1 IWAS WHEELCHAIR FENCING WORLD CUP DOSSIER ON RULES AND REGULATION: IWAS WHEELHAIR FENCING WORLD CUP RULES 1. DEFINITION 1.1. WORLD CUPs will be those competitions; sanctioned by IWAS, that meet the conditions lay down by IWAS Wheelchair Fencing (IWF) in this document and published in the IWF Official Calendar All World Cups on the IWF Calendar will be valid for International Ranking Minimum 1 competition per zone, Europe, Asia, America 1.4. Name of the Event: It is a condition that the name of the event be specified as IWAS Wheelchair Fencing World Cup (name of the city/event) on all published materials and includes the logo of IWAS. If a sponsor s name is to be included in the title of a competition then the title of competition must receive the approval of the IWF and IWAS. 2. DEVELOPMENT 2.1. WORLD CUPs must be run under the IWF Rules and regulations 2.2. The different events must be organised by category At least 6 fencers from 4 countries will have to participate for the event to be considered a "World Cup" event The competition system must be the IWF approved. See IWF rulebook (Organisational Rules) 2.5. Two team competitions, as defined by the IWF Sport Commission and the minimum weapons and categories that must be included for World Cup status are: Foil male individual Category A Foil female individual Category A Foil male individual Category B Foil female individual Category B Sabre male individual Category A Sabre female individual Category A/B Sabre male individual Category B Epée male individual Category A Epée female individual Category A Epée male individual Category B Epée female individual Category B 2.6. As an option, the Organising Committee can include Category C in Foil, Epee and Sabre for male and female. 3. PARTICIPANTS 3.1. The World Cup will include individual and team competitions. There will no limit to the number of entries per country Entries must be submitted by the IWAS Member Organisation using the IWF Online Entry system Organisers need to obtain login permission via the online system to receive entry data. 2 4. AWARD OF A WORLD CUP 4.1. World Cups will be awarded by the IWF EC 4.2. The IWF EC will publish the official calendar 4.3. The award of World Cup" status to a competition will be for ONE year ONLY unless stated differently. REGULATIONS 1. GENERAL ORGANISATION 1.1 The Organising Committee is responsible for transport, board and accommodation as well as the technical organising of the competition. 1.2 The Organisers will charge an entry fee 1.3 The Organising Committee must accept the conditions expressed in the IWAS General Rules and Regulations. 1.4 The IWAS Wheelchair Fencing Bid Application must be sent to the official headquarters of IWAS by sport@iwasf.com who will send forward the bid to the IWF EC members. 1.5 Each Organising Committee should present two (2) possible dates giving priority to one of them, in order that the IWF can establish a coordinated calendar. 2. INVITATIONS 2.1 Each Organising Committee must include a copy of proposed invitation and general information on the organisation indicating: 2.2 Name, address, telephone and address of the OC, together with bank details for receipt of entry fees and participants' accommodation which should be charged by the OC to the IWAS member organisation at least 3 months prior to competition taking place. 2.3 This information will, likewise indicate the names, and website of the proposed accommodations and competition venue(s) complete with maps. All areas must be wheelchair accessible. 2.4 The type of accommodation, maximum capacity and capacity per room should be indicated. Additional information could include the width of door access to rooms and bathrooms. 2.5 The general programme (Opening and Closing Ceremonies, technical details and information on meetings, place and timetable of meals, schedule of weapons and wheelchair control, place and schedule of registration/accreditations and of classifications) 2.6 The competition programme (timing of the "Appel des tireurs", of withdrawals, of finals of each event, of medal ceremonies, etc.) 2.7 Essential information about arrivals/departures, transportation indicating accessible transport allowing for transfers from airport and/or rail station to participants' accommodations, location of wheelchair and sport equipment storage. 2.8 Information in the event of a Visa being requires to access the country for competition. 3 2.9 Participants arrival at airports should be facilitated through customs in order to avoid delays and inconveniences. For this it is advisable that personnel and interpreters be present who can help the sportsmen to reclaim baggage and get to their transport Copies of proposed entry forms should include: Entry Form 1 - Accommodation & Transport - requesting detail on: o nominal distribution of rooms for team members o Notification on whether or not each person is a wheelchair user in case all rooms are not accessible. o Day and time of arrival and departure, type of transport, name of Air Company, flight number(s) or rail timetable and starting point. Sport entry - Team members' individual detail: o Participants need to register via the Orphardt system Entry Form 2 - Financial-to cover o Total number of registered participants (fencers, escorts, referees) and total of entry fees in compliance with the rates requested by the Organising Committee. o Entry forms to World Cup will be made available through the IWAS website. IWAS national member organisations entry details will be forwarded to the relevant organising committee(s). 3. DURATION 3.1 World Cups will take place over three days, taking advantage of a weekend - arrival of on Thursday and departure on Sunday or Monday or otherwise as agreed by IWAS. 4. SPORTS FACILITIES 4.1 The fencing hall should be totally accessible to wheelchairs, as should changing-rooms, toilets and showers. 4.2 The fencing hall should have a loud speaker system that allows for announcement of events, call of marksmen and announcement of results. 4.3 For the award ceremony there should be a wheelchair accessible podium and the flags of the winners' countries should be raised to the accompaniment of the National Anthem corresponding to the winner in gold position. 4.4 The IWAS flag should be prominently displayed in the fencing hall during the whole competition. (The IWAS flag will be given to the organisers by the IWF Technical Delegate who will reclaim it at the end of the competition) 4.5 The Fencing hall will include an appropriate place to hold drug testing. This is fully explained in the IWAS Doping Control Agreement that must be signed prior to the start of the event. 4 4.7 An appropriate place with at least two (2) massage tables if possible should be made available to the fencers. 4.8 A room should be made available for the meetings of the "Directoire Tècnique" and in the eventuality of meetings of "Jury d'appel". 4.9 A room should also be made available for Classification, Arms Control and Wheelchair Control and where possible a room that can be used as a referees room Free distribution of drinking water should be assured for all the participants. The facility to purchase other soft drinks/refreshments should also be made available It is also advisable that an appropriate place be available and equipped for the possible repair of weapons and the presence of a company selling Fencing materials There should be a sufficient number of fencing pistes with frames approved by the IWF to accommodate the smooth running of the competition over a two day period (it is recommended that between 8 and 10 frames should be used at the competition area) Complete electrical signalling apparatus for bouts (Foil, Epée, and Sabre) should have repetitions of bouts (at least for the semi-finals and final) 4.14 It is recommended that video recording equipment is used for the Quarterfinal, Semi-final and Final matches to allow referees instant video replay of points during the bout Adequate refereeing materials should be made available (chronometers, warning cards, weights and gauges, distance controls, etc.) for all and each of the pistes A board announcing the schedule of "poules" and results should be clearly visible to fencers and situated in a place readily accessible to wheelchairs A separate room near to the Competition Hall should be provided for the Official IWAS Classifiers for the duration of the competition. This should have a massage bench, a table and minimum 4 chairs, a printer/scanner and access to wi fi internet. The room should be large enough to accommodate movement of wheelchairs and for a fencing frame if required. 5. TECHNICAL OFFICIALS 5.1 The Organising Committee should assure the presence of a Technical Delegate of the IWF designated by the latter who will preside over the "Jury d'appel" and whom the Organising Committee should invite at their expense, covering the costs of travel, accommodation and board in addition to per diem expense of 50 (or equivalent) for a minimum 3 days or as otherwise agreed by IWAS. 5.2 The Organising Committee should form an International Directoire Technique" composed of three(3) members. One (1) member being the TD, who will become the president of the DT on arrival at the event. (unless otherwise agreed by IWAS), one (1) being the appointed representative of the Referee Commission and one(1) from the nation hosting the competition being a member of the Organising Committee (proposed by Technical Delegate) International Wheelchair & Amputee Sport Federation, Aylesbury College, Oxford Road, Aylesbury, Buckinghamshire, HP21 8PD, United Kingdom Registered and Incorporated Charity ( and ) Jan 2017

5 5.3 The Organising Committee should assure the presence of two Classifiers designated by IWFC, covering the costs of travel, accommodation and board in addition to per diem expense of 50 (or equivalent) for a minimum 3 days or as otherwise agreed by IWAS. 5.4 Additionally, the Organising Committee is obliged to cover the accommodation, the transportation and meal costs of one Representative of the Referee Commission and one official IWF referee nominated by the referee commission. In addition to a per diem expense of 50 (or equivalent) for a minimum 3 days and provide local transport, accommodation and food of the referees brought by the federations. 5.5 The different delegations obligatorily put at the disposition of the "Directoire Tècnique" according to the following scale of participation: 1-3 fencers 0 referee 4-7 fencers 1 referee More than 7 fencers 2 referees 5.6 Delegations that do not provide a referee corresponding to the above-mentioned scale will be financially penalised ( 1000 per referee or equivalent) so that the OC can arrange for replacement through another local referee. 5.7 All referees for IWF events need to have a valid IWF refereeing licence B or be on the registered candidates list for referee examinations undertaken at that competition.(see administrative rules for refereeing 2.1) 5.8 A meeting should be organised to ensure the above provision, at least 30 minutes prior to the commencement of events. 5.9 If Referee or Classifier seminars and examinations are held at an IWF event, the organiser agrees to pay for the accommodation and meal costs for the examiners and has to fulfil some additional requirements regarding meeting rooms and provisions for the Seminar as agreed with IWAS. 6. PROTOCOL 6.1 The Organising Committee will have made provision for the delivery of Medals in Gold, Silver and Bronze for each Weapon and in each category. All medal designs have to be approved by IWAS. 6.2 They will be presented to the winners following the protocol established and announced by the Organising Committee in consultation with the IWF or its representative. 6.3 Cups, trophies and other prizes can also be offered by the Organising Committee. 7. PRESS AND MEDIA 7.1 Every effort should be made to gain maximum publicity for the event through press and media channels. See appendix GENERAL RULES FOR IWAS OFFICIAL COMPETITION 8. 6 8.1 At the end of the competition, at least one complete dossier of results including the results in an electronic format for the ranking list, these will need to be given to each participating delegation, another to the Technical Delegate and a further three (3) copies will likewise be distributed, one (1) to the President of the IWF, one (1) to the IWAS Secretariat and one (1) to the IWAS HQ. 8.2 It is anticipated that circulation of results would also be circulated to press and media contacts. 9. FINANCIAL CONDITIONS 9.1 IWF Sanction and IWAS Capitation fees apply. 9.2 Submission of candidature to the IWAS should be accompanied by an IWF sanction fee of 200. (Pound Sterling) (Unsuccessful candidates will be reimbursed) 9.3 An IWAS capitation fee per participant is applicable to each fencer and accompanying personnel from each nation, which is separate to any competition fee charged by the OC. 9.4 IWAS will collect the capitation fee directly from the Teams/National Federations. The Organising Committee must inform the participating nations that this fee is payable to IWAS directly. The Organising Committee must provide IWAS with data that indicates each Nations attendance and participation. 9.5 The OC will establish in the forms of invitation and Inscription the following quotas of admission: o TYPE I: The Quota charged to participants will include the competition entry fee, accommodation and board on a daily basis or for a choice of set numbers of days. OR o TYPE II: The Quota charged to participants will include items in Type I plus local transportation including being collected at the airport or train station specified by the OC and return to the same. o TYPE lll: competition entry fee only. No accommodation, board or transport included. 7 IWAS DOPING CONTROL AGREEMENT The IWAS Anti-Doping Code shall apply to the International Wheelchair and Amputee Sport (IWAS) World Games, to all competitions sanctioned by the IWAS, and to all sports coming under the jurisdiction of IWAS including during the time of preparation for competition. This agreement recognises the roles and responsibilities of the Local Organising Committee () for IWAS Competitions and must be submitted to IWAS HQ before sanctioning is approved. The IWAS Anti-Doping agreement should be read in conjunction with the IWAS Anti-Doping Regulations 102. COMPETITION IWAS Wheelchair Fencing World Cup Town, Country Dates Month year Article A The shall, at its own expense, put into place and carry out doping controls. This includes the operation of doping control sample collection in areas nearby the competition venue(s) in accordance with the IWAS Anti-Doping Code during the time of the competition. The shall undertake a minimum of XXX urine sample tests, in compliance with the applicable World Anti-Doping Code International Standards and regulations established in the IWAS Anti-Doping Code. This includes the use of a WADA accredited laboratory to be approved by IWAS. The shall seek to enter an agreement with the National Anti-Doping Organisation (NADO) as described in this agreement. Every athlete must have the opportunity to be tested. Random and target testing will be conducted in consultation with the DCO (Doping Control officer). Article B All doping control forms are the property of IWAS. The shall ensure that IWAS is the responsible Anti-Doping Organisation on all doping control forms. It is the responsibility of the to oversee that all original doping control forms are received by IWAS no later than 2 weeks after the final day of testing. These must be received by registered post at IWAS HQ, Aylesbury College, Oxford Road, Aylesbury, Bucks, HP21 8PD, England. The shall advise the WADA accredited laboratory analysing the samples that the Sample Analysis Report and any subsequent Laboratory Documentation Packages must be sent to the IWAS Medical and Sports Science Officer at the IWAS Headquarters. 8 In the case where the subcontracts the NADO to conduct doping control, the doping control forms and subsequent analytical reports shall remain the property of the IWAS. NB: The NADO is defined as the entity(ies) designated by each country as possessing the primary authority and responsibility to adopt and implement anti-doping rules, direct the collection of samples, the management of test results, and the conduct of hearings, all at a national level. If the designation has not been made by the competent authority(ies), the entity shall be the country s National Olympic Committee or its designee. 10 Appendix - GENERAL RULES FOR IWAS OFFICIAL COMPETITION These General Rules shall apply for all IWAS Official and Sanctioned competitions, if not otherwise stated in Sport Specific Rules. Upon acceptance and award of a bid to a candidate country/agreement to sanction a Wheelchair, Amputee and Les Autres sport competition, each Organising Committee has an obligation to submit General Rules for their competition in accordance with the following rules. These General Rules must accompany the formal Invitation to countries. 1.0 Eligibility 1.1 Only member countries in good standing with IWAS are eligible to enter athletes for IWAS official and/or sanctioned competition. 1.2 All athletes classifiable under the IWAS sport classification rules may be entered. 2.0 Entry Procedure 2.1 Entry form despatch and deadline dates should be determined in co-operation with IWAS Event Coordinator and relevant Sport. 2.2 Entry forms must be completed in type or handwritten capitals and returned by the deadline quoted. Any change to the entry made by and/or Fax, must be confirmed in writing by post as soon as possible. No verbal changes will be accepted. 2.3 Entry changes may be permitted where sex, class and event are identical with those of the competitor to be replaced. These changes have to be made according to Sport Rules. 2.4 Entries will not be accepted after the closing date on the Entry Form. 2.5 Entry Fee deposits should be mandatory. 2.6 Entry withdrawals may be permitted for substantiated force majeure or medical reasons. Notification with validating documentation must be made to the IWAS Secretariat from relevant IWAS member organisation. 2.7 Refund of entry fee paid in relation to 2.6 above will be at the discretion of IWAS Secretariat in consultation with the organising committee. 3.0 Competition Rules 3.1 A competitor may only be withdrawn from an event during competition period for "force majeure" or medical reasons. Notification must be made to the officials of that event two hours prior to its scheduled commencement. 3.2 Smoking and consumption of alcohol are not permitted in sports areas. Any individual found to be affected by alcohol or a prohibited doping substance will immediately be removed from the competition area. 3.3 In multi-sport events (IWAS Games programmes), provision shall be made through undertakings signed by Organising Committees to the minimum technical requirements specified for each sport. These and the services to be undertaken by each sport in support of the Organising Committees objectives will be included in the Contract. 4.0 Classification 4.1 All competitors must have been classified at national level prior to entry in IWAS competition unless previously agreed with IWAS. 4.2 Classification will be conducted by international classifiers appointed by the sports and authorised by the IWAS and according to the classification rules of each sport. 4.3 Protest against a classification must be made within 60 minutes of the examination and given to the officer undertaking the administrative duties at Classification. The sport classification protest fee should accompany the Protest Form; the sum will be returned if the protest is upheld. (Protest Forms will be available in the Classification Examination Area). 11 4.4 If a country wishes to protest the classification of a competitor from another country's team, a Classification Protest Form should be completed by the Team Manager in accordance with the respective sport s rules and regulations. The protest fee will be returned if the protest is upheld. (Protest forms will be available in the Classification Examination Area). 4.5 The Organising Committee must communicate with the appointed classifiers and agree the timetable for classifications and where these will take place. The Organising Committee is responsible for publishing the timetable and venue for the classifications at all of the official hotels and at the competition and classification venue, to ensure that all athletes are aware of it. 4.6 the Organising Committee must send the list of classifiable athletes to IWAS HQ prior to the competition. 4.7 classifiers must have adequate provision of a classification room, containing a table, minimum 2 chairs, a massage/physiotherapy bench, wheelchair fencing frame (or half frame to clamp the wheelchair into) and a printer/scanner. There must be wifi/internet access available to the classifiers. 5.0 Armourers Armourers must be available prior to the competition and for the entire duration of the competition. The Organising Committee must publish the location of the armourers at all official hotels and competition venue, especially if the venue changes after the first day. 5.1 Armourers must be compliant with and knowledgeable of the current IWAS wheelchair Fencing Materials rules. 6.0 Doping Control 6.1 Doping Control will be conducted in IWAS competition in accordance with IWAS Doping Policy by an approved National Doping Agency under the terms and conditions of a signed Anti-Doping Agreement between IWAS and the host organising committee. 6.2 IWAS Doping policy prohibits the use of substances identified in the current IOC listing entitled "Banned and restricted doping classes and methods". 6.3 All results determined by the approved Doping Agency shall be forwarded in the first instance to the IWAS Secretariat 6.4 Penalties for testing positive under the doping control tests will be applied by the IWAS as laid down in the IWAS Doping Policy and Procedures. 7.0 Political Protests and General Behaviour 7.1 The competition, including Opening and Closing Ceremonies, must not be used as a forum for political protest of any kind. 7.2 Any athlete, official or any team member who: fails to comply with the rules governing the competition contravenes the spirit of fair play manifestly offends official(s), referee(s) or members of any IWAS Committee or the Organising Committee in the course of his/her/their official duties behaves in a manner which discredits IWAS or the Organising Committee may be penalised. Such penalty shall be in the form of a fine and/or suspension/disqualification, if not otherwise stated in Sport Specific Rules. 7.3 Any athlete, official or team member has the right of appeal to the IWAS Executive Board as per Internal Regulation M Any national organisation failing to endorse the sanction/penalty applied, shall be deemed in default and may be dealt with in such manner as the IWAS Executive Board deems fit. 8.0 Medal Ceremonies 8.1 Medal designs shall require IWAS Executive Board approval 8.2 No medal winner shall refuse to take part in a medal ceremony. 12 8.3 Any competitor receiving a medal shall be properly dressed indicating the country he/she represents. 8.4 The medal ceremony constitutes part of the competition. 9.0 Insurance 9.1 Team members must have taken out personal medical and accident insurance for the entire length of their stay. 9.2 Organising Committees must provide detail on liability insurance as outlined in bid procedures 10.0 Security Teams are advised to insure equipment and personal belongings Staff Ratio Per team, the following minimum ratio shall apply: 1 (One) Team Manager 1 (One) Medical Staff 1 (One) Coach per sport/weapon/event 12.0 Protocol & Precedence At all official IWAS Events, the President of the IWAS, or his representative, shall take precedence and is followed by the IWAS Executive Board members. A large IWAS Flag must be flown at all official events Media Filming & Photography The IWAS policy in this regard will prevail. All Organising Committees shall seek permissions and approvals from IWAS HQ relating to TV and other media rights. Contracts in this respect will require prior approvals from IWAS Executive Board and become integral to the Event Contract. This article applies to ALL IWAS official events (eg individual IWAS Sport specific events and IWAS Games programmes Advertising & Publicity 14.1 All poster and publication design and text for the event must be achieved in consultation with IWAS HQ The IWAS logo, motto and name IWAS World Games or Championships are the exclusive property of the IWAS and should be used on all publicity and advertising material for an official event Media/Sponsorship and Merchandising The IWAS holds all rights to the Championship and Official programmes of IWAS Sports as well as the IWAS Games programme, including Regional, Junior and World Games. The OC will need to put in place procedures to ensure that IWAS permissions are applied for and the relevant conditions are applied for Use of title rights by sponsors Use of media rights by prospective TV or video camera crews Use of Games logo and medal design Use of merchandising designs Photography 16.0 Cancellation In the case of event cancellation, the Organisers undertake to refund all monies paid by member countries for entries. 13 17.0 Meetings Countries will be advised of any relevant IWAS Meetings to be held in conjunction with the event The Organising Committee and TD will prepare a list of all Countries competing athletes which can be distributed during the Delegation meeting and signed by the Delegation officials for accuracy IWAS Secretariat Provision should be made by the organising committee for a separate IWAS Secretariat office with volunteer support and equipment/communications link provided as itemised in the IWAS Secretariat minimum requirement listing. The IWAS Secretariat function is different to and should be separate from that of the Games Secretariat. 15 Regulation Forms part of the IWAS Internal Regulations IWAS Anti-Doping Regulations (DRAFT) In support of the IWAS Anti-Doping Code, which is WADA compliant, the following regulations shall apply: 1. The IWAS Anti-Doping Code applies to IWAS World Games; to all championships/competitions sanctioned by IWAS and to all sport under the governance of IWAS. 2. All IWAS bid and sanction documentation shall include reference to these regulations. 3. All IWAS governed sports shall include reference to Anti-Doping provision in their sport technical rules and regulations in accordance with the policy and regulations of IWAS 4. IWAS HQ shall be responsible for all Anti-Doping Agreements with Local Organising Committees (s). 5. IWAS HQ will coordinate the implementation of the Anti-Doping Agreement with the Sport Specific Technical Delegates (TDs) and the IWAS Sports Science and Medical Officer as appropriate. 6. All Organisers of IWAS sanctioned events are required to make provision for anti-doping testing, at the expense of the Organiser in compliance with the terms set out in the Anti-Doping Agreement. s must include anti-doping test provision within their budgets for the event 7. 23 WF Procedure 1: Bid Application Procedure to Host IWF World Cups In order to hosts a WF World Cup, potential organising committees must submit a formal bid to IWAS HQ for the year/s in which they wish to hold the competition/s. All bids are considered on their own merits. A decision to award the bid is made on the recommendation of the IWF Sports Commission by the IWF Executive Committee. Receipt of Bid applications 2.1 Bids received by IWAS HQ are checked for accuracy and viability and put into Drop Box. 2.2 A summary document is drawn up. Bids are specified as: New; no previous competition history, or Old; OC has a history of previous competitions. The summary should include who the bid is from, where the competition is to be held, what dates and if a site visit should be recommended. A tick box included. the Summary document and link to Drop Box to the Sports Commission and cc the IWF Executive Committee. The WF Sports Commission will send recommendations to IWAS HQ cc IWF Executive Committee by no later than 30th June*.

24 2.3 On 30th June* IWAS HQ compiles a list of the outcomes and send to the IWF EC for approval. 2.4 The IWF EC members to inform IWAS HQ of their decision on each bid by 7th July*. 3. Successful Bids Once a bid has been approved by and the WF EC, the Organiser is notified by IWAS HQ of the decision by the 15th July* and informed if any site visits will be necessary. 4. Unsuccessful Bids 4.1 Unsuccessful bidders are informed of the decision by IWAS HQ. 4.2 If appropriate they may be offered an alternate level of competition such as an U17/U23 World Cup or a Novice Challenge Cup. 5. Circulation of Outcomes Inform all Nations of the calendar for the following year/s by the 31st July*.
