4 Definitions Offshore Installations (Safety Case) Regulations 2005 (SI 2005/3117) Safety Critical Elements means such parts of an installation and such of its plant (including computer programmes), or any part thereof (a) the failure of which could cause or contribute substantially to; or (b) a purpose of which is to prevent, or limit the effect of, a Major Accident; 7 a Major Accident means a) a fire, explosion or the release of a dangerous substance involving death or serious personal injury to persons on the installation or engaged in an activity on or in connection with it; b) any event involving major damage to the structure of the installation or plant affixed thereto or any loss in the stability of the installation; c) the collision of a helicopter with the installation; d) the failure of life support systems for diving operations in connection with the installation, the detachment of a diving bell used for such operations or the trapping of a diver in a diving bell or other subsea chamber used for such operations; or e) Any other event arising from a work activity involving death or serious personal injury to five or more persons on the installation or engaged in an activity in connection with it; 8
5 Energy Institute - Guidelines for the identification and management of ECE s Environmental Critical Elements are any parts of the facility, plant or computer programmes whose failure will either (a) cause or contribute to ; or (b) the purpose of which is to prevent or limit the effect of, an Environmental Event; An Environmental Event is a Major Environmental Hazard where specific controls around associated element are required in order to manage the associated risks. Major Environmental Hazard is the risk of Significant Damage to the environment. For example, air pollution, water pollution, toxins, and radioactivity. 9 Typical S&ECE Barriers; Management System Training & Competency Maintenance System MOC process Equipment Detection, and Emergency Response 10
6 Scope The verification scheme process seeks to demonstrate how the S&ECE are identified and how appropriate PS s are determined for the MODU. Such identification forms part of the overall risk assessment process and takes account of the MODU HSE Case (Safety Case), as well as the systems that currently exist to operate the Installation. Verification and Examination of S&ECE scheme will be executed by independent and competent persons (ICPs). 11 Verification Scheme Process Identify full range of Safety & Environmental Critical elements. (3M) Produce a formal record of elements and standards. (2M) Draw up formal written scheme for each specific installation. (1M) Scheme to include initial ICP verification, and ICP reservations.(3m) Establish and include arrangements for review and revision of scheme. (1M) Operate scheme and Verify Safety & Environmental Critical Elements. (Annual) 12
