5 BROADWAY SQUARE GENERAL DEVELOPMENT PLAN East Broadway, Monona, WI The General Development Plan known as Broadway Square in Monona, WI is an effort led by co-applicants Royal Capital Group and Walter Whitehorse. The site (Lots 2 & 4) is situated amongst strong linkages that include shopping, dining, schools, parks, and convenient access to the Beltline along with other commuting highways. The development of both parcels will create value for the City of Monona by; increasing the tax base, attracting new residents and businesses (both small and large), and creating a live-workplay environment that contributes to the existing character of Monona. The completion of this exciting project in the Broadway Corridor will be completed in four phases, which are further described below. Phase I Construction Commencement Spring 2015 Phase I is the catalyst for this General Development Plan. It consists of the development of Broadway Square Apartments, a mixed-use affordable housing and commercial development on Lot 4 that has a scheduled construction commencement in the spring of The predominately commercial lower level will consist of an Entrepreneurship Center, Café, Community Room, and will also house the Dane County Housing Authority. Four floors of housing, totaling 72 units will sit atop the commercial component. In an effort to target members of the Veteran population, 25% of the housing units are reserved for Veterans of the US Military at a reduced rent. Additionally, services and resources will be made available to Veteran households through a partnership with Lutheran Social Services. This development seeks to be attractive for working professionals, young families, and Veterans that are seeking great quality, and affordable housing. Phase II Construction Commencement Fall 2015 With its unique location and visibility from both the Beltline and East Broadway street, Phase II will consist of a mixed-use commercial development with market rate residential housing. The commercial lower level, which is projected to be roughly 20,000 square feet of usable space, will

6 provide the opportunity to expand the Entrepreneurship theme with the build out of incubator/office space and makerspace for different industries which are in high demand in this ever changing workforce market. This phase also encompasses the development of most of the vacant land on lot 2. Surface parking and drive isles will be further developed along with storm water management for this parcel. The completion of this phase is essential to creating an overall campus that offers diverse uses and synergies that are known to strengthen communities. Phase III Construction Commencement Fall 2016 Boasting an optimal location that is highly visible from the Beltline, Phase III features the addition of a hotel or an office building to the Broadway Square site. This portion of lot 2 is ideal for the proposed use as it abuts wetlands and offers stunning views. Phase IV Construction Commencement Spring 2017 Located on East Broadway, Phase IV is in the perfect location to attract the unyielding passerby. For that reason, we propose that the highest and best use consist of a restaurant, office, and or retail. Considering that this is the final phase of this general development plan, the potential customer base would already be established by the individuals that live and work within Broadway Square as well as the greater Monona community. Economic Impact The Broadway Square General Development plan will result in an increased tax base for the two parcels of land that are currently underutilized. The economic impact also includes job growth through the entrepreneurship and innovation centers, business retention with the Dane County Housing Authority, and increased resident population to the City of Monona. Conclusion This plan completely redevelops two vacant parcels into an attractive area for working professionals, young families, and businesses to call their home. The proposed compatible mix of uses provides an aesthetically pleasing welcoming into the city from the east, and adds to the already rich character of Monona.

Retail mixeduse-medium Broadway Square encompasses a mix of uses, which includes housing and commercial components, consistent with the Plan. density Encourage infill development on vacant parcels to maximize efficient use of public services and facilities The development team proposes to build on approximately 7.4 Acres of vacant land. Encourage the use of sound development principles such as the efficient use of land resources, a mix of land uses, and transportation options This General Development Plan proposes having a cohesive mix of commercial and residential uses which includes but isn't limited to; incubator/office space, a hotel, restaurant or retail space, and residential apartments. Comprehensive Plan: Land Use Element Encourage the development and redevelopment of compact, highly planned mixed-use activity centers that include shopping, employment, housing, and recreation opportunities Broadway Square is a proposed general development plan that includes mixed-uses on lot 4 (approximately Acres), and lot 2 (approximately Acres) Encourage private development and redevelopment that will add to the tax base and character of the City of Monona, stimulate economic activity, and will not adversely affect the public's interst while minimizing the impact on public services The development will provide an increase in tax base, attract new residents to Monona, and create a live-work-play environment while adding value to the existing character and charm of Monona. Zoning: Community Design District Redevelopment Area No. 6 Project Plan The redevelopment area is within a Community Design District (CDD), which calls for a compatible mix of residential, commercial, industrial, or open space uses, which realize the goal of the Master Plan Future land use designated as commercial This General Development Plan is consistent with the Commercial Design District. The General Development Plan includes two mixed-use developments with lower level commercial and with residential above, in addition to other commercial uses in order to achieve the highest and best use for the site.

9 Encourage the development of housing to fulfill unmet housing needs The residential component of the GDP provides safe, and quality housing for current and future Monona residents. Comprehensive Plan: Housing Element Conduct housing surveys to determine the community's unmet housing needs Foster a development climate that will allow the private sector to meet the housing needs in the City of Monona Encourage mixed-use development in the appropriate areas Evaluate appropriate amenities associated with housing development and address amenity levels in plan approval. Attract young families to the city of Monona, through the promotion of affordable homes to first time buyers. According to the City of Monona Citizen survey, there is a lack of affordable housing within the City of Monona. Phase 1 provides a moderate cost housing option. The development team is proposing an initial $11 million investment (lot 4), with plans to continue development on lot 2 in the future. Broadway Square Apartments (phase 1) updated proposal provides a mixed-use housing/commercial option. Phase 2 will also be a mixed-use housing and commercial development. Amenities offered: Business center, fitness center, coffee shop, Community room, media/entertainment lounge, covered parking, playground, etc. Not all young families in the market desire or can afford a home at this stage of their careers/lives. Phase 1 provides a great housing option for the starter family (young child) and young couples to call Monona their home. Avoid creating concentrations of low-income housing Broadway Square Apartments (phase 1) provides workforce housing for moderate income household. As a rule of thumb, Residents have to earn at least three times their rent. Phase 2 will consist of market rate apartments. Strategic Housing Plan Goal 1: Provide viable and diverse housing options for existing and new residents. Strategy 1.2: Over time, consider dense, mixed-use development within walking distance to public and commercial facilities. Goal 3: Promote maintenance, improvement, and expansion of residential properties to attract new residents to Monona The City of Monona does not currently have a Section 42 property that is open to residents other than seniors. Broadway Square Apartments (phase 1) is a mixed-use development offering 72 housing units built atop first floor commercial, which is situated in an area that is walking distance to retail, jobs, public parks, and access to healthcare. Phase 2 will also cater to this goal. Phases 1 & 2 will consists of attractive housing options that will bring new residents to the City of Monona.

Lack of affordable housing for young families is a barrier. The new apartments going in on Monona Drive are $1,000 a month for a one bedroom if not more. This to me is NOT affordable living in Monona.
