February Balance Statement (Attachments A and B) The February Balance Sheet (Attachment A) is provided in order to continually share the financial status of the North Coast Section, CIF. Questions may be addressed to section staff at the meeting. The document is shared as information only. All monthly balance sheets are posted on the NCS website under Finance. Attachment B is a nine-year comparison of various points during the year in order to give a better picture of how one year compares to another. B. Report on Fall Championship Income/Expense (Attachment C will be provided at the meeting) Report on the Income, Expense, and other possible information concerning the NCS Fall and Winter Championships C Proposed Budget (Attachment D and E) Motion to support the proposed budget Motion: Henri Sarlatte, Rancho Cotate Second: Ty Yanez, Ukiah Motion supported unanimously The board will review the budget recommendations by the Executive Committee for the school year. INCOME ANALYSIS 1. Line 3 reflects the Fund Balance as approved at the January 24, 2017 Board of Managers, less the PERS retirement liability. The Fund Balance varies on a yearly basis based on the previous year s actual budget numbers and if possible will be updated for the fall BOM based on the conclusion of the audit. The amount is mirrored under Expenses, Line The budget draft includes 100% of the normal dues collected from each NCS member school with a 3% increase in dues from the school year plus $50 per school for inclusion of CIF Home, $25 increase from (Income: line 4) 3. Championship income is projected to be over 1.4 million, approximately the three-year average (Income: line 5). Ticket prices and entry fees will remain the same. 4. Sales, Marketing & Promotion reflects the current sponsorship contracts which will also be in force during the school year. There is a slight increase based on a recently negotiated ball sponsorship agreement. 5. CIF Marketing reflects current agreements. The CIF is currently revising the CIF Marketing Plan. More information will be presented to Sections as the new plan is put into place. 6. Remaining budget income numbers reflect similar numbers to the school year. EXPENSES 1. Salaries (Expenses: Line 3) reflect the following: Adjusted salaries based on the current salary scale with step increases. Lines 54 and 55 provide funds for any retroactive/future increases in salaries based on the 2017 salary survey which will not be completed until May. 2. Salary Benefits (Expenses: Line 16) reflects benefits offered over the past 20 years, increases in health care costs below the NCS medical cap and compliance with all state and federal laws. One new employee and one current employee have selected the NCS health plan, employees not included last year. NCS is projecting a 12% increase in the Kaiser rate but the majority of the increased costs are the responsibility of the employees. Retiree benefits (Line 22) covers the lifetime benefits for 5.75 employees, but costs have actually decreased. 3. PERS Retirement contributions continue to increase. For the school year NCS is required to pay a Contribution Rate of 9.599% (Traditional employee)/6.908% (PEPRA employees) and an Employer Payment of Unfunded Liability of $97,183 (lump sum prepayment). 4. Section Championship expenses (line 24) reflects estimated expenses for the conduct of NCS Championships and costs of facility rentals, event security, management compensation, team transportation, awards and officials fees, adjusted based on the history of the championship expenses. 5. Line 39 provides $13,101 for partial CSADA reimbursement for the 2018 conference in San Francisco. 6. Line 43 includes the costs of CIF Home, less for the school year since under school dues Section staff is recommending that schools share 50% of the costs, $50 to each member school. 7. Line 45 includes NCS website maintenance at a cost of $3,000 and continued funds to promote Page 2 of 22

3 positive stories by NCS member schools and student-athletes, referred to as The Scoop. SPORTS INCOME/EXPENSE ANALYSIS 1. Income for Sports Income (Sports Income: lines 4-18) reflect the following: a. Maintain the current ticket structure, $10 for adults and $5 for senior citizens and children. b. Projected gate income. c. Collection of entry fees increased during the school year. 2. Expenses for each sport (Sports Expense: lines 21 35) reflect Section Championship expenses for the conduct of NCS Championships and costs of facility rentals, event security, management compensation, team transportation, awards and officials fees. Sports Advisory Committee A. 3-year Championship Calendar Attachment I and J Motion to instruct the NBL delegates to the NCS Board of Managers to vote to accept the school year championship calendar ONLY and to form an AD HOC Committee to examine way to shorten the seasons for the and school years. Motion: Henri Sarlatte, Rancho Cotate Second: Ty Yanez, Ukiah Consideration of the proposed three-year championships calendar. Attachment J is a proposal to establish a SAC sub-committee to review the calendars and develop calendar proposals based on criteria outlined in part B of the Attachment. Name of NCS Entity Presenting Proposal: WACC We especially direct this proposal to NCS member school principals/headmasters and very especially to superintendents and school board members who have little or no input to the NCS SAC. The question to answer is very simple. Do you want football and volleyball practice to begin every year in late July? Or where it has traditionally been in mid-august? This proposal is a: proposal to send the three-year calendar for the school years , and dated Last Updated: KS 2/28/17 to a subcommittee of the NCS Sports Advisory Committee for further discussion and specific action, described below. Description of the Proposal: A. Send the North Coast Section/Les Schwab Tires Championship Schedule, dated Last Updated: KS 2/28/17 back to a subcommittee of the NCS Sports Advisory Committee B. Leagues and the NCS shall follow this timeline 1. April 2017 leagues meet to discuss/review the proposed calendar and develop proposals to meet the guidelines listed in B2a. - B2c. 2. A Monday in May to be selected by the NCS staff (Monday is the traditional day of the week for SAC meetings) a subcommittee of the NCS Sports Advisory Committee, consisting of at least one member from each NCS member league, meets to develop calendar recommendations with the following guidelines. a) the earliest day practice may begin for all sports, including football and volleyball, in the Fall of the school year shall be on the Monday, 15 ½ weeks earlier than the weekend of the presently scheduled Division I-IV NCS Football Championship games. NOTE: these championship games are scheduled for November 23 and 24 so the 1st day of Fall practice for volleyball and football and all other Fall sports would be on Monday, August 13, 2018 rather than the presently-scheduled Monday, July 30 NOTE: all the other Fall sports, crosscountry, golf, soccer, tennis, and water polo are scheduled to start on August 13. b) The earliest day practice may begin in the winter of the school year shall be on the Monday, 3 ½ weeks earlier than the weekend of the presently scheduled Division I-IV NCS Football Championship games. NOTE: these championship games are scheduled for Page 5 of 22

6 November 23 and 24 so the 1st day of Winter practice would be on Monday, October 29, 2018 rather than the presently scheduled Monday, October 22 c) The earliest day practice may begin in the spring of the school year shall be on the Monday, 16 ½ weeks earlier than the weekend of the presently scheduled State Championship Track and Field Meet. NOTE: this track meet is scheduled for May 24th and 25th 2019 so the 1st day of Spring practice would be on Monday, February 4 rather than the presently-scheduled Monday, January Leagues review the subcommittee s recommendations between that Monday in May and the presently-scheduled August 28, 2017 NCS SAC meeting 4. The subcommittee s recommendations are presented as regular agenda items for discussion and action at the 8/28/17 NCS SAC meeting. 5. The SAC s calendar recommendations are presented as regular agenda items for discussion and action at the presently-scheduled October 3, 2017 NCS Board of Manager s meeting. Date of Requested Implementation: for immediate implementation. Rationale in Support of Proposal: What s happening? The state CIF, in the last decade or so, has added regional and statewide championships in badminton, football, golf, swimming, tennis, and volleyball and other sports. The state CIF, in the last decade or so, has expanded the scope of (added weeks to) regional championships in basketball and volleyball. (Regional and statewide championships in other sports [baseball, soccer, softball] are in the pipeline.) The state CIF, for the school year, has then moved its regional and state championship games earlier in the school calendar year, in some sports (basketball, volleyball) two weeks earlier. Please see California State Championships Playoff Calendar on the CIF website. The added regional playoffs, an additional week of those regional playoffs and two weeks of football bowl games, combined with an earlier school calendar start date of those playoffs, has forced the NCS staff to propose an untenable championship calendar, with some sports beginning in July, well before NCS schools are in session. Football, volleyball, basketball, and many other sports are beginning three weeks earlier in the school calendar year than they did a decade or so ago. Why this a problem? Is it educational athletics? Football and volleyball practice are scheduled to start on July 30, Schools are not yet in session. The median start date for the 12 WACC schools this school year was August 25, The six Mt. Diablo USD schools are scheduled to start on August 22, The seven Marin County public high schools are scheduled to start on August 23, The five West County high schools are scheduled to start on August 21, In other words, football and volleyball practice are starting over three weeks before school actually starts. Our high schools do not have the unilateral ability to change their district calendars; their school start dates will not change by more than a day or two. Our high schools do not have the unilateral ability to abrogate union contracts with grounds workers, clerical help, teaching staff, others. The first football game is scheduled for August 15, before any of the above schools are even in session. The second football game is scheduled for August 22, before most of the above schools are even in session. We will be conducting athletics before our principals, other administrative staff, athletic directors, trainers and support staff is even on campus. Administrators are not working in July, the practice start date for volleyball and football. Summer School is not over; grades are not in to check on eligibility; trainers are not working; registrars are not working. We re not aware of the specific union contracts in your NCS school districts but it s safe to say that they will have be to renegotiated or violated; this now becomes a legal issue and comes with legal liability. The process of clearing kids for athletic participation has become more complicated. There are many safety and logistical issues. The varsity level football and volleyball programs at the average NCS-member school will suffer as many student-athletes are on vacation or still in summer school. The non-varsity level programs in football and volleyball at the average NCS-member school will suffer as participation at those levels often doesn t begin until the first few weeks of school. Many students are not even registered for school in July; registrars are not back on campus. The mid-august traditional start dates for Fall sports have are already compromises; none of the 30 schools listed above will be in session What happened at the 2/27/17 NCS SAC meeting? There was general agreement that starting football and volleyball in July was not in the best interests of NCS-member schools. There was absolutely no agreement in what to do about it. The three proposals reviewed on 2/27/17 were all rejected. Several representatives suggested further discussions in an attempt to find solutions. Page 6 of 22

7 Are there easy answers? ABSOLUTELY NOT or we would not be having this discussion. Are there very difficult answers? Yes; here are some possible answers Eliminate all NCS-member school participation in regional and statewide championships and make the NCS the final level of competition Reduce NCS-member school participation in some but not all regional and statewide championships Reduce the number of weeks of NCS championships Reduce the numbers of teams or games in NCS championships Reduce the number of weeks allowed for season-of-sport competition in non-league and league play (the time between the earliest date practice may begin and the final date of competition other than NCS championships Reduce the maximum number of contests allowed in some sports Eliminate the 11 weeks to play 10 games protocol we have in football Whatever else creative SAC members can come up with Why are Winter and Spring sports affected The earlier season-of-sport start dates for Winter and Spring sports, again caused by a change in the CIF regional and statewide playoff dates, mean a greater overlap between Fall/Winter and Winter/Spring. Moving the Winter and Spring start dates a week later in the school calendar year reduces, but not eliminates, that overlap. Income and Expenses Related to Implementation: Any increased/decreased income or any increased/decreased expenses obviously depend on what is ultimately decided by the NCS Board in October. There is an unreimbursed cost to NCS-member schools in hosting NCS and regional playoffs; there is an unreimbursed cost to NCS-member schools in traveling to NCS and regional playoffs; there is a cost to the NCS in conducting playoffs, passed on to NCS-member schools; there is income that accrues to the NCS and the CIF in conducting playoffs, affecting the dues that NCS member schools pay as NCS-member schools pay NCS dues for their playoff participation. Income and expenses should be part of any discussion; however whilst income and expenses are important considerations, they should be secondary to the goal of educational athletics. B. Sport Divisions for (Enrollment based sports) Attachments K U Motion to adopt the developed divisions for the sports of soccer, golf, cross country, boys volleyball, wrestling, tennis and badminton. C. Bylaw 400 EJECTION POLICY (additional Q and A) Motion to support the addition of the additional Q & A for clarification EJECTION POLICY A. Coaches Review Content League commissioners shall have coaches review the content of the Ejection Policy for the coaches' respective sport at the end of the season meeting and make recommendations for change. The league commissioner will direct such recommendations to the NCS Sports Advisory Committee ("SAC"). The SAC will determine whether to forward recommendations to the Board of Managers for consideration. B. Coaches Responsibilities Coaches are responsible for determining the cause of ejection for any of their players and are responsible for enforcement of the Ejection Policy. Confusion over the cause for a player's ejection shall not be the basis for allowing a student who has been ejected under an applicable rule to avoid the sanctions required by the Ejection Policy (either prohibition from participation or forfeiture should a student who is in violation of the Ejection Policy play in a subsequent contest). C. Notice Every player and coach must read and sign a copy of the NCS Ejection Policy rule. The copies will be maintained by each school s administration. Each school s principal must send a statement to the league office prior to the first contest of the season verifying that all players and coaches for the respective season (fall, winter, and spring) have read and signed the NCS Ejection Policy rule. Additionally, each school s principal must verify to the league that any future additions to the roster of either players or coaches will also read and sign the NCS Ejection Policy rule prior to participating in an interscholastic contest. D. Penalties 1. These rules and minimum penalties are applicable to players and coaches during the time that contest officials have jurisdiction for the contest in accordance with National Page 7 of 22

8 Federation of sport governing body rules for the respective sport. a. Players Ejection of player from a contest for unsportsmanlike or dangerous conduct as defined in sport specific NCS Ejection Policy rules summaries. Penalty: The player shall be ineligible for the next contest the school actually participates (nonleague, league, invitational tournament, post-season {league, section or state} playoff, etc.). An additional penalty applies for any player ejected for fighting: Player(s) ejected for fighting shall complete the NFHS online sportsmanship course. The student may not participate until the course has been completed. A student who was ejected from his/her team s previous contest for dangerous or unsportsmanlike actions, shall not be allowed to dress in his/her team uniform, but will remain the responsibility of school personnel. Interpretation: The student will be held out of the school s next contest of the respective sport from which he/she was ejected even if it is the first contest of the next season. (Board of Managers 4/28/2015) b. Coaches Ejection of coaches, assistant coaches and/or coaching representatives for unsportsmanlike conduct as defined in sport specific NCS Ejection Policy rules summaries. Penalty: The coach, assistant coach and/or coaching representative will immediately remove themselves from their coaching responsibilities in accordance with National Federation or sport governing rules for the respective sport. The coach, assistant coach and/or coaching representative must leave the vicinity of the playing area immediately and is prohibited from any contact, direct or indirect, with the team players and other team personnel during the remainder of the game. If there is no other coaching representative who is certified by the school in accordance to CIF bylaw 506, the game shall be terminated and declared a forfeit. The offending coach s school will be credited with a loss and the opposing school shall be credited with a win. The ejected coach, assistant coach and/or coaching representative will be prohibited from coaching or attending the next interscholastic contest for that team or any other team in the same sport prior to serving the penalty. Coaches also must meet with their respective Athletic Director and/or School Administrator and complete the online NFHS Sportsmanship course, located at NFHSlearn.org. (Board of Managers 4/28/2015) Question: When a coach is ejected from a contest they are not allowed to coach in the next contest. Can the coach attend as a spectator and watch the contest? Answer: No, the coach may not be present at the contest. Failure to adhere to the spirit of the ejection policy and abide by the penalty of not being allowed to attend the next contest would result in a forfeit and the requirement of the coach to serve the required ejection at the next contest. Question: When a coach is ejected from a contest, they are not allowed to coach in the next contest at the same level. Can the coach attend another contest of a different level on the same day? Answer: No. The coach may not be present at another contest of a different level on the same day until the penalty is served. NOTE: A player ejected from a sub-varsity level contest must sit out ht next contest at that level. Additionally, if the player is moved up to the next level to participate, prior to serving the penalty, the player must sit-out the next game at the n ext level. The player will still need to sit-out at the sub-varsity if/when that player is moved back down. D. Additional playing dates for girls spring soccer Motion to adopt additional playing dates for Spring Soccer Championships. 9 Description of the Proposal: At present time, there is no definition of geographical area for determining where games are assigned for playoffs. Our proposal is to add a definition for geographical area in the Sport and General Ruling Handbook, rule 521H, Criteria for Determining Which Geographical Area Games Are Assigned. The CMC would therefore like to add a definition under rule 521H to read Geographical area is defined as any field in your designated league. F. Revision to 103H, penalty for violation of he NCS set starting date for practice Motion to instruct the NBL delegates to the NCS Board of Managers vote to support the adoption of the following revision to 103H, penalty for violation of the NCS set starting date for practice. A team which violates NCS Bylaws 101H (starting dates) and 202H (related to earliest day practice may begin) shall: a. Forfeit three more days of practice for every day than it gained by exceeding the earliest start date. Violations which are self-reported according to NCS 1103.B are subject to the above penalty, a minimum penalty. Leagues are NOT allowed to reduce the penalty. Violations that are not reported are subject to NCS 1103.C. b. If a school participates in scrimmages or games outside the approved season of sport the school shall: Forfeit an equal number of scrimmages/games as gained by violation of the earliest starting date according to 101H. Leagues are not allowed to reduce the penalty. Violations that are not selfreported are subject to NCS 1103.C. XI. Alignment Committee A. Adjustment of Constitution and General Bylaw 106.E. Motion to instruct the NBL delegates to the NCS Board of Managers vote to support the adjustment language in Alignment Bylaw 106.E., criteria that was actually altered in E. PROCESS FOR ALIGNMENT OF NEW MEMBER SCHOOLS INTO BASIC LEAGUES 1. Each new member school, upon initial acceptance for regular membership in the North Coast Section, shall be eligible for alignment into an appropriate NCS league provided it submits a written request for alignment no later than September 15 of the prior school year. 2. When the written request is received after the above date, the receiving league, by majority vote, may delay the alignment for one year if it can document a scheduling hardship. a. New member schools must meet the following minimum requirements in order to apply to the NCS Alignment Committee for initial basic league membership: 1) Membership in the NCS/CIF 2) Field a minimum of one (1) female gender and one (1) male gender varsity in team sports to be determined by each league in each of the fall, winter and spring seasons. 3) Have access to appropriate on or off-campus facilities for league and postseason play. 4) Have a budget to support the athletic program. 5) Have an identified administrator/athletic director responsible for athletics in place. 6) Principal or administrative designee attendance at league meetings. 7) Complete any league required Application and Checklist by October 15 prior to the ensuing NCS fall seasons of sport. The NCS Alignment Committee will review applications for league membership at its Winter meeting and approve or deny league placement. Once placed in a basic league, a member school will remain in that league until the completion of the alignment cycle. 3. The NCS Alignment Committee will place the school in a conference, then in a league within the assigned conference according to the established alignment criteria under NCS 106.B the geographically most proximate league that is composed of schools of similar enrollments, based upon the criteria stated above and the estimated enrollment of the school in the year that its first senior class is in attendance. a. The school may appeal the NCS Alignment Committee s placement by petitioning the NCS Executive for placement in a different league provided: 1) The school s location is geographically proximate to the schools of a the different league. 2) The placement does not negatively impact other schools of the geographically most proximate league, that is composed of schools of similar enrollments (as determined in the previous paragraph). a) Approval is granted from a majority of the schools of the different league, and Page 9 of 22

10 b) Approval is granted from a majority of the schools of the most geographically proximate league, that is composed of schools of similar enrollments (as determined in the previous paragraph). 4. APPEALS Appeal procedures are outlined in the Alignment Handbook. The Board of Managers will have final authority on league placement. B. Suggested Mid-cycle Adjustment of the Marin-Sonoma-Mendocino Conference Alignment Calendar Motion to instruct the NBL delegates to the NCS Board of Managers vote to adopt the following timeline to place new school members for the start of the school year, the completion of the Alignment Cycle. April 2017 The NCS Commissioner will immediately forward proposed league alignment of the conference to the conference schools, including mileage and any competitive data available. Leagues will discuss the proposed alignment at their spring meetings. Late April/Early May 2017 Any affected conference(s) will conduct a Conference League Alignment Workshop to discuss mid-cycle league alignment, consider all proposals and develop recommendations for basic league alignment. August 2017 Any affected conference(s) will conduct a Conference League Alignment Meeting where principals and/or acting principals will vote on mid-cycle league alignment proposals and forward to the Alignment Committee following all NCS alignment guidelines. August 24, 2017 Alignment Committee will review conference recommendations and conduct the business of alignment of the section. The Alignment Committee will forward an approved proposal to the Board of Managers for consideration at the next regular meeting. September 2017 Conference/league recommendations may be appealed to the Alignment Committee by any conference member school or the NCS Commissioner of Athletics. Alignment Committee will conduct any appeals concerning conference alignment. The Alignment Committee will forward all proposals approved by either the Conference members or Alignment Committee an approved proposal to the Board of Managers for consideration at the next regular meeting. October 2017 Alignment Committee will review with the NCS Board of Managers the mid-cycle alignment proposal and the Board of Managers will vote to accept any proposal that the Board believes best meets the alignment criteria of league placement. Action taken by the NCS Board of Managers is final. C. Conference/League Membership of Credo High School in the CMC Conference and NCL II Motion to place Credo High School, a non-league affiliate, in the North Central League II, starting with the school year. D. Report by the Alignment Chair regarding cross league scheduling The Alignment Committee Chair, Richard Graey, will report on the most recent meetings of the Alignment Committee. a. SUPPLEMENTAL CROSS-LEAGUE SCHEDULING B. CRITERIA FOR ADDRESSING CASES OF SINGLE SPORT COMPETITIVE INEQUITY a. Description and identification of a team that has established a single sport program that stands well above other teams in the assigned league. Teams of single sports in a league may be recognized as qualifiers for Supplemental Cross-League Scheduling when the sport has demonstrated a competitive dominance in a specific sport. b. Criteria for identifying a single sport as a candidate for Supplemental Cross-League Scheduling i. Only a varsity team may be identified as a candidate for consideration. ii. The team shall have demonstrated competitive success that required the team to be moved to a higher division based on the competitive equity model during Page 10 of 22

11 the last three years; AND iii. The team shall have achieved a vast majority of its contests against league member schools by excessive margins of victory; AND iv. The team has established the sport as a highly competitive team within Northern California post-season competition; AND v. The levels of competition in the single sport are greater than the number of levels of competition offered by other schools in the league. C. PROCESS FOR IDENTIFICATION OF TEAMS THAT ARE RECOGNIZED AS CANDIDATES FOR SUPPLEMENTAL CROSS-LEAGUE SCHEDULING a. At the completion of each sport season, schools may petition their league for consideration as a single sport worthy of consideration as a Supplemental Cross- League Schedule; AND/OR b. At the completion of each sport season, schools within a league may ask that a member league school be recognized as a single sport worthy of consideration as a Supplemental Cross- League Schedule; AND c. A majority of the league s member schools that participate in the sport must vote in support of such consideration. D. PROCESS FOR LEAGUE PLACEMENT OF TEAMS THAT ARE RECOGNIZED AS CANDIDATES FOR SUPPLEMENTAL CROSS-LEAGUE SCHEDULING a. Request to be placed in a different league. i. The parent league is responsible for seeking placement of the approved recognized candidate for supplemental cross-league scheduling. ii. The parent league must seek permission from a league within the conference to accept the school recognized as an approved candidate for supplemental cross-league scheduling. iii. Criteria for seeking placement is: 1. Has the team under consideration proven an ability to compete with the teams within the appointed league; 2. Does the appointed league schools specific sport program offer a similar number of sub-varsity levels; 3. Does placement of the team in the appointed league create a similar competitive inequity in the league if approved. b. If the selected league within the conference approves the request, then the parent league would request that the Alignment Committee approve the agreed placement of the approved recognized supplemental cross-league candidate. c. If the selected league does not support the addition of the approved candidate for supplemental cross-league scheduling, then the parent league can make a request of another league within the conference using the criteria under C. a. i-iii, d. If the second league rejects the addition of the approved candidate for supplemental cross-league scheduling, then the parent league can do one of the following: i. Appeal to the Alignment Committee the denial by either league, asking the Alignment Committee to consider placement of the school, outlining the criteria for consideration; OR ii. Seek permission from a league outside the parent league s conference to a conference that borders the parent league s conference. 1. If the league outside the parent league s conference does not support the request then the parent league may appeal to the Alignment Committee, asking that the Alignment Committee consider placement of the school, outlining the criteria for consideration. e. The Alignment Committee will consider the league s request at its next regularly scheduled meeting, or may schedule a special meeting, to consider the league request. The following will apply: i. The committee will review the merits of the recommendation based on the original criteria for consideration within the league, making a determination if the original league action was appropriate. ii. The committee shall provide an opportunity for the recommending league, and affected league, to attend the meeting and address the committee on the proposed action. iii. If the committee believes the league has correctly identified a worthy candidate for Supplemental Cross-League Scheduling, then the committee will determine if the recommended placement of the league recommendation is appropriate taking into consideration the following: Page 11 of 22

12 1. Has the team under consideration proven an ability to compete with the teams within the appointed league; 2. Does the appointed league schools specific sport program offer a similar number of sub-varsity levels; 3. Does placement of the team in the appointed league create a similar competitive inequity in the league if approved; f. The Board of Managers shall have final authority for approval of any decision of the Alignment Committee to approve placement of a school in a Supplemental Cross- League Schedule. XII. Eligibility Committee A. NCS/CIF Eligibility data for the school year. Attachment V, W, and X B. Report by the Eligibility Committee XIII. XIV Sportsmanship Committee A. Report on the activities of the Sportsmanship Committee by a representative of this committee. CIF Items A. CIF Budget (Attachment Y) Motion to allow delegates to evaluate and vote accordingly concerning the CIF Proposed Budget for the school year. Proposal Summary: The proposed budget previously approved by the Executive Committee included a 4% salary increase. The Economic Viability Committee (EVC) has recommended a 5% increase be considered. On February 22, 2017 the Executive Committee voted 9-0 to approve the EVC recommendation of a 5% salary increase. Fiscal Impact of Change: $13,587 Based upon the updated Marketing revenue and expenses with OMS partnership ($22K net increase) now included, a 5% salary increase would leave a projected end of year surplus of $57,285 an increase of $8,413 from the prior projected surplus. B. CIF Executive Committee Nominations (Attachment Z) Motion to recommend to the Board of Managers that the NCS representatives to the Federated Council support the nomination of Vicki Ballard, and allow delegates to determine which other candidates to support for election of the CIF Executive Committee starting in the school year. C. Addition of Competitive Cheer as a CIF approved sport Motion to instruct delegates to support the addition of Competitive Cheer as a CIF Approved Sport. It is expected that this item will pass at the April 7, 2017 CIF Federated Council meeting. Section representatives have been very supportive. The addition of a new approved sport always presents some challenges. Since such activities may not have been required to follow the CIF, NCS and/or league rules, there can be a steep learning curve. To help clarify: Traditional Sport Cheer No season of sport. May take place fall, winter or spring Most CIF apply, such as CIF 200, eligibility rules and who may participate, transfer rules, eight semesters, academic eligibility, 300, School Regulations, most 500 rules, such as supervision, coaching, physical examination, concussion, Sunday competition, practice restrictions per week, day, 510, 800 series, 900 and rules governing ineligible student-athletes participating in scrimmages and/or competitions. Sideline cheer, not included in this bylaw, becomes a Traditional Sport Cheer team if they compete in any competition, and prior to the competition must adhere to all CIF rules that apply to Traditional Sport Cheer. Coaches must be certified according to CIF 22.B.9 Other CIF rules may not apply. Examples are CIF 600, Outside Competition, 700, Sanctioned Events. Season of sport is spring. All CIF rules apply. Since application of CIF rules to the is new sport are still under review any clarification above is subject to Page 12 of 22

13 adjustment by the State CIF Executive Committee or Federated Council. Attachment AA D. CIF Regional and State Competitive Equity Playoffs in Selected Sports (Attachment BB) Motion to instruct delegates to support the proposal to adopt a competitive equity playoff model in the sports of volleyball, basketball and soccer in CIF Championships. Motion: Henri Sarlatte Second: Gordon Oslund Motion to approve supported unanimously The committee reviewed the proposal to adopt a similar competitive equity playoff as used in football for the sports of volleyball, basketball and soccer. Type: Bylaw Revision Next: April 7, 2017 Action Item Proposal: Revise Bylaws , 2903 for Regional and State Playoff Entry for Basketball, Soccer and Volleyball to a Competitive Model. Background: The 21 st Century educational model of school choice and state mandated open enrollment has made a considerable impact in the athletic arena. Significant amounts of data validate that enrollment no longer plays the determining factor on a schools competitive level or ability of their athletic teams. The majority of schools (1,170) in the state participate in their local Section playoffs using various competitive playoff models. Competitive placement models were used in the 2015 State Football Bowl Championships and in the Southern California Regional and State Championship section entries for Basketball, Soccer and Volleyball during the school year. Sections still determine their own criteria for placement and seeding of schools within their local playoff system. BASKETBALL RULE 1606 STATE CHAMPIONSHIP DIVISION PLACEMENT OF SCHOOLS would be eliminated and replaced with the following: Boys and girls regional and state championships will be held following the completion of Section playoffs. The CIF Seeding Committee will determine the divisional placement of the Section entries for their respective regional tournament. Note: Sections still determine their own criteria for placement and seeding of schools within their local playoff system. REGIONAL SOCCER RULE 2401 FOR REGIONAL CHAMPIONSHIPS would be eliminated and replaced with the following: Boys and girls regional championships will be held following the completion of Section playoffs. The CIF Seeding Committee will determine the divisional placement of the Section entries for their respective regional tournament. Note: Sections still determine their own criteria for placement and seeding of schools within their local playoff system. VOLLEYBALL RULE 2902 GIRLS STATE CHAMPIONSHIP DIVISIONAL PLACEMENT OF SCHOOLS would be eliminated and replaced with the following: Girls regional and state championships will be held following the completion of Section playoffs. The CIF Seeding Committee will determine the divisional placement of the Section entries for their respective regional tournament. Note: Sections still determine their own criteria for placement and seeding of schools within their local playoff system. VOLLEYBALL RULE 2903 BOYS STATE CHAMPIONSHIP DIVISIONAL PLACEMENT OF SCHOOLS would be eliminated and replaced with the following: Boys regional and state championships will be held following the completion of Section playoffs. The CIF Seeding Committee will determine the divisional placement of the Section entries for their respective regional tournament. Note: Sections still determine their own criteria for placement and seeding of schools within their local playoff system. E. Uniform Penalty for Lack of Administrative Oversight CIF member schools will consider a uniform penalty for omissions or errors by adults that ultimately impact student-athletes. The Federated Council will review the proposed uniform penalty for input and possible revision. Type: Bylaw Revision Next: 1/27/2017 Federated Council First Reading Summary: Concerns continue to be expressed that students, schools and tams are being penalized for errors or omissions by school officials, adults, which cause student to be come ineligible and/ or forfeiture of contests and/or elimination or prohibition from section playoffs. There is currently no uniformity in penalties for these types of school officials errors or omissions. Subsequently, a school in one section forfeits contests and is prohibited from the playoffs while a school in another section pays a financial penalty and faces probation for the adult with no playoff prohibition that impact the participating students and team. 14 In many instances, if the paperwork had been submitted correctly, without these errors by school officials, intentional or unintentional, would have allowed the student to be eligible or the team to be qualified for the playoffs as no other violations occurred. Some CIF Section penalties have been viewed and called excessive by court judges. On numerous occasions California Legislators have become involved as they receive complaints from their constituents that have included school leaders and school board members. The public perception of these types of adult errors and omissions and the subsequent penalties of the teams and students is that the punishment far exceeds the crime. The April 8, 2016 Federated Council Roundtable discussion gave input and direction to the CIF State Office to work with the Commissioners Committee to develop a uniformed proposal for consideration. Fiscal Impact: Each year, legal counsel is involved in cases where school officials errors have led to significant legal fees in preparation for anticipated lawsuits regarding section penalties. Background: A major area identified by the Governance Task Force ( ) was that the CIF needed to address adult errors and omissions that led to disqualification of students and teams. After almost three years of discussions, the Task Force forwarded a proposal for consideration that included a progressive 3-step penalty process. Federated Council vote: 64 71, motion failed. 503.B.1 Uniformed Administrative Oversight Penalty In the case where it is determined by the CIF Section that an ineligible student competed due to the failure of the school administration to submit proper CIF Section transfer eligibility application or forms which would have, had it been submitted in a timely manner and reviewed by the section, would otherwise have been granted immediate eligibility in that sport(s) in which the student participated prior to the appropriate paperwork being submitted. First Offense a. The school will forfeit only the initial game won or tied, regardless of the number of contests in which the ineligible student participated. b. The school will submit to the CIF Section a corrective action plan approved by the principal and the superintendent. c. The school will submit a report at the conclusion of the school year on the actions and corrections made under the action plan. Second Offense a. The school will forfeit only the initial game won or tied, regardless of the number of contests in which the ineligible student participated. b. The school will submit to the CIF Section a corrective action plan approved by the principal and the superintendent. c. The school will submit a report at the conclusion of the school year on the actions and corrections made under the action plan. d. The school will be prohibited from hosting its first hone playoff game in the sport where the forfeiture was applied. F. Athletically Motivated Transfers Bylaws 206, 207, 510 and 1100 (Attachment DD) Motion to instruct delegates to vote no on the proposed revision of bylaws concerning athletic motivation.
