1 UNYCHL RULES (updated 11/27/2017) The UNYCHL uses NCAA Hockey rules as its guidelines The Following rules SUPERSEDE standard NCAA Rules Regarding The UNYCHL Rule 1 - Rosters 1.1 Roster Sizes - The roster size for a UNYCHL team must be no more than 30 players. Rosters must be submitted prior to your first game of the semester. Failure to do so will result in forfeits of any and all games until the roster is received. If your school requires you to roster all players who join the team and it causes your team to be over the 30 man limit you may send a request to the league for a roster waiver. 1.2 Game Rosters - There will be no non-dressed players on the team bench at any time. A team may dress a maximum of 21 players, a maximum of 19 skaters and a maximum of three goalies. There is no minimum other than at least 1 goalie and 5 skaters. 1.3 Scratched Players - Each team is responsible for all scratched players behavior during a game. All teams are responsible for any players that are at the game but not playing. 1.4 Ejected Players - Players ejected from the game who engages in any conduct detrimental to the league, rink, rink staff or its his/her team, teammates, coaches or team staff are subject to suspension and/or banishment from the league. The team involved is subject to penalties at the discretion of the league commissioner, deputy commissioner and the advisory board. 1.5 Ineligible Player(s) - Any team discovered using ineligible players will be subject to coach or player-coach suspensions and forfeiture of any involved league games. The player s stats will be removed from league statistics. The player in question will be suspended for the remainder of the season and may apply for reinstatement the following season. The team will also be ineligible for playoffs that season. If a team is discovered using an illegal player after the playoffs has concluded, that team will not be eligible for playoffs the following season. If a team wins the championship and is determined to have had an ineligible player on its roster at the time, the team will forfeit the championship and it will be awarded to the runner-up. The club sports director, or person in charge of club of sports, of any any team discovered using illegal/ineligible or non-school players will be immediately notified. 1.6 Player Verification - At any time prior to the end of the game, a team may request the referee to check a player s roster eligibility through a valid form of identification. If the player is deemed ineligible, or is not the player listed on the game sheet (impersonation of the listed player), the player will immediately be given a 5-minute major penalty and a disqualification. The player in violation will be banished from the league permanently.

2 1.7 Roster Eligibility - Any player who wishes to play for a team in the league must be in school, taking registered college classes and on the roster at the beginning of the academic semester. If a player enters school or the team any time after the start of the semester he/she must wait until the beginning of the next semester to be eligible to play in league games. A player who played at a varsity level (D-3 or Junior A) is not eligible to play until the beginning of the new season following his departure from a varsity program. Players who played at a varsity level may not join a UNYCHL club team during the same season. He/she must wait until the following season to play. Graduate students are eligible to play in the UNYCHL. D-1 players of any experience may not compete in the UNYCHL. 1.8 Coaches - All teams are required to have a non-player, school sanctioned coach on the bench. No team may have a spectator on the bench in any capacity unless he/she is deemed a sanctioned coach. The league and home team/rink are not responsible for any injury incurred by a non-sanctioned spectator injured while in or around the playing area or bench. Rule 2 - Period Length 2.1 Game and Intermission Timing - The time allowed for a game shall be three 20-minute periods of actual play with a rest intermission of about 15 minutes between each period. The intermission shall commence when the referee signals the timekeeper to start the clock. Officials duties and powers continue during intermissions and until all players have left the ice and entered the dressing room. 2.2 Ice Availability and Time Constraints - In case of time limit constraints, all periods must be 20-minutes in length with stoppage. A 20 minute third period may be running time if agreed by both teams. If the home team is leading the period must not be running time as to give the visiting team a fair chance. If the home team is losing, then running time may be used if agreed upon by the visiting team. If a game is forced into running time for the third period and the home team is leading, and wins, the result may be forfeited by the home team upon league review. 2.3 Ice cuts - Ice cuts may be done once a game if needed and then it must be between the 2nd and 3rd period with a 5 minute rest period between the 1st and 2nd in lieu of an ice cut. Rule 3 - Tied Games 3.1 Tied Games - If the score is tied at the end of three regulation 20-minute periods, the following shall take place: 1. There shall be a two-minute intermission. 2. The teams shall change ends at the end of each period. 3. A three-on-three five-minute period shall be played. 4. The team that scores first wins and the game is ended. If a goal is not scored in the five-minute period, the game shall be continued with a shootout.

3 If either team declines to play in the necessary overtime period, the game shall be declared a loss for that team. 3.2 Tied Game - Penalties - Any overtime period shall be considered part of the game and all unexpired penalties shall remain in force. 3.3 Shootout - Any game that results in a tie may be broken by use of a shootout under the following conditions: 1. At the end of the five-minute three-on-three overtime period, one referee will instruct the timekeeper to put two minutes on the clock and immediately start the clock. 2. A referee will request a list of three shooters from each coach. 3. The referees will meet at the referee s crease with the captains to explain the protocol during the two-minute period. 4. The goalkeepers change ends. 5. The home team has the option of shooting first or defending first. If Team A s first two players score, while none of Team B s players score, the shootout is over and Team A wins the shootout. 6. If the shootout remains tied at the end of this round, each coach will select a different shooter, this time in a sudden-death situation. The first three shooters are ineligible until all other bench players have attempted a shot, if necessary. Each team has an equal number of chances to shoot before a winner is declared. 7. If the goalkeeper attempts to stop the shot by throwing his stick or any object, or by dislodging the net for any reason, the Referee shall make one of the following determinations: a. a. Award a goal if the referee deems the player would have scored into the area normally occupied by the net had it not been dislodged; b. Allow the shot to be re-taken if the player does not score or it could not be determined if the puck would have entered the area normally occupied by the net; or c. If the net becomes dislodged after the puck has crossed the goal line thus ending the shot, the above determinations do not apply, the shot is complete. Notes Players serving penalty time shall not be eligible for the shootout and shall remain in the penalty box during the shootout. If a goalkeeper is injured in the shootout, the goalkeeper may be immediately replaced by a goalkeeper off the bench. The injured goalkeeper may not re-enter the shootout. All players not actively participating in the shootout must remain on their bench. Goalkeepers may be substituted, but no warm-up time will be allowed. If video replay is available, it may be used to confirm shootout goals. All rules governing a penalty shot (NCAA Rule 25.2) shall be in effect. 3.4 Tied Games - Playoffs - Where advancement in a bracket or the determination of a tournament champion is necessary, any series in a format that results in a tie shall be broken by 20-minute, sudden-death overtime periods. The ice shall be resurfaced upon completion of

4 regulation play. The teams shall change ends at the end of each period. Rule 4 - Playoffs 4.1 Playoff Format - The top four teams from each division make the playoffs. It is a divisional format in the first round 1 vs. 4 and 2 vs 3. Games will be played at the home of the higher seed. The 6 remaining teams will be re-seeded and play in a single elimination final four at a neutral site. The top two seeds are awarded a bye. Seed 3 plays seed 6, and seed 4 plays seed 5, with seed 3 and 4 being the home teams of these games. The winners advance to play seed 1 and 2 and are deemed the home team.. The lowest seed will play seed 1 and the other seed will play seed 2. Winners of the semifinal game advance to the championship game. The higher seed in the championship game is the home team. 4.2 Playoff Roster Eligibility - A player must play in 51% of regular season league games to be eligible for the playoffs. 4.3 Playoff Tiebreakers - In the event of a tie of final league standings the tiebreaker will be determined by: 1. Head to Head Record in league and non-divisional games. 2. Goal differential in head to head. 3. Goals Against Average overall 4.4 Playoff Location - Playoff locations are determined by the commissioner and the advisory board. The playoffs will be played at a neutral location and will be paid for by the league fee with the dues every team had paid for the league. The league pays for referees, ice slots, trophies, medical personnel, scorekeepers and announcers. Rule 5 - Major, Misconducts, Game Misconducts, and Disqualification Penalties 5.1 Major Penalties - For any major penalty, the offender shall be ruled off the ice for five minutes, during which time a substitute shall not be permitted. A five minute major must be served in its entirety. Types: See page 85, Table 4, in NCAA Rulebook. 5.2 Misconduct Penalties - A misconduct penalty involves the removal of a player, including a goalkeeper, from the game for a period of 10 minutes; however, a substitute is permitted to replace that player immediately. A player whose misconduct penalty has expired shall remain in the penalty bench until the next stoppage of play Types: See Page 86, Table 7, in NCAA Rulebook. 5.3 Game Misconduct Penalty - A game misconduct penalty involves the suspension of a player, coach or other non-playing persons for the balance of the game; however, a substitute is permitted to replace a player immediately. The offending player, coach or non-playing persons must leave the bench and playing surface immediately and may not communicate with or contact team personnel in any manner until the game is completed. Any contact with game officials is prohibited. Medical personnel cannot be assessed a game misconduct penalty. A player who is

5 assessed a game misconduct penalty is suspended for the remainder of that game only. The player shall be allowed to play in the team s next scheduled game. A player receiving a game misconduct may continue to play until disciplinary action is determined by the league. Types: See Page 87, Table 5, Table 8, Table 9 and Table 10 in NCAA Rulebook. 5.4 Suspensions - A player who receives three (3) game misconduct penalties in the same season (including exhibition games) shall not be permitted to play in the team s next regular-season game against an UNYCHL member institution. For each additional game misconduct penalty assessed to the same player in the same season, the player shall be suspended for one (1) additional game. This shall not be part of a progressive penalty structure. Exhibition games cannot be used to fulfill the suspension for this violation. 5.5 Suspension Carryover - Any suspensions that are not completed by playoffs end will be active for the following season. Any player who cannot fully serve his suspension due to graduation, or other reasons for leaving the team, and the player was deemed the instigator of the incident in question, then the team with the suspended player will begin the next game versus the team the incident took place against will start the game with a five minute major penalty. Example: Team A has a player who is graduating and he instigates a fight at the end of a league game vs. TEAM B and there are only 2 games left in Team A s season. He cannot fully serve his 5 game suspension, so the next time the 2 teams play AFTER the player has left the school, Team A is given a 5 minute major to start the game and Team B given the powerplay. If Team A and B play the next night, the 5 min major is not given yet as the player is still legitimately serving his suspension. It would be the next time the 2 teams play with the suspended player no longer on the roster. If a team keeps the player on the roster illegally to avoid the penalty and this is discovered, Team A will receive a forfeiture of the game vs. Team B. If Team B wins that game outright, Team A will forfeit 2 pts in the standings. This rule will keep teams from having players who are leaving the team start problems without fear of reprisal due to their impending departure. 5.6 Disqualification Penalties - A disqualification penalty involves the removal of a player, including a goalkeeper, for the remainder of the game plus a major penalty, and may be assessed before the start of the game, or during or after the game. When coincidental disqualification penalties are assessed against an equal number of players of each team, the teams then shall be permitted substitutions on the ice for the penalized players. The offending player may not go to the penalty bench and may not, for the duration of the penalty (including any progressive game-disqualification penalty), occupy any area designated or reserved for players, and may not communicate or contact team personnel in any manner for the duration of the disqualification penalty(s). A substitute, other than a spare goalkeeper, must enter the penalty bench immediately in the place of the disqualified player(s) and enter the game after the five-minute penalty(s) has elapsed. A player may be assessed more than one disqualification penalty in a game. The progressive game-disqualification structure shall be:

6 1. First disqualification penalty that game plus one. 2. Second disqualification penalty that game plus two. 3. Third disqualification penalty that game plus three. 4. Fourth disqualification penalty that game plus four. (The progression shall continue after the fourth disqualification penalty.) Any game-disqualification penalties shall carry over to the next season for players with remaining eligibility. The team of the disqualified player(s) shall be permitted to dress a substitute player or players (equal to the number of disqualified players) in the next scheduled game. A player who receives a disqualification penalty in any game (including exhibition games) shall not be permitted to play in the team s next played regular-season or playoff game against an UNYCHL member institution. Exhibition games cannot be used to fulfill the disqualification penalty. A player may not participate in any league game following a disqualification until the league has made its decision. Types: See Page 85, Table 6, in NCAA Rulebook. 5.7 Contact to the Head Penalties - Any contact to the head penalties will be reported by both coaches and reviewed by league immediately regardless of the severity of the penalty issued in the game. Regardless of what penalty is assessed by the game s referee the league has the right to supersede any referee and issue a suspension based on all reports regarding the incident as well as any injuries incurred as a direct result of the contact to the head. 5.8 Non-League Game Game Misconducts and Disqualifications - Any incidents from a non-league game resulting in a game misconduct or disqualification must be reported to the league. A detailed explanation of the incident along with a copy of the score sheet should be ed or faxed to the league within 72 hours of the incident. The league will review the incident and determine if the incident requires league action or suspension. As representatives of the UNYCHL it is imperative that teams conduct themselves as they would in league games and teams will be held to the standards of the UNYCHL even in non-league games. 5.9 Reporting Game Misconducts and Disqualifications - Both coaches will submit an to the commissioner and advisory board explaining the incident, even if the player receiving the game misconduct was not on your team. A phone number for the referee s involved will be obtained and sent to the commissioner for questioning regarding the incident if needed. This must be done within 24 hours of the incident. If it is not sent within 24 hours, the player(s) involved will be suspended no matter the explanation. Both coaches will be warned for not reporting the incidents. A second offense for not reporting incidents will result in the coach(es) being suspended one league game and each subsequent violation will result in one league game suspension.

7 5.10 Review of Game Misconducts and Disqualifications - Any player receiving a game misconduct or disqualification will be subject to league review for possible disciplinary actions Leaving the Bench - Any player who leaves the bench to enter, incite or further an altercation will receive a minimum three game suspension in addition to any other game misconduct or disqualification suspensions received Fighting - Any player, or players, who mutually engage in a fight will be ejected from the game and automatically suspended for up to three (3) league games based on UNYCHL officials review. The Commissioner and Deputy Commissioner has the right to increase or decrease any suspensions upon review. 1st offense: Three league game suspension 2nd offense: Five league game suspension. 3rd offense: Eight league game suspension. 4th offense: Banishment from the UNYCHL Instigating - Any player attempting to start a fight at the end of a game can receive a maximum of three games suspension depending on the referees observations. Any player engaging in a fight at the end of a game will receive five league game suspension. If it is a player's 2nd offense or more for fighting the suspension will increase to eight (8) games. If a player is deemed the instigator of a fight at the end of a game he will receive a mandatory six (6) game suspension. If a player instigates more than one fight in a season he will be suspended an additional game for each subsequent instigator penalty in addition to the regular suspension. A player will be suspended if given a game misconduct instead of a disqualification for fighting. All other game misconducts are subject to review for disciplinary action Abuse of an Official - The UNYCHL will not tolerate abuse of officials. This does not include the normal banter from coaches to referees or arguments and disagreements. Any player or coach who is deemed to have abused an official will be subject to suspensions and/ or banishment from league play Appeals - All suspensions and/or team penalties, or forfeitures, may be appealed within 48 hours of the league decision. The review will be done in conference with the league commissioner, deputy commissioner, advisory board and the coaches or highest-ranking team member of the teams involved. All commissioner decisions after the appeal are final. Rule 6 - Conduct 6.1 Coaches and Team Discipline - A head coach and his assistants are ultimately responsible for their teams on ice actions, demeanor and for controlling their team during a game. Any coach who exhibits any type of inciting, instigating or condoning of illegal play by his or her team, or whose bench exhibits the same, will be subject to a penalty at the referee s discretion as well as league suspension. Repeat offenders may face banishment from the UNYCHL after thorough review. Any league discipline toward a coach who condones illegal

8 play perpetuated by his or her team will be discussed with personnel inside that coaches institution. 6.2 Player Conduct - No player shall use obscene gestures, or racial slurs, at any time on the rink s premises. Any player caught doing so will be immediately given an unsportsmanlike conduct penalty at the referee's discretion as well as a disqualification penalty. The player will receive one league game suspension. Any further suspension will be determined by the league upon review of the incident. Players and coaches will also be held accountable off the ice as well. Players and coaches can be disciplined if it is decided that a player or coach s conduct off the ice is deemed detrimental to the league. 6.3 Alcohol and Narcotics - Any player found to be under the influence of alcohol or narcotics during a game will immediately be given a five minute unsportsmanlike conduct major penalty and a game misconduct. After a review of the incident including statements from coaches and referee and/or linesman, the offending player will be suspended for a minimum five games to a maximum lifetime ban. The coach of the offending player will be suspended a minimum of three games. The offending player s school will also be notified and the team will be placed on probation for possible banishment from the league. 6.4 Off-Ice Assistants and Staff - All off-ice assistants (scorekeepers, announcers, penalty box attendants, etc.) are the responsibility of the appointing team. At no time are alcohol or narcotics allowed in any official off-ice areas or to be consumed by off-ice assistants. At no time should anyone not acting in an official capacity by the home team be in any official off ice area (scorekeepers box, penalty boxes, team benches, locker room area, etc.) At the referee s discretion any violation of this rule can result in the expulsion of the assistant and/or spectator from the arena. The home team can be penalized by the referee as well as face league discipline up to and including forfeits or banishment of the team from the league. Schools will be notified of these infractions. Rule 7 - Score Reporting, Scheduling, Standings, Rescheduling and Forfeits 7.1 Score Reporting - Final scores must be posted and/or reported to a league official within four hours from faceoff. 7.2 Scoresheets - Scoresheets are to be reported to Isaak DeMaio, isaakdemaio@gmail.com, by the Tuesday following a game. Majority of games are scheduled on Friday, Saturday or Sunday, this allows a minimum of 24 hours to report the scoresheet. 7.3 Standings - Standings will be updated regularly on game-days. Two points are awarded for a winner of any kind. One point is awarded for an overtime loss or shootout loss. Zero points are awarded for a regulation loss. 7.4 Rescheduling - Any team needing to reschedule a game for any reason other than an unforeseen incident (weather, transportation problems) must inform the opponent no later than one week prior to the scheduled game.

9 If the visiting team finds it inappropriate to reschedule, then they game must be played on the original date. If it is agreed upon both teams need to notify the league office of the change for approval. If the visiting team cancels they are responsible for all costs incurred by the home team if there are any. If there is an Act of God or other reason out of the team s control that requires cancellation on the day of the game then the league will verify the reason and determine if a forfeit or a reschedule is appropriate. If the visiting team is the team needing to cancel they will be required to pay any fees incurred by the home team if the home team cannot reschedule without financial burden. If the visiting team does not pay, they will incur a forfeit for that game. If the home team cancels the day of a game they will be responsible for reimbursing the visiting team travel expenses if any are incurred or they will forfeit the game. If the reason for a team being unable to make a game is due to transportation problems (i.e.: bus not showing, bus breaking down) the team involved must provide the league with the transportation companies name for verification. 7.5 Forfeits - All costs incurred are to be paid by forfeiting team prior to their next home game. A $ administrative fine will also be assessed. The club president and/or captain will also receive a one home-game suspension. A forfeiting team will lose any tie breaking procedures in the standings. 7.6 Competition - All teams play at their own risk. The UNYCHL assumes no responsibility for injuries or expenses incurred as a result of transportation to and from game, nor injury as a result of practices and games. Participation in this league is completely voluntary. Rule 8 - Liabilities 8.1 Medical Personnel - The home team is required to identify medical personnel to the opposing team and to the officials before the opening face-off. The medical personnel is required to print, sign and leave a form of communication on the scoresheet; if there is no space on the scoresheet, create a space next the officials. A player is allowed to serve as the medical personnel. He or she must be certified and have the proper equipment in or around the bench area. This player must remove themselves from the game for the required amount of time needed for care. If the injured player cannot return, or if it is not recommended to return, additional medical personnel is required to be called. The player medic may only return when the additional medical personnel has arrived. 8.2 Insurance - All teams must provide their own insurance and play at their own risk. Players play at their own risk. Coaches coach at their own risk. Off-ice assistants do their duties at their own risk. The league does not provide insurance for teams. All teams must provide the league with proof of insurance or insurance waivers. 8.3 UNYCHL Liability Waiver - All players, coaches and staff must sign a UNYCHL liability waiver prior to participating in any UNYCHL game or function. No one may participate without this waiver, to include off-ice scorekeepers, statisticians, etc.
