4 INTRODUCTION This Laws of the Game booklet has been prepared for use during Henderson United Youth Soccer (HUYS), Southern Highlands United Youth Soccer (SHU) and Mini Kickers league seasons for games played under the 3v3 formats. The 3v3 format will be used by the Mini Kickers, U5-U6 Boys and U5-U6 Girls age divisions. Other league publications address administrative issues such as how teams are selected, bylaws, discipline, appeals, coach qualifications, and so forth. This booklet is not approved for tournament play. The current Federation Internationale de Football Association (FIFA) Laws of the Game shall apply to HUYS and SHU play except where amended in this booklet to implement recreational soccer rules, to accommodate nonprofessional fields, officials, coaches, and young players, and for better clarity. Significant portions of this booklet have been copied word-for-word from the FIFA Laws of the Game booklet, which can be downloaded from the FIFA website We have been given written permission to do so, for the good of the game, provided that this booklet is not sold or otherwise used for commercial purposes. Use of masculine terms (his, he, etc.) is done for expediency, per the FIFA rulebook. 3v3 Rules Summary 1) PLAYER SAFETY IS TO BE CONSIDERED AT ALL TIMES! 2) Based on FIFA Laws of the Game, but with many variations, some major. 3) Size 3 ball (Mini Kickers, U5-U6). [Law 2] 4) For Mini Kickers, U5, U5G, U6 and U6G, use 3 players per side, no goalkeeper. [Law 3] 5) Each player shall play at least half of the game minutes. If a team has more than 6 players present at the game, players should receive an equal amount of playing time. [Law 3] 6) A team that falls behind by 4 or more goals may add a 4th player to the field. [Law 3] 7) A coach or parent volunteer (one per team) shall referee all Mini Kickers, U5-U6 games. [Law 5] 8) Two halves of 20 minutes each (Mini Kickers play two 10-minute halves). [Law 7] 9) Use 4 yards spacing for free kicks, corner kicks, kick-offs, etc. 10) A goal is scored only when kicked or touched by a player on the offensive half of the field. [Law 10] 11) No offside. [Law 11] 12) No slide tackling. [Law 12] 13) Use of the head to intentionally strike the ball is prohibited. [Law 12] 14) The kick-in is recommended instead of the throw-in for a ball that crosses over the touchline. [Law 15] 15) Players on the team defending a goal kick must be positioned behind the halfway line until the ball is in play. [Law 16] Recent Updates 1) Water breaks should not exceed 1 minute (Law 7). 2) Biting has been added to the list of fouls and included with spitting. Further, biting and spitting are now defined at someone instead of just the opponent (Law 12). 3) A foul is committed if a player throws an object at the ball, opponent, or match official, or makes contact with the ball with a held object (Law 12). 4) Throw-ins must be taken from a standing position only (Law 15) SNSA 3v3 Laws of the Game

5 LAW 1 THE FIELD OF PLAY 3v3 Field of Play 1) Dimensions: The field of play shall be rectangular and about 20 yards wide by 30 yards long. Measurements are from the outside of the lines as the lines are part of the area they enclose. 1) Field Markings: The field of play shall be marked with distinctive lines that are uniform in width and between 2-5 inches wide. The two longer boundary lines are called touch lines. The two shorter lines are called goal lines. The field is divided into two halves by a halfway line. A center mark is placed at the midpoint of the halfway line. A circle having a 4 yard radius is marked around the field s center point. 2) The Goal Area: None. 3) The Penalty Area: None. 4) Flag Posts: A flag post about 5 feet high with non-pointed top and a flag may be placed at each corner. Flag posts are generally not used for this format of play. 5) The Corner Arc: Four corner arcs with about a (2) foot radius. 6) Goals: A goal must be placed and centered on each goal line. A goal consists of two upright posts (goal posts) equidistant GOAL GOAL LINE from the corners and joined at the top by a horizontal crossbar. The goal posts and the crossbar must be white and have a uniform maximum width and depth of not be dangerous to players. The distance between the goal posts ranges from 6-7 feet and the distance between the crossbar and the ground is about 4 feet. The goal posts and the crossbar must be white and have a uniform maximum width and depth of 2-5 inches. A net should be attached to each goal and to the ground behind the goal. The net should be free of holes or gaps. If there are no goals, flags may be used and will be placed 3 feet on each side from the center of the goal line. 7) Technical Area: A line is marked 3 feet outside and parallel to the touchline. The line will be 4 yards long and will be used to designate the technical area. The line should be 2 yards long on each side of the halfway line. Coaches and players must remain behind this line and within its length. 8) Spectator Area: The spectator area begins at the end of the technical area on either side and terminates within 5 yards of the goal line. Spectators are not allowed outside either goal line. 9) Goal Markers: Each team may place a unique marker of some kind behind the goal which their team is attacking, so that players will know which goal to kick the ball towards each half, provided the marker is unlikely to cause player injuries. Each team must supply and move its own goal marker at the end of each half. Sides of the Field The home team and affiliated spectators will occupy the north and east sides and associated ends of the field. The visiting team will occupy the south and west sides and associated ends of the field. In case of a dispute or other uncertainty, the referee may determine (by a coin toss) which team will be the home team. 6 LAW 2 THE BALL Use an approved soccer ball of the appropriate size and inflated to the recommended pressure. Appropriate ball size: size 3 for Mini Kicker and U5-U6 Divisions. The ball shall be supplied by the home team, and shall not be changed during the game unless authorized by the both coaches. The ball must contain no materials that might prove dangerous to the players. LAW 3 THE NUMBER OF PLAYERS Players Each team must have at least 2 players and no more than 3 players on the field. Each player must be registered in the league for the current season. Guest players are not allowed. A team that cannot supply the minimum number of qualified players within 15 minutes of the scheduled start time forfeits the game. However, coaches are encouraged our teams to share players and play a game if one team is short. Each player shall play at least half of the game minutes. If a team has more than 6 players present at the game, players should receive an equal amount of playing time. The enforcement of the minimum playing time rule is based on the honor system. Violations of the playing time rule should be reported to the field marshal, and the league may assign an official to observe the game. A coach may reduce playing time as a disciplinary measure. Goalkeepers NO goalkeepers are used in the 3v3 play format. Teams shall refrain from goal guarding, i.e., placing a player in front of the goal with the intent of defending the goal irrespective of the position of the ball and/or the attacking players. If a defending player intentionally plays the ball with his hand in front of the goal and clearly prevents an obvious goal, the attacking team should be awarded the goal and play will resume with a kickoff by the team that was scored upon. Add-a-player option Sometimes games at this level are not competitively balanced. While keeping score in the Mini Kicker and U5- U6 age divisions is discouraged, if it is clear that one team is dominating another team (+4 goal differential or higher), the trailing team may add a 4th player to the field and play 4v3 to help restore competitive balance. 1) If a team is found to be using an ineligible player, the game is forfeited and a report will be filed with the Disciplinary Committee to consider further sanctions. Injuries and Substitutions Substitutions are unlimited. Either team may substitute when: 1) Play has stopped for a kick-off. 2) Play has stopped for a goal kick. The team in possession of the ball may substitute when: 1) Play has stopped for a throw-in. The referee may allow the opposing team to make a substitution if the team with the throw-in makes a substitution. 2) Play has stopped for a serious injury (see restrictions below). 3) Play has stopped for a moderate injury (see restrictions below). Substitutions are not allowed when play is stopped for a corner kick or foul, except in cases of player injury. A player who has been ejected from the game (i.e., shown the red card) may be replaced SNSA 3v3 Laws of the Game

7 Substitution Procedure 1) The referee must be informed before any proposed substitution is made. 2) The referee will determine if the substitution is legal and shall signal for the players to enter the field. 3) Players must enter and exit the field of play near the halfway line. 4) Once the substitution has been completed, the referee shall blow the whistle to restart the game. Injuries In case of serious injury, based on the referee s judgement, the referee shall stop play as soon as he sees that a player is seriously injured, but the ball remains in play until the referee blows the whistle. A substitution may only be made for the injured player(s). In the case of a moderate injury, based on the referee s judgement, the game may continue to be played until the ball goes out of play. A substitution may only be made for the injured player(s). A bleeding player must be removed from the game, and may not return until the bleeding is stopped. If the referee calls the coach onto the field to attend to an injured player, the player must be removed from the field. Concussion Protocol U.S. Soccer recommends and US Club Soccer requires the immediate removal of any player who sustains a significant blow to the head or body, who complains about or who is showing symptoms consistent with having suffered a concussion. If a coach attempts to allow a player who had been removed from a game for concussion assessment and who has not been cleared to return to play by a healthcare professional, the referee should: 1) Immediately stop play 2) Direct the player to leave the field 3) Instruct the coach to select a substitute 4) Issue a warning to the coach. If a coach persists, the referee is entitled to take necessary disciplinary measures against the coach. The referee should include this behavior in the referee report to the league. For events without an on-site healthcare professional, no coach can permit a player who has been removed from a game for concussion suspicion/assessment to return to play until he is cleared by a healthcare professional. Referee responses and actions outlined above should be taken against any coach who persists in trying to re-insert the player into the game without proper clearance by a healthcare professional. 1) The head coach for a team that makes an unauthorized substitution, especially while the ball is in play, shall be warned or cautioned (i.e., shown a yellow card) for unsporting behavior, and the substitution shall be reversed (the new and old players shall return to their original positions). The player(s) involved shall not be disciplined if, in the referee s opinion, they were just following instructions from their coach. If the referee stops play, play will be restarted in the same restart manner (i.e., free kick, throw-in, or corner kick) as it was prior to the stoppage. Coaches Each team must have at least one coach designated as the head coach, and may have one or more assistant coaches. Each coach must have in his possession, available for presentation to the referee, a valid coach registration card from the league. In the event that the head coach is shown a red card and ejected from the game, one of the assistant coaches will be designated the head coach. Head coaches are responsible for their own conduct, as well as the conduct of all coaches, players, and spectators affiliated with their team SNSA 3v3 Laws of the Game

8 1) If a coach is unable to produce a valid coach registration card, the referee or field marshal shall consult the league registration book to verify that the coach is registered. If a team has no registered coaches present, a parent may complete paperwork to register to coach the team. A coach that fails to produce a valid coach registration card may, at the referee s discretion, be penalized for delay of game. The scheduled start time of the game shall not be delayed due to coach registration verification; the clock will run and players may take the field once the coach registration has been verified. 2) Coaches may be red carded and removed; and spectators may be asked to leave the field area, if they enter the field of play without the referee s permission to assist an injured player. The game shall not be restarted until either the coach or spectator has left the field area. Refusal to leave the field shall result in abandonment of the match. LAW 4 THE PLAYER S EQUIPMENT Each player must wear: A jersey or shirt of similar color, Shorts (short pants), Stockings, Shin guards, and Approved shoes (no toe cleats, long cleats, sharp cleats, or hard soled street shoes allowed). Shin guards are mandatory and shall be covered entirely by the stockings, shall be made of a suitable material, and shall afford a reasonable degree of protection from physical injury. Additional clothing outside the uniform is not permitted, except for warm-up pants that are the same color as the shorts. A player shall not wear anything which could be dangerous to himself or to another player, including rings, watches, jewelry, hair clips, and eyeglasses with metal frames (prescription eyeglasses with plastic or rubber frames that are secured to the head with a strap or band are allowed). Post earrings may not be covered with tape or band-aids; they must be removed. A player may not participate with an orthopedic cast, even if wrapped. If tape or similar material is applied externally to the stocking, it must be the same color as the part of the stocking to which it is applied. The referee shall have the final decision in these matters. 1) If the referee notices an equipment problem while the ball is in play, he shall wait until the next stoppage in play to instruct the offending player off the field unless the problem has already been corrected. 2) The player may not re-enter the field of play until the ball is out of play, the referee checks that the equipment is correct, and the referee grants permission to re-enter the field of play SNSA 3v3 Laws of the Game

9 LAW 5 THE ACTING REFEREE Each match is controlled by one volunteer referee (parent or coach) from each team who has full authority to enforce the Laws of the Game in connection with the match to which he has been appointed. At no time shall more than one adult per team be allowed on the field of play during the game. The volunteer referee shall: 1) Fairly enforce the Laws of the Game. 2) Control the game and the immediate area. 3) Ensures that the field, ball, and player s equipment meet the requirements of Laws 1, 2, and 4, respectively. 4) Act as official timekeeper and keeps a record of the match. 5) Stop, suspend, or abandons the match, at his discretion, because of rules violations. 6) Stop, suspend, or abandons the match, at his discretion, because of outside interference of any kind. 7) Stops the match if, in his opinion, a player is seriously injured and ensures that the player is removed from the field of play. 8) Stop, suspend, or abandons the match because of dangerous playing conditions (determined in conjunction with a field marshal or other league official) or other unusual condition. 9) Ensures that a bleeding player leaves the field of play. 10) Allow play to continue ( advantage rule ) when the team against which an offence has been committed will benefit from such an advantage and penalizes the origin offence if the anticipated advantage does not ensue within about 3 seconds. 11) Punish the more serious offense when an individual player, coach, or spectator commits more than one offense at the same time. 12) Takes disciplinary action against players guilty of cautionable or sending-off events. If a rule s infraction does not materially affect the game s progress, the referee is not obliged to take action immediately but should do so when the ball next goes out of play. 13) Takes action against coaches or spectators who fail to conduct themselves in a responsible manner and may, at his discretion, expel them from the field of play and its immediate surroundings. The coach shall be shown the red card if necessary to expel him from the field of play and its immediate surroundings. 14) Restart the game after each stoppage in play. 15) Ensures that no unauthorized persons enter the field of play. 16) Educate the players about the laws of the game. 17) Work with the other team s volunteer referee and the parents to create a positive atmosphere for the players. The acting referee s decision is final in all matters related to the game. The decision of the referee, and all other match officials, must be respected (even when incorrect). The acting referee is not held liable for any kind of injury suffered by a player, official, or spectator; any damage to property of any kind; and any other loss suffered due to his decision taken, or not taken, under the terms of the Laws of the Game or in respect of the normal procedures required to hold, play, and control a match. LAW 6 THE ASSISTANT REFEREES Assistant referees are not required for 3v3 Non-Tournament play. LAW 7 THE DURATION OF THE MATCH The game shall consist of two halves of 20 minutes each for U5-U6, with a rest break between the two halves that is not to exceed (5) minutes. The Mini Kickers division will play two halves of 10 minutes each. Halves may not be extended on account of any stoppages in play. Water breaks may be necessary due to excessive heat. The water break should be about 1 minute, and be taken near the mid-point of each half. The clock does not stop during water breaks. The acting referee is the official timekeeper, and his decisions in this regard are final SNSA 3v3 Laws of the Game

10 LAW 8 THE START AND RESTART OF PLAY Start of play (Kick-offs) A kick-off is a way of starting or restarting play: at the start of a match, after a goal has been scored, at the start of the second half, and to restart play following each goal. Before a kick-off at the start of the match, a coin is tossed, and the team that wins the toss decides which goal it will attack in the first half. The other team takes the kick-off to start the match. In the second half of the game, the teams change ends of the field, and the team that won the coin toss kicks off to start the second half. For the kick-off: the ball must be stationary in the center of the field all players, except the player taking the kick-off, must be in their own half of the field the team opposing the kicker must remain at least 4 yards away from the ball until it is in play on the referee s signal, the ball is in play when it is kicked and clearly moves in any direction After taking the kick, the kicker may not touch the ball until after another player has touched it. For the 3v3 play format, a goal may not be scored directly from a kick-off. Following a goal, the kick-off is taken by the team scored upon. 1) If the player taking the kick-off touches the ball again before it has touched another player, an indirect free kick (LAW 13) is awarded from the spot of the foul. 2) In the event of any other infringement of the kick-off procedure, the kick-off is retaken. Dropped Ball A dropped ball is a method of restarting play when, while the ball is in play, the referee is required to stop play temporarily because of a serious injury, a potential danger, a deflated ball, or some other unusual event for which the method of restarting play is not specified in these Laws. The referee shall restart the game by dropping the ball at the point nearest to where the ball was located when play was stopped. However, if the ball was in a goal area when play was stopped, the ball shall be dropped 4 yards from on the nearest part of the goal area line. The ball shall not be dropped until all other members of both teams are at least 4 yards away from the ball. The ball is in play when it touches the ground. 1) The ball is dropped again if it is touched by a player before it makes contact with the ground, or if it leaves the field of play after it touches the ground without a player touching it. 2) If a dropped ball is kicked directly into the opponent s goal, a goal kick is awarded SNSA 3v3 Laws of the Game

11 LAW 9 THE BALL IN AND OUT OF PLAY The ball is out of play when: 1) The ball has wholly crossed a goal line or a touchline whether on the ground or in the air (see diagram). 2) Play has been stopped by the referee. The ball is in play at all other times, including when: 1) It rebounds from a goal post, crossbar, or corner flag post and remains in the field of play. 2) It rebounds off the referee when he is in the field of play. LAW 10 DETERMINING THE OUTCOME OF A MATCH A goal is scored for a team when the whole ball passes over the other team s goal line (see diagram below), between the goal posts and under the crossbar, having been kicked or touched by a player on the offensive half of the field, provided that the attacking team has not violated any rules of the game in the process of scoring that goal. A goal may not be scored directly from a throw-in, corner kick, or indirect free kick. If there is a hole or gap in the goal net that the ball may have passed through, or if the goal net is missing, the referee must decide to the best of his ability whether or not a goal was scored. The referee s decision is final. The team scoring the greater number of goals during a match is the winner. If no goals or an equal number of goals are scored, the game shall be termed a draw. During any stoppage in play, the coach of a team which is being defeated by a margin of 10 or more goals may elect to terminate the match at that point, without penalty, by informing the referee, and the referee shall terminate the match ( mercy rule ). 1) If a shot is taken from the team s defensive half and enters the goal, without having been touched by a player from either team on the offensive half of the field, a goal kick is awarded to the opposing team. LAW 11 OFFSIDE There is NO Offside for 3v3 Non-Tournament play SNSA 3v3 Laws of the Game

12 LAW 12 FOULS AND MISCONDUCT The acting referee has considerable discretion as to what will and will not be allowed during the course of a game. Acting referees walk a fine line between calling too many fouls (the game gets boring) and calling too few fouls (the game gets too rough). In the Mini Kickers and U5/U6 age divisions, the number of fouls called should be kept to a minimum. What is considered fair or foul may vary slightly during the game, depending on how the game is going and the teams playing the game. An indirect free kick is awarded to the opposing team if a player commits any of the following offences (i.e., fouls) in a manner considered by the referee to be careless, reckless, or using excessive force: 1) Kicks or attempts to kick an opponent 2) Trips or attempts to trip an opponent 3) Jumps at an opponent 4) Charges an opponent 5) Strikes or attempts to strike an opponent 6) Pushes an opponent 7) Tackles an opponent (including slide tackles) 8) Holds an opponent 9) Bites or spits at someone 10) Handles the ball deliberately 11) Plays in a dangerous manner 12) Impedes the progress of an opponent 13) Commits any other offence for which play is stopped to caution or send off a player 14) Intentionally strikes the ball with his head 15) Slide tackles or plays the ball when the player is on the ground 16) Throws an object at the ball, opponent, or match official, or makes contact with the ball with a held object. Hand Ball Offence Handling the ball (i.e., hand ball) involves the deliberate act of a player making contact with the ball with his hand or arm. The referee must consider the following when judging if a hand ball has occurred: 1) the movement of the hand toward the ball. The hand must be moving towards the ball and not the ball moving towards and hitting the hand or arm. 2) the distance between the opponent and the ball. At short distances, such as at a free kick, there may be no time to move the hand or arm out of the way once the ball has been kicked. In this situation a hand ball violation should not be called. 3) the position of the hand. If the hand/arm is in a natural position, either from a stationary position (e.g., hands at side or crossed to protect a body part) or when running, and contact occurs with the ball: if (a) and/or (b) have not been violated, there is no hand ball foul and play should continue if either or both (a) and (b) have been met, a hand ball foul should be called and play restarted appropriately. At this age bracket, true handballs rarely, if ever, occur. If they do occur, they are generally very obvious with the player either catching the ball or intentionally trying to knock the ball away from their bodies using their hands or arms. The acting referee has the option of just letting play go on and gently telling the player that there are no hands used in soccer or calling the foul and restarting the play. A foul must be committed by a player, must occur on the field of play, and must occur while the ball is in play. Misconduct is defined as any other disciplinary problem that may occur during a match, including between players on the same team, incidents that happen while the ball is out of play, and incidents involving the referee, coaches, and/or spectators SNSA 3v3 Laws of the Game

13 All free kicks are indirect and taken from the place where the offence occurred except for the penalty kick in accordance with Laws 13 and 14, as appropriate. Disciplinary Sanctions The following discussion is for informational purposes. At the Mini Kickers, U5, and U6 age brackets, nearly all fouls are careless and discipline should be handled by the acting referees by talking to the player to let him know what he has done wrong. If the player continues to exhibit the same lack of discipline and continues fouling the opponents, the head coach of the player should talk to the player and, if necessary, pull the player out of the game. 1) Careless means that the player has shown a lack of attention or consideration when making a challenge or that he acted without precaution. No further disciplinary sanction is needed if a foul is judged to be careless. 2) The yellow card is used to communicate that a player, substitute, or substituted player has been cautioned. A yellow card is issued when reckless play has occurred. Reckless means that the play has acted with complete disregard to the danger to, or consequences for, an opposing player. 3) The red card is used to communicate that a player, substitute, or substituted player has been sent off. A red card is issued when using excessive force. Using excessive force means that the player has far exceeded the necessary use of force and is in danger of injuring an opposing player. Cautionable Offences A player is cautioned and show a yellow card if he commits any of the following offences: 1) Unsporting behavior, including any simulated action which is intended to deceive the referee 2) Dissent by word or action 3) Persistent infringement of the Laws of the Game 4) Delaying the restart of play 5) Failure to respect the required distance when play is restarted with a corner kick, free kick, or throw-in 6) Entering or leaving the field of play without the referee s permission 7) Deliberately leaving the field of play without the referee s permission. A substitute, substituted player, or coach is cautioned if he commits any of the following offences: 1) Unsporting behavior 2) Dissent by word or action 3) Delaying the restart of play 4) Entering or leaving the field of play without the referee s permission. Any player who is shown the yellow card must leave the field immediately, may be replaced by a substitute player at the coach s discretion, and may return to the game at the next legal substitution opportunity. A coach is responsible for his team and its spectators. A coach may be cautioned for bench or sideline misconduct. Sending-off Offences A player, substitute, substituted player, or coach is sent off if he commits any of the following offences: 1) Serious foul play 2) Violent conduct 3) Biting or spitting at someone 4) Denying the opposing team a goal or an obvious goal scoring opportunity by deliberately handling the ball 5) Denying an obvious goal scoring opportunity to an opponent moving towards the player s goal by an offence punishable with a free kick or penalty kick 6) Using offensive, insulting, and/or abusive language or gestures 7) Receiving a second yellow card in the same match SNSA 3v3 Laws of the Game

14 Any person who is red carded (i.e., sent-off) is immediately ejected from the game, shall be removed from within sight and sound of the field by the referee, and may be suspended for 1 or more subsequent games subject to a review by the league s disciplinary committee. If a player, substitute, or substituted player is sent-off and his parent or guardian is not present at the field at the time of the sending-off, they shall remain quietly on the bench under the authority of the coach. A coach is responsible for his team and its spectators. A coach may be sent-off for bench or sideline misconduct. In the 3v3 play format, a player who is red-carded (i.e., sent-off) may be replaced by a substitute player. Spectators may be dismissed from the playing field and surrounding area (i.e., from sight and sound of the field) by the referee for violating any of the cautionable or sending-off offences. Abuse or assault of acting referees, especially youth referees, will not be tolerated, and can result in multiple year suspensions and be subject to criminal charges. Refer to official league documents for full details. LAW 13 FREE KICKS In the 3v3 play format, all free kicks are indirect. A goal may not be scored on an indirect free kick. The ball must be stationary when the ball is kicked, at the proper spot, and opposing players must be 4 yards away, before the ball is kicked. Any player on a team may take the kick. After taking the kick, the kicker shall not touch the ball until after it has been touched by another player. When the spot of the violation occurs within 4 yards of the goal, an indirect kick is taken as follows: 1) For a foul committed by a defending player, the ball will be moved to a distance of 4 yards from the goal. Opposing players may stand on their own goal line and between the goal posts. 2) For a foul committed by an attacking player, the defending team is awarded the kick from a point 4 yards from the goal. When the indirect kick is taken at any point on the field: 1) Opposing players must be at least 4 yards away from the spot of the indirect kick. 2) The ball is in play as soon as it is kicked and moves. 1) If the player taking the kick touches the ball before it has been touched by another player, an indirect free kick from that spot shall be taken by the other team. 2) If an indirect kick is kicked directly into the opponents goal, a goal kick is awarded to the other team. 3) If an indirect free kick is kicked directly into the team s own goal, a corner kick is awarded to the opposing team. LAW 14 THE PENALTY KICK Penalty kicks will NOT be used during 3v3 Non-Tournament play SNSA 3v3 Laws of the Game

15 LAW 15 THE KICK-IN In the Mini Kickers, U5 and U6 age divisions, the kick-in is recommended instead of the throw-in when the ball crosses the touchline. When the whole of the ball passes over a touchline, either on the ground or in the air, the ball shall be kicked in from the point where it went out of play, in any direction, by a player of the team opposite to that of the player who last touched it. All opponents must stand no less than 3 yards from the point at which the kick-in is taken. A kick-in is an indirect free kick and a goal may not be scored directly from the kick-in. Procedure The kicker, at the moment of delivering the ball, must: 1) Face some part of the field, and be within 1 yard of the touchline 2) Be very near the point where the ball passed over the touchline The ball is in play as soon as it enters the field. The kicker must not touch the ball until after another player has touched it The kick-in option was adopted for Mini Kickers, U5 and U6 players to simplify the game, so that the FIFA throw-in rule may be introduced to these young players at a later time. The throw-in is not prohibited in the U5-U6 age divisions, but it is discouraged. The Throw-In A throw-in is a method of restarting play. A throw-in is awarded to the opponents of the player who last touched the ball when the whole of the ball crosses the touch line, either on the ground or in the air. A goal may not be scored directly from a throw-in. At the moment of delivering the ball, the thrower must: 1) Stand facing the field of play 2) Have part of each foot either on the touch line or on the ground outside the touch line 3) Holds the ball with both hands 4) Delivers the ball from behind and over his head 5) Delivers the ball from the point where it left the field of play. All opponents must stand no less than 2 yards from the point at which the throw-in is taken. The ball is in play as soon as it enters the field of play. After delivering the ball, the thrower must not touch the ball again until it has been touched by another player. 1) For 3v3 players, if the ball is improperly thrown in, the referee-referee may allow the throw-in to be retaken. Sometime during the season, the SNSA will notify all coaches and referees that re-taking of improper throw-ins will no longer be allowed. 2) On the re-take, if the ball is improperly thrown in again, the throw-in shall instead be taken by a player from the opposing team. 3) If the thrower touches the ball before it has touched another player, an indirect free kick is awarded to the opposing team, to be taken from the place where the infringement occurred SNSA 3v3 Laws of the Game

16 LAW 16 THE GOAL KICK A goal kick is a method of restarting play. A goal kick is awarded when the whole of the ball passes over the goal line, outside the goal posts, or over the crossbar, either in the air or on the ground, having last been touched by a player on the attacking team. A goal may not be scored directly from a goal kick. The goal kick is an indirect free kick that is taken from any point on the goal line or within 4 yards of the goal, by any player on the team awarded the goal kick. Players on the team defending the goal kick must be positioned behind the halfway line until the ball is in play. Players on the team taking the goal kick may be positioned anywhere on the field of play. The ball is in play as soon as it is kicked and moves. After taking the kick, the kicker shall not touch the ball until after it is in play and has been touched by another player. 1) If the player taking the goal kick touches the ball after it is in play, but before it has been touched by another player, an indirect free kick shall be taken by a player of the opposing team from the place where the infringement occurred. 2) If a player on the team defending the goal kick crosses the halfway line before the ball is in play, the kick is retaken. 3) For any other infringement, the kick is retaken. LAW 17 THE CORNER KICK A corner kick is a method of restarting play. A corner kick is awarded when the whole of the ball passes over the goal line, either on the ground or in the air, having last touched a player of the defending team, and a goal is not scored in accordance with Law 10. A goal may not be scored from a corner kick. A member of the attacking team shall take a corner kick when: 1) The ball shall be placed on or inside the nearest corner arc. 2) Opponents must remain at least 4 yards away from the ball until the ball is in play. 3) The ball is in play as soon as it has been kicked and moves. 4) The kicker must not play the ball again until it has touched another player. 1) If the player taking the corner kick touches the ball before it has been touched by another player, an indirect free kick shall be taken by a player of the opposing team, from the place where the infringement occurred. 2) For any other infringement, the kick is retaken SNSA 3v3 Laws of the Game

17 PRE-GAME PROCEDURES Here is a checklist of things COACHES should do before the game starts: 1) Inspect the playing field for rocks, sprinklers, net holes, and other unusual or dangerous conditions; make improvements as needed. 2) Greet the opposing coaches. Jointly prepare a scorecard (to be provided by the referee) for the game. 3) If the two teams have similar uniforms, the home team must wear practice bibs to differentiate the teams. 4) Inspect the equipment worn by all members of your own team. 5) Give the game ball to the referee if you are the home team. 6) Assign positions to the starting players. 7) Endeavor to get the game started on time, so as not to delay subsequent games played on the same field. 8) Select one adult from each team to serve as acting referee for the game. Here is a list of things the ACTING REFEREES should do before each game starts: 1) Inspect the playing field for rocks, sprinklers, net holes, and other unusual or dangerous conditions; notify league officials and make improvements as needed. 2) Get the game ball from the home team and make sure it is acceptable. 3) Inspect the equipment worn by all players on each team. 4) Verify the coaching card for each coach. If a coach does not have a valid card, that coach may have been suspended for abusive or violent conduct towards a league official or opposing team coach or parent, and may not coach. 5) Meet with the captain of each team in the center of the field, and perform a coin toss. The winning captain selects which goal his team will defend first. The other team will kick off to start the game. 6) Endeavor to get the game started on time, so as not to delay subsequent games played on the same field. POST-GAME PROCEDURES Here is a checklist of things the COACH should do after the game ends: 1) Form their players on the halfway line, near their touchline, for the purpose of shaking hands with players and coaches from the other team. Politeness and graciousness are expected from all concerned as they meet in the center of the field, whether win, lose, or draw. 2) Shake hands with the acting referee from the opposing team. 3) Pick up equipment and/or trash that may have been left behind. 4) If there are any issues of concern related to a league official or to the opposing team s coach or parents, send a written report to info@snsasoccer.com. Here is a checklist of things the ACTING REFEREE should do after the game ends: 1) Return the game ball to the team or person(s) who supplied it. 2) Discuss any questions, concerns, or unusual situations that may have occurred during the game with the field marshal to confirm or correct the acting referee s interpretation of the Laws of the Game. 3) If there are any issues of concern related to a league official or to the opposing team s acting referee, coach or parents, send a written report to info@snsasoccer.com SNSA 3v3 Laws of the Game

18 PARENTS CODE OF CONDUCT Parents are a critical part of Southern Nevada Soccer Association s mission to create a positive environment for our young players, to teach them good sportsmanship, and to help them develop a love for the game. All members of SNSA, including players, coaches, officials, volunteers, parents or spectators, are subject to the conduct guidelines outlined below. Abuse Policy Abuse of any kind is not permitted within Southern Nevada Soccer Association. Physical, sexual, emotional or verbal abuse or misconduct from our players, coaches, officials, volunteers, parents or spectators shall not be tolerated. Emotional abuse or verbal abuse is also prohibited. These include, but are not limited to, such forms of abuse as: insulting, threatening, mocking, demeaning behavior, or making abusive statements in regard to a person's race, gender, religion, nationality/ethnicity, sex or age. SNSA has members of all races, ethnicities and religious affiliations, and we will not tolerate hateful conduct. Violation of these policies, if definitively proven, may result in a member s suspension, disqualification or other form disciplinary action. Parent/Spectator Conduct Guidelines 1) Do not shout instructions to your child. This will cause confusion and may result in erroneous play on your child s part. The coach has instructed your child on how to play. If you shout instructions, your child will probably try to please you and the coach at the same time, and may end up failing at both. 2) Positively encourage all players on the team. Cheer for your child, but remember your child is as member of a team. Let the other players know you support them, and refrain from disparaging or degrading remarks. 3) Suffer in silence whenever something goes against your child s team. A display of anger may inflame a delicate situation, resulting in embarrassment for you or your child. Some parents embarrass their own children by making a spectacle of themselves. 4) Do not run up and down the sidelines. Find a comfortable place to sit or stand and enjoy the match. 5) Do not engage in communication with the referee. The coach of the team is the designated representative to communicate with the referee on behalf of the team, and referees are instructed to direct their communications to the coach. The referee has the power to stop the match if the crowd becomes discourteous. To have been the cause of such drastic action would be a humiliation to you and your child. 6) Do not direct comments to the players or parents on the opposing team. Remember that the parents from the other team are equally enthusiastic about their team s success. Be a gracious competitor. 7) Absolutely no alcoholic beverages are permitted at any soccer game, and no smoking is allowed at the fields. 8) All non-playing children must be supervised at all times. 9) Refrain from use of artificial noisemakers. The City of Henderson Municipal Code prohibits the use of artificial noisemakers, including horns, rattles, bells or whistles by spectators. 10) Do not bring your pet to the soccer field. Dogs can pose a safety hazard for players and spectators, and can interfere with game play; the City of Henderson Municipal Code prohibits dogs at some locations. Please show consideration for your fellow members and leave your dog at home. 11) If your team loses, adopt a positive attitude. Compliment your child s effort and good plays. Don t dwell on the mistakes. Remember - you child will forget about today s game. However, both of you will remember that your child had a good time playing the most popular sport in the world!
