1 Soverel 33 - One-Design Class Rules Last Revision: May 2005 I. NAME: The name of the organization shall be "Soverel 33 Class Association" II. OBJECTIVES: The objective of the Class Association shall be to promote the development of the Soverel 33 as a high performance sailboat and one-design racing class. It is recognized that the success of the class is dependent on the competitiveness of the Soverel 33 in both handicap and one-design racing. It is the intent of these class rules to support the above concepts and to provide a structure for One-Design competition that will in turn enhance the success of the handicap racing. These class rules may be changed from time to time to allow for the healthy development and growth of this class. It is the intent of this class to encourage competitive sailing through the sharing of all information within the class to promote camaraderie and the development of the boat. III. MEASUREMENT: The Measurement system for the Soverel 33 class will be based on the "Box" system described below. Any deviation from the specifications described below or changes from the original boat must be reported in writing to the class secretary. A. Box Rules: The box is defined as: B. Spars and Rigging: Maximum Length Over All: ft m Minimum Water Line Length: ft 8.650m Minimum BEAM: ft 3.353m Minimum DRAFT: ft 1.778m Maximum Spinnaker Pole Length (SPL): ft 4.267m Minimum Displacement: 5,800 lbs 2,630 kg Maximum P: ft m Maximum E: ft 3.962m Maximum J: ft 3.886m MaximumI: ft m 1. The class standard Mast is a 15/16th fractional aluminum rig with two sets of inline spreaders supported by checkstays. 2. The addition of true runners that attach at the hounds is permissible. 3. Hoist height of all sails may not exceed the hounds for head sails, excluding spinnakers, and P measurement for mainsails. 4. Spinnaker poles can be made of any material.

2 C. Hull: The Soverel 33 shall be built to existing specifications as sanctioned by the association. No major changes may be made to the form or structure of the hull, keel or rudder. 1. Rudder: In Hulls prior to 1985 the stock rudder was rectangular and subsequently elliptical in shape. The rudder may be either of these two shapes. a. Rudders should fit inside, and be within 1" of Class Design Rudder Profile (see appendix A) b. Rudder foil sections (waterlines) should be a single NACA 0012 foil section. (see appendix A) c. Material of Rudder and dimensions and material of rudder Stock and Internal Structure is not limited. d. Any repairs or new construction should be manufactured to standards set forth in III. C. 1..a,.b, &.c. Pre-existing rudders (built or modified prior to 5/2003) are grandfathered in. e. The minimum Rudder the weight is 66 lbs. Rudders less than this weight, will use corrector weights at or around the rudder stock for one-design events. 2. Fairing: It is the intent of this rule to allow for repairs and minor fairing and sanding of the hull, keel and rudder, which do not alter the overall shape or weight distribution of the hull, or the weight, profile or sectional shape of the keel, and rudder. The Class Association shall maintain and make available official keel and rudder templates. 3. Stiffening: Additional internal stiffening of the hull is allowed D. Equipment: 1. All boats will carry minimum safety equipment per ORC Special Regulations for category of race for a vessel of 33 ft. unless otherwise stated in class rules. 2. Lifeline minimum diameters, required materials, specifications: a) Lifelines shall be stranded stainless steel wire 5/32" (4 mm) minimum diameter and 2,400 lb (1,080 kg) breaking strength OR synthetic rope of 3/16" minimum diameter and 3,800 lb (1,725 kg) breaking strength. Lifelines installed from 1/99 shall be uncoated and used without close-fitting sleeving. b) Uncovered 4mm Type 316 1X7 Dyform Stainless Wire Rigging is recommended with breaking strength not less than 3925 lb. (1780 kg) OR uncovered 12-strand 3/16" SK-75 Dyneema or Spectra with breaking strength not less than 5250, lb. (2,381 kg) c) A taut lanyard of synthetic rope may be used to secure lifelines provided the gap it closes does not exceed 100 mm (4 in). d) All rope, fittings, anchorage points, fixtures and lanyards shall comprise a lifeline enclosure system which has at all points at least the breaking strength of the required Lifeline material. e) Lower lifelines shall not deflect more than 100 mm between the lifeline and the deck when firm downward pressure is applied. Lifelines shall be continuous around a working deck, except for the gap between the stern pulpits as supplied from the manufacturer. 3. Racing with stoves and cushions on board is optional.

3 E. Sails: F. Crew: 1. There are no restrictions on cloth material for sails. 2. Owners are free to use designs of any sail maker provided they meet size and quantity limitations as this section dictates. There are currently no restrictions on the number of sails that can be purchased or carried. 3. All sail dimensions must conform to ORC standards. 4. The following maximum dimension sails are allowed for One-Design Class: Mainsail: P = ft m E = ft 3.962m Maximum Leach Length = ft m MUW (Mainsail 7/8 Width) = ft 0.880m MTW (Mainsail 3/4 Width) = ft 1.510m MHW (Mainsail 1/2 Width) = ft 2.580m HB (Headboard) = ft 0.161m No limit on number of battens or length. Head sails: I = ft m J = ft 3.886m Maximum Luff Length = ft m tensioned to remove visible wrinkles, headsails will not exceed maximum 155% J Spinnakers: I = ft m SPL/STL = ft 4.267m Luff limit, SL = ft m Girth limit, SMG = ft 7.803m ISP = ft m The number of crew is not limited however the weight of all crew aboard during class sanctioned regattas is limited to 1620 pounds (734 kg). G. Measurement Procedures: 1. Measurement of all Soverel 33's will be based on the "Honor System" PHRF certificates. Owners must sign that their boats conform to the standards above or note them on the certificate. 2. All production made Soverel 33's without any alterations will be considered conformed to class rules as long as they fit into the box described in III.A. 3. Any deviation from III.G.2 shall be detailed in writing to the class secretary with specific information detailing the change made to the boat prior to starting in any class race. This information must be presented to the class Secretary or Regional Coordinator prior to racing. The class officers and class committee, by majority vote, have the right to deem any boat not a "one-design Soverel 33" in writing to the owner. A boat with this designation will not be allowed to race in future class events until compliance is met, and approved by the class officers and class committee. 4. A boat may be disqualified from a Soverel 33 one-design race if the boat has a deviation and does not adhere to III.G.3. The enforcement of this rule will be the majority vote of all Full Members entered in the race in question.

4 IV. MEMBERSHIP 5. Each non-conforming boat will be reviewed by all competitors who are Full Members prior to the event to insure it competition status. A vote will take place on each non-conforming boat, with the majority deciding its competition status. Any Full Member has the right to request the measurement of any boat competing in a one-design event. The Measurer will be a person picked based upon the approval of the Protesting Member and the Protested Owner(s) of the yacht to be measured by the class secretary or his/her designee. If the measured boat is found out of compliance of the class rules by the Measurer, they the owner will be subject to III.G.4. If the measured boat is deemed compliant to class rules by the Measurer with the class rules, the Protesting Member shall purchase at least one drink within 24 hours for each the Protested Owner(s) and the Measurer, of their choice. Regardless of outcome, the Protesting Member will be responsible for all costs incurred. A. An active Full Member shall be an owner or part owner of a registered boat. Privileges are to hold office, to vote (with a limit of one vote per boat), to sail in Class Championships and other races organized by the Class Association. B. An Independent Member shall be entitled to all the privileges of a Full Member but must join a fleet if one is formed in his area. C. An Associate Member shall be a non-boat owner who is interested in the Class. He may act as helmsman or crew in any Class race and shall be entitled to receive Class Mailings. They may hold office but may not vote. D. Honorary Members may be elected, by resolution of the Soverel 33 Association upon recommendation of the Officers, from among those who have actively supported the Soverel 33 Association. Such Honorary Members shall have the same privileges as an Associate Member or, if a boat owner, a full member. V. CLASS STRUCTURE AND CLASS OFFICERS: A. Class Officers: 1. These shall consist of a Class President, Class Secretary-Treasurer and Fleet Captains. 2. The Class President and Class Secretary-Treasurer shall be elected every two years at an Annual Meeting, the Class Secretary and Vice-president elected in alternate years with the Class President. Candidates for election shall be sent to the Class Secretary in time to be included in the written notice and agenda of the Annual Meeting. The Class Secretary in office shall invite nominations from the fleets six months before the meeting concerned. 3. The Class Committee may appoint a member to fill a vacancy until a new officer is elected by the above procedure. B. Duties of Class Officers: Class President: shall schedule and preside over Annual Meeting and any Special Meetings as called for by Class Secretary. Secretary-Treasurer: shall assume responsibilities above in absence of Class President, shall also serve as Class Information Officer. Class Information Officer will maintain records of Membership Roster (address and ) and Boat Listing. shall record minutes of all meetings. shall send written notice of all upcoming meetings together with an agenda, Process applications for registration of boats and membership and pass this record of this information to Class Information Officer. Keep records of all measurement deviations for all boats. Invite nominations from the fleets six months before election of officers. Collect annual dues Post the financial standing of the Class Association in Annual Newsletter. Fleet Captains: shall maintain close contact with the other National Officers and neighboring Regions. Coordinate fleet racing so as to produce a cohesive regional schedule. Select suitable sites for Regional Championships, in cooperation with nearby regions. Assist Fleets in the conduct of Class Regattas. Act as or appoint a Regional Measurer to ensure that Class Rules are uniformly enforced throughout the Region. Maintain public and press awareness of class activities.

5 C. Class Committee: D. Fleets: This committee shall consist of current and the prior Class Presidents, Class Secretaries- Treasurer, and Fleet Captains or their deputies. It shall meet once a year before the Annual Meeting. Decisions shall be made by simple majority. 50% of the Committee shall make a quorum. The National Committee may delegate its power to any subcommittee of its members. Annual dues shall be determined for recommendation for the Annual Meeting. The class committee shall recommend the addition of fleets as appropriate. The class committee shall recommend the location of future class championships. 1. The basic unit of the Soverel 33 Association shall be the Fleet. 2. The Fleet shall be self governing in local matters not conflicting with Soverel 33 Class Rules. 3. Fleets shall be numbered in order of their formation and also with a geographic or Yacht Club designation. Example: Fleet 1, Northeast. 4. The Full Members shall hold a meeting at least once a year at which they shall elect Fleet Captain, Fleet Secretary or such other officers as deemed necessary. 5. The nearest fleet shall be responsible for rule observance and conduct of any Class Championship held in its area but shall be free to call upon the help of the Regional Coordinator Class President or Class Secretary for this purpose. E. Annual Meeting: 1. The Annual Meeting of the Soverel 33 Class Association shall be held at the time of the National Championships. The venue of the meeting shall be decided by the Class Association at the previous Annual Meeting but, in default, may be decided by the Class Committee. 2. The Class Secretary shall send written notice of the meeting together with an agenda to all members, not less than one month before the meeting. 3. Owners unable to attend may vote by write in proxies. who themselves shall vote only in accordance with expressed request of the member. 4. A Special Meeting may be called upon request to the Class Secretary by a group of at least 2/3 of the active members. 5. All votes shall be decided by simple majority. 6. Annual dues shall be set by the Annual Meeting upon the recommendation of the Class Committee after being posted in the written agenda prior to the meeting. VI. GENERAL RULES: A. The Soverel 33 Class Association shall collect applications for membership and dues. B. Applications for registration of boats and membership shall be made on an official form, obtainable from the Class Treasurer. Applications shall be returned accompanied by a remittance in respect of the class dues. C. The annual dues shall be payable on January 1st each year to the Class Treasurer. Members joining after September 1st in any year shall not be required to pay further dues on the 1st of January following their election. VII. SANCTIONED EVENTS: A. Nationals and Regional Championships / Events: 1. These Championships shall be conducted in the vicinity of a fleet which shall assume responsibility to see that the Regatta is run properly. 2. The Class Committee or Regional Coordinator (Regional Championship) or Fleet Captain may appoint a committee to assist the fleet. Normally, the nearest Fleet Captain shall be on the Club's Organizing Committee to ensure continuity between the organizers and the Class. 3. The location of future one-design championships shall be approved by the Class Committee.

6 B. Eligibility: 1. size of fleet: unlimited until further notice. 2. The boat owner shall be registered with the class as a Full Member. 3. The Full Member for each boat must be current on their class membership dues. VIII. AMENDMENTS TO THE RULES: A. Amendments to these rules shall be decided by a postal ballot of all Full Members. B. Amendments may be proposed as follows: 1. By a majority vote at an Annual Meeting. 2. By the Class Committee. 3. By any two fleets. C. If by VIII.B.2 or VIII.B.3 the proposal shall be debated by the Class at an Annual Meeting
