4 August, 2018 TO: RE: FIELD HOCKEY ATHLETIC DIRECTORS & COACHES 20 th STATE HIGH SCHOOL FIELD HOCKEY SEASON PREVIEW AND STATE PLAYOFF BULLETIN Greetings from the Colorado High School Activities Association. This is the 20 th year that Field Hockey will compete as a CHSAA-sanctioned sport. Enclosed you will find the general policies that will be in effect for the regular season games, a summary of the CHSAA and National Federation rule changes, and a state playoff schedule for this year s State High School Field Hockey Championships. The following is the expected communication protocol for Coaches and Officials: 1. All communication between Coaches and Officials will go directly through the CHSAA office. 2. Coaches If you have concerns about any rules, conduct, officials, etc., please communicate this with your Athletic Director and have them contact me directly. 3. Officials If you have concerns about any rules, conduct, coaches, etc., please communicate this with your President, Brian Nutter, and he will contact me directly. 4. Coaches are expected to evaluate officials after each game. Evaluations can be done quickly through the Arbiter. There are several CHSAA bylaws that I want to highlight: (Transfer): The CHSAA supports school choice in academic pursuits and encourages its student participants to enhance their academic achievement. In concert with this approach, the Association s philosophy addresses the establishment of a fair playing field for all student athletes. A student who establishes his/her high school eligibility at a member school and subsequently transfers, will be ineligible for varsity competition for 365 days from the date of their transfer, in the sports they participated in during the last 365 days (Athletic Transfer): Any transfer substantially motivated by athletic considerations will cause the student to be ineligible for varsity competition for 365 days from the date of the transfer in any sports(s) they participated in during the last 365 days. a. A student transferring, moving or for any reason changing to a new school where the student s non-school coach is also a coach of the school team, is considered to be attending for athletic purposes. The student, as a result of this transfer, will be ineligible for varsity competition for one calendar year from the date of the transfer in any sport(s) they participated in during the twelve months prior to the transfer. As used in this Rule, the term coach includes any person who coaches, volunteers (regardless of compensation) or assists in any capacity with the coaching or training of the school or nonschool team. b. For purposes of this Bylaw and its exceptions, no personal relationship or one-on-one/group coaching or individual contact is required for application of this rule. If a coach has any standing with the outside team/organization/business, that coach is considered a coach of that non-school sports team (8 th Grade Contact): A person, acting in the capacity of the high school coach or serving in a role representing the high school, may have informational meetings anytime with 8 th grade students who live in that high school s attendance area as established by the school district, or with those 8 th grade students that have pre-registered to attend that high school; the coach may conduct practice with those eighth graders starting May 1. This contact may include currently registered underclassmen. The Sunday Contact rule applies to this contact (Game Contracts): Member schools shall honor game contracts entered into in good faith, unless a reasonable accommodation between the competing schools is reached or the contest is cancelled due to an act of God which gives league/conference rescheduled contests a priority over non-conference games. Contracts must be written, should be specific with respect to the obligations of each party, and must be signed by the principal or athletic director of each of the contracting schools. a (Game Contracts Penalty): Schools which violate this regulation will immediately be placed on probation and a $500 reimbursement must be paid to the offended school within 45 days. A second violation of this regulation will result in a school or program being placed on restriction, and a reimbursement of $1,000 must be paid to the offended school. For subsequent violations, please refer to the bylaws (Coach Ejection): A coach ejected from a contest for committing an unsportsmanlike act shall be suspended from coaching for the next regularly scheduled match or contest of the same level. He/she may not coach in any other contest at any level during this time (Sunday Contact): SUNDAY CONTACT -- No high school interscholastic contests, practices for interscholastic contests, camps, nor association between participants and coaches/directors of any CHSAA sanctioned activity from the student's school shall take place on Sunday at any time during the school year. (This is to include both in-season and out-of-season sports/activities other than those noted in the Music Bylaws.) The Commissioner may, when deemed advisable, allow postponed state-level events to be played on Sunday. Teams playing on Monday in district, regional or in a state-culminating event will be exempt from this rule. Note: Penalty for Violation, see Section Please see your AD for further clarification. If questions arise and interpretations are needed, please do not hesitate to call the CHSAA office. Please keep in mind that you are our best public relations director. Not only have your peers respected your role as a coach and leader, but also by your students and community members as well. Before the competitive interscholastic season begins, check to make sure you have not scheduled contests in excess of the game/contest limit for your sport (see CHSAA Sport Bylaws). Teams that have played more contests than allowed in the Sport Bylaws will be restricted from state playoff activities, without appeal. Good luck! 8 NATIONAL FEDERATION OF STATE HIGH SCHOOL ASSOCIATIONS NEWS RELEASE 2018 High School Field Hockey Rules Changes Address Pace of Play, Substitution Rule and New Substitution Rule for Goalkeepers Adopted for Field Hockey FOR IMMEDIATE RELEASE INDIANAPOLIS, IN (August 9, 2018) Among the rules revisions in high school field hockey for 2018 are changes designed to increase the pace of play, and a new penalty for a team having too many players on the field. These rules changes were among those recommended by the National Federation of State High School Associations (NFHS) Field Hockey Rules Committee at its January meeting in Indianapolis. All rules changes were subsequently approved by the NFHS Board of Directors. The committee wasn t looking to make wholesale changes to the rule book, but instead examined the existing rules to make sure they reflected the current trends of the game, said Julie Cochran, NFHS director of sports and liaison to the NFHS Field Hockey Rules Committee. "The committee provided clarity for officials by redefining a dribble to include aerial dribbling, defined goalkeeper playing actions in and outside the 25-yard line, and established a penalty for a team having too many players on the field. Rule now states that too many players on the field is a violation of the substitution rule, and the committee approved two new penalties concerning the new rule. If the violation is discovered immediately, the extra player(s) is removed. When the extra player(s) is discovered after a goal is scored, but before play has restarted, the goal will not count and the extra player(s) will be removed. In both scenarios, a misconduct penalty will be assessed to the head coach of the offending team using the card progression. Increasing pace of play was the focus of Rule A free hit within 5 yards of the circle now will be taken at the spot of the foul. Previously, the attack s free hit within 5 yards was taken on the broken line circle. The revision not only speeds up the game, but also keeps up with current trends in field hockey.

9 Taking a free hit within 5 yards of the circle at the spot of the foul was one area that was identified in the NFHS annual questionnaire that coaches, officials and state association members were all in favor of changing, Cochran said. The committee felt this change would increase the pace of play by allowing for faster restarts in the game. A change in Rule clarifies goalkeeper play outside the circle. At that time, the goalkeeper may only play the ball with her stick up to the 25-yard line she is defending, and may not play the ball past the 25-yard line unless she is taking a penalty stroke. A revision to the definition of dribbling in Rule allows a player to maintain possession of the ball while moving it with the stick either on the ground or in the air. Previously, the ball s movement was performed with a series of taps. A new substitution rule for goalkeepers has been adopted in high school field hockey. Effective with the 2017 season, all players, including the goalkeeper, will now enter the game through the 10-yard substitution area. This revision in Rule 1-2-4h was one of eight rules changes recommended by the National Federation of State High School Associations (NFHS) Field Hockey Rules Committee at its January in Indianapolis. The proposed rules changes were subsequently approved by the NFHS Board of Directors. Beginning next season, all substitutions, including ones involving the goalkeeper, will take place from the same substitution area. The game and time will only be stopped for a goalkeeper substitution at a natural break in the game, which is defined as any stoppage that does not interrupt the flow of the game. Mark Koski, NFHS director of sports, events and development and liaison to the NFHS Field Hockey Rules Committee, said the new procedure will allow for a smoother and safer transition during a goalkeeper substitution. Rough and dangerous play and unnecessary delay of game are now considered fouls rather than misconduct and are included in the list of fouls in Rule 8-1. Umpires can now use all administrative tools to manage such fouls as they occur in the game. On deliberate fouls by the defense within the 25-yard line, but outside the circle, the official shall award a penalty corner. The awarding of a penalty stroke for misconduct in Rule 8-2 has been eliminated. The committee believes that removing a player for the remainder of the game and the team playing short-handed are appropriate consequences without awarding a penalty stroke to the opponent. In the Official Field Hockey Signals, separate signals will be developed for Free Hit and 25-Yard Free Hit. Previously, they were combined in one signal. 10 In other changes, the committee approved: Revisions which clarify that an extra player on the field is an ineligible player (3-1-6); An addition of language to ensure the timer is watching both officials on the field and is consistent with officials training as well as current trends of the sport (2-1-5); and Changes that clarify the playing actions of the goalkeeper. According to the NFHS High School Athletics Participation Survey, field hockey has 60,549 girls participating in more than 1,700 schools nationwide. The total number of girls participating in the sport has increased by nearly 1,000 from the school year. In addition, there are four schools with as many as 87 boys participating in field hockey. OFFICIALS FEES (Follow this link to the TP&F report) Officials game fees for the 2018 season: $ Varsity Game; $ Sub-Varsity Game. Mileage - $.40 cents per mile or a $2.00 stipend within the Denver-Metro area. For regular season contests, the most an official should receive for mileage reimbursement is 75 miles. This does not apply to post season contests where officials are assigned by CHSAA. Please refer to the current Officials Report in the Legislative Council Minutes for more information. Meal Allowance - Allowed in excess of 75 miles one way. Breakfast - $4.00, Lunch - $5.00; Dinner - $6.00. State Playoff Voting Information The Officials Voting for the playoffs will be October 9-14, ALL ATHLETIC DIRECTORS, COACHES (HEAD & ASSISTANT), AND OFFICIALS WILL BE INVITED TO PARTICIPATE. 12 Following are points of emphasis field hockey coaches should review with their staffs and players in reference to CHSAA rules and regulations. This list is not all-inclusive, but highlights only key areas. EJECTION OF PLAYER Any player ejected from a contest by an official for any unsportsmanlike act will be removed from that contest and will be ineligible for the next contest. An ejection is when a student-athlete receives a red card. The playing of any ineligible will cause the school to forfeit the contest in which the ineligible athlete participated. There is no appeal to this rule and coaches are urged to review the rule with team members prior to the start of the season and provide a constant reminder as the season progresses. If a player is ejected or disqualified for a second time during the season she will be required to miss the next two contests. A third ejection during the same season will result in consequences determined by the Commissioner. EJECTION OF COACH If it becomes necessary for an official to eject a coach from a contest for any reason, the coach shall be placed on CHSAA probation in accordance with the policies established by the CHSAA Board of Directors. The coach will not be allowed to coach the next regular scheduled contest of the same level. He/she may not coach in any other contest at any level during this time. A coach ejected from a game is required to complete the following courses offered online by the National Federation of State High School Associations (NFHS): Sportsmanship and Teaching and Modeling Behavior. These courses shall be completed before he/she will be removed from probation and must be finished in a reasonable amount of time during the season, to be determined by the school s athletic director. CHSAA FIELD HOCKEY YELLOW CARD RULE The following rule is related to the accumulation of yellow cards by a field hockey player during regular season and the playoff tournament: FIELD HOCKEY/GIRLS' LACROSSE CUMULATIVE YELLOW CARDS o A field hockey or girls' lacrosse player who receives a third, fourth, fifth, etc., yellow card during the regular season will not be eligible to compete in the next regular season contest of the same level following the game in which she received the third, fourth, fifth, etc. yellow card. o o At the end of the regular season, all yellow cards accumulated to that time will be cleared. Each player who accumulates a third, fourth, fifth, etc. yellow card during any portion of the playoffs (district, regional or state level competition) will be suspended from competition for the next contest of the same level following the game in which she received her third, fourth, fifth, etc. yellow card. (The player may complete the game in which she received the third yellow card.) REPORTING YELLOW CARDS Officials bear the responsibility of contacting the CHSAA when a yellow card is given. The CHSAA Office will track the cards, but it is the responsibility of each coach and school to track their own cards and to implement the penalty. If a player who has accumulated three yellow cards (or a fifth, sixth, etc.) fails to miss the prescribed contest, that contest will be forfeited. This bylaw was recommended by the CHSAA s Field Hockey Committee in the belief that it establishes consistency in yellow card accumulation and provides a basis for improving sportsmanship. 8

13 STATEMENT CONCERNING RUNNING UP SCORE The Colorado High School Activities Association has deemed it necessary for schools to refrain from running up scores on opponents. MAXIMUM STUDENT PARTICIPATION A student may not participate in more than 36 halves exclusive of state qualifying games. MAXIMUM TEAM PARTICIPATION No member school shall permit any of its field hockey teams to participate in more than 15 games exclusive of state playoffs. TIES IN REGULAR SEASON (LEAGUE & NON-LEAGUE GAMES) *See section, E-1 in the NF Rules Book Ties in the regular season shall be broken by playing one (1) full 10-minute period. Teams play a 10-minute overtime period with a team of ten field players and one goal keeper (11v11). The teams do not change goals at the end of the regular game. The winner of the coin toss chooses whether or not to take possession of the ball. The overtime is considered over when the time has expired. Games may end in a tie, but only after the 10-minute period has been played. 9

14 Mow field to appropriate length - Rule book states (pg. 8, section 2, art. 1) field should be cut to height of ¾ in. to maximum of 1 ½ in. Line field according to Rule book. Put cones - on corners of field o on opposite 25 yd. line o substitution area at 50 yd. line The official table or desk at 50 yd. line should have a chair for official timer and scorer for each team. Keep the following at the scorer s table: o Air Horn o Clock o Stop Watch o Game Balls o Pencils Sharpened o Substitution Cards Benches for both teams Spectator line marked Fields should be ready one hour prior to start of game. Nets should be checked for hole or problem areas. CHSAA Emergency Action Plan (Template link) Every member school is required to create a venue-specific Emergency Action Plan (VEAP) for each site that the member school practices and hosts athletic contest. (Please use this template that has been created for consistency). The VEAP must include location, emergency access, emergency contact information and a listing of each member in protocol's duties. An Annual VEAP training must take place no less than one time a year. This plan must be completed for all on-site and off-site practice/competition venues. 10

Take the 2 nd right on East Louisiana Ave. The stadium will be on your right. **The stadium has new construction in the area, please be aware these directions may change.** TOURNAMENT DIRECTOR Bethany Brookens, CHSAA Assistant Commissioner bbrookens@chsaa.org HOST & STADIUM DIRECTOR Denver Public Schools Justin Saylor TEAM INFORMATION 1. Teams should arrive at least one hour prior to game time and enter through the main entrance on the West side of the Stadium. Each team is asked to provide at least 4 ball shaggers for each game in which their team plays. 2. Teams may not begin warm-ups on the field prior to 30 minutes before the game time for the semifinals. For the championship, teams can get on the field one hour before the game. No running around the track during game play. Warm-up location will be given to teams upon checking in at the stadium. Second semifinal game is guaranteed 30 minutes on the turf prior to the start of the game. 1 st Semifinal Game Teams may take the field at 5 pm and introductions will begin at 5:25 pm (first game). Finals Teams may take the field at 6:00 pm and introductions will begin at 6:55 pm. 3. The designated home teams (higher seed of the bracket) will use the south bench while the lower seeds of the bracket are designated as the visiting teams and will use the north bench. Team benches are located on the West side of the field. 4. No parents, spectators or non-school officials may be present on the track, sideline or in the vicinity of the playing field. 5. No players, parents or non-school officials are allowed in the press box. 6. **The decision for the CHSAA semifinal and final ball (white or orange) color will be left to the discretion of the officials assigned to these games. Safety, lightening, and field markings will help determine which color is best. 7. Half time shall be five minutes with the clock running.

17 11 8. Each participating team in the final four tournament is entitled to a maximum of 28 entries at each contest in which the team participates. NO MORE THAN 21 PLAYERS MAY BE CERTIFIED TO PLAY ON A TEAM IN THE STATE TOURNAMENT. The 28 team entries are to include team members, coaches and managers. The gate lists will be developed from the roster information requested in this Bulletin. Only those people listed on the roster information sheet will be admitted free of charge. 9. ROSTER: Rosters may change after quarterfinals but must remain the same for both semifinals and finals. QUALIFYING FORMAT 1. Quarterfinal round games to be played at the site of the higher seed. In the semifinals and finals, the higher seeded team will wear home uniforms (predominantly light-colored uniform tops.) 2. The eight state qualifiers will be determined by regular season play in the Colorado High School Field Hockey Conference. For determining the eight state qualifiers and state seeding: 1. Teams will be selected straight off of the CHSAA RPI rankings at the end of the regular season. 2. They will be placed on the bracket based on their RPI ranking. TIEBREAKING PROCEDURES FOR PLAYOFF GAMES (Refer to the NFHS rulebook for page numbers) 1. Play one (1) full 10-minute period with teams of ten field players and one goalkeeper (11v11) (See page 84, E-1 for format). 2. If the contest remains tied at the end of the 10 minute overtime period the teams will change ends and will play one (1) 10-minute Sudden Victory Period with a six field players and one goalkeeper (7v7], (See page 84, E-2b & E-5 for format). 3. One-on-One - A series of five shots on goal shall be taken by individual players in a one-on-one situation (attackers vs. goalkeeper ). To begin this procedure, the attacker stands on the 25-yard line and the goalkeeper stands on the goal line. Play continues for 10 seconds with follow-up shots permitted. (See page, Page 85, E-4). NOTE: A foul of violation by the attacker ends the procedure. A goal is awarded for a foul or violation by the goalkeeper. The procedure also ends when: 1. The 10 seconds has elapsed; 2. A goal is scored; 3. The ball goes out of play over the end line or sideline. a. Each coach will present a list of 10 players to the official and the shots will be taken by the players in the order they are listed. The team attempting the first shot will be decided by a coin toss. If a player participates out of order, that one-on-one is over and no goal is awarded. The next correct player is to play the team s next one-onone. b. The first five player listed for each team will attempt the shots on goal on an alternate basis and the team scoring the most goals is declared the winner. c. If the game is tied, the last five players listed for each team will attempt sudden victory shots on an alternating basis. This procedure will continue until the tie is broken. If necessary, the original list of 10 players will be repeated. The order of players may be changed at this time. EXAMPLES: (1) No. 6 of A scores; No. 6 of B fails to score; A declared winner (2) No. 6 of A scores; No. 6 of B scores; (No. 7 player from each team must attempt shot-on-goal.) No. 7 of A scores; No. 7 of B scores; (No. 8 player from each team must attempt shot-on-goal.) No. 8 of A fails to score; No. 8 of B scores; B declared winner.

18 CHEERLEADERS Twenty-five (25) cheerleaders and twenty-five (25) poms team members in uniform and two coaches may be admitted at no charge to state semifinal and state championship games. The coaches and spirit groups must enter the gates together accompanied by their coach. NOTE: Due to varying sizes of facilities used at state semifinal and state championship games, certain restrictions or more limited numbers may be imposed. PEP BAND ADMISSION INFORMATION Only 35 pep band members, and the director, will be admitted at no charge to the state playoffs, providing each member of said groups complies with the following conditions. Additional members may attend at the student fee at the discretion of host administrator based on facility space consideration. Marching Bands/Pep Bands are asked to observe the following: Play only at pre-game, time-outs and intermissions during games. At no time can bands, percussion, or any part of an instrument be played while the ball is in play. To give consideration to other bands in attendance. Every school should have the opportunity to complete a cheer and to have its band play. (A meeting of the band directors prior to the start of the contest always helps to ensure good sportsmanship). Do not allow band instruments, drums, etc., to be used as noise makers. Only a maximum of 2 amplifiers can be used for the purpose of amplifying a piano, guitar, or bass. AWARDS Awards for the 2018 CHSAA Field Hockey Tournament will include a trophy for the championship team and second place team. No third place game will be played. Each member of the four state championship tournament teams will receive a certificate of participation commemorating their play in the 2018 Field Hockey State Championship Tournament. Each school will receive 25 certificates. More certificates may be ordered from Sandra Williamson at the CHSAA office, swilliamson@chsaa.org. SELECTION OF OFFICIALS Officials for the state tournaments will be selected and assigned by CHSAA. BANNERS & NOISEMAKERS Only one official school banner may be displayed at the field hockey semi-final and final contests. No paper signs or placards will be allowed. Artificial noisemakers of any kind are prohibited at the state tournament. This includes thunder sticks and drums used as noisemakers. TRAINER A trainer will be provided at the semifinal and final contests by CHSAA. PROTESTS No protests involving the judgment or possible misapplication of a rule by a game official will be considered by CHSAA. However, coaches may direct questions to the game officials as they pertain to possible misapplication of the rules, at the time of the occurrence, in accordance with the National Federation rules governing that sport. Once the game has been declared over, the outcome is considered to be final.

19 STOPPAGES BY UNCONTROLLABLE CIRCUMSTANCES (DURING POST SEASON): If the game is terminated in the first half, the entire game shall be replayed on an alternate date. If the game is terminated in the second half, the game shall be restarted at the point of interruption on an alternate date. Regular season shall follow NFHS Rule 4-2. A. Lights go out at the tournament site Players go to their benches and become their coaches responsibility. Officials leave the field to determine the extent of the delay. Administrators from represented schools are responsible for the fans. If the lights problem cannot be resolved within 30 minutes, the game is terminated. B. Inclement Weather Teams report to their respective locker rooms. If the weather problems do not clear within 30 minutes, the game is terminated. 13 ACTS OF GOD & INCLEMENT WEATHER POLICY In the event inclement weather prevents either the semifinals or finals being held on the regularly scheduled date(s), the CHSAA office will work with the host site (All-City Stadium) to select the next available date for competition. The game(s) will be rescheduled as quickly as possible and will be played close to the originally scheduled date; depending on facility constraints. PRACTICE Practice will not be permitted at the site of the State Championship (All-City Stadium) starting the Saturday preceding the state tournament quarterfinals as well as during the week of the semifinals and finals unless a participating school's practice facility is also the tournament site. OFFICIAL TIME Official time will be kept on the stadium clock throughout the game; however, the horn will not go off and a certified official will alert the head official that one minute is remaining in the first half, at the end of the game and any subsequent overtimes, and the official will count down beginning at 10 seconds remaining in the contest. PROGRAM INFORMATION It is imperative that each team that has a chance to qualify for the 2018 CHSAA Field Hockey Tournament, complete the field hockey gatelist online. All gatelists MUST be completed online by Noon on October 22, This information is very important, as it will be used to develop the program as well as any press releases. 14
