1 MOA Study Clubs Welcome back to the mats everyone! Last year, we introduced the practice matches to give everyone the opportunity to see other officials work and to provide a setting for more evaluations. We had some mixed feedback on this idea and we have changed it a little based on your feedback. This year, we have bumped the practice matches up to coincide with the wrestle-offs occurring at local schools. Ideally, the endstate of this idea is to have your pool arrive at a high school for one of your weekly meetings early on and help out a local team, or several, with wrestle-off matches. This way we get a relationship going early in the season with coaches and wrestlers, and also get to see what the pool members look like as well. This also gives us an opportunity to see what each official needs to work on in the precincts for the rest of the season. For each precinct, one or two MOA s will be assigned to head up the study session. It will be each official s responsibility to study and present the subject of study thoroughly and accurately. If you are assigned to teach, please be 10 minutes early so you are prepared and ready to go. In addition, if you are assigned a study session by your pool leader, please your session of study to your pool leader two days prior to teaching, so if needed it can be tweaked to work out any changes that may need to be made.if you are assigned to lead a precinct and cannot be present, please let your leader know ASAP so he can assign it to someone else.a point of emphasis this year, aim to have your master officials lead all of the precincts this year so the younger officials have an opportunity to learn. Dependent on the number of officials you have in your pool, you may have to structure your sessions differently than we do at Missoula. While in our study club sessions, we have three or four stations (precincts) to visit and study a variety of wrestling situations while on the mat. The remaining officials will divide into 3 groups, or whatever is determined as beneficial to everyone. A possible alternative would be to have the presenters go individually in front of the entire group. A point of emphasis in our pool is to get on the mat for at least one station of each study club. The ability to go through the motions and demonstrate scenarios and situations is crucial in the development of officials. Another element we have incorporated is the addition of a clip of the week segment. Whether you choose to incorporate this element or not, we have found success in reviewing film while in the precinct setting. The presenter of this segment is encouraged to bring in thefilm of pool members and/or online sources to view as a group and discuss certain situations. Criticism/negativity has no place in this as the opportunity to replay situations for officials can help them and others down the road. Time management is critical from start to finish. We timed each session, gave a two-minute warning prior to the end of the session, and stop each session at the time allowed.each study session should be up-tempo, high speed, and low drag to ensure a fun and exciting learning environment for everyone involved. It is recommended that each precinct station last 20 minutes, for a one hour and twenty-minute total study club session. Good luck to everyone this year and we will see you on the mats! 1

MOA/MHSA Handbook Changes and reminders for are as follows: 1. Mileage is 54.5 cents per mile this year. Per diem for each official, including the driver, is 12 cents per mile. So, the driver, for a regular season game, would receive 66.5 cents per mile while the rider official would receive 12 cents per mile. 2. Wrestling fees Varsity $60, JV $48. All subvarsity fees have been increased beginning this year 3. Approved additional language to the general assignment policy as follows: XXVI. Assignment, A. General Policy, #5: Officials are prohibited from working a varsity contest or tournament where they cohabitate with or have an immediate relative who is participating as an athlete or head coach. Officials are also prohibited from working post season contests in the gender classification where they have an immediate relative who is participating as an athlete or head coach. An immediate relative is defined as a parent, spouse, brother, sister, child or grandchild. Officials who coach are prohibited from working a varsity contest or tournament of his/her gender-specific sport in the classification he/she coaches 4. Warmup Jackets A Standard warm-up jacket, solid black pullover, full zip or button up, unadorned (except for MOA service pins) are allowed. 5. Pink whistles may be used by officials at contests designated as breast cancer awareness events. Any other uniform modifications for the purpose of supporting a charitable fundraising event must be approved in advance by the MOA Commissioner. 4

Pick three veteran officials; each one will be assigned a period of the mock match where they will get in front of the pool and demonstrate proper mechanics through various scenarios. Scenarios can be predetermined by the official or dictated by the group as more of a question and answer session. The goal is to have each period last 20 minutes for this week to include demonstrations and discussion. Establish good habits early! Period 1: Starting and stopping the match technique, whistle mechanics, distance from the action, communication with wrestlers, and presence on the mat to be used by all pool members. Stop the match where needed for discussion. Introduce proper hand signals while officiating. Have each member demonstrate several hand signal chosen from the rules book. Cover takedown situations and position/mechanics in making the call. Walk through several takedowns and discuss what defines control for several different takedowns. Additionally, discuss control in the middle of the mat and at the edge. Why and when are these calls made differently in the middle and at the end of a period? Period 2: Cover where to be and how to have an effective transition from the end of the first period to the start of the second including disk mechanics and communication to the table and coaches. Walk through several reversals and escape situations. Have a conversation on what members in your pool will universally define as a reversal, loss of control, or neither. Discuss position to make the call and mechanics in making the call in relation to your discussion in the mat position precinct. Why and when are these calls made differently in the middle and at the end of a period? Establish protocol in assessing close calls to maintain consistency. Period 3: For this last segment, focus on situations where we need to close in and observe near fall situations. Walk through what is the best position to observe the status of a near fall situation for a variety of pinning holds and maneuvers. Discuss end of match procedure depending on fall, technical fall, and win by decision. The emphasis here is what each result looks like regarding the actions of the official. Additionally, cover how you approach and communicate with the table throughout a match. OUTLINE MUST BE SIGNED BY ALL PRESENT AND SENT TO YOUR REGIONAL DIRECTOR BY APRIL 1,

Demonstrate the move, and discuss the illegal action associated with each. This station should be verbal, visual, and tactile. Be sure to discuss how the official handles each situation to ensure the safety of the wrestlers. Station 2: Potentially Dangerous: After a discussion on illegal maneuvers, discuss actions that are not illegal but will require special attention from the referee. Once again, cover all material listed in the rule book and demonstrate each. Station 3: Technical Violations: Go over each technical violation listed. Demonstrate each and discuss the enforcement of each penalty as it applies to wrestling action. Play out situations from the casebook in a practice match with an official on the mat. Going through the motions rather than just discussing them can be beneficial to visual learners. Additionally, discuss the application of the call in live wrestling and any implications. Station 4: Clip of the week: Live clip from the internet (mechanics video, You make the Call, etc..) or from the video review of our officials to introduce situations that spark discussion. Strictly for discussion purposes and not evaluation. The leader brings a laptop or an appropriate display device. 6

Don t just read through the document and call it good. Have the rule changes been a positive change? Have we seen the implications of these rules yet? Have the new points of emphasis changed how we officiated this year? This review is a great reminder from the rules clinic and will help everyone keep the changes and emphasis for the season in mind. Station 2: Pre-match duties: 1. Visit each team and coach in their locker rooms. 2. Attend weigh-ins, do grooming checks. 3. Introduce yourself to the team Captains, and discuss his/her role regarding team bench conduct, coin toss, end-of-match procedures, etc. 4. Inspect legality of uniforms and special equipment (tapping, braces, facemasks, etc.) 5. Discuss match administration: Choice of starting positions and proper starting position Stalling Discuss Control Discuss making calls at the edge of the mat Review recent rules changes Instruct coaches and wrestler when checking in at the table they are to check in and proceed to the center of the mat. Before checking in coaches should verify his wrestler s gear and special equipment are legal, and he is ready to wrestle. Inspect the mat; check 5-foot safety mats, correct marking in the center circle, taping of mats, set up of coaches corner, scoring tables and team chairs. 7. Are there any specific problems in your area's schools which should be addressed, i.e. gym concerns, locker-rooms, checks late, security, game times, poor sportsmanship, crowd control, bench personnel, general cleanliness guidelines followed, etc. 2. Are there any wrestling rules changes your group would like to see? These must be in writing to the MOA/MHSA office BY April 1, Discuss potential MOA "Hall of Fame" candidates in your area. Application forms are available from your regional director, online at or from the MHSA/MOA office. 4. If your group had a successful officials' recruiting year, please share the system with the MOA office. Also discuss why you've lost officials, if any. Are your assignment procedures taking into consideration all levels of officials and their ratings? Should your assignment procedures be reviewed? 5. Discuss your methods of evaluating fellow MOA members. Are the methods working properly and positively? Should you start a method if you're not evaluating at the present time? Do these methods work for "upgrading", and are they fair to all levels? Are you allowing anybody to upgrade? Are your methods for not allowing an upgrade based on fairness? 6. For everybody's benefit, review: dues, deadlines, and the upgrading of procedures/requirements. Be aware of the importance of notifying the MOA office of address changes. Know the "dues due" date. 7. Discuss your public relations with schools your group services. Are there methods used that can be shared with other pools? Are there ways your group can improve these relations? Be proactive and affirmative; problems can be solved before they occur. 8. You have an obligation to read your MOA Handbook.
