1 Introduction This Disciplinary Policy has been reviewed and accepted by the Rugby Pennsylvania (RugbyPA) Board of Directors and applies to all RugbyPA participants to include: member clubs, players, coaches, administrators, and any other person or organization acting as a member or representative of RugbyPA, or any member or member club. Matters not specifically addressed in this policy are subject to deliberations and appellate procedures as determined by the RugbyPA Disciplinary Committee and/or the RugbyPA Board of Directors. I. Chairperson & Committee Disciplinary Chairperson An RDC Chairperson shall be appointed by the RugbyPA Board of Directors. A Vice Chair may be appointed in a similar fashion. The Disciplinary Chair will be responsible for: All disciplinary activities outlined in this Disciplinary Policy and any other action that may arise outside this Policy that would threaten the integrity of the game or participant safety. Providing a written report to the Board and/or Rugby Commission at or prior to each of its meetings, detailing all matters brought before the RDC, and any other disciplinary matters received subsequent to the previous report. These reports shall include updates on any disciplinary matters pending or unresolved, such as appeals or scheduled hearings, until they are brought to a conclusion and so reported to the Board. Disciplinary Committee A standing RugbyPA Disciplinary Committee (RDC) shall consist of the Disciplinary Chair appointed by the RugbyPA Board of Directors, Vice Chair (if so appointed), and members appointed by the RDC Chair and confirmed by the Rugby PA Board of Directors. Members of the Disciplinary Committee serve at the pleasure of the Rugby PA Board of Directors and may be removed for any reason. The RugbyPA Disciplinary Committee (RDC) is primarily responsible for protecting and preserving the integrity of youth and high school rugby competition in the Commonwealth of Pennsylvania with a keen focus on participant safety. The RDC is charged with applying firm but fair determinations on any and all serious violations of the Laws of Rugby and certain safety and competition related policies set forth by USA Rugby and Rugby Pennsylvania. II. Functions of the Disciplinary Chair & Committee The Disciplinary Chair and RDC shall perform the following functions: Page 1 of 14

2 Disciplinary Matters For all matches, functions, or any other matter of disciplinary concern in which the RugbyPA Disciplinary Chair and RDC have direct jurisdiction, so shall they impose appropriate disciplinary actions, sanctions, fines, or suspensions against individuals, clubs, or other participants as provided for in these Disciplinary Procedures. Where a disciplinary hearing or an appeal is being heard by a single RDC member sitting alone, that person shall carry out the role of Chairman of the RDC. Limitations. It is not intended that the Disciplinary Chair and RDC operate in the realm of the civil or criminal justice system. It is specifically not a function of this body to award compensation or direct individuals, clubs, or other entities to pay financial damages or restitution for specific incidents of misconduct. Primary Appeals Primary Appeals shall be heard by a panel of RDC members. The Executive Committee of the RugbyPA Board of Directors may accept petitions to hear Final Appeals brought after the RugbyPA Disciplinary Committee appeal processes have been exhausted (see Appellate Procedures below). See Section XIV: Appellate Procedures. Disciplinary Information Clearinghouse The RDC will serve as a clearinghouse for send-off reports and other disciplinary information that involves players, coaches or clubs from differing local area unions and/or state rugby organizations. III. Governance & Jurisdiction USA Rugby RugbyPA acknowledges that the USA Rugby and its Disciplinary Committee and Procedures have direct jurisdiction over: (a) National Championships. All national club and All Star championship events wherein the clubs or sides representing the member territories of the USARFU compete against each other (specifically including, but not limited to, all national championship events such as Mens Club, Womens Club, Collegiate, Youth, Military, and All Star ITT's); and (b) USA Rugby Home Matches. All matches involving a USA Rugby national representative side played at a site located within USA Rugby territory. RugbyPA The RugbyPA Disciplinary Chair and RDC shall have direct jurisdiction over any act or Page 2 of 14

3 omission, on or off the field, involving an individual or club member. This includes but is not limited to: (a) RugbyPA State Championships and Sanctioned Tournaments. The RugbyPA State Championships and Sanctioned Tournaments are defined to include all matches and events wherein sides representing RugbyPA compete against each other and specifically includes all games - from wild card through the RugbyPA State Championships for all club and All Star competitions, and any other territorial championship events; and (b) RugbyPA Fixtures (Matches). Any matches played by a RugbyPA representative side at a site located within the Commonwealth of Pennsylvania; and (c) Non-RugbyPA youth or high school aged teams playing in the Commonwealth of Pennsylvania under the auspices of RugbyPA or involved in a RugbyPA hosted/sanctioned tournament; and (d) RugbyPA-Sanctioned Fixtures (Matches) played for any reason outside the Commonwealth of Pennsylvania, unless such fixtures are played under the ausipices of another organizing body to which Rugby PA has deferred jurisdiction prior to such fixture. Matters Subject to Disciplinary Jurisdiction While it is anticipated that the primary concern of the Disciplinary Chair and RDC will be incidents occurring during play resulting in a player being sent off by the match referee, it is specifically noted that jurisdiction extends to all matters of misconduct on or off the field considered to be detrimental to the game of rugby. Such matters can involve individuals, clubs, or other representative bodies of the sport. The misconduct may be a single incident on or off the field, or repeated examples of behavior contrary to the welfare of the sport of rugby. The governing body having jurisdiction over a match or event shall also have jurisdiction over all activities and social events held in conjunction with the match or event. Tours Incoming - All incoming tours will be subject to the appropriate governing body jurisdiction as outlined in Governance & Jurisdiction (see above). Outgoing - All outgoing tours will be subject to the primary disciplinary jurisdiction and procedures of the host governing body, with domestic secondary jurisdiction for outgoing tours to follow the jurisdictional guidelines in Governance & Jurisdiction (see above); (local clubs/sides subject to RugbyPA, territorial sides subject to territory, and national sides subject to national jurisdiction). 4 IV. CIPP & Enrollment Policy It is the policy of RugbyPA that all players, coaches, referees, administrators and clubs subject to membership class with RugbyPA must comply with USA Rugby's Club and Individual Participation Program (CIPP) standards. Players, coaches and clubs must be registered on or before game day in compliance with the USA Rugby CIPP Program. Proof of enrollment is a printed copy of a club roster from the USA Rugby website. No one may step on to the field as a player, coach, assistant coach or referee, or be within the sideline barriers in any capacity, unless they are registered with the CIPP program. Failure to comply will result, at a minimum, in an immediate suspension until such time as the participant is properly CIPP d. CIPP Enforcement The RugbyPA Board of Directors, and by extension, its RDC, is responsible for enforcing the CIPP Program. The RDC may levy sanctions on individuals and clubs that fail to comply with the CIPP program. Where questions involving CIPP issues arise, the RDC shall have primary jurisdiction, unless the matter is more appropriately reviewed by another committee of the RugbyPA Board of Directors or Rugby Commission. The Executive Committee of the RugbyPA Board of Directors shall determine the committee of jurisdiction. See Section XV: Standard Penalties & Fines. V. Match Cancellation In the event that a match is cancelled without a minimum of five (5) days prior notice, a club should submit a complaint, in writing, to the RDC Chair at: Discipline@RugbyPA.org. A copy of the Match Contract or a current copy of the Rugby PA schedule must accompany the complaint. In the absence of a Match Contract, the officially posted RugbyPA match schedule and/or Referees Society schedule is acceptable for matches between RugbyPA members. Matches involving cancellations with teams from other Unions or state rugby organizations cannot be pursued without a Match Contract or similar documentation (i.e. s, letters of confirmation). If the match is in regular divisional/league play, a copy should be sent to the RugbyPA Competitions Committee. The fine for cancelling or not showing for a divisional/league play match is $100, plus the cost of the assigned match official(s). The offended club should make every effort to resolve the problem before issuing a complaint. Improper cancellation of a State Championship match is subject to a fine of $250, plus the cost of the assigned match official(s). Page 4 of 14

5 Once the complaint is received, the RDC will investigate. A letter will be sent to the accused club allowing them 7 days to respond. After this time, the RDC will review the case and render a decision. Failure to respond will result in a decision by default and issuance of the applicable fines and or sanctions. Failure to pay levied fine(s) will result in further disciplinary action, including suspension from league play. Repeat offenders may be required to post a $400 bond which would be forfeited in the event of a subsequent offense within the same season of play, and face dismissal from RugbyPA. If the club is found to have improperly cancelled a non-league match, a $100 fine plus match official expenses will be levied. This fine will be due 7 days from the date the accused club is notified. Failure to pay levied fine(s) will result in further disciplinary action, including suspension from league play. Repeat offenders face dismissal from RugbyPA. Match Contracts Note: It is recommended that clubs hosting tournaments also use Match Contracts (available on the RugbyPA website) in order to guarantee that participating teams will honor their commitments to the tournament host. VI. Player Recruitment & Retention Players CIPP d with a particular RugbyPA member club may not also be CIPP d with another RugbyPA club during the same CIPP year - defined by USA Rugby as September 1 st to August 31 st (subject to change based by USA Rugby). Similarly, no player may switch clubs during a CIPP year without the written approval of the RugbyPA Competitions Committee. Players seeking to switch clubs must demonstrate legitimate hardship leading to the request for a transfer. It is strongly recommended that players seeking a transfer obtain a written waiver from their former club. Except where a player s residence status is the primary motivating factor in the transfer request, such waivers from the formal club may be required at the discretion of the Rugby PA Competitions Committee. No Player may transfer if he or she is not in good standing with his or her prior club or has outstanding dues, fees, or costs due to the prior club. A student who attends a school that has an affiliated single school team may not participate in any match for a club/multi-school team if that match leads to a RugbyPA State Championship. Nothing herein shall prohibit teams or players from those teams forming motley or joint sides for the purposes of tournaments or festivals, provided that such matches do not lead to a Rugby PA State Championship. Individual players on such a side are responsible for assuring the presence and active involvement of an adult coach with an active USA Rugby coaching certification. Page 5 of 14

6 Clubs and coaches are barred from directly or actively recruiting players who are registered with another club competing in the same age category and/or competitive division of play. Predatory recruitment of players by a club or coach is contrary to the goal of growing the sport of rugby in Pennsylvania. Direct or active recruitment of players by coaches or club representatives shall constitute grounds for disciplinary action. Any violations of this policy may result in sanctions against the offending player and/or club and/or coach. VII. Codes of Conduct All players, coaches and spectators are expected to behave in a proper and respectful manner at all times towards each other, opponents, match officials and so on. It is the responsibility of each club and every player, coach and administrator to be familiar with these Codes of Conduct and to abide by the provisions outlined therein. RugbyPA Code of Conduct Policies may be found at: Coaches Code of Conduct. This is mandatory for all RugbyPA coaches, assistant coaches, and administrators. Copies of executed Coaches Code of Conduct should be forwarded to RugbyPA at: 5 Station Avenue, Suite 190, Berwyn, PA or sent electronically to Administration@RugbyPA.org. Players Code of Conduct. Coaches and administrators are to distribute and collect executed copies of the Players Code of Conduct for all of their CIPP d players. Clubs must maintain these copies in their records for no less than two (2) years. Supporters Code of Conduct. Clubs are encouraged to distribute the Supporters Code of Conduct to parents, fans and school administration. Keep in mind that clubs are responsible for the behavior of their fans and subject to fines and/or other sanctions for improper behavior by fans and supporters. VIII. Reporting Violations & Offenses All reported violations of this Policy are subject to review by the RDC for appropriate disciplinary actions. Violations may be reported by any individual with direct personal knowledge of the alleged offense. Third party submissions must be accompanied by supporting documentation and eyewitness accounts of the alleged offense. Unsupported, or poorly documented reports may be summarily dismissed. Violations and/or offenses must be reported in a timely fashion. Violations and/or Page 6 of 14

7 offenses involving player safety must be reported as soon as practicable, ideally within 24 hours, but not later than three (3) days after the offense. Serious offenses should be reported immediately and followed by supplemental documentation as needed or requested by the RDC. Reports should be made using the RugbyPA website Disciplinary Report function. If online reporting is not possible for any reason, complete reports must be submitted in writing along with any available audio/visual evidence and sent to: The RugbyPA Disciplinary Committee 5 Station Avenue, Suite 190 Berwyn, PA Or by to: Discipline@RugbyPA.org IX. Conflict of Interest Members of the RDC are obligated to disclose to the Executive Committee of the RugbyPA Board of Directors any actual, perceived, or potential conflict(s) of interest involving violations brought before the RDC. In these cases the Executive Committee of RugbyPA shall either appoint a non-conflicted replacement from among the Executive Committee to serve or leave the deliberations to the remaining nonconflicted members of the RDC. X. USAR Procedures Consult the USA Rugby Disciplinary Guidelines for standard procedures. XI. RugbyPA Procedures In general, the RDC subscribes to the USA Rugby Disciplinary Policy and uses this policy as a guideline in determining appropriate sanctions. Certain deviations have been made in the interest of providing the maximum protection for youth and high school aged players. The standard process for review and determination of appropriate sanction(s) related to a reportable offense are as follows: XII. Declaratory Ruling Once a report has been appropriately filed, the Disciplinary Chair or his/her designee duly appointed to the RDC shall make a Declaratory Ruling on Disciplinary Policy violations and/or reportable offenses and provide official notification of said ruling to the offending party and/or club s Primary Contact within two (2) business days of the report being properly filed. 8 XIII. Extended Review The Disciplinary Chair or his/her designee may choose to conduct a more in depth investigation and suspend its ruling for no more than ten (10) business days without approval from the Executive Committee of the RugbyPA Board of Directors. The accused party shall be notified of the RDC s intent to further investigate within 48 hours, or two (2) business days of the report having been properly filed. In cases involving individual participant suspensions there is no Extended Review. In these cases, the Appellate Procedures must be followed. XIV. Appellate Procedures Notice of Appeal. The accused party may file a Notice of Appeal for any sanction (financial or other) that he or she believes is unjust. Notice of Appeal must be submitted in writing within three (3) days of receipt of the official notification of sanction to the RDC at: Discipline@RugbyPA.org or by mail to: RugbyPA, 5 Station Avenue, Suite 190, Berwyn, PA Primary Appeal. Primary Appeals will be reviewed by the RDC and ruled upon within one week (7 days), unless more time is required to complete an investigation. Financial sanctions will be temporarily suspended while under Primary Appeal. Game suspensions will remain in force pending resolution of the appellate process. Final Appeal. If the Primary Appeal is denied, the accused party may, within 72 hours of the RDC s decision, file a petition with the Executive Committee of the RugbyPA Board of Directors for a Final Appeal. The Executive Committee may or may not decide to hear the Final Appeal based on the record. Should the Final Appeal be granted, the accused party must serve or continue to serve the original suspension, and pay the levied fine prior to the Final Appeal. If successful on Final Appeal, the accused party will be refunded the amount of the fine or a lesser amount as determined by the Final Appeal process. If denied on Final Appeal, further appeals must be made to USA Rugby. Special Exceptions for Red Cards and Repeated Sin Bin Offenses There is no absolute right to an appeal for these offenses, however, the following exceptions may be considered: (1) Acknowledgment of referee error by the match referee; (2) Determination by the appointed observing Performance Reviewer (PR) may provide a basis for appeal; (3) Clear and convincing audio visual evidence presented to the match official, appointed observing PR, and the RugbyPA Disciplinary Committee for review and further determination. 9 The RugbyPA Disciplinary Committee may take further action as it deems necessary and appropriate based on the severity of the offense. Examples of this include punching, kicking, or stomping with intent to injure. These serious offenses may carry additional match suspensions. Tournament Play Expedited Review The RDC will have at least one member available at all official RugbyPA sanctioned tournaments for the purpose of expedited review of any appealable offense which may carry match suspensions. On-site appeals must meet all of the standards outlined above to be considered. XV. Standard Penalties & Fines Match Official Abuse Zero Tolerance Policy In recognition of the historical challenges that the game of Rugby has encountered in the Commonwealth of Pennsylvania particularly at the high school level, Rugby PA has adopted a Zero Tolerance Policy regarding referee or match official abuse. Put simply, if the referee or match official feels abused, then Rugby PA will find that referee or match official abuse took place and will impose sanctions. It is the responsibility of each team to assure that its coaches, players, parents, and spectators treat the referee with the deference and respect that is the hallmark of the game of rugby. In instances where a third party reports an alleged instance of referee or match official abuse, and the referee or match official does not confirm that he or she heard or saw the alleged behavior, the third party shall be required to produce clear and convincing evidence (ideally video or audio recordings) that proves that referee or match official abuse did in fact, take place. Teams are encouraged to discuss this policy with their attending coaches, players, parents and spectators before each match and to involve the referee or other match officials in such discussion in case any attendees have questions regarding the policy. Level 1 (first offense): Minimum one match or eight-day suspension (whichever is greater) and $100 fine for each offender. Level 2 (second offense within 24 months): Minimum suspension for one calendar year from the date of the offense, mandatory referee clinic completed prior to restoration of privileges, $300 fine, notification to USAR Disciplinary Board for record and review. Level 3 (third lifetime offense): Up to permanent suspension from RugbyPA, $1,000 fine, notification to USAR for record and review. Any act of physical intimidation, aggressive physical contact, or conduct or language Page 9 of 14

10 which is intended to insult the referee s race, religion, gender, or sexual orientation, shall result in an immediate assessment of Level 3 penalties regardless of prior actions. Sideline Misbehavior Note: Sideline Misbehavior may or may not be deemed Match Official Abuse and be thereby subject to RugbyPA s Zero Tolerance Policy. The RDC reserves the right to take further action including but not limited to individual suspensions, club suspensions, and revocation of any or all membership privileges. Any offense by a coach, administrator or fan base deemed reportable and requiring extraordinary action by the match official, shall result in the following: $100 fine per offense. $300 fine for second offense. $500 for subsequent offenses. Examples of Sideline Misbehavior Coaches and reserve players are not permitted on the field of play once the match has commenced, except to assist with water, injuries, at half-time and full-time. Non-match participants (i.e. spectators) may not enter the field-of-play once the match has commenced until full-time. Spectators may not heckle, cause distraction to players or match officials, or otherwise disrupt play. Coaches must not seek to communicate with match officials during any stoppage in play, including the halftime interval, unless to communicate with a touch judge or referee regarding a substitution. Other team management members are also not permitted to communicate with the match officials at half time. This does not preclude normal communication between the team captain and the referee. If an issue arises, referees will be encouraged to work with the Captain of the offending team as follows: Warn the captain that sideline personnel associated with his/her team are not following policy and ask the captain to convey that message to the offending parties. At any time, the referee will have the discretion to completely clear the roped area (both teams will be cleared). At any time when the referee believes there is a safety concern, the referee may use their discretion to abandon the match. In any violation, the referee always has the right to file an administrative Page 10 of 14

11 complaint with the RDC. The referee will always have the right to supersede this policy in the interest of the game, player safety and field management. This policy is intended to allow the referees and touch judges to concentrate on the match in front of them and not be distracted by inappropriate sideline behavior. RugbyPA Red Card Directive Any player who receives a Red Card is automatically suspended for a minimum of eight (8) days, or one match, whichever is longer. The suspension begins at the end of the match in which the Red Card occurs. There is no absolute right to an appeal for these offenses, however, the following exceptions may be considered: Acknowledgment of referee error by the match referee; Determination by the appointed observing PR providing a basis for appeal; Clear and convincing audio visual evidence must be presented to the match official, appointed observing PR, and the RDC for review and further determination. The RDC may take further action as it deems necessary and appropriate based on the severity of the offense. Examples of these offenses include punching, kicking, or stomping with intent to injure. These serious offenses may carry additional match suspensions. Any player receiving a second Red Card in a single season is automatically suspended for no less than three (3) matches and up to one calendar year from the date of the offense. The RDC may grant Extended Review in these cases to determine the severity of the offenses leading to the issuance of both Red Cards. There is no absolute right to an appeal, however, the following exceptions may be considered: Acknowledgment of referee error by the match referee; Determination by the appointed observing PR providing a basis for appeal; Clear and convincing audio visual evidence presented to the match official, appointed observing PR, and the RDC for review and further determination. RugbyPA Sin Bin Directive Any player who receives a second Sin Bin within a single season of competition is subject to suspension for a minimum of eight (8) days, or one match, whichever is longer. The suspension begins at the end of the match in which the second Sin Bin occurs. There is no absolute right to an appeal for these offenses, however, the following exceptions may be considered: Acknowledgment of referee error by the match referee; Determination by the appointed observing PR providing a basis for appeal; Clear and convincing audio visual evidence presented to the match official, Page 11 of 14

12 appointed observing PR, and the RDC for review and further determination. The RDC may take further action as it deems necessary and appropriate based on the severity of the offense. USARFU Variation Temporary Suspension "Sin Bin" A player guilty of foul play (obstruction, unfair play, repeated infringements, misconduct or dangerous play) shall be ordered off, sent off the playing area for a temporary suspension or cautioned that he will be sent off if he repeats the offense. For a similar offense, after a caution or temporary suspension, the player must be ordered off. If a player is sent off as a temporary suspension he/she shall remain behind his deadball line (the Sin Bin), shall take no part in play, shall not communicate with his/her team or his opponents (including reserves, coaches, and supporters), and shall not enter the playing area to resume playing until he/she has been permitted to do so by the referee. Temporary suspension is not a substitute or a prerequisite for ordering off a player. If an offense warrants a player being ordered off than the player must be ordered off. The maximum period of suspension shall not exceed ten (10) minutes and will end when half-time or no-side is called. Time is to be counted from the time when the player reaches his dead-ball line (the Sin Bin). When any player is sent off for a temporary suspension, the referee and the player s club shall send in the reports required by Law 26 and the U.S.A.R.F.U. Directive, as if the player had been ordered off. Failure to Properly Report Sin Bin, Red and Yellow Card Offenses It is the Club s responsibility to accurately submit the name and CIPP number for any player booked by the Referee during a match. Reporting shall be done through the Online Match Report System (or) through the Online Disciplinary Report System (both available on the RugbyPA website). Failure to accurately report these offenses within two (2) days of the match being played will carry a $100 fine per offense. Players and coaches must provide the match official with an accurate CIPP number and the full name of the player being charged with the offense. Failure to provide accurate player information to the match official will result in a $200 fine and immediate suspension of the player and/or coach involved in the improper report. Non-CIPP d Participants Discovered by RugbyPA At any time during the season of play, a credentialed RugbyPA official may request a Page 12 of 14

13 team roster from a RugbyPA member club. RugbyPA officials have the right to request this information at any time without advanced notification. Failure to produce a valid CIPP roster demonstrating appropriate participation by CIPP d individuals shall result in immediate suspension of play for any individual or club not proven to be CIPP d. In addition, violations of the CIPP Policy shall carry a fine of up to $500 per non-cipp d individual for the first offense. A second offense in the same season carries both an individual and Club suspension for the remainder of the current season and up to a $1,000 fine. Non-CIPP d Participants Who Receive Yellow and/or Red Cards In RugbyPA league and championship matches, the club of a non-cipp d player discovered while being issued a red and/or yellow card shall be fined up to $500 for the first offense; said player will also be ineligible for further play until properly registered. Any repeated offense by a player of the same club within the same CIPP year as determined by USA Rugby shall result in a fine of up to $1,000 to the club, and possible club suspension. Participation by Non-CIPP d Coaches A $500 team fine per non-cipp d individual shall be imposed. Immediate Club suspension shall occur until at least one coach is CIPP d and certified. Second offense in same season carries a Club suspension for remainder of current season and $1,000 fine for each non-cipp d coach. Failure to Submit Required Tournament and/or Outgoing Tour Paperwork Any team or club that hosts or participates in an unsanctioned tournament shall be subject to sanctions. It is the responsibility of the host club and participating clubs to assure that the tournament is appropriately sanctioned by RugbyPA. If a team hosts an unsanctioned tournament, that team will be subject to a fine of up to $1,000 and a suspension of any period. Such fines and suspensions shall be assessed directly by the RugbyPA Executive Committee and shall not be subject to appeal. RugbyPA Members Teams planning to tour outside the jurisdiction of the RugbyPA and/or USA Rugby must secure the approval of RugbyPA for tours within the United States and both RugbyPA and USA Rugby for Tours outside the United States one year prior to departure for tour. Failure to submit approval for tour prior to one year of departure will result in a $500 fine and further review of suspension or other sanctions. Page 13 of 14

14 Improper Match Cancellation The fine for cancelling or not showing for a divisional/league play match without five (5) days prior notice is $100, plus the cost of the assigned match official(s). The offended club should make every effort to resolve the problem before issuing a complaint. Teams appearing with at least 10 players and playing rugby in some form (7 s, 10 s, 12 s, player sharing is permitted and encouraged) shall not be subject to a monetary fine, but shall still forfeit the match. XVI. Teams & Players Not in Good Standing Any club, player, coach or administrator sanctioned by the RDC is deemed to be not in good standing until such time as they have successfully served their suspension and/or made payment in full in the amount of the levied fine. Teams and players who fail to comply with the terms of their sanctions will remain not in good standing and will be subject to further sanctions. XVII. Payment of Fines It is the responsibility of each RugbyPA member club to police its membership including players, coaches, assistant coaches, administrators and fans. All individual fines are levied jointly and severally against the individual and against the offending member s club. The Disciplinary Chair will advise the Treasurer of RugbyPA of any levied fines for the purpose of collection.
