4 3 A) COMPETITION SURFACES OKLAHOMA KARATE ASSOCIATION OFFICIAL RULES AND REGULATIONS FOR TOURNAMENT COMPETITION GENERAL PROVISIONS SECTION 1 TOURNAMENT FACILITIES Hardwood competition surfaces such as those provided by standard gymnasium floor are preferred and such facilities shall be utilized in all instances in which the same is practical and reasonably available to the tournament promoters. If a concrete or tile surface is to be used, the tournament flyers shall indicate such fact in advance and the need for additional or extra safety precautions shall be impressed upon all competitors prior to the beginning of competition. It is required that all promoters insure their tournament. Minimal clause must be $1,000,000. The promoter shall hold harmless, indemnify and defend the Oklahoma Karate Association against any losses, liabilities, and claims arising out of or relating to the tournament/event. Proof of insurance and promoter fees must be presented to the President, Vice President, Treasurer, or Secretary 30 days prior to the event. If proof of insurance is not provided, Oklahoma Karate Association (OKA) sanction will be removed from the event and a general notification will be sent out to the public that the event is no longer sanctioned by the OKA. Matted competition areas are required for all CMX divisions. B) NUMBER OF RINGS There shall be a minimum of no less than six (6) competitions rings located at each tournament. C) CONDITION OF FLOOR AND FACILITIES The tournament promoters shall be responsible for maintaining sanitary conditions of all facilities utilized, including restrooms and dressing rooms. All floors shall be kept clean and adequate wastepaper baskets and broom provided. SECTION 2 COMPETITORS

5 4 A) UNIFORM REQUIREMENTS 1) Each competitor must timely present himself/herself to the center referee suitably attired and physically prepared to compete. He/she must wear a clean, traditional or professional karate gi or kung fu uniform in good condition. An insignia, rank belt, or sash must be worn by each competitor. T-shirts are permitted only in sparring divisions and with a school logo on them. No sleeveless uniforms/t-shirts are permitted. Cutoff uniforms are not acceptable. Any karate uniform with obscene or distasteful drawings or screen-printing can eliminate a competitor from competition. 2) In sparring competition, each competitor must also have all safety equipment required in his/her division. No jewelry or any ornamental object which the center referee feels might endanger either the competitor or his/her opponent may be worn. Fingernails must be trimmed, and any tape used on all equipment must be inspected first by the center referee. B) PHYSICAL AND MENTAL CONDITION Each competitor must be in a physically and mentally stable condition for competition and must exhibit no indications of recent use of alcoholic beverages or drugs. C) AGE DIVISION RULE Divisional competition for competitors seventeen (17) years of age and younger shall be based upon age and rank. In the young adult, junior and all children s divisions, the actual age of the competitor on January 1 st of the competition year shall determine his/her eligibility to compete in that age division for the remainder of the tournament year. D) BEGINNER, INTERMEDIATE AND ADVANCED DIVISIONS The standard to determine competition level is by belt level or rank as determined by the competitor s instructor. The competitor will compete at the highest level determined by this standard (belt level). The standards qualify as follows: Belt or Rank Level: Beginner White. Yellow, Orange Intermediate Green, Purple, Blue Advanced Red, Brown All black belt competitors 18 years and older by January 1 st, MUST

6 5 compete in their appropriate age Black Belt division and may NOT compete in Advanced division. All black belt competitors under the age of 18 MUST compete in their appropriate age division as Advanced. E) ASSOCIATION MEMBERSHIP 1) Competitors must be active members of the Oklahoma Karate Association prior to the final tournament of the competition year to receive tournament points for having placed in katas or sparring to earn year end awards for state divisional championship titles. 2) Cost of membership shall start at $45 in January for one year and will increase as followed: Feb. 1 st - $60, March 1 st - May 31 st is $75. After June 1 st memberships will no longer be available for that year. 3) OKA members will be awarded for their respective OKA placement as followed: 13 and under will be awarded for 1 st -4 th places and Adults will be awarded for 1 st -3 rd places Competitors will only receive one Prize package for their highest placed division. Award plaque/trophy will reflect respective OKA placement in awarded divisions. 4) All active OKA members in good standing, regardless of their state of residency, will be eligible to compete for the OKA State Championship award at the end of the tournament year. 5) Adjustments and/or changes to awards are subject to OKA Board s discretion and will be based on fairness to all competitors. F) DIVISIONAL COMPETITION RESTRICTIONS 1) Each competitor shall compete in his/her appropriate age and rank division in both kata and sparring. No competitor shall compete in a less advanced division regarding either age or rank, nor shall any competitor be allowed to divide his/her competition in a tournament between differing kata, weapons, and sparring divisions. 2) If a competitor chooses to move up in rank, division, or age, they may do so understanding the possibilities of the point penalties established within this rule book in Section 3 (see below) for the given tournament year. Please also notify the OKA Secretary and President in writing of

7 6 the moves. Once the move is made, the competitor will be required to stay in the chosen division in katas and fighting throughout the remainder of the competition year. The competitor can move up in rank multiple times (understanding the penalties in section 3), but they will not be able to move back to his/her previous division. 3) Changing divisions in this manner may be subject to a penalty (loss of a percentage of previously earned points). The penalty will follow these guidelines: If a competitor moves divisions (rank/age) before 2 nd tournament of he/she will keep 100% of his/her points earned to that date in the new division. At 2 nd tournament of year, competitor must compete in new division to retain 100% of the points earned to date. If a competitor moves divisions (rank/age) after 2 nd tournament of year he/she will only keep 75% of their points earned to move date in the new division. At 3 rd tournament, competitor must compete in new division to retain their points. If a competitor moves divisions (rank/age) after 3 rd tournament of the year to the end of the last tournament of the year, they will only keep 50% of their points earned to move date. 4) NOTE: Points and membership will be managed through MYuventex.com (Uventex Labs). Rules listed above (section 3) will be honored by the system. *** COMPETITOR HAS THE OPTION TO COMPETE IN A HIGHER DIVISION PRIOR TO DATES LISTED ABOVE TO AVOID ANY LOSS OF POINTS. SECTION 3 REFEREES AND JUDGES QUALIFICATIONS A) QUALIFICATIONS 1) Dress Code Blue OKA polo or similar color shirt must be worn to judge (at min full uniform to judge) 2) All center referees must be OKA approved/certified and be at least 18 years of age and black belts of a recognized style and school of the martial arts. 3) To be eligible to be a center referee, all black belts must complete any training deemed mandatory by OKA. 4) All side judges must be approved. Judges under the age of 18 can only judge rings that have competitors of the same age or

8 7 younger. 5) The tournament arbitrator must be an OKA board member. They will review the list of center referees prior to competition beginning and make changes at their discretion if necessary to fully comply with OKA guidelines. B) REMOVAL 1) The center referee, arbitrator or OKA board member may remove, at any point in time any judge, corner judge or ringside official who is inattentive to the competition or otherwise inept in the performance of his/her duties. 2) A competitor may request a tournament arbitrator to replace one ring official but only before competition in that division has commenced. After a division has begun the officials may not be protested. A decision regarding the actual removal of the official rests solely with the arbitrator or OKA board member and is final. 3) A center referee may be removed of duties at the discretion of the arbitrator or OKA board member in the event of improper conduct or capabilities. C) JUDGE AVAILABILITY All black belts must make themselves available to judge. If they do not, they will be ineligible to compete for grand champion. SECTION 4 SPARRING COMPETITION FIGHTING RING A) FLOOR COMPETITION RING The recommended size of the floor competition fighting ring shall be 18 x 18 feet up to 20 feet x 20 feet. The borders of each ring shall be marked with brightly colored tape. Bow-in or starting lines shall be taped a minimum of 4 feet apart, in the center of each ring. Each ring shall also be clearly marked with a ring number visible to competitors, officials and medical personnel from across the floor. If possible, two (2) feet outside the perimeter of the ring shall be kept clear for the use or corner judges, timekeepers and scorekeepers.

9 8 B) ELEVATED RING Any elevated ring shall be a properly padded regulation professional karate ring not less than twenty (20) feet square within the ropes. SECTION 5 FIGHTER ELIGIBILITY A) MARTIAL ARTS AFFILIATION All sport karate fighters must be members of a recognized school and/or style of marital arts and must compete at his/her highest rank in any style he/she has obtained. (Example If a competitor obtained a brown belt in Shotokan as now changed over to Tae Kwon Do and has only obtained a blue belt, that competitor must compete in the brown belt division.) Failure to comply can result in the competitor being disqualified and any OKA points received will be revoked. A) CONDUCT AFFECTING ELIGIBILITY Fighters who have exhibited un-sportsman like conduct such as showing a complete lack of respect for referees, frequent injury to opponents, repeated rules violations, loss of temper, and use of profanity or rude and abusive language may be disqualified from competition. This rule also extends to others outside the ring that may create disturbances, harass the referees, spectators, scorekeepers, timekeepers and the other competitors. These persons can cause his/her competitor to be disqualified from competition. Only the arbitrator will make determination. SUSPENSION Any fighter suspended by the OKA shall not be permitted to participate in any OKA amateur or professional sanctioned events for the duration of such suspension. Depending on the severity of the infraction a competitor can be suspended for the minimum of one OKA event or up to indefinitely. SECTION 6 SAFETY EQUIPMENT A) REQUIRED EQUIPMENT Soft foam type hand and foot protectors are mandatory for competitors in all

10 9 fighting divisions. Ringstar fighting shoes are also allowed as legal fighting equipment as a substitute for foam protectors and can be worn by competitors in all fighting divisions. Gloves must fully cover the fingers, fingertips and wrist. Foot protectors must cover the heel and instep. The striking surfaces of such hand and foot protectors must be free from any tape, tears or repairs. Groin protector cups must be worn by all male competitors. Mouthpieces and headgear are required in all divisions. Face shields will also be mandatory in all 17 and under sparring divisions. All required safety equipment is subject to and must meet the approval of the center referee. B) RECOMMENDED EQUIPMENT Soft shin and forearm guards are recommended in all fighting divisions, breast protectors are highly recommended for all female competitors. A) RINGSIDE OFFICIALS SECTION 7 RING MANAGEMENT Each sparring match shall be conducted by a center referee and at least two (2) mobile corner judges. These shall be assisted by a timekeeper/scorekeeper. B) REFEREE DUTIES The center referee is charged with the immediate supervision of each match and is responsible for the management and entire function of the ring. He/she shall always promote and insure fairness in the enforcement of these rules and the safety of the competitors. To this end, he/she shall assure that all ringside officials know and properly perform their assigned duties, start and stop the fight, award points, make penalty and disqualification decisions, administer the voting of the corner judges, communicate clearly with the scorekeeper and timekeeper, and announce in a loud, clear voice all official decisions shall indicate with voice and gesture the competitor affected by his/her decision. C) PERSONS PERMITTED IN THE RING 1) No persons other than the center referee, the corner judges, and the two (2) competitors will be permitted in the ring during the match. The scorekeeper and the timekeeper will be situated together immediately outside the ring in such manner as to least

11 10 interfere with the movement of the corner judges. 2) No competitor s instructor, teammate or parent may enter the ring for purposes of discussing or protesting a call or ruling except at the express request or permission of the center referees. A violation of this rule may result in the penalization or disqualification of the competitor in issue. C) THE BYE SYSTEM The number of necessary byes shall be determined by utilization of the bye card enclosed in the divisional packet. All competition cards must be turned in prior to the start of respective divisions. In the second round of competition, whenever possible, byes should not be matched with byes but should be matched against winners of the first round. D) COMPETITORS FROM THE SAME SCHOOL Competitors from the same school will not fight each other in the first round of competition, if this can be arranged. Under some circumstances it may be necessary for competitors in the same school to fight in the first round (three competitors in the division, more than half the competitors in a division are from the same school, etc.). Please be sure and ask the competitors if any are from the same school before the competition begins. Please ask for the rules arbitrator if you are not sure how to handle this situation. E) CORRECTION OF ERROR OR DISCREPANCY Error or discrepancies must be brought to the attention of the Arbitrator prior to close of division. Arbitrator must determine and resolve discrepancy before division close. A) BOWING IN AND OUT SECTION 8 CONDUCT OF MATCHES 1) Competitors are required to bow to their opponents at both the beginning and the end of each match. At the beginning of the match, each competitor will come to the appropriate starting line of the ring and, on command from the center referee, will bow to the other. From this position, each will assume a fighting stance and the center referee will signal the commencement of the match.

12 11 B) LENGTH OF MATCHES A tournament match shall last a total of two (2) minutes continuous time or a total of two (2) minutes minus any time, which may have elapsed during an official time out. The competitor awarded the most points during this time period shall be declared the winner of the match. Any seven (7) point spread, however, shall determine the winner regardless of whether total time has expired in the match. If the score is tied at the end of the regulation time, competitors will continue for one (1) continuous minute. No time outs will be allowed during this time. If there is a tie after that one (1) minute time, then the first competitor to score a verified point in overtime shall be declared the winner C) OFFICIAL TIME OUT 1) Only the center referee may call a time out. He/she may do so for any of the following reasons: (1) to allow for equipment adjustment; (2) to attend to an injured competitor; (3) to administer the voting of officials; (4) to award points, assess penalties and administer warnings; (5) to return competitors to the center of the ring; (6) to hear a rules protest. Corner judges and competitors must request the center referee to call any desired time out. 2) The timekeeper, however, shall automatically stop time if action in the match is not resumed within five (5) seconds due to any injury, delay in verification of a point or call, or any other reason. 3) An instructor, coach, or competitor may call one 10 second time-out per match for the competitor. 4) Competitors are not allowed to leave the ring for any reason in a sparring match. In case of injury, a competitor may only leave the ring if he/she is accompanied by the center judge at all times. Disqualification for injuring a competitor must be done prior to either competitor leaves the ring. B) FACE CONTACT Face contact shall be permitted only in all adult advanced, and in black belt divisions. No face contact whatsoever will be allowed in 17 and under divisions or in any adult beginner or intermediate divisions. When wearing the headgear, contact to the frontal padded area will not be considered face contact. However, if contact is made with a face shield, this will be considered a face contact penalty. Contact to bare skin, primarily the catcher s mask region of the force, will be considered face contact. Also, a hammer fist to the top of the head

13 12 will not be a valid point. However, if a competitor hits his/her opponent hard enough to rock the head excessive contact will be called. One penalty point will be awarded to the competitor that receives the intentional face or excessive contact when confirmed by the Center judge. C) OUT OF BOUNDS When any part of a competitor s body touches or crosses the ring boundary line shall constitute being out of bounds. Deliberately stepping/running out of bounds to avoid contact is a violation that will count towards the foul count and on the 3 rd and every foul after that, the other competitor will receive 1 point. No competitor may score or be scored upon while out of bounds. D) INJURY STOPPING THE MATCH 1) In the event of an injury, the center referee may stop the match and allow the injured fighter 2 minutes total time per match to recover. If in the opinion of the center referee or medical personnel, the fighter is unable to continue as the result of an injury caused by his/her opponent, the offending competitor shall be automatically disqualified. 2) If the injured fighter cannot continue, a bye will be awarded in the next round in his/her place. If the injured fighter declares himself/herself unable to continue without the approval of the center referee or medical personnel, or does so with such approval as the result of a non-foul, non-fault injury, his/her opponent shall be determined the winner of the match. SECTION 9 SCORING A) DEFINITION OF A PROPER POINT A point is a legal, legitimate and controlled martial arts technique scored by a competitor in bounds that strikes an opponent with light force to a legal target area. A point is legitimate if, as a martial arts technique, it held in reserve the capacity to physically injure or momentarily stun an opponent. A point is controlled if it appears to strike an opponent with a great deal less than its potential force, and if it was executed by a competitor who was not falling or attempting to escape at the time, and who did not fall because of improper or unbalanced execution of the technique after it struck the opponent. B) AWARDING POINTS Points are awarded by a majority vote of all ring judges. If any judge sees a point

14 13 scored, he/she will immediately call break, bring the competitors to the starting lines, then the center referee will direct call and award the points if verified or announced, no verification of point and continue the match. No judge shall give any advance suggestion of the nature of his/her intended call, but upon command all shall then indicate by both voice and gesture the competitor and the technique called. Hand techniques will be awarded one (1) point; kicking techniques will be awarded two (2) points. A) TARGET AREAS SECTION 10 SPARRING Legal target areas for techniques are the sides and frontal padded areas of the head, the solar plexus, chest, ribs, stomach, and abdomen. The face shall be a legal target for contact only in adult advanced and black belt divisions and the executive advanced divisions as specified in Section 8, subsection D. B) LEGAL TECHNIQUES All controlled martial arts punching, striking and kicking techniques delivered to legal target areas with authorized surfaces, except those herein specified fouls, are legal sport karate techniques. Lead-hand techniques may be a valid point if the judges deem that technique was well executed and displayed sufficient power, control and focus. C) FOULS Fouls may be classified at the discretion of the center referee into two categories: (1) penalty point and (2) disqualification fouls. The referee will base his/her decision as to the severity of the foul, the apparent intent of the competitor committing the foul and the result of the foul. On the 3 rd foul a point will be awarded to opponent. One point will be awarded for every foul after that. Fouls include but are not limited to the following: 1) Head-butting 2) Ripping and gouging techniques 3) Throws 4) Blind attacking techniques 5) Striking with the elbow 6) Knee attacks 7) Excessive force or uncontrolled contact 8) Contact or techniques to the spine, neck, joints, eyes, throat or Adam s apple. 9) Contact causing apparent or visible injury to an opponent.

15 14 10) Kicking to the legs 11) Striking or kicking an opponent when he/she is down 12) Hitting or flicking with an open glove 13) Refusing to break or attacking on the break 14) Deliberately escaping without sparring 15) Un-sportsmanlike conduct, a loss of temper or use of abusive language by a competitor or anyone acting in his/her behalf. 16) Attempt by black belts, teammates, parents or spectator to influence or intimidate ring officials by verbally suggesting a proposed call from the sidelines 17) Strike to the back 18) Hammer fist to the top of the head D) CONTACT CAUSING BLEEDING 1) If there is bleeding from contact, whether immediate or delayed, or swelling in the facial or head area, or knockout from a blow to the head, the offending competitor will be immediately disqualified from that match. The only exception is in adult black belt divisions where this decision will be determined by competitors involved, center judge and/or arbitrator. 2) Whenever the distinct possibility exists, however that such contact merely re-opened a cut or laceration sustained in a previous match, the center referee will examine the extent and condition of the particular injury and must consider the severity of the blow prior to the bleeding in arriving at his/her decision. 3) A competitor may not be disqualified if an opponent has a prior injury that continues to be observable, bleed, etc. Unless the center referee can show a justified reason such as malicious contact or excessive force reinjures the competitor. E) BLIND FOULS If any injury occurs as the result of contact or a technique which the center referee was unable to see (a blind foul), he/she may, at his/her sole discretion obtain a confirmation vote with any or all of the corner judges to determine where the fault lies and may consider any, all or none of such input in making his/her determination.

16 15 F) DISQUALIFICATION Any competitor disqualified can be suspended from further competition at the discretion of the Board of Directors based on the severity of the infraction. G) COACHING One (1) coach is defined as anyone who is trying to help one competitor in anyway. A coach could be but is not limited to a friend, parent, teammate, or an official coach. The coach needs to stay seated in designated chair. The center referee can issue a warning to a competitor for each time his/her coach is interfering with a match or disrupting fair play between contestants. A referee can ask for a disqualification of a competitor, but requires a majority vote of all judges.

17 16 The luxury of having a coach is something that most competitors do not have access to. Therefore, it sometimes can become an unfair advantage over a competitor who does not have a coach. The rules are made and enforced so no one competitor has an advantage or disadvantage over another competitor. Therefore, coaching is allowed but only under the following guidelines: 1) Never, at any time, can a coach enter the ring without the center referee s permission 2) No abusive, violent, unsportsmanlike, or overzealous coaching 3) The coach can only call for a timeout if they are making a protest 4) Coaches can never, at any time, interfere with the proper running of the ring or the decisions of the judges A) TIME OF PROTEST SECTION 11 PROTESTS Any competitor or member in good standing (parent and/or guardian) that may speak on behalf of a competitor may call a time out to call for an arbitrator to register a protest. All protest regarding a rules infraction or interpretation must be registered with the center referee immediately upon announcement of the disputed call and not after the match has been resumed or completed by calling a time out. The protest will be registered with the center referee and the arbitrator will be called to review the dispute. If the person protesting the call does so in a belligerent or abusive manner, the arbitrator may refuse to hear the protest and disqualify the competitor. B) RULE ARBITRATORS Each sanctioned tournament or event shall have a minimum of one (1). designated Rule Arbitrator having full authority regarding the interpretation of all OKA rules and regulations. Any decision by the arbitrator will be final Arbitrators ANY active OKA Board Member FAIRNESS RULE: If a question arises that is not completely covered by this rule book, the official rules arbitrator may at his/her discretion, overrule, modify or change a delineated rule if he/she believes that enforcing such a rule would result in a inherent unfair outcome to a competitor. However, the rules arbitrator should overrule, modify or change a delineated rule only in extreme cases.

18 C) CHANGE OF DECISION 17 A decision rendered at the termination of a match is final and cannot be changed unless the Rule Arbitrator determines that either of the following occurred: 1) There was collusion affecting the result of the match 2) There was a clear violation of any OKA rule or regulation which affected the result of the match A) COMPETITORS SECTION 12 KATA COMPETITION COMPETITORS All competitors must be members of a recognized style and/or school of martial arts. B) UNIFORM REQUIREMENTS Each competitor must present himself/herself in a timely manner to the center judge suitably attired (as described in Section 2, subsection A.1), and read to compete. C) CREATIVE/MUSICAL/EXTREME DIVISIONS Creative/Musical/Extreme divisions will have a 2 minutes 30 second time limit from the time the music begins. Competitors who go over time will be penalized a two-tenths (0.20) deduction from their TOTAL score. This deduction will be taken by the scorekeeper under direction of the center judge. The CMX divisions will be broke down into two different sub divisions 1) Open Hand 2) Weapons SECTION 13 NUMBER AND POSITIONING OF JUDGES In all black belt competitions there shall be a minimum of five (5) judges unless the situation deems necessary and all competitors agree to use a lesser number of judges for sparring only. In all other divisions, there shall be three (3) judges.

19 18 SECTION 14 DUTIES OF THE CENTER JUDGE The center judge is charged with the immediate supervision of the competition and is responsible for the management and entire function of the ring. He/she shall conduct the determination of the order or competition, oversee the recording of all scores, scan the scorekeeper s calculations for correctness, and announce each official decision in a loud, clear voice, and declare the first, second and third place winners in reverse order. SECTION 15 ORDER OF PERFORMANCE The order of performance for all katas competitors shall be determined by random draw of the numbered competition cards. All competitors must have their registration cards turned in at the start of the respective divisions. If cards are turned in after bracketing beings in their division, that competitor will automatically be placed first in order of competition in their respective division. Once the first competitor in a division performs, no one will be allowed to be added to the division. SECTION 16 SCORING A) All judges will watch each competitor perform his/her kata and award scores using the decimal interval system on the basis of for a perfect kata. Upon the call of the center judge, all scores must be readily and visibly displayed. Judges will watch all competitors in the division preform their kata. At this point the center judge will call for each competitor to come back up, in the order in which they went. The judges will then utilize the standard deviation scoring system to rate each competitor. Each judge must give a minimum of one 9.99, one 9.98, and one Scores of 9.95 or 9.94 will need to be given to competitors not in the judges top three. B) The scorekeeper will carefully record each score as announced by the center judge. SECTION 17 SECOND CHANCE TO PERFORM KATA Beginners will be given a chance to start over in katas, however they will be penalized one-tenth (0.10) deduction from their TOTAL score. This deduction will be taken by the scorekeeper. A competitor who forgot or fails to perform his/her kata after having been allowed a second opportunity shall receive the lowest score given in that division. There are NO second chances in any other divisions.

20 19 SECTION 18 TIES A) In every division, not excluding the grand champion division, if the initial competition results in two or more competitors having identical placing scores, the scorekeeper will inform the center judge. Drop the low score, if there is still a tie go to the high score, if a tie remains judges point to the winner. A) WEAPONS ALLOWED SECTION 19 TRADITIONAL WEAPONS COMPETITION Only authentic martial arts weapons which are kept under the constant control of the competitor s limbs are suitable for traditional competition. Throwing stars, darts, arrows, and flying projectiles of any kind may not be used. (The rope dart, securely attached to a rope is an exception.) Rubber nunchaku, plastic swords and other training weapons are not allowed. The center judge will inspect all weapons prior to competition. Any weapons which he/she feels might endanger the audience or the competitor, due to worn parts or poor construction may not be used. B) APPLICATION OF OTHER RULES All other rules of kata competitions will apply to all weapons competitions. (Sections 12-18) SECTION 20 CHANGE OF DECISION The final decision rendered at the termination of any divisional kata competition cannot be changed unless the Rule Arbitrator determines that either of the following occurred: A) There was collusion affecting the result of the competition. B) The tabulations of the scorecard show an error which would indicate that one or more of the places had been awarded to the wrong competitor.

21 20 SECTION 21 STATE CHAMPIONSHIP TITLES In the event there is a tie at the end of the year for a state championship title, the tie will be broken as follows: A) The competitor with the most number of first place trophies will be declared champion. B) If that results in a tie, the competitor with the most number of second place trophies receives the title. C) This rule will carry all the way through third place trophies. D) If that results in a tie, the competitor with the most number of second place trophies receives the title. E) This rule will carry all the way through third place trophies. F) If the final result is still a tie, co-winners will be declared. TOURMAMENT POINTS: THE OKLAHOMA KARATE ASSOCIATION There will be a minimum of (8) OKA sanctioned tournaments each calendar year. The tournament points awarded for each place are as follows: Tournaments Points 1 st place 600 points 2 nd place 400 points 3 rd place 300 points 4 th place 200 points 5 th -8 th place 75 points OKA Fundraisers Tournaments will be a bonus points with 200 bonus points for places 1 st 8 th place OKA Adam Estes Memorial Tournament SECTION 22 OKA MEMBERSHIPS OKA membership dues will be determined by the Board of Directors. OKA members will also receive a discount at each OKA tournament in which they compete. Memberships are to be renewed at the 1 st of each calendar year. STATE CHAMPIONSHIP TITLES: At the conclusion of the tournament year, all points will be tabulated and the competitor accumulating the highest number of points will be declared winner for his/her division. An Awards Banquet honoring the winners and presenting the OKA State Champions awards will usually be held no later than the month of January.

22 21 TITLE ELIGIBILITY: All active OKA members in good standing, regardless of their state of residency, will be eligible to compete for the OKA State Championship award at the end of the tournament year. There is a requirement of (4) tournaments to be eligible for awards or prizes. All Winners must attend the Annual Banquet to receive their awards. OKLAHOMA KARATE ASSOCIATION CODE OF CONDUCT The Board of Directors has approved a code of conduct. All competitors, coaches and spectators of Oklahoma Karate Association events will be required to follow a standard code of conduct to participate. Failure to follow this code of conduct will result in ejection from competition and/or removal from the event facility. Extreme or repeated infractions can result in suspension from the organization and all Oklahoma Karate Association sanctioned events for a period of time no more than one (1) calendar year. The code of conduct set forth by the Oklahoma Karate Association is as follows: 1. No disrespect displayed toward officials or fellow competitors and/or spectators or coaches will be tolerated. 2. Abusive or obscene language will be considered disrespectful and therefore will not be tolerated. 3. Un-sportsman-like behavior such as loss of temper, failure to follow the official s instructions, refusal to line-up, accept awards, or acknowledge Black Belts as such will not be accepted. 4. Malicious head, face, or body contact with extreme loss of control of temper and/or wild technique in sparring matches. 5. The Oklahoma Karate Association will not tolerate the use of alcohol or illegal drugs in any form at any Oklahoma Karate Association tournament. Failure to follow this rule will result in immediate review of conduct by the Board of Directors for reprimand. 6. Any conduct that would be considered unbecoming a member of this organization which upholds honor, respect, and courtesy will not be tolerated. The Oklahoma Karate Association reserves the right to have a member or nonmember s conduct be reviewed by its Board of Directors for determination of reprimand.
