2 10:00 am, January 5, 2015 Robert W. Hughes FHSAA Building Gainesville, FL 2015 Minutes Florida High School Athletic Association Football Advisory Committee Meeting 1. Welcome and Procedures a. Mr. Damon started the meeting at 10 with introductions. b. The meeting consisted of: Craig Damon, Stephen Field, Mike Rumph, Jarrod Hickman, Bill Kramer, Demetric Jackson, Sammy Sirianni, Bob McKinney, Blaise Winter, Barry Klees, Justin Harrison, Denarvise Thornton, Natalie Strappy, Meghan Accorsi, and Janelle Durbin. c. Robert s Rule of Order was used to conduct the meeting. d. Eligibility and compliance (Mr. Thornton & Mrs. Strappy): i. E & C will get addresses of the committee from Mr. Damon so they can send a link to a Webinar for the coaches to ask questions/concerns ii. E & C asked the committee s reactions to share their thoughts on improper contact/impermissible benefits with the example: proper to take middle school football game video on high school football Hudl account 1. Committee felt it is improper 2. They also discussed the issues with social media and recruiting/scouting procedures, and if new rules should be mandated because of prevalent social media use nowadays. e. Mr. Harrison: i. Sportsmanship: number of ejections decreased 1. Mr. Damon shared a coach asked about shaking hands before the game due to tempers/issues a. Reaction: could be an issue because too riled up before the game 2. Feedback on ejections 3. Officials evaluation forms a. Penalty for refs? Mr. Harrison said they are held to the same standard as coaches b. Refs fined/sit out games c. Send issues to FHSAA d. Mr. Kramer suggested using a Likert scale to evaluate refs after every game e. The committee wants to see coaches rank officials for the playoffs f. Make it a requirement to evaluate refs when submitting scores? g. 3 rd party assessment with no involvement in the game h. Better communication between coaches and refs i. Broward Football Officials has a system in place with the identification information of their officials 4. Suggestion to allow for reclassifying for all sports but not for football a. Geographic location b. Increased fee for dropping games c. Announce status before district planning meeting? d. Sign contracts so they have to play the games 2. Selection of Chairperson: a. Mr. Kramer nominated Mr. Sirianni

Motion approved Review of 2014 Football Advisory Committee Minutes a. Mr. Kramer motioned b. Mr. Jackson seconded c. Motion approved Review of 2014 State Championships (Orlando) a. Mr. Damon: overview of last year s championship at the Citrus Bowl i. Mr. Damon: facility is 1000x better, overall success ii. Committee wants to have camps/clinics to send crews for spring football to evaluate crews iii. Mr. Rumph: commented how quickly after the game they were required to leave the field. Mr. Damon said this would be fixed, as well as the time they have in the locker room iv. How early to start the first game? 1. One at 12, one at 7 2. Extra 20 minutes to warm up v. Game was not on TV 6. NFHA Playoff Game Stats & Rules Survey a. ADs sent stats in b. Mr. Damon: January 23 rd heading to Indiana for NFHS Rules Committee Meeting 7. FACA Recommendations a. No changes/discussion 8. Submitted Agenda Items a. Action Items i. Mr. Kramer- SEL numbers: limit number of guys dressed for playoffs 1. FHSAA requires district entry list a. No limit to number on list b. Gives JV incentives because they can dress for playoffs c. Motion to approve agenda A1 i. Mr. Hickman, seconded by Mr. Fields ii. 7-0 to approve ii. Mr. Kramer- Classification Appeals: reclassify in everything but football 1. No circumstance can football move down 2. Kramer withdraws b. Discussion Items i. Mr. Damon - Use of 7 man crews: at least once during the season before getting to the playoffs 1. Committee supported the idea, some already do this ii. Mr. Damon - ECO & 25 Second Clock 1. The committee members discussed the game and 25 second clock and what rules are in place with regards to the officials that run it. Mr. Harrison clarified that both clocks are run by officials that are part of the 7 man crew.
4 9. Open Agenda (Discussion Only) a. Spring football i. Kids are offered scholarships in May, need spring football to get into college ii. Blaze: doesn t want to eliminate spring football because it helps players iii. Mr. Hickman: If change is necessary, cut it back to 15 days iv. The Committee felt they teach fundamentals in the spring- no game planning v. Mr. Kramer: does not want more time in the fall because the season is long if going to the playoffs vi. Most coaches were against a cut in tackle time because proper practice leads to less injuries b. 7v7 (Aero) i. Regional qualifier should be in June to not take away from other sports ii. Going to 7v7 tournaments and wearing your school s helmet cannot wear schools helmets 10. Adjournment a. Mr. Jackson made motion to adjourn b. Mr. Kramer seconded c. 7-0 to approve the motion
5 2015 Football Advisory Committee Meeting Agenda Item (Action item) (Please only one item per page. Duplicate form if necessary) Item: Limited number of football players on official State Entry List Background Information: Football is limited to 60 players on the State Entry List. This list is required to be submitted to the FHSAA one week before the playoffs begin. Schools are charged $50.00 for each entry list change. Recommendation: The FHSAA should permit up to 80 players on the State entry list for football, however only 60 of those 80 players would be eligible to players will dress for any one game. Players can then be changed in the event of injury, discipline issues, grade issues, or schedule conflicts during the holidays without the school having to pay a $50.00 per player entry list change each time a change is made. Rationale: The $50.00 fee for making a roster change is prohibitive. Further, there are other sports that are allowed to rosters and lineup changes without a fee; flag football and track and field among others. Alternatives: No fee for roster changes. 8 Why do our smaller classes and larger classes need change from our current system? Small Schools No District Schedule: Allows teams to control travel cost and competition during the regular season SAFETY! You schedule who you want, who you feel best fits your kids and program goals. Allows for a true champion to be crowned Creates excitement Allows Schools to schedule who they want during the regular season Allows teams an opportunity to make the playoffs on an equal playing field Adds some excitement to the end of season (seeding) (Press conference to announce in FHSAA office) Create a seeding committee that will compile raw data to seed Makes 8 regular season games count Larger Classes- 4 Champions/4 Wild card teams- District schedule Unfair for smaller districts to gain entry into the playoffs Penalizes a tough district with 3 or more teams that are deserving a playoff berth vs a weaker district who gets two average teams in Stops all of the jockeying for district reassignment Allows for a true champion to be crowned Creates excitement Allows teams an opportunity to make the playoffs on an equal playing field Adds some excitement to the end of season (seeding) (Press conference to announce in FHSAA office) Create a seeding committee that will compile raw data to seed Makes 8 regular season games count Concerns: Forfeited games Weather forces early ending to a game (when is it counted as final?) Can schools find 10 regular season games? Out of state games
9 Division 2 Championships (Smaller Classes) 4 REGIONS IN EACH CLASS 8 TEAMS FROM EACH REGION MAKE THE STATE SERIES (1A Rural 4 teams in each region) SEEDED FOR PLAYOFFS 32 TEAMS (1A rural 16 teams) 5 ROUNDS (1A Rural 4 rounds) NO REGION SCHEDULE REQUIRED YOU SCHEDULE YOUR OWN 10 GAMES HOW DOES MY TEAM GET IN THE PLAYOFFS? Each team will receive a points each week based on the following: 4 points for a win in your own class or below 5 points for a win against a team in a larger class 2 point for a loss against a larger class 1 point for each of your opponents earned wins (all games played that season through week 11) Which games count? Starting from week 11 and counting back 8 of your games will count for seeding purposes. (Leaves wiggle room for cancellations for weather) What if our point total after week 10 is tied with other schools? Win-loss percentage. If teams have the same record, the next tiebreaker is how the teams did head-tohead. If the tie still can t be broken, it will come down to number of wins against teams from larger classifications. If teams are tied through record, head-to-head and wins against larger schools, it could come down to margin of points over 10 regular-season games, with a maximum of 21 in each. Coin toss
10 First 3 rounds: Regional Championships 1 Seed will host 8 Seed 2 seed will host 7 seed 3 seed will host 6 seed 4 seed will host 5 seed Round 4- host will be based on point system Region 1 vs Region 2 Region 3 vs Region 4 Round 5- State Championship Each school will have the option to be placed into a higher class with districts and participate in District play if they feel they can t find 10 regular season games on their own.

Duplicate form if necessary) Discussion Item: Mandating preseason and regular season physical contact times Background Information: Currently there is no mandate with regards to the amount of full contact each team can participate in for practice. Duplicate form if necessary) Item: Officials training scrimmages Background Information: Currently each association holds their own trainings and does them sporadically over the years. Many schools have started contacting the associations to have them so they can play each other. Recommendation: pre kickoff classic week in the fall charge each participating team $ to participate. Set up by FHSAA. No less than 4 teams at one site (jamboree). Fee would go towards official training needs and the goal would be to train officials, coaches and players.
