2 YOUR GUIDE TO PPE Having the correct Personal Protective Equipment (PPE) is crucial in safeguarding your employees health. Exposure to hazardous substances can cause a range of ailments, in some cases with tragic consequences. PPE should be worn when performing tasks that could be damaging to the worker s health. PPE includes such items as: Eye Protection Wearing the correct protective eye wear decreases risk to the eyes and reduces injuries. Potential hazards which cause eye injuries include ultraviolet and infrared radiation, harmful gasses, vapours & aerosols, dust, chemical splashes and impacting particles. The damaging effects of noise can accumulate, even if an employee s ear protection is only removed for a few minutes every day. As 100% wear time is essential, selecting the correct hearing protection is of the utmost importance. When selecting the correct hearing protection the following Australian Standards should be referred to. u AS/NZS Occupational Noise Management - Overview and General Requirements This Standard provides an overview of the AS/NZS 1269 series and general requirements on occupational noise management. The series deals with noise as it affects hearing, but does not deal with other effects of noise. It also provides an integrated approach to establishing, implementing and evaluating an occupational noise management program. There are several noise control techniques including engineering controls and administrative controls. Personal hearing protection should be regarded as first aid until noise levels can be reduced to safe levels, or as a last resort when noise cannot be engineered out. Personal hearing protection is usually available in two forms: earplugs and earmuffs. Earplugs are usually made of silicone, or foam, and are inserted into the ear canal. Earmuffs completely enclose the ear, and are held in place against the side of the head by a headband. Earplugs and Earmuffs work by blocking the sound waves from reaching the inner ear. The process of blocking the sound waves is called attenuation. The higher the attenuation the more noise is blocked from reaching the inner ear. Under the Australian Standard AS/NZS 1270:2002, the class system is a simple way to select a hearing protector appropriate to a noise exposure. Once the extent of the noise hazard has been determined by a noise level survey, the user simply applies this to a table like the one below to select an appropriate hearing protector. All calculations are based on the maximum exposure limit of 85dB Leq, 8hr. Example: If a noise level survey shows a person will be exposed to a noise level of 102dB(A)Leq 8hr using the above table, we can see that a Class 4 hearing protector is required for protection against this level of noise. PERSONAL PROTECTIVE EQUIPMENT In Australia the SLC80 rating is still an acceptable method for the selection of hearing protectors according to clause A2.3 in Appendix A of AS/NZS :2005. WORKPLACE PROTECTION Effective Attenuation (db) 30dB 25dB 20dB 15dB 10dB 5dB Hearing Protector SLC80 30dB (A) Percentage of Exposure Time Worn Discomfort or irritation when wearing hearing protection is particularly apparent and can lead to removal of the hearing protector. This is commonly what happens with high attenuating hearing protectors that are often heavier and more uncomfortable. You only have to remove your hearing protection a few minutes every day for the damaging effects of noise to accumulate. This is why 100% wear time is so important. Over a working day, periods of a few minutes of unprotected exposure can easily accumulate. An example of reduced effective protection is removing your hearing protector for 10 minutes during a total exposure time of 1 hour. The effective protection provided by a high attenuating hearing protector (30dB) is reduced to 8dB. This makes the effective protective value 22dB less than expected, by wearing the hearing protector 83% of the time over 1 hour. It is vital that every effort is made to encourage 100% wear time. 26 NOISE-INDUCED HEARING LOSS IS 100% PREVENTABLE Unlike most occupational injuries, there is no visible evidence of noise-induced hearing loss (NIHL). It is not traumatic and often goes unnoticed when it first occurs. Noise-induced hearing loss accumulates over time, its effects realised long after the damage has been done. NIHL is permanent and irreversible. With proper education, motivation and protection, is also 100% preventable. When is noise considered hazardous? Noise is considered hazardous anytime you must shout at someone an arm s length away to be heard. While exposure to hazardous noise is common, prevention of NIHL is simple: consistent use of properly fitted hearing protection when exposed to hazardous noise. That is the goal of every Hearing Conservation Program. Indicators of Noise-Induced Hearing Loss. Although there are no visual signs of Noise-Induced Hearing Loss, there are a few simple indicators of NIHL. Identification in its early stages can help prevent further damage. High-Frequency Hearing Loss. When hearing impairment begins, the high frequencies are often lost first, which is why people with NIHL have difficulty hearing high pitched sounds such as human voices, alarms and signals. Compared to other sounds, they will seem muffled or distorted. With normal hearing, conversations are understandable if they are loud enough. When someone suffers from noise-induced hearing loss, simply turning up the volume does not make speech clearer. The clarity is adversely affected regardless of how loud the volume. Gradual Progression. NIHL rarely happens overnight. Rather, it accumulates over time with every unprotected exposure to hazardous noise, usually in both ears. This progression can be detected through healthy hearing practices, including the performance of annual audiograms on all employees in your Hearing Conservation Program. Audiograms can identify whether your employees are experiencing a Temporary Threshold Shift (TTS), or a Standard Threshold Shift (STS), which indicates permanent damage and requires further preventative action. Common Symptoms. Those suffering from noise-induced hearing loss will experience tinnitus (ringing in the ears) or muffled hearing. Non-auditory effects of NIHL may include increased stress, high blood pressure, sleep problems and/or headaches. Create a successful Hearing Conservation Program through best practices. Occupational noise-induced hearing loss (NIHL) is a major compensable industrial disease in Australia and results in substantial economic costs. The National Code of Practice for Noise Management and Protection of Hearing at Work provides practical guidance on how the national standard can be achieved. It requires that employees who have work areas with noise levels at or above 85dB (A) have, access to hearing protection on the job. Implementing a Hearing Conservation Program may appear complicated, but there are a number of best practices safety managers can employ to ensure compliance with regulations and promote employee hearing safety. The appropriate head protection can prevent potential head injuries which occur from falling objects, strikes, bumps and electrical hazards. The answer to this question and indeed all information pertaining to selection, care and use is available in AS/NZS 1800:1998. This standard recommends that in general terms the helmet should be replaced every three years based upon industry testing, however to maintain the helmet the complete head harness insert must be replace every two years. Some customers elect to replace the entire helmet at this time or sooner dependent on its overall condition. Every helmet has an issue date sticker on the inside of the helmet for the wearer to record their name and date of issue. HI-VIS HEADWEAR HELMET MARKINGS & HI-VIS HEADWEAR The importance of protecting employees and providing a safe work environment has seen an increase in the use of reflective and high visibility tapes. Whether it be on work clothing or personal protective equipment it is a common practice in the workplace. Its use on industrial safety helmets is wide spread and further improves personal safety, however it is important that the correct tape and configuration be selected. The working environment, hazards and lighting conditions all play a major role in the selecting the right tape. For example employees who wear an industrial safety helmet in varying light conditions may require an adhered tape that is highly visible during the day and capable of reflecting artificial light in dull or night conditions. An example of this is vehicle headlights (reference document AS/NZS1801:1997 clause 3.2.5). There are a number of different safety helmet tapes available and they are generally cut and shaped into various kit designs. The recommended width of the tape should be at least 25mm with an overall area sufficient to enhance personal protection. The tape adheres to the safety helmet in an integral manner and do not impact on the performance of the headwear. Adhesive tape types: Retro Reflective: These tapes are commonly used when working in dull or night conditions and reflect light (night). Retro Reflective/Fluorescent: Combination performance tape that provides high visual capabilities during the day and reflects light during the night (Day/Night). It is common to see the above tapes used on safety helmets in industries such as mining, transport, construction, forestry, Oil and Gas. Tapes applied by the safety helmet manufacturer ensure it is compatible, professionally adhered and meet any required regulatory performance requirements. The different types of tape and shapes have been designed to fit the contour of safety helmet shell, avoid any helmet accessories that maybe fitted and provide clear visibility in day/night conditions. It is very important to inspect the tape ensuring adhesion is maintained, no damage has occurred and the tape performs as it should. This inspection process also assists in maintaining the safety helmet it is adhered to. This simple inspection should be carried prior to every use. If any degradation to tape or safety helmet is evident it should be withdrawn from service and replaced. Powered Air Purifying Respirator (PAPR): A motor-driven fan which draws contaminated air through a filter and then to the face. Some particle filters are single use such as filtering face pieces, and others are not and can be reused (these filters absorb more and more particles and will eventually clog, it will then become more difficult to breathe through the filter). Absorbs gas until they become saturated. After this, the filter will simply not absorb any more gas. There is no difference in breathing resistance, and it is unlikely that the user will be able to tell by smell or taste that the filter has become ineffective; the gas will just go right through the spent filter. This is why it is very important to replace gas filters/cartridges before the end of the filter lifetime. This has to be done according to a time schedule based on the type and concentration of the gas or vapour. 58 EN STANDARDS GUIDE FOR GLOVES The International Organization for Standardization (ISO) and Australian/New Zealand Standards (AS/NZS) help classify specific product attributes and communicate the quality and protection levels of personal protection equipment. The standards are designed to assist managers in the provision and maintenance of workplace safety levels. The elimination of health and safety workplace hazards is mandated by government legislation. Where they cannot be eliminated, employers are responsible for reducing hazards to a minimum as is reasonably practical. As a result, they have implemented a number of identical standards to those used in Europe. For example, standard EN420 (AS/NZS :1998) - Occupational Protective Gloves, General Requirements - defines requirements for all protective gloves (except electrical and medical gloves) for glove construction, cleaning, comfort and efficiency, marking and information. While the majority of the Australian/New Zealand occupational glove standards are identical to the European standards, there are instances where the European standard has been revised, but the Australian/New Zealand standard has not been changed. This is why, for example, the protection against cold standard AS/NZS :1998 is not the same as the European cold standard EN511:2006. The requirements are similar but the two standards use different testing methodologies. A risk which falls between the two levels may be described as intermediate. A system of marking has been developed to identify the level of risk to help you select gloves of the appropriate class. Only these approved bodies may issue a CE mark, without which the gloves may not be sold. Each notified body has its own identification number. The name and address of the notified body that certifies the product has to appear on the instructions for use that will accompany the gloves. Gloves of this category are CE marked as indicated. THE EN STANDARDS Risk Category III: Gloves of Complex Design For Irreversible Or Mortal Risk Gloves designed to protect against the highest levels of risk e.g. chemicals, must also be tested and certified by a notified body. In addition, the quality assurance system used by the manufacturer to guarantee homogeneity of production or the quality consistency testing of the final product must be independently checked. As we head into summer, preventing heat stress is an important area to focus on for workplace safety. What is Heat Stress? Heat stress or heat illness occurs when the body cannot properly cool itself due to factors such as type of work (work load, work rate), environment (temperature, humidity, amount of air flow) and the individual (age, level of fitness, level of hydration, clothing worn etc). 70 CHOOSING THE RIGHT PROTECTIVE CLOTHING Value for Money While economics obviously play an important role in every business decision, when it comes to issues of health and - in extreme cases - human life, cost should not be the primary factor determining the choice of protective garment. Protective Barrier Without doubt, the most important consideration is the suit s protective barrier. The material from which the suit is made must be proven to offer protection against all the hazardous substances to which the wearer could be exposed. One of the keys to employee safety is the provision of appropriate protective clothing. Selecting the right garment not only helps prevent injuries, but can also prevent long-term industry related illnesses. Quality In addition to the quality of the material used in the suit, the quality of workmanship is extremely important. Criteria here include seams, sizing and quality control. CHOOSING THE RIGHT PROTECTIVE CLOTHING Physical Properties Many applications demand properties other than barrier performance from a protective suit, such as tear resistance and wear resistance. Comfort A good fit ensures a protective suit is both comfortable and capable of affording adequate protection to the wearer. To carry the CE marking, chemical protective equipment (category III) must pass one or more of the garment Type tests, meet or exceed the minimum requirements for the materials physical and chemical properties, and be correctly identified and labelled. In addition, the products must be manufactured to a consistent quality, and the manufacturer must either hold a quality certificate such as ISO 9000, or be subject to regular inspections by the notified laboratory. Limited- performance chemical protective clothing is intended for use in cases of potential exposure to light sprays, liquid aerosols or lowpressure, low-volume splashes, which do not require a complete liquid permeation barrier (at molecular level). The CE Marking means that Chemical Protective clothing meets certain minimum requirements. However it does not mean that chemical suits of the same type offer the same level of protection performance. This is why it is essential to look at the results of the test carried out on the material used to make the garment. 72 ASBESTOS - A NATURAL FIBRE Asbestos is a material with numerous qualities which was used on a massive scale before being shown to be highly toxic. Prohibited for import and use across Australia since the end of 2003, it can still be found in many buildings and machines. Helping to keep workers in such environments safe, protective coveralls can provide durable, comfortable and robust protection against asbestos fibres. UNDERSTANDING THE DANGERS OF ASBESTOS Asbestos is the common name for several naturally occurring fibrous silicate minerals. Asbestos fibres are very heat resistant and strong and were used for many years in thermal insulating materials such as laggings and coatings, floor tiles, roofing, asbestos cement products, electrical insulating materials as well as vehicle clutch and brake linings. Since asbestos is a very friable material, microscopic fibres can release into the air in smaller or larger quantities. Inhalation of asbestos fibres can have serious health effects, including asbestosis, lung cancer and mesothelioma. In Australia, a nationwide ban on importing and using all forms asbestos took effect on 31 December Reflecting the ban, the National Occupational Health and Safety Commission (NOHSC) revised asbestos-related material to promote a consistent approach to controlling exposure to workplace asbestos and to introduce best-practice health and safety measures for asbestos management, control and removal. The ban did not cover asbestos materials or products already in use at the time the ban was implemented. Although Australia has only a third of the UK s population, its asbestos disease fatalities approximate Britain s of more than 3,000 people per year. MINIMISING THE RISK WHEN WORKING WITH ASBESTOS The European Council Directive 83/477/EEC on the protection of workers from the risks related to exposure to asbestos at work and its amendments, deals specifically with protecting workers from the risks related to exposure to asbestos at work. Before any work is done, a comprehensive risk assessment has to be carried out and preventive measures have to be established. Employers have to provide the necessary organisation of work, appropriate equipment (including suitable personal protective equipment), safe systems of work, training, information, and supervision. Suitable personal protective equipment in general includes respiratory equipment, coverall, gloves and safety boots. CHOOSING APPROPRIATE PROTECTIVE CLOTHING Building maintenance and site remediation workers are at a high risk of coming into contact with the fibres when working on insulation in buildings and industrial installations such as pipes, roofs, walls etc. In order to avoid cross contamination, ie: Asbestos fibres attached to a person s skin or underwear are carried to uncontaminated places, released and then inhaled, protective coveralls must provide a high barrier against airborne particles (Category III EN Type 5 - The Type 5 product standard allows for an inward leakage of up to 15% in 8 out of 10 suits tested). They have to meet the following general requirements: WORKING WITH ASBESTOS High particle barrier (material, seams); Smooth surface to prevent particles from adhering to the garment; Tight fit at arm and leg openings (elasticated cuffs and ankles); Compatible with additional PPE (masks, goggles, gloves); and Comfortable to wear, high freedom of movement.
