Key content includes an overview of Approval Committee meeting outcomes, information on projects approved during the biennium, and a summary of initiatives undertaken to enhance the functioning and long-term impact of the Fund. Decision required: Paragraph 20

2 INTRODUCTION 1. This document presents an overview of the operations of the Approval Committee, decisions made regarding the allocation of the Fund s resources in , and initiatives undertaken to enhance the functioning and long-term impact of the Fund. MEETINGS OF THE APPROVAL COMMITTEE 2. The first convocation of the Approval Committee for the present biennium was on 29 April During that meeting, Mr Gennady Aleshin, representative of the Russian Federation, was unanimously re-elected as Chairperson of the Approval Committee. Subsequent sessions were held on 22 November 2016 and 14 June In accordance with Resolution 2CP/4.3, and with respect to the operations of the Approval Committee, cost savings have been sought leading to the biennial surplus in the funds allocated for meeting preparations outlined in Annex I of document ICDS/6CP/Doc Recalling resolution 4AP/8 authorizing the official translation (into English/French) of final applications submitted in Spanish for two pilot sessions (October 2015, April 2016), the Committee adopted resolution 5AP/5 on 29 April 2016 extending the decision for the biennium. In total, eight applications 1 originally submitted in Spanish were translated for Member review during the reporting period. Translation costs amounted to approximately US$2,800. An analysis of all projects approved indicates that 70% of initiatives from Latin America and the Caribbean in were submitted in Spanish. This demonstrates both a tangible regional need and the value of employing a flexible administrative approach to ensure resources are concretely connected with in-country anti-doping needs. 4. Established at the beginning of the biennium as a means of encouraging interregional exchange between Approval Committee members, the Secretariat has continued to update and upgrade the UNESTeam platform. The online workspace has enhanced Committee preparations and now, in response to Member requests, hosts all working documents at least two weeks in advance of sessions. 5. The Approval Committee has expressed appreciation for the backstopping provided by the Secretariat over the course of the biennium, as well as the ongoing support and input of the World Anti-Doping Agency (WADA) both prior to and during Committee meetings. The close cooperation between the Fund s Secretariat and WADA, as well as the reinforced linkages between Session outcomes and the proceedings of the Bureau of the Conference of Parties has been a key innovation this biennium. Members have underlined the critical importance of privileging a multi-stakeholder response to ensure projects approved align with regional and national anti-doping needs, and that their sound implementation is in line with obligations set forth under the Convention. 1 Seven national applications submitted by Colombia, Costa Rica, Guatemala, Honduras, Mexico, Paraguay, and Spain, and one regional application submitted by Panama. 2

3 FUNDING ALLOCATED TO STATES PARTIES 6. In , the total number of States Parties benefitting from the Fund has increased to 108, representing over 58% of the States Parties to the Convention. A brief summary of these applications is available in Annex I of this document 2. The geographical breakdown of initiatives supported by the Fund since its launch is as follows: Africa (61) Arab States (14) Asia and Pacific (29) Europe and North America (49) Latin America and the Caribbean (65) 7. As of 3 July 2017, a total of 40 applications had been approved this biennium 3-95% represented national projects (38) and 5% focused on regional initiatives (two). This translates into an investment of more than US$777,000 in 39 countries 4 across all UNESCO regions. Although Africa continues to be the highest grossing beneficiary region, with 61 applications funded since 2008, a balance of projects submitted by countries in Africa (11), Europe (13), and Latin America and the Caribbean (10) can be tracked this biennium. In particular, investment in State Party projects from Eastern European countries has spiked over the last two years, with an increase of 10% compared with the 15% share mapped in the last biennial cycle. The Secretariat continues to receive the lowest level of interest in the Fund from Arab States, with only one application approved this biennium and three draft applications under development. 8. In terms of priorities, 29 projects come under Education, three under Policy Advice and eight under Capacity-Building. In other words, just over 72% of applications approved this biennium support preventive and values-based anti-doping education, which continues to be the Fund s frontrunner in terms of investment. Although the Policy Advice priority counts only 7% of the total number of applications approved, an upward trend in the number of policy projects submitted has been noted. The percentage of funds dedicated to capacity-building projects (20%) continues at a steady rate. 9. According to resolution 1CP/7, priority should be given to projects from least-developed States Parties or low income countries. Accordingly, the Committee is pleased to report that seven Least-Developed Countries (LDCs) have received funding for education and capacity-building projects in Moreover, three Small Islands Developing States (SIDS) have been granted funding for the implementation of Education and Policy Advice initiatives. 2 Annex only available in English and French. 3 It should be noted that the implementation of the 15 applications approved on 27 October 2015, amounting to over US$300,000, was launched in This means that initiatives approved in October 2015 have been executed in parallel to the development of new applications approved in Slovenia had two successive projects approved during the first three Committee meetings for the biennium. 3

4 SUPPORTING STATES PARTIES WITH THE DEVELOPMENT AND IMPLEMENTATION OF QUALITY APPLICATIONS 10. The latest edition of the Handbook, published in early 2016, is available in all six UNESCO languages, both online and in hard copy. Complementing the technical information presented in the Handbook, the Secretariat has systematically promoted applicant use of the Fund s other resources, including the information sheet on Tips and Tricks for project development, and the Good practice leaflets (2013, 2015). Cognizant that the highest number of applications continue to sit under the education priority, and the importance of ensuring initiatives are grounded in impact-oriented values-based methodologies, the Secretariat has elaborated draft guidelines, in partnership with WADA, for internal project review by both parties. 11. Concerted efforts to improve the quality of applications, initiated during the biennium, have been consolidated during the current biennium due to the reinforced Secretariat of the Fund, approved by COP5 in Resolution 5CP/7. Notably, strengthened linkages between funded activities, anti-doping needs and long-term strategies, as well as more rigorous attention to the inclusion of monitoring and evaluation processes in project design, have all been mapped as positive developments. The symbiosis of this invigorated approach with the revision of the Fund s Handbook, including the integration of more detailed application and reporting forms, to reflect the resolutions adopted at COP5, should be highlighted; specifically, the inclusion of additional sections dedicated to project impact and follow-up, communication and visibility efforts, as well as a section requesting applicants to outline the direct connection between project activities and one or more priorities of the Fund. 12. With respect to the strengthened linkages between funded activities, anti-doping needs and long-term national and regional strategies, the Secretariat systematically recommends that a gaps and needs analysis inform the development of any new initiative. The Secretariat also continues to promote gender balance in the selection of project participants, and works with applicants to tailor training agendas, methodologies and materials according to target group profiles to increase learning outcomes and promote critical thinking. Moreover, applicants are always encouraged to draw upon good practice examples in both project design and implementation. To inspire applicants, the Secretariat promote similar projects which can be scaled, whenever relevant, as well as recommending that project leaders use, adapt and translate existing WADA materials, rather than reinventing the wheel. This cross-promotion of activity and available materials, which has received positive feedback from State Party applicants, has been reinforced further this biennium by the increased engagement of broad stakeholder groups both in the elaboration and roll-out of activities. To maximize impact and mobilize the best resources and expertize, each applicant is now supported in engaging tiered stakeholder groups (from the general public to relevant ministries and members of the Sport Movement). The Secretariat s cooperation with WADA s Regional Offices and Regional Anti-Doping Organizations (RADO) is key to this inclusive methodology and to ensuring applications correspond to current challenges and available resources at the country level. 13. Taking into account these initiatives, the Committee would like to highlight the following positive trends in applications approved this biennium: 4

5 an increase in applicant contribution towards project implementation which culminated in June 2017, when, for the first time, 100% of proposals submitted to the Committee included financial contributions from the applicant; Multi-stakeholder engagement, involving public authorities, the Sport Movement and private actors, is present in the majority of applications, even during the design phase of proposals; The vast majority of applications are based on outcomes/results of either previous projects or national/regional research, and respond to identified gaps and needs; Target groups are diverse, engaging a broad range of stakeholders, beyond the Sport Movement, such as teachers, parents, and healthcare professionals; Applications increasingly comprise public outreach campaigns, using multimedia tools, alongside values-based learning methodologies, to promote the clean sport message. 14. In addition to approved projects, the Fund s Secretariat continues to support States Parties develop initiatives for the Committee s future consideration. There are currently 70 applications (65 national, five regional) 5 under development. This represents the highest volume since the Fund s creation and reinforces the notion that States Party interest and needs, with respect to available anti-doping resourcing and technical support, continue to rise. The extensive application development process, that can last between four months and two years (depending on the type of project, expected objectives, and rigour of revision), has been underlined by Committee Members as contributing to the improved quality of applications reviewed in-session this biennium. Accordingly, Committee Members have requested that applications be formally submitted to the Committee only after a complete assessment by the Secretariat, which implies that the application duly reflects the advice provided by the Secretariat (resolution 5AP/8). 15. With respect to challenges, protracted in-country administrative processes continue to hamper the formal closure of projects within the contractual timeline, and the transfer of the allocated funds and/or co-signature of contracts. Accordingly, the Approval Committee advocates that all States Party beneficiaries maintain regular communication with the Secretariat of the Fund, notably flagging issues encountered prior to and during implementation which may incur a delay in the project timeline. Equally, despite regular communications sent to States Parties and close cooperation with WADA s network, the Committee recognized that draft applications continue to be submitted late or after the deadline and often omit core information. STRENGHTENING COOPERATION WITH ANTI-DOPING STAKEHOLDERS 16. Over the course of the biennium, the Committee has worked to build and reinforce strategic partnerships with anti-doping stakeholders. In this regard, linkages between the work of the Committee and the activities of the Bureau have been enhanced through the systematic exchange of information. Notably, the Chairperson of the Approval Committee attended the three COP Bureau meetings that took place in PyeongChang (September 2016), Paris/UNESCO Headquarters (April 2017) and Bucharest (June 2017). This enhanced cooperation has supported the efficient implementation of the Convention by 5 Among the 70 draft applications, 34 have been submitted by African States Parties, 16 by the Asia-Pacific region, 12 by countries in Latin America and the Caribbean, four respectively by Arab and European countries. 5

6 connecting needs with resources. It should also be noted that, during each meeting this biennium, updates from the COP Bureau have been communicated to the Approval Committee by the Secretary of the Convention. For example, the Fund s working documents presented to COP6 include input from both Committee and Bureau Members. The principle of open exchange and communication has also led to the introduction of a Committee member presentation during each Approval meeting. This innovation not only promotes regional good practice but also provides an opportunity to update all participants on specific anti-doping activities, measures, and/or policies. 17. In response to Committee discussions held in October 2015 regarding the need to clarify the scope of projects financed by the Fund to ensure they sit squarely within UNESCO s mandate and do not duplicate or overlap with other initiatives, the Fund s Secretariat prepared a mapping of different international funding opportunities 6. Presented to Members in April 2016, the comparative analysis outlined the distinct value of the UNESCO Fund versus other existing international grant mechanisms, such as those managed by the International Olympic Committee (IOC) and the World Anti-Doping Agency (WADA). The main elements of the comparison are summarized in document ICDS/6CP/Doc.10 (Return on Investment in the Fund for the Elimination of Doping in Sport). A core outcome, drawing on the increasing engagement of certain sport entities in the development and roll-out of activities, was the Committee s recommendation that opportunities be sought for strengthened partnerships (financial and in-kind) with RADOs, National Olympic Committees, and inado. It was concluded that establishing tiered frameworks for cooperation with actors from the Sport Movement and private sector, as well as governments, would not only enrich the quality of activity implementation and legacy but also support the urgent need to mobilize resources to preserve the Fund. These reflections have fed into the proposed impact assessment designed to measure the correlation between investment and concrete in-country outcomes outlined in the forwardlooking documents submitted to COP6: the Return on Investment in the Fund for the Elimination of Doping in Sport (ICDS/6CP/Doc.10) and the Operational Plan for (ICDS/6CP/Doc.13). INCREASING THE FUND S VISIBILITY 18. The Fund s online presence has been bolstered by the real time update of an interactive map presenting all projects approved under the Fund. With more than 4,900 views, this customized map ensures project information is accessible and encourages inter-regional exchange. Promoting the application cycle and opportunity for national and regional investment, periodic communications are also sent to all UNESCO Field Offices, Permanent Delegations and National Commissions, as well as former project leaders 7. Moreover, after each Committee meeting, the details of newly approved projects are shared with UNESCO Field Offices to encourage direct engagement. 19. Opening another avenue for information exchange and activity promotion, the Fund was presented during WADA s 13 th Annual Symposium in Lausanne on 13 and 14 March For the first time, the more than 700 Symposium participants had the opportunity to pose questions on the role of the Fund and the application process, as well as receive the Fund s information and communication materials (hard copies of the Handbook, the information sheet with Tips and Tricks, the clean sport infographic, and the 2015 edition of the good practice examples leaflet were available in Arabic, Chinese, English, French, 6 Document ICDS/5AP/Doc.6REV. 7 The list contains more than 600 addresses. 6

7 Russian and Spanish). Moreover, the Fund and its links with the International Convention against Doping in Sport were the subject of a presentation during the Symposium workshop on improving education programmes through social science research, targeting anti-doping organizations and interested governments. The Fund was also a key part of exchanges during an information meeting for Permanent Delegations organized on 6 April 2017 by the Social and Human Sciences Sector. This session provided the opportunity for States Parties to present the impact and value of the Fund, outlining casestudy examples of in-country implementation which showcased the diversity of beneficiaries, legacy of projects, and development of scalable deliverables. DRAFT RESOLUTION 6CP/ The Conference of Parties, 1. Having examined document ICDS/6CP/Doc.12, 2. Notes with satisfaction the number of applications submitted to the Fund for the Elimination of Doping in Sport and the efforts made towards the development of sustainable initiatives, in line with identified national and/or regional needs; 3. Expresses its gratitude to the Approval Committee for their work in the allocation of the Fund for the Elimination of Doping in Sport, as well as to the Secretariat for ensuring the Fund s administration and supporting States Parties in the development of quality applications. 7

8 Annex I PROJECTS APPROVED UNDER THE FUND DURING THE BIENNIUM (AS OF 30 JUNE 2017) AFRICA State Party: Botswana (Regional project) Title: Anti-Doping capacity-building project for senior government officials and sports authority personnel Request n o : 1359 Amount requested: US$45,595 Date of approval: 14 June 2017 Building on the momentum created by the annual Africa Zone VI Regional Anti-Doping Organization (RADO) Board meeting, Botswana s third regional project and fourth initiative under the Fund aims at reinforcing national-level support and engagement between RADO Member Countries. Supporting implementation of the RADO s Strategic Plan, and benefitting from multi-stakeholder consultation, the initiative will gather (33) senior government officials and sport leaders for a (two-day) workshop facilitated by the RADO, WADA (two experts) and the South African Institute for Drug-Free Sport (SAIDS, one expert). The interactive workshop agenda will include lectures, group activities and panel discussions on the World Anti-Doping Code and international standards, the International Convention against Doping in Sport, values-based education, as well as Code compliance and monitoring. To reinforce learning at a national level, educational materials (Code, Convention, WADA s At a Glance series, Dangers of Doping, UNESCO s clean sport infographic, etc.) will be disseminated to all RADO Member Countries. Participants will be encouraged to join an online platform to continue exchanging following the workshop. Project evaluation will be based on the outcomes of an online pre-workshop survey, and the results of a post-workshop questionnaire. Project activities will be publicized through online updates and press releases. State Party: Cameroon Title: Capacity Development for National Sports Federations and for Members of Regional Anti- Doping Committees Request n o : 1338 Amount requested: US$19,470 Date of approval: 22 November 2016 Led by the Cameroonian Anti-Doping Organization (OCALUDS), this seventh national initiative aimed at strengthening anti-doping knowledge by providing updated information to representatives of National Sports Federations, as well as to members of regional anti-doping 8

9 committees. Building on positive outcomes of past initiatives, and preparing for the Olympic cycle, the two-day workshop led by experts brought together NSF presidents, secretaries-general, technical directors, coaches, sport doctors and representatives of regional committees (previously established with the support of the Fund). Training agendas and methodologies were tailored according to the needs and responsibilities of beneficiaries. While the first day targeted all participants (more than 200) and focused on generic anti-doping topics (World Anti-Doping Code, roles and responsibilities of WADA, OCALUDS, NSFs, health and ethical consequences of doping), the second day included specific information for coaches, technical directors, members of the regional anti-doping committees (doping control procedures, anti-doping rules violation) and sport doctors (food supplements, Athlete s Biological Passport). Moreover, anti-doping education materials (i.e. WADA s Dangers of Doping, OCALUDS rules) were disseminated to all attendees. Pre- and post-workshop questionnaires were used to gauge knowledge-change and assess the project s impact. In terms of project visibility, a multipronged media campaign included (public and private) TV and radio interviews and national press coverage (prior to and during the workshop). State Party: Chad Title: Training and sensitization programme on the dangers of doping for athletes, sports clubs officials, coaches and national technical directors Request n o : 1360 Amount requested: US$15,638 Date of approval: 14 June 2017 Implemented by the National Anti-Doping Organization, Chad s first national project under the Fund focuses on the provision of anti-doping education and information for (115) high-level athletes, (70) sports clubs officials, coaches and national technical directors. One-day training sessions (three) will be facilitated by national experts, the content being tailored to the learning needs of the target groups. As such, athletes will attend training on sport values, prohibited substances, nutrition, anti-doping rule violations and the doping control process, while the training agenda for coaches, technical directors and sports clubs officials will include the history of doping, explanations regarding their roles and responsibilities, the World Anti-Doping Code, etc. Two cross-cutting themes are sport ethics and Therapeutic Use Exemptions (TUE). Project activities will also comprise the development and dissemination of a dedicated leaflet on prohibited substances, doping consequences and sport ethics. Pre- and post-training questionnaires will be used to evaluate the project s impact. The initiative will be publicized via banners, TV and radio announcements. 9

10 State Party: Eritrea Title: Capacity development to strengthen National Anti-Doping Programmes Request n o : 1324 Amount requested: US$20,000 Date of approval: 29 April 2016 A direct follow-up to the regional anti-doping conference held in Cairo, Egypt in April 2014 (request n o. 1258, submitted by Burundi), Eritrea s fourth project, a capacity-building initiative, aimed at strengthening anti-doping programmes through the development of a national roadmap. Employing a coordinated regional approach, the Eritrean NADO organized a one-day national workshop for major anti-doping stakeholders, including the RADO board member, as well as representatives from the National Olympic Committee, national sport federations, and six country regions. Facilitated by a national expert and benefitting from the presence of the Africa Zone V RADO manager, the workshop combined an education session on rules and responsibilities and changes to the World Anti-Doping Code, with interactive roundtable discussions. Moreover, a network of anti-doping focal points was appointed to ensure the decentralization of anti-doping messages and activities beyond the project cycle and in line with the adopted roadmap. A poster campaign featuring anti-doping messages in local languages was also led in local clubs, schools, sport federations, training camps and sport events. Project evaluation was undertaken through pre- and post-activity questionnaires to gauge knowledgechange. State Party: Kenya Title: Anti-Doping Education and Awareness Campaign for Teachers and Coaches in the Rift Valley Request n o : 1331 Amount requested: US$19,702 Date of approval: 29 April 2016 In response to recent allegations and instances of doping in the Kenyan sports community, an Anti-Doping Agency (ADAK) was established in December 2015 to coordinate and reinforce activities. Drawing on the experience and resources of several key stakeholders, Kenya s first national project under the Fund is led by ADAK in collaboration with the Ministry of Sports, Culture and the Arts, the Ministry of Education, Science and Technology, the Africa Zone V RADO and the UNESCO National Commission. Focused on providing updated anti-doping education to teachers and coaches from the Rift Valley, activities follow a phased approach. First of all, a questionnaire will be distributed to (90) games teachers from (45) secondary schools and (10) coaches from sport federations, before results are compiled and analyzed by (five) project leaders to inform a two-day training session. Benefitting from the input and experience of (four) facilitators from ADAK and Africa Zone V RADO, the training, targeting (100) games teachers and coaches, will combine theory and practical activities related to the World Anti-Doping Code, rights and responsibilities, consequences of doping, and the doping 10

11 control process. Complementing the training, various educational materials (WADA s At a Glance series, Teacher s Tool Kit, Coach s Tool Kit, UNESCO s clean sport infographic, ADAK rules) will be disseminated to participants. In terms of project visibility and communication, branded banners will be produced and the social media channels of involved institutions will be continually updated. Project legacy will be ensured through a learning transfer, with teachers and coaches sensitizing (100) students during the subsequent school year. State Party: Madagascar Title: Promoting Clean Sport in Madagascar through a Sensitization Campaign for Young Malagasy Athletes and Training of Sport Officials Request n o : 1350 Amount requested: US$19,944 Date of approval: 22 November 2016 Implemented by the Ministry of Youth and Sports of Madagascar, this first national anti-doping initiative aims at strengthening anti-doping capacity through a series of cascade trainings, while also promoting clean sport among young athletes through outreach activities. Firstly, a two-day refresher course will be organized for (18) resource personnel (representatives of the Ministries of Sports, Education and Health, the National Olympic Committee, the National Commission for UNESCO). The refresher training course will comprise updated information on the 2015 World Anti-Doping Code, Results Management, consequences of doping, TUE, doping control, valuesbased education and sport ethics. In turn, these 18 trainers will then be in charge of decentralizing anti-doping information through a series of two-day workshops (six) targeting (120) ministerial representatives in Antananarivo, Antsiranana, Mahajanga, Antananarivo, Toamasina, Fianarantsoa and Toliara (20 participants per training session). To assess antidoping knowledge, participants will complete the Play True quiz. Following the regional workshops, newly trained members will facilitate an information and outreach session for young athletes and students (300 per city). In each participating city, a participatory evaluation meeting will be held. In order to advocate for clean sport and raise awareness on doping matters among public authorities and sport movement representatives, sport journalists and other stakeholders (80), a half-day session focusing on general anti-doping information will also be organized. Moreover, anti-doping education materials will be disseminated to those engaged in the project. The organizers envisage a final evaluation meeting in order to measure the projects results against the initial objectives. 11

12 State Party: Mali Title: Training session for anti-doping education agents on their roles and responsibilities in the fight against doping Request n o : 1355 Amount requested: US$19,285 Date of approval: 14 June 2017 Implemented by the National Anti-Doping Commission with the support of the Africa Zone II and III Regional Anti-Doping Organization (RADO), Mali s fourth project under the Fund aims at building anti-doping capacity in each of the country s (10) administrative regions. A two-day training session, facilitated by national experts and the RADO manager, will be organized for (24) future anti-doping education officers (ADO), (two) representatives of the National Olympic Committee and (two) officials from the Department of Sport. ADOs will be selected from among youth and sport facilitators and/or educators (two/region and four in Bamako), with due consideration to gender balance. The training and the educational materials that will be distributed will equip ADOs with the knowledge and skills needed for future anti-doping activities at the local level. The agenda will include information on WADA, RADO and NADO functions, the consequences of using performance-enhancing drugs, the World Anti-Doping Code and the Prohibited List. The interactive training includes group activities, good practice examples and case study discussions, as well as providing participants with the opportunity to exchange on communication strategies and prepare action plans. Following the session, ADOs will continue their volunteer work under the supervision of regional directors of youth and sport, engaging in local sport events and outreach activities, and moderating (at least 15) radio debates on antidoping each year. Pre- and post-training questionnaires will be used to assess the impact of the project, as well as the level of anti-doping knowledge. In terms of visibility, project activities will be promoted via a short TV clip, (five) radio announcements, (two) radio debates and (eight printed articles). Moreover, journalists will be invited to attend the training. State Party: Mozambique Title: Stakeholder Consultation Meeting: Anti-Doping as a Key Value in Mozambican Sport Request n o : 1334 Amount requested: US$19,920 Date of approval: 29 April 2016 Mozambique s second national project aimed at improving national anti-doping stakeholder cooperation through the organization of an interactive consultation. Gathering (120) representatives of various ministries (Education and Human Development, Science and Technology, Health, Home Affairs), sport organizations and federations (trainers, athletes), alongside the media, this was the first meeting of its kind hosted by the National Anti-Doping Agency (AMOCAD), the Ministry of Youth and Sports, the National Olympic movement and the National Commission for UNESCO. Participants updated their anti-doping knowledge with expert presentations on the consequences of doping, preventive education and doping control; 12

13 as well as receiving tips on communication, partnership-development, funding and national coordination. Outcomes of this three-day meeting included the adoption of an action plan to guide national anti-doping policy and strategy. Moreover, (six) working groups were established (15 to 25 members per group) to prepare recommendations to inform action plan implementation. To support cross-country exchange, project delivery benefitted from the expert input of the Africa Zone V RADO President, as well as the outcomes of ongoing research conducted in Mozambique and five other countries (regional project submitted by France, request n o. 1287). In terms of visibility, famous athletes were appointed as anti-doping ambassadors to promote sport values and the clean sport message in parallel to the publication of news articles and press releases. State Party: Togo Title: Outreach Campaign on Education and Prevention of Doping for National Athletes Request n o : 1344 Amount requested: US$19,415 Date of approval: 22 November 2016 Led by the ministry in charge of sports, Togo s fourth national project focuses on the promotion of clean sport, as adopted in the national strategic plan for Taking into account research results on anti-doping knowledge used for the development of the plan, the project will focus on anti-doping education and prevention for elite and recreational athletes. In this sense, an interactive two-day workshop facilitated by (two) national experts will be organized for (100) athletes. Combining experts presentations and work in groups, the agenda will include information on the consequences of doping, the ethics and the spirit of sport, the World Anti- Doping Code and national anti-doping rules, as well as doping control procedures, Therapeutic Use Exemptions (TUE), and an overview of the national strategic plan to eliminate doping. Workshop participants will also receive USB sticks containing soft copies of anti-doping materials. In order to assess the impact of the workshop, participants will be invited to respond to a questionnaire addressing both the content of the training and its organization. After the workshop, a race involving up to 500 elite and recreational athletes will be organized in the country s capital. In order to promote the clean sport message, an outreach campaign will accompany the competition, including short plays, sessions of questions and answers, and the dissemination of anti-doping materials (flyers and stickers) and gadgets (bracelets, keyrings, caps ). Moreover, a pre-competition prevention and sensitization caravan will be organized, contributing to a massive dissemination of the project s key message. Communication and visibility will play a major role in the implementation of the project: (five) TV channels, (five) radio channels and (10) newspapers will cover the various stages of the initiative; moreover, (200) posters and (five) banners will be produced for the outreach campaign. 13

14 State Party: Zambia Title: Enhanced Awareness and Sensitization Campaign for Physical Education Teachers and Coaches Request n o : 1333 Amount requested: US$19,900 Date of approval: 29 April 2016 Led by the Ministry of Youth, Sport and Child Development, Zambia s second national project seeks to tackle the conclusion of the previous initiative under the Fund indicating that young athletes are unaware of doping consequences and risks. Taking into consideration the importance of informing the entourage, project leaders will sensitize coaches and student PE teachers through an educational programme. A one-day training involving (100) coaches from the Copperbelt Province will be facilitated by (two) Anti-Doping Officers. Combining informationsessions and group-work, topics will include out-of-competition athlete management, the doping control process, as well as anti-doping roles and responsibilities. Engaged PE teachers will benefit from (24) three-hour workshops to be held in (six) teacher training colleges across Zambia. With up to 5,000 teachers participating (250 per educational session), workshop discussions on the spirit of sport and definitions of doping will be followed by the adoption of a Play True pledge. Moreover, all PE teachers will receive a copy of WADA s Teacher Tool Kit to further support their anti-doping learning and to guide their daily work. It is expected that the 5,000 PE teachers will broadcast the anti-doping message to over 250,000 pupils in the next school year. To assess project impact, pre- and post-activity questionnaires will be disseminated and analysed. State Party: Zimbabwe Title: Values Based Anti-Doping Education and Awareness Campaign in Zimbabwe Schools Request n o : 1341 Amount requested: US$19,992 Date of approval: 22 November 2016 Zimbabwe s second national project focuses on the provision of anti-doping education to Physical Education teachers. Jointly led by the Ministry of Sport and Recreation and the National Olympic Committee in partnership with regional Sport and Recreation Commissions (SRC), the project consists of (10) two-day workshops targeting (400) PE teachers from primary and secondary schools (40 per province). Facilitated by (three) anti-doping experts and combining theory and practice, the workshops will be based on WADA s Teacher s Tool Kit. The first day will include general anti-doping presentations (i.e. the World Anti-Doping Code, health consequences of doping, Results Management, doping control procedures), while the second day will focus on sport values and ethics. At the end of the workshop, participants are expected to elaborate action plans for delivering anti-doping education in their schools, taking into consideration specific contexts, resources and needs. Reinforcing anti-doping knowledge on the long-term, educational materials (Teacher s Tool Kit, UNESCO s clean sport infographics, DVDs 14

15 including the 2015 Code, the 2017 Prohibited List, WADA quizzes) will be disseminated to all participants. Project evaluation will be measured through pre- and post-workshop questionnaires. In terms of project communication, a press conference will be organized to launch the project and updates on the NOC s social media platforms and website, as well as press releases, will equally contribute to the visibility of the initiative. 15

16 ARAB STATES State Party: Tunisia Title: Young Athletes and Food Supplements: Trend or Performance? A preventive approach Request n o : 1339 Amount requested: US$12,350 Date of approval: 22 November 2016 Led by the National Anti-Doping Agency (ANAD), the fifth project submitted by Tunisia aims at tackling an emerging trend threatening athletes health: the use of food supplements to increase physical performance. Following a three-phased approach (research, prevention, communication), the project targets ( ) young athletes (divided into three age categories) from 20 sport disciplines, and, indirectly, their coaches and parents. An initial assessment on the use of food supplements will be achieved through pre-activity questionnaires distributed to young athletes by (three) ANAD experts. Afterwards, (60) short (one-hour) awareness-raising sessions will be organized for each selected sport discipline and age group. Well-known athletes will be invited to act as anti-doping ambassadors and attend the information sessions. Reinforcing anti-doping prevention, age-appropriate anti-doping materials will be developed and disseminated in local language. Post-activity quizzes and games will be used to evaluate the second phase of the project (prevention). In terms of project legacy, supporting continuous communication and information-sharing between ANAD experts and young athletes, a Facebook group will be created. The organizers also envisage a second evaluation (two-three months after the end of the project) to measure the mid-term impact of the initiative and estimate any needs for refresher courses. Project visibility will include posters, social media and website announcements. Moreover, the results of the research will be presented during annual ANAD events. 16

17 ASIA AND THE PACIFIC State Party: Fiji Title: Consultancy for Compliance with the International Convention against Doping in Sport and the World Anti-Doping Code Request n o : 1340 Amount requested: US$20,000 Date of approval: 22 November 2016 Responding to identified needs, Fiji s first project under the Fund aims at adopting a framework of regulations to ensure compliance with the World Anti-Doping Code and the UNESCO International Convention against Doping in Sport. Led by the Ministry of Youth and Sports, the initiative focuses on developing regulations supporting anti-doping legislation (under development). Currently, Fiji does not have an autonomous, legally established NADO sample collection and anti-doping education are conducted via a volunteer group, Drug Free Sports Fiji. External anti-doping experts (from Australia or New Zealand, Commonwealth countries with solid anti-doping frameworks and geographically close to Fiji) are needed to assist in drafting anti-doping regulations for, inter alia, education and training, codes of conduct, investigation, trafficking, whistleblowing. The selected consultant will review legislation, consult key stakeholders identified beforehand and progressively draft the regulations to lead to their final approval by national authorities. The consultant will engage regularly with the Solicitor General s office, a supervisory ministerial committee and a member of Fiji s Association of Sports and National Olympic Committee. While individual consultations will take into consideration the expertise of various entities (public authorities, representatives of the sport movement, professional associations, etc.), a one-day review by major stakeholders is also foreseen prior to the submission of final draft regulations to the Solicitor General s office. At the end of the project, anti-doping regulations in line with the Convention and the Code should be adopted, and a statutory NADO should be established. Project visibility will be ensured via press conferences, media releases and updates on the Ministry s social media channels and website. State Party: Democratic People s Republic of Korea Title: First Anti-Doping Education Program for Athletes, Coaches, Sport Officials, Physical Education Teachers and Sport Students Request n o : 1345 Amount requested: US$19,500 Date of approval: 22 November 2016 The first national project submitted by the Democratic People s Republic of Korea aims at providing anti-doping education to a wide array of sport-related groups (engaging up to 195 participants). In order to contribute to anti-doping knowledge-building, the National Anti-Doping Committee plans on organizing workshops and seminars tailored according to the learning 17

18 needs and profiles of each target group and facilitated by the Director of the South-East Asia Regional Anti-Doping Organization. A one-day workshop will be organized for (105) athletes, coaches and parents, followed by a one-day workshop for (40) PE teachers and sport students. Sport science and technical officials (30) will benefit from a three-day seminar, while (20) representatives of public authorities will attend a two-day training session. Two gold medalists will be invited to share their experience during the workshop dedicated to athletes and coaches, while a university teacher will present a model anti-doping lecture to PE teachers and sport students. Moreover, WADA materials (Teacher s Tool Kit, Coach s Tool Kit, Play True Quiz, DCO s Tool Kit), translated into Korean, will be distributed to all project participants. Contributing to the project s long-term impact and legacy, electronic materials (one multimedia DVD on the dangers of doping and two software programmes) will be also produced and disseminated. A questionnaire will be prepared and distributed to project participants in order to measure the success of the activities. The initiative will be publicized through the Oryun online platform and the sports paper Cheuyk Sinmun, alongside the distribution of (500) posters. State Party: Malaysia Title: Engaging Healthcare Professionals to Eliminate Inadvertent Doping in Sports: Study on Knowledge, Attitude and Practice and Structured Educational Programme Request n o : 1342 Amount requested: US$15,696 Date of approval: 22 November 2016 Benefitting from the engagement and expertize of various anti-doping stakeholders (public authorities, universities, representatives of the sport movement), Malaysia s third project focuses on inadvertent doping and targets healthcare professionals (doctors, pharmacists, nutritionists, physiotherapists, psychologists). This multipronged initiative includes research on doping knowledge, attitude and practice among healthcare specialists, the development of an athlete counselling algorithm (Identification, Intervention and Prevention/ I2P), the training of trainers, and a workshop based on the I2P algorithm. Firstly, pre-activity KAP questionnaires (developed by academicians) will be distributed to (400) healthcare professionals with an expected minimum response rate of 50%. After studying an anti-doping education package (developed by the research team), the same groups will receive a post-intervention questionnaire. In parallel, an athlete counselling algorithm, aiming at identifying an inadvertent doping vulnerability level will be developed by anti-doping experts and academicians. A oneday training course for trainers will be conducted to educate (10) facilitators who will, in turn, give a three-day workshop for (60) healthcare professionals (selected according to their scores at KAP questionnaires). The workshop will comprise lectures, case studies and presentations focusing on doping aspects related to the roles of healthcare specialists. Moreover, participants will be able to test the I2P algorithm on (60) athletes. To prepare the workshop, several databases including information related to doping cases, supplements used in sports, emergency cases in sport will be compiled. The initiative s visibility will be ensured through press conferences, media coverage (TV, radio), and online updates on the social media channels and websites of the project s partners. 18

19 State Party: Mongolia Title: Strengthening the Institutional Capacity of the Mongolian NADO Request n o : 1343 Amount requested: US$16,078 Date of approval: 22 November 2016 Building on the achievements of previous projects under the Fund, Mongolia s third national initiative aims at strengthening the capacity of the National Anti-Doping Organization. The project responds to identified needs and gaps regarding resources, both in terms of trained staff and of updated anti-doping education materials. It is expected that a National Anti-Doping Code (drafted in the framework of Mongolia s second project) will enter into force in In order to support the NADO put it into practice, (three) different training courses will be organized. Firstly, a one-day training, run by an international expert (recommended by the Regional Anti-Doping Organization of Central Asia), will be organized for (20) Doping Control Officers. Secondly, as the NADO is planning on creating (two) subcommittees on Therapeutic Use Exemptions and Results Management, (two) training courses will be organized for newly appointed members (five for each sub-committee, selected among doctors, lawyers, former athletes or coaches). In order to equip the NADO with updated, accurate anti-doping materials, the organizers also plan on translating (into Mongolian) the 2015 World Anti-Doping Code (and its standards), as well as WADA s guidelines for DCOs, TUE and Results Management. Questionnaires will be used to evaluate the training courses; a separate questionnaire will be prepared for NADO members, assessing the overall impact of the project in strengthening the NADO s capacity. Project activities will be publicized through press releases, a press conference, as well as TV announcements and online updates on media portals. State Party: Uzbekistan Title: Raising Awareness on Anti-Doping in Sports through Learning Materials and Capacity- Building Activities Request n o : 1326 Amount requested: US$18,765 Date of approval: 29 April 2016 Uzbekistan s first national project aimed at raising anti-doping awareness among athletes, coaches, and public authorities through various educational activities. Firstly, an anti-doping training manual was elaborated by a group of (seven) scholars from the State Institute of Physical Culture; based on existing WADA materials (in Russian), it includes information on the history of doping, UNESCO s Convention and WADA s role, doping control, as well as preventive measures. Secondly, a three-day national training of trainers (TOT) was organized in the country s capital, targeting 100 representatives of Olympic reserve colleges, ministries, the NOC, and national sport associations. Facilitated by (four) experts, the TOT combined lectures, group-work, and case study discussions on rights and responsibilities, international standard documents, and the consequences of doping. A RADO representative and (four) famous 19

20 athletes were invited to share their experience. Subsequent to this activity, (45) participants (three from each Olympic reserve college) were charged with the implementation of (120) twoday training sessions targeting 5,500 students and 500 teachers/coaches in 15 Olympic reserve colleges. To support delivery, a pilot anti-doping module will be integrated in the curriculum of these 15 colleges. Finally, a dedicated anti-doping website will be developed and coordinated by the State Institute of Physical Culture. 20
