1 Paphos International Sailing Club Club Rule Book Version 2, Approved AGM 2012, Release Date 22 nd Nov 2013 Club House, Plot 57, Konstantia Varnava, Geroskipou Boat Park Geroskipou Paphos CYPRUS Introduction Paphos International Sailing Club/Hermes Airports Summer Regatta The ethos of the Club is very much self-help and wherever possible we will endeavour to carry out all work in house. As such, all members are expected to help with work parties, activities and social events when requested to do so. Club members are encouraged to make full use of the facilities that their membership entitles them to use. This leaflet describes the facilities and the rules that are to be observed in the Club and at the Alternate Sailing sites. These rules amplify and enhance the Club Constitution. The Constitution is paramount where conflicts with Club rules might occur. The General Committee may make Byelaws which are to be exhibited in the Club House for 28 days before the date of implementation. Such new Byelaws and regulations or changes to the existing Byelaws and regulations shall remain in force until approved or rejected by a vote at an EGM or AGM following their introduction, whichever is the soonest and if approved shall be incorporated into the Club Rules Within this document where his is mentioned this is also meant as his/her. The governing body of the Club shall be the General Committee as detailed in Section One Paphos International Sailing Club Rule Book Version 2 Release 22 nd Nov 2013 Page 1 of 13
2 Section One Official Appointments The Officers of the Club shall be Full or Family members (comprising of fully paid up Single, Joint or Family members of the Club and shall consist of : Commodore Vice-Commodore Rear Commodore (Sailing), (RCS) Rear Commodore (House), (RCH) The above four posts being the Flag Officers Honorary Secretary Honorary Treasurer Honorary Membership Secretary Honorary Social Secretary The above eight positions make up the eight Flag Officers / Officers on the General Committee. The Commodore may serve two terms in Office after which he will normally stand down. Officers shall be elected at the Annual General Meeting (AGM) in each year and shall hold office for one year, retiring at the termination of the AGM in each year. All Officers of the Club shall be eligible for re-election with the exception of the Commodore who may not serve more than two consecutive years however in the event that at the AGM no nominations have been received for the post and following a failed call for nominations from the floor then a retiring Commodore who has completed two years in office may be nominated for a further year. Duties of Officers The Commodore Shall lead the Club in order to achieve the objects of the Club and is an ex-officio member of all subcommittees. The Vice-Commodore Shall assist the Commodore in his duties. He is to deputise for the Commodore whenever the Commodore is unavailable and is an ex-officio member of all sub committees. Vice Commodore is to chair joining interviews of new members arranged by the Membership Sub Committee. 2) The Rear Commodore (House) Shall have delegated to him the daily management of the Club House and the clubs interest at the Alternate sites. 3 3) The Rear Commodore (Sailing) Shall have delegated to him the daily management of the Club s sailing activities, liaison with other Clubs for Racing and other inter-club events. 4) The Honorary Secretary Shall ensure that the Club s correspondence is properly conducted; Ensure proper custody of all Club documents; Keep full minutes of all meetings of the Club and General committee. Ensure that the minutes are confirmed and signed by the appropriate Chairman upon the agreement of the Club Committee and sub-committee at the next following meeting of the Club, committee or subcommittee. Ensure that proper minutes of all Club, committee and sub-committee meetings are properly filed Ensure that copies of all minutes of Club meetings are prominently displayed on the Notice board in the Club and then filed, when the next minutes are posted, in the Minutes folder in the Club; Ensure that such insurance policy or policies are maintained as may be needed to reasonably protect the interests of the Club, its Officers and its members. To seek such legal advice from local Solicitors should the need arise, after requesting the General Committee s permission to do so. Ensure that any such certificates or registrations are maintained, and complete any such nonfinancial returns, as may be required by law. 5) The Hon. Treasurer shall:- Cause such accounting records to be kept as are necessary so that the financial position of the Club can with reasonable accuracy, be disclosed at any time Cause all returns as may be required by law in relation to such accounts to be rendered at the due time Ensure the preparation of an Annual balance sheet and Income and expenditure account as at the end of the Club s financial year and cause such accounts to be examined by an Independent Auditor at least once annually. The Club accounts are to be available for the AGM. 6) The Hon. Social Secretary shall: Arrange all Club social events throughout the year with assistance from members. Hon. Social Secretary will usually have an Assistant Social Secretary to help in the task 7) The Hon. Membership Secretary shall: Maintain a database of all members and keep records in accordance with data protection law. Collect all dues from current and new members handing them to Hon. Treasurer when joining paperwork and cards are issued Act as Chairman for joining interviews if the Vice Commodore is not available. Arrange for at least one other Club Officer to attend joining interviews as convenient to all parties involved. To ensure joining interviews comprise of 3 Club Flag Officers or Club Officers Hon. Membership Secretary will usually have a Deputy Membership Secretary to help in the above tasks and interviews. He would usually be one of the two other Club Officers to attend interviews Other Club Officer Posts: 8) The Auditor shall be a suitably qualified member of the Club. If no member is qualified then provision for a local Auditor to be appointed by the Club to audit the Clubs annual accounts and act as an advisor when requested to do so The General Committee may wish to appoint other non-general Committee posts to specific tasks as follows: 10) Hon. 4 11) Deputy Offshore Secretary Tasked to assist the Offshore Secretary with Offshore Events 12) Hon. Powerboat Secretary Tasked to organise events for the Powerboat membership 13) Club Training Principal Tasked with coordinating and arranging practical training courses, events and sessions for the Club 14) Public Relations Officer Tasked to liaise with the Press and other agencies on Club Public relations issues 15) Sponsorship Officer Tasked to organise Club Sponsorship for sailing events and other Club events as required 16) Junior Members Secretary Tasked to organise events for junior members 17) Assistant Secretary To assist the Hon. Secretary in his tasks 18) Assistant House Secretary To assist the RCH in his tasks 19) Assistant Sailing Secretary To assist the RCS in his tasks 20) Assistant Membership Secretary To assist the Hon. Membership Secretary in his tasks 21) Club First Aid Officer To act as first aid lead member, to ensure that first aid equipment is in date 22) Club Web Master To manage the Club web site and take updates from Club Officers for timely inclusion on the web. 23) Club Bosun Tasked to organise and lead any repairs to club boats and assist and advise members with their boats where possible 24) Club Deputy Bosun/RIB Manager - Tasked to assist the Club Bosun specifically with the management of the Club s Safety Boats 25) Club Fund Raising Organiser To run fund raising events for Club proceeds 26) Club Merchandise Officer To procure sailing clothing and other suitable items for sale to club members 27) Club Quiz Organiser To develop and run quiz nights on behalf of the Hon. Social Secretary 28) Club Caterer/ Bar Manager Normally two persons to run the Catering and bar for the members. 29) Club Trophy Organiser Tasked with organising the trophies for the annual Laying up supper and all other Sailing Regattas through the annual calendar Not all the above positions might be filled. Other Club Officers might be developed as required by the General Committee. Categories of Membership and Votes: a) Eligibility as a candidate for membership of the club is open without discrimination on the grounds of ethnicity, nationality, sexual orientation, religion, beliefs, sex, age or disability except as a necessary consequence of the requirements of sailing to any person, whether the owner of a yacht, boat, sailboard or not. However limitation of membership according to available facilities is allowed on a non-discriminatory basis. b) There shall be the following categories of membership with power to vote at all meetings of the Club as indicated hereunder. 1) Ordinary Single Membership: Shall be adults over the age of 18 years at the date of election shall have all the rights and privileges of membership of the Club including one vote. 2) Life Membership: Persons who have been members within the Club for at least two years subject to Committee approval shall be eligible for Life Membership. The General Committee may require a maximum number of Life Members. Life Members shall have one vote. Paphos International Sailing Club Rule Book Version 2 Release 22 nd Nov 2013 Page 4 of 13
5 3) Joint Membership: Joint membership can be taken up by adult married or cohabiting couples, or other pairs of applicants who share the same postal address and generally attend the Club events together and pay as one. Joint members shall have one vote each 4) Family Membership: May be offered to members with children under the age of 18 or in full time education. On attaining age 18 or leaving full time education, such family members wishing to continue enjoying the benefits of membership of the Club shall apply for membership in an appropriate category. Two adult Family members shall have one vote each. 5) Honorary Membership: Shall be members who have in Annual General Meetings, on the recommendation of the General Committee been elected Honorary members for 1 year and shall have one vote. 6) Temporary Membership: Visiting yacht crews and their family members, tourists and others temporarily resident in Cyprus may use the Club facilities for up to three months in any one year for a reduced subscription. Membership expiry is automatic one month from each payment date. Temporary members shall have no voting rights. Subscriptions a) The subscription fee for each category of Membership for the subscription year to the following year b) shall be proposed by the General Committee to the members at the AGM in year. c) Any proposed changes shall be approved by a majority of those present and entitled to vote and shall become operative on the first day of April d) The current rate shall be prominently displayed in the Club premises. All new members shall pay any joining fees and the annual fees upon election to the Club. e) Members who have not renewed by the end of their subscription period shall be deemed to have resigned. f) Members shall also make additional payments as agreed at the AGM and any other fees as shall be agreed from time to time. g) Any member re-joining the club will be required to pay a new joining fee and shall pay the full annual fee. h) A temporary member shall pay such fees as directed by the General Committee. Election and Retirement of Members a) Every candidate for membership shall complete an application form. An application for membership shall be in the form, from time to time prescribed by the General Committee. Membership application forms are available in the Club House and on the Club web site b) The candidate shall forward the completed membership proposal to the Hon. Membership Secretary with a remittance for the fees. An interview will be arranged by the Hon. Membership Secretary. A Membership sub-committee will be convened to seek the applicants sailing/boating history and and phone contacts, also relevant address(es); the applicants interests and seek the capability the candidate has which would be beneficial to the Club. Pending the approval of the sub-committee the General Committee will be informed. c) Following interviews the Membership Sub-Committee will notify the candidates verbally as to whether their application has been successful or not. The only exception to this would be if the General Committee has previously decided that only limited number of vacancies were available, in which case candidates would be informed at the start of interviews that all applicants would be referred to the General Committee. The joining fee and annual subscription will then be paid d) Temporary membership shall be granted by the Membership Sub-Committee on a written application and payment of the current temporary membership fee. e) Any candidate for membership who is not known to a member of the Club shall, on payment of appropriate fees, be accepted on a three month trial period following which their membership will be reviewed. If after this period the Committee decides the applicant is not a suitable member then they Paphos International Sailing Club Rule Book Version 2 Release 22 nd Nov 2013 Page 5 of 13
6 will be asked to leave and their subscription refunded. If accepted, no further action will be necessary f) Temporary membership shall be granted by Committee Members on a written application and payment of the current temporary membership fee. g) It is a condition of membership that all members and prospective members, agree to be bound by the constitution, rules and Byelaws of the Club. Arrears of Fees a) Any member who has not paid his or her membership renewal fees by the end of his or her subscription period shall be deemed to have resigned from the Club unless there is an acceptable reason why this has not been possible and they have signified their intention to remain members to the Hon. Membership Secretary prior to the expiry of their subscription period. b) The General Committee may cancel without notice given the membership of any member who is in payment arrears. Retirement a) A member who, for any reason, anticipates inability to use the Club or its facilities for the whole of any one year shall be excused payment of the annual subscription and any other fees provided that notice in writing is given prior to the start of the said year, to the Hon. Membership Secretary and Hon. Secretary. b) A member wishing to be re-instated during the year in question shall pay the annual subscription in full. Cessation of Membership a) Any person ceasing to be a member of the Club shall forfeit all right to a claim upon the Club or its property and no part of his fees shall be returned. Conduct of Members a) Every member, upon joining the Club and thereafter, is deemed to have notice of, and impliedly undertakes to comply with, the Club Rules and Regulations of the Club. Any refusal or neglect to do so, or any conduct that, in the opinion of the Committee, is a nuisance interfering with the rights of other members or visitors or in a manner injurious to the interests of the Club shall render a member liable to disciplinary procedures and possible expulsion by the General Committee. b) Every member shall ensure that the Hon. Membership Secretary is provided with up to date information regarding their home address, contact telephone numbers, address and the members boat details. Also, all sailing qualifications held including Cypriot licenses. Any first aid qualification dates and expiry dates are also to be maintained in the database c) Members personal information will be used only for the activities of the Club and may not be given to outside parties without the written permission of the member/members. Any notice sent by an Officer of the Club to an or other address on file shall be deemed to have been duly delivered. Complaints a) Any complaint by a member shall be made to the appropriate Rear Commodore. Members shall not be entitled to rebuke any member of Catering, Bar or Beachmaster staff of the Club. All complaints to the Rear Commodores will be brought to the attention of the Commodore, or Vice Commodore in his absence, as soon as is possible. If the Flag Officers are not able to resolve said complaint then the complainant shall have the right to put it in writing for a hearing before the General Committee. If the complaint is about a third party they will then be informed about it and given the right to respond to said complaint at the same hearing. (See Para 32) Disciplinary Procedure below. b) If the complaint involves a Club Officer on the General Committee, then that Officer will not be present at the hearing of the General Committee. 7 Damage to Club Property a) A member shall not knowingly remove, injure, destroy or damage any property of the Club and shall make restitution for the same if called upon to do so by the General Committee. Disciplinary Procedure a) The following procedure will be implemented where the club Flag Officers have to take disciplinary action with a member, or members who might bring the Club into disrepute. Disciplinary action might be considered for altercations within the Club or its environs, including alternate sites, and other disciplinary misdemeanours that cause concern to Flag Officers, Officers or other members. b) The member should be told well in advance the details of the complaint. c) Each member entering disciplinary procedure will have a full & fair hearing. d) The member will be asked to attend a meeting of the Committee (or sub-committee as nominated by the General committee). e) Any Committee member who is either one of the complainants, or has been involved in the disciplinary action against the member, shall take no part in the proceedings. f) The member should be given written statements made by the complainant & any witnesses. g) The member will be entitled to bring someone to the meeting with him/her. h) The member will be entitled to have his own witnesses. i) If after due consideration by the Committee, the complaint is upheld, then disciplinary action will be taken. j) Any action taken by the Committee in respect of a member s disciplinary action shall be reported to the members at the next proper opportunity k) Disciplinary action will be decided by the Committee. In serious cases a member may be required to resign as stated in the Club Constitution section 3.4 l) Any member under suspension, or who has resigned at the request of the General Committee or has not paid arrears due to the Club, or whose membership has been terminated shall not be introduced to the Club premises as a visitor. Limitation of Club Liability a) Members, their guests and visitors are bound by the following Rule which shall also be exhibited in a prominent place within the club premises. b) Members of the Club, their guests or visitors may use the Club premises, and any other facilities of the Club, entirely at their own risk and impliedly accept the Club will not accept any liability for any damage to or loss of property belonging to members, their guests or visitors to the Club c) The Club will not accept any liability for personal injury arising out of use of the Club premises, and any other facilities of the Club either sustained by members, their guests or visitors whether or not such damage or injury could have been attributed to or was occasioned by the neglect, default or negligence of any of them, the Officers, Committee or servants of the Club SECTION TWO GENERAL RULES a) Club House opening times; See the PISC website for Club opening times. b) The Club house will also open in accordance with the Annual Social programme. Visitors a) Full, Honorary and Life Members are entitled to introduce visitors to the Club, and must enter the names of all visitors in the Guest Book. 8 single visit would be allowed. Members wishing to introduce a higher number of visitors must inform a Club Officer prior to bringing the visitors to the Club b) The same visitor may not be introduced more than six times in any calendar year. The introducing member is responsible for the behaviour of, and any damage that may be caused by, visitors introduced by him. c) A person who takes part in, or who accompanies any person taking part in any meeting or event held at the Club which is open to non-members, may be permitted to use the Club premises both during the event or meeting and, providing the Club is open, for a period of twenty four hours both before and after it takes place. d) All visitors will be bound by the Club Rules. Any member of the General Committee or the Duty Member(s) may at any time require a visitor to leave the Club premises. Disabled Members a) A non-discriminatory policy is in force for the Club. Disabled members will be offered as much help and assistance as possible. Disabled members are encouraged to sail or go onboard power craft with able bodied members if they wish to do so. b) Disabled members, prior to going afloat, are to brief their requirements to the RCS. The RCS will then plan for and brief the Club safety teams on any changes or enhancements to the normal rescue routines that are required. The Safety Boat and Beachmasters team are to be notified of all issues. Should additional arrangements or equipment for rescue be required, all safety parties are to be briefed and prepared prior to going afloat c) At the Club House three disabled parking spaces will be marked out at the closest point to the club entrance. Able bodied members are to avoid parking in these spaces. Parking across the Club entrance is not allowed Sub-Contractors a) Members who invite company personnel or individuals to the Club, who are not Club members, to work on their possessions at the Club must manage and be responsible for their admission. Club keys must not be lent to non-members. All rubbish produced in course of the work must be correctly disposed of. Children a) Children under 12 are not permitted to stand at the bar or enter the kitchen. Where a child wishes to sail, RCS will grant permission when the capabilities of the child are known or demonstrated. Children under 12 may only sail Club owned boats when under the direct supervision of a parent or guardian. Miscellaneous Items 1) Club Furniture: Members are requested to take care with the Club chairs, tables, umbrellas and umbrella weights. Ashtrays must be used when seated at table and food is not being served. 2) Club Furniture Rental: The outdoor furniture is available to rent for members who might be planning a party at their villa or home. One collapsible table and six chairs is the usual amount of furniture for rent, multiples of these as arranged with RCH. Only the collapsible tables will be rented. One large fridge is also available to rent. Furniture is to be returned to the Club prior to the next session as arranged with RCH. The Committee reserve the right to cease furniture loans if furniture is returned damaged. 3) Rear Commodore s Store shed: The shed is normally for the Rear Commodores to stow sailing and Club House spare equipment. The Caterers will also have access but the key is not on normal release to members. Nothing is to be stored without the RCH s approval 4) Covered Shed: Members may use the covered shed at the Geroskipou Boatyard site with permission from the Yard Managers, Brian and Trevor. 5) Ladders: (For Security Reasons), Must not be stowed under laid up cruisers in the Club vicinity unless they are padlocked to a substantial item. 9 private equipment left on the club site is entirely at the owners risk and must be with the knowledge of the Yard Managers, Brian and Trevor 6) Animals: Animals are welcome, specifically dogs but they should not be in the Club house or on the Patio during Meal sessions. Only guide dogs are exempted from this rule. Once Service has finished, animals are allowed but only on leads on the Patio. No animals are allowed in the Club house. Where multiple animals are on site, any animal causing concern to members is to be removed by the owner. The only possible place to remove an animal to would be to the members car or under the covered shed in the shade. In the hot Cyprus climate animals left in vehicles must be monitored every ten minutes, windows open, water available. Again, should animals cause concern to members, the owner will be asked to remove it from the session. 7) Feral Cats: The Club has feral cats in its environs. These cats should not be on the Patio during meal sessions. They are to be discouraged. No feeding of feral cats is allowed on the Patio. All food for cats is to be placed in the feeding area under the covered shed in the shade. It is hoped that all feral cats will be rehomed by members where they are suitable to be taken home. 8) Club House water: Club House water supplies are generally plumbed in using over ground pipes from the main water meter in the road. The white one ton tanks on top of the green isometric container are only to be altered by members who know the plumbing arrangement. The RCH is to be notified of the reason that the water tanks are being worked on. No alterations, repairs or other works are to be carried out unless RCH is aware of the works involved 9) No washing of vehicles: or other items including boats is allowed using club house water supplies. Members found to be using the water supplies unofficially will be invoiced for water usage. 10) Plant Watering: is achieved both manually and by automatic timer. Members are welcome to water the plants as necessary where the tap is unlocked. The tap is to be kept locked when not in use. The padlock can be removed when the RCH or Franchisees are on site. Automatic watering is pre-set and is not to be altered without informing the RCH. 11) Electricity at Club House: The electricity supply to the Club house also serves the rest of the Industrial Estate/Boat Yard. The amperage available to the Club is relatively low and where possible, the use of additional electrical items should be discussed with RCH or the Caterers at the Club. 12) Refrigerators: The running of the refrigerators and freezers will be monitored to ensure maximum efficiency. Portable electrical equipment is to be used with care. All portable items are to be set up securely and not put onto any unsafe surface and connected via an RCD device. 13) Electricity: from Club outlets should in general only be used for small power tools and lighting. It is not to be used for dehumidification of cruisers at the Club Car Park unless the owner seeks the Yard Managers, Brian or Trevors agreement. 14) Members using electricity: will be asked to reimburse the Club for electricity consumed by these or similar items. No alterations to the electrical system are to be carried out unless RCH is aware of said works. 15) The main electricity breaker: is outside the main gate, turn right to the beach and it is found in the farthest box on the fence. Members might be asked to reset the main breaker on the left of the box if deemed necessary by a Club officer. 16) Fridges: Galley fridges and bar fridges should be left on when the Club is unattended unless RCH decides otherwise. The power switches for the Security PIR lights are to be left on in order that the lights will trigger when it is dark 17) Domestic waste: Waste from working on boats and cruisers in the boat yard may be disposed of in Club refuse bins. All other waste, including oil, batteries, obnoxious/toxic waste, must be disposed of out the Paphos International Sailing Club Rule Book Version 2 Release 22 nd Nov 2013 Page 9 of 13
10 Club areas and in the Geroskipou Municipal waste facility. No waste must be brought into the Club premises for disposal 18) Security: The Club is fitted with an alarm system which is only accessible by holders of the clubs key fobs. The Club will be opened for members by the catering staff or the RCH. When locking up last one out is to check all windows, bolts, internal door locks. All valuables that are visible through the windows are to be covered or put out of sight. A check for any animals that have entered the club are outside. Finally secure the club using the key fob from outside the building. 19) Club House & Dinghy Working Parties: On certain regular occasions a work party will be convened to carry out works that might be required for the good of the Club. RCS or RCH will call for a work party. They will describe the work required to be carried out and tools required. Please help and volunteer, should you be unable to carry out the works due injury you could volunteer to make refreshments or render other assistance to the workers. Please bring appropriate tools if you have them to assist in the works. A work party will normally be from 0900 to A Work party log will be completed listing those who took part in an effort to rotate members for subsequent work parties. Flag Protocol: 20) The Cypriot National Flag is always to be flown at the highest point. The Greek National flag is to be flown with the Cypriot National Flag when Greek Cypriot dignitaries are expected to visit the premises. 21) The Club is an International Club and British flags are expected to be flown but should not dominate the site 22) National Flags: If available at the club the relevant National Flag fitted to poles are to be flown when a known National is due to visit the Club. The National flags of the majority of our International members are available to be flown. 23) The Paphos International Sailing Club House Flag is to be flown on the main mast when members are at the Club House on lunch days, as well as social occasions. The Cypriot National Flag and PISC ensign are to be flown at half- mast should a Member or National or International event require it. All flags are kept in the Club house rear corridor ready for use. The Club House Flag is kept in the Club Lounge. Members who have knowledge of flag protocol are invited to ensure the club Flag policy is adhered to with tactful reminders to the Caterers or by arranging the correct flags by self-help. SECTION THREE - HEALTH & SAFETY: 24) First Aid: The Club First Aid Officer will hold the list of in date First Aiders. The list is also to be available on the club notice board. The first aid kit is in an aluminium case in the galley on the right of the main doors. The Club has an Accident Book and Incident Book and all accidents and injuries are to be put into them by the nearest available First Aider or as directed by the First Aid Officer. First Aiders and First aid facilities are available at the Club House and its environs and at the Alternate Sailing Site and all other sites that our Members sail at. 25) No Smoking Rules: No Smoking in any of the Club House rooms including the toilets and inner yard. Smoking on the Patio is allowed, however please be aware of, and avoid members if they are eating in your vicinity. Do not drop cigarette ends on the patio or throw them into the orchard. Smokers must use the ash trays provided. LPG Gas is on site and smokers must be a minimum of 5 metres from the LPG Storage containers. 26) Climbing on Club Roofs: Is not allowed unless crawler boards are available. The roof is weak and made of thin sharp metal. Any member or Sub contractor who requires access to the roof is to request RCH to be present or his representative to confirm the Safety requirement. The Shipping container (ISO) with the two 1 ton white water tanks can be accessed by the small ladder on the orchard side of the ISO. 27) LPG Gas Supplies: LPG Gas bottles are to be changed by competent members. The hoses are to be checked for security when changing each of the bottles. LPG is heavier than air and is highly flammable. Any smell of gas should be noted and reported. An immediate report to RCH is to be made if pipes are found to be loose or leaking. The person discovering any leak is to isolate the LPG tank valve. No Smoking within 5 metres whilst the bottles are being changed. LPG Gas tanks are heavy and the larger Paphos International Sailing Club Rule Book Version 2 Release 22 nd Nov 2013 Page 10 of 13
11 bottles should be changed by the gas supplier direct to and from the delivery lorry. Should the larger bottles need to be moved, at least two members must assist the movement. LPG Gas tanks should all be chained together in groups and chained to a firm structure to prevent theft. 28) Club House Toilets: The Club toilets provided are for Men and Women. Please use the correct toilet. Paper should not be put down the toilets. Members are requested to use the bins provided. As a rule of thumb, similar to offshore yachts, objects that could not be eaten and could not pass through the human body should not be put down the toilet. Hand washing facilities are available. Please leave the toilets clean for the next user. 29) Club House Cleaning Equipment: Cleaning equipment is available and normally stored in the cleaning cupboard. The Caterers keep the cupboard stocked with toilet rolls, cleaners, bleaches, clothes etc. Brushes dustpans and mops are available for spillages. 30) Club House Dangers: The Club house is a temporary building as is the RCH/RCS Store Shed. Care is to be taken when accessing the Club as there might be trip hazards both on the entrance to the Patio area and across the Patio doors thresholds. Umbrella bases are large and heavy and can cause trips if care is not taken passing them. SECTION FOUR CLUB BOATS 31) Club Safety Boat(s): Currently SAFETY SINKA and SAFETY KOULA The boats have four stroke engines and detailed operating instructions are in the PISC Safety Boat Operating Procedures. 32) The Public Car Park at Agios Georgios: PISC has an agreement with the Landlord at Agios Georgios that PISC members may leave their private dinghies on his land. The Club Officers expect that only PISC boats are on the Park, non PISC boats are to be notified to RCS who will inform the Landlord. 33) Club Dinghy Park: The Club dinghies are also parked at the alternate sailing site at Agios Georgios. The Club boats are not to be lent to non-members. This ensures Club facilities are not enjoyed by nonmembers except when they are visitors who have been signed in and are accompanied by a Club member. 34) High Winds: All Club yachts whether private or Club owned should be roped down to ground pins and covered overall when unattended. It is to be noted that the wind can suddenly increase and damage to yachts on trollies will occur if not roped down. Some Club members regularly visit the site out of club hours and they will check if a boat is loose or the cover is off. Notwithstanding this, dinghy members should take all reasonable care leaving their boat on the car park 35) Club Dinghies: The club currently owns one Wayfarer, one Laser Vago, one Laser 1 and a Topper dinghy. We also have a sponsored Kestrel arriving shortly. They are all available for members to use, free of charge. Members who wish to sail in these yachts are to inform the RCS 36) Yacht Care: Members are to care for all Club dinghies as if they were their own. All defects to be reported immediately to the RCS for noting and subsequent repairing by working party 37) Sailing Disclaimer: Club members sailing with non-members must ensure that they sign the current club disclaimer document before going onto the water. Once completed it should be handed to RCS or other Club Officer. 38) Private Dinghies: at Agios Georgios Car Park or involved in Club activity must carry third party indemnity insurance. All Club dinghies and the RIB Safety Boat will be insured to third party indemnity insurance by the club. 39) Larger Yachts: Private vessels larger than 7 metres should be shown to the Landowner the owner and his advice sought on where to park. If the Landowner is not happy with the vessel size then his decision will be final. His decision will be fully supported by RCS and the Club Officers. Any large vessel rejected from the park should be taken away. The Geroskipou boat yard (Club house vicinity) would be available for storage until a marina position is found. Yard Managers Brian and Trevor should be informed immediately of its presence. Paphos International Sailing Club Rule Book Version 2 Release 22 nd Nov 2013 Page 11 of 13
12 40) Lifejackets and/or Buoyancy Aids: are mandatory and must be worn by all who go afloat, whether it is under power or sail. Buoyancy aids are the preferred item for sailing dinghies Beachmaster 41) When sailing at the alternate Sailing Site a Club officer, usually RCS, will nominate a member to act as duty Beachmaster. Beachmaster and other volunteers will assist with both launching and returning the dinghies and the RIB to the slipway. Normally Beachmaster is in charge of the slipway whilst members are using it. However, members are to be held responsible for their own dinghies and neither the Beachmaster nor his team nor the Club are to be held responsible for any damage that occurs to the boats launching or returning. If members do not require assistance they must inform Beachmaster. Beachmaster will be issued with a VHF IMM Transportable radio and he will stay in contact with the Safety Boat, normally on Channel 68, whilst club members are sailing. His team will continue to watch the sailing from shore to advise the Safety boats of events they can see from their position Masts 42) Masts must only be stored in or on a boat or in racks designed for the purpose of storage either at the Boat yard or at the Alternate site. 43) Masts must not be stored so that they protrude into the car park, paths or other public walkways or communal areas. In these circumstances the Club reserves the right to contact the member to request immediate removal of the mast. 44) If a mast is stored in such a way that could give rise to accident or injury to the Public, members, visitors or third parties or their possessions, then the club may at its sole discretion, remove the mast to a place of safety without permission from the member. 45) The Club reserves the right to dispose of masts left elsewhere if the owner cannot be identified The Mandoulis Café Car Park, Agios Georgios 46) The Public Car Park is to be kept clear of litter, water bottles and any other club members yachting debris that might accumulate. All litter is to be placed in the bins at the Café or the main wheelie bin at the fisherman s shed. The Car Park is a public car park and members must not produce a situation which might put our special facility there at risk 47) Public portable toilet cubicles. These toilets can be used by members but the club accepts no responsibility for the car park toilets. 48) Alternate Club House: Club members normally use the Mandoulis Beach Café at Agios Georgios before, during and after sailing. The Café is open to the General Public. Club members are very welcome and the owners welcome our club sailing here. It is usual that club members help clear away the tables when we finish a session. Last members out please check for equipment that has been left by members. The Café staff will retain anything they find within the café until we visit again. Sailing days are promulgated on the club web site. Suggestions and Ideas for Club Rules 49) Members with suggestions or ideas are welcome to tender them to the RCS or RCH in writing. They will be passed to the General Committee if it is believed that the Club would benefit from them in relation to the Club Rules.
