2 COMPETITION RULES CLUBS 1. Tannum Sands Seagulls Seniors Rugby League must field an A Grade, Under 20 and Reserve Grade teams in all Affiliated Gladstone/Rockhampton premiership matches in Tannum Sands Seagulls Seniors Rugby League will also field a Women Opens team that is not affiliated with Rockhampton premiership matches in 2017 but with Gladstone affiliated premiership matches in Tannum Sands Seagulls Seniors Rugby League club must register its uniform with its local league and no uniform is to be changed without prior approval of the QRL Central Division Manager. When clubs having similar types of uniforms meet, it will be the responsibility of the visiting club to make alternative arrangements. PLAYERS/COACHES 3. PLAYERS (a) All players must be registered (completion of an online registration of a QRL Player s Agreement) before taking the field of play. Any club found guilty of playing an unregistered player will be fined $ for each offence and will lose any competition points gained from any matches in which the player participated while unregistered. (b) If a player is turning 40 or is currently 40 years old and over they must obtain a medical certificate to state that they are in good health to be involved in a contact sport as per QRL Rule 24A. This certificate must then be attached to their player s agreement each year. 4. (a) Players that compete in the Qld Cup for CQ Capras 1 to 17 man side are ineligible to play for their club in that same weekend. Any club found guilty of playing a CQ Capras 1 to 17 players will be fined $ for each offence and will lose any competition points gained from any matches in which the player participated in. (b) (c) (d) Dual registered players selected to play in the CQ Capras team 1 through to 17 that decline for whatever reason to play for the CQ Capras on that given weekend cannot then return and play for their local club. Any club found guilty of playing the selected player/players will be fined $ for each offence and will lose any competition points gained from any matches in which the player participated in. Players that compete for the CQ Capras in the FOGS under 20 competition and the Mal Meninga Cup under 18 s 1 to 17 man side are ineligible to play for their club in that same weekend. Any club found guilty of playing a CQ Capras 1 to 17 players will be fined $ for each offence and will lose any competition points gained from any matches in which the player participated in. Dual registered players due to special work circumstances will only be permitted to participate in finals series for their primary club. 5. All coaches must hold a minimum of NRL Club Coach (Level 1) accreditation and must have completed an online QRL Coach s Agreement prior to the 28 th of February. All coaches, managers and trainers must also hold a current Blue Card issued by The Commission for Children and Young Revision 2, AG/RG/U20/W Dated: 01/03/2017 Page 2 of 14

3 VENUES People and Child Guardian or provide a copy of the application form prior to the commencement of the first round of fixtures. Failure to meet these requirements will result in a $1, fine and a loss of all competition points awarded to that coach s team prior to the lodgment of the completed Coach s Agreement and Blue card or application for the Blue card. 1. The venue for all matches will be in accordance with the draw approved by the Rockhampton Senior Local Rugby League board, which will at all times have the right to vary and/or specify exact venues for games held. 2. The venues for all finals shall be held at Browne Park Rockhampton. 3. Gate charges for a Rockhampton Local League fixture match shall be (inclusive of GST): ADULTS $6.00 PENSIONERS & STUDENTS (invalid/aged) $3.00 CHILDREN 12 and under Free FIXTURE MATCHES 1. (a) Except with the prior agreement of the Local League, the games played on Saturdays will be played at the following times: Under 20 s 3.00pm, Reserve Grade 4.30pm, and A Grade 6.00pm. Game Times for matches played on Sundays will be as follows: Under 20 s 12.00pm, Reserve Grade 1.30pm and A Grade at 3.00pm. (b) (c) Games times for matches held in Biloela on a Saturday will be at the following times: Under 20 s 4.00pm, Reserve Grade 5.30pm, and A Grade 7.00pm. Games times for matches held in Baralaba on Saturday and Sunday will be at the following times: under 20 s 12pm, Reserve Grade 1.30pm, A Grade 3pm. 2. The number of players required for each team for a match to commence is nine (9). If the number of players available to take the field is less than nine (9), then the match shall be deemed a forfeit. See Rule 15a. 3. For A Grade, a maximum of seventeen (17) players may be used on a limited interchange basis see rules 12a to 12k. For Under 20s and Reserve Grade, a maximum of nineteen (19) players may be used on an unlimited interchange basis. All players must be named and included on the Match Report Sheet prior to the start of the match, except that a player may be added to a Match Report Sheet prior to half-time but only if the number of players listed for his team is less than the maximum allowed for that grade. 4. If any player listed on the Match Report Sheet fails to turn up or participate before half-time of the match he is listed to play in, that player must be deleted from the Match Report Sheet by the team manager. Failure to delete a player will result in the loss of any competition points gained from that match and/or a fine of $ imposed on the club for each offence. 4 All replacement players must report to a touch judge and must not enter the field of play until the player he is replacing has left the field. INTERCHANGE PROCESS (for A Grade only) 12 (a) Immediately before the commencement of the match an official from each club should remove the interchange cards from the folder and retain the cards on the bench for use during the match. The empty folder must be handed to the Interchange Official so the cards can be replaced in the folder as each interchange is affected and returned to the club at the completion of the match. A maximum of 12 interchanges is allowed per 80 minute game of A Grade Football. (b) (c) (d) (e) As each interchange is to be made, the interchange player must report to the interchange official with an interchange card in sequential ascending numerical order (i.e. 1st interchange will hand over No. 1, 2nd interchange will hand over No. 2, etc. The last interchange player will hand over No. 12) for presentation to the interchange official. If a free interchange is permitted under Rule 12h the interchange player must present the free interchange card to the interchange official. In all cases it is the interchange player who must personally present the card to the interchange official (i.e. Trainers are not permitted to carry or present the card on behalf of a player). The interchange player must retain possession of the card until the Interchange Official approves his entry onto the field of play by taking the card from him after the replaced player has left the field of play. The acceptance by the interchange official of the card provides the only valid authorisation for the player to take the field. Unless and until the interchange official accepts the card, the interchange player will not have approval to enter the field of play and must not attempt to do so. Interchange players must not under any circumstances pressure the Interchange Official to take the card, irrespective of whether the replaced player has already left the field of play. An interchange for the purposes of these Rules will be taken to have occurred (and counted for the purposes of calculating the teams total interchanges) once the card is accepted by the interchange official, even if the interchange player s Team then decides not to proceed with the interchange with the consequence that the interchange player does not take the field of play. If a player reports to the Interchange Official without a card, he will be sent back to the bench to obtain a card before the interchange will be allowed to proceed. The Interchange Official will retain all cards until the end of the match to indicate the number of interchanges used by each team. Cards will then be returned to each club. 5 (f) (g) (h) (i) (j) (k) (l) (m) Only official interchange cards issued by the RRL may be used for the purposes of interchange. If a team loses or damages their cards, the General Manager of Major Competitions (or his nominee) must be contacted and requested to issue replacement cards. An interchange Player must enter the field in an on-side position after reporting to the Interchange Official and after receiving the approval of the Interchange Official to enter the field of play and after the replaced player has left the field of play. A maximum of two (2) interchange players can report to the Interchange Official at any one time. Other players must remain on the bench until the two interchanges being managed by the Interchange Official have been affected. Except for scrums, interchanges may occur during general play (i.e. whilst the ball is in motion), after any scoring has been completed or if play has been temporarily suspended by the referee (e.g. injury or caution). If a player is to be replaced due to an injury incurred as a result of Foul Play and the referee deems the foul play as serious enough to warrant a free interchange, the referee will point to the player involved (i.e. the injured player), then signal to the interchange official. The referee s signal for this player change will be arms crossed in front of chest with hands on shoulders. Interchange official to acknowledge the referee so that he/she knows that they have seen the signal. There will be NO signal if a player is sent off following a tackle/incident, a free interchange will automatically follow all send offs (providing of course that the player was injured as a result of the incident). The interchange official will be required to record these on the Player Interchange Sheet as a free interchange. If the referee requests a player to leave the field due to bleeding and an interchange is made this will constitute an interchange. However if the player has the blood removed from the sideline and then re-enters play then no interchange is deemed to have occurred. If a player s jersey is damaged or blood stained and requires a replacement jersey, the coach must notify the interchange official of the jersey change and the new number of the replacement jersey. When a team has used all of their allotted interchanges, the Interchange Official shall verbally inform the coach that there are to be no further interchanges for the remainder of the match. In the case of any Extra Time (finals) matches being played, any unused interchanges remaining from the total maximum number allowed will be cancelled at the conclusion of the normal period of play. For the Extra Time period, each team will be allowed a maximum of two (2) interchanges, with these two numbered cards to be returned to each team by the Interchange Official. The duration of all Rockhampton Local League Competition matches, including finals series matches, shall be as follows; A Grade: 40 minutes each half, with a 10-minute half-time break Reserve Grade: 35 minutes each half, with a 10-minute half-time break Under 20s: 35 minutes each way, with a 10-minute half-time break In extremely hot weather, the referee will have the power to have a drink break after approximately 20 minutes in each half. There will be time off for injuries in all grades. 14 The premiership points shall be: 2 points for a win 1 point each for a draw 0 for a loss 0 for a bye 15. ABANDONED MATCHES (a) Competition matches that are abandoned for any reason will not be replayed. (b) If any matches are abandoned prior to the commencement of the game due to unforeseen circumstances such as a power outage, then the teams to have played will each be awarded one competition point and their win/loss record will not be affected. The teams for and against records will be adjusted by the average of all matches played in that grade during that round. (c) Matches that are abandoned in the first half due to a player injury or circumstances out of the control of the hosting club each team will be awarded one (1) point each and their win/loss record will not be affected. The teams for and against records will be adjusted by the average of all matches played in that grade during that round. (d) Matches that are abandoned in the second half due to a player injury or circumstances out of the control of hosting club, with the exception of a match abandoned due to foul play or other breaches of the QRL rules, the match will be awarded to the team that is in front on the scoreboard at the time. The for and against points at the time of the abandonment will be the final for and against points for the match. (e) Matches that are abandoned in either the first or second half due to foul play or QRL rule breaches will be referred to the Rockhampton Local League Board or Judiciary panel for resolution. The Referee will have sole discretion to abandon any match and that decision will be final. (f) The Referee shall abandon a match if play is held up for an injury or any other unforeseen circumstance for a period of 30 minutes. The Referee should advise each team captain at the time that he will abandon the match. This timeframe takes into account player welfare and other fixtures that may be programmed after the abandoned match. Points for the match will be awarded in accordance with Rules 15 (c) and (d). 7 16. FORFEITS MATCH REPORTS (a) If a team fails to field 9 players for the commencement of a match, this will be deemed a forfeit and 2 competition points will be awarded to the non-offending team. The teams for and against records will be adjusted by the average of all matches played in that grade during that round. (b) If a referee cancels a match during the first half due to lack of numbers; and one team. (c) Have less than nine (9) players on the playing field), the match shall be deemed to be forfeited by the offending team. In this case, players listed on the Match Report Sheet of the team that forfeits SHALL NOT participate in any further matches on that day. The penalty for any players who have been named in a side that has forfeited and played in another match in the same Round for their club is; (d) $1000 in the first instance and $1000 plus loss of points, if gained, in the second instance. (e) If a referee cancels a match during the second half due to lack of numbers (one team has less than nine (9) players), the match will be awarded to the non-offending team. The for and against points at the time of the abandonment will be the final for and against points for the match. (f) If a team during the season forfeits a match (including having a match cancelled under Rule 16(a) above), the Rockhampton Local League executives may call on that team s club to show cause why that club should not thereafter be suspended from the competition for the remainder of the season. If due cause is unable to be shown to the satisfaction of the executives, then the executives can proceed to discipline/suspend the club in question for the rest of the season from the date of its decision. (g) In the event of a team forfeiting a Rockhampton Local League competition match (including having a match cancelled under Rule 16(a) above), the club concerned will pay to the Rockhampton Rugby League $1, in respect of an A Grade forfeit, $ in respect of Reserve Grade forfeit and $ in respect of an Under 20 s forfeit. Subject to the provisions of Rule 16(d), any forfeit fees must be paid before the forfeiting club will be entitled to participate again in the Rockhampton Local League competition. Forfeit money is to be passed onto the affected club/s. 17. Online Match Reports must be completed for each Rockhampton Local League match played. Match Reports must be filled out online, and should be completed at least 10 minutes prior to the commencement of each match. Match reports must be filled in correctly. 8 FINALS MATCHES 19 (a) The final series for A Grade, Reserve Grade and Under 20 s will consist of the top five (5) teams. If any of the teams finish the fixture rounds with the same number of premiership points, the position of these teams shall be decided on a for and against count back. There will be no play off. Week 1: Team 1 will have a bye, Match A; Team 2 plays Team 3 and Match B; Team 4 plays Team 5 with the losing Team eliminated. Week 2: Match C; The Winning Team of Match A plays Team 1 where the winner goes directly to the Grand Final and Match D; loser of Match A plays the winner Team from Match B with the losing Team eliminated. Week 3: Match E; The losing Team from Match C plays the winning Team from Match D with the losing Team eliminated. Week 4: Grand Final will consist of the winning Team from Match C to play the winning Team from Match E. The Grand Final will be played at Browne Park Rockhampton. 20. (a) To qualify for the finals series a registered player must play a minimum of three (3) competition matches for his Club over 3 separate competition rounds. If a player plays more than one (1) match for his Club on any one day, then only one (1) match will count for the purpose of this rule. (b) To qualify for the finals series in Reserve Grade, a player must play a minimum of three (3) competition matches for his Club in Reserve grade to be able to compete in the finals in the Rockhampton Local League Competition. If a player plays more than one (1) match for his Club on any one day, then only one (1) match, the higher grade, will count for the purpose of this rule. (c) (d) (e) A Qld Cup top 25 dual registered player must play a minimum of four (4) fixture round matches for his club in the Rockhampton Local League competition to be eligible to participate in the final series. The CQ Capras are to supply a list of their top 25 players to the CQ Division Office prior to the commencement of fixtures. A Qld Cup dual registered player is ineligible to play Reserve Grade for his club. Any player who participates in 4 out of the last 6 Rockhampton Local League matches played by his club in A Grade is ineligible to play Reserve Grade for his club in the finals series. If a player is listed on a Reserve Grade Match Report Sheet on the same day that he is listed on an A Grade Match Report Sheet, then for the purpose of this rule, that player will not be regarded as having participated in the Reserve Grade game of his club on that day. If a club is involved in all three grand finals then the club s players can play in the grade that they are selected in by their club. Any Under 20 s player who plays four (4) or more separate A Grade Rockhampton Local League Competition matches played by his club is ineligible to play Reserve Grade for his club in the finals series but will qualify to play in the Under 20s finals series, subject to 20 (c) above. 9 21. The duration of all Rockhampton Local League Competition finals series matches shall be in accordance with Rule 13 above. 22. In the event of an elimination final, in a finals series match, being drawn at the conclusion of normal time, the following rules will apply: An initial period of 5 minutes each way will be played. Should the match still be drawn at the end of the first 10 minutes of extra time, a second period of extra time consisting of 5 minutes each way will be played and GOLDEN POINT will determine the winner. Should the match still be drawn at the end of the second period of extra time, the match will be awarded to the team scoring the most tries and if this does not determine a winner, the team scoring the first try will be declared the winner. If no tries are scored, the team scoring the first points in the match will be declared the winner. If no points are scored, the team awarded the first penalty shall be declared the winner. 23. In the event of a grand final being drawn at the conclusion of normal time, the following rules will apply: An initial period of 5 minutes each way will be played. Should the match still be drawn at the end of the first 10 minutes of extra time, a second period of extra time consisting of 5 minutes each way will be played and GOLDEN POINT will determine the winner. Should the match still be drawn at the end of the second 10 minutes of extra time under the GOLDEN POINT rule then the game will be declared a draw. 24. Gate charges for a Rockhampton Local League Competition finals series matches shall be (inclusive of GST): FIRST AID ADULTS $6.00 PENSIONERS & STUDENTS (invalid/aged) $3.00 CHILDREN 12 and under Free 25. Each club is responsible for ensuring that an accredited NRL Sports Trainer is in attendance at all premiership matches. A team s coach cannot be the nominated Sports Trainer for any matches in which his team participates. Appropriate first aid equipment such as a STRETCHER is to be readily available and in good working order. Appointed officials will conduct ground audits from time to time. 10 26. Each team participating in Rockhampton Local League competition matches will be allowed a maximum of two (2) runners per game. A runner who is an accredited NRL Level 1 Sports Trainer must wear a blue Sports Trainer shirt and only this runner is permitted to treat an injured player. League Safe accredited runners must wear a yellow shirt and cannot, under any circumstances, treat an injured player. All runners must wear closed-in footwear and must be fully accredited with League Safe. 27. The accredited Sports Trainer s name must be recorded in the appropriate space on the Match Report Sheet along with the accredited League Safe runners for each match. JUDICIARY/DISCIPLINARY ISSUES 28. All players, coaches, club officials, team officials, referees, touch judges and spectators are bound by the rules of the QRL and the NRL s Code of Conduct. 29. MATCH REVIEW COMMITTEES, DISCIPLINARY REVIEW COMMITTEE, JUDICIARY TRIBUNAL AND PLAYER JUDICIARY RECORD During the Competition appointed independent members for Match review purposes will investigate: - (i) (ii) A Referee s report of any Player s Misconduct in respect of a match; A written request from a Club Chairman or League President to investigate any incident occurring in a match. All referees reports must be completed on the day of the alleged incident and prior to the referee leaving the ground. A duplicate copy of the report must be provided to the player or a club representative on the day of the alleged incident. It is the responsibility of the club executives to inform players of any charges against them. There will be onus on the club executive to chase up this documentation if it is not forthcoming after the match. A member of the Home Team executive is to attach the original of the Referee s report to the Match Report. The appointed Match review committee members will examine the information before it, form an opinion as to whether the conduct warrants the imposition of a disciplinary sanction and draft the appropriate charge and penalty in accordance with the pre-determined Base Penalty Schedule and the result to the executive of club/s prior to 10AM on the Tuesday after weekend fixtures or Wednesday at 10AM if Monday is a public holiday. It is the responsibility of the clubs executives to inform players of any disciplinary sanction and discuss how a player pleads to the charges. 11 The penalty associated with the above offence/s is as follows: [Insert demerit points] Under the provisions of QRL Rule 5.2(1) you may be entitled to enter an early guilty plea to the offence which will reduce the above demerit points to [insert reduced demerit points]. If you adopt this option, then you must lodge a completed Early Plea form with the Match Review Committee before 3.30pm on the day following this notification. Failure to lodge a completed Early Plea form by the time and date specified shall result in the penalty being confirmed without discount. * Alternatively, you may elect to have the matter referred direct to a Judiciary Tribunal who will determine your guilt or otherwise and then determine the appropriate penalty for the offence/s based on the evidence presented at the hearing. * There is no opportunity under the QRL Rules for you to enter an early plea in respect of the Player Misconduct of which you have been found guilty and accordingly the matter has been referred direct to a Judicial Tribunal for consideration. The Tribunal will contact you regarding an appropriate time and date for a hearing of the matter. * (* Delete whichever is not applicable) Yours sincerely INSERT NAME INSERT TITLE A player who is included on a Referee s report in respect of a match and who does not receive a match review notification will be deemed to have been found not guilty of any Player s Misconduct. The club/player shall, within 2 business days of receiving the match review committee notification, advise whether he pleads guilty or not guilty to the charge and, if guilty, whether he accepts the "early plea penalty. If the early plea form is not received within 2 business days from the club/players, then the player shall be deemed to have accepted the decision of the match review Committee. If the club/player pleads not guilty or does not accept this "early plea penalty and asks for a review of the charge and/or grading, he/she may request to appear before the Rockhampton Senior League Judiciary Tribunal either in person or by telephone to contest the charge and/or penalty. The Tribunal will convene as soon as possible to hear any submissions the player wishes to make, determine whether the charge has been proven or not and if so, confirm the penalty or review the grading. The Tribunal findings shall be forwarded to the appointed independent members for Judiciary purposes ASAP thereafter. The following table is a listing of Player s Misconduct (short description) and the Demerit Points applicable in each Grading adopted by the match review committee. 12 Charges are graded 1 to 5, with 1 being the least serious grading and 5 the most serious. The charge and grading determine the base penalty a player may receive. The Base Demerit Points allocated for any charge are in accordance with the aforementioned table and do not take into account any plea reduction or the player s prior Judiciary record. The Demerit Points for the charge shown take into account the player s prior record but exclude any carry-over points. The carry-over points are added to the total penalty points accrued from this charge to determine the overall penalty to be served eg A. Player s early plea result: = 195 points. Each 100 points accrued by a player will result in a one match suspension. For A. Player this charge will see a one-match suspension with a further 95 points carry-over. The carry-over points will remain on a player s record for 12 calendar months. If the player enters an early plea of guilty to the offence and accepts the grading, he will receive a 25% reduction to the Base Penalty and also a similar reduction in any increase due to prior offences. If the player pleads guilty but disputes the grading, and the Judiciary subsequently reduces the grading to the nominated level, the player will receive the benefit of the early plea discount. If the player is not successful in having the grading reduced to the nominated level (eg from grade 3 to grade 1) the full demerit points for the applicable misconduct charge grading will apply. Any Player who has been previously convicted of a grade 1 charge on the 1 year immediately preceding an incident-giving rise to the charge, the player is liable to an increase equivalent to 20% of the base penalty for the grading of the offence for each such previous conviction. Any player who has been previously convicted of the same offence in a 2 year period immediately preceding the incident, the player is liable to an increase equivalent to 50% of the base penalty for the grading of the offence for each such previous conviction. The player must indicate prior to a hearing whether he wants to ask questions of the referee or touch judges. Where this is required and a match official is not able to attend in person this will be done by telephone hook-up. An appeal against the Judiciary Tribunal s decision must be in accordance with the QRL Rules. If a Club and/or player: Submits information which is later found to be incorrect, or Fails to submit information which should have been submitted, the Club and/or player will be charged automatically and will be required to appear before a RRL Disciplinary Tribunal. The Tribunal will handle the matter as per the QRL Rules. 30. Failure by any referee to report a player after being sent from the field of play and the proper due process being carried out, i.e. the match report not being forwarded and received by the Judiciary Officer by 12.00pm on the first working day immediately following the completion of the fixtures held on the weekend, WILL result in that referee being charged under the QRL Rules. Disciplinary Review Committee (DRC) purpose is to address minor or low range infringements without forming a full Disciplinary Tribunal. The DRC will be limited to imposing sanctions of between 1 and 8 Revision 2, AG/RG/U20/W Dated: 01/03/2017 Page 12 of 14

13 weeks suspension. Mid-Range and High range infringement will continue to be dealt with by a disciplinary tribunal. REFEREES 31. The Rockhampton Referees Appointment Board will appoint referees and touch judges to all matches and finals series of the Rockhampton Rugby League Competition. 32. Payments for referees officiating in Rockhampton Local League Competition matches will be made within seven (7) days of the Secretary of the Rockhampton Rugby League receiving the account. GENERAL 33. (a) The clubs hosting matches are not liable to provide any drinks or other materials whatsoever for any participating teams. (b) On game days no visiting team official, player, coach or coaching staff are allowed to bring alcohol products into the hosting Clubs venue as defined by the boundaries of the Host Club. In the event of a team or person s being found guilty of the offence at a Rockhampton Local League competition match the club or persons concerned may be required to face the RRL Judiciary Tribunal and could face a $1, fine for each offence. 34. Clubs shall provide to the Secretary of the RRL by 9.00am each Friday their A Grade team details for the upcoming weekend s matches. The team lists can be ed to Amanda Ohl at a.ohl@qrl.com.au This information will then be loaded onto the Rockhampton Senior League LeagueNet website and also the QRL Central Division s LeagueNet website to provide the weekends A Grade match programs and for access by the public and the media. 35. The total prize money for the Rockhampton Local League competition is TBA and will be reviewed along with the allocation of the prize money to the placegetters for each grade prior to the commencement of the Competition. 36. Any Club that is found guilty of a breach of these competition Rules and are fined an amount of money to pay have 7 days to pay the fine from the date of penalty notice. Failure to pay find on time will result in a further penalty of $ per day after the seven (7) day period has expired until such time the breach amount is paid. 37. No persons other than reserve players and team staff which includes (Coach, Manager, and maximum of 3 accredited on field personnel shall be permitted to occupy or enter designated bench areas and/or playing area. 38. At each venue, teams are to supply one Ground Official from each Club participating before each game commences. Club ground controllers are responsible for their own volunteers and Spectators. Ground Official vests must be made available and worn. If these rules are not adhered to, games will not commence. If a Club does not make a Ground Official available within 10 mins of the advertised starting time, they shall forfeit the match and the referees will report this to the Executive by stating these facts on the Match Report and both team coaches to sign and acknowledge.
