2 Northern California Youth Rugby Association (NCYRA) Annual General Meeting (AGM) Meeting Minutes #05 Date: August 3, 2011 Time: 7:00 PM 9:00 PM Location: Masonic Hall, 159 North First Street Dixon, CA The attachments show the attendees, clubs and organization title information. 1. Robert Salaber (President) called the meeting to order at 7:05 PM and followed the above agenda. 2. Robert Salaber (President) asked for discussion of the minutes of AGM meeting. The group unanimously approved the minutes from the previous meeting. Motion by Owen Flynn, 2 nd Karen Chance He reviewed progress in Registration, Match Reports, PCIT, NCYRA Playoffs, All Star Colorado championships. There has been a lot of progress and there are still things to fix. The group unanimously approved the minutes from the previous meeting. Motion by John Riddering, 2 nd Tony McKenzie Robert Salaber (President) lead a discussion of the proposed Master Schedule. There were several questions about youth rugby scheduled for Sundays. The group unanimously approved the Master Schedule. Motion by Matt Taylor, 2 nd Jay Hanson. 4. Matt Taylor presented the budget for 2011 and discussed aspects of the budget (See attachment). The budget for 2012 will be presented at the next meeting He noted that the increase in registration numbers caused the top line of the budget to be greater than planned, 4.2. He noted that the NCYRA would have ~$45,000 left to carry into the next year which is slightly higher than the ~$30,000 minimum that Taylor had suggested at the previous BOD meeting The group unanimously approved the Budget as presented. Motion by Jay Hanson, 2 nd Paul Keeler. 5. The following Committee Reports were made: 5.1. Inter-Conference Competition (Playoff). Scott Wood presented that the playoffs were set by the Master Calendar. The group unanimously approved the report as presented. Motion by Ray Schwartz, 2 nd Will Halligan High Performance / All Star - John Riddering (JR) presented the Committee report and the accompanying HP Strategic Plan. 3 Committee Chairman. The group approved the program as presented with one (1) vote against the motion. Motion by Ken Bernthorne, 2 nd Owen Flynn Inter-Conference Disciplinary - The Safety Protocol / Code of Conduct was moved to Item 8. Rob Salaber presented (for Matt Eason). Motion by Glenn Warden, 2 nd Paul Keeler which carried unanimously Public Relations - Dave Faingold presented the Committee report and discussed the following. Paul Lynch was named the 2012 Committee Chairman. The group unanimously approved the program as presented. Motion by Milt Quan, 2 nd Paul Lynch The web site was very successful The PCIT was successfully promoted The committee offered that the NCYRA The committee will work to provide a template for clubs to do their own promotion Boys High School - Mateo Medrano presented the committee report.. Mateo reviewed the current rules for Varsity Gold vs Varsity Silver participation. Motion by Mike Dominquez, 2 nd Paul Keeler. The motion carried unanimously Milt Quan noted that it should be black and white. A player should either Gold or Silver. Several other people agreed (Diana Carrera, etc). Jay Hanson noted that the policy should be sent out at least a week prior to the next meeting Girls High School - The program is now a high school competition and not an Under 19 competition. In 2011 there were 12 teams (1 new team that only played friendly matches) vs 8 in There should be 16 teams in There are 4 players from the Mother Lode who received college scholarships. The motion carried unanimously. Motion by Tony Saint, 2 nd Moses Similai Middle School - Rob Salaber made the report. The committee is examining whether to have weight restrictions or going to a Gold and Silver Division. Tony discussed the injury rate. The motion carried unanimously. Motion by Karen Chance, 2 nd Will Halligan Youth - Matt Taylor presented the report. He noted that some of the issues were weight / size limitations, scheduling, tournaments. The group unanimously approved the report as presented. Motion by Kevin Murray, 2 nd John Cullen Sevens - Rob Salaber presented the report. The first Summer Sevens Series held in Dixon this past summer was a success. NCYRA held the tournament in Dixon on three Sundays (interleaved with the Palo Alto Sevens) during the summer. Series next year will be held on the same days at the Palo Alto Sevens. The motion by Rob Harrison, 2 nd Glen Warden, carried unanimously Referees (Ad0Hoc) - Scott Wood presented the report. He noted that youth rugby needs more referees. There were several people that would like to require that all coaches be required to be referees. This Ad-Hoc Committee was moved to be a Standing Committee. The group unanimously approved the program as presented. Motion by Owen Flynn, 2 nd Brian Wilson Single School (Ad-Hoc) - Rob Salaber presented the report. There will be a Single School Conference in 2011 De LaSalle, Jesuit, Christian Brothers, Dixon, McClatchy, PITS, Bishop O Dowd and maybe Bellarmine. 4 group unanimously approved the program as presented. Motion by Brian Lewis, 2nd Stephen Moore NCYRA Officers - The current slate of officers is standing for reelection. Rob Salaber noted that there were no nominations for an opposing slate of officers. After a brief discussion, Milt Quan made a motion, 2 nd by Jay Hanson, to elect the current slate of officers for the 2012 year. The motion carried unanimously. President Robert Salaber, Dixon Rugby Football Club Vice President Mateo Medrano, Marin Highlanders Rugby Club Treasurer Matt Taylor, Lamorinda Rugby Club Secretary Bob Benson, Peninsula Green Rugby Club 7. NCYRA Policy Statements - Rob Salaber discussed Amendment Proposal (BOD #05, Item 7) Draft July 26, He presented the changes in the various points on the Policy Statements (shown in red). There was a lively discussion about the various points. Owen Flynn and Bob Benson both noted that the policy allows a coach who is also a certified referee to referee a game in which his/her team is competing, although it is not desired. This policy has not changed. Motion by Ray Schwartz, 2nd Dominquez. The group approved the program as presented with one (1) vote against the motion (Rob Harrison). 8. Safety Protocol and Code of Conduct - Rob Salaber presented the changes to the form. The major issue was whether the coaches should be responsible for spectators. After a lively discussion the changes were carried with a motion by Matt Taylor, 2nd Mateo Medrano. The group approved the program as presented with three (3) votes against the motion (SFGG, Marin, Berkeley). 9. Coaches Certification program - Rob Salaber presented the changes. As a result there will be a Coach s Committee formed and the NCYRA will begin self-certifying coaches. Motion by Owen Flynn, 2nd Stephen Moore, motion carried unanimously. 10. Other Items It was noted by Rob Harrison that the USAR insurance policy could not be properly administered and was a waste of money. It was requested by Stephen Moore that the issue of EMT/CAT be discussed at the next BOD meeting. 11. Adjourn The meeting was adjourned at 9:25 pm. 9 Northern California Youth Rugby Association (NCYRA) Middle School Committee Conference Call Meeting Minutes (BOD #06, Item 5.9) October 18, 2011 Call to Order: 7:00 pm Attendees: R. Salaber, M. Leksan, S. Hudson, M. Eason. Discussion Items In an effort to have more parody within the Middle School Divisions it was recommend implementing two Divisions, similar to the High School Divisions. Middle School is defined as 6 th, 7 th and 8 th graders only, with no age limit. We will establish a Middle School Gold and Silver Division, with newer (emerging) teams generally entering in at the Silver Division. Larger or established Clubs will have multiple teams, for example, one team in each Division. There will be no grade requirements for these Divisions, such as a 7 th grade only team, as it is intended to be more in line with abilities and size. The one caveat to this separation of Divisions is the weight of the player. We are going to try and establish a weight limitation, where it is feasible, of 125 pounds maximum for the Silver Division. We understand that emerging teams may not be requirement. We are trying to address the disparity in size at this age group. Parents have expressed some concerned about 190 pound players tackling a 90 pound players. Again, Middle irement at this time, particularly for emerging teams. We are trying to keep within the spirit of the game and the idea that this level is for fun and to learn the game, not to win. We will have two Regions again, the Sac Valley (SVYRO) and the Bay Area. Safety Protocol meetings are still required before the matches, where both teams meet at midfield and go over the purpose of the game, which is to learn and have fun and not to hurt someone and win. No scores or league standing will be kept, but Match Reports will be required to be e- mailed/faxed to the NCYRA if there are any Red or Yellow Cards issued. Remember, that Rosters and Pictures are required for all NCYRA Sanctioned Events (conference matches, tournaments) from the NCYRA Competition Management System (registration system). All high school rules apply. The Middle School Division is also currently still coed, although there has been some interest in possibly forming a Girls Middle School Division. 13 1 Purpose The purpose of this document is to define rules that apply to all Northern California Junior Youth Rugby clubs in The objective is to create a standard of play consistent across all clubs to facilitate the growth of the sport and further the welfare of players. Junior Youth Rugby is rugby at three levels: U12, U10 and U8, as defined further herein. Regulations defined in this document are drawn from past issues, the 2011 season postpartum meeting, previous rules and research related to foreign union regulations governing youth rugby. See Appendix section 12 for details. Regulations defined in this document are additional to those already defined by NCYRA policy. The intent is to provide: - Reliable competition - Minimal schedule maintenance

16 - Define well in advance of playing season a clear set of playing fixtures for clubs to plan towards - A means for new (emerging) clubs to be easily included in competition without disruption to other clubs - Guaranteed fairness related to travel and club competition - Maximum playing opportunity for all NCYRA players 4.1 Method 1. The Junior Youth Committee will categorize all junior level clubs as either or according to the follow definitions: a. Full : a full club is a club with a history and a future commitment to provide at least one per age group division (5): U8, U10 Open, U10 Lightweight, U12 Open, U12 Lightweight, see section 2 for age group division definition. b. Emerging : clubs that do not meet the definition of Full 2. Within each category create an ordered list of clubs (use random draw to create list) 3. Finalize all junior youth conference schedules in September 2011 so all games are fixed early for season starting January 4. Create game schedules based on a weekly rotation method of one Full club playing another Full club as joined by one Emerging club, for example: Week 1 Week 2 Week 3 Home Away Joined by Home Away Joined by Home Away Joined by F1 F2 F3 F4 F5 F6 F7 F8 F9 F10 E1 E2 E3 E4 F2 F3 F4 F5 F10 F1 F6 F7 F8 F9 E2 E3 E4 E1 F3 F4 F5 F10 F9 F2 F1 F6 F7 F8 E3 E4 E1 E2 * Note the weekly rotation (clockwise) of Full and Emerging clubs within their categories 4.2 Operating Rules and Definitions I Junior Youth playing season includes the following weekends: a. Jan: (7 th, 14, 21, 28) b. Feb: (4 th, 11, 18, 25) c. March: (3 th, 10, 17, 24) d. Tournament: 3/31 or 4/1 II preseason is defined as NovDec 2011 and is necessary for practice. III. Team Size Guideline : 1½ times the number of onfield players per level, so a U12 team consists of 18 registered players, because 12 aside, see section 2 IV. An NCYRA Conference consists of 6 or more Full clubs V. Clubs must play other club according to the schedule VI. Player Time Requirement: a. In advance of game day, competing clubs must work together to ensure all players play at least half a game b. For example: for three teams at a level on game day, clubs must consider playing three period games, or mixing sides to ensure that the player time requirement (above specified) is met

17 VII. Club Home Day : A hosting club must decide which day they prefer to play for the season, default is Sunday, home team has until September to select their preferred day (Sat/Sun) VIII. If a hosting club determines in advance of game day they cannot run games on their home field they must work with their competitor(s) to play at another location IX. A Full club must consistently provide teams at all levels throughout the season, an Emerging club need not X. It is the responsibility of the home club to make the field arrangement and communicate information to its competitors XI. Full clubs that do not operate according to schedule or the rules herein may be categorized next year as an Emerging club as decided by the Junior Youth Committee XII. Once the schedule is published (September) it is fixed and should not change except for the addition of new clubs that emerge during the season, or clubs that disappear XIII. New clubs that appear after the schedule is fixed are categorized as Emerging and added to the schedule without compromising existing fixtures, see example below XIV. Full clubs that disappear during the season potentially result in byes for their competitor(s), unless the competitor(s) may make arrangements with other clubs to fit into their fixtures but there is no obligation by those to accommodate XV. All conference schedules are posted on a public web site location with all necessary club contact information, this site is linked from NCYRA web site for the 2012 season, the schedule is posted September 2011 Examples of new clubs added post schedule fix (September): F1 F6 E1 F2 F7 E2 F3 F8 E3 F4 F9 E4 F5 F10 E5new E6 new E7new E8new * Note new teams do not alter existing fixtures 5 Refereeing All referees must wear referee uniform Home club must provide a certified referee for every game Coaches not certified as a referee cannot referee a game 6 Coaching Team head coaches must be NCYRAcertified and CIPPed Coaches for U12 and U10 are not allowed on the field during play Two coaches are allowed on field for U8 for first month of playing season (January) It is strongly recommended that coaches or their delegate run touch and mark offside lines for scrums and to teach players offside lines, create space and make for a clean and open contest

18 7 Safety The presence of a professional EMT is required at every game and must be made available by the home club hosting the matches. Referee is required to conduct a pregame safety and sportsmanship talk with all center line prior to kickoff. 8 Junior Youth Committee Positions Specific roles for consideration: Chair/ViceChair Discipline and Compliance Officer Scheduling Officer Bay Conference Officer Sac Conference Officer Officers 9 Disciplinary Committee and Compliance Standards without enforcement or incentives to comply are of little value. The Junior Youth Rugby Committee will meet monthly to discuss issues related to regulations and compliance. Reports of noncompliance should be brought to the attention of Junior Youth Discipline Officer. Reports must be presented in writing. Anonymous reports will not be considered. The discipline chair will investigate noncompliance issues and host a committee meeting to decide on an appropriate action. Actions may include any of the following: formal written warning to club president/chair related to the issue end of season tournament forfeiture (egregious offence) club elimination from rest of playing season (egregious offence) club elimination from conference (egregious offence) Persistent violations with no attempt to rectify will not be tolerated and considered egregious. 10 Committee Meetings A regular monthly meeting of the Junior Youth Committee will occur preseason and game season on the middle of each month as arranged by the chair At least two face to face meeting shall occur during season, other meetings can occur via phone conference

19 Purpose of the meeting is to discuss issues related to regulations and compliance Meetings should be arranged by the committee in support of assistance to emerging clubs for set up and recruitment. 11 Tournaments No Junior Youth kickoff tournament for 2012 End of Season 2012 tournament to occur end of March 12 Appendix 12.1 NCYRA Youth Rugby Issues to be Addressed by Youth Committee August, 2011 Source: Matt Taylor Size Differentials Issue: There can be wide disparities in the size and abilities of youth rugby players. Goal: Create a safe and fun environment in which to learn and play rugby, thereby promoting growth in ions so that smaller players have a sizeappropriate division in which to play. Age Verification Issue: There is concern that some clubs do not strictly follow the age requirements. Goal: Be sure all players are playing within their required age groups. Scheduling Issue: Late scheduling makes it difficult to plan for fields, travel, family commitments, etc. It is also desirable to coordinate with the Middle School schedule for families with players in both Youth and Middle School. Goal: Have a complete and detailed schedule well before the season begins that aligns as closely as possible to the Middle School schedule. Yearend Tournament Issue: The tournament has been very successful but the originally scheduled date in 2011 was rained out, significantly reducing attendance. Goal: Have a rainproof venue that can handle our growing numbers so that the tournament can be planned early and not be subject to rescheduling.

20 Refereeing Issue: Refereeing can be inconsistent in both the application of laws in general and the understanding and application of the NCYRA youth variations, including controlling dangerous play. Goal: Create a safe and fun environment with as consistent as possible law application. Playing Format Issue: Clubs do not necessarily follow the same formats and law variations. Goal: Promulgate and communicate clear and detailed playing formats and law variations for each of the U8, U10 and U12 age groups. 2 Coaching Issue: There is sometimes inconsistencies in coaching philosophies, the main problem being coaches Goal: All players should have fun while learning to play and respect our unique game. Coaches should be trained to coach youth rugby in an effective and positive way. Other These are some additional points that may bear discussion: Medical assistance at all events.
