1 COUNTRY RUGBY LEAGUE of NEW SOUTH WALES MAITLAND, NEWCASTLE, HUNTER COMPETITION HUNTER VALLEY COMBINED COMPETITION (Maitland, Newcastle and Group 21 Junior Rugby Leagues) CODE of PRACTICE The CRL MNH AND HVC Competitions are programs of the Country Rugby League of NSW Inc. comprising teams from Newcastle Junior Rugby League Association, Maitland & District Junior Rugby League Association and Hunter Valley Group 21 Junior Rugby League Association. Competition and associated Pathways are conducted within the guidelines and standards as set by both National and Country Rugby Leagues. DEFINITION OF TERMS The League: Country Rugby League of New South Wales Inc. Association: Any one of the Newcastle Junior Rugby League Association, Maitland & District Junior Rugby League Association or Group 21 Junior Rugby League Association. CRL: Country Rugby League of New South Wales Inc. CRL HVCC: Country Rugby League Hunter Valley Combined Competition. CRL MNH: Country Rugby League Maitland, Newcastle and Hunter competition. Group 21: Hunter Valley Group 21 Junior Rugby League. Maitland Juniors: Maitland & District Junior Rugby League Association. Newcastle Juniors: Newcastle Junior Rugby League Association. NRL: National Rugby League. CMO: Club Match Official. CoC: Code of Conduct. Association Competition Committee Representative: Appointed Association representative. Administrator: CRL appointed Administrator of Competitions. Competition Management: CRL appointed Manager and Administrator of the competitions. Competition Committee: A sub-committee formed by Country Rugby League of New South Wales Inc. Constitution: The Constitution of Country Rugby League of New South Wales Inc. Finals Series: Matches played during the Semi Finals and Grand Final for the HVC Competition. Home Grown: A representative player by definition 10(a) shall be classified as Home Grown to the club from which he was registered in the previous 2 years. Pre-Season series: Matches played prior to the commencement of the Premiership Competition. Pre-Season series: N/A Womens Tackle competition 2018 Premiership Competition: Matches played prior to the commencement of the Semi Finals series. WWC: Working with Children Check. Aim: Provide sustainable competitions and to have as many kids as possible, playing for as long as possible, enjoying the best environment possible. 1
2 1. COMPETITION COMMITTEE (a) Shall be a sub-committee established by the Country Rugby League of New South Wales Inc. (The League.) 2. ROLES OF THE COMPETITION COMMITTEE (a) The Competition Committee will provide advice to the Competition Management who through the League has the power to exercise control over the competitions of the CRL MNH/HVC Competitions including: competition issues, match reviews, grading issue. 3. CRL COMPETITION MANAGEMENT (a) Competition Management shall be an appointment made by The League. (b) All matters pertaining to the CRL MNH/HVC Competitions shall in the first instance be directed to Competition Management. (c) Competition Management will administer the affairs of the CRL MNH/HVC Competitions with the power conferred on them by the Constitution of the governing bodies (CRL & NRL), and those Rules and by the Resolutions passed by the Committee. 4. COMMUNICATION (a) Competition Management will administer, publish and update competition details via the NRL LeagueNet database (b) Competition Management will maintain the CRL MNH/HVC website promoting junior rugby league in the area. (c) Competition Management will provide updated information on Facebook and/or other electronic media systems to communicate wet weather, deferments, changes to games etc. (d) Competition Management will use communication as its primary means of communication to each Association/Club s primary contact. SMS text messages may also be used from time to time. (e) All communication from Association/Clubs is to be first endorsed by their Executive Committee. It is the responsibility of each Club to communicate with Competition Management in writing, via COMPETITIONS (a) CRL shall provide a series of Rugby League Football competitions for players in such age groups as determined by the League. (b) A Club which enters a team or teams in CRL MNH/HVC Competitions in one (1) season shall not be entitled as of right to enter a team or teams in that competition in the following season. (c) Competition Management shall be entitled to recommend refusal of application of any Club to enter a team or teams in any CRL MNH/HVC Competition. (d) CRL MNH/HVC Competition Management shall be entitled to recommend approval of any application of a Club on specified terms and conditions and may by resolution recommend the cancellation of such approval, if in the opinion of CRL MNH/HVC Competition Management, the Club or any member thereof has not complied with any of such terms and conditions. Competition Management shall, at least seven (7) days before the meeting of the Competition Management and Competition Committee at which a resolution pursuant to this rule is proposed to be put, give notice in writing of such meeting and such intended resolution and he/she shall, before the passing of such resolution, have had the opportunity to give either orally or in writing, an explanation or produce such evidence as may be relevant. 2
3 (e) Each Club shall nominate in writing to Competition Management their intention to field team/s within the competition/s on the Entry Criteria form prescribed by The League prior to the close of the nomination period as set by the League. This shall be done via completion of Applications and Conditions of Entry form on behalf of a Club. All forms shall be fully completed with relevant details as prescribed within that document. (f) Clubs are to provide any and all documentation to support divisional changes that they have requested. All Clubs will be held responsible for incorrect grading nominations. (g) Subject to the provisions of Appendix 3. written applications seeking dispensation may be submitted to Competition Management for referral to the CRL MNH HVC Competition Committee. 6. REGISTRATION AND CLEARANCES (a) All players shall be registered with their respective Associations and in accordance with the National Rugby League s (NRL s) Registration and Clearance Policy prior to taking part in any game in any one (1) season. All Players/Officials/team staff members are subject to a registration photo identification system which is consistent with that of the National RL LeagueNet database. This identification shall be available at all games and supplied to the opposing team Manager prior to commencement of play. Player/Official/team staff members without Identification will not be able to participate in the game in any way shape or form. (c) All junior registrations for players under the age of eighteen (18) years must be submitted on line by the PARENT OR LEGAL GUARDIAN ONLY. 7. AGE CONSENT Refer CRL Governance and Management Manual CRL Rules Schedule 1 1:2 Age Policy (a) Further to the Age Policy rule players may play only one (1) year above their own age group. A playing up consent form must be approved and signed by both the Group Competition Representative and Competition Management prior to taking the field in a higher age group. Age Consent must also be signed by the player s parent/guardian and be available on request. (b) A player, has permission to participate in two (2) games ONLY in a higher age group and/or division. PRIOR to playing three (3) matches, he/she shall be required to apply in writing to be re-graded for review by the MNH/HVC Competition Committee a minimum of 48 hours prior to the scheduled fixture. 8. UNIFORMS Refer to CRL Operations Manual Schedule 2 Section 1.26 Player Equipment CRL s Licensing & Merchandise Programs Management Statement: (a) All on field gear must include the CRL logo and must be purchased from the approved licensees. (b) CRL s Licensing & Merchandise Programs Management as well as Licensed Suppliers conduct regular audits and checks throughout the season and any clubs found to be noncompliant are subject to fines, suspensions and/or other sanctions as deemed necessary by the League. 3
4 9. JUNIOR LEAGUE 6-12 YEARS MAITLAND/NEWCASTLE/HUNTER COMPETITION Please refer to NRL Junior League Laws lr.pdf Further to NRL Junior League Laws (a) A club that has two (2) or more teams competing in the same competition shall, notify prior to commencing in the said competition and not less than 48 hours prior in writing to the Competition Management a list of core players for each team who shall remain with that team for the entire season i. Under 10s and 11s will have a core of 7 nominated players ii. Under 12s will have a core of 9 nominated players iii. All players excluded from the nominated list(s) shall be permitted to participate in any team throughout the MNH Competition series. iv. All players excluded from the nominated list(s) shall be considered qualified for the purpose of Cup Competition matches in the team in which they have played the majority of matches in the MNH competition. No player may play up an age group within the CRL MNH Competition and play in a division any lower than 2 divisions of their normal competition i.e: an under 11-1 s player may play 11-3s but cannot participate in 11-4 s or 11-5 s and so on. 10. REPLACEMENTS 6 12 years (a) In order to allow maximum opportunity for all players to participate in game time each team shall be permitted the following number of replacement players in any one (1) match. i. Under 6s 7s: 4 (as per NRL Junior League Laws) ii. Under 8s 9s: 4 (as per NRL Junior League Laws) iii. Under 10s 11s: 5 (at the discretion of the League whilst awaiting NRL review) iv. Under 12s: 6 (at the discretion of the League whilst awaiting NRL review) (b) (Junior League years). Each player in the team is to play a MINIMUM of ONE UNBROKEN HALF of a match (i.e. twenty minutes). A player, having played an unbroken half of a match and been replaced, may be used in the latter half of a match to replace a player who has also completed an unbroken half or for a player who has been injured or suspended. Note: A player commencing the match must play in this case a full 20minutes 1 unbroken half being the full first half from the commencement of the match to the completion of the first half, a player commencing the 2nd half of the match must play that full 20minutes except in the cases of injury please see 10 (c). A player playing a full first half may only replace another player who has also already completed the first half or for injury. (c) A player may be temporarily replaced if injured but, for a maximum of three (3) minutes at any one time. If the three (3) minute period is exceeded the replacement is permanent for that half of the match period. (d) A player being replaced for injury subject to (c) must be assessed by the FAO prior to returning to play; an Injury report form must be completed by the attending FAO. (e) In Junior League 6 9 years age groups, the above applies, but in respect to (two) quarters rather than halves. 4
5 11. CUP COMPETITION YEARS (a) At the conclusion of the MNH Premiership Competition, teams in each competition shall be ranked in order according to the number of competition points awarded to them and shall take part in a Cup Competition. The Cup Competition will consist of equal teams where able and all teams will participate. (b) Players may play in one (1) Cup Competition only and it is to be where they played the majority of matches in the MNH Competition. Request for dispensation to the rule will be considered for clubs with lesser numbers who have accommodated to fill teams during the season. (c) Times of play shall be the same times as for Premiership Competition matches. (d) There shall be time off in all Cup matches. (e) All results throughout the Cup Competition shall be entered online by 8am on the first business after match. (f) Venues for Cup series will be applied for in writing and decided by Competition Management. MATCH TIMES (a) Under 10s-12s: 2 x 20 minute halves with a 5 minute interval at completion of 1 st period (half time normal change of ends apply). 12. COMPETITION FORMAT INTERNATIONAL YEARS HVC COMPETITION pdf 13. A Club that has two (2) or more teams competing in the same division of the competition shall, prior to the date of the Premiership competition, notify in writing to Competition Management a list of nine (9) players years and WT 14s/16s/18s will have a core of seven (7) nominated players for each team who shall remain with that team for the remainder of the season. i. All players excluded from the nominated list/s shall be permitted to participate in any team throughout the Premiership Competition. ii. All players excluded from the nominated list will be considered qualified, for the purpose of Finals Series matches, in the team in which they played the majority of matches throughout the Premiership Competition. 14. No player may play up an age group within the CRL HVC Competition and play in a division any lower than one (1) division of their normal competition i.e: an under 12-1 s player may play 13-2s but cannot participate in 13-3 s or 13-4 s and so on. 15. Each years age group shall participate in a Pre-Season Series, Premiership Competition and a Finals Series of matches. 16. Each age group years shall be divided into a series of competitions and shall be referred to as divisions. 17. Grading will be determined on Pre-Season results. Teams participating in each division shall be determined by the Competition Management in conjunction with the Competition Committee at completion of Pre-Season Series. 18. In each Premiership Competition, a series of home and away based matches shall be played where able. 19. Generally, to constitute a valid Premiership Competition each team within such competition will play each other at least once. 5
6 20. Competition Management, in consultation with the Competition Committee, may view and review each Competition and grade and re-grade such competition as it sees fit. 21. Following the decision of the Competition Committee, Clubs will have 24 hours from the notification to appeal any re-grading decision; this is to be in writing to the Competition Management. The Appeal is to be based on sound evidence that supports the case put forward. Competition Management and the Competition Committee will review the application during that week for a decision, advice will be sent directly to the relevant Club. The decision of the CRL HVC Competition Committee is final. 22. PLAYER MOVEMENT Refer CRL Governance and Management Manual CRL rules schedule 1 1:7 Player Clearance Policy Note: For the purpose of 4 (a) If greater than two (2) Transfer Permissions have already been granted by the Member Group/Division in respect of Players, who by year of birth played for the same Club in the last Season of Junior Grade Football, to move to the same New Club for the next Season. 23. (A) DEVELOPMENT/REPRESENTATIVE/1 ST DIVISION PLAYERS (a) A player is deemed a representative player if in the previous 2 seasons if he is selected and participates for; i. A 13 years Association Development Squad player. ii. A school based State Representative Team; iii. A school based National Representative Team; iv. A Harold Matthews or SG Ball Team v. A Country Rugby League Group, Division or Region Country Championship Match(es). (b) A player returning to his Club from a Harold Matthews or SG Ball team must play in the highest division in the age group. (c) A player(s) nominated to Competition Management to replace a Harold Matthews or SG Ball representative player(s) during the NSWRL District Representative season shall be permitted to return to a lower division upon the return to the team of the aforementioned representative player(s). (d) A Representative Player transferring from one (1) club to another in the HVC Competition may only play in the age division that the representative clearance was subject to for that season. (B) TRANSFER OF DEVELOPMENT/REPRESENTATIVE PLAYERS (i) Players selected for a Pre or End of season U/13s Development squad or CRL Representative team are to register with the Club and Association they played for in the previous season for the duration of the Development or Representative program. (ii) Players selected for a NSWRL Harold Mathews or SG Ball Squad are to register and remain with the Club and Association they played for in the previous season. (iii) If a Club has six (6) or more representative players in an age group, no additional representative players may transfer to that Club. A club with less than six (6) representative players may transfer to a maximum of six (6) representative players with no more than two (2) transfers per season. (iv) A club attempting to register a Representative Category player or players on transfer whilst on or over the Representative Player quota (6) shall be deemed as intentionally breaching such rules (see Appendix 3) 6
7 (v) A written application may be submitted to the Competition Management requesting dispensation from the CRL HVC Competition Committee regarding the aforementioned rules, however such application shall be subject to the provisions of Appendix PREMIERSHIP & HYBRID MATCH TIMES Refer CRL Operations Manual Schedule Cancellation, Postponement and Abandonment. (a) The match times for all Premiership Competition and Finals Series matches shall be; Under 13s: 2 x 25 minute halves with a 5 minute interval Under 14s: 2 x 25 minute halves with a 5 minute interval 14/16s WT: 2 x 20 minute halves with a 5 minute interval Under 15s: 2 x 30 minute halves with a 5 minute interval Under 16s: 2 x 30 minute halves with a 5 minute interval Under 17s: 2 x 30 minute halves with a 5 minute interval 18/Opens WT: 2 x 25 minute halves with a 5 minute interval (b) There shall be no time off during Premiership or Hybrid Competition matches with the exception of match delays due to ground control procedures. (c) In the event that a travelling team does not take the field within 30 minutes of the scheduled starting time and without prior notification to the Competition Management, the match shall be treated as a forfeit as per section 23 Forfeits. 16. REPLACEMENTS 1. Pre-Season Premiership Competition Each team shall be permitted the following number of replacement players in any one (1) match. i. Under 13s: six (6) replacements of unlimited interchange ii. Under 14s: six (6) replacements of unlimited interchange iii. Under 15s: six (6) replacements of unlimited interchange iv. Under 16s: six (6) replacements of unlimited interchange v. Under 17s: six (6) replacements of unlimited interchange WT 14s 16s 18s : 11 players on field six (6) replacements of unlimited interchange 2. Hybrid Competition For the lowest division in each age group, to accommodate teams with minimal numbers. o Maximum 13 players per side on the field as per International Rules. o Minimum 9 players per side. o The number of players participating in a hybrid game will be governed by the number of registered players for the season in the lesser numbered participating team for that fixture (If a team arrives with lesser numbers than registered to play, the registered number will be deemed the minimal number to play) Scenario 1 Team A (13 Players registered) - 11 on field, 2 Reserves Team B (17 Players) - 11 on field, 6 Reserves Scenario 2 Team A (13 Players registered arrive with only 11) 9 on field, 2 Reserves Team B (17 Players) 11 on field, 6 Reserves Scenario 3 Team A (11 Players registered) - 9 on field, 2 Reserves Team B (17 Players) - 9 on field, 6 Reserves, 2 Players must sit out (Max 6 reserves) 7
8 Numbers on field reduce for one side if Send Off or Sin Bin situations occur as per Laws of the game. Should a side have injuries causing their number of players on the field to go below the agreed number, the opposition is permitted to retain the number on the field as per original agreement. Should a game be played 9a side, sidelines are to be moved in 10 meters on either side of the playing field. All other rules, terms and conditions remain as per the Laws of the Game. NB: Up to six (6) years nominated replacement players are allowed on the reserve bench, all of whom must have signed the book and be dressed ready to take the field. 17. NATIONAL SAFE PLAY CODE - Players DISMISSED PLAYERS Please refer to CRL Operations Manual Schedule 2 Dismissed Players 1:7 19. NATIONAL CODE OF CONDUCT Players, Coaches, Team Staff, Officials, Parents/Carers, Spectators and Supporters. Clubs are responsible for the conduct of their players, coaches, team staff, and officials, parents/carers of players, spectators and supporters. Breaches of the Rugby League Code of Conduct may result in penalties, including but not limited to: Suspension of a match and/or Termination of a match (including potential forfeiture of competition points) and/or Monetary fines and/or Suspension of a participant on a temporary or permanent basis and/or Suspension of a Club, League or Association on a temporary or permanent basis. These penalties are in addition to any penalty which may be imposed by the home League s judiciary. 20. FORFEITS (a) If a team forfeits a game to another team the match shall count as a game played. For the purpose of for and against differentials, the aggregate average of the competition round shall be used in the following formula: sum of points scored by winners in all matches minus total number of points scored by losers in all games divided by the number of matches played. When determining the point s differential, fractions and decimals shall be rounded down to the nearest whole number. (b) A team that forfeits three (3) times within a Premiership Competition may be removed from the competition if the Competition Committee deem appropriate. (c) A team that forfeits within a Finals Series will be removed from the competition if the Competition Committee deem appropriate. (d) If a Club has two (2) or more teams in the same age group any forfeit by a team in that age group must be by the lowest division team so long as there is no more than two (2) divisions between them. (e) A Club with a team who wishes to forfeit a match shall be required to notify Competition Management, by 3pm the day prior to the fixture. Competition Management will notify the opposition Club and relevant parties as soon as practical. (f) A Club who fails to give the required notice may be fined an amount not exceeding $200 for loss of income etc. and may be required to pay the fees of the match official/s of that match as deemed appropriate by Competition Management. 8
9 21. DEFERRED MATCHES (a) A team with three (3) or more representative players selected to participate in a representative fixture may request the deferral of their match when such matches are scheduled to be played on the same weekend. Competition Management will make a decision based on the reasons provided by the Club making application. i. A representative fixture shall be defined as but not limited to; 1. NSWRL Junior Representative Fixture 2. CRL Aged Championships Fixture 3. Group or Regional Representative teams (b) All postponed, deferred or abandoned fixtures shall be replayed as soon as practical, at a time and at a venue as determined by the Competition Management. 22. WET WEATHER (a) Should a fixture be deferred due to ground closure based on inclement weather, that fixture shall be rescheduled as soon as practical by the Competition Management. (b) In wet weather Clubs are to advise the Competition Management of their grounds concerns by 3pm the day before the fixture. If further inspection is necessary, this is to be done early on the day of play and Competition Management advised whether fixture will be played by 7am. (c) Competition management reserves the right to transfer wet weather fixtures to another available venue within the boundaries of the competition. 23. FINALS SERIES Please refer to CRL Operations Manual CRL Rules Schedule 2: Player Qualifications for Finals 1:28 Please refer to CRL Operations Manual CRL Rules Schedule 2: Competition Format, Draw and Points Score 1:6 (a) Players may play in one (1) Cup Competition only and it is to be where they played the majority of matches in the MNH Competition; request(s) for dispensation to the rule may be applied for in writing to the Competition Management no less than 48 hours prior to the match. Competition Management and the Competition Committee will review the application for a decision, advice will be sent directly to the relevant Club. (b) In CRL HVCC U13, U14, U15, U16 and U17 competition matches teams may use six (6) fresh reserves in all games with the exception of players coming from a lower division or lower age group. These are to be restricted for use as final reserves. They must not take the field before a healthy player of the original team and cannot enjoy more game time than a healthy player of the original team. (c) At the conclusion of the Premiership Competition, the first five (5) teams in each division shall be ranked in order according to the number of competition points awarded to them. These teams shall take part in a Finals Series of matches to determine the Premiers in each division. (d) Once the five (5) teams in each grade have been ranked for the Finals Series, the order of play shall be as follows; i. Match A Elimination Semi Final Team 4 v Team 5 ii. Match B Qualifying Semi Final Team 2 v Team 3 iii. Match C Minor Semi Final Winner Match A v Loser Match B iv. Match D Major Semi Final Team 1 v Winner Match B 9
10 v. Match E Preliminary Final Winner Match C v Loser Match D vi. Match F Grand Final Winner Match D v Winner Match E (e) Times of play shall be the same times as Premiership Competition matches. (f) There shall be time off in all Finals Series matches. (g) The venue for each Finals Series fixture shall be decided by Competition Management. As all finals series matches are under the control of the League, the matches are deemed neutral. Competition Management will issue specific requirements ( Final Series Host Clubs Requirements ) to each Club which hosts a finals series match in a HVC Competition. (h) The League shall be entitled to gate receipt revenue derived during Finals series matches Referee payments shall be met by the League from that revenue. (i) Host Clubs shall be entitled to Canteen rights as generated on those days. (j) The League reserves the right to determine which venues will incur an Entry Fee during Finals Series matches. (k) Competition Management reserves the right to schedule Finals Series matches on Friday nights and Sundays. Extra Time In the event of a draw at the conclusion of standard time five minutes of extra time each way will be played. If scores are level at the end of extra time, the game will go to Golden Point. Golden Point Extra Time (a) If scores are equal at the conclusion of Extra Time in any Finals Series match, including the Grand Final, a period of extra time shall follow whereby the first scorer of any point or points (field goal, penalty goal or try) will immediately be declared the winner. (b) If a try is scored in extra time the conversion kick will not be permitted. (c) The commencement of the period of extra time shall be determined by the toss of a coin as described under current Rugby League Laws of the Game. (d) If no point or points have been scored after a period of five (5) minutes, the Referee shall cease play and the teams shall immediately change ends. (e) The team that did not kick off to commence the initial period of extra time will kick off to commence the second period. (f) Play shall then continue on an unlimited time basis until the point or points have been scored to determine the winner of the match. (g) In the event that a try is scored in extra time, the conversion kick at goal will not be permitted. 24. GAME DAY RESPONSIBILITIES Please refer to CRL Operations Manual Schedule 2 Section 1.12 Ground Management and Ground Managers. Referees Security The home Club is responsible for providing adequate security for the Referees dressing room to safeguard the belongings of Referees. A police officer, security guard or other suitable escort must be provided to the Referee and Match Officials for their exit from the field at both half time and full time. Under no circumstances are Referees and Match Officials to be approached, questioned, or harassed in any way by Club officials or Players either during, or after a match. Team Managers i. Each participating team shall supply one (1) CMO with a valid WWCC (18+) who shall be positioned at the Official s table for the duration of the match. ii. It shall be the responsibility of the CMO to record match scores, keep time and complete match sheets. 10
11 iii. Each player must sign the match sheet alongside the corresponding number of his playing jersey prior to the commencement of the game and/or taking the field of play. iv. In the event of player being declared ineligible to participate a report must be made to the Ground Manager and/or Referee who shall report the event in their match report. v. Each Manager is to ensure that match results are entered: i. Online in the League Net database no later than Monday 10:00am. ii. For a midweek game no later than 10am the following day. iii. Should there be a problem with entering the results they shall be ed, or text messaged to Competition Management no later than 5pm Sunday (if midweek game immediately following the completion of the game) vi. All match result sheets shall be received by the Club Secretary on or before the Third (3 rd ) business day after the fixture. All original team sheets are to be available on request by Competition Management. Trainers Please refer to NRL on Field Policy INCIDENT REPORTING (a) Should a serious incident occur it is the responsibility of the Home Club to notify Competition Management at the earliest convenience. A serious incident includes the attendance of an ambulance. Seek to maximise the participation and enjoyment of all players regardless of ability; avoid the tendency to over-use a talented player; treat all players as equals, regardless of their talent. Show concern and caution towards all sick and injured players. Follow the advice of a physician and/or sports trainer to the letter when determining when an injured player is ready to recommence training or playing. Teach players that an honest effort and competing to the best of their ability is as important as victory. Maintain appropriate, professional relationships with players at all times. Maintain a thorough knowledge of the Laws of the Game and keep abreast of current coaching methods; maintain or improve your current accreditation level. Always consider the health, safety and welfare of the players. Teach young players to realise that there is a big gap between their play and the professional game; do not coach them as if they are professionals. Ensure that your coaching reflects the level of the competition being played do not be a winner-at-all-cost coach! As coach, conduct yourself at all times in a manner, and in all situations, that shows leadership, respect for the game of Rugby League and respect for all those that are involved in the game the players, officials, the fans, the parents, the referees and the media Team & Club Officials Uphold the integrity of the game of Rugby League at all times; Always act in a sportsmanlike manner, respecting opposition players, team and club officials and spectators; Make decisions in the best interests of the game of Rugby League; Place the safety and welfare of players as the top priority; Accept responsibility for all decisions made.
