OBJECTIVES The Midland Bay Sailing Club (MBSC) organizes a program of keel boat and dinghy races each year in the Midland area - its purpose: to provide a high standard of competition and encourage sailing. The regulations in this booklet are used by MBSC to ensure fair and safe competition. B. PROGRAMS The MBSC has two race programs, one for keel boats and one for dinghies. Races are held on Monday (dinghy) and Wednesday (keel boat) nights and on the weekends throughout the summer sailing season. Races are open to all sailors, however certain trophies are limited to MBSC members (see scoring). C. CODE OF CONDUCT As a competitor in the Midland Bay Sailing Club Racing Program, all participants must- Refrain at all times from making derogatory or demeaning remarks, be friendly and courteous. Promote the growth of sailing by supporting and encouraging new sailors, Demonstrate respect for fellow competitors, crews and race officials, Understand and follow both the spirit and the letter of The ISAF Racing Rules of Sailing Acknowledge protests and perform penalty turns as soon as possible. Follow the Corinthian Spirit and do penalty turns, even when not protested. Violations of this Code of Conduct shall be reported to the Race Committee as soon as possible following the violation. The Protest Committee may call a hearing under ISAF Racing Rules of Sailing, Part 5, Section C, "Gross Misconduct". If the complaint is validated by the Protest Committee it will either: (1) warn the competitor, or (2) impose a penalty by excluding the competitor, and when appropriate, disqualify a boat from a race or the remaining races or all of the races of a series, or by taking other action within its jurisdiction. A disqualification under this rule shall not be excluded from the boat's series score 1. Keel Boat Program. WEEKEND SERIES: Centennial Cup Race, Beausoleil Race, Tecumseth Race, Fall Regatta. WEDNESDAY NIGHT: Series I, Series II, Series III, Frost bite series 50 TH ANNIVERSARY SERIES: For 2017, in honor of the club s 50 th Anniversary, a new series will consist of the Hope Island Race and the Pontiac Cup Overnighter which consists of a race to Hope and a Race back to the club. The series will score the 3 races. There are other race and sailing events MBSC helps coordinate and/or participates in. Some of these are: Ice Breaker Regatta, Single Handed Race, Double Handed Race, Women Round the Buoys Race, Round the Island Race, Parkbridge Guys n Gals, Hog Race, Terry Moss Shark Regatta, 5.5 regattas, Sail for Hope and other Cruising events. 2. Dinghy Program MONDAY NIGHT: Series I, Series II, Series III, and Frostbite REGATTAS: TBD- Tecumseth Regatta, Burt-Gerrans Regatta (Jr. Sailors only). 1

2 II. General A. ENTRY 1. Entry Form An Entry Form and listing of all scheduled MBSC races can be found on the club website or picked up at the club. Additional copies can be obtained from the Race Committee. The form includes a Waiver indemnifying the MBSC. The form must be completed, signed and submitted to the Race Committee for all races or series entered and where appropriate with the entry fee. Liability insurance will be required for all keelboats. 2. Registration All boats must be registered with the Race Committee prior to the start of the race. This may involve registering at the skippers meeting (distance races/regattas-preferred) or sailing into the vicinity of the race committee boat and being acknowledged. (Wed. night & Mon. night races) For Monday Dinghy Races, please fill out the sign up sheet prior going out on the water. If the committee boat has left, sail past the committee boat and announce the names of the skipper and crew. 3.Entry Fees Individual Race Season Eligible MBSC Members No Charge No Charge Other participants $10.00 $35.00 III. KEEL BOAT PROGRAM A. GENERAL 1. Rules All races organized by the MBSC will be sailed under the current I.S.A.F. Rules as amended by the C.Y.A., and these MBSC Standard Race Regulations. 2 Handicap Ratings a) Owners shall be responsible for obtaining a revised rating if changes are made to the sail plan, hull, ballast, etc., which will affect the rating. b) All races will be scored based on the P.H.R.F. Lake Ontario (standard FS handicap), handicap rating system as adjusted by MBSC. c) Boats having a 'one design' rating shall conform to the One Design Class rules. d) Adjusted times for all Weekend Series and other distance races shall be calculated on "time-ondistance" and all Wednesday evening races shall be based on "time-on-time" unless otherwise designated. e) Boats may register and obtain a PHRF rating based on: i) a single rating: based on either the largest foresail to be used ( white sail ) or on using a spinnaker/drs ( flying sails ) or ii) two ratings: -a determined white sail or flying sail rating for all Wed. night races without being able to change for the entire season. and -a choice of flying sail or white sail rating for all other races except for specific white sail events. f) For all races except Wednesday evening races, the skipper must declare which rating he will use at the skipper s meeting. Failure to declare will result in a flying sail rating, unless the boat has never raced with flying sails. 2

3 3 Fleets a) Boats will be classified into three Fleets based on their standard boat PHRF rating as listed in the Lake Ont. PHRF Manual and MBSC adjusted ratings as follows: A fleet - under 198 PHRF rating B fleet PHRF rating and above (sharks to be scored as there own class on Wednesday but scored as B class in club points) C fleet White sail PHRF rating and where the boat and / or skipper has participated in 3 or less races in the season Turns Penalty A boat that may have broken a Part 2 ISAF Rule while racing may take a 720 Turns Penalty in accordance with ISAF Rule 44.1 & 44.2 (The 2005 definition is completing 2 tacks and 2 jibes) - If however, she has caused serious damage or gained a significant advantage in the race or series by her breach she shall retire. 5. Protests Protests shall be in accordance with rule 60, except as modified by this regulation. Protesting boat shall notify the Acting Race Committee upon finishing the race and submit a written protest within 2 hrs. after the race. Protest forms may be found in the wooden wall file in the clubhouse. If the race committee will not be present during the 2 hr. time limit, the written protest shall then be deposited in the MBSC mail slot within the two hour time limit on the race day as prescribed in rule 60. The protest may be heard within a period of up to 15 days from the date of the alleged infraction being protested. The MBSC Race Director will notify the parties involved of the date and place of the hearing at least 48 hrs. prior, by one of the following means: in person, by phone or by . 5b. Race Committees The current Race Committee consists of the race director and his committee of volunteers known as the Standing Race Committee. Their function is to organize and run the racing program as well as to form a protest committee. The Acting Race Committee consists of those running the actual race. 6. Boats Abandoning Races If a boat abandons the race, it must notify the RC as soon as possible by: * Advising the RC Boat while it is still on station for the race; or, * Telephoning the MBSC Clubhouse ASAP at (705) (Note- the phone may not be manned or messages not promptly forwarded); or, *Advising the RC Boat by VHF radio on channel Recording Course Times It is recommended for distance races that each boat record the time that it is abeam of each of the race marks. This will be useful for safety, protest and boat performance reasons. 3

4 B. RACE COURSES 1 Distance Races a) Each race course will be identified by marks which are navigational aids, racing buoys, and/or prominent features. The Race Summary for each race will list the course marks in sequence, and indicate whether they are to be left to port or starboard. b) The race distance (for distance races) shall be established prior to the race and included in the published Race Summary. c) Depending on weather or other local factors, the Race Committee has the right to change the course at the time of the skippers meeting. d) There shall be a skippers meeting in the clubhouse 1 hour prior to the published start sequence time. e) The starting line will consist of the MBSC committee boat RC flag and a mark. f) A Shortened Course mark (or marks) will be indicated on the Race Summary for the longer races, with a time limit. If the lead boat in its Fleet has not passed the shortened course mark before the time limit, the lead boat will turn at this mark and all boats in that Fleet will also turn at this mark and use the remainder of the in-bound course. In the case of a single trophy, the race instructions may require all boats to follow the shortened course in the event a lead boat does not meet the requirements for the full course.. As an alternate, the race may be finished at a predetermined mark of the course if a course mark has not been reached before a time limit. g) The finish shall be between a MBSC mark and the MBSC lighthouse located on the break-wall or as designated on the Race Summary. h) All competing keel boats must be equipped with a functioning motor for propulsion. i) All competing keel boats must be equipped with a functioning VHF radio. j) All competing boats will monitor VHF channel 14 throughout the duration of the distance race. k) Participation in distance races is restricted to boats whose design incorporates a self-bailing above the waterline draining cockpit. 2. Wednesday evening races a) The course will be selected from one of the following and will be shown on the RC boat as Course 1,2, 3, 4, or 5 Number Course Shortened Course 1 triangle, triangle, windward, leeward triangle, windward, leeward 2 triangle, windward, leeward triangle 3 Windward, leeward, windward, leeward windward, leeward 4 5 Windward, leeward, windward, leeward, windward, leeward, Windward, leeward to mark below start, windward, leeward to mark below start, windward to the finish line Windward, leeward, windward, leeward Windward, leeward to mark Below start, windward to finish line b) In all cases, the first leg will be to windward. c) The direction of rounding will be indicated by the RC with a preference to port roundings (red flag - to port, green flag - to starboard). d) The start and finish lines are between the RC flag and a mark of the course. e) A shorten course signal will affect the posted course as detailed above. f) There will be 1 race sailed. g) For all courses, the finish line shall be crossed between a mark and the main flag pole on the committee boat.. 4

5 C. STARTING 1. Wednesday Evening Races a) There will be one start for B Fleet and one start for A Fleet. B Fleet will start first and then A. b) There may be a third start for a White Sail only fleet but will be confirmed at the commencement of the season. c) Frost Bite Series will have 1 start for all Fleets as it is an overall series d) A minimum of 2 boats starting per Fleet are required for a race to count. e) Start of the sequence will be 18:30 except for the Frostbite series of which will commence at f) The Round the End rule (Rule 30.1) will be in effect. (See individual recall, D3). g) Any boat not crossing the finish line after 2 hours from the start will be awarded a DNF result. h) The Round the End rule (Rule 30.1) will be enforced on the Series Races. 2. Distance Races a) There will be separate starts for all Fleets unless changed at the skippers meeting. b) With the exception of overall race scores (combined A and B Fleets), a minimum of 2 boats starting per Fleet are required for a race to count. c) Start sequence time will be published on the Race Schedule and/or the Race Summary. d) The Round the End rule (Rule 30.1) will be enforced on the Wednesday and Distance Races. 3. Spinnakers Spinnakers must not be raised until after crossing the starting line. D. SIGNALS 1. Start Races shall be started by using the following signals. Times shall be taken from the visual signals; the absence of a sound signal shall be disregarded. Starting signals for all races are as follows: Time to start Signal Flag Direction Sound 6 min. (approx.) pre warning non 3 short blasts 5 min. warning Class Flag A Fleet- Purple B Fleet- Yellow C Fleet Orange up horn blast 4 min. preparatory P Flag (Blue with white square) 1 min. P Flag (Blue with white square) up down horn blast long horn blast *0 start Class flag Next class flag down up horn blast *The warning signal for the 2 nd Fleet (if planned) is the same time as the start of the previous fleet 2. Postponement The start of a race may be postponed. The Race Committee will make a Postponement Signal by raising the Answering Pennant flag and two horn blasts sounded. The Postponement Signal will be lowered and a single horn blast sounded, one minute prior to beginning the starting sequence. When there are 2 separate starts, a postponement on the first start will also delay the starting sequence of the second start. 5

6 3. Individual Recall a) The one minute 'round the ends' rule will be in effect for all starts.- RULE Any boat that crosses the start line after the one minute signal must return to the proper side of the line by going around one of the ends of the start line. b) When any part of a boat s hull, crew or equipment is on the course side of the starting line within the period one minute before the start, the Race Committee immediately following the Start signal will make an Individual Recall Signal. The "X" Flag (White with Blue Cross) will be raised, a single horn blast sounded and when possible the premature boat(s) hailed by name and/or sail number. c) The premature boat(s) must return to the proper side of the start line by going around one of the ends and re-starting. d) When all premature boats have properly restarted, the X flag will be lowered. 4. General Recall a) When there are a number of unidentified premature starters, the Race Committee, immediately following the Start signal will make a General Recall signal. The "First Substitute" (Class flag & Blue Pennant) is raised and two horn blasts sounded. b) If only one fleet, the starting sequence (class flag) for the Fleet will resume one minute after the "First Substitute" is lowered. c) If more than one fleet, the recalled fleet will start after the last scheduled fleet, with their class flag raised when the last fleet starts. 5. Shorten Course The Race Committee may shorten a race and will notify the fleets by flying the S flag from the committee boat with 2 short horn blasts or by the crash boat with the S flag and a hail. The course must be shortened before the first boat of any fleet rounds the windward mark prior the new finish line. 6. Abandonment a) The Race Committee may Abandon a race prior to, or after starting due to an error in the starting sequence, a missing or shifting mark, lack of wind, improbability that the race will finish within the time limit, or for safety reasons which may include impending or occurring severe weather. b) The following signals will be made. i) Abandon, further signals will be made in the starting area Code flag N (blue and white checkerboard) with 3 horn blasts The signal will be lowered 1 minute before the next signal and 1 horn blast sounded. ii) Abandon, further instructions will be made ashore Code flag N (blue and white checkerboard) over code flag H (white and red vertical bars) with 3 horn blasts c) For distance races, the RC will attempt to reach all competing boats by VHF radio (channel 14). 7. Inclement Weather (a) When code flag Y (red and yellow diagonal stripes) is displayed by the R.C. boat before or with the warning signal, all competitors are advised to wear approved life jackets or PFDs for the duration of the race. 6

7 E. SAFETY 1. Required Equipment Safety is the responsibility of the Skipper at all times. Boats must carry the Safety Equipment as required by The Small Vessel Regulations and Class Rules for all races and in addition, comply with the following MBSC Safety Regulations: a) Inside Gin Rocks: no additional Safety Regulations. b) Outside Gin Rocks the following additional Safety Regulations or equipment will apply: - Current navigation charts for the course. NOTE: Races using Gin Rocks buoy as the turning mark of the course will be considered to require compliance only with 1. a) (Inside Gin Rocks.) c) Singlehanded Race: Lifejackets are required to be worn by all participants for the duration of the race. 2. Recommendations MBSC recommends the following as standard equipment to be carried on all keel boats racing in MBSC events: * A man overboard pole or buoy available for immediate deployment from the cockpit. * One waterproof flashlight per person attached to each persons lifejacket or PFD. * A boarding ladder. * A minimum of one Type A distress flare. * Fitted lifeline or permanent jacklines which must be used in conjunction with safety harness for deck crew members * One safety harness for each person on board. * One handheld fully operational VHF radio to supplement the main on-board VHF radio. * Reefing gear for mainsail that is fitted at all times. * A small jib 3. Racing After Dark The same equipment etc. as required outside Gin Rocks (above) plus lights must be on as required by law and a minimum of 2 safety harnesses must be on board. 4. Crew With the exception of the Single Handed Race, single handed sailing is not allowed. 7

8 F. AWARDS 1. Eligibility a) The Weekend series, the Wednesday evening races series, and the Overall Wednesday A and B Fleet awards are open to all registered participants. The Hog trophy is restricted to MBSC members. b) The Club Championships shall be restricted to registered Full and Spousal Members of the MBSC and to Fleets A and B only. 2. Minimum Fleet Size a) If a fleet consists of 2-3 boats, only first place will be awarded. b) Fleets of 4 boats will be awarded first and second place awards. c) Fleets of 5 or more boats will be awarded first, second and third place awards. 3. Scoring a) Points for all events will be based on the Low Point Scoring System (Current I.S.A.F. Rules, Appendix A 4) b) For scoring purposes, a non-participant (DNS) in a race shall receive the score of the number of participants registered in that fleet for that series plus one. c) Series I, II and III Wednesday evening race series will be based on total points of 4 out of the 5 races for each series. Boats volunteering to run a Wednesday Night race will have that missing race scored as the same as their 2 nd best place in that same series. For the Frostbite series all three races will count. Boats volunteering to run a race in the Frostbite will have that missing race scored as the same as their 2 nd best place in that same series d) There will be Overall Wednesday awards for each fleet and will be based on the total overall points for all Series I, II, and II races less 3 throw out races. e) 3 out of the 4 races sailed in the Fall Regatta will count. f) The Weekend Series will be based on the best 3 of the 4 races or regattas (Centennial Cup Race, Beausoleil Race, Tecumseth Race, Fall Regatta). g) Each Fleet s Club Championship will be based on the best performance in the 2 series chosen from the following : -The total points for each Wednesday evening race Series I, II, and III as scored in paragraph F. 3. c) -The total points of 3 out of the 4 Weekend races as noted in paragraph F.3. f) In the case of a tie in any Series, Overall award or Club championship, the tie shall be broken by applying ISAF rule Appendix A.8. 8

9 IV. DINGHY PROGRAM A. GENERAL 1. Rules All races organized by the MBSC will be sailed under the current I.S.A.F. Rules as amended by the C.Y.A., and these MBSC Standard Race Regulations.). 2. Handicap Ratings a) All dinghies will be handicapped in accordance with the Portsmouth Handicap Rating System. (refer to Appendix B of the regulations) Sailboards and multihulls will not be handicapped.. 3. Fleets Fleet "A": Over 16 years as of the first race of the season. Fleet "B": 16 years and under as of the first race of the season Turns Penalty A boat that may have broken a Part 2 ISAF Rule while racing may take a 720 Turns Penalty in accordance with ISAF Rule 44. Description a) The race course will be identified by MBSC marks. b) The usual course will consist of a triangle, windward and leeward legs (course 2). c) The first leg shall be to windward. d) The direction of rounding will be indicated by the RC with preference to port roundings (red flag - port, green flag - starboard). e) The start and finish lines will be between the RC flag and a mark of the course. f) The number of races to be sailed will be: Monday Evening - usually three MBSC Regattas - usually five g) For all courses, the finish line must be crossed leaving the mark on the opposite side to that required for all other course marks (i.e.. on a marks to port course, the finish mark will be left to starboard, committee boat to port). h) There is no Round the End rule (Rule 30.1) at the start. 9

10 C. DINGHY EVENTS 1. Monday evening races a) For Monday evening races there will be three series; Series I, Series II and III. Note- 5 races per series will be scheduled but less number of races may be counted for scoring. b) A minimum of two boats starting are required for a race to count. c) There will be one start. d) The start sequence will begin at 18: MBSC Regattas a) For all regattas, there will be one start for Fleets A and B. b) A minimum of two boats starting are required for a race to count. c) There will be a Skippers Meeting in the Clubhouse 1 hr. prior to the starting sequence. d) Start Time will be published on the Race Schedule and/or the Race Summary. Individual Recall When any part of a boat's hull, crew or equipment is on the course side of the starting line at the start, the Race Committee will, immediately following the Start signal, make an Individual Recall signal. The X flag will be raised (white with blue cross), a signal horn blast sounded and when possible the premature boat(s) hailed by name or sail number. The boat(s) must then return to the proper side of the start line and re-start. When all premature boats have properly re-started the X flag will be lowered. 4. General Recall When there is either a number of unidentified premature starters, or an error in the starting sequence, the Race Committee may make a General Recall signal The "First Substitute" (yellow and blue pennant) is raised and two horn blasts sounded. The starting sequence (purple) will resume one minute after the "First Substitute" is lowered. 5. Postponement A race may be postponed. The Race Committee will signal Postponement prior to beginning the Start sequence by raising the Answering Pennant and sounding two horn blasts. 6. Abandonment a) The Race Committee may Abandon a race prior to or after starting due to an error in the starting sequence, a missing or shifting mark, lack of wind, improbability that the race will finish within the time limit or for safety reasons. b) The following signals will be made: i) Abandon, further signals will be made in the starting area Code flag N (blue and white checkerboard) with 3 horn blasts The signal will be lowered 1 minute before the next signal and 1 horn blast sounded. ii) Abandon, further instructions will be made ashore Code flag N (blue and white checkerboard) over code flag H (white and red vertical bars) with 3 horn blasts. E. SAFETY Safety is the responsibility of the Skipper at all times. 1. Equipment All boats must carry the safety equipment as required by law, Class rules and comply with the following MBSC safety regulations: a) All participants must wear approved lifejackets or PFD's with a whistle attached while taking part in any Club race. b) Dagger boards and rudders must be attached such that in the event of a capsize; they cannot separate from the hull. c) All boats must carry a towing line. d) Any boat found not adhering to the above requirements during a race will be disqualified. 2. Recommendations MBSC recommend the following safety measures for early season (cold water) sailing Wetsuit or dry suit Warm headgear Neoprene gloves and footwear 11

12 F. AWARDS 1. Eligibility a) The Monday evening series and the Teccumseth Centreboard Regatta Championship are open to all registered participants. b) The Fleet Club Championships are restricted as follows: - Fleet A to MBSC Full, Spousal, Dinghy, Student and Junior Members 17 yrs. old. - Fleet B to all MBSC Junior members 16 years of age and under as of the first race. 2. Minimum Fleet Size a) If a fleet consists of 2-3 boats, only first place will be awarded. b) Fleets of 4 boats will be awarded first and second place awards. c) Fleets of 5 or more boats will be awarded first, second and third place awards 3. Scoring a) Points for all events will be based on the Low Point Scoring System (current I.S.A.F.rules, Appendix A4.) b) For scoring purposes a non-participant (DNS) in a race shall receive the score of the number of participants registered in that fleet for that series or regatta plus one. c) Series I, II and III Monday evening race series will be based on total points less 1 throw out night for each series unless there are less than 5 races in the series. d) Each Fleet s Club Championships will be based on the 3 series scored as in 3 c) plus the points for the Tecumseth Regatta. e) All races sailed in all regattas will count. i.e. no throw out races. f) To be eligible for the Club Championships a registered sailor must participate in at least 8 races of the Monday series races. g) In the case of a tie in any Series or Club Championship, the tie shall be broken by applying ISAF rule Appendix A 8. 12
