2 ATTACHMENT 1 Major Revisions 1) Scope, clause 1.2f: the NGV 5.1 standard states that the maximum inlet flow rate shall not exceed 10 SCFM (0.3 SCMM). This requirement matches that of the requirement stated in CSA 12.6, clause In regards to CSA Requirement 2.90 U.S., however, there is a difference. The 2.90 document states that its requirements apply to appliance for: capacity (flow rate) not exceeding 15 SCFM, except 5 SCFM for residential use. 2) Scope, clause 1.2g: the standard makes it clear that NGV 5.1 applies to appliances intended to be connected to residential utility gas piping. In other words, this document applies to appliances for residential application only. In contrast, the vehicle refueling appliance as covered by CSA 12.6 does not limit itself to just residential use. 3) Scope, clause 1.2i: the new requirements apply to appliances for single hose gas compressor packages. In contrast, CSA 12.6 permitted multiple-hose gas compressor packages. 4) The standard now gives a definition for working pressure. 5) Operating temperature range, clause 4.1: the standard states that the RFA shall, at a minimum, have an operating temperature range between 0 C and 40 C. The manufacturer may specify lower minimum temperature and or a higher maximum temperature. The unit shall be non-functional outside of the listing temperature range. In contrast, CSA 12.6 differs in that the minimum ambient temperature is specifically stated as -40 C. 6) General construction and assembly, clause 4.5: the standard now explicitly states that fuel conveying copper alloy parts shall be resistant to stress corrosion cracking when tested in accordance with a specific test method, namely, ASTM B858 Test Method for Ammonia Vapor Test for Determination of Susceptibility to Stress Corrosion Cracking in Copper Alloy. In contrast, CSA 12.6, clause states that the manufacturer shall submit acceptable evidence that pressure-bearing parts are resistant to stress-corrosion cracking but the standard does not make reference to any specific test method in which to follow. 7) General construction and assembly, clause 4.6: the standard states that parts constructed of nonmetallic materials, such as polymeric, shall be resistant to flame propagation. The clause further states that compliance with this provision may be established by certified evidence indicating conformance to ANSI/UL 94 (CSA C22 no. 0.6) in conjunction with ASTM D(256, 3029), D(638, 638M, 1822), and D(648, 790). Furthermore, it says that plastic enclosures shall comply with UL 746C. 8) General construction and assembly, clause 4.7: the clause states that a seal, diaphragm, O-ring, and other nonmetallic parts shall be suitable for use in a natural gas environment and for the maximum and minimum working temperature to which the material will be exposed during operation. In contrast, CSA 12.6 states that such components materials be suitable for use in the ambient temperature range of -40 to 55 C. 9) General construction and assembly, clause 4.9: this clause states that all hoses utilized in the residential fueling appliance (RFA), including the fill hose, shall meet the requirements of ANSI/CSA NGV 4.2 CSA In contrast, CSA 12.6 merely mentions that the hoses be certified. In other words, the CSA 12.6 standard did not specifically make reference to CSA NGV 4.2 CSA Additionally, NGV 5.1, clause also makes reference that a gas hose shall comply with CSA NGV 4.2 CSA ) Gas retention limits for all RFAs/Outdoor storage limits, clause 4.10: This requirement is new. The standard places a restriction on RFA packages for outdoor installation as to how much volume of gas can be held in storage. See also clauses and ) Flow rate, clause 5: This clause clarifies the permissible flow rates for a RFA with respect to their installation. It delineates the permissible flow rates for a RFA, whether the listing is for: a) a RFA that is for indoor installation and fueling, b) a RFA that is for outdoor installation with vehicle indoor fueling, or c) a RFA that is for outdoor installation and outdoor vehicle fueling. 12) Hazard analysis, clause 6.8.1: Both NGV 5.1 and CSA 12.6 require that a hazard analysis be conducted. But NGV 5.1 further elaborates that the risk for each the hazards be estimated by the combination of probability of occurrence of the hazard and of its foreseeable severity. 3 risk analysis may be found in, such as, IEC Analysis Techniques for System Reliability Procedure for Failure Mode and Effects Analysis (FMEA); IEC 61205, Fault Tree Analysis; SAE J1739 Potential Failure Mode and Effects Analysis in Design (Design FMEA), Potential Failure Mode and Effects Analysis in Manufacturing and Assembly Process (Process FMEA); and MIL 882D. 13) Air circulation, clause 6.8.8: new requirement: the bottom of each opening (air inlet/intake and exhaust/outlet) shall not be less than 12 inches above ground level. 14) Base and mounting means, clause : new requirement: the base and its mounting means shall be constructed to provide adequate support of the appliance and shall be substantially constructed of noncombustible material. 15) Software, clause : the standard now addresses software requirements. Any software used to control the RFA s emergency shutdown system shall be evaluated in accordance with UL 1998 or CSA C22.2 no ) Hose length, clause 6.9.1: new requirement: A RFA shall be equipped with a nozzle and a fueling hose of a maximum length of 7.6 meters (25 feet). The hose shall be protected against mechanical damage. 17) Hose retrieving mechanism, clause 6.9.3: Although NGV 5.1 and CSA 12.6 both make reference to a breakaway device needing to comply with CSA NGV 4.4 CSA 12.52, NGV 5.1 goes onto elaborate about the case when the gas hose are attached to a hose retrieving mechanism. See the new coverage in the stated clause regarding hose retrieving mechanism, as well as the requirement mentioned in clause ) Sensing means, clause : this clause specifically mentions that sensors shall comply with their respective component standard s requirements, such as, ANSI/UL 353, CSA C 22.2 no. 24 or UL ) Pressure-relieving means, clause : All three documents, CSA NGV 5.1, CSA 12.6 and CSA 2.90, have coverage stating that the pressure relieving means shall protect components downstream of compression from overpressure. But NGV 5.1 expresses what is meant by excessive pressure in terms of service pressure. In other words, it says that the pressure-relieving means shall not allow the pressure to build in excess of 1.25 times the service pressure. In contrast, in CSA 12.6, clause , it states that the pressure-relieving means shall be sufficient to limit accumulation to 110% of the design pressure of the downstream system. 20) Venting of gas, clause : The clause now explicitly states that a pressure-relieving means may also vent gas to outdoors to a safe point of discharge. In contrast, CSA 12.6 emphasizes two points with respect to the venting of gas: 1) that a pressure relieving means shall have a provision to vent gas in a controlled manner, and 2) that this means routes the vented gas to within the RFA blowdown chamber. But CSA 12.6, does not make explicit reference to gas being vented to outdoors. 21) Permissible leakage per filling, clause : New requirement: Leakage of 16 cm 3 (1.0 standard cubic inch) of gas shall be permitted to be released to the atmosphere per filling during disconnection of the fueling nozzle from the vehicle receptacle. There shall be no release of gas when the nozzle/hose assembly is stored and not connected to a vehicle receptacle. 22) Venting of gas, clause : New requirement: Any gas contained within the RFA (e.g., blowdown gas) shall not be vented into the natural gas supply line. 23) Component certification, clause : Clarification: although CSA 12.6 does mention to use certified components, NGV 5.1 mentions the specific standards by name for certain components, such as, transfer nozzles (NGV1), valves (NGV 4.6 and 4.7), as applicable, etc. 24) Protection against fire or explosion hazards, clause 6.15: NGV 5.1 significantly expands on the requirements that deal with prevention against fire or explosion hazards in a RFA system. This clause correlates to CSA 12.6, clause and CSA 2.90, clause 3.2 Additional Requirements for Residential Garage Installation and Use. See also NGV 5.1, clauses and ) Knockout openings, clause : new requirement: the clause gives the sizing for knockout openings. 26) Knockout, clause : new requirement: A knockout shall remain in place when a force of 44.5 N is applied at right angles to the knockout by means of a mandrel with a 6.4 mm diameter flat end. 4 27) Metal thickness, clause : new requirement: At a point where the power-supply conductors enter the enclosure, sheet metal shall not be less than 0.81 mm thick if uncoated steel, not less than 0.86 mm if galvanized steel, not less than 1.12 mm if aluminum, and not less than 1.09 mm if copper or brass. 28) Cord-connected appliances, clause thru 3: new requirement: this clause states requirements pertaining to the flexible cord and attachment plug. 29) Electrical requirements, clause thru.28: these clauses significantly expand on the electrical requirements of an RFA. 30) Cylinder construction, clause : clarification: CSA 12.6 already mentions that any vessel that has a capacity greater than 42.5 L (1.5 ft3) and a pressure greater than 103 kpa (15 psig) shall comply with the requirements of CSA B51. But NGV 5.1 goes onto mention the U.S. requirements for a cylinder, that is, ASME Boiler & Pressure Vessel Sections VIII or X. Additionally, NGV 5.1 now also includes reference to Transport Canada (TC) regulations, exemptions, or special permits for Canada, and U.S. Department of Transportation (DOT) for the USA, as applicable. 31) Cylinders, clause : new requirement: DOT, Transport Canada, and CSA B51, Part 3 cylinders shall not be subjected to pressure in excess of 125 percent of the marked service pressure even if, on cooling, the pressure settles to the marked service pressure. 32) Settled pressure of a fuel container, clause : new requirement: fuel containers within the RFA shall not have a settled pressure above the service pressure that is stamped on the container and displayed on a label near the filling connection, corrected for the ambient temperature at the time of filling. 33) RFA with gas storage for outdoor use, clause : this requirement elaborates on the placement of valves (automatic and manual) and the overpressure protection device with respect to the RFA system. See also clause ) Fire detection methodology, outdoor mounted RFA with contained gas, clause : new requirement: a fire detection method shall be employed for outdoor mounted RFAs with contained gas. 35) Markings, clause 7.2.1g: new requirement: the nameplate markings now needs to show the maximum temperature compensated pressure at a specified maximum temperature. Meanwhile, the markings section deletes reference to the manufacturer s specified maximum design pressure. 36) Markings, clause 7.2.1r: new requirement: the nameplate markings now need to show the minimum clearance to combustible walls. 37) Markings, clause 7.2.1s: new requirement: the nameplate markings now needs to show the maximum gas supply moisture content (lbs/mmscf). 38) Caution, warning labels, clauses 7.2.4: new requirement: the clause requires a label stating: no smoking keep open flame(s) away from appliance and improper installation, adjustment, alteration, service or maintenance can cause serious injury or damage. 39) Warning label, clause 7.2.5: new requirement: the clause requires a label warning that electrical shock hazard. For personal safety, disconnect all power before opening this cover. 40) Marking, clause 7.2.7: new requirement: the clause states if wire other than that conforming to the temperature limitation of 63 C (35 ) rise has been specified for use on the appliance, the following statement shall appear on all electrical diagrams: If any of the original wire as supplied with the appliance shall be replaced, it shall be replaced with wiring material having a temperature rating of at least. This marked temperature rating shall not exceed 90 C. 41) Caution label, clause : new requirement: the clause requires a label that states the following: caution: This appliance contains high pressure natural gas storage. Verify compliance with all local codes. 42) Marking, clause 7.3: new requirement: the clause states that a fixed-setting control shall have the cutout calibration temperature or pressure, as applicable, indicated on a Class IIIA marking material. 5 43) Electromagnetic compatibility, clause 7.4: the clause places a note into NGV 5.1 stating that electromagnetic compatibility requirement is covered by the US Code of Federal Regulations, Title 47 CFR Part 15, Radio Frequency Devices and ICES-001 or ICEDS ) Supplying of information, clause 8.1: the clause states that the manufacturer shall provide various pieces of information to the certification body such as: sequence of operation and description of the prototype design, a Failure Modes and Effects Analysis, etc. See clause 8.1 for the remaining items. 45) Variable voltage, clause 8.2.4: new requirement: the clause states that the test outlined in shall also be conducted with the supply voltage adjusted and maintained at 85 and 110 percent of that specified by the manufacturer. 46) Range of operating ambient temperatures, clause 8.2.5: NGV 5.1, clause states that certain tests shall be conducted at specific ambient temperature conditions. With regard to the differences in NGV 5.1 with respect to CSA 12.6 and CSA 2.90, the tests are: NGV 5.1, clause 8.4, Leakage test: Clause now states that leakage (clause 8.4) shall be conducted at the minimum, ambient and maximum temperatures specified by the manufacturer. In contrast, CSA 12.6 differs from NGV 5.1. CSA 12.6, clauses (external leakage components), (leakage fittings and piping accessories), (leakage components subject to blowdown pressure), and (compressor unit) state the leakage test shall be conducted at both -40 C and at the declared maximum ambient temperature rating. The leakage test as described in CSA 12.6, clause covering the VRA (that is, the RFA, up to and including the high pressure piping outlet) does not even mention ambient temperature extremes. The leakage test as described in CSA 12.6, clause (the VRA equipped with a rotating shaft in the motor or compressor interface) does not mention ambient temperature extremes. In so far as CSA 2.90, its leakage test parallels with NGV 5.1 by conducting leakage at ambient temperature and the manufacturer s temperature extremes. NGV 5.1, clause 8.7, Durability testing: With respect to the temperature conditions, the durability test as described in NGV 5.1, clause 8.7 is the same as CSA 12.6, clause 5.6. However, NGV 5.1, clause 8.7 differs from CSA 2.90, clause 2.10 because the latter document does not mention to conduct 100 fill cycles to be conducted at the manufacturer s stated maximum operating ambient temperature. 47) Sound pressure level, clause 8.2.6: new requirement: The RFA shall operate at a sound pressure level not greater than the manufacturer s declared sound pressure level at the specified distance. 48) Leakage, clause 8.4: NGV 5.1 now has two tests for leakage: 1) clause the static test and 2) clause the dynamic test. The dynamic test method is a new requirement. The static test method in NGV 5.1 is virtually the same test as detailed in CSA With respect to CSA 12.6, the static test method in NGV 5.1 is similar to the leakage test described in CSA 12.6, clause If anything, CSA 12.6 has a more rigorous requirement in that it implies to conduct the leakage test twice: one test at any normal operating pressure and the other test at design pressure where design pressure is defined as: (as applied to a pressure piping system or part of a pressure piping system) the pressure used to determine the minimum permissible thicknesses or pressure rating of all piping, tubing, fittings, and pressure vessels in the system. Note: The set-to-open pressure of pressure-relieving devices protecting the system is not to be greater than the design pressure. In contrast, NGV 5.1 says to conduct the static leakage test at 1.5 times the manufacturer s specified maximum operating pressure for the system. 49) Hose permeation test, clause 8.5: NGV 5.1 has added a hose permeation test. The pass/fail criteria is: the permeation through the wall of the hose shall not exceed 20Ncc of natural gas per meter of hose per hour. In contrast, CSA 12.6 does not have an actual test detailed in its document. Rather it states the following in clause 4.3.6: The manufacturer shall submit acceptable evidence from hose manufacturers that permeation from a hose does not exceed 1000 cm 3 /air/m 2 /day/atm gauge at rated normal operating temperatures (corrected to standard conditions of 101.3kPa at 15 C.) 50) Normal operation type test, clause 8.6: NGV 5.1 has added a test title to its document: Normal operation type test (including durability). But the test associated with this title is actually five tests, which are: a) clause 8.6.1, a flow rate verification test, b) clause 8.6.2, a power consumption/current input verification test, c) clause 8.6.3, a fuel odorant test, d) clause 8.6.4, verification of the fuel s water dew point, and e) clause 8.6.5, appliance shutdown upon a sudden drop in delivery pressure. \\REXFPS00\CertData2$\Wgm4\DOC_CTRL\Notices\E-H\GasProducts367.docm Page 5 of 7

6 The above mentioned NGV 5.1 power consumption/current input test, fuel odorant test, and fuel s water dew point verification test are new requirements. (With regard to the power consumption/current input requirement, CSA 12.6, clause A.3 o requires a marking on the nameplate stating the appliance s full load input current and horsepower but the standard does not show a power consumption/current input test). The above mentioned NGV 5.1 gas flow rate test (clause 8.6.1) is comparable to the flow rate test in CSA 12.6, clause The above mentioned NGV 5.1 appliance shutdown upon a sudden drop in delivery pressure is comparable to the pressure-sensing device actuated shutdown test in CSA 12.6, clause ) Shutdown parameters, clause 8.9: NGV 5.1 has added a shutdown parameters test. Although NGV 5.1, clause 8.9 has the same intent as CSA 12.6, clause (safety shutdown modes), NGV 5.1, clause 8.9 specifically mentions that, at a minimum, the following features of the RFA shall be addressed: a) compressor cooling system, b) temperature compensation, c) delivery pressure, d) operation of the gas detector, and e) pressurerelieving means relieving gas to atmosphere. 52) Interlock, clause 8.9.4: NGV 5.1 now states that the RFA shall be interlocked with a control that prevents starting or operating at ambient temperatures outside of the rated ambient temperature range. In contrast, CSA 12.6 states the VRA shall be interlocked with a control that prevents starting or operating at ambient temperatures less than -45 C. 53) Maximum delivery pressure test, NGV 5.1, clauses and 8.9.9: NGV 5.1 includes a test to verify that the pressure sensing means shall act to limit the maximum delivery (filling) pressure to within ±5 percent of that specified by the manufacturer. In contrast, CSA 12.6, clause 5.8 has a delivery pressure test but its pass/fail criteria is two-fold: a) clause says The delivery pressure of the VRA shall be within 0 to -15% of the manufacturer s declared delivery pressure, and b) clause says A delivery pressure shall not exceed the limiting pressure defined in clause CSA 12.6, clause goes on to express the acceptable maximum delivery pressure for a P30 and P36 systems but not in the form of a percent. See CSA 12.6, clauses , and ) Delivery Pressure test, NGV 5.1, clause 8.10: Both NGV 5.1 and CSA 12.6 have a delivery pressure test. NGV 5.1 says to conduct the delivery pressure test at three temperatures: the manufacturer s specified minimum, 20 C and at the declared maximum ambient temperature rating. In contrast, CSA 12.6, clause also says to conduct the delivery pressure test at three temperatures but the minimum temperature condition is -40 C. The other two temperature conditions are: 20 C and the declared manufacturer s ambient temperature rating. 55) Relief valve blowdown chamber, clause : new requirement: NGV 5.1 has added a test intended to verify that a pressure-relieving means shall actuate at a pressure within 0 to -5 percent of its calibrated setting. 56) Pull test of external power supply cord, clause : new requirement: NGV 5.1 has added a 35 lb. pull test applied to a unit having an external power supply cord (handling greater than 50 volts). 57) Surface and component temperatures, clause 8.11: NGV 5.1 has added a surface component temperature test. But the test associated with this title is actually three tests, which are: a) clause , temperatures of surfaces and system components, b) clause , temperatures of electric motors (motor windings), and c) clause , wall, floor and ceiling temperatures. In contrast, part 5 of CSA 12.6 has two performance requirements that correlate to the subject matter of over temperature: clause 5.3.2, electrical, which says: The investigation of switches, valves, and other electrical components that are to be investigated in the VRA application shall include at least the following criteria: shock hazard and fire hazard, and clause 5.7.1, temperature limitations, which says: After 10 hours of continuous operation, temperature measurements shall be taken to ensure that all exposed surface temperatures do not exceed 39 C (102 ) rise above ambient temperature. With regard to Table 5 allowable surface temperature rises in NGV 5.1, clause , the table gives the allowable temperature rises for a few specific object types (i.e., external enclosures, surfaces of handles/knobs/grips/and similar parts of different material types). In table 5, the allowable temperature rise for an external enclosure is 60 C which differs from CSA 12.6, clause which permits only a 39 C rise above ambient temperature. 7 58) Installation instructions, clause 8.12: NGV 5.1 states that the installation instructions shall specify the requirements for installation of the equipment with respect to the concern of impact and drop. 59) Fuel quality, clause 8.13: new requirement: NGV 5.1 has added a fuel quality test. 60) RFA shutdown test, clause 8.15: new requirement: NGV 5.1 has added a test that verifies that the RFA shall disable the flow of gas to the vehicle when the emergency shutoff device (ESD) is activated. 61) Temperature compensation device, clause 9.1.7: NGV 5.1 states that the temperature compensation device shall function throughout the ambient temperature range of the manufacturer s specified minimum to the declared maximum ambient temperature rating. In contrast, CSA 12.6, clause states the temperature compensation device shall function throughout the ambient temperature range of -45 C to the declared maximum ambient temperature rating. 62) Manual (communication safety), clause 9.2.1: NGV 5.1 elaborates on the types of information that the manual needs to convey, which differs in some measure from CSA 12.6, clause 4.8 (Instructions), and Annex A, A.1 (installation instructions) and A.2 (user instructions). A revision of the manufacturer s current manual(s) is warranted given the differences expressed in NGV 5.1, clause ) Quality assurance plan, clause 10: NGV 5.1 has added a quality assurance plan. In contrast, CSA 12.6 does not require the manufacturer to submit a quality assurance plan. With regard to CSA 2-90, it is noted that this document does specify a quality assurance plan that is identical to the newly introduced plan in NGV ) Installation, Installation manual/instructions, clauses 11.1 and 11.2: NGV 5.1 has significantly expanded the coverage related to installation issues and manual content. A revision of the manufacturer s current manual(s) is warranted given the additional coverage expressed in NGV ) User s information manual, clause 11.3: NGV 5.1 has significantly expanded the coverage related to the User s information manual.. A revision of the manufacturer s current manual(s) is warranted given the additional coverage expressed in NGV ) Items unique to Canada, Annex A (normative): NGV 5.1 has added coverage related to items unique to Canada, especially in regard to French translations. 67) Compressibility factors, Annex B (informative): NGV 5.1 has added a compressibility factors table, which is an informative table. \\REXFPS00\CertData2$\Wgm4\DOC_CTRL\Notices\E-H\GasProducts367.docm Page 7 of 7
