip of its tail is white. *The ear tufts of a lynx are more than 1 inch long. *The fur on a lynx s belly is tawny colored. On a bobcat, it is white. *Lynx tracks are 3 1/2 to 4 1/2 inches wide. A bobcat s are less than 2 1/2 inches wide. 14
