The meeting was called to order at 8:09 PM. A quorum was present and acting throughout the entire meeting. Mo Loridon acted as Secretary for the meeting. 2. Roll Call 3. Minutes from the Previous Meetings (April 29 and May 4, 2012) Motion to approve by Vic Boydo, second by Matt Holstin. Passed unanimously. 4. Report of Officers and Committees a. José Zarate, President: Reported on the activities of the Association including: i US Youth Soccer National Championships additional age groups. ii. ODP to add events; tournament format for oldest age groups. iii. Tennessee has requested to participate in MRL; teams will not advance to Midwest Regional Cup. iv Region II Fall Meetings will be in Des Moines, IA on October v Midwest Regional Cup will be in Des Moines, IA. vi. US Soccer discussions on possible fee increase of $0.25 $1 per player.

2 vii. Missouri Youth Soccer has signed the multi state Cross Border Agreement to allow a player to register in the state association where the team registers. viii. Andrew Fletcher has been appointed as SYRA (State Youth Referee Administrator). Zarate recognized Gunar Harmon for serving as the SYRA this last year. ix. Zarate will appoint a special nominating committee to interview and recommend Independent Directors for the KSYSA Board and appoint an amendment committee for the 2013 AGM. b. Bob Riggs, Executive Director: i. Riggs reported on that U.S. Soccer will be celebrating its Centennial year in 2013 and the 100 th Anniversary provides a unique opportunity to honor the past and present of U.S. Soccer while building the groundwork for the future on both a national and local level. Riggs will be the Youth and Vic Boydo will be the Adult Ambassadors for Kansas. U.S. Soccer is looking to showcase unique and interesting historic photographs that tell the story of U.S. Soccer s past 100 years. Riggs and Boydo will also send lists of events and activities for the remainder of 2012 and then c. Danita Hill, Member Services & Operations i. Hill reported that Dodge City Soccer has decided to join as a new member. ii. Johnson County Parks and Recreation and the Overland Park Soccer Club are working to partner. iii. Randy Clinkscales, former KSYSA Board Member and Parent of the Year, is the new president for Hays Soccer Club. iv. Meetings to discuss volunteers are continuing in preparation for the 2013 US Youth Soccer National Championships that will be at the Overland Park Soccer Complex. v. KSYSA will have a presence at the Children s Mercy Hospital Kohl s Cares event at the Kohl s store at Legends in Kansas City, Kansas on October 13. vi. As part of the after school initiative, Hill met with David Wallace of Education First, Athletics Second. d. Mark Sheldon, Coaching i. Sheldon submitted a coaching report and reported on ODP. Four girls and two boys from Kansas participated in the US Youth Soccer ODP Inter Regionals. ii. Kansas, Iowa, and Nebraska met to discuss the development of an Alliance State Champions League and the possibility of hosting a joint USSF C License Course. iii. Sheldon reported on upcoming E and D license courses. 5. Report of Delegates a. Matt Holstin, District I Holstin reported that he has been working with staff on various projects. b. Chris Campbell, Risk Management Discussion was held on social media, non members (parents and spectators) that have exposure with players, and consistent application of policies.

3 c. Ron Schneider, District III Schneider reported that Sunflower Soccer Complex will be adding five new fields with lights in d. Chris Duskin Duskin reported that the Kohl s Festival on September 15 was well received by over 100 teams and had a larger impact in terms of exposure for Kohl s than previous years. e. Ian Thomson Thomson reported on strides being made in Pittsburg in improve soccer and that efforts are being made to unite clubs in the southeast area into one location for spring and fall play. f. Mark Griffin Griffin reported on changes in Hays and new efforts to work with Parks and Recreation. 6. Unfinished Business None 7. New Business a. Amend KSYSA Policies 1.4, 1.5, 1.6, and 1.8 Governing Game Play regarding penalties for send offs/suspensions to comply with US Youth Soccer. i. Motion to approve by Matt Holstin, second by Vic Boydo. ii. Amendment passed unanimously. b. Amend KSYSA Rules and Regarding Travel Procedures player Passes and Medical Releases. i. Motion to approve by Ron Schneider, second by Steve Schwartz. ii. Amendment passed unanimously. c. Review KSYSA Rule 3.13 Free Agency Period, Tryouts, and Player Recruitment i. Discussion held on language of rule and the need for KSYSA form with clarification of process. ii. Issues include unintended consequences of player movement, player ability to participate, team ability to continue to exist, notice for tryouts, etc. iii. Staff will revise language, create form, and send to board for approval via by end of September. d. Review of strategic planning to be discussed at November meeting. e. Financial and budget to be discussed at November meeting. f. Riggs to possible dates for November meeting to board members and will select date, time, and location based on confirmation of attendance. 8. Adjournment a. Motion to adjourn by Vic Boydo. 5 Amend KSYSA Policies Governing Game Play: New language underlined Language to be deleted struck through 1.4 SEND OFFS FOR SERIOUS FOUL PLAY. A. Serious foul play is when a player commits one of the offenses punishable by a direct free-kick and uses disproportionate and unnecessary strength in a manner likely to hurt or injure an opponent. It also includes the following: deliberately impeding an opponent who is thus denied an obvious goalscoring opportunity; a player anywhere on the field (other than a goalkeeper within their own penalty area) deliberately handling a ball to prevent it going into the goal. B. Any player who is sent off the field of play for serious foul play shall be suspended for two (2) games a minimum of one (1) game. A player may receive more than a one-game suspension. 1.5 SEND OFFS FOR VIOLENT CONDUCT. A. Violent conduct is the aggression of a player towards an opponent who clearly has no intention of playing or fighting for the ball. The ball can be in or out of play. It is also violent conduct when a player attacks a teammate, the referee, an assistant referee, a spectator, etc. The offense of spitting at someone, no matter whom, is also regarded as violent conduct. B. Any player who is sent off the field of play for violent conduct shall be suspended for two (2) games a minimum of one (1) game. A player may receive more than a one-game suspension. 1.6 SEND OFFS FOR ABUSIVE LANGUAGE. A. Any player, coach, or team official guilty of using foul or abusive language directed at an opponent, colleague or spectator shall be suspended for two (2) games a minimum of one (1) game. A player may receive more than a one-game suspension. B. Any player, coach, or team official guilty of using foul or abusive language directed at a game official, which shall not amount to referee abuse, shall be suspended for two (2) games a minimum of one (1) game. A player may receive more than a one-game suspension. C. Any player, coach, or team official guilty of referee abuse shall be suspended for a minimum of three (3) games. 1.8 FAILURE OF COACH TO CONTROL FANS. A coach who is sent off for not making every reasonable effort to control his/her spectators, when requested to do so by the referee will be suspended for two (2) games a minimum of one (1) game. A coach may receive more than a one-game suspension.

6 Amend KSYSA Rules Regarding Travel Procedure Player Passes and Medical Releases: New language underlined Language to be deleted struck through USYSA Player Passes, complete with current photo, signature and laminated, must be carried when playing in tournaments Teams must carry notarized written medical releases from parents in case emergency medical care is required an authorization properly executed with required signatures for each player to allow emergency medical treatment and emergency contact information.

7 Review KSYSA Rule FREE AGENT PERIOD, TRYOUTS, AND PLAYER RECRUITMENT Free Agency Period: There will be an open free agency/transfer period twice per year. A. The first free agency period will begin the first Saturday in June after the completion of the State Cup tournament. They shall remain free agents until July 15, or until they are registered with KSYSA and rostered with a team, whichever occurs first. After July 15, a player will still be considered a free agent until such time as they register and roster to a team. There are no transfer fees allowed during this time but players are required to turn in to their team an Intention to Participate in Open Tryout Period if they intend to go to another club or teams tryouts during this time. B. The second will begin each the Saturday after Thanksgiving and conclude by the end of business (5pm) on December 15 th. During this time frame teams, clubs, coaches may hold open tryouts for players wishing to pursue other options for the spring season. Players wishing to participate in the open tryout period during this time must submit to their current team/coach and club an Intention to Participate in Open Tryout Period (form created by KSYSA) and pay a open transfer fee established by their current team/club not to exceed $ to cover fees teams/clubs may have already incurred. Coaches may not add more than 5 players during this free agency period and all additions made will be counted towards the total transfers allowed per State Cup rules. C. Once a player is registered and rostered to a team they are bound to that team until such time as the free agency/transfer period occurs. If a player wishes to leave a team outside of the free agency period, they may fill out a request to drop from the team, but may not play with another Club or team until such time as the free agency period commences and they will be responsible for any financial contract/obligations they signed with the Club. D. Coaches, teams, clubs may only solicit players for their teams within these two free agency time periods. E. Players, Clubs, Coaches or Teams not adhering to free agency rules and time frames listed in Rule 3.13 and 3.14 and found to be in violation of same are subject to penalties described in Rule Players may register and roster to recreational teams within a member organization prior to July 15 when that entire association has an earlier registration. Any player rostered to a recreational team prior to July 15, will still be considered a free agent between the period of the first Saturday after the completion of the State Cup tournament, and July 15, under the provisions of these rules, and may try out for a classic or premier team without a written release during that time period Clubs and Teams may advertise tryouts and recruit players providing all information is factual. Inaccurate advertising or purveying of information shall result in a three (3) game suspension for each team on whose behalf the advertisement was made.
