4 GENERAL RULES AND REGULATIONS The following regulations will apply to ALL qualification and provincial tournaments under the jurisdiction of School Sports Newfoundland and Labrador (SSNL). Please consult the technical standards which follow for specific sport rules. 1. All sports will follow the provincial sport organization playing rules unless otherwise noted in the SSNL Technical Standards. 2. No player will be permitted to play wearing a cast made of plaster, fibreglass or any other material considered dangerous by the referee. 3. SSNL has instituted a maximum point spread to be used in tie breaking situations and to promote SSNL ideals of sportsmanship. All games should be recorded and reported using only the maximum point spread as set out in the technical standards. In the tie-breaking procedure, the goal/point spread must credit all the points for the losing team (eg 9-2, not 7-0) 4. There is a no fighting policy in all SSNL events. Any reported violation may result in an automatic and immediate 1 year suspension form all SSNL activities. 5. Teacher-sponsors must be on the bench at all times. Games do not start without the teacher-sponsor. If the teacher-sponsor is not on the bench 10 minutes after the scheduled start time, the team without the essential personnel will lose the game by default. 6. SSNL game referees are to be instructed to remain on the floor after the game to sign the score sheet and participate in a show of sportsmanship. 7. PROTESTS: In all SSNL tournament, the convenor must have a protest committee in place. This committee should consist of: a. Convenor, if not coaching b. SSNL representative c. Official Assigner/Head Official If the convenor is coaching, he/she should appoint an independent person to sit as the host committee representative. All protests MUST be presented in writing within 20 minute after the game in question has ended. A ruling will be made by the committee prior to the next scheduled game being started. Any protest submitted must be accompanied by a $50 protest fee. The fee is refundable if the protest is upheld. If the protest is denied, the protest fee goes to the host committee. 8. Coaches are not permitted to change rules at the coaches meeting or at any other time by consensus vote. If it happens, they will be informed by the SSNL 4

5 representative that the tournament is void. 9. The use of unauthorized video replays is banned from SSNL events as a measure of officiating. 10. Game officials MUST provide written reports to the convenor for all major rule infractions. 11. At least one member of the coaching staff for each team MUST complete the free schoolcoach.ca concussion course in order to be eligible for SSNL competitions. 12. Each sport has scheduling guidelines. The maximum number of games scheduled refers to games where a particular team is scheduled and does not include non-scheduled games such as semi-final or championship games. 13. An athlete will not be permitted to play on both the male and female team in the same sport. 14. An athlete will not be permitted to play for more than one school in the same sport in the same year. 5

6 BADMINTON EVENTS Provincial Team Champions shall be declared. Provincial Individual Event Champion shall be declared in: 1. Girls Singles 2. Boys Singles 3. Girls Doubles 4. Boys Doubles 5. Mixed Doubles ENTRIES 1. A player may play in both the team and individual championships providing he/she qualifies for both. 2. A player may play in a maximum of 2 individual events in which he/she qualifies. In qualification tournaments, each region will determine the number of entries per school permitted. 3. A doubles team losing one of its members through injury will be permitted to replace that player in order to compete in the provincial individual championships. 4. Teams that consist of less than 4 male and 4 female players automatically default a match in the team competition. 5. A host team will be permitted to enter in the individual and team competitions as the host. 6. Team members already at the provincial competition may be permitted to enter the individual events if the individual winner from their regional competition is absent. TEAM COMPOSITION Minimum Maximum 4 male and 4 female (see note 4 above) 6 male and 6 female PLAYING FACILITY Floor: Non-slippery surface. Area around court: Ends of the court should be at least 4 feet from the wall and sidelines 3 feet from the wall. There should be 3 feet between the sidelines of adjacent courts. Walls: Walls should be dark in color and free of any dark projections in order to see the shuttle. 6

7 Ceiling: Minimum 24 feet in height. Lighting: Should not cause glare and shuttle should not disappear into lights. SAFETY STANDARDS 1. Area surrounding the court should be as stated under the playing facility. 2. Spectators should not be allowed on the sides or ends of the court. 3. Walls should be free of projections. 4. Floor should be clean. 5. Goggles are mandatory for males and females in the mixed double event. OFFICIALS Referee: to be appointed by the convenor Umpire: necessary for finals only. If athletes cannot agree on whether the shuttle is in play or out or play, the convenor will be notified, a re-serve will occur and the convenor will appoint an umpire from that point non for that match. Linesman: necessary for finals only Scorer: assigned to each court to keep score TEAM COMPETITION (to be played first) 1. Less than 7 teams: round robin 7 or more teams: 2 divisions with cross-overs and finals 2. Group of 5 matches (an encounter) a. Each team shall play 5 matches against each as follows: i. 1 boys singles ii. 1 girls singles iii. 1 boys doubles iv. 1 girls doubles v. 1 mixed doubles b. A match is 2 out of 3 games. Each game is 21 points. c. To win an encounter, a team must win a minimum of 3 out of 5 matches. All matches in an encounter must be played unless defaulted due to injury. d. A defaulted match will be scored 0-21, For each encounter: a. The coach must nominate his/her team 30 minutes prior to the start of the encounter. Both coaches in an encounter must submit their teams independently without knowing the other team s lineup. b. The coach may nominate any player to fill any position on his/her team. c. A player may only participate in 1 event. 7

8 INDIVIDUAL COMPETITION 1. Individual champion shall be declared utilizing a single elimination draw system, single round robin or double knock out. 2. The draw for each event shall be conducted during the coaches meeting. 3. The seeding of players for the individual draw will take place at the coaches meeting following the Friday team competition. Any individual from a region that was not in the team event will only receive a seeded position if Badminton Newfoundland and Labrador rankings are available. 4. All other entries shall be placed from the top to bottom by random draw. 5. The order of play shall be: girls/boys singles, girls/boys doubles, mixed doubles. 6. Finals shall be played at the conclusion of the mixed doubles. PLAYING RULES 1. Rules as authorized by the Canadian Badminton Association in effect at all times. 2. The playing dress code shall be whites or the official school colours. In doubles, both players must wear white or their official school colours. TIE-BREAKING PROCEDURE (TEAM EVENT) Two-way ties: The team that won the encounter between the 2 teams that are tied shall be awarded the higher standards. Three-way ties: If at any point, 1, 2, or 3 below, reduces the tie to a 2 way tie, then the 2 way tie breaking procedure will be in effect. 1. The team winning the most matches among only the 3 tied teams shall be placed higher. 2. Should 1) fail, then the team winning the most games among only the 3 tied teams shall be placed higher. 3. Should 1) and 2) fail, then the team with the best score of points scored minus points against shall be placed higher. AWARDS The following awards will be provided for each division: 1. Gold and silver team medals 2. Gold, silver, and bronze individual medals 3. Male and female sportsmanship awards 4. Team sportsmanship Banner 5. Provincial championship banner. The provincial championship banner will be awarded to the team that wins the team championship. Individual event winners will not count as points toward the team total in determining the overall winner of the provincial banner. 8

9 REGISTRATION FEES A maximum of $50 per team. $2 for athletes in individual competition only. Participation fee of $3 per athlete for provincial and $2 for qualification tournaments. SCHEDULING GUIDELINES Number of encounters per day: 4 Back to back encounters permitted: once per tournament Time allotted between encounters: 15 minutes, 30 minutes between playoffs Encounters scheduled every: 45 minutes Type of tournament allotted: round robin, 2, 4 divisions Maximum # of team in round robin: 5 Maximum # of teams in 1 venue: 8 9

10 BALL HOCKEY Provincial champions will be declared in: 1. Boys and Girls 4A 2. Boys and Girls 3A 3. Boys and Girls 2A 4. Boys and Girls A PLAYING FACILITY 1. Games will be played in a gymnasium or other suitable indoor facility. 2. Playing court must be at least the size of an official basketball court with no major obstructions protruding from the wall. 3. Player s benches, penalty box, spectator area and scorer s table must not be part of the playing surface. Any barriers used to create benches or block openings in a gym must be constructed from a solid material such as wood that cannot be easily moved. 4. All venues must have a marked face off area to the right and left of the goalie. 5. All venues must have a designated goalie s crease measuring 7 ft. wide by 3 ft. deep. 6. Goalie net measures 4 ft. by 6 ft. (inside the posts) 7. No water bottles or other objects may be store on top of the net at any time. EQUIPMENT 1. C.S.A approved helmets with full cages/visors are mandatory. 2. Protective gloves are mandatory. Hockey, ball hockey, broomball or lacrosse protective gloves are permitted. 3. Wooden, composite and aluminum sticks, without tape of any kind on the bottom of the blades are permitted. 4. Team uniform (t-shirt/jersey) are mandatory. Uniforms must have legible number on the back. 5. Shin guards are mandatory. Any shin guards designed for floor/ball hockey are permitted outside of pants or with shorts. All other types must be worn inside of pants or socks. 6. Goalies must wear all protective equipment designed for ball hockey or ice hockey including a C.S.A. approved face mask. Softball gloves are not permitted. 7. The orange G-force (water injected) mylec ball is the official ball. SSNL will make this ball available for purchase for all convenors. RULES 1. Sticks are not allowed above the waist (including backswing and follow-through) for any shots. Violation of this rule will result in play whistled down with a face off in the end of the team committing the offence. 10

11 2. Any attempt to make contact with the ball with a stick above a player s waist will result in play being whistled down with a face off in the end of the team committing the offence. 3. The offside and flooring rules will not be in effect. 4. Poor sportsmanship (swearing, stick throwing) will result in a 2 minute minor and a 10 minute misconduct for the 1 st offence. The 2 nd offence will result in tournament expulsion. 5. Penalties will commence at the drop of the ball following the penalty. 6. Players interfering with the goalie inside the crease lines will be assessed a 2 minute minor penalty. 7. No team will be down by 2 players on the court at any time. Any team that is given a penalty when they are shorthanded will start the penalty when the 1 st one has expired or when a goal is scored. 8. If teams are playing 2 on 2 in the last 2 minutes of a game and a team gets another penalty, play will revert back to 3 on 2. The first offenders will continue to serve their penalty and will wait for a whistle to return to the game. 9. If both teams are given penalties at the same time (i.e. coincidental penalty) both players will go off and serve the full penalty, but both teams can replace these players until the penalties have expired. 10. Any deliberate attempt to injure will result in expulsion from the tournament. 11. If a team scores while a major penalty is being served, the player serving the penalty must remain in the penalty box until the penalty is over. 12. Any players who receives 3 minor penalties or 2 major penalties in one game will be expelled from the game. Please refer to the SSNL Ball Hockey Rulebook for specific interpretations. 13. The goalie is permitted to cover the ball only when he/she is in the goalie crease. The goalie is permitted to cover the ball outside the crease when making a save. 14. For player substitutions during stoppages in play, the referee will allow no more than 10 seconds between the stop in play and the next face-off. If both teams are ready before the 10 seconds expire, the ball can be dropped. If one team isn t ready after 10 seconds, the ball will be dropped anyway. 15. NO contact with a players back is permitted. Any contact will result in a 2 minute minor penalty. The SSNL Ball Hockey Rule Book is the official rule book for all qualification and provincial tournaments. It is the responsibility of all convenors to ensure that all officials have a copy of this rule book and understand its contents before a tournament begins. TIE-BREAKING PROCEDURE A maximum point spread of 7 points per game will be used for tie breaking procedures. No more than this will be shown on the score clock. 1. Two Way Ties: the team that won the round robin game when the two teams in question played each other will advance 2. Three Way Ties: a) win/loss record using games among tied teams only b) Goal average among tied teams (goals for divided by goals for + goals against) 11

12 Example: Team A 9-7, 3-6 goal average.48) Team A advances Team B 9-8, 1-7 (goal average.40) Team C 4-5, 5-6 (goal average.45) c) Goal average in games against all teams d) If at any point a), b), or c) reduces the tied to a 2 way tied, the procedure for 2 way tied will be used OFFICIALS The convenors shall be responsible for the provision and training of minor officials. All ball hockey referees must be at least 21 years of age. TEAM COMPOSITION 1. Teams will be allowed to register a maximum of 15 players plus a coach and manager per tournament with a maximum of 12 dressing per game. 2. Teams on the court will consist of 3 players plus a goalie. GAME DURATION 1. Games will consist of 2, 20-minute halves, with the last 3 minutes of the game stop time unless the goal spread is > Each team will be permitted 1, 30-second time out per game. 3. If a game is tied after regulation time, it will be recorded as a tie except in the playoffs. In the playoffs, a 5 minute sudden death period will be played and so on until a winner is determined. 4. A 7 goal mercy rule will be in effect any time after the 1 st period of play has ended. (under review) AWARDS For each division, the following awards are provided: 1. Gold and silver medals 2. Individual sportsmanship medals 3. Provincial championship banner 4. Team sportsmanship banner REGISTRATION FEES A maximum of $100 per team Participation fee of $3 per athlete for provincial and $2 for qualification tournaments. Boys and Girls A BASKETBALL TEAM COMPOSITION A maximum of 15 players can be registered for an SSNL basketball tournament, however only 12 are permitted to play each game. PLAYING FACILITY AND EQUIPMENT 1. Floor: must be clean with clear visible markings. It is recommended there be a safety area of 1 metre (3 ft.) all around the court. Recommended court size is 25m x 15m (84 x 50 ). 2. Floor marking must include 3 point line and free throw line. The 3 point line is ft. for boys and girls. 3. The ceiling height recommended is 6 metres minimum. 4. Electronic scoreboard 5. Shot clocks 6. Girls ball: Boys ball: Senior RULES Unless otherwise stated, all high school basketball will follow FIBA rules. SEEDINGS Once teams are registered for the provincial tournament, a coach from each team in that tournament will rank all teams and submit their ranking to the Basketball Committee. The Basketball Committee will determine the final ranking and place teams ranked 1,4,5,and 8 in one division and teams ranked 2,3,6,and7 in another division. SAFETY STANDARDS 1. All obstructions within 1 metre of court end lines should be covered with a protective material (especially the stage area). 2. Make sure floor is NOT slippery. It is suggested that the tournament organizer have towel persons to wipe up any sweat on the floor resulting from dives, falls etc. 3. Make sure the lights are in good working order and are protected. 4. Before the tournament, cover windows in gym so that the sunlight does not distract team members/officials during tournament. OFFICIALS The convenor shall be responsible for provision and training of minor officials. 14

15 Floor officials, rated by the provincial association should be used if available in the immediate area. If not available, attempt to arrange through the SSNL office. Convenors are responsible for officials travel, meals and lodging and game fees. TIE-BREAKING PROCEDURE A maximum point spread of 20 points per game will be used for tie-breaking procedures. No more than this will be shown on the score clock way ties: the team that won the round robin game when the 2 teams in question played each other will advance way ties: a. Win/loss record using games among tied teams only. b. Goal average among tied teams (points for divided by point for + points against), the higher point average will advance. Example: Team A 53-43, (goal average.47) Team B 43-53, (goal average.52) Team B advances Team C 64-44, (goal average.50) c. Goal average in games against all teams d. If at any point a), b), or c) reduces the tie to a 2-way tie, the procedure for a 2-way tie will be used. AWARDS For each division, the following awards are provided: 1. Gold and silver team medals 2. Individual sportsmanship medals 3. Provincial championship banner 4. Team sportsmanship banner REGISTRATION FEES A maximum of $225 per team. Participation fee of $3 per athlete for provincial tournaments and $2 for qualification tournaments. 16 CROSS-COUNTRY RUNNING EVENTS Provincial team and individual champions will be declared in: 1. Senior Boys and Girls 2. Junior Boys and Girls 3. Special Olympic Boys and Girls (individual event only) A maximum of 2 junior runners will be permitted to move up to senior to complete a senior team. No runner will be permitted to race in more than one event. An individual cannot compete in both junior and senior xcr events at the same competition, in the SSNL high school program. If a team consists of all junior athletes, they must compete in the junior division. A maximum of 2 junior athletes per team can move up to complete a senior team. ENTRIES TO PROVINCIALS 1. Host team: will be allowed a maximum of 10 runners. The runners making up the team entry must be designated prior to the race. 2. Winning qualification meet teams st, 2 nd and 3 rd place finishers not on the winning teams. 4. All teams in the host region. 5. No team shall be permitted entry into an event at the provincial competition if they have no completed in the event where a regional competition is held. No individual shall be permitted entry if they have not competed at the qualification level unless there has been a change in the team composition of the qualifying team. QUALIFICATION COMPETITIONS Qualifications meets will take place consisting of the following groupings: 1. Northern region 2. Western region/sandy Lake zone 3. St. John s region/avalon region 4. French Shore/Indian River/Exploits Valley/Beothuck zones 5. Avalon West/Burin Peninsula regions 6. Central East region/bay D Espoir/Connaigre zones 7. Northern Peninsula region 8. Southern Labrador region Qualification meets can have an unlimited number of runners per school per division. However, convenors will only be responsible for billeting (in accordance with the billeting policy) a maximum of 5 per team. Where more than 4 runners from 1 school are competing in a qualification meet, the team is not identified prior to the start of the race. The first 4 runners to finish will score 16

17 points for that team. DISTANCES Senior girls Senior boys Junior girls Junior boys Special Olympics 3000m 5000m 2000m 3000m A race course designed by the convenor suitable to Special Olympic athletes entered Teams consisting of all junior runners must compete in the junior division. DRESS CODE All teams and individuals must dress in the colors of the schools they are representing. The minimum requirement of this code shall be a top, either a cross-country singlet, or a top belonging to a school uniform. In any case, teams shall be dress in tops of similar color. RULES 1. Teams shall consist of 5 members. 2. Scoring shall be as follows: 1 st place 1 point 2 nd place 2 points 3 rd place 3 points Etc. 3. All competitors who finish the race shall be given a numbered disk representing their finish in the race. These disks will be handed to the official scorer who will record the disk number, runners name and school. They will then be ranked and tallied in accordance with the above table. The initial ranking will determine individual results. A second ranking will be done, eliminating all individual competitors who are not members of a school team. The second ranking will determine team results. 4. Individual competitors compete only for individual awards, and they must be numbered so they are identifiable as individual runners (different coloured numbers or coding system). The team score shall be determined by totalling points scored by the first 4 finishers of each team. The team that scores the lowest number of points is the winner. Ties will be broken by the placing of the 4 th finisher on the tied teams. COURSE 1. Signs and flags at least 6 ft. above the ground should be visible for 100 ft. Turns and guidelines should be marked on the ground with a material which is not injurious to the eyes or skin. The course should be at least 3 ft. wide at its narrowest point. 17

18 2. No ground obstructions which might cause tripping or turning of ankles. No overhead objects such as trees lower than 8 ft. above the ground. 3. A 2 in. start line should be marked at the beginning of a lengthy straightaway, wide enough to accommodate all teams (i.e. the width of twice the number of teams x 3 ft.) 4. At the end of the course, there should be a straightaway of at least 150 yards ending in a rope funnel with a mouth of 15 ft. wide. The finish line should be at the mouth of the funnel. This funnel should narrow to a rope chute about 30 wide and at least 50 ft. long. The stakes supporting the poles should be solid enough to permit taut ropes. (under review) 5. The finish of all races will be videotaped and used for verification of placing upon written request of a team. 6. The initial ranking will determine individual results. A second ranking will be done, eliminating all individual competitors who are not members of a school team. The second ranking will determine team results. OFFICIAL DUTIES The following officials should be appointed several days prior to the competition and if possible, a briefing should be arranged the day prior to the competition. Starter (1): When all teams are ready and at the starting line, the starter starts the race with the commands RUNNERS ON YOUR MARK followed by a 2 second pause, and then fires the gun, blows a horn or whistle. In the event of a runner(s) starting prior to the starting command, all runners are recalled for a 2 nd shot. The offending runner(s) is warned, and the starting procedure repeated. If a runner, after being warned, repeats the offence, he/she shall be disqualified. UMPIRES/POINTSMEN (20): Umpires/pointsmen are stationed on the course at various intervals, particularly at turns in the course, and are responsible for ensuring that all runners run in the correct direction, by pointing towards the direction of running with a RED flag. Umpires/pointsmen will report to the referee, any runner running off the course or cutting corners. TIMEKEEPERS (5): Two watches will be stopped on the winner of each race. The remaining times will be recorded by 1 timekeeper calling the time as each runner reaches the finish line, and 1 or 2 other recording the information as it is called. Roles can be rotated from race to race. FINISH JUDGES (3): Finish judges record the order of finish by one judge calling the number worn by the participant, and the other recording the numbers as they are called. The chief judge gives a decision in the event of a close call for any place. STARTER S ASSISTANT (1): The starter s assistant will line the teams at the starting line. A popular way to do this is to give 5 blasts on a whistle 5 minutes prior to the time the race is scheduled to being, 3 blasts of the whistle 3 minutes before the race and 1 blast 1 minute before the race. When the starter is ready, the assistant calls sweats off and then puts them under the jurisdiction of the starter. Coaches should have 18

19 instructed their runners on the course, and all should be in attendance. However, a check to ensure all runners are wearing their number is in order. Numbers should be worn on the front of the running singlet or jersey. FUNNEL CONTROLLER (2): The funnel controllers ensure that as soon as a runner has finished the race, they are asked to move along the funnel, so that succeeding runners may finish unimpeded. Runners should be moved along the end of the funnel so they may pick up their disks from the Disc Distributor. RESULT RECORDERS (5): Upon receipt of their disks, runners should present their disk to the result recorders, stating their number, name, and school. The recorders record the position of the runner, and the place the disk in the box provided. When all runners have surrendered their disks, results are tabulated so that all positions are listed by position, name of school, school team and time achieved (obtained from chief timekeeper). As well, penalty points are tabulated, and the position of each school is also listed. Penalty points are awarded on a basis of 1 point for 1 st, 2 points for 2 nd, etc. until all runners have been allocated points. In the event of a tie for any team placing, with 4 runners to count, the placement is given to the team whose 4 th runner was closer to 1 st place. In the event of inclement weather conditions, or to save time or personnel, runners may give their disks to their coach, who shall record the positions on a form provided, and return the form and disks to the chief recorder, who shall assign duties to other recorders. The information taken by the finish judge shall also be taken into consideration in establishing final result and positions. SAFETY STANDARDS Safety should be of paramount concern in the organization of any provincial or qualification meet. The 2 areas of greatest concern are the start and finish. Convenors should pay particular attention to the regulations and suggestions pertaining to these aspects of the race. Particular attention to safety must also be employed where runners cross public roads or highways. The entire course should be established and medical attention should be readily available in the case of mishap. AWARDS For each division, the following awards are provided: 1. 20 CROSS-COUNTRY SKIING EVENTS One overall Provincial Champion team will be Boys and Girls. In odd years, the classic style will be used for individual races and the freestyle for relay races. In even years, the freestyle style will be used for individual races and the classic style will be used for relay races. The start for individual races will be individual racers at 30 second intervals for a staggered start. Start for relay races will be a mass start, with a tagging zone for successive skiers no less than 30 ft. Teams need not be named prior to the competition. The top 3 finishers from each school will automatically be included as the school team. An individual cannot compete in both junior and senior xcs events at the same competition, in the SSNL high school program. If a team consists of all junior athletes, they must compete in the junior division. A maximum of 2 junior athletes per team can move up to complete a senior team. RANKINGS The following system will be used to accumulate team points No minimum number of racers are required to accumulate points for their school. 20

21 A maximum of 4 racers, per division can accumulate points for any one school. (The top 3 accumulate points, the 4 th will be used as a tie break) The racers do not have to be designated prior to the race. Whichever racers finish first from the school will count in placing for their school. Points are awarded based on the number of skiers who start the race. 1 st place is awarded points equal to the total number of skiers eligible for points, who start, with points decreasing by one with each placing. A maximum of 4 per school can accumulate points, therefore if there are 25 racers but one school has ten, only 4 of them are points eligible so the 1 st place point would start at 19. A bonus of 8, 6 and 4 points will be awarded for the top three teams (consisting of a minimum of 3 skiers) in each race. Points for both races will be combined to reach a total team score. The team with the highest score will be awarded the Championship Banner. Individual competitors compete only for individual awards and they must be numbered so that they are identifiable as individual skiers (different colored numbers or coding system). The team score shall be determined by totalling the points scored by the first 3 finishers of each team. Ties will be broken by the 3 rd finisher on tied teams. LENGTH OF TOURNAMENT It is suggested that the races take place over 2 days, with individual races on the first day and relay races on the second day. The alternative would be to have individual races in the morning, and relay races in the afternoon. Although the individual races will decide the team banner, it is very important that the relay races be held. MAXIMUM PARTICIPATION The cross-country skiing provincial will be an OPEN even to allow for maximum participation. During relay races, to maximize participation, have the following: 1. Mixed teams 2. Teams comprised of teams from different schools and regions 3. Teams comprised of different age groups SAFETY GUIDELINES 1. Ski patrol on trail at all times. A skier if injured will become susceptible to hypothermia very quickly. 2. Markers (human if possible) at any points on the trail where the skier may take a wrong turn. 3. Sweep trail at the end of each race before the next race begins. 4. For freestyle race set classic track to one side of the main track to allow for skiers who cannot skate. 21

22 5. Trail should be conducive for novice skiers, but yet challenging for advanced skiers. AWARDS For each division, the following awards are provided: 1. Gold and silver team medals 2. Gold, silver, and bronze individual medals 3. Gold relay medals 4. Sportsmanship awards available upon request 5. Provincial championship banners REGISTRATION FEES A maximum of $3 per person. 22

23 GOLF Demonstration Sport REGIONAL COMPETITION Competition will permit one team (male and female) from each region. For the demonstration sport the competition will allow representation from high schools within the same region, as well as, a number of teams from each school if required. SANCTION All competition is sanctioned by the Royal Canadian Golf Association. The Rules for these competitions will be governed by the RCGA Rules of Golf PARTICIPANTS A team will consist of a maximum of 4 athletes and a minimum of 3 athletes. A school shall be permitted to enter more then one (1) team if space is available. COMPETITION FORMAT Two day competition, 18 hole stroke play format with gross scores of lowest three finishers combined to determine top team finishers. TIE BREAKING PROCEDURES Sudden victory hole by hole play off with play-off holes to be posted in advance of the tournament. AWARDS Will be presented to each regional team member of the first, second and third place finishers male and female. 25 Provincial Champions will be declared in: 1. Boys 2. Girls INDOOR SOCCER All teams will be required to register intent to participate by a date set by SSNL. If enough teams are registered to warrant a 3A and 4A divisions, champions will be declared in both divisions, if not, all teams will be eligible to compete in the open division event. TEAM COMPOSITION 1. Teams will be allowed to register 12 players plus a coach and manager for both boys and girls 2. Teams on the court will consist of 3 out players and a designated goalie. FACILITIES AND EQUIPMENT 1. Games will be played in a gymnasium 2. Playing area must be at least the size of an official basketball court with no major obstructions protruding from the walls 3. Players benches, penalty box, viewing area and scorers table must not be part of the playing surface. 4. All venues must have a clearly marked goalkeepers crease measuring 15 feet wide and 10 feet deep. 5. No water bottles will be stored on top of the nets at any time. 6. Nets must be a minimum of 5 feet high and 8 feet wide. 7. Shin guards are mandatory and have to be covered by soccer socks. 8. Goalkeepers are permitted to wear pants, knee pads and elbow pads. RULES 1. All FIFA rules for foul, yellow, and red cards will apply except for the following: a. Any players receiving 2 yellow cards in 1 game will be ejected for that game and the next game. b. Any player receiving a red card will be ejected for that game and the next. c. Every subsequent yellow card in the following games will mean an automatic game suspension from the next game. d. When a player has received a yellow card, he/she must sit off for 2 minutes and their team must play short-handed for those 2 minutes. e. There will be no slide tackling in indoor soccer, this will result in an automatic yellow card and a 2 minute penalty 2. Any ball played back to the keeper by the foot of a teammate may not be handled by the keeper with his/her hands (same as outdoor rule). The keeper may however bring the ball from the outside of his crease back into his crease and pick it up with his/her hands as long as it is not on a pass back. 3. If any defensive player touches the ball with his hands in the goalkeeper s area, the offensive team will receive a penalty shot taken from centre. 25

26 4. If the goalie touches the ball with his hand outside the goaltender s crease, the offensive team will receive a penalty shot taken from centre.. 5. Any deliberate attempt to injure will result in expulsion from the tournament. 6. All areas of the gym are in play except when the ball goes outside the gym or hits the ceiling. If the ball hits the ceiling, the free kick will be taken from where the ball was kicked, not where it hit the ceiling. 7. Players cannot change positions with the goalie until there is a stoppage of play and the officials are notified of the change. 8. All free kicks shall be considered as indirect (i.e. a goal cannot be scored unless the ball has been played or touched by a player other than the kicker before passing through the goal). 9. Unless otherwise stated, all FIFA rules will apply. OFFICIALS The convenor will be responsible for the provision and training of minor officials. GAME DURATION 1. Games will consist of 2, 25-minute halves running time. 2. There will be no timeouts allowed. 3. Clock will be stopped on injuries only if deemed necessary by the referee. 4. If a game is tied after regulation time, it will be recorded as a tie except in the playoffs where it will go directly to penalty breakaways from center. Each team will have 3 breakaways each. 5. A 7 goal mercy rule is in effect after one period of play. REGISTRATION A maximum of $100 per team. AWARDS The following awards are provided: 1. Gold and silver teams medals 2. 27 SLO-PITCH EVENTS Provincial champions will be declared in: 1. Boys and Girls 4A 2. Boys and Girls 3A 3. Boys and Girls 2A Unless otherwise stated, the SPN (Slo-pitch National) rule book is in effect. TEAM COMPOSITION A maximum of 15 players can be registered for an SSNL tournament. FIELD CONDITIONS 1. Field equipped with regulation bases, properly fastened including a safety base at first base st and 3 rd baselines clearly seen from home plate to the fence. 3. Warning track or some indication of the outfield fence. 4. All fences and backstop free of dangerous projections. 5. Team dug-outs and/or benches away from the playing area. 6. A regulation field is defined as one measuring 300 ft. all around. EQUIPMENT 1. Ball: Male Worth 12 Hot Dot, Female 11 green dot 2. Pitching distance: Male 46, Female Baselines: Home plate/strike mat: rectangular, measuring 22 in. wide and 40 in. long (NEW) 5. Helmets with chinstraps: Mandatory at the plate and while on the bases. 6. Chest protectors: Optional. 7. Full uniform: Minimum of same color and style shirts and/or pants. 8. Bats (as per SSNL bat policy, see below). 9. Catcher s masks: must wear a baseball/softball style catcher s mask with helmet or hockey style baseball/softball catcher s mask. 10. Hosts must provide a suitable scoreboard, and independent scorekeeper. BAT POLICY Only wooden bats and one piece aluminum/alloy shelled bats bearing a stamp to the current SPN standards are permitted. The stamp MUST be clearly visible ON THE BAT ITSELF. No 2-piece bats or composite shelled bats are permitted. Bats may have a core of a different material. 27

28 Teams must submit all bats they intend to use to a tournament convenor or designate prior to their first game for verification. Convenors will mark the bats in some visible way indicating the bat is legal. Any bats not marked will be considered illegal and would result in automatic out. SCORING 1. Teams will be permitted to score a maximum of 6 runs per inning except in the last inning of play. 2. The game will be over in the 7 th inning when the home team is ahead regardless of the score differential. 3. Teams are permitted to score a maximum of 3 home runs per game on sub regulation fields. Subsequent home runs will be counted as a single. 4. Games will end after 4.5, 5.5, 6.5 innings of play if there is a difference of 12 runs. If the home team is losing, the entire inning must be completed. A maximum of a 10 run spread will be used for calculating plus/minus. 5. A tie in the round robin remains a tie. In the playoff competition extra innings will be used to decide a winner. During extra innings, teams place a runner (the last out of the previous innings) on 2 nd base and the inning starts with 1 out. LENGTH OF GAME 1. 7 innings OR 2. A minimum of 4.5 innings if 10 run difference after 4.5 innings (see above #4). 3. In the case of a game being called by the umpire for any reason, it shall be resumed at the earliest possible opportunity from the exact point at which it was suspended. PITCHING RULE 1. The strike zone mat will be used. If the ball falls on the mat, it will be called a strike, if to does not, it will be called a ball. 2. Prior to the required stop, any windup may be used. 3. The pivot foot must remain in contact with the pitcher s plate, until the pitched ball leaves the hand. 4. The ball must be delivered with a perceptible arc of at least 6 from the ground. The pitched ball shall not reach a height of more than 12 at its highest point from the ground. 5. Runner is entitled to advance when the ball is hit into fair territory. 6. If the arc of the pitch is not between a range of 6 to 12 feet, the umpire will call no pitch and a ball will be awarded to the batter, unless the batter swings at the pitch in which case the pitch will be legal. Pitchers must not wear white sleeves. 28

29 PARTICIPATION RULE Teams have to bat a minimum of 10 players. Unlimited defensive substitutions will be permitted. COMMITMENT LINE The commitment line is a line drawn 20 from the corner of the closest to 3 rd base of the original home plate and perpendicular to the 3 rd base line. A base runner who touches the COMMITMENT LINE or makes contact with the ground past the COMITTMENT LINE with any part of the body between third base and the scoring line at the home plate/strike mat must continue on towards the scoring line (at the home plate/strike mat) SAFE LINE All players attempting to reach the traditional home plate/strike mat must do so by crossing the safe line in foul territory and must have 1 foot on the ground either touching or completely over the safe line in order to be counted as a run. If the defensive player has control of the ball and is in contact with the strike mat before the player crosses or is touching the safe line with their foot on the ground, the runner is out. All plays at the traditional home plate are force outs. Runners are out if they touch the traditional home plate/strike mat or pass over it in fair territory. SLIDING There is no sliding at home plate at any time. Sliding is permitted at other bases. Base runners are not permitted to crash into a defensive player who is holding the ball at a base and will be called out if they do so. TIE-BREAKING PROCEDURE 1. If a tie occurs in the regular round robin, it shall remain a tie. 2. If teams are tied at the end of divisional play, the following procedure will be used: a. Outcome of the games between tied teams b. Difference of runs for and against among the tied teams c. Difference of runs for and against among all teams in the tournament 3. In the championship game, home team will be determined by a coin toss, unless the teams have played each other in the tournament, then the winner of that game will be the home team. 29

30 UMPIRES The convenor is solely responsible for providing umpires and statistician. Where possible, rated officials should be used. WARM-UP All teams will be entitled to a 5-minute warm-up prior to each game they play in the tournament. PROTESTS Any protest must be made to the umpire prior to the next pitch. A game protest must be made to the protest committee in writing no more than 20 minutes after the conclusion of the game. AWARDS For each division, the following awards are provided: 1. Gold and silver teams medals 2. Individual sportsmanship medals 3. Provincial championship banner 4. Team sportsmanship banner REGISTRATION FEES A maximum of $100 per team. Participation fee of $3 for provincial and $2 per athlete for qualification tournament. Boys and Girls 4A TEAM COMPOSITION A maximum of 20 players can be registered for regular SSNL soccer tournaments, however only 18 players can play each game. 11 players can be registered for 2A, 7 a side tournaments. FACILITIES AND EQUIPMENT 1. The host school must provide a suitable playing field and equipment which shall meet FIFA standards of acceptable size, markings etc. The playing field must contain proper corner flags and goal posts with nets. 2. Change rooms and showers in the area of the playing facilities must be provided. 3. It shall be the responsibility of the host school to provide match balls, which must be the official size 5. There should be one for each facility. SAFETY STANDARDS 1. The playing surface must be free of glass, large stones, protrusions, holes, and other hazards which may be deemed dangerous to players and officials. 2. The referee, assisted by his/her linesmen, will inspect players studs prior to each game. 3. The host school is responsible for providing emergency medical services at each facility. 4. Teams should not play more than 2 games in one day. FIELD LIST 1. Dimensions of field: minimum 90 x 45, maximum 120 x Corner flags, non-pointed top, not less than 1.5 metres high, flag on top of post. Placed at each corner. 3. All fields in accordance with FIFA regulations. 4. Goal post and crossbars, with nets attached, must be in accordance with FIFA regulations, and should be checked by officials before each match. 5. Unobstructed area of at least 2 metres beyond all touch lines and goal lines around the full perimeter of the field. This area should be free of railings, fencing obstructions and other obstacles. 31

32 6. Spectator seating, if accessible. In any case, make provision for some crowd control. TOURNAMENT PROCEDURES 1. Except in a 2 team tournament, all games shall consist of 2 periods of 45 minutes each. No overtime will be played in regular round robin play. If overtime is necessary, in the playoffs, 2 periods of 10 minutes each must be played. If the game has not been decided after 2 periods of overtime, it shall be decided by kicks from the penalty spot in accordance with FIFA regulations. In a 2 team total goal tournament, the tie-breaking procedure described will only be used if, after the 2 nd game, both teams remain tied with an equal number of points. 2. If 2 or more teams amass an equal number of points, the following, in the order given, will be used to determine the final standings. A maximum spread of 5 goals per game will be used. a. Previous match results the winner of each match between the teams concerned will be used to determine the final standings. b. Goals for, minus goals against, among the tied teams. c. Goals for, minus goals against, among all teams in that division. d. Fewer goals against if a, b, c do not break the tie, the team have fewer goals scored against will be awarded the higher standing. e. Most goals scored if the procedure above do not break the tie, the team scoring the most goals in all their tournaments matches will be awarded the higher standing. f. Penalty shots if none of the above break the tie, the tournament convenor will schedule a time and place where tied teams will engage in a penalty shot competition in accordance with FIFA regulations. 3. A maximum of 18 players may participate in the tournament and be dressed for any game. All 18 players must be listed on the game sheet. 4. Substitutions are unlimited and are permitted at any time at the discretion of the referee. 5. Any player receiving 2 cautions (yellow cards) during the course of the tournament will receive an automatic one game suspension, to be served during his/her team s next game of the tournament. 6. A player ejected from the game (red card) will normally be suspended for a minimum of his/her team s next game. The Disciplinary Committee must meet and rule if an additional suspension is necessary. The referee who issued the red card must submit a written report to this committee. Any additional suspension must carry into subsequent tournaments. 32

33 7. Officials must provide written reports to the convenors for all cautions and ejections. OFFICIALS The convenor is responsible for obtaining referees and linesmen for the tournament. It is recommended that rated officials be obtained where available, otherwise the convenor should obtain the best possible non-rated officials available. TEAM COLORS 1. Where the home team s colors are similar to the colors of the visiting team, the home team MUST change into colors that are distinct from those of the visiting team. The team whose name appears second on the tournament schedule shall be the home team, except that the host team shall always be the home team. 2. In determining whether or not a team needs to change its colors, the referee s decision is final. PROTEST For infractions of the rules for which player/coach has been ejected, the committee will meet after receiving the report of the referee and will make a ruling on the same before that team s next match. MODIFICATION FOR 7 A SIDE SOCCER Net size: Field: Penalty shots: 6 feet high x 16 feet wide Approximately 60 feet x 40 feet. You can use the cross field if the field is big enough or from one 18 yard box to the other. The 18 yard box becomes a 12 yard box.
