CV Brendan Kelly will act as OIC/OPI for this event. 1. SITUATION Tri-Service unit members are invited to participate in 172 Clarington Squadron Sports Competition will be held on 27 Jan 2018 at Bowmanville High School, Bowmanville, ON. located at 49 Liberty St. This is a ONE DAY exercise. Units confirmed to date are 2 Air, 106 Sea, 116 Sea, 856 Air, 172 Air, 1913 Army. Other units have been invited but have yet to confirm. 2. MISSION The purpose of this exercise is to engage in a safe, friendly and athletic competition. 3. EXECUTION a. Eligibility Only tri-service units who have confirmed participation are eligible to compete. Final competitors will be confirmed 1 week before the competition.

2 b. Registration All participating units will check-in at the registration desk the morning of the event. Nominal roles are required at this time. Initial team face-offs will be decided by lottery at check-in. Each unit must have an escorting officer, a Tasking Officer and preferably one other staff member in attendance (2 Staff Min). The escort officer must stay for the duration of the event and each squadron may be asked to assist in the operation of the exercise (e.g. time keep, duty officers, referees, runners, etc.) Only one team for exercise may be registered. Dress Cadets must wear appropriate sports clothing. This consists of sport pants or shorts, Tshirts or sweatshirts, and non-marking soft-soled running shoes. Tank tops or halter-tops will not be permitted. Shirts must be tucked in during play. Females with long hair will have it tied back out of the way while participating in activities. Cadets will not be permitted to

4 wear hats or jewelry of any kind during competition times. This includes necklaces, bracelets, rings, watches, earrings, etc. Squadrons/corps are encouraged to wear unit shirts or jerseys f. Competition i. Teams will check-in at the registration table upon arrival. Escorting officers will be required to register all participating cadets and staff on a nominal role. The escorting officer will then be given an exercise package. Units are limited to 20 Cadets Max on the registered team not including spectators. Point loss and or disqualification may occur for non compliance. ii. iii. iv. The competition will be broken into events: European Handball, Floor Hockey and Tug A- War. Refer to attached Annexes for the rules of each game. Unit escorting officers and staff members are required to familiarize themselves with these rules as they may be asked to volunteer as referees. A double-elimination tournament style format will be executed for all events. A maximum of minutes shall be allocated for each game period. This includes arrival and warm up. There will be no tie games. If necessary, a winner will be determined by extra play or a shootout approach. v. Competition Scoring will be determined by the following; (1) point awarded for each win, (1) point for each bye, (1) additional point for event second place, and (2) additional points for event winner. In the event of a tie for overall competition winner, the number of FINALS won will decide the winner or number of wins faced by the units together in each sport. vi. vii. viii. Finals for each event may be done individually, depending on time constraints; while all other rounds are run simultaneously. The competition calls for 20 cadets to compete from each participating unit, so as to support two sports running concurrently and allowing for a second line to rest the starters. Units should be prepared to split teams as required. Should a conflict arise where a unit is slated to play two sports simultaneously, they are expected to field a split squad. In the rare

5 event of a triple conflict, the competition OIC may allow a concession and delay play in the sport allowing the most ease of continuing the competition with the least overall impact. Efforts will be made to avoid any split if possible. ix. All teams are required to play at least one member of the opposite gender on the floor at all times. g. Referee s and J udges Referees and Judges are volunteers or senior cadets that have been selected to oversee matches that best suit their ability. While every effort will be made to ensure matches are fair, calls may be missed. The decision of the Referee is FINAL! The Head Referee will settle any disputes. 4. SERVICE SUPPORT a. Activity Support Request (ASR/RSS) The CO of each participating unit is required to submit an Activity Report to their Detachment informing them of the competition and how many individuals are attending. It is the responsibility of each participating unit to ensure accurate numbers and the type of support requested are reflected in the Activity Report. Suggested methods of approval requests; i. Exercise supported by sponsor ii. Exercise supported by detachment iii. Exercise supported by your LSA claim iv. Car Pool, Authorization Only b. Health Cards It is the responsibility of the escorting officer to ensure the cadets have their Provincial Health Cards with them, before arriving. c. Duty Staff Each participating unit shall provide at least one staff member to assist with security and other taskings. The escorting officer must be present for the duration of the competition. **Failure to meet this requirement will result in the unescorted units s disqualification from the competition and or point reduction penalties. d. Equipment 172 Squadron in cooperation with Bowmanville High will provide most equipment for the competition. Do not bring hockey Sticks. Units can bring their own Goalie Equipment if desired but it will be provided. e. Awards A keeper plaque for the Top Overall Squadron will be presented at closing parade along with the winner in each sporting event.

6 f. First Aid A First Aid Station will be established and manned at all times. g. Lunch All units attending the competition will be required to provide lunch to their cadets on spare time during the competition at the individual Squadron/Corps expense or Activity Report Det approved expense. There may be no designated lunch breaks. BAG LUNCH ONLY or ordering of food may take place from local chains. Food can ONLY be consumed in the cafeteria only. Failure to abide to this restriction WILL result in disqualification or point loss in standings. No food or beverage can be consumed in any area such as classrooms, gym or hallways. The Cafe is the only authorized area, which holds approx 100 personnel. h. Facility It is imperative that everyone remains clear of all designated restricted areas. There are no secure areas for cadets to leave their belongings, therefore all valuables should be left at home. Each unit will be responsible and accountable for the cleanup of their designated areas prior to dismissal. 172 Squadron can t be held responsible for lost or stolen articles. 5. Transportation Transportation, if required is to be arranged by each individual unit. For example; carpooling, private hire bus/van rental, Det Hired transportation by an approved Activity Report. 6. Water All cadets SHALL bring their own water bottles. Water fountains are available. 7. Medical A first Aid Station will be set up in a designated area. a. Non-Emergency: All injuries, no matter how minor, will be reported to the MedO immediately. The MedO will treat minor injuries on-site. b. Emergency: If emergency support is required, casualties will be transported by ambulance, dispatched by the use of It is the responsibility of each unit to ensure that all personnel have their Ontario Health Card on their person at all times. Also, Escort Officers for each unit must carry emergency contact numbers for every cadet in attendance. 9. The Escort Officers will be responsible for completing a DND 2299 for all injuries. A copy shall be provided to the OIC when completed via the MedO. 10. Actions will be determined by the escort staff if further medical action is required. Bowmanville Hospital is located at the south east corner of Liberty St and King St behind Staples, 2 minutes south of the competition site.

7 11. Security A Security Officer will be appointed for this competition. 12. Each unit attending the competition will be responsible to provide a staff member to act as the Duty Officer for an assigned shift. The Duty Officer will report to the Security Officer at the start of the shift at Main entrance. The timing for the shift will be allocated by Unit letter. A schedule will be provided with your entry package. 13. The Duty Officer will be supplied with a radio. The Duty officer will be responsible to patrol the interior and exterior of Bowmanville High. 9 Annex a. RULES EUROPEAN HANDBALL Starting play All players begin the game in their own half. The team winning the toss starts the game with a pass from the centre line. The non-scoring team restarts from the centre line after a goal is scored. Starting play is known as the throw-off. After the start of play, court players are allowed anywhere on the court except for either goal area. Scoring A goal is scored whenever the entire ball passes the goal line between the posts and under the cross bar. Moving the ball A player is allowed to run three steps with the ball before it must be bounced, passed of shot. If bounced, a further three steps are allowed but the ball must then be passed or thrown at the goalie. If a player with the ball is stationary and not dribbling, a three-second rule applies instead of three steps. Dribbling Dribbling is permitted. However, as soon as the ball is held with one or both hands, it must be passed after three steps or three seconds. Playing the ball Players can throw, punch or hit the ball in any direction using hands, arms, head, back, thigh or knee. However, contact with the ball below the knee is not permitted (goalkeepers are the exception and are allowed to use feet when defending goal). Passes back to the goalkeeper inside the goal area are also not allowed. Substitutes Substitutes are made at any time and without play being stopped. There is no limit to the number that can be made. Substitutions must be made in the special area near the center line and the sub cannot enter until the player has left the court. Contact Body contact is limited to the torso only. Arms or legs may not be used to obstruct an opponent. Holding, pushing, hitting, running or jumping into an opponent are all fouls. For younger categories, body contact should be discouraged. Free throws Infringements result in a free throw which is taken from the spot where the foul occurred. Opposition players must be a minimum of 3 meters away from the player taking the free throw. All attacking players must be outside the broken line. In the case of serious infringements or when a goal-scoring opportunity is spoiled by an infringement, a penalty throw is given. All other players, except the defending goalkeeper, must be outside the free throw line while the player takes the penalty from the penalty line. For rough play, a 2 minutes penalty is given. If the same player receives three such suspensions, he/she cannot take any further part in the match. Infringements A free throw is awarded for any of these infringements: an opponent is fouled the ball is played incorrectly the line around the goal area is touched or crossed players behave in an unsporting manner deliberately waste time

10 incorrect substitution The goal area Except for the goalkeeper, the goal area cannot be entered by any other player from either side. Goalkeepers can leave this area provided they do not have possession of the ball. Only the goalkeeper is allowed to dive for a ball that is lying or rolling on the ground. Offensive players are permitted to jump in the air space over the goalie s area as long as the ball is released prior to landing. Throw-ins A throw in is awarded when the ball crosses the side line. The non-offending team throws the ball back into play. The player taking the throw in must place one foot on the sideline. A goal can be scored directly from a throw in. What s needed to play? Referee Normally, two referees control the game of team handball. However, in a school situation, one would suffice. Uniforms and footwear Normal sport clothing should be worn. Coloured bibs/pinies are necessary to distinguish teams. Non-slip footwear is recommended.

11 Annex B EQUIPMENT RULES Floor Hockey 1. Goalie may use goaltender equipment provided or bring their own. (Exceptions can be made at the discretion of the head Ref for excessive equipment compared to standard provided) 2. Players may use any standard protective equipment they desire. Eye protection provided MUST be used. (Exceptions can be made at the discretion of the head Ref for excessive equipment compared to standard provided) 3. DO NOT bend the blades of the sticks excessively. Curve Rule: curve of the blade may not exceed 1 inch. 4. Solid Orange ball provided will be the game ball. Rules Generally, Ice Hockey rules apply to infractions, except, 5. Five (5) players on the floor at one time (includes goalie) 6. All jewelry (ie. rings, earrings, chains, watches, and bracelets) must be removed prior to the start of each game. This is to protect all participants. 7. Players may not throw the ball forward, they may only drop it to their feet (an open hand pass is NOT permitted provided. This applies for defensive and offensive zones. 8. No slap shots - the stick must remain below the waist (includes goaltenders). This includes the backswing and the follow-through. (Penalty: loss of possession of ball). Persistent infringement of this rule will result in a high sticking (Three (3) minute) penalty. 9. If the ball rolls into the corner the first player into the corner will be permitted a 'Free Play' out of the corner (at the discretion of the referee). If the ball rolls out of play (ie. out door, into another court) the last player to have control of the ball will be permitted a 'Free Play' out of the nearest corner. In the opinion of the referee, if a player purposely takes the ball into the corner to gain an advantage he/she will be penalized by loss of possession of the ball at that point. 10. 'Free Play': The opposing team must allow the opposing player AT LEAST five (5) feet to put the ball in play. The player in control of the ball has a MAXIMUM of five (5) seconds to put the ball into play, and, MAY NOT stick handle the ball down the floor, he/she must pass (or shoot) the ball either to a teammate or down the floor. A goal cannot be scored DIRECTLY from a 'Free Play'. 11. Any ball that gets caught on the netting of the goal will be ruled a dead ball. The defending team will receive a 'Free Play' from behind their goal line. However, if in the opinion of the referee a player deliberately knocks the ball onto the netting

12 of the goal the 'Free Play' will be awarded to the non-offending team, to be taken from the corner behind the goal line. 12. All penalties will result in a two (2) or three (3) minute penalty assessed to the offending team. 13. The maximum a team may play short-handed is two (2) players at any given time 14. Coincidental penalties: each team will play short-handed for the duration of the penalty. Both players will serve the full time of the penalty, regardless of the number of goals scored during the time of the penalty. 15. Body checking or intentional body contact is not permitted. 16. Goalie may not leave his/her crease to deliberately trap the ball and delay the game. Also, the goalie must either play the ball with his/her stick or leave the ball behind the net or goal line for his/her teammate (ie. Goalie may not throw the ball forward). (Penalty: loss of possession of the ball, 'free play' awarded to nonoffending team to be taken from the corner behind the goal line.) 17. If the goaltender legitimately freezes the ball and the whistle is blown the defending team will receive a 'free play' from behind their goal line. 18. The throwing of a stick at the ball will results in an automatic penalty shot for the non-offending team. 19. Only the goalie may stand in the crease. Opposing players may not stand in the crease area, or, interfere with the goaltender within the crease area. (Penalty: two (2) minute interference penalty.)(at the discretion of the referee) 18. Any team substitute, which interferes with the play while sitting (or standing) on, or near, the bench will receive a two (2) minute interference penalty. Substitutes can be made on the fly. 19. FIGHTING, UNSPORTING CONDUCT, OR DELIBERATE INTENT TO INJURE WILL NOT BE TOLERATED AND WILL RESULT IN AN AUTOMATIC DISQUALIFICATION.

13 Annex C T ug O W ar Rules RULES TUG O WAR (SINGLE ELIMINATION) 1. Teams shall comprise no more than twenty (20) pullers. All pullers must be registered to compete or registered escorts of the squadron s team. 2. The Competition Area shall be located on a flat piece of ground, ideally of either packed earth, or mowed sod. The area should be approximately 30 metres by 50 metres and for the protection of the spectators, should be quarantined. It will be the responsibility of the Competition Officials to ensure that the designated Competition Area for the event is clear of all debris, etc., which might constitute a danger of injuries to the pullers. 3. Substitutions are acceptable. If a team can not field 20 pullers, the opposing team can drop pullers accordingly as a gesture of sportsmanship, at their option. 4. The competition rope shall be not less than 75 and not greater than 110 in length. 1 ¾ to 2 in diameter. 5. The distance of the pull shall be 4 metres on either side of the center of the rope. a) Outside Marker Red or Green tape. b) Center Marker - White tape. c) Lead Man's Marker - Blue tape, one metre from outside marker. 6. Pullers may position themselves on either side of the rope. The Lead Man must grip the rope back of the blue marker. The Anchor may encircle the rope around their body, but any knot tied in the rope must not be tied any further than six (6) inches (or metric equivalent) in front of their grip, and must be untied immediately after the pull. The anchor will grip the rope with both hands in a normal fashion. The rope shall pass alongside the body, diagonally across the back and under the opposite shoulder from rear to front. The remaining rope shall pass under the armpit in a backward and outward direction and the slack shall run free. The puller second to the anchor must not lean on that knot. 7. When the judge has received a signal from the two coaches that all is ready, he shall give the teams the following verbal and visual commands: a) "Pick up the rope" The rope shall then be gripped as defined below, the feet being flat on the ground Every pulling member shall hold the rope with both bare hands by the ordinary grip, i.e. the palms of both hands facing up, and the rope shall pass between the body and the upper part of the arm. Any other hold which prevents the free movement of the rope is a Lock and is an infringement of the Rules. b) "Take the Strain" Sufficient strain being put on the rope to ensure that it is taut. In outdoor competitions each man may establish one foothold with the heel or side of the boot with the extended foot. The judge shall then signal the rope to

14 the centre position. When the rope is steady with the centre mark over the centre line on the ground: c) "Steady" After a reasonable pause d) Pull 8. A good start means to get ready when asked by the referee by taking the strain at the same time as the other team. Failure to cooperate for a good start may result in disqualification of the offending team for that pull. Similarly, when teams are called to the rope by the referee, no unreasonable delay will be permitted. Such a delay shall constitute a disqualification of the offending team for that pull. a) In both of the above cases, the victory shall go to the opposite team by default. b) Each match shall consist of best 2 out of 3 pulls. A reasonable rest is granted between pulls. A win is awarded in the following: i. One of the side makers clearly crosses the center line marker. ii. The opposing team fouls out (receives a 3rd caution). 9. Only the feet shall be used for traction. Deliberately or continuously resting any other portion of the body on the ground without showing a convincing effort to get up, or grabbing the turf with the hand for extra traction, is reason for disqualification for that pull only. When any team member fails to comply with the "Stand Up" rule, the official will announce "First Caution" against that team. If the offence occurs a second time for the same team, the official will announce "Second Caution" against the team. Any further offence will result in the official blowing his whistle, and immediately ending that pull. The offending team will thus be disqualified and the win will go to the other team. 10. A puller may push themselves up with one hand ONLY to regain their footing. 11. Gloves are permitted. Teams are to provide their own. 12. HAND-OVER-HAND feeding of the rope to retain a good traction spot shall not be allowed and will result in a caution being called. Steady pressure must be maintained on the rope at all times. The following cases may result in a caution or loss of the pull, at the discretion of the official: a) RELEASE AND REPULL (stepping forward or hand feeding of the rope by a team when on strain causing the opposing team to fall down, and immediately pulling that team forward) shall not be allowed. b) Any WHIPPING ACTION of the rope designed to throw off the opposing team. c) SIDE-STEPPING by a team to throw the opposing team off balance shall not be allowed.

15 13. There is no established time limit for pulls. However if the officials determine there to be a period of inactivity, a dead pull may be called followed for a short rest period and then re-start. 14. One (1) team coach is permitted in the Competition Area. They will remain on their team s side of the area at all times. 15. In the event that a team brings forth a protest on any matter, the only individual to speak for that team shall be the Coach or the designated Team Captain. All communications shall be done away from the teams and outside the heat of the moment. The Referee will confer in private with the other officials before making their decision on the protest. In all cases, the Referee's decision will be final. No appeals will be allowed.

16 Annex D COMPETITION RULES AND REGULATIONS Officials Game officials will determine the status of all plays. The call of the official is final. Protests should be brought to the attention of the Chief Referee by the Team Captain. If a member of the team other than the team captain challenges the referee, they may be disqualified from further play. If the player continues, the match may be awarded to the opposing team. Encouragement Teams are encouraged to cheer. However, derogatory comments will not be tolerated, and may result in loss of points, disqualification of an individual or team, and removal from the event. Unit Teams Each Unit is allowed a maximum of 20 cadets. There may be times when teams are required to play a game(s) in a row or at the same time. This can happen at anytime and is the responsibility of that unit to provide different team members if needed to allow for rest periods or meals. All games will be played as scheduled. Evaluation All games but Tug A War will be DOUBLE ELIMINATION. Each game will be a maximum of min in duration. There will be no tie games. Games will be played until a winner is determined. Additional play will be determined by the Chief Referee of that sport. As an example, overtime of 2-3 minutes, shoot out best of 3 Teams will receive one point for each win. A point will also be awarded for a bye. Additional points will be awarded as follows: 1 st place in each event will receive 2 points, 2 nd place in each event will receive 1 point, The team with the most points will be the winner of the competition. Game Rules Please refer to the following annexes for individual event rules. Any changes to these rules (time, etc) they will be announced at the briefing before play begins. One person of the opposite gender is required on the floor at all time for each sport. All players expected to participate. Awards A plaque will be awarded to the overall team who wins the overall competition.
