7 PHRF Rules: As Established 2002 Regulations for the Management of the PHRF System at the Great Salt Lake Yacht Club 1 Fundamental Basis of PHRF PHRF ratings are boat speed handicaps. They are intended to reflect the speed potential of a boat and not to measure the crew's performance. Speed potential is defined as the maximum speed which can be attained by a well equipped, well conditioned boat with a clean bottom, good sails and well sailed by a good skipper and a good crew. 2 PHRF Objective It is the intention of the GSLYC PHRF Committee to provide fair handicaps with minimum expense and inconvenience to boat owners and to make the handicapping process understandable to them. The GSLYC PHRF Committee reserves the right not to handicap a yacht if the handicappers have insufficient data or if the yacht does not meet basic requirements. 3 Changes to these Rules The implementation of PHRF within the Great Salt Lake Yacht Club is under the jurisdiction of the GSLYC Race Committee. PHRF follows an established well defined process that considers a number of measurable factors. For that reason changes to these rules are to be approved by the GSLYC Race Committee. Part of the reason for this requirement is that the Race committee s only criteria for making decisions should be those considerations that are relevant to PHRF. This committee should not make decisions based on politics, economics, and impact to membership or the larger Yacht Club community. Its criteria should be based on established PHRF rules, best practices, standard procedures, racing requirements, boat design, fairness, and objectivity. 4 PHRF Committee Structure 4.1 Purpose: The GSLYC PHRF Committee has three specific responsibilities. 8 4.1.1 To oversee the PHRF process and to establish a prescribed initial rating establishment process, to make changes and corrections to the process when deemed appropriate by the PHRF Committee To set initial PHRF ratings using an established prescribed process To be the authoritative panel in PHRF Rating protests and appeals. 4.2 Structure: The goals of this committee are to provide fair representations of the racing community and establish a panel of persons who have knowledge and experience racing on the Great Salt Lake. In addition, each panel member should have a relatively good understanding of boat design. Specific to the tasks set forth in section 4.1 the PHRF Committee shall be organized into two different committees: PHRF Working Committee (PWC): This committee shall perform the tasks and services as prescribed in section Each member of the PWC shall be included in the decision process when ever possible, but ultimate authority shall rest with the GSLYC Race Committee PHRF Officer. The PWC shall include the following members: 1. Standing GSLYC Race Committee PHRF Officer 2. Standing GSLYC Race Committee Protest Officer 3. Standing GSLYC Race Committee Chairperson. 4. Three GSLYC Race Committee Fleet Captains (one from each fleet). If Fleet Captains have not been appointed in a particular year then temporary fleet captains shall be nominated by the GSLYC Race Committee PHRF Officer and approved by majority vote of the existing GSLYC race Committee. In the event of a tie vote the deciding vote shall be that of the GSLYC Race Committee Chairperson The PHRF Hearing Panel (PHP): The purpose of this committee is specific to section and section This panel shall be made up of the presiding members of the PWC but shall only have five voting members at any one time. ALL decisions made by this committee shall be by majority vote. The PHRF Officer shall be the panel facilitator and shall only vote in the event of a tie. This panel shall include the following: 1. GSLYC Race Committee PHRF Officer (PHRF Chairman): The PHRF Chairman is responsible for overseeing and conducting the PHP. The PHRF Chairman shall vote only in the event of a tie. 2. GSLYC Race Committee Protest Officer: The Protest Officer shall be a voting member of the PHP. The Protest Officer shall provide guidance with regard to formal process and procedures. 3. GSLYC Race Committee Race Committee Chair or a Designate: The Race Committee Chair shall be a voting member of the PHP. The Race Committee Chair has the option of designating a proxy vote. This proxy, when authorized, shall be to an active member of the racing community. The proxy vote shall only be for a specific hearing. Proxy authority shall require a written noticed of assignment. 4. The Fleet Captain from the Respective Fleet: This must be the Fleet Captain from the current fleet the boat being discussed is from. This Fleet Captain may assign a voting proxy. This proxy shall only be for a specific appeal. Proxy authority shall require a written noticed of assignment. 2 Revision: February 14, 2010

9 5. A Fleet Captain as designated by majority vote of the standing Fleet Captains. In years where fleet captains may not be appointed the PHRF Officer shall designate a temporary fleet captain for the purpose of the PHP If a member of the PHP has a connection either by ownership or as regular crew of a boat under PHP consideration the PHRF Chairman shall appoint a temporary replacement for that PHP member If the PHRF Chairman has a connection either by ownership or as regular crew of a boat under PHP consideration the Race Committee Chair shall appoint a temporary replacement for the PHP Chairman. 5 BASE HANDICAPS 5.1 All yacht owners shall complete and submit a PHRF application and shall receive a PHRF rating certificate. The rating certificate shall define a yacht s PHRF rating and shall be valid until a change has been made to a yacht that would cause her rating to change or a change in ownership. A valid PHRF rating certificate is required to be on file in the Club s office prior to any yacht being scored for any GSLYC racing event. Adjustments to a yacht design's base rating can be made based on local performance. 5.2 Initial base ratings shall be established by averaging the ratings assigned in the following areas: 1. Southern California 2. Chesapeake Bay 3. Lake Michigan 4. Northern California 5. West Florida 6. Galveston Bay TX 5.3 Calculations that are not evenly divisible by three shall be adjusted down to the nearest even multiple of three. Example a 92 would be adjusted to In the event there are less than three areas in the six target areas an average shall be calculated that includes all areas that rate a particular boat except Utah areas. If more that 6 areas are represented then the high and the low rating should be thrown out. 5.5 A base handicap in seconds per nautical mile is assigned to each type or class of sailboat for which there is sufficient data. A base handicap assumes: 7. Standard hull and interior, keel, rudder, and rig as originally designed and built. Revision: 1.5 Revision Date: February 14,

10 8. Genoa overlap of 155% or less. 9. Spinnaker pole length (SPL) no greater than J 10. Spinnaker midwidth (SMW) no greater than 180% of SPL 11. A folding prop, a feathering prop, a retracted outboard or a two bladed prop in an aperture. 12. A one design base handicap is applicable only to boats that meet all applicable requirements under the class association rules for that yacht. 5.6 There are no credits for undersize sails or added interior accommodations. 5.7 Identical boats shall have the same base handicap, i.e. all Olsen 30 s would have the same base handicap. Ratings are not adjusted for skipper and crew effect on performance. 5.8 The handicap number relates directly to the boat's speed potential in seconds per nautical mile. The difference between the ratings of two boats, multiplied by the race course length, is the handicap or time, in seconds, that one boat receives (or gives) to the other boat. The slower the boat, the higher the rating number. Handicaps are determined in three second increments. 5.9 Base ratings shall be recalculated at a minimum on even number years using the latest PHRF ratings available. Ratings that change by more than 6 seconds shall be considered provisional. 6 Provisional Base Handicaps 6.1 A custom one-off design or a class boat with insufficient data shall be assigned a provisional base handicap by the PHP. This should allow a yacht to race and accumulate performance data so that a base rating can be established by the PHP after a season or more of racing. A provisional handicap shall be clearly denoted on the PHRF certificate. 6.2 If a provisional rating is not changed by the PHP after three (3) race seasons where the yacht has raced in at least 50% of the races the rating is considered no longer provisional. 6.3 Provisional ratings are subject to immediate adjustment by the PHP. 7 Changes or Modifications 7.1 THE OWNER HAS THE RESPONSIBILITY OF NOTIFYING the PHRF Chairman of any new sails, changes to the hull, appendages, rig, sail dimensions, or weight along with appropriate verification. Before and after plans or photographs are REQUIRED for hull and appendage changes. 7.2 A yacht may be disqualified if any equipment is used that would lower a yachts rating without prior notification to the PHRF Committee. This gives all competitors the assurance that all appropriate penalties are assessed. Changes that would not alter a yachts rating do not apply. 4 Revision: February 14, 2010

11 7.3 Upon request, owners must provide the PHRF Committee access to boats for inspection. Failure to comply may result in a disqualification. 7.4 Experience has shown that boats which were thought to be identical can really be quite different. Builders sometimes offer custom modifications and modify spars according to availability of material. In the event that dimensional data for supposedly identical yachts proves different, the PHP shall evaluate those differences and may assign a provisional rating that differs from a rating base on application of the prescribed GSLYC PHRF formula. Additionally, a yacht owner who purposely and willfully conceals these differences may be disqualified from further racing for the season. Further, the yacht may be disqualified from all previous races in that season. 7.5 A yacht that is considered a Kit Boat 1 or boats that are known to not be consistent in their manufacture shall be measured by one or more members of the PHP. The PHP may assign a provisional rating that differs from a rating base on application of the prescribed GSLYC PHRF formula. Additionally, a yacht owner who purposely and willfully conceals the fact that a boat is a kit boat or is one of inconsistent design may be disqualified from further racing for the season. Further, the yacht may be disqualified from all previous races in that season. 7.6 The following are acceptable for verification of hull parameters and rig and sail dimensions: IOR, MORC, IMS or PHRF certificates, if owner certifies in writing that boat has not been changed since date of certificate Measurement by a GSLYC PHP approved measurer A certified sailmakers certificate. 8 PHRF Penalties and Adjustments 8.1 Equipment adjustments to the base rating shall be applied in accordance with US-PHRF guidelines as described below: PHRF Equipment Adjustments Folding Prop +0 sec Fixed Prop + 3 sec LP > 155% J <170% J -3 sec LP >= 170% J -6 sec SPL > J -3 sec SMG > 180% J -3 sec No spinnaker +12 sec 8.2 A yacht shall sail the entire season with the same rating, except that a rating may be altered between series due to a change in equipment by filing and subsequently receiving a new PHRF rating certificate. 1 A Kit Boat is a boat that required extensive assembly by the initial or subsequent buyer before the boat could be used for its intended purpose, sailing. 12 8.3 Hull, Rig and Appendage Modifications: Any modifications to hull, rig, standing rigging configuration, keels, or rudder may be subject to adjustment in an amount determined appropriate by the PHP. Although it is presumed that any change is intended to enhance the boat's performance, the PHP may elect not to assess an adjustment under this provision if it determines that the modification has either no effect, a minimal effect, or a negative effect upon performance. Normal fairing of the hull or profiling of the appendages to design templates is not a modification. 8.4 Boats without a valid measurement certificate may be assigned a temporary 10 second penalty pending receipt of the measurement certificate and review of the data contained therein by the PHP. The penalty shall be removed when a new certificate is issued once the PHP has considered the data. Any boat assigned a penalty under this provision shall race in the class they would normally race in without the penalty, but be scored based on the rating with the penalty applied. 8.5 All measurements are to be to normal measurement tolerances. 8.6 The source for design data is the current US Sailing Design Data File. 8.7 Boats with fixed blade propellers in an aperture and boats whose existing base ratings were established with consideration already given to a fixed blade propeller may be reviewed on an individual boat basis, but shall not normally be granted a credit. 9 Handicap Reviews 9.1 Handicaps are periodically checked and analyzed by evaluating and comparing the estimated speed potential of a yacht with its actual fleet performance at its assigned handicap. Handicaps which are temporary or provisional may be changed at any review meeting, as may handicaps which are based upon errors or mistakes in hull, rigging or sail data or arithmetic recording. 10 Protests and Appeals of Handicaps 10.1 Protests: A yacht owner who has applied for and paid for a rating certificate for the year may protest the rating of his yacht or that of a competing yacht. Each protest must be accompanied by a fee of $20, refundable if the protest or appeal is upheld. All such protests shall be in writing using the PHRF Appeals Form and delivered to the PHRF Race Chair or Race Committee Chair. Each protest must contain sufficient information and facts to establish a basis for the protest. necessary facts should include, but are not limited to: data on race results, racing experience, yacht experience, sail inventory, crew and race participation, handicaps of comparable boats, etc The PHRF Chairperson shall acknowledge receipt of the protest and notify the protester and all interested parties to such protest, of the time, date and place of the hearing, at which time findings of fact shall be made by the PHP. Decisions of the PHP shall be made within 10 days after the conclusion of the hearing, unless extended, and a copy of the decision shall be posted on the official notice board. 13 10.3 Appeals: If a yacht owner feels that the protest of a handicap has been wrongly resolved or that they were prejudiced by the correct procedures not being followed, they may appeal to US Sailing as specified in their handbook. In both of these cases a filing fee may be charged; no new data may be submitted and the appellant does not personally appear. 11 Valid Lists and Certificates PHRF yachts shall be issued individual handicap certificates. A "Valid List" giving the current handicaps and penalties and handicap type for all boats shall be published by the GSLYC PHRF Committee and is available upon request. This list is also posted on the Yacht Clubs WEB site. 12 Owners Responsibilities 12.1 It is the owner's and or helmsmen responsibility to adhere to the PHRF Rules and Regulations and to race a boat in an as-handicapped condition. Any changes to rig, sail dimensions, underwater hull, keels or rudders must be reported. These changes may result in a handicap adjustment and a boat is not considered to be in an as handicapped condition until this is determined. 13 Enforcement 13.1 PHRF depends largely on the Corinthian spirit of the sailors using the rule for enforcement Although it is a rule with few regulations, any changes to the hull or rig configuration as handicapped may be cause for a handicap adjustment Any yacht is subject to protest and disqualification for unreported changes or use of oversize sails. 14 Deadlines for Changes to This Document. Any changes to the GSLYC PHRF Rules must be published by April 1 of each year and shall be in effect until March 30 of the following year.
