1 DOCKYARD PORT OF PORTSMOUTH PORT MARINE SAFETY CODE ANNUAL REPORT 2015 Foreword S O Hopper Queen s Harbour Master Portsmouth It has been another busy year for the Port and for the Queen s Harbour Master s Department in particular. Activity on the water was high as usual, and there are a number of major projects now underway, to modernise QHM s Vessel Traffic Management System and more noticeably, prepare the port for the arrival of HMS Queen Elizabeth. The VTMS refit is firmly underway, and will see the installation of state-of-the-art display equipment, new radars and new camera systems. It is expected that the new system will become operational in the early part of 2016, with the full system complete by the Summer. QHM is working hard to ensure the transition process is as smooth as possible, and most harbour users should see little or no change on the water. There are three main streams of work to prepare for the arrival of the Queen Elizabeth class carriers. Firstly, there is the Capital Dredge, now underway. This will see the deepening and widening of the approach channel and is under contract with Boskalis Westminster. The other two main projects are under contract with Volker Stevin, and comprise upgrade works to Middle Slip Jetty and the installation of new navigation aids to support the vessels. The jetty works are underway, and the navigation aids will be installed in As ever, we will keep port users updated by Local Notices to Mariners as programmes develop. The wider port has remained very busy, with over 75,000 commercial and military vessels transiting the controlled harbour approach channel. This figure does not include the number of leisure craft (up to 1000 moves a day over busy summer weekends) that also use the same waters. A highlight this year for the port was undoubtedly the opening America s Cup World Series event, which saw some of the fastest racing yachts in the world competing in the waters off Southsea. This spectacular event drew large crowds and will return again next summer. The beginning of the year saw a major incident in the listing and subsequent grounding of the car carrier MV Hoegh Osaka. Thankfully, there were no fatalities and only one serious injury. The incident happened in the Port of Southampton, but subsequently the vessel was moved into the Dockyard Port of Portsmouth due to space constraints in Southampton s channel and the salvage operation took place in the vicinity of Alpha anchorage. This was a complex operation, expertly led, which resulted in the full salvage of the vessel and much of the cargo. Throughout, multiple agencies, including QHM, were engaged, with full contingencies in place in the event of any threat to the environment. In the event, there was no pollution and after three weeks of challenging salvage operations in often extreme weather, the vessel was towed back into Southampton. Throughout the remainder of the year there were no further major incidents for which all port users need to take credit, particularly those who use the port every day. Our focus will remain on Port safety over the coming year. The QHM team will continue to develop the Dockyard Port Marine Safety Management System, while facilitating the complex work

2 streams that comprise the largest changes to the port for many years, and I urge all of you out on the water to think of safety so that we can all continue to enjoy this busy port. Steve Hopper Headlines HMS QUEEN ELIZABETH NAMED AND MOVED OUT OF BUILD DOCK AMERICA S CUP WORLD SERIES VISITS THE NAVAL BASE CAPITAL DREDGE AND JETTY WORKS COMMENCE Contents The Report ANNEX A - Annual Report Targets The Report BACKGROUND On the 18 March 2010 the Dockyard Ports Board (DPB) endorsed the Dockyard Port Marine Safety Policy (DPMSP). The DPMSP acts as the Assistant Chief of the Naval Staff (Support) (The Admiral who oversees the Naval Bases and Dockyard Ports) higher level policy document for dockyard port safety which is closely aligned to the Port Marine Safety Code (PMSC) issued by the Department of Transport. SAFETY MANAGEMENT SYSTEM The DPMSP directs that a Safety Management System (SMS) is implemented in the Harbour and is the responsibility of QHM. It also established a Captain Rank post in Navy Command as the Designated Person. The SMS is regarded as a living document and is used as a tool actively driven by QHM and his staff as they conduct their daily business. The purpose of the SMS is to improve the level of safety for everyone using the waters that constitute the area of jurisdiction for the Dockyard Port of Portsmouth (DPP). The designated person for all three dockyards ports is Captain Port Operations. In order to fulfil his assurance role, Captain Port Operations visits each port termly and conducts a full audit of the SMS annually.

3 AIM The aim of this document is to describe how the QHM demonstrates compliance with the Dockyard Port Marine Safety Policy for the Year 1 January 31 December MANAGED CHANGE The Dockyard Port has seen accelerating change in this period, with much more to come over the next year. Although a strong focus remains on supporting the current operations of the Fleet and in particular, the Portsmouth-based ships, an increasing amount of effort is being expended on ensuring the major projects underway are managed with the minimum impact on other water users. This often involves finding compromises between Ministry of Defence interests and those of other users to ensure the projects are delivered as efficiently as possible (with as low an impact on the MOD s costs as possible) while keeping traffic flowing and levels of safety as high as possible. WEBSITE The QHM Portsmouth website has been completely re-written in the last year, and is now hosted as part of the Royal Navy website. This is QHM s main method of keeping the maritime community up to date with relevant safety and other news. Mariners can obtain all current Local Notice to Mariners (LNTM), NAVWARNs and General Directions as well as reading the latest news. The new site has led to the re-introduction of the automated ing system, and all LNTMs, NAVWARNs, General Directions and Shipping Movements are now sent out to all subscribers. All harbour users are strongly advised to sign themselves up, to ensure they stay up to date with all important safety information. OPERATIONAL SUMMARY Incidents within the Dockyard Port of Portsmouth in 2015 were as follows: 106 Incidents reported to QHM or which were discovered by QHM staff 13 Collisions Ship Ship 5 Equipment Failures (Vessel) 3 Minor Fires 5 Grounding 1 Sinking and Capsizing 9 Contact with structure 2 Contact with floating object 1 Ranging 1 Diving 48 Other Hazard, all minor 14 Minor Pollution 2 Members of public in difficulty in the water All incidents were investigated in compliance with the Dockyards Port Marine Safety Manual. Recommendations and conclusions were forwarded to the Mariner concerned, and where applicable to the Maritime Coastguard Agency.

4 BUOYAGE AND OTHER NAVIGATION MARKS The Port Conservancy Officer has carried out monthly checks visiting all the Navigational Buoys in the Eastern and Western Solent to check their condition and position. Where buoys have been found out of position, these have been NAVWARNED and action taken to return them to the correct positions. As part of the Capital Dredge works, navigational buoys will be temporarily relocated as required; mariners will be kept informed by NAVWARN of this process. MMO We consult with the MMO on a wide variety of issues including planning applications, moorings, dredging and especially fishing matters. PANAR (Ports Aids to Navigation Availability Reporting). All main Dockyard Port of Portsmouth (DPP) entry and exit lights continue to be checked bi-weekly with any reported faults are rectified as quickly as possible and Navigational Warnings issued in the interim. A full and detailed inspection of the DPP as a Local Lighthouse Authority was last carried out by Trinity House on the 30 June The visit was assessed as satisfactory. A few areas were highlighted as needing attention, and QHM has worked with the maintainers of these aids to rectify these points.. NAVIGATION: DANGERS AND HAZARDOUS OCCURRENCES During this reporting period 83 Navigational Warnings were issued by QHM. HARBOUR ROUNDS As in the previous reports regular three monthly checks of the Harbour navigational marks were routinely conducted. All areas within the harbour were visited ensuring a continuous and visible inspection of all assets, whether MOD sponsored or not. A rolling programme of maintenance work is in place over this year. HYDROGRAPHIC SURVEY Maintenance dredging took place in March, with pre and post dredge surveys of the Harbour conducted. Further survey work as part of the Capital Dredge is on-going, and has included a baseline survey of all the channels and berthing areas in the harbour. Once the dredging work is complete, a full hydrographic survey will be conducted by RN Hydrographic teams, and charts will be re-issued by the UK Hydrographic Office in due course. Any reported reductions in depths are promulgated initially by NAVWARN and incorporated into charts as soon as possible. MOORINGS The annual mooring survey for 2015 is complete and the final figure for leisure craft within the DPP is PILOTAGE This year 791 Acts of Pilotage were undertaken by the Admiralty Pilots. VOLUNTEER HARBOUR PATROL (VHP) The VHP continued its valuable work in 2015 thanks again to the generous donations of a number of local business and port users. The aim of the Patrol is to promote safety through the provision of education and support to the recreational users of the Dockyard Port. With around 3,700 craft berthed in the harbour, and many

5 more using the 55 square miles of the Port annually, this is a distinctive asset. The 33 active volunteer members range from retired big-ship masters to leisure sailors with more modest craft; they all have significant experience and training and give up their evenings and week-ends in the summer months to this valuable service. This year the Patrol had a fleet of two craft available and maintained attendance during the week-ends from May to October and, while its focus is primarily on the education of the leisure community with the accent on safety, offering advice to the unwary or a welcome to visitors unfamiliar with the Harbour Regulations, it responded to many calls for assistance following incidents such as engine failure, stranding or other general problems in or near the Harbour, and took countless opportunities to advise mariners. The Patrol also provided marshalling resources for some large events, such as the America s Cup World Series event. As a charity, and a unique combination of the resources of the leisure, commercial and military users of the Port, the VHP depends for its success entirely on the generosity of sponsors, and the goodwill of the leisure boater. It is indebted to the Royal Navy Sailing Centre and the Hornet Sailing Club for their help in looking after the boats and to the local companies that sponsored us last year: Portsmouth International Port, Gosport Boatyard,, Wightlink, Whitaker Tankers and Clipper Ventures. Thanks also go to Endeavour Yacht Services for their assistance with maintenance, to Aluminium Shipbuilders in Hythe for the fantastic support we receive from them and to Trinity House for the very kind loan of one of their boats. PWC LICENCES (Jet-Ski) All new licences are issued in accordance with GD 07/13. Two items of information required for the issue of a QHM licence are; valid marine insurance and a relevant Data Tag number. LOCAL EVENTS Yet again, a very diverse collection of recreational events have been successfully planned, risk assessed and subsequently conducted within the Dockyard Port of Portsmouth during The one standout event this year was the America s Cup World Series event in July, but there were many more events across the port and the year. AMERICA S CUP WORLD SERIES For two weeks in July the Naval Base and Dockyard Port of Portsmouth became the home for the pre-season testing and then first racing of 2015

6 in the America s Cup World Series. This follows the move to Portsmouth of the Ben Ainslie Racing (BAR) Land Rover team to Old Portsmouth. Portsmouth is now firmly established as the focal point of America s Cup racing in the UK. The event drew a huge number of spectators, estimated as around 250,000 on land over the four main event days, and up to 25,000 on the water. QHM was very closely involved in the planning and execution of this complex event, which took place across the main approach channel. Carefully marshalled and controlled by the event organisers, with the assistance of the Hampshire Police Marine Unit, the Ministry of Defence Police Marine Unit, the Volunteer Harbour Patrol and QHM s own staff (including QHM), the event was a success, showcasing both the sport and Portsmouth. The event will return to Portsmouth July General Events: Cowes Week Royal Yacht Squadron Bicentenary Southsea Rowing Regatta Gunwharf Quay s fireworks display The Round the Island sailing race (1790 yachts) P1 and Superstock Power Boat Racing Zap Cat Racing Swimming Events Southsea Junior open water swimming race Portsmouth Triathlon Approximately 26 other Cross Solent Charity Swims CONSERVANCY Statutory Planning Applications 19 Statutory Planning Applications were received and actioned by QHM during NAVAL ACTIVITY THE QUEEN NAMES HMS QUEEN ELIZABETH The first of the Royal Navy s two new aircraft carriers was named in Rosyth, and then floated out of dock for build work to continue. Assembly of HMS PRINCE OF WALES, the second ship, is now advancing rapidly. Both ships will be based in Portsmouth, and with a planned life of 50 years, are set to dominate Naval operations in Portsmouth for the foreseeable future. In addition to running ongoing operations, QHM is focussing on preparations to handle and berth the ships, the largest ever built for the Royal Navy. Royal Navy operations continue to dominate the activity of the Base. Support to ships preparing for operations is the principal aim of the Base and QHM. However, we have also hosted a number of foreign warship vists throughout the year, ranging from small patrol ships through to the US aircraft carrier USS THEODORE ROOSEVELT, which visited in March, anchoring in the Solent for a week. OIL POLLUTION CONTROL During this reporting period 14 oil spills were reported, all required minor clean up operations. All reported spills were in the harbour and were dealt with using internal equipment and personnel.

7 On 10 November the Queen s Harbour Master Department participated in a Tier Two exercise oil pollution exercise within the Port in compliance with the Merchant Shipping Oil Pollution and Preparedness Responsibility and Cooperation Convention (OPRC) Regulation This included significant input and attendance from Tier 2 Contractors, OSRL Ltd. This was part of a larger exercise conducted from a ferry alongside in Portsmouth International Port. PERSONNEL/TRAINING Training across the QHM department has continued, including the qualification of two new Admiralty Pilots. A major change in manning has taken place in the department, with a move to dedicated Vessel Traffic Service Supervisors in Harbour Control, leaving a reduced number of pilots to concentrate on their core pilotage tasking. This has seen welcome promotion opportunities within the department, with several Vessel Traffic Service Operators being selected to become VTSS. There have been several new members of staff joining the department eight have joined the team of 30 in the last year. VTS staff have continued with their V103/1 and V103/2 training. SOLFIRE PLAN As the result of an incident, the three authorities involved in the Solent SOLFIRE Plan (the emergency response plan for the Solent area), ABP Southampton, the Lee-on the Solent Coastguard and QHM have reviewed and revised the plan. The plan was exercised with a live exercise taking place in Southampton Water, observed by QHM.
